Os argumentos de Kenneth Waltz em Man, State and War, feitos por analogia à caça ao veado de Rousseau apresentada Discurso Sobre a Origem das Desigualdades Entre os Homens, servem de base para uma teoria que considera que os conflitos internacionais decorrem do fato de os Estados não estarem submetidos a uma autoridade comum com o uso exclusivo da força, bem como para determinar certas características inerentes à relação entre Estados. Uma teoria como essa é apresentada por ele em Theory (...) of International Relations. Tal teoria é extremamente influente, tendo ajudado a fundar o modelo neo-realista nas relações internacionais. Acredito, entretanto, que os argumentos que tem sua raiz na caça ao veado de Rousseau surgem de uma interpretação equivocada de tal alegoria e que uma interpretação correta mostraria que, tal como ela é descrita por Rousseau, a caça ao veado não serviria de base para os argumentos de Waltz. Mesmo com pequenas alterações, que permitam uma aproximação ao modo como Waltz interpreta a caça ao veado, creio que ela não levaria a uma total independência de teorias que considerem que os conflitos internacionais decorrem do fato de os Estados não estarem submetidos a uma autoridade comum com o uso exclusivo da força e, o que é ainda mais marcante, não levaria a uma consideração tão elevada da ameaça de conflito nas relações internacionais e como tal consideração tem uma influência tão elevada no comportamento dos Estados em tais relações. Desde 1980 têm-se feito discussões, na Universidade Federal de Uberlândia, para mudar o sistema de avaliação. Em diversas ocasiões, foram feitas consultas a diversas instância da comunidade sobre o quê e em que todas as vezes a discussão ficou retida em algum ponto sem que houvesse um progresso, nos passos seguintes. A rigor, a única mudança visível em todo esse período foi a eliminação das provas finais do semestre. A discussão sobre a alteração da nota mínima de aprovação, de (...) 54 para 60 ou 70 pontos foi marcada, em 83 e 84, por um artificialismo em torno de um valor aleatório que pudesse significar um maior rigor ou grau de exigência desejável. Um dos argumentos que emergiam, na época, foi o de que um aluno da UFU estaria em desigualdade de condições de competição, ao concorrer por uma vaga no mercado de trabalho, quando comparado com algum aluno de outra Universidade que tivesse um grau de exigência maior. Partindo do diagnóstico do fim da arte em Hegel, o presente artigo busca analisar o estatuto da arte no século XX, em especial, a literatura norte-americana produzida no pós-guerra. Neste sentido, procuraremos desenvolver uma discussão sobre o estatuto do romance contemporâneo a partir de obras de autores americanos tais como William Burroughs e Thomas Pynchon no intuito de apreender as novas estéticas e temáticas que surgem com o fim da II Grande Guerra. Finalmente, tendo em vista uma melhor compreensão dessas (...) particularidades, serão feitos alguns apontamentos acerca das principais características que compõem o novo estatuto da literatura produzida no período do pós-guerra. A dilemma has stymied interpretations of the Stranger’s method of dividing kinds into subkinds in Plato’sSophistandStatesman. The dilemma assumes that the kinds are either extensions or intensions. Now kinds divide like extensions, not intensions. But extensions cannot explain the distinct identities of kinds that possess the very same members. We propose understanding a kind as like an animal body—the Stranger’s simile for division—possessing both an extension and an intension. We find textual support in the Stranger’s paradigmatic four steps for collecting (...) a subkind. (shrink)

As public administrations adopt artificial intelligence (AI), we see this transition has the potential to transform public service and public policies, by offering a rapid turnaround on decision making and service delivery. However, a recent series of criticisms have pointed to problematic aspects of mainstreaming AI systems in public administration, noting troubled outcomes in terms of justice and values. The argument supplied here is that any public administration adopting AI systems must consider and address ambiguities and uncertainties surrounding two key (...) dimensions: the algorithms’ results, and how public managers make decisions for and about AI systems’ design. The article is based on bibliographic research in institutional theory perspective that relates the design of AI systems and relevant literature on the decision-making process in public policy. The main finding is to explain why autonomous decision systems continue to reproduce ambiguities and uncertainties when applied in public administration and propose a reflection on AI governance in public administration. This article points to the need for design institutions that immerse themselves in understanding the nuances, details, and potential outcomes of AI governance for public administration. Such institutions would reconcile consequentialist logic with a logic of appropriateness to help navigate and mediate ambiguities and uncertainties. (shrink)

