Drawing its strength from the UN Charter and UDHR, human rights ethics is a beacon of hope and a promise that requires continuous reaffirmation during these turbulent times. These two documents, with their unwavering faith in ‘fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small,’ have shaped our understanding of human rights as global and universal ethics. However, this faith is now being (...) severely tested by four countercurrents: extremism, exclusionism, selectivism, and populism. These countercurrents pose significant and urgent human rights threats that activists, academics, and policymakers must confront by reasserting the basic core values of the UN Charter and UDHR. Resumen: Desde el principio ha sido muy obvio que el capitalismo es un tipo de empresa engañosa. Por otro lado, el capitalismo ha estado vinculado a la acumulación masiva de riqueza. Como se indica, el capitalismo ha estado vinculado a la explotación, a una creciente desigualdad de la riqueza, a colapsos económicos y a conflictos internacionales. La economía política ha estudiado durante mucho tiempo cómo interactúan las dos caras del capitalismo. ¿Es posible arreglar los problemas del capitalismo preservando sus beneficios, (...) como afirman sus partidarios? Algunos anticapitalistas sostienen que limitar o eliminar el capitalismo es la única manera de acabar con él. La teoría tendrá el mayor impacto en el resultado de esta situación. Los economistas ven los mercados como un lugar en el que todos reciben un trato justo a la hora de valorar y recompensar las contribuciones económicas a la sociedad. El reino del mercado, en vez de culpar los defectos sociales e individuales de manera global, culpa la carencia del individuo manera particular. La clave para formular una predicción sólida de la caída del orden actual es la tesis marxiana de que las relaciones de producción constituyen la base de toda civilización. En otras palabras, las estructuras de clase sustentan las instituciones políticas, culturales e ideológicas. De ello se desprende que una sociedad postcapitalista sólo puede desarrollarse en la medida en que surjan nuevas relaciones de producción, o de clase (o más exactamente, relaciones “sin clases”). De forma similar a cómo surgieron nuevas relaciones económicas a lo largo del tiempo cuando Europa pasó de una sociedad feudal al capitalismo industrial, y cómo se construyeron nuevas sociedades sobre estos sistemas, en las próximas generaciones surgirán nuevas manifestaciones de crecimiento masivo de la producción para que la especie humana experimente menos épocas de crisis económica. A finales de 2007, la economía mundial se desplomó rápidamente, obligando a los bancos a declararse en quiebra y a necesitar rescates gubernamentales. La principal idea errónea de las economías de mercado, que se autorregulan de forma natural, quedó rebatida. La catástrofe brindó la oportunidad a los individuos de reevaluar cuestiones de larga data que habían quedado sin resolver porque desafió las nociones preconcebidas. La obra fundamental de Marx, “El Capital”, según las librerías de todo el mundo, tuvo un espectacular aumento de ventas tras la crisis. En algunos aspectos, el marxismo parece estar regresando. Debido a la tradición crítica que creó, que abarca las humanidades y las ciencias sociales, el marxismo no puede entenderse adecuadamente dentro del marco del siglo XIX. Marx fue capaz de influir en el agua que bebemos y en el aire que respiramos incluso en lugares donde fue rechazado. El marxismo es omnipresente, como han demostrado las dos primeras décadas del siglo XXI. This book highlights the benefits of engaging with Critical Theory for Feminist research and provides a framework for a Feminist Critical Theory.

ABSTRACTThis paper discusses the differences between orthodox and heterodox economics as well as between American and British Global Political Economy. It is found that the main differences within both disciplines are related to meta-theoretical premises. However, meta-theory turns out to be also a uniting factor between disciplines. Orthodox economics and American GPE mostly share positivist meta-theory, while heterodox economics and British GPE are largely based on critical realist meta-theory. Instead of building bridges within disciplines, it is suggested (...) that it would be more feasible to combine some parts of orthodox economics with American GPE and some parts of heterodox economics with British GPE. This paper also discusses the role of mathematics in economics, critically assessing Tony Lawson’s claim that there is no place for mathematical modelling in heterodox economics. (shrink)

