At that time, the report was to be reviewed by the Advisory Committee to the Director (ACD) until its next meeting in early December. I am writing to update your readers on the fate of the Panel's report.On the morning of December 2, 1994, following a previous afternoon of animated discussion, the ACD unanimously accepted the Report of the Human Embryo Research Panel. Panel members and members of the NIH staff who were present and had worked for nearly a year on the Report were gratified by this vote of confidence and by the strong support of NIH Director Harold Varmus.We had little time to enjoy this success. Within a matter of hours, the White House issued a press release in which President Clinton thanked the committee for its work and then, in a remark overruling one of the key recommendations in our report, stated: "I do not believe that federal funds should be used to support the creation of human embryos for research purposes, and I have directed that NIH not allocate any resources for such research." I was particularly distressed that the President and his advisors chose a moment so late in the process to make their views known. Why had we worked for months, I asked, without a word of concern from the White House? Although Panel members were guided primarily by our perceptions of the ethical and scientific issues involved, some were close to the political realities of Washington and would have introduced these concerns into the Panel's deliberations.Within a matter of days, my own sense of outrage had diminished. First of all, it was clear that whatever the personal sources of the President's objections to the Panel's recommendations, this high level political intervention was inevitable. Less than a month before, on November 8, with the election of a majority House and Senate, the political environment for embryo research had changed dramatically. The previous June, 32 congressmen, most of them members of a minority Republican party, had signed a letter protesting the Panel's work. Now, one of the signers of that letter, Newt Gingrich, was destined to be Speaker of the House.Second, it became clear that the damage was not total. This article argues for the need to put into practice a profound and comprehensive intellectual revolution, affecting to a greater or lesser extent all branches of scientific and technological research, scholarship and education. This intellectual revolution differs, however, from the now familiar kind of scientific revolution described by Kuhn. It does not primarily involve a radical change in what we take to be knowledge about some aspect of the world, a change of paradigm. Rather it involves a radical change in (...) the fundamental, overall intellectual aims and methods of inquiry. At present inquiry is devoted to the enhancement of knowledge. This needs to be transformed into a kind of rational inquiry having as its basic aim to enhance personal and social wisdom. This new kind of inquiry gives intellectual priority to the personal and social problems we encounter in our lives as we strive to realize what is desirable and of value – problems of knowledge and technology being intellectually subordinate and secondary. For this new kind of inquiry, it is what we do and what we are that ultimately matters: our knowledge is but an aspect of our life and being. (shrink)

To reduce the spread of the human immunodeficiency virus (HIV), Granich et al. 1 ( 2009 ) have proposed a new strategy for universal voluntary HIV testing immediately followed by antiretroviral therapy. Although this proposal is likely to benefit the partners of those affected and thus promote public health, it is by no means clear that it benefits the infected people themselves and indeed it may be harmful. Since the proposal involves an intervention that is not clinically indicated, it falls (...) foul of the normal ethical standards of clinical medicine, which is to act in the best interests of patients. Neither is it a measure that would be imposed under the protection of public health law on people who are seen as representing such danger to others that significant restrictions in liberty are appropriate. Thus, the proposal represents a third category of public health measure. We argue that a coherent ethical framework including a robust process is appropriate to proposals of this kind and that medical research offers a useful model since some research, like this proposal, is motivated not by the interests of the individual participants but by the common good. Since the introduction of the U.S. Sarbanes-Oxley Act in 2002 and several other national corporate governance codes, whistleblowing policies have been implemented in a growing number of companies. Existing research indicates that this type of governance codes has a limited direct effect on ethical or whistleblowing behaviour whereas whistleblowing policies at the corporate level seem to be more effective. Therefore, evidence on the impact of (inter)national corporate governance codes on the content of corporate whistleblowing policies is important to understand their (...) indirect impact on whistleblowing behaviour. This study analyzes the contents of whistleblowing policies, and parts of corporate codes of conduct and codes of ethics, describing such policies of 56 leading European companies. By classifying the contents in seven categories, an exploratory framework was created. General contents often identified were: applicability to all employees, a group-wide scope and an authoritative tone. The most common general violations to report were breaches of internal policies and external regulations or laws. The more specific violations most frequently mentioned were criminal offences and dangers to health and safety or the environment. Contacts to report to were the direct or indirect supervisors, a compliance officer or a confidential “hotline” facility. A confidentiality guarantee was common and anonymous reporting was often possible, though sometimes discouraged. Protection against retaliation is stated by ensuring that retaliation will not happen, prohibiting it or making it punishable. The requirement of good faith was frequently given. Finally, investigation of the report was often guaranteed. Surprisingly little information is given on the treatment of whistleblowers reporting an unfounded complaint in good faith, or reporting a violation they were involved in. The study’s findings are most relevant to companies without a whistleblowing policy or those that intend to benchmark their policies, and to pan-European standard setters. (shrink)