The war in Iraq has reignited the passionate humanitarian intervention debate. President George W. Bush surprised many observers in his second inaugural address when he promised to oppose tyranny and oppression, and this in a world not always willing or ready to join in that fight. Humanitarian intervention is again on the forefront of world politics.

Abstract The article addresses three aspects of the humanitarian intervention doctrine. It argues, first, that the value of sovereignty rests on the justified social processes of the target state ? the horizontal contract. Foreign interventions, even when otherwise justified, must respect the horizontal contract. In contrast, morally objectionable social processes (such as the subjection of women) are not protected by sovereignty (intervention, of course, may be banned for other reasons). In addition, tyrants have no moral protection against interventions directed at (...) them. Second, the article addresses the internal legitimacy of humanitarian intervention. It concludes that the liberal state may only use voluntary soldiers (either the voluntary army or mercenaries) to conduct humanitarian intervention. Conscription for that purpose is not permissible. The article shows that the long-standing criticism of mercenaries stems from a romantic prejudice and is thus unfair. Third, the article makes a distinction between intention (the determination to perform an action) and motive (a further goal that the agent seeks with that action) and shows that only intention is relevant for humanitarian intervention. A justified humanitarian intervention requires the intention to liberate the victims, but not necessarily a good further motive. It shows how mainstream doctrine has impermissibly confused the two concepts. (shrink)

In Frege’s logicism, numbers are logical objects in the sense that they are extensions of certain concepts. Frege’s logical system is inconsistent, but Richard Heck showed that its restriction to predicative quantification is consistent. This predicative fragment is, nevertheless, too weak to develop arithmetic. In this paper, I will consider an extension of Heck’s system with impredicative quantifiers. In this extended system, both predicative and impredicative quantifiers co-exist but it is only permissible to take extensions of concepts formulated in the (...) predicative fragment of the language. This system is consistent. Moreover, it proves the principle of reducibility applied to concepts true of only finitely many objects. With the aid of this form of reducibility, it is possible to develop arithmetic in a thoroughly Fregean way. (shrink)

Both questions as abstract objects and the speech acts, here called requests, by which we ask them play an enormous role in all argumentative practices. Nonetheless, there is hardly a proper systematic treatment of questions and requests in current argumentation theories. This paper is a first attempt at providing such a systematic treatment. This is achieved by following the ideal model of a critical discussion as elaborated over the years by the Amsterdam school of pragma-dialectics. After introducing the distinction between (...) questions and requests, the paper sets forth and illustrates the norms of questioning which implicitly underlie the four stages of a critical discussion in the standard order: confrontation, opening, argumentation, and conclusion. Among other things, it is shown that crucial insights of pragma-dialectics are illuminated by the questioning perspective, in particular the distinction between single and multiple differences of opinion, the duties of the antagonist and protagonist roles, the precise character of the argumentation stage, and the different ways in which a disagreement can be resolved. Economists generally agree that free trade leads to economic growth. This proposition is supported both by theoretical models and empirical data. Further, while the empirical evidence is more limited on this question, the general consensus among economists holds that trade restrictions are likely to hurt the poor. Even if the latter consensus turns out to be wrong, if free trade leads to superior growth, governments would have more resources to redistribute to the poor. It is surprising then that philosophers and (...) human rights scholars do not advocate liberalizing trade as a way to improve the welfare of the poor as a class. While many scholars in these fields are silent with respect to the effect of free trade on the poor, some actually argue that liberalized trade is harmful for the poor, contrary to the claims of economists. In this article, we argue that any serious scholar concerned with the plight of the poor needs to address the theory and evidence regarding the effects of trade liberalization on economic growth, suggesting that the standard policy prescriptions of the philosophers and human rights scholars are, at best, of second order concern and, at worst, likely to be counterproductive in terms of improving the welfare of the poor. Este artículo pretende señalar aquellos puntos de la Fenomenología del espíritu en los que Hegel transforma el concepto moderno de identidad y lo abre al tiempo, al proceso y al desarrollo, dando paso a la identificación como nuevo fundamento del fenómeno identitario. Se ha señalado muchas veces que, por el hecho mencionado, Hegel está en la base de Freud, pero pocas veces se ha hecho una lectura cercana de ciertos pasajes y términos de la Fenomenología como formulaciones del fenómeno de (...) la identificación. La identificación aparece así, entre otras cosas, como un dejar atrás el sujeto protegido de la modernidad y un tomar la diferencia, la otridad, como el único camino para que el sí-mismo avance. The purpose of this paper is an attempt to delimitate what the dialectical syllogism looks like in Aristotle’s Topics. Aristotle never gave an example of a dialectical syllogism, but we have some clues spread over books I and VIII of the Topics which make it possible to understand at least what within a dialectical debate is a dialectical syllogism. The interpretation advanced here distinguishes the logical order of the dialectical argumentation from the order of the debate. This distinction enables us (...) to have a better understand of what is and how the dialectical syllogism is identified in the debate. In addition, we can solve some interpretative difficulties other interpretations could not solve, and have a more solid grasp of how endoxa are used in a dialectical debate. (shrink)

