This research analyzes global children's literature from the National Council for Social Studies Notable Trade book lists from the past three years. The authors studied primary level texts that were either written by or about people and cultures from outside the United States. Using critical content analysis, the authors identified what aspects of global citizenship these books promote. The authors also analyzed the texts for dangers of representation as presented through various stereotypes or problematic tropes. This research (...) critiques the NCSS Notable Trade book lists to provide social studies educators with guidance in selecting and using international and global children's literature. Findings suggest NCSS recommended trade books promote a Cosmopolitan discourse (Gaudelli, 2009) and a soft approach (Andreotti, 2006) to Global Citizenship Education. We offer both nuanced critiques of specific books as well as guidance for teachers, librarians and organizations for selecting texts. (shrink)

This article gives a broad sense of existing debate about Global Citizenship Education to help situate and contextualize a novel case study. Scholars for Syria originated at a small university in southern Indiana. This grassroots response to the turmoil in Syria bridges the gap between a seemingly distant crisis and a midwestern city in the United States. The unique pedagogical and curricular dimensions of the case study work as a helpful framing device for facilitating exploration of debates (...) about the shape of GCE, as well as providing new ways in which to imagine GCE curriculum, pedagogy, and embedding ethics into wider university initiatives. This paper argues for a postcritical praxis in global citizenship education (GCE) and peace education (PE). The paper begins by critiquing the interlocking fields of GCE and PE as problematically framed around the three key pillars of liberal peace. Then, drawing on postabyssal thinking the paper illustrates that the Western-centricity of liberal peacebuilding is not only colonialist/imperialist but that it is an erasure of the other. The paper argues that in light of this realization epistemological pluralism (...) as a transformative response is wanting. Instead new responses must focus on other ontological possibilities grounded in a postcritical response to postabyssal thought. Before concluding, the paper offers some pedagogic possibilities integrating the ontological for a new postcritical GCE and PE. (shrink)

This contribution develops a defence of a universalist conception of Global Citizenship Education against three prominent critiques, which are, among others, put forward by postcolonial scholars. The first critique argues that GCE is essentially a project of globally minded elites and therefore expressive both of global educational injustices and of the values and lifestyles of a particular class or milieu. The second critique assumes that GCE is based on genuinely ‘Western values’, which are neither universally accepted (...) nor universally valid and therefore unjustly forced on members of non-Western cultures and societies. GCE, according to this critique, is assumed to be another version of the educational justification of a hegemonic and unjust global Western regime. The third critique focuses on the epistemological preconditions of GCE. It assumes that GCE relies on a particular, culturally embedded ‘Western epistemology,’ which perpetuates historically grown global educational and epistemic injustices by dominating and subjugating alternative epistemological approaches. With respect to the first critique I argue that it is to a certain extent sociologically plausible, but wrong when it is applied to the educational and political legitimacy of GCE. The second critique overestimates the consensus within the ‘Western tradition’ and underestimates the transnational dissemination of universalist ideals and values as well as its own reliance on universalist validity claims. I argue that in order to provide a plausible criticism of historically grown global educational and political injustices, it is imperative for GCE to integrate central insights provided by the postcolonial critique, without giving up on universalist ideals and values. The third critique is, according to my argumentation, based on flawed epistemological assumptions, which do not withstand critical scrutiny. Instead of identifying epistemic and scientific claims as the expressions of a particular ‘culture’ or geographical location, I defend the position that philosophical and scientific research should ideally be conceived as a democratic and universalist project, whose emancipatory potential can only be realized on the basis of a universalist epistemology. Global citizenship education (GCE) encounters epistemic barriers in curriculum localisation, which, from a semiotic perspective, are related to educators’ subjectivation process. By choosing a Chinese case based on six secondary schools on the east coast of China, this paper builds on previous efforts to investigate how principals’ (n = 6) and teachers’ (n = 10) subjectivation process could influence their comprehension of the concept of GCE. The focus of this paper is on distinguishing the subjectivities in participants’ (...) interviews that related to their perceptions and planning of the curriculum. The findings of the study included qualitative feedback, which was later categorised into three themes: the communitarian subjectivity, the hybrid subjectivity and the assimilated subjectivity. The three forms of subjectivity exposed the vulnerability inherent in participants’ efforts to localize GCE. This study demonstrated a specific epistemic condition that challenges the prevailing discourse, suggesting that defending traditional culture does not always serve the purpose of promoting cultural diversity on a global scale. In an increasingly globalized world, empathy has been identified as a core competency of future global citizens and thus as an important skill to be fostered in global citizenship education (GCE). Despite this, however, what empathy is, and how it can play the pivotal role often claimed for it in the literature, have not been adequately explored. Here, Eirik Risberg argues that, pace the common conception of empathy, empathy should not be construed narrowly, as an affective (...) concept, but broadly, as a cognitive