The year 1996 was regarded by a considerable part of contemporary literature on global political economy as a definite turning point in modern history. The majority of experts tended to see the starting point of take‐off that year, but others—not a negligible minority—saw omens of disastrous recession and lasting depression. It appears the time has not yet come. The question is now that of the incalculable resultant of runaway (deregulated) forces of the international financial “whirlpool”, of a (...) random process of global, regional and local accumulation of capital. The year 1997 will set in with a foreseeable and calculable agrarian and related cycle and it may find an outlet for accumulated tensions of capital accumulation at the high tide of unemployment (demographic or migratory) wave with unforeseeable and incalculable effects and side‐effects. This will be just the beginning of the end and a Black Weekday still lies ahead of us. There can be no doubt that we live in a transition period but we do not know where this transition leads to. Loose talk about “post‐industrial society”, “post‐modern age” and “postsomething anything” has limited interpretative power. Very few students of social sciences venture to see and verify secular trends in world history. (shrink)

This article seeks to investigate the integration between political economy and religion offered in the forum Religion of Twenty (R20). The idea of R20 forum by Nahdlatul Ulama (NU) is one of the ideas to unite perceptions between countries and religions. It is based on the phenomenon of the global economy which has begun to be disrupted by conflicts and wars in several countries. Various wars by the superpowers have had implications for disrupting economic stability. Thus, (...) the role of religion in terms of world peace also contributes to the success of global economic stability. In further analysis, this article refers to Ibn Khaldun, Al-Ghazali, Adam Smith, David Ricardo, and John Stuart Mill’s political economy to answer how is the relationship between religion and world peace in economic development? And what role does the R20 forum play in integrating political economy and religion for global economic development? The findings in this article indicate that the sources of political economy in R20 are a means of integrating its patterns in line with the values and essence of religious teachings. (shrink)

Foucault’s analysis of the relation of power and the economy in the lectures given at the Collège de France between 1975 and 1979 opens up modern societies for a radically different interrogation of the relations of force inscribed in historically heterogeneous forms of wealth creation and distribution, but more specifically within the period of liberal capitalism. Its vast scope clears the ground for genealogies of power, political economy and race that demonstrate their intertwinement, yet he underplays several (...) elements which have been central for the institution of the political economy of liberal capitalism, particularly regarding colonial expansion and subjugation, the prior existence of trade and other networks operating on a world scale, and politico-economic and technical developments, such as banking and finance, that acted as conditions of possibility. By redressing the balance, this article outlines a different genealogy of the emergence of biopolitics and the mechanisms supporting global capitalism, making visible the constitutive role of colonialism. It suggests elements for a more fundamental critique of inequality, one that relays the Foucaldian themes of economy, territory, security, population and race according to a longer periodization that reveals most economies to have been zero-sum games of ‘winners’ and ‘losers’. Transcending this situation requires a radically different, transcolonial and transindividual understanding of the essentially collaborative and co-implicate character of the production of all life. The implications mean the rejection of ontologies that support not only neoliberalism but other forms of dispossession and pauperization, often allied to the hierarchization of difference, opening the way for a different history of the present and for imagining new economies and socialities. Recent decades have witnessed both a renewed energy in feminist activism and widespread attacks taking back hard-won rights. Despite powerful feminist movements, the Covid-19 pandemic has significantly undermined the progress women have struggled for decades to achieve; how can this be? What explains this paradox of a strong feminist movement coexisting with stubborn patriarchal arrangements? How can we stop the next global catastrophe initiating a similar backlash? This book suggests that the shortcomings of social theory prevent feminist strategies from (...) initiating transformative changes and achieving permanent gains. It investigates the impact of theoretical shortcomings upon feminist strategies by engaging with two clusters of work: ungendered accounts of capitalist development and theories on gendered oppression and inequality. Decentring feminist theorising grounded in histories and developments of the global North, the book provides an original theory of the patriarchal system by analysing changes within its forms and degrees as well as investigating the relationship between the gender, class and race-ethnicity based inequalities. Turkey offers a case that challenges assumptions and calls for rethinking major feminist categories and theories thereby shedding light on the dynamics of social change in the global South. The timely intervention of this book is, therefore, crucial for feminist strategies going forward. The book emerges at the intersections between Gender, International Development, Political Economy, and Sociology and its main readership will be found in, but not limited to these disciplinary fields. Many worry that global warming may produce dire consequences not just for humankind, but for many other living organisms on the planetEarth. That, in turn, has raised new concerns about the ideologies and theoretical paradigms upon which such political and economic policies are (...) based. Many now call for a rejection of free marketFree Market economies to make room for more centrally planned economic systems. Even the idea of Homo EconomicusHomo Economicus – the primary actor in the modern free marketFree Market economy – is under fire in favor of a new conceptualization of the primary actor: Homo CuratorHomo Curator. This essay explains why these changes are both unnecessary and dangerous. I argue they are unnecessary by showing: (1) Homo Economicus and excessive consumptionConsumption are not the root of the problem, and (2) how the theory of market failure already gives us proven means to address problems like global warming. I argue that abandoning Homo Economicus and the free marketFree Market economy is dangerous because it will inevitably lead to a world that is far less likely to support individual and collective human flourishing; one that poorer, less free, and less respectful of the sanctity of the individual. The global development of human embryonic stem cell science and its therapeutic applications are dependent on the nature of its engagement at national and international levels with key cultural values and beliefs concerning the moral status of the early human embryo. This article argues that the political need to reconcile the promise of new health technologies with the cultural costs of scientific advance, dependent in this case on the use of the human embryo, has been met by the (...) evolution of bioethics as a political community, transnational network, and bureaucratic device. Bioethics has become the political means for the creation of a global moral economy where the trading and exchange of values is normalized and legitimated. As a result of such trading, value compromises are produced capable of legitimizing the regulatory policies necessary for maintaining public trust in the new science. (shrink)

