The authors of this volume — all of them recognized representatives of a wide range of academic disciplines — agree that Locke’s work must have had a considerable influence both on English and German literature and the visual arts of Great Britain, especially in the eighteenth and nineteenth centuries. Video surveillance is an omnipresent phenomenon in today’s metropolitan life. Mainly intended to solve crimes, to prevent them by realtime-monitoring or simply as a deterrent, video surveillance has also become interesting in economical contexts; e.g. to create customer profiles and analyse patterns of their shopping behaviour. The extensive use of video surveillance is challenged by legal claims and societal norms like not putting everybody under generalised suspicion or not recording people without their consent. In this work we propose a technological (...) solution to balance the positive and negative effects of video surveillance. With automatic image recognition algorithms on the rise, we suggest to use that technology to not just automatically identify people but blacken their images. This blackening is done with a cryptographic procedure allowing to revoke it with an appropriate key. Many of the legal and ethical objections to video surveillance could thereby be accommodated. In commercial scenarios, the operator of a customer profiling program could offer enticements for voluntarily renouncing one’s anonymity. Customers could e.g. wear a small infrared LED to signal their agreement to being tracked. After explaining the implementation details, this work outlines a multidisciplinary discussion incorporating an economic, ethical and legal viewpoint. (shrink)

The ethics of artificial intelligence is a widely discussed topic. There are numerous initiatives that aim to develop the principles and guidance to ensure that the development, deployment and use of AI are ethically acceptable. What is generally unclear is how organisations that make use of AI understand and address these ethical issues in practice. While there is an abundance of conceptual work on AI ethics, empirical insights are rare and often anecdotal. This paper fills the gap in our current (...) understanding of how organisations deal with AI ethics by presenting empirical findings collected using a set of ten case studies and providing an account of the cross-case analysis. The paper reviews the discussion of ethical issues of AI as well as mitigation strategies that have been proposed in the literature. Using this background, the cross-case analysis categorises the organisational responses that were observed in practice. The discussion shows that organisations are highly aware of the AI ethics debate and keen to engage with ethical issues proactively. However, they make use of only a relatively small subsection of the mitigation strategies proposed in the literature. These insights are of importance to organisations deploying or using AI, to the academic AI ethics debate, but maybe most valuable to policymakers involved in the current debate about suitable policy developments to address the ethical issues raised by AI. Girard's "Battling to the End" is a challenging book that claims the possibility of an end of the world caused by human beings through war, terrorism or environmental disaster. At its center we can find the danger of an escalation of violence as it was addressed by Clausewitz in his book "On War". Even if this apocalyptic view worries its analytical potential should not be yielded to fundamentalists. The authors of this collection of essays follow Girard through European history, filling (...) out some of his approximate sketches, sheding light on some obscure parts and marking inconsequences in the unfolding of his approach. A critical reading of "Battling to the End" will contribute to a better understanding of the modern European history and of the dangerous crises in our contemporary world. (shrink)

Kants Metaphysische Anfangsgründe der Rechtslehre galten seit ihrem Erscheinen 1797 als mehr oder weniger verunglücktes Alterswerk. Bernd Ludwigs Untersuchung beansprucht dagegen, in ihrem ersten Teil den Nachweis zu führen, daß der problematische Zustand der Schrift nicht etwa den nachlassen den Geisteskräften des Autors zuzuschreiben ist, sondern sich vielmehr einer verunglücken Drucklegung verdankt: Zum Druck gelangte ein Manuskript, in dem nicht nur einzelne Textpassagen falsch angeordnet waren, sondern das auch Vorarbeiten enthielt, die für den Druck gar nicht vorgesehen waren. Anhand (...) von philologischen Indikatoren läßt sich eine Version rekonstruieren, die der von Kant intendierten Textgestalt weitgehend entspricht, ihr zumindest aber wesentlich näher kommt als der Druck von 1797. Im zweiten Teil wird in Gestalt eines analytischen Kommentars feingliedrig die Kantische Argumentation rekonstruiert und auf diesem Wege aufgezeigt, daß das wiederhergestellte Werk tatsächlich die über dreißig Jahre währende Arbeit Kants an seiner Rechtsphilosophie erfolgreich zum Abschluß gebracht hat. Spuren nachlassender Geisteskräfte sind dabei nicht auszumachen. Vielmehr erweist sich Kant als Autor, der traditionelle Lehrstücke des Naturrechts souverän an seine kritische Grundlegung der praktischen Philosophie anschließt. (shrink)