This article shows how epideictic rhetoric and argumentation may be interrelated in a general-interest newspaper framed as a single discourse produced by a collective author. In more specific terms, the view advanced here is that newspaper as whole has an epideictic dimension which, in terms of argumentation, is the fundamental or predominant one. The usefulness of this approach is twofold. In terms of rhetoric, to explore the applicability of epideictic rhetoric to journalistic discourse; and in the field of journalism studies, (...) the goal is to draw on the theory of epideictic rhetoric so as to refine the conceptualization of the nature of argumentation in the newspaper as such. Given this twofold perspective, the account of newspaper discursive practices will be general, and the classical and contemporary epideictic theory will be briefly summarized. However, the outcome of this analysis is an example of a fruitful encounter between the two fields. (shrink)

Bioethics emerged as a discipline in the 70s of the last century. One of its main objectives has been to analyze clinical cases that pose moral problems. This analysis is generally carried out by a multidisciplinary group, the Health Care Ethics Committee, which is comprised of ethical experts or healthcare providers assisted by a facilitator, depending on the context. Different methodologies are used in these situations. The deliberative method, in its various configurations, is the most widely used in many Committees. (...) Identify whether the deliberative method is included in regulated undergraduate and postgraduate teaching; analyze whether a single model can be identified or whether there is heterogeneity in the proposals. A bibliographic review was carried out, following the scoping review method. With respect to the first objective, there is no evidence on the teaching and use of the deliberative method in the Faculties and Schools of Medicine and Nursing, the emphasis is placed on training oriented to the resolution of clinical cases and a certain deliberative proposal is developed from them, more pragmatic than ethical-philosophical. In relation to the second objective, differences are observed between the two most prevalent schools (D. Gracia and B. Molewijk), with the model proposed by Gracia being used more in the Spanish-speaking world, and Molewijk's model in the English-speaking world. It can be seen that D. Gracia's proposal is more philosophical and Molewijk's more pragmatic. Finally, it is considered pertinent to further disseminate the deliberative method and its advantages, as well as its potential for bioethics education. (shrink)