In 1972 a public choice model predicted that the incipient environmental movement in the United States would grow but encounter overwhelming industrial opposition. Twenty years later we find the model overstated this opposition. Environmental pressure groups were able to pass substantial legislation, resist counter forces, and reduce most targeted pollutants. A revised public choice model predicts that the success of the present global environmental movement depends on (1) information flows between scientists and the public on the potential costs of (...) deterioration, and (2) means for reducing the costs of regulation such as relying more on market incentives. Issues of the ‘global commons’ have secured a prominent place in environmental discourse. The temperature-regulating functions of the global atmosphere and radiation control functions of stratospheric ozone offer clear examples of true public goods. Other environmental assets, such as biodiversity and forests, are treated as if they are public goods, but in reality are complex mixtures of private goods, local public goods and global public goods. The approach to the provision and protection of these goods has tended (...) to focus on the development of international agreements, such as those at the Rio de Janeiro ‘Earth Summit’ in 1992. But do these agreements contain the relevant incentives to conserve the global commons? Much depends on one's view of human nature. The Scottish economic tradition suggests that unless incentives focus on ‘self love’, as postulated by Hume and Smith, improvements will, at best, be marginal. A richer array of policy measures is obtained by analysing the potential for ‘global bargains’, trades that improve the environment whilst making each party better off. The souls of Hume and Smith surely approve recent developments in practical global bargains. (shrink)

Sen’s essay concerns the existence of extensive hunger amidst unprecedented global prosperity in the contemporary world, but he argues that the problem would be decisively solvable if our response were no longer shaped by Malthusian pessimism. Effective famine prevention does not turn on food supply per head and the automatic mechanism of the market: there can be plenty of food while large sections of the population lack the means to obtain it. Effective famine prevention thus requires “entitlements.” Economically, governments (...) can and should provide public employment programs so that those threatened by famine can be empowered to command food. Politically, democratic participation and a free press can work to ensure government accountability for famine prevention. The choice that Sen urges, however, is not for the state over the market—the experience of the Indian state of Kerala demonstrates that a voluntaristic approach can work as well or better than China’s compulsory “one child policy” in limiting the rapid population growth that contributes to world hunger. Rather, a reasoned solution to the problem of hunger must acknowledge the complementary importance of both well-functioning markets and open and democratic public action. (shrink)

Thomas Nagel's conservative position of the political conception for world politics and his insightful ?Minimum Humanitarian Morality? (MHM) view on global justice are laudable. He admits that the path from anarchy to justice must go through injustice. But Nagel does not clearly identify the conditions under which we put up with global injustice. This paper reviews the conception of MHM through the lens of the institutional political economy. In my view, to recognize the degree of (...) structural failure (weakness in governance) as well as the degree of transition failure (elite bargain or personalization of power being interlocked) in each state can give us a hint on how to conceptualize and apply Nagel's MHM. We also argue that the scope and degree of humanitarian aid may vary in accordance with the options to global justice open to each state. (shrink)

