Heart rate variability (HRV), the change in the time intervals between adjacent heartbeats, is an emergent property of interdependent regulatory systems that operate on different time scales to adapt to challenges and achieve optimal performance. This article briefly reviews neural regulation of the heart, and its basic anatomy, the cardiac cycle, and the sinoatrial and atrioventricular pacemakers. The cardiovascular regulation center in the medulla integrates sensory information and input from higher brain centers, and afferent cardiovascular system inputs to adjust heart (...) rate and blood pressure via sympathetic and parasympathetic efferent pathways. This article reviews sympathetic and parasympathetic influences on the heart, and examines the interpretation of HRV and the association between reduced HRV, risk of disease and mortality, and the loss of regulatory capacity. This article also discusses the intrinsic cardiac nervous system and the heart-brain connection, through which afferent information can influence activity in the subcortical and frontocortical areas, and motor cortex. It also considers new perspectives on the putative underlying physiological mechanisms and properties of the ultra-low-frequency (ULF), very-low-frequency (VLF), low-frequency (LF), and high-frequency (HF) bands. Additionally, it reviews the most common time and frequency domain measurements as well as standardized data collection protocols. In its final section, this article integrates Porges' polyvagal theory, Thayer and colleagues' neurovisceral integration model, Lehrer et al.'s resonance frequency model, and the Institute of HeartMath's coherence model. The authors conclude that a coherent heart is not a metronome because its rhythms are characterized by both complexity and stability over longer time scales. Historically, there has been little agreement between advocates of radical financial reform and socialist theoreticians. However, in the new circumstances of the twenty-first century, a productive synthesis of these two traditions might be possible. Drawing on the franchise model of credit creation elaborated by Robert C. Hockett and the dysfunctions created by the extreme concentration of private financial institutions, this article outlines a reform agenda that would both democratize finance and facilitate the flow of funds into valuable forms of investment (...) that are currently starved for resources. If the new institutions envisioned in this proposal were able to take root and expand, they could ultimately facilitate a transition to socialism, defined as the subordination of the market to democratic politics. Lewis White Beck has recently argued that Hume, in spite of his empiricist commitment, implicitly recognized the limitations of that position when he incorporated in his thinking ideas that are essentially Kantian and incompatible with his official empiricism. Beck is not, of course, the first so to argue; Robert Paul Wolff made a 2 similar (...) claim some years ago in a well-known paper. Wolff's case has, however, been challenged, and it is the aim of the present paper to challenge Beck's somev.'hat different case. 4 Beck argues that Hume has two causal principles: (1)Every event has a cause (2)Same cause, same effect the second of which he claims Hume defends, and the first of which he claims Hume does not defend. He then turns to the case of perception, where we observe an object once intermittently and once continuously. The result is a gappy series of impressions in the first case, and a non-gappy one in the second. The existence of the gap falsifies principles (1) and (2). In order to save principle (2), Beck argues, Hume relies on principle (1). The latter enables Hume to "feign" unobserved events to fill the gap. But (1) is also falsified by the empirical data, that is, the existence of the gap. So this appeal to (1) is illegitimate. At least it is illegitimate if the only support we are permitted to use is observational data. And that is all that the official Hume, committed to empiricism, is permitted to use. However, Hume does use (1), contrary to what his official position allows. This suggests that he recognizes, what Kant explicitly argued, that there are non-empirical reasons justifying the acceptance of (1). And it is here that we see the Prussian aspects of the Scots sceptic. Beck's case depends upon three points: (a)He must separate principles (1) and (2). (b)He must argue that gappy series of impressions are filled by appealing to (1). (c)He must argue that gappy series of impressions falsify (1), rendering its use to fill those gaps illegitimately. In what follows it is argued that the distance from Königsberg to Edinburgh cannot thus be bridged. Specifically, it is argued, first, that (a) is false, or, more specifically that for Hume (2) entails (1) ; second, that, when (1) and (2) are so understood, then (b) is partially correct; and third, that, when (1) and (2) are taken as Hume takes them, then (c) is incorrect: the gaps do not falsify (1), its use remains legitimate. Let us begin with principle (2), the "same cause, same effect" principle. This principle is Rule 4 of Hume's rules by which to judge of causes and effects. He states it as The same cause always produces the same effect, and the same effect never arises hut from the same cause. (T173) Rules 1-3 give the analysis of the causal relation insofar as it is an ob8 jective relation among things. Rule 4 then makes a claim about events and causes. Rule 4 is followed by four rules which are the best statement of Mill's Methods of eliminative induction prior to Herschell's Preliminary Discourse. When one of these methods is used, the data eliminate all possible hypotheses but one, and the conclusion is that this uneliminated hypothesis must be true, correctly describing the relevant causal relation. Hume carefully points out that we draw this conclusion not from the data alone, but 3. also from the "same cause, same effect" principle. Thus, when