La aspiración a formar sociedades justas se choca con alarmantes niveles de pobreza y desigualdad, un problema al cual toda reflexión sobre la justa sociedad debe ofrecer una respuesta convincente. Esta ponencia afirma (1ª parte) que la experiencia que tenemos de las injusticias – como la pobreza – puede dar origen a una reflexión sobre la justicia. Luego (2ª parte) presenta el concepto de pobreza según el enfoque de las capacidades de Amartya Sen y lo completa con una interpretación filosófica (...) de la pobreza como privación radical de libertad individual. Finalmente (3ª parte) analiza y critica la forma en que la teoría de la justicia de John Rawls no aborda el problema de la pobreza y propone un principio de justicia previo a los dos de Rawls – el principio “cero” – que recoge el desafío que la pobreza plantea al concepto de sociedad justa. Seine These ist hier eindeutig: „wir [erkennen] nun den Menschen […] als moralisches Wesen für den Zweck der Schöpfung [an…]“. Warum ist jedoch der Mensch als moralisches Wesen für den Zweck der Schöpfung zu halten? Diese Frage ist keineswegs unumstritten und soll in diesem Aufsatz erörtert werden. Um sie zu beantworten, werde ich den Zusammenhang (...) von drei bestehenden Elementen der kantischen Auffassung des Menschen als Zweck der Schöpfung erläutern: Die vernünftige Natur des Menschen, die Freiheit seines Willens, und das Sittengesetz. Para Hegel, el rendimiento supremo del pensamiento consiste en hallar un terreno en el cual se pongan en evidencia las dimensiones primarias de la realidad. Por esta vía consigue desarrollar uno de sus planteamientos más interesantes en la Ciencia de la lógica, a saber, el concepto de realidad efectiva. Este artículo elabora esa visión de la realidad comentando cuidadosamente lo que Hegel desarrolla allí. Al final muestra que la realidad absoluta es a la vez diferenciación en multiplicidades existentes e inversión (...) de esa contingencia en absoluta necesidad, es decir, se pone como contingente para recuperarse a sí misma en la necesidad. In the context of the Eurocentric theories of modernity, the following article addresses four relevant topics and its corresponding deconstruction. 1) Hegel’s concept of modernity as the discovery of subjectivity in Western Europe. 2) Max Weber’s concept of modernity by emphasizing his criticism of protestant ethic as the engine of capitalism.3) Jürgen Habermas's conception of modernity as ‘unfinished project’, emphasizing the theoretical structure of the life-world, which occupies a special and important place in his theory of modernity.Finally, I discuss the (...) strengths and weaknesses of the emerging paradigm of decolonization, as a contribution to the improvement of their theoretical positions. En el contexto de las teorías de la modernidad eurocéntrica, el artículo siguiente aborda cuatro tópicos relevantes y su correspondiente deconstrucción. En primer lugar, el concepto de modernidad de Hegel como el descubrimiento de la subjetividad europea y occidental. El segundo lugar, el concepto de Max Weber de la modernidad, acentuando la crítica de la ética protestante como motor del capitalismo. En tercer lugar, la concepción de JürgenHabermas de la modernidad como "proyecto inconcluso", haciendo hincapié en la estructura teórica del mundo de la vida, que ocupa un lugar privilegiado en su teoría de la modernidad. A problem with the former accounts was their disconnection with psychological work on the issue. Es conocida su adhesión al nacionalsocialismo cuando Hitler accede al poder en 1933. La pregunta que surge es si esta adhesión tiene que ver con el anhelo de una revolución y en que consiste ésta. La idea que aquí se desarrolla es que la existencia en cuanto tal denota lo político y es desde ahí desde donde (...) emerge la posibilidad de un cuestionarse acerca de los fundamentos de la estructura organizativa de la sociedad, posibilitando la posibilidad de un reinicio político, con la mirada puesta en el origen mismo: en la πὀλις griega. ----- The aim of the following work is to expose the possibility of a politics based on the work of the German philosopher Martin Heidegger. His adherence to National Socialism when Hitler came to power in 1933 is well known. The question that arises is whether this adherence has anything to do with the desire for revolution and what it consists of. The idea that is developed here is that existence as such denotes the political, and it is from there that the possibility of questioning the foundations of the organizational structure of society emerges, making possible the possibility of a political restart, with a view to the very origin: in the Greek πὀλις. O presente artigo tem por objetivo caracterizar as duas fases do pensamento bachelardiano intituladas diurna e noturna e o modo como determinadas noções que permeiam as duas etapas da filosofia do autor configuram uma comunicação recíproca entre elas, fazendo com que haja uma troca assídua de valores entre ambas as vertentes. Deste modo, tentar-se-á demonstrar o quanto o fluxo de uma fase a outra de seu pensamento denota um sentido de completude ao invés de desconexão, negação ou mesmo oposição. Conceitos (...) como descontinuidade, imagem e tempo orientarão nosso esforço em evidenciar tal complementariedade e aproximação entre as duas fases de pensamento de Gaston Bachelard. (shrink)