Science and technology policy is both faced by unprecedented challenges and itself undergoing seismic shifts. First, policy is increasingly demanding of science that it fixes a set of epochal and global crises. On the other hand, practices of scientific research are changing rapidly regarding geographical dispersion, the institutions and identities of those involved and its forms of knowledge production and circulation. Furthermore, these changes are accelerated by the current upheavals in public funding of research, higher education and technology development (...) in the wake of the economic crisis. The paper outlines an agenda for science & technology policy studies in terms of a research programme of a ‘cultural political economy of research and innovation’ (CPERI). First, the implications of the overlapping crises for science policy analysis are discussed. Secondly, three rough constellations of contemporary approaches to science policy are critically compared, namely: a techno-statist Keynesian governance; a neoliberal marketplace of ideas; and co-productionist enabling of democratic debate. CPERI is then introduced, showing how it builds on the strengths of co-production while also specifically targeting two major weaknesses that are of heightened importance in an age of multiple crises, namely neglect of political economy and the concept of power. Climate Smart Agriculture has gained prominence in global agriculture and climate agendas for its perceived “triple win” contributions to food productivity, adaptation, and mitigation to climate change. This paper highlights three important challenges for CSA activities in Africa which provide insights into contested debates surrounding CSA’s ability to respond holistically to the complex realities facing resource-constrained farmers in the global South. These are prevailing neoliberal market policies that emphasize private-sector driven agricultural development in the face of rising input (...) costs and falling commodity prices; an expansion in diversified livelihood strategies amongst smallholder households as a response to the highly unpredictable biophysical environment and economic climate under which they live; and a growing competition for land and other productive resources. A deeper dive into political economy processes surrounding these three issues aims to bring critical attention to factors relevant to African agricultural development that highly impact farm-level practices and carry important implications for rural livelihood outcomes. Understanding how recorded and amplified stage musics contribute towards producing the Anthropocene necessitates attending to complex transnational flows of material, capital and labor, and how they coalesce into technological objects. This is complicated by the wide array of sites, practices and knowledges involved during various stages of the production process, from initial resource extraction, to smelting, component manufacturing, technology assembly, and distribution. To develop a suitable technological ethics, and to understand what happens to environments and to human, animal and plant (...) lifeworlds, requires one to resist abstraction and undertake a global accounting of resource ecologies with recourse to planetary-scale political economy. Towards this goal, I provide a partial account of an early 2000s mic preamp, a mundane but nonetheless fetishised recording studio technological object. I focus on two metals, tin and tantalum, that are primarily extracted for electronics manufacturing, and two building blocks of electronics, solder and capacitors, which are essential for making contemporary electronics. Economies - and the government institutions that support them - reflect a moral and political choice, a choice we can make and remake. Since the dawn of industrialization and democratization in the late eighteenth century, there has been a succession of political economic frameworks, reflecting changes in technology, knowledge, trade, global connections, political power, and the expansion of citizenship. The challenges of today reveal the need for a new moral political economy that recognizes the (...) politics in political economy. It also requires the redesign of our social, economic, and governing institutions based on assumptions about humans as social beings rather than narrow self-serving individualists. In the global context, the economic-technological powers are also the political-cultural powers, which have the capacity to obtain the maximising benefits from the global flow of information. Meanwhile, the countries which are inferior in economics, technology, etc. feel unable to enjoy the fruits of the information society; they have to struggle for their right to communicate.