Hume states Rule 5, the method of agreement, he writes There is another principle, which hangs upon this [i.e., upon Rule 4, "same cause, same effect"], viz. that where several different objects produce the same effect, it must be by means of some quality, which we discover to be common amongst them. For as_ like effects imply like causes, we must always ascribe the causation to the circumstance, wherein we discover the resemblance. This article proposes a neo-Polanyian theoretical framework for understanding the dynamics within contemporary market societies. It uses this framework to analyze the divergence between the United States and other developed societies that has become more pronounced in the first years of the twenty-first century. The argument emphasizes the shifting political alliances of the business community in the United States and suggests that from 1994 onward, business lost power in the right-wing coalition to its religious Right allies. Despite the dominant role of market fundamentalist ideas in U.S. politics over the last thirty years, the Federal government has dramatically expanded its capacity to finance and support efforts of the private sector to commercialize new technologies. But the partisan logic of U.S. politics has worked to make these efforts invisible to mainstream public debate. The consequence is that while this “hidden developmental state” has had a major impact on the structure of the U.S. national innovation system, its ability to (...) be effective in the future is very much in doubt. The article ends by arguing that the importance of these developmental initiatives to the U.S. economy could present a significant opening for new progressive initiatives. (shrink)

Professor Cummins has done a valuable service simply by trying to unravel some ofthe puzzles; it is still more valuable for shedding as much light as it does on the issues. There are nonetheless problems with the interpretation that he (...) develops, and I would like to bring out some ofthese. I will address three questions: (a)What, more precisely, is the (abstract) idea ofexistence? (b)What is the notion of"necessity" as Hume would use it in connection with the notion that something exists "necessarily," or, contrarily, "contingently"? (c)Does it follow from the fact that whatever thing we conceive we conceive as existent that every thing necessarily exists? In order toanswerthese questions somethingwillhave tobe said about Hume's doctrine ofabstractideas. Butonall theseissues, Humeis often not so much inadequate as incomplete; and I shall suggest that a numberofpoints canbeilluminatedbylookingatthe historical context that Hume himselfcould take for granted. The upshot will not be that Hume's views are unproblematic, but only that they are perhaps less problematic than Professor Cummins makes out. I. Abstract Ideas In many respects, Hume's doctrine of ideas is fairly traditional. We think in terms ofideas. In particular, our capacity to think generally, and to use general terms, is a matter ofhaving abstract ideas. In this, Hume follows the views ofhis predecessors such as Locke, Descartes and the Port Royal logicians. Hume also adopts the principle that what is conceivable is possible. Again, he follows the same tradition ofLocke, Volume XVII Number 2 167 FRED WILSON Descartes and the Port Royal logicians. Where Hume differs from his predecessors is in his account of what precisely an abstract is. For Hume's predecessors, one forms an abstract idea by separation. Thus, for Locke, forming ideas by abstraction consists in "separating them from all other Ideas that accompany them in their real existence."2 This sortofseparation is the mechanism bywhich "the Mind makes the particular Ideas, received from particular Objects, to become general" (Essay, 2.11.9). The Port Royal logicians make the same point: abstraction occurs with respect to "choses... composées" when one "les considérant par parties, et comme par les diverses faces qu'elles peuvent recevoir." In abstraction what is thus known is considered separately from the whole; either one considers "les parties séparément" in the case of"parties intégrantes," or one "peut séparer les choses en divers modes," or, finally, "quand une même chose ayant divers attributs, on pense à l'un sans penser à l'autre."3 The former occurs when, for example, we separate in thought the parts ofthe body. Thisis the simplestform ofabstraction. Berkeleyhas noproblems with this notion: "Iwill notdenyI can abstract, ifthatmay properlybe called abstraction, which extends only to the conceiving separately such objects, as is possible may really exist or be actually perceived asunder."4 Neither does Hume have problems with this notion; it is the basis of his—and Berkeley's—view that ideas are either simple or complex and that some of the complex ideas are a result of our combining simple parts in ways that are not found in reality, as, for example, in our idea ofthe New Jerusalem.5 It is the other two sorts ofabstraction that are more problematic. Consider the first of these two forms of abstraction. We begin with simple ideas ofsensation, for example, white (Essay, 2.3.1). One forms the abstract idea of white by separating the property white from the other qualities with which it is conjoined in the white particulars, for example, snow or milk (Essay, 2.21.73), that are given in sense experience. The resultingideais distinct from other ideas, for example, blue or heat (Essay, 2.12.1). This article introduces the special issue on “Relational Work in Market Economies” by explaining the origins of the concept and its value in illuminating a dimension of market activity that has not been systematically addressed by social scientists. It also explains why this focus on individual economic transactions could be relevant for those whose interest centers on broader questions of political economy. Finally, there are brief descriptions of the other six articles that make up this special issue.