BEGINNING with G. E. M. Anscombe's "Modern Moral Philosophy" in 1958, various critics--e.g., Frankena, Foot, MacIntyre, and Murdock--have, to one extent or another, expressed dissatisfaction with the condition of modern moral philosophy. Prior to this round of critiques, H. A. Prichard in 1912 asked the question "Is Moral Philosophy Based on a Mistake?" in an essay of that title in Mind. One finds precedent for these expressions of discontent with the ground rules of moral philosophy in both Aristotle and Kant, (...) two thinkers whose reformulations of the questions and procedures of ethics proved seminal for the discipline. Even neglecting other important developments in contemporary moral philosophy, the diversity and rigour of these critiques alone suggest that the prognosis for the discipline of ethics is quite favorable. Philosophy in at least one of its dimensions has recovered that self-reflective attentiveness that marks its most productive phases. So it is that several of these contemporary critiques raise the suspicion that what is wrong with moral philosophy is that it operates outside of a context in terms of which talk about moral laws or moral goods would be intelligible. Our contemporary situation can thus be contrasted with, for example, that of Aristotle for whom a discussion of "magnificence" was firmly rooted in an Athenian context in terms of which an argument over the merits of that particular virtue might be resolved. Alasdair MacIntyre's After Virtue brings this line of reflection into sharp new focus with a series of illuminating discussions concerning the role of the virtues both in the history of moral practices and in the logic of moral argument. In general, MacIntyre tries to show that "contemporary moral debate is interminable" ; that is, he tries to show why, given the nature of contemporary moral philosophy, there is "no rational way of securing moral agreement". Because I believe MacIntyre is successful in his demonstration, I shall, in this paper, take that demonstration for granted and try to construct a set of arguments designed to show how, in terms of a universally accessible paradigmatic character, we have at hand a way of avoiding the "interminable" regress of moral debate. Thus although my argument is derivative to MacIntyre's diagnosis and dependent, in part, upon his treatment of the concept of virtue, the proposal I develop here for the resolution of moral arguments is, sadly to say, somewhat at odds with his own. Two great problems of learning confront humanity: learning about the nature of the universe and about ourselves and other living things as a part of the universe, and learning how to become civilized. The first problem was solved, in essence, in the 17th century, with the creation of modern science. But the second problem has not yet been solved. Solving the first problem without also solving the second puts us in a situation of great danger. All our current global problems (...) have arisen as a result. What we need to do, in response to this unprecedented crisis, is learn from our solution to the first problem how to solve the second. This was the basic idea of the 18th century Enlightenment. Unfortunately, in carrying out this programme, the Enlightenment made three blunders, and it is this defective version of the Enlightenment programme, inherited from the past, that is still built into the institutional/intellectual structure of academic inquiry in the 21st century. In order to solve the second great problem of learning we need to correct the three blunders of the traditional Enlightenment. This involves changing the nature of social inquiry, so that social science becomes social methodology or social philosophy, concerned to help us build into social life the progress-achieving methods of aim-oriented rationality, arrived at by generalizing the progress-achieving methods of science. It also involves, more generally, bringing about a revolution in the nature of academic inquiry as a whole, so that it takes up its proper task of helping humanity learn how to become wiser by increasingly cooperatively rational means. The scientific task of improving knowledge and understanding of nature becomes a part of the broader task of improving global wisdom. The outcome would be what we so urgently need: a kind of inquiry rationally designed and devoted to helping us make progress towards a genuinely civilized world. We would succeed in doing what the Enlightenment tried but failed to do: learn from scientific progress how to go about making social progress towards as good a world as possible. (shrink)

This paper investigates the possibiity of developing a fully micro realistic version of elementary quantum mechanics. I argue that it is highly desirable to develop such a version of quantum mechanics, and that the failure of all current versions and interpretations of quantum mechanics to constitute micro realistic theories is at the root of many of the interpretative problems associated with quantum mechanics, in particular the problem of measurement. I put forward a propensity micro realistic version of quantum mechanics, and (...) suggest how it might be possible to discriminate, on expermental grounds, between this theory and other versions of quantum mechanics. Many see modern science as having serious defects, intellectual, social, moral. Few see this as having anything to do with the philosophy of science. I argue that many diverse ills of modern science are a consequence of the fact that the scientific community has long accepted, and sought to implement, a bad philosophy of science, which I call standard empiricism. This holds that the basic intellectual aim is truth, the basic method being impartial assessment of claims to knowledge with respect (...) to evidence. Standard empiricism is, however, untenable. Furthermore, the attempt to put it into scientific practice has many damaging consequences for science. The scientific community urgently needs to bring about a revolution in both the conception of science, and science itself. It needs to be acknowledged that the actual aims of science make metaphysical, value and political assumptions and are, as a result, deeply problematic. Science needs to try to improve its aims and methods as it proceeds. Standard empiricism needs to be rejected, and the more rigorous philosophy of science of aim-oriented empiricism needs to be adopted and explicitly implemented in scientific practice instead. The outcome would be the emergence of a new kind of science, of greater value in both intellectual and humanitarian terms. (shrink)