Proponents of rising agricultural prices argue that enhanced farm profitability from higher commodity prices could generate positive spillovers for farm labourers by creating greater demand for their labour at higher wages overtime. We studied 75 households of fulltime and seasonal farm labourers engaged in rice-wheat production in Mandi Bahauddin district, Punjab, Pakistan, using cross-sectional survey data and interviews to examine how farm labourers’ food security and livelihoods have evolved amid rising market prices of rice-wheat crops and generalized inflation. For a (...) holistic analysis, we combined political economy framework and structural class analysis to unveil the contradictory role of non-market transfers of informal credit, and gifts extended by capitalist farmers in at once enhancing the farm labourers’ short-term food security while undermining their long-run food security. The latter occurs through informal credit mobilization, where growing indebtedness among farm labourers leads to wage squeezes. Structural capitalist farmer-labourer class exploitation combines with weak farmgate price response to undermine prospects for a positive trickle-down effect of higher food prices in the form of higher wages for farm labourers. We interpret these findings in the context of ongoing debates on the welfare implications of rising food prices for the poor in Global South countries. We propose policies including redistributive land and housing reform, minimum wage regulation, consolidation of public and civil society safety nets, and the creation of alternative low-and-semi-skilled livelihood opportunities. James Bohman’s Democracy across borders: from demos to demoi is a rich and deep text. It is also deceptively short in length in comparison to those authors he engages and compactly reconstructs. Bohman puts forward strong normative arguments for a ‘reconstructed’ ideal of transnational democracy and provides models for realizing these ideals that also aim to meet standards of practicability. Bohman articulates the minimum necessary conditions for any democratic ideal in terms of freedom from domination and freedom to initiate and (...) engage in efficacious democratic deliberation across the borders of currently existing political communities. The argument charts a novel democratic ideal in terms of the global deliberative situation that is fundamentally different from the authors he discusses in light of existing facts about globalization, institutions, and the pluralism of demoi. This article explores the implications of the emerging new players in the global arena of telenovelas. Latin American telenovelas have had phenomenal success in the post-communist countries of Eastern Europe. There has been an effort to localize the genre of telenovelas in some of those countries. The Croatian case emerges as a specific example because of its recent trend in the domestic production of telenovelas. Studying the political-economic aspect of this imported genre by examining debates surrounding the domestically (...) produced Villa Maria could help us understand some of the logic of the global media flow. Given the commercial development of broadcasting and the subsequent rise of U.S.- and Latin American-produced fiction, this article is an analysis of the political-economic and globalization debates that emerged in the Croatian press around domestically produced telenovela Villa Maria. International political economy identifies declining nominal interest rates, securitization, and financial liberalization as drivers of rising housing prices. Despite witnessing these common credit shocks, however, developed economies experienced divergent trends in housing inflation since the 1980s. We offer a comparative political economy explanation of variation in house prices, arguing that by restraining household incomes, wage-setting institutions can blunt financial liberalization’s inflationary impact on housing markets. Employing quantitative analysis and a comparative study of Ireland and the Netherlands, (...) we uncover two findings. First, countries where political coalitions in the export sector held veto powers over those in the nontraded sector in national wage setting realized lower housing inflation. Second, the impact of sectoral coalitions on housing prices in OECD countries is similar to that of financial variables. Our results suggest that the organization of labor politics continues to play an important role in mitigating the destabilizing effects of global finance on developed economies. (shrink)

In the Global North, Urban Agriculture is being considered as a way to overcome malnutrition and promote local, ethical production. UA can be understood through two phenomena integral to the capitalist mode of production: capital centralisation and rent. Centralisation explains why capitalist agriculture industrialises, while rent provides a theoretical framework for understanding how social and spatial relations structure urban land uses. Urban farming can occupy niches of the capitalist marketplace; however, its prospects for replacing large-scale agriculture and providing similar (...) use-values are limited. Its expansion is bounded by rising land values expressed in rent, as Detroit’s urban farm, Markham’s food belt, Los Angeles’s community garden, and initiatives in other cities demonstrate. The key tasks for political ecologists are two-fold: situating UA within capital’s drive to accumulate and proposing strategic perspectives that challenge these inherent tendencies. (shrink)

