This chapter lays out what we take to be the main types of justice and ethical challenges concerning those adverse effects of climate change leading to climate-related Loss and Damage (L&D). We argue that it is essential to clearly differentiate between the challenges concerning mitigation and adaptation and those ethical issues exclusively relevant for L&D in order to address the ethical aspects pertaining to L&D in international climate policy. First, we show that depending on how mitigation and adaptation are distinguished (...) from L&D, the primary focus of policy measures and their ethical implications will vary. Second, we distinguish between a distributive justice framework and a compensatory justice scheme for delivering L&D measures. Third, in order to understand the differentiated remedial responsibilities concerning L&D, we categorise the measures and policy approaches available. This paper suggests a way to elaborate the ethical implications of the Warsaw International Mechanism (WIM) as decided at COP 19 from the perspective of justice. It advocates three pro-posals