Our aim in this paper is to throw some light on the kind of normativity characteristic of human knowledge. We describe the epistemic normative domain as that field of human agency defined by knowledge understood as an achievement. The normativity of knowledge rests on the contribution of the epistemic agent to the fulfillment of certain tasks. Such contribution is epistemically significant when the agent becomes engaged in the obtaining of success. Finally, we identify some features associated with full epistemic agency (...) and elucidate what we mean by engagement by appealing to the idea of adopting an epistemic perspective. En este artículo pretendemos arrojar luz sobre la normatividad propia del conocimiento humano. Describimos el dominio normativo epistémico como un campo de agencia humana que está definido por el conocimiento entendido como logro. La normatividad del conocimiento se apoya en la contribución del agente epistémico a la consecución de ciertas tareas. Tal contribución es epistémicamente significativa cuando el agente llega a participar en la consecución del éxito. Por último identificamos algunos rasgos asociados con la agencia epistémica completa, y aclaramos lo que queremos decir con implicación apelando a la idea de adoptar una perspectiva epistémica. When can a group legitimately form its own state? Under international law, some groups can but others cannot. But the standard is unclear, and traditional legal analysis has failed to elucidate it. The academic journal publishing model is deeply unethical: today, a few major, for-profit conglomerates control more than 50 of all articles in the natural sciences and social sciences, driving subscription and open-access publishing fees above levels that can be sustainably maintained by publicly funded universities, libraries, and research institutions worldwide. About a third of the costs paid for publishing papers is profit for these dominant publishers' shareholders, and about half of them covers costs to keep the system running, including lobbying, (...) marketing fees, and paywalls. The paywalls in turn restrict access of scientific outputs, preventing them from being freely shared with the public and other researchers. Thus, money that the public is told goes into science is actually being funneled away from it, or used to limit access to it. Alternatives to this model exist and have increased in popularity in recent years, including diamond open-access journals and community-driven recommendation models. These are free of charge for authors and minimize costs for institutions and agencies, while making peer-reviewed scientific results publicly accessible. However, for-profit publishing agents have made change difficult, by co-opting open-access schemes and creating journal-driven incentives that prevent an effective collective transition away from profiteering. Here, we give a brief overview of the current state of the academic publishing system, including its most important systemic problems. We then describe alternative systems. We explain the reasons why the move toward them can be perceived as costly to individual researchers, and we demystify common roadblocks to change. Finally, in view of the above, we provide a set of guidelines and recommendations that academics at all levels can implement, in order to enable a more rapid and effective transition toward ethical publishing. No Íon, a autoridade e a sabedoria de poetas e rapsodos são confrontadas por meios indiretos. O caráter oblíquo dessa estratégia impede o acesso direto ao conteúdo do diálogo e provoca inúmeros equívocos de leitura. Um fato contextual estimula mais ainda leituras equivocadas. A poesia tratada no Íon difere muito da forma como nós, modernos, a entendemos. Na Antiguidade grega, de base aural, a poesia era o modo privilegiado de conservação da tradição herdada, e permaneceu exercendo essa função capital até (...) mesmo quando a escrita passou a desempenhar papel relevante na forma de composição e transmissão cultural. Neste contexto, o rapsodo representa uma autoridade que cobre praticamente todos os campos do saber. Autoridade enciclopédica, contra a qual Platão travou uma guerra não sem ambiguidades. O presente artigo busca revelar a motivação profunda que anima o Íon: a contraposição entre dois modos de comunicação, o da poesia e o da filosofia. Defende, ainda, que Platão, ao atacar a performance poética, busca, além de rejeitá-la, substituí-la pelo élenkhos socrático como modo de comunicação ideal para instrução e guia da vida humana.