Over the last two decades, social scientists across disciplines have been researching how value is extracted and governed in the reproductive bioeconomy, which broadly refers to the various ways reproductive tissues, bodies, services, customers, workers, and data are inserted into capitalist modes of accumulation. While many of these studies are empirically grounded in single country–based analyses, this paper proposes an integrative political economy framework, structured around the concept of “global fertility chains.” The latter articulates the reproductive bioeconomy (...) as a nexus of intraconnected practices, operations, and transactions between enterprises, states, and households across the globe, through which reproductive services and commodities are produced, distributed, and consumed. Employing a diffractive reading of the literature on commodity chains and care chains, this unified approach scrutinizes the coproduction of value, biology, and technoscience and their governance mechanisms in the accumulation of capital by taking into account the unevenly developed geographies of global fertility chains, their reliance on women’s waged and unwaged reproductive labor, and the networked role of multiple actors at multiple scales without losing sight of the constitutive role of national states in creating demand, organizing supply, and accommodating the distribution of surplus value. We empirically ground this integrative political economy approach of the reproductive bioeconomy through collaborative, multisited fieldwork on transnational reproduction networks in Israel/palestine, Romania, Georgia, and Spain. This paper develops a political economic explanation of the 2007–9 US subprime crisis which focuses on one of its central causes: the transformation of racial exclusion in US mortgage-markets. Until the early 1990s, racial minorities were systematically excluded from mortgage-finance due to bank-redlining and discrimination. But, then, racial exclusion in credit-markets was transformed: racial minorities were increasingly given access to housing-credit under terms far more adverse than were offered to non-minority borrowers. This paper shows that the emergence of the (...) subprime loan is linked, in turn, to the strategic transformation of banking in the 1980s, and to the unique global circumstances of the US macro-economy. Thus, subprime lending emerged from a combination of the long US history of racial exclusion in credit-markets, the crisis of US banking, and the position of the US within the global economy. From the viewpoint of the capitalist accumulation-process, these loans increased the depth of the financial expropriation of the working class by financial capital. The crisis in subprime lending then emerged when subprime loans with exploitative terms became more widespread and were made increasingly on an under-collateralised basis – that is, when housing-loans became not just extortionary but speculative. Underdevelopment and poverty are some of the ongoing problems afflicting Africa. Metz diagnoses excessive individualism as one of the main problems that undermines development globally. He does not regard capitalism as the main problem. Metz’s reformist relational economics provides remedies that seek to eliminate excessive individualism by incorporating communal values into the global capitalistic system. On the other hand, Marxist scholars regard underdevelopment and poverty as effects of the intrinsic structural faults of the global capitalist system. These faults (...) include imperialism, primitive accumulation, the creation of a permanent surplus population, and the transfer of value from the Global South to the Global North. In this paper, I use the views of Samir Amin, Michelle Yates, and Rosa Luxemburg to show the limitations of Metz’s reformist relational economics. This paper seeks to use Marxist political economy to contribute knowledge about the plausibility of integrating the global capitalist system with Afro-communal values. (shrink)

Global science expansion and the ‘skills premium’ in labor markets have been extensively discussed in the literature on the global knowledge economy, yet the focus on, broadly-speaking, knowledge-related personnel as a key factor is surprisingly absent. This article draws on UIS and OECD data on research and development personnel for the period 1980 to 2015 for up to N = 82 countries to gauge cross-national trends and to test a wide range of educational, economic, political and (...) institutional determinants of general expansion as well as expansion by specific sectors and country groups. Findings show that, worldwide, the number of personnel involved in the creation of novel and original knowledge has risen dramatically in the past three decades, across sectors, with only a few countries reporting decrease. Educational and economic predictors show strong effects. Expansion is also strongest in those countries embedded in global institutional networks, yet regardless of a democratic polity. I discuss the emergence of ‘knowledge work’ as a mass-scale and worldwide phenomenon and map out consequences for the analysis of such a profound transformation, which involves both an educated workforce and the strong role of the state. VVe argue in this essay that the real violence in schools is a result of the structural violence of oppresive social conditions that force students, especially low-income African American and Latino males, tofeel vulnerable, angry, and resistant to the normative expectations of “police-like” school environments. Instead of making attempts to transform these oppressive conditions and explore alternatives outsideof these frameworks, schools utilize the ideological state apparatuses (ISA’s) to justify the construction of certain students (e.g., African American and Latino males) as (...) “violent/deviant/disabled” therebymaking it an individual rather than a social problem. On the other hand, we contend, a political economic analysis of educational contexts makes critical linkages between race, class, and disabilityand in doing so offers an alternative way of re-theorizing identity. Additionally this argument will aIso demonstrate how a political economic analysis exposes and re-orients one towards a collective (global) struggle for social transfornlation in critical multicultural contexts. An inquiry into how to build the political force to make a global Green New Deal a reality.