Berkeley’s “selective attention” account of how we establish general conclusions without abstract ideas—particularly in light of his denial of abstract ideas and rejection of the legitimacy of several subjects of scientific and philosophic study on the grounds that they presuppose abstract ideas—yields a puzzle: Why can’t we begin with ideas and use the method of selective attention to establish conclusions about qualities and material objects independently of their being perceived, even though we do not have ideas of these entities? I (...) argue that Berkeley’s reply depends partly on two doctrines that he suggests but does not develop explicitly: “Existing only when perceived” and “being inactive” are essential properties of ideas, and their status as essential means that they are included in the content of every idea. When conjoined with his account of representation, these doctrines leave us with no consistent cognitive surrogate that will allow us to think of qualities or material objects. (shrink)

Change is endemic in nature yet scientists seek stability amidst change. When proposals fail scientists shift their focus and look for stability elsewhere. Scholars who study the development of science also seek stability in the scientific process. Here I explore the interaction between stability and change in nature as we understand it through the sciences and in the practice of scientific research. The concluding part argues that the search for stability meets a human intellectual need but this is compatible with (...) our finding what is actually there. Cases in which a previously accepted part of science is rejected or revised in response to contrary data indicates that we do not predetermine outcomes of observations and experiments. Still, the belief that there are loci of stability in nature is a working hypothesis. While it has been fruitful, only future scientific developments can determine if this will continue to hold. The practice of a priori conceptual analysis requires that the concept being analyzed be available in the analyst's mind. The difficulties of analysis and the existence of disagreements among analysts are explained by distinguishing the implicit knowledge we have of these concepts from the explicit knowledge we seek. This view of disagreement assumes that those who disagree are typically attempting to analyze a single shared concept. In this paper, reasons are developed for replacing this guiding assumption with the alternative assumption (...) that members of a conceptual community often have similar, but not identical, concepts. Adopting this alternative requires that we rethink the nature and aims of conceptual analysis. (shrink)

IT IS DIFFICULT for me to read Pride and Prejudice without empathizing either with Elizabeth Bennet, or sometimes with her father, Mr Bennet. Not only do my own responses to and opinions of the events and characters of the book at times resemble theirs, but even when they do not, I find myself seeing the event from Elizabeth’s or Mr Bennet’s point of view. For example, at the close of the book, Elizabeth’s former dislike of Mr Darcy has completely vanished, (...) in part because of learning of a number of good deeds that Mr Darcy has done very quietly for their family. When Mr Darcy proposes to Elizabeth (for the second time) she is delighted to accept him. However, everyone else in Elizabeth’s family despises Mr Darcy, and they also believe that Elizabeth still hates him. So it is easy to understand Mr Bennet’s surprise and distaste when Mr Darcy asks Mr Bennet for Elizabeth’s hand; after all, Mr Bennet still believes Mr Darcy to be prideful and haughty. While I am not myself surprised to hear Elizabeth’s response—the reader learns much more of Mr Darcy’s character than Mr Bennet does—I do have the experience of imagining being surprised. I am also capable of empathizing with Elizabeth, who is excited, flustered, and a bit ashamed at having so misjudged Mr Darcy early on, and I can imagine having these feelings for people I have misjudged. I can (to some degree) understand why she finds explaining all this to Mr Bennet so difficult. I go back and forth, as I read, between the perspectives of Mr Bennet and Elizabeth. These experiences of mine are experiences of the sort that I call ‘empathizing with fictions’, although we sometimes might describe such experiences by saying that we ‘identified’ with a particular character or characters in a story. We wanted to gather recent results supporting the idea of the central role of sharing agency in socioaffective and motivational information processing. Here, we want to support the idea that this process is quite arbitrary, early in the temporal chain of processes and not only influence the psychological, but also the motor correlates of socioaffective information processes.

The purpose of this study is to assess the intention of typically developing peers towards learning in the classroom with students with Autism Spectrum Disorder. In developing countries, such as Ghana, the body of literature on the relationship between students with disabilities and typically developing peers has been sparsely studied. Using Ajzen's theory of planned behaviour as a theoretical framework for this study, 516 typically developing students completed four scales representing belief constructs, attitudes, subjective norms, and perceived behavioural controls, hypothesised (...) to predict behavioural intention. The data were subjected to a t-test, analysis of variance, and structural equation modelling. The modelling confirmed the combining ability of attitude, subjective norms, and perceived behavioural controls to predict intention. We conclude by revealing the need for policymakers to consider designing programmes aimed towards promoting social relationships between students with ASD and typically developing peers. (shrink)