The claim that scientific explanation is deductive has been attacked on both systematic and historical grounds. This paper briefly defends the claim against the systematic attack. Essential to this defence is a distinction between perfect and imperfect explanation. This distinction is then used to illuminate the differences and similarities between Aristotelian (anthropomorphic) explanations of certain facts and those of classical mechanics. In particular, it is argued that when one attempts to fit classical mechanics into the Aristotelian framework the latter becomes (...) structurally incoherent. It is suggested that this, together with the fact that classical mechanics embodied the first piece of perfect knowledge, accounts, in part at least, for the historical fact of the rapid demise of the Aristotelian patterns as the new science developed. On the basis of this discussion, the inadequacies of the attack on the deductive model on historical grounds by Toulmin come to be seen. (shrink)

Abstract W. E. Johnson argued that by taking into account both the epistemic and constitutive conditions for using arguments in inferences one could dissolve the paradoxes of material implication. This essay argues that the same sort of consideration can be used to dissolve the paradox of ravens in confirmation theory. It is argued in particular, and in agreement with certain points raised by the Popperians, that those instances of a generalization which are verifying but apparently not confirming cannot raise the (...) posterior of that generalization. Although Harry Woolf’s great collective volume Quantification mostly overlooked biology, Thomas Kuhn’s chapter there on the role of quantitative measurement within the physical sciences maps quite well onto the forms of reasoning that actually persuade us as biologists 50 years later. Kuhn distinguished between two contexts, that of producing quantitative anomalies and that of resolving them. The implied form of reasoning is actually C. S. Peirce’s abduction or inference to the best explanation: “The surprising fact C is observed; but if (...) A were true, C would be a matter of course; hence there is reason to suspect that A is true.” This article reviews abduction and the Kuhnian dichotomy in a range of classic examples where quantitative reasoning has ended arguments in the natural sciences. Included are John Snow’s discovery of the cause of cholera, Jean Perrin’s proof that atoms exist, the discovery of the double helix, the Alvarezes’ explanation of the extraterrestrial origin of the Cretaceous-Tertiary extinction, and current examples in passive smoking, ulcers, and the anthropogenicity of global warming. Modern biology is a quantitative science to the extent that we operate by “strong inference,” the insistence that our data are surprising on everybody else’s hypotheses but follow as a matter of course from our own, and that we demand numerical consilience whenever we infer across levels of analysis or across disciplines. The current literature that attempts to bridge between geometric morphometrics (GMM) and finite element analyses (FEA) of CT-derived data from bones of living animals and fossils appears to lack a sound biotheoretical foundation. To supply the missing rigor, the present article demonstrates a new rhetoric of quantitative inference across the GMM–FEA bridge—a rhetoric bridging form to function when both have been quantified so stringently. The suggested approach is founded on diverse standard textbook examples of the relation between forms and the (...) way strains in them are produced by stresses imposed upon them. One potentially cogent approach to the explanatory purposes driving studies of this class arises from a close scrutiny of the way in which computations in both domains, shape and strain, can be couched as minimizations of a scalar quantity. For GMM, this is ordinary Procrustes shape distance; in FEA, it is the potential energy that is stored in the deformed configuration of the solid form. A hybrid statistical method is introduced requiring that all forms be subjected to the same detailed loading designs (the same “probes”) in a manner careful to accommodate the variations of those same forms before they were stressed. The proper role of GMM is argued to be the construction of regressions for strain energy density on the largest-scale relative warps in order that biological explanations may proceed in terms of the residuals from those regressions: the local residual features of strain energy density. The method, evidently a hierarchical one, might be intuitively apprehended as a geometrical approach to a formal allometric analysis of strain. The essay closes with an exhortation. (shrink)

Stan ton Evans complained that “This has been essentially another Ford Administration, … not much different from any other Republican administration in our lifetime. While the other Senator from Colorado, arch-conservative William Armstrong noted that Reagan had ‘managed to polarize the country over budget cuts that didn't happen.” “He cut the budget,” bemoaned Armstrong, “enough to make (...) the special interests and the press mad, but not enough” to restructure the government. Modern thinkers regard logic as a purely formal discipline like number theory, and not to be confused with any empirical discipline such as cognitive psychology, which may seek to characterize how people actually reason. Opposed to this is the traditional view that even a formal logic can be cognitively veridical – descriptive of procedures people actually follow in arriving at their deductive judgments (logic as Laws of Thought). In a cognitively veridical logic, any formal proof that a deductive judgment, intuitively (...) arrived at, is valid should ideally conform to the method the reasoning subject has used to arrive at that judgment. More specifically, it should reveal the actual reckoning process that the reasoning subject more or less consciously carries out when they make a deductive inference. That the common logical words used in everyday reasoning – words such as 'and', 'if,''some', 'is''not,' and 'all'– have fixed positive and negative charges has escaped the notice of modern logic. The present paper shows how, by unconsciously recognizing 'not' and 'all' as 'minus-words', while recognizing 'and', 'some', and 'is' as 'plus words', a child can intuitively reckon, for example, 'not (−) all (−) dogs are (+) friendly' as equivalent to 'some (+) dogs aren't (−) friendly': −(−D+F) = +D−F.
