The presence of nanotechnologies grew and spread throughout Latin America during the first decade of the 21st century. Science and Technology policies have played an important role in the performance of these new technologies. Various international institutions, such as the World Bank, the Organization for Economic Co-operation and Development, and the Organization of American States promoted similar Science and Technology policies, and included nanotechnology as a priority area. This article shows the role of these Science and Technology policies in the (...) promotion of specific objectives and the gap that was left due to the failure to incorporate an examination of the potential risks to health and environment, not to mention other labor-related effects. The omission of matters relevant to workers and consumers by these institutions led to a distancing from organized civil society. (shrink)

Sentences such as Olivia can take Logic or Algebra (‘♢∨-sentences’) are typically interpreted as entailing that Olivia can take Logic and can take Algebra. Given a standard semantics for modals and disjunction, those ‘Free choice’ (FC) readings are not predicted from the surface form of ♢∨-sentences. Yet the standard semantics is appropriate for the ‘double prohibition’ reading typically assigned to ¬♢∨-sentences like Olivia can’t take Logic or Algebra. Several extant approaches to FC can account for those two cases, but face (...) challenges when ♢∨, ¬♢∨ and related sentences appear embedded in certain environments. In this paper, we present a novel account of FC that builds on a ‘grammatical’ theory of scalar implicatures — proposed by Bassi et al. (2021) and Del Pinal (2021) — according to which covert exhaustification is a presupposition trigger such that the prejacent forms the assertive content while any excludable or includable alternatives are incorporated at the non-at issue, presuppositional level. Applied to ♢∨, ¬♢∨, and similar sentences, ‘presuppositional exhaustification’ predicts that their default interpretations have an assertive component (roughly, the classical interpretation of the prejacent) and a homogeneity presupposition which projects in standard ways. Those predictions, we then show, support a uniform account of the puzzling behavior of ♢∨, ¬♢∨, and related sentences when embedded under (negative) factives (Marty & Romoli 2020), disjunctions (Romoli & Santorio 2019), and in the scope of universal, existential (Bar-Lev & Fox 2020) and non-monotonic quantifiers (Gotzner et al. 2020). Husserl’s concept of subjectivity doesn’t bound to its logical and episte­­mological aspects, but it extends to its ethic und aesthetic dimensions. The external perception constitutes the original and founding experience of transcendental life. Moreover the per­­ception’s trend to a complete vision of the things moves the whole subject and explains its dynamism. This trend is just an ideal, which any kind of sub­­jective effort could realize. However Husserl considers some experiences, which imply the subject’s “liberation” from the passivity of a (...) tendency to a total intuition of the objects. Counting models for a two conjunctive formula $F$, a problem known as $\sharp $2Sat, is a classic $\sharp $P complete problem. Given a 2-CF $F$ as input, its constraint graph $G$ is built. If $G$ is acyclic, then $\sharp $2Sat can be computed efficiently. In this paper, we address the case when $G$ has cycles. When $G$ is cyclic, we propose a decomposition on the constraint graph $G$ that allows the computation of $\sharp $2Sat in incremental way. Let $T$ be (...) a cactus graph of $G$ containing a maximal number of independent cycles, and let $\overline{T}=-E)$ be a subset of frond edges from $G$. The clauses in $\overline{T}$ are ordered in connected components $\{K_1, \ldots, K_r\}$. Each $, i=1,\ldots,r$ is a knot of the graph. The arrangement of the clauses of $\overline{T}$ allows the decomposition of $G$ in knots and provides a way of computing $\sharp $2Sat in an incremental way. Our procedure has a bottom-up orientation for the computation of $\sharp $2Sat. It begins with $F_0 = T$. El estudio de la fenomenología husserliana del recuerdo bien puede aportar elementos para la comprensión de la poetología de Paul Celan. Con tal pro-pósito subrayamos la facticidad del proceso de rememoración y de constitución del pasado distante: durante tal proceso la intuición se mezcla inevitablemente con imágenes. A su vez, la poetología de Paul Celan puede contribuir a esclarecer la alteridad que antecede la consideración propiamente estética, a saber el conflicto entre objeto-imagen y tema de la imagen , el cual (...) se resiste a cualquier reproducción adecuada. Mediante sus poemas, Celan no dejará de re-cordar esta alteridad que precede cualquier goce estético. Desde esa perspectiva emprendemos una lectura del ciclo de poemas Sprachgitter.The study of Edmund Husserl´s phenomenology of memory could well contribute to the understanding of Paul Celans poetology. For that purpose we try to highlight the facticity of recollection and constitution of distant past: during this process the intuition mingle inevitably with images. Besides, the poetology of Celan could help to elucidate the alterity anteceding the aesthetic consideration as such, that is the conflict between picture-object and picture-theme , which resists to every effort of adecuate reproduction. Die Subjektivitat ist das ureigene Grundthema der Phanomenologie. Allerdings kann die Phanomenologie die Subjektivitat nicht zum Thema machen, ohne die Frage nach der Intersubjektivitat zu stellen. Background Biobank participants often do not understand much of the information they are provided as part of the informed consent process, despite numerous attempts at simplifying consent forms and improving their readability. We report the first assessment of biobank enrollees’ comprehension under an "integrated consent” process, where patients were asked to enroll in a research biobank as part of their normal healthcare experience. A number of healthcare systems have implemented similar integrated consent processes for biobanking, but it is unknown how (...) much patients understand after enrolling under these conditions. Methods: We recruited patients who enrolled in a biobank while in a healthcare setting when receiving ordinary care. We assessed knowledge of consent materials using 11 true/false questions