This volume describes features of biological autonomy and integrates them into the recent discussion of factors in evolution. In recent years ideas about major transitions in evolution are undergoing a revolutionary change. They include questions about the origin of evolutionary innovation, their genetic and epigenetic background, the role of the phenotype, and of changes in ontogenetic pathways. In the present book, it is argued that it is likewise necessary to question the properties of these innovations and what was qualitatively generated (...) during the macroevolutionary transitions. The author states that a recurring central aspect of macroevolutionary innovations is an increase in individual organismal autonomy whereby it is emancipated from the environment with changes in its capacity for flexibility, self-regulation and self-control of behavior. The first chapters define the concept of autonomy and examine its history and its epistemological context. Later chapters demonstrate how changes in autonomy took place during the major evolutionary transitions and investigate the generation of organs and physiological systems. They synthesize material from various disciplines including zoology, comparative physiology, morphology, molecular biology, neurobiology and ethology. It is argued that the concept is also relevant for understanding the relation of the biological evolution of man to his cultural abilities. Finally the relation of autonomy to adaptation, niche construction, phenotypic plasticity and other factors and patterns in evolution is discussed. The text has a clear perspective from the context of systems biology, arguing that the generation of biological autonomy must be interpreted within an integrative systems approach. (shrink)

This study investigates the ethical use of Big Data and Artificial Intelligence (AI) technologies (BD + AI)—using an empirical approach. The paper categorises the current literature and presents a multi-case study of 'on-the-ground' ethical issues that uses qualitative tools to analyse findings from ten targeted case-studies from a range of domains. The analysis coalesces identified singular ethical issues, (from the literature), into clusters to offer a comparison with the proposed classification in the literature. The results show that despite the variety (...) of different social domains, fields, and applications of AI, there is overlap and correlation between the organisations’ ethical concerns. This more detailed understanding of ethics in AI + BD is required to ensure that the multitude of suggested ways of addressing them can be targeted and succeed in mitigating the pertinent ethical issues that are often discussed in the literature. The extent to which trust prevails can be measured by the subjective probability with which an agent expects another one to act in desired ways. An agent´s trust in other agents forms in repeated social interactions which typically have the structure of an elementary game of trust. The process of trust formation in such interactions may be described by a reputation function. It is argued that in view of real world processes of trust formation any adequate reputation function must satisfy (...) certain conditions. A simple model conforming to these conditions is presented. Analysing this example it is shown that there is a co-operative Nash equilibrium in a trust supergame which is in line with the basic conditions of trust formation. However, it is also proved that no process of trust formation can be reasonably similar to real world mechanisms and at the same time lead to subgame perfect equilibria in a trust supergame. In this paper, I approach the power of digital platforms by using the republican concept of domination. More specifically, I argue that the traditional, agent-relative interpretation of domination, in the case of digital domination, is best supplemented by a more radical version, on which republicans ought to give priority to structural elements. I show how radical republicanism draws attention to (1) the economic rationales and the socio-technical infrastructures that underlie and support digital platforms and to (2) the forms of influence (...) that are directed at cognitive dimensions, such as habituation and routinisation, which are particularly relevant for the power of digital platforms. These insights also imply that republicans have reason to favour a more structural response to digital platforms over more direct and individualised forms of control that fit with a ‘standard’ republican approach, such as securing exit options and requiring user consent. Auf der Basis einer Klärung des Begriffs des Vertrauens zu klären werden mit dem Vertrauen verbundenen sozialen Probleme analysiert. Es wird argumentiert, dass Vertrauen emotionalen Charakter trägt, dass es eine gemeinsame normative Basis und eine teilnehmende Haltung der sozialen Akteure zueinander voraussetzt. Die Argumentation entwickelt sich ausgehend von einer entscheidungstheoretischen Analyse typischer Situationen, die Vertrauen erfordern, aber in kritischer Auseinandersetzung mit einer Position, die glaubt, Vertrauen sei in einer solchen entscheidungstheoretischen Analyse bereits vollständig zu erfassen. Vertrauen wird als eine emotionale (...) Haltung charakterisiert. Darunter wird ein mentaler Zustand verstanden, der seinem Träger ein besonderes Bild der Welt vermittelt. Auf der Basis einer genaueren Charakterisierung der Weise, in der ein Vertrauender grundsätzlich die Welt und seinen Partner wahrnimmt, werden unterschiedliche Formen des Vertrauens in verschiedenen sozialen Kontexten, vom Vertrauen in Wirtschaft und Politik bis zu Vertrauen in engen persönlichen Beziehungen, Selbstvertrauen und Gottvertrauen, genauer analysiert. Abschließend wird argumentiert, dass die Fähigkeit, Mitmenschen auf der Basis akzeptabler Werte im Vertrauen gerecht werden zu können, eine Tugend im aristotelischen Sinne ist. Sie ist mit rationalem Handeln nicht nur vereinbar, sondern fördert unter gewissen Bedingungen eine rationale Bewältigung des Lebens. (shrink)