and epistemic concept. Drawing on recent work in philosophy and psychology, Risberg explores a suggestion that construes empathy as a complex self-directed perspective-taking of the situation of another. While this may constitute a conception of empathy that is more modest than the most ardent proponents of empathy would like, it has the benefit of avoiding the objections that have been leveled against empathy as a moral concept and thus allows us to maintain that empathy is a valuable skill to be cultivated in educating global citizens for the twenty-first century. Global citizenship education (GCE) is an active entanglement in the civic priorities of the planet. In recent research, the concept has emerged as a multivalent coalescence of being, an engagement with planetary tensions and revisions of cosmopolitan ideology. In this article, I argue for a theoretical interpretation of GCE reliant on liminal-oriented practice and the potentialities of regenerative agency. Privileging Axel Honneth’s interpretation of social freedom and Boaventura de Sousa Santos’ postabyssal thinking, I argue that interfaces with (...) the limit of our global perception reveal the regenerative qualities of our relations, allowing us to conceive ourselves as uniquely influenced by globality and possessing critical agency for otherness. Although such global perceptions can only ever be wrought within the ideological constraints of locality, a globally situated agency is more agile as a regenerative set of dispositions and interknowledge ‘globalities’. I further argue that regenerative liminalities hold significant implications for teaching and learning, as they signify the importance of a global consciousness over a technologically rationalized competency-based approach. Global citizenship education (GCE) within schools in England is increasingly being reoriented to address a statutory duty to promote fundamental British values (FBV). This multi-method study investigates the influence of critical GCE within initial teacher education in reshaping awareness, understanding and disposition towards FBV amongst beginning teachers. Findings highlight a tension between growing confidence and understanding of how to implement the FBV agenda and the development of autonomous dispositions of the kind demanded for the practice of (...) critical GCE. This article employs postcolonial perspectives to examine the possibilities and limitations of drawing on Pan-African ideas to establish practices and meanings for global citizenship education at an elite secondary school in Ghana. In this examination, the authors explore the ways in which the school’s interventions to reinforce sameness/unity produce different understandings of global citizenship between students from different social class backgrounds. The article addresses how the school attempts to dissociate students from their native cultures for (...) the purpose of teaching them the ways of knowing and doing necessary to live and work/study in the West. The authors illustrate the ways in which the lessons students are being taught about what it means to be a global citizen reinscribe hegemonic discourse through Pan-African rhetoric. This article explores local, national and global aspects of the new national curriculum in South Sudan as reflected in the lived experiences of secondary school teachers. We draw on analyses of the curriculum, semi-structured interviews with 21 secondary school teachers, and classroom observations. We emphasize the need for critical global citizenship education addressing inequity and oppression at national and global levels. We argue that the curriculum rhetoric fostering global citizens is strongly disconnected from the (...) lived experiences of the teachers, where ethnicity is at the centre of their identity and a main obstacle to a unifying national identity and citizenship. This study explores young students’ negotiation of their citizenship identities at the intersection of their class, gender, religious and ethnic identifications in the conflict-affected setting of Pakistan. While much of the global literature on global citizenship education (GCE) primarily takes into account the perspectives of middle-class or elite students located in richer economies, the current study is centred on a socio-demographically diverse group of young people in a low-income setting. With a specific focus on their (...) negotiation of issues around diversity and justice, students’ narratives generated important recommendations for a transformative and historically nuanced postcolonial/decolonial approach to global citizenship engagement that should be considered more broadly. The study illuminates the ways the global/local historical, cultural, political and economic factors influence individual relationship with GCE and offers useful pedagogical and policy implications for GCE ‘from below’. Proponents seek to equip students with the consciousness and competencies necessary to make a world of universal benevolence, peace, and prosperity. However, many of the moral assumptions of global citizenship education are more complex and contradict these goals, and are just as likely to have the unintended consequence of reinforcing a more particular Western individualism. ABSTRACT: This article discusses, principally from an English perspective, globalisation, global citizenship and two forms of education relevant to those developments (global education and citizenship education). We describe what citizenship has meant inside one nation state and ask what citizenship means, and could mean, in a globalising world. By comparing the natures of citizenship education and global education, as experienced principally in England during, approxim-ately, the last three (...) decades, we seek to develop a clearer understanding of what has been done and what might be done in the future in order to develop education for global citizenship. We suggest that up to this point there have been significant differences between the characterisations that have been developed for global education and citizenship education. These differences are revealed through an examination of three areas: focus and origins; the attitude of the government and significant others; and the adoption of pedagogical approaches. We suggest that it would be useful to look beyond old barriers that have separated citizenship education and global education and to form a new global citizenship education. Their separation has in the past only perpetuated the old understandings of citizenship and constructed a constrained view of global education. (shrink)