drawn from a well-known biobank knowledge test. After reviewing the results from 114 participants, we revised the consent form and repeated the knowledge assessment with 144 different participants. Results: Participants scored poorly on the knowledge test in both rounds, with no significant differences in overall scores or individual items between the rounds. In Phase 1, participants answered 53% of the questions correctly, 25% incorrectly, and 22% “I don’t know.” In Phase 2, participants answered 53% of questions correctly, 24% incorrectly, and 23% “I don’t know.” Participants scored particularly poorly on questions about data sharing and accessing medical records. Conclusions: Enrollees under an integrated consent model had significant misunderstandings that persisted despite an attempt to improve information specifically about those topics in a consent form. These results raise challenges for current approaches that attribute misunderstanding to overly complex consent forms. They also suggest that the pressures of the clinic may compound other problems with patient understanding of biobank consent. As health systems increasingly blend research and care, they may need to rethink their approach to educating patients about participation in a biobank. (shrink)

Recent work on extended mind theory has considered whether the material realizers of phenomenally conscious states might be distributed across both body and world. A popular framework for understanding perceptual consciousness in world-involving terms is sensorimotor enactivism, which holds that subjects make direct sensory contact with objects by means of their active, exploratory skills. In this paper, I consider the case of emotional experience, and argue that although the enactivist view does not transfer neatly to this domain, there are elements (...) of emotional consciousness whose physical underpinnings include parts of the extra-bodily environment. The aim of this article is to discuss the conditions under which functional neuroimaging can contribute to the study of higher cognition. We begin by presenting two case studies—on moral and economic decision making—which will help us identify and examine one of the main ways in which neuroimaging can help advance the study of higher cognition. We agree with critics that functional magnetic resonance imaging (fMRI) studies seldom “refine” or “confirm” particular psychological hypotheses, or even provide details of the neural (...) implementation of cognitive functions. However, we suggest that neuroimaging can support psychology in a different way—namely, by selecting among competing hypotheses of the cognitive mechanisms underlying some mental function. One of the main ways in which neuroimaging can be used for hypothesis selection is via reverse inferences, which we here examine in detail. Despite frequent claims to the contrary, we argue that successful reverse inferences do not assume any strong or objectionable form of reductionism or functional locationism. Moreover, our discussion illustrates that reverse inferences can be successful at early stages of psychological theorizing, when models of the cognitive mechanisms are only partially developed. Tras la llegada de los conquistadores españoles y durante los dos siglos del reinado de su monopolio, no se permitió el ingreso de extranjeros y la población permaneció distribuida en las regiones, en proporciones casi inversas a las actuales. Con la caída del régimen español y los avances del monopolio inglés, comenzó a desplazarse el centro territorial argentino desde el Noroeste hacia el Litoral y a producirse variaciones en la dinámica demográfica. El establecimiento del modelo agroexportador produjo una afluencia excepcional (...) de inmigrantes de ultramar, que generaron cambios vertiginosos en la estructura de la población. Asimismo, el fin del modelo agroexportador que provocó la abrupta interrupción del flujo inmigratorio de ultramar, generó nuevamente otro intenso cambio demográfico que incidió en la estructura poblacional hasta la actualidad. Este artículo se centra en el movimiento migratorio que produjo el modelo agroexportador, con el objetivo de analizar sus efectos en el ritmo de crecimiento de la población, en la distribución de las variables demográficas básicas —sexo y edad—, y en los cambios en la distribución espacial, siendo su fuente principal los censos nacionales de población realizados hasta la actualidad. Extractive foraging tasks, such as digging, are broadly practiced among hunter-gatherer populations in different ecological conditions. Despite tuber-gathering tasks being widely practiced by children and adolescents, little research has focused on the physical traits associated with digging ability. Here, we assess how age and energetic expenditure affect the performance of this extractive task. Using an experimental approach, the energetic cost of digging to extract simulated tubers is evaluated in a sample of 40 urban children and adolescents of both sexes to (...) measure the intensity of the physical effort and the influence of several anatomical variables. Digging is a moderately vigorous activity for inexperienced girls and boys from 8 to 14 years old, and it requires significant physical effort depending on strength and body size. However, extracting subterranean resources is a task that may be performed effectively without previous training. Sex-specific and age-specific differences in the net energy expenditure of digging were detected, even though both sexes exhibited similar proficiency levels when performing the task. Our results highlight that both boys and girls spend considerable energy while digging, with differences largely driven by body size and age. Other factors beyond ability and experience, such as strength and body size, may influence the proficiency of juveniles in performing certain physically intensive foraging tasks, such as gathering tubers. Recently, there has been a growing interest, both within theoretical biology and the philosophy of biology, in the possibility and desirability of a theory of development. Among the many issues raised within this debate, the questions of the spatial and temporal boundaries of development have received particular attention. In this article, noting that so far the discussion has mostly centered on the processes of morphogenesis and organogenesis, we argue that an important missing element