These photographs of grain elevators in America, Germany, Belgium, and France are a major addition to the Bechers' ongoing documentation of the vanishing buildings that once defined the industrial landscape of Europe and America. Bernd and Hilla Becher's almost fifty-year collaboration constitutes the most important project in objective and conceptual photography today. With this volume, grain elevators join the list of building types documented by the Bechers in their book-length studies: water towers, blast furnaces, gas tanks, oil tanks, mineheads, (...) frame houses, and cooling towers. Grain elevators are towering structures in the flat, vast landscape of the world's granaries. Providing a fast and efficient method of loading and unloading grain to keep pace with the industrial production methods of the nineteenth century, they made possible a tremendous increase in the trafficking and processing of grain. Scooping, pouring, and spitting, they both illustrated and inspired Le Corbusier's idea of buildings as functioning machines. Monumental, essential, and visually arresting, grain elevators belong as much to the American imagination and landscape as to the European. The photographs of grain elevators in this volume were taken in Germany, Belgium, France, and America. But the specificity of time and place is erased in these photographs; the monolithic structures evoke the agricultural prosperity of a vanished era and the vacancy that replaces it today. (shrink)

In this introduction we discuss the motivation behind the workshop “Towards a New Epistemology of Mathematics” of which this special issue constitutes the proceedings. We elaborate on historical and empirical aspects of the desired new epistemology, connect it to the public image of mathematics, and give a summary and an introduction to the contributions to this issue.

Geht man der Frage nach, erkennt man, dass ein »unverwischbarer« Widerspruch die gesamte Handlung durchzieht: Einerseits ist das Hinrichtungsverfahren in der Strafkolonie allgemein bekannt, andererseits dürfen die Verurteilten nichts darüber wissen, wenn es seinen Zweck erfüllen soll. Woher kommen dann die vielen ahnungslosen Delinquenten, die der Offizier mit seinem »Apparat« hinrichtet? Diese im Text nie berührte Unklarheit hat weitere Widersprüche zur Folge und lässt überdies (...) erkennen, dass man sich auch auf den Reisenden als Beurteiler nicht verlassen kann. Eine befriedigende Auflösung der Unstimmigkeiten findet sich nicht. Es gibt da tatsächlich einen »Wurm, der selbst das Volle der Geschichte hohl macht«, wie Kafka selbst festgestellt hat.Serious consideration has never been given to the »mistakes« which aroused Kafka’s attention in his narrative, The Penal Colony. An exact investigation indicates that an »indelible« contradiction permeates the entire plot: On the one hand, the special kind of execution is generally known throughout the penal colony; on the other hand, the condemned are not supposed to know of it so that it can serve its purpose. So where do the many unknowledgeable delinquents come from, to be executed by the officer with his »apparatus«? This ambiguity, which is never touched upon in the text, results in further contradictions and also shows that one cannot rely upon the traveler as an evaluator. There is no satisfactory solution of the inconsistencies: it is really a »worm« in the story »which hollows out the substance of it«, as Kafka himself determined. (shrink)

Wannenwetsch shows how worship challenges the deepest antagonisms in political thought and social practice through careful analysis of biblical and traditional conceptions of worship. Particular worship practices are examined for their ethical and political significance.

Ethical issues of information and communication technologies (ICTs) are important because they can have significant effects on human liberty, happiness, and people’s ability to lead a good life. They are also of functional interest because they can determine whether technologies are used and whether their positive potential can unfold. For these reasons, policy makers are interested in finding out what these issues are and how they can be addressed. The best way of creating ICT policy that is sensitive to ethical (...) issues pertain to being proactive in addressing such issues at an early stage of the technology life cycle. The present paper uses this position as a starting point and discusses how knowledge of ethical aspects of emerging ICTs can be gained. It develops a methodology that goes beyond established futures methodologies to cater for the difficult nature of ethical issues. The authors outline how the description of emerging ICTs can be used for an ethical analysis. (shrink)

The term “synthetic biology” is a popular label of an emerging biotechnological field with strong claims to robustness, modularity, and controlled construction, finally enabling the creation of new organisms. Although the research community is heterogeneous, it advocates a common denominator that seems to define this field: the principles of rational engineering. However, it still remains unclear to what extent rational engineering—rather than “tinkering” or the usage of random based or non-rational processes—actually constitutes the basis for the techniques of synthetic biology. (...) In this article, we present the results of a quantitative bibliometric analysis of the realized extent of rational engineering in synthetic biology. In our analysis, we examine three issues: (1) We evaluate whether work at three levels of synthetic biology (parts, devices, and systems) is consistent with the principles of rational engineering. (2) We estimate the extent of rational engineering in synthetic biology laboratory practice by an evaluation of publications in synthetic biology. (3) We examine the methodological specialization in rational engineering of authors in synthetic biology. Our analysis demonstrates that rational engineering is prevalent in about half of the articles related to synthetic biology. Interestingly, in recent years the relative number of respective publications has decreased. Despite its prominent role among the claims of synthetic biology, rational engineering has not yet entirely replaced biotechnological methods based on “tinkering” and non-rational principles.