This review-essay discusses the contributions to Ricardo Bellofiore’s bookRosa Luxemburg and the Critique of Political Economyin their respective historical and theoretical contexts. A key goal of the book is to establish Luxemburg’s work as a ‘macro-monetary class approach’, which means linking an economic outlook on effective demand and finance with a political focus on class-struggles in the domestic and international arenas. This approach marks a significant, and positive, departure from widespread interpretations that separate Luxemburg’s political theory from (...) her economic theory. Given the apparent limits of neoliberal globalisation it is also a very timely approach that can help us to understand the current conjuncture of economic and political crises. Bellofiore’s book offers a useful framework for such analysis but focuses much more on economic theory than on politics and the historical developments of global capitalism. To fully exploit the potential of Luxemburg’s political economy, complementary work on these latter two aspects has to be done. (shrink)

Extremists are people whose ideas or tactics are viewed as outside the mainstream. Looked at this way, extremists are not necessarily twisted or evil. But they can be, especially when they are intolerant and violent. What makes extremists turn violent? This 2006 book assumes that extremists are rational: given their ends, they choose the best means to achieve them. The analysis explains why extremist leaders use the tactics they do, and why they are often insensitive to punishment and to loss (...) of life. It also explains how rational people can be motivated to die for the cause. The book covers different aspects of extremism such as revolution, suicide terrorism, and global jihad. The arguments are illustrated with important episodes of extremism, including the French Revolution, the rise of nationalism in Yugoslavia under Milosevic, and the emergence of suicide terror and Al Qaeda today. The integral age demands a new economic vision. This has to emphasize exchange as a processes not the exchange of things. It must address humanity's unique compulsion to learn using collaborative learning networks. These are what energize the self-organizing global change now accelerating the emergence of new global economic institutions and processes. This new vision requires political economy (i.e., economics integrated with its sociopolitical context).

This paper deploys Laclau and Mouffe's discourse theory to examine the dispute over intellectual property protection and global HIV/aids medicines access. Over the 1980s and 1990s, major pharmaceutical companies and minority world governments successfully crafted a strong patent protection regime, institutionalized in the World Trade Organization's intellectual property rules. In the early 2000s, a transnational civil society campaign challenged this regime, positioning patents at the centre of a highly publicized dispute. This dispute has been retrospectively identified as a turning (...) point in medicines access discourse, with the 2001–2003 period dubbed the ‘golden window’ for expanded global HIV/aids medicines access. However, this ‘window’ has also been critiqued as an unsustainable aberration to a continuing hegemonic regime that prioritizes patent protection, to the detriment of equitable global medicines access. This paper draws on both political economy analyses and discourse theoretical concepts to examine the processes of rupture and suture in HIV/aids medicines access discourse. (shrink)

This paper is based on the Isaac and Tamara Deutscher Memorial-Prize Lecture given at SOAS in London, on 27 November 2009. It claims that Marxism remains built around a critique of political economy but lacks a parallel critique of international relations. IR naturalises the organisation of inter-state relations along lines comparable to the naturalisation of the capitalist economy by economics. The paper argues that the disciplinary organisation of Western academia is part of the class-discipline in society at (...) large. It was triggered by the abstraction of economics from the field of the broader social sciences. IR, in turn, was codified in the slipstream of Woodrow Wilson’s response to the Russian Revolution that followed on from the US-intervention in World-War I. The discipline was built around a founding myth of global liberalism and national self-determination. It served, among other things, to disqualify the claims of the theory of imperialism on disciplinary grounds, and its initial connections with Western hegemony, capital, and the national-security state remain in place today. Distinguishing modes of foreign relations, and specifying the occupation of space, protection, and exchange for tribal and empire/nomad foreign relations, as well as sovereign equality and global governance, on the other hand make it possible to understand the rise and continuing hegemony of the West in its own right, rather than as a superstructure of the transnationalisation of capital. The global financial crisis and ensuing weak growth have increased interest in macroeconomic issues within comparative political economy. CPE, particularly the dominant Varieties of Capitalism approach, has based its analyses on mainstream economics, which limits analysis of the relation between distribution and growth and neglects the role finance plays in modern economies. It overstates the stability of the capitalist growth process and understates the potential effectiveness of government interventions. Baccaro and Pontusson have suggested a post-Keynesian theory of (...) distribution and growth as an alternative. This article generalizes their point. PK theory highlights the instability of the growth process and lends itself to an analysis of income distribution and power relations. The article identifies the analysis of financialization and financial cycles, the understanding of neoliberal growth models, and the political economy of central banks as areas where PK economics provides specific insights for CPE. It also highlights that these arguments have important implications for government policy in an era of secular stagnation with ongoing social, distributional, and economic crises. (shrink)