in the equation, namely the development of (...) language and cognition in general, may play an important role in settling the issue of temporal boundaries. After examining the idea that the development of language, cognition, and action are bona fide biological processes, we explore the consequences for a general theory of development of taking them into consideration. This is a commentary on a debate originated by Guillermo Hurtado and followed up by Manuel García-Carpintero and Horacio Luján Martínez, in regards to the meaning and objectives of analytic philosophy, especially in Latin America. This paper holds that Hurtado's theses are also true about non analytic philosophy, since they are about professional philosophy, as practiced both inside and outside Latin America. Professionalization and popularization of philosophy, while positive phenomena in themselves, have negative collateral consequences on the quality of philosophy produced in the present moment. it is also held that the fact that a given philosophical proposal has no immediate existential or political relevance doesn't make it less important, as long as in some sense it widens the frontiers of knowledge. Abū al-Ḥajj¿j Yūsuf b. Muḥammad Ibn Ṭumlūs (Alhagiag Bin Thalmus, d. 620/1223) was a philosopher, physician and direct disciple of Ibn Rushd (Averroes, d. 595/1198), who lived and practiced rational sciences in Alzira and Marrakesh, a quarter of a century after the demise of his teacher. Ibn Ṭumlūs was not Ibn Rushd's only student who engaged in work on logic, but one of dozens of disciples, suggesting that the supposed simultaneous death of the latter's philosophy is "grossly exaggerated". In spite of their drastically different historical trajectories, the ongoing socio-political transition in the European Union (EU) and the Indian Republic (IR), two of the most complex polities in contemporary world, suggests that they aspire to combine political federalism and cultural pluralism. This is evident from their endorsing equality, identity and inclusivity as values; implementing political decentralization and facilitating differentiation between state, civil society and market. To meet the emerging challenges both the EU and the IR endorse the idea of (...) unity in diversity. The article suggests that two coping strategies, transforming cultural diversity (a fact) into cultural pluralism (a value) and decoupling the identities of citizenship and nationality are imperatives. The experience of the use of applied containerized biomedical software tools in cloud environment is summarized. The reproducibility of scientific computing in relation with modern technologies of scientific calculations is discussed. The main approaches to biomedical data preprocessing and integration in the framework of the intelligent analytical system are described. At the conditions of pandemic, the success of health care system depends significantly on the regular implementation of effective research tools and population monitoring. The earlier the risks of disease can (...) be identified, the more effective process of preventive measures or treatments can be. This publication is about the creation of a prototype for such a tool within the project «Development of methods, algorithms and intelligent analytical system for processing and analysis of heterogeneous clinical and biomedical data to improve the diagnosis of complex diseases», implementted by the V.M. Glushkov Institute of Cybernetics, National Academy of Sciences of Ukraine, together with the United Institute of Informatics Problems, National Academy of Sciences of Belarus. The insurers, entering the market, can insure mostly low risks by facilitating more frequent changes of insurers by consumers and mixing the overall health insurance market. Socio-demographic variables can be risk adjusters. Since age and gender have a relatively small explanatory power, other socio-demographic variables were studied – marital status, retirement status, disability status, educational level, income level. Because insurers have an interest in beneficial diagnoses for their policyholders, they are also interested in the ability to interpret relevant information – upcoding: insurers can encourage their policyholders to consult with doctors more often to select as many diagnoses as possible. Many countries and health care systems use diagnostic information to determine the reimbursement to a service provider, revealing the necessary data. For processing and analysis of these data, software implementations of construction for classifiers, allocation of informative features, processing of heterogeneous medical and biological variables for carrying out scientific research in the field of clinical medicine are developed. The experience of the use of applied containerized biomedical software tools in cloud environment is summarized. The reproducibility of scientific computing in relation with modern technologies of scientific calculations is discussed. Particularly, attention is paid to containerization of biomedical applications, this permits to get reproducibility of the conditions in which the calculations took place, technologies of software pipelining of calculations, that allows to organize flow calculations, and technologies for parameterization of software environment, that allows to reproduce, if necessary, an identical computing environment. The main approaches to biomedical data preprocessing and integration in the framework of the intelligent analytical system are described. The experience of using the developed linear classifier, gained during its testing on artificial and real data, allows us to conclude about several advantages provided by the containerized form of the created application: it permits to provide access to real data located in cloud environment; it is possible to perform calculations to solve research problems on cloud resources both with the help of developed tools and with the help of cloud services; such a form of research organization makes numerical experiments reproducible, i.e. any other researcher can compare the results of their developments on specific data that have already been studied by others, in order to verify the conclusions and technical feasibility of new results; there exists a universal opportunity to use the developed tools on technical devices of various classes from a personal computer to powerful cluster.