Comparative educationists have the challenge to devise theoretical frameworks, epistemological and pedagogical constructs as well as pragmatic, useful and effective ways of promoting the virtues of compassion and recognition of our common humanity in eliminating the ills of domination and control that are guided by greed, hatred, jealousy, and intolerance. Comparative Education for Global Citizenship, Peace and Shared Living through Ubuntu paves the way for a better understanding of the critical importance of the collective search and endeavor towards achieving the virtues of nonviolence, peace, shared values of living together, global citizenship, improved quality of life for all and a better appreciation of the positive implications of interdependence. Darrel Moellendorf argues that duties of justice have global scope. We share Moellendorf's rejection of statism and his emphasis on duties of justice arising out of association in Cosmopolitan Justice. Building on Moellendorf's view that there are cosmopolitan duties of justice, we argue that in education they are both negative and positive, requiring redistribution of educational resources and transnational educational intervention. We suggest what kinds of intervention are justifiable and required, the kinds of international structures that could regulate (...) them, and a conception of cosmopolitan citizenship to underpin education for global citizenship. This article addresses the demand for global content knowledge that the process of internationalization has placed on the preparation of social studies teachers. Drawing on scholarship about global perspectives in teacher education, this study examined what one cohort of preservice teachers learned about globalization during participation in a three-week, web-based, international relations simulation. The unit was part of a methods course designed to prepare preservice teachers to teach global issues and internationalize the curriculum. International simulations have (...) long been touted as a means for learning challenging knowledge about global issues yet are rarely studied in teacher education. This qualitative study drew on concept maps and written responses completed before and after the simulation to document the preservice teachers’ learning. The analysis generated two findings: (1) preservice teachers acquired a shared, conceptual vocabulary for globalization that included the events and actors represented in the simulation; and (2) they also demonstrated a more systematic and critical understanding of the ways that power and conflict shaped the events and actors. The study contributes to the question of what teachers need to know to teach with global perspectives and how efforts to internationalize teacher education programs can foster such knowledge. The promotion of ‘Global Citizenship’ (GC) has emerged as a goal of schooling in many countries, symbolising a shift away from national towards more global conceptions of citizenship. It currently incorporates a proliferation of approaches and terminologies, mirroring both the diverse conceptions of its nature and the socio-politico contexts within which it is appropriated. This paper seeks to clarify this ambiguity by constructing a typology to identify and distinguish the diverse conceptions of GC. The typology is (...) based on two general forms of GC: cosmopolitan based and advocacy based. The former incorporates four distinct conceptions of GC – namely, the political, moral, economic and cultural; the latter incorporates four other conceptions – namely, the social, critical, environmental and spiritual. Subsequently, we briefly illustrate how the typology can be used to evaluate the critical features of a curriculum plan designed to promote GC in England. The typology provides a novel and powerful means to analyse the key features of the very diverse range of educational policies and programmes that promote GC. (shrink)

After reviewing current proposals for standardized testing in K-12 education (United States) and for imposition of free-market economic and business models on higher education (Texas, Florida, and the United Kingdom), I argue that both types of proposals rest on flawed pedagogical assumptions and tend to undermine educational practices that promote the development of global citizens. I suggest that John Dewey was aware of the type of challenges now faced by educators and that he provided tools for blunting (...) the force of these proposals and moving educational practice toward more desirable ends. Scotland and South Korea are experiencing novel challenges in educating for and about migrant populations. Through a critical discourse analysis of these nations’ national curricula, we consider the guidance educators are offered in teaching about issues related to migration in increasingly diverse classrooms. Framed by theories of critical global citizenship, our analysis suggests that both curricula use ambiguous approaches to global citizenship education. These curricula acknowledge the presence of migrants without disturbing stable visions of Korean (...) and Scottish national identities. This qualitative case study draws on interview and focus group data from six Civics teachers. As global education scholars assert, local, national, and global “levels of citizenship” do not occur in a vacuum, instead, each level is invariably connected to one another. Teachers in this study, however, placed different priorities on the levels – prioritizing the national, minimizing the local, and marginalizing the global. Participants also used different teaching strategies in order to teach the different (...) levels: emphasizing knowledge acquisition and values transmission at the national level and more active civic behaviors at the local level. This book is concerned with the social and political aspects of regional groupings, particularly how citizenship education fares in regional contexts. The European Union has revolutionised its political and economic aims into more encompassing social and political goals. The Association of Southeast Asian Nations, on the other hand, is still moving towards fuller integration in social and economic terms as South East Asian nations seek a greater role on the global stage and particularly in the global (...) economy. Both the EU and ASEAN have drawn up educational frameworks that collectively work to harness educational achievements which in turn work to fulfill social and economic objectives at the regional level. The purpose of our article is to investigate and report on a document analysis study of social studies education in Argentina. In particular, our focus is on the progression of citizenship education and the inclusion of global perspectives in social studies education within Argentina's elementary schools. Like many other countries in the world, Argentina has followed a growing trend to include global perspectives in their national curricula. We investigate the contours of what this entails (...) for Argentina's elementary schools. We begin the article by situating our purpose in the larger field of global citizenship education. Next, we review the literature and describe Argentina's socio-historical context and report on how that context informs Argentina's education system. We then move to the study's methodology, which is grounded in the following research questions: (1) How is social studies organized in Argentina and how has the purpose of social studies evolved over time? (2) To what degree, if any, are global perspectives represented in Argentina's elementary social studies curricula? To address these questions, we employ document analysis research design (Bowen, 2009). In this analysis, we review Argentina's education policy documents and social studies curricular documents. We follow Fereday and Muir-Cochrane's (2006) three-prong approach for data analysis of documents. We share the findings of the research based on the aforementioned questions. We conclude the article with a discussion of how environmental awareness, human rights, and global competencies are included in the initiative to increase global citizenship education within Argentina's social studies curricula. The central question for this book is whether schools should attempt to cultivate patriotism, and if so why, how, and with what conception of patriotism in mind. The promotion of patriotism has figured prominently in the history of public schooling in the United States, always with the idea that patriotism is both an inherently admirable attribute and an essential motivational basis for good citizenship. It has been assumed, in short, that patriotism is a virtue in its own right and (...) that it is a foundational aspect of civic virtue more generally. Through an integrated historical and philosophical approach, this book demonstrates that there have been many and diverse attempts to cultivate patriotism in public schools in the United States and that they have been predicated on different conceptions of patriotism, citizenship, and learning. In order to assess these assumptions and evaluate the various practices of patriotic education, we address the nature of virtue and the motivational foundations of civic responsibility, and we frame a general approach to the ethics of education. We find that the history of attempts to cultivate patriotism in schools offers both cautionary and positive lessons. We argue that there is a virtuous form of patriotism and that an inclusive and enabling just school community may contribute to its development. Yet, we conclude that patriotism is not a virtue as such. We argue that civic virtue is what schools should aim to cultivate, and that civic education should be organized around three components of civic virtue, namely civic intelligence, civic friendship, and civic competence. We hold that virtuous patriotism is an appropriate responsiveness to a country’s value, and that such responsiveness is part and parcel of civic virtue that is also responsive to what has value beyond one’s own country. The book concludes with a defense of global civic education, arguing that it should promote global civic friendship and cooperation. The book situates its understanding of patriotism in the context of nationalist, populist, and authoritarian movements in the United States and Europe, and it mounts a spirited defense of democratic institutions that should be of interest to anyone concerned about the polarization of public life and future of democracy. Poverty is a fundamental problem of contemporary societies including both developed and developing democracies. Although the literature on poverty is heavy concentrated on the material well-being of individuals and societies, some other aspects of poverty are to be considered as significant for democratic societies, especially for the discussions of justice and democratic order. In this regard, this work discusses a conception of political poverty based on the idea of free and equal citizenship in a pluralistic democracy in the light (...) of the theory of political liberalism. It also argues for, while defining its scope and aims as well as its main themes, a political conception of citizenship education through which developing free and equal citizens of a pluralistic just democracy and eliminating the problem of political poverty may be realized. This paper assesses teachers’ and students’ self-perception as global citizens in the context of Alfred North Whitehead Process Philosophy. The aim of the paper is to identify the potential for global citizenship within pedagogy and learning. One hundred students and 50 teachers from Peaceland College of Education, Enugu, in Nigeria, were selected systematically and examined on their belief that an action in situ could pose global consequences or benefits. Respondents were also assessed on other dimensions (...) of globalization. Results showed that although more teachers believed themselves to be global citizens, there was little tendency to stimulate students in this regard. Students conversely exhibited their potential for global citizenship by listening more to foreign media than their teachers. For students, however, knowledge of current affairs and interaction with foreigners were significant determinants of self-perception as global citizens; for teachers, it was the motivation to teach and the level of education. The study concludes that adopting process philosophy in schools has much promise for skills, values, attitudes and dispositions needed to live in a global society. (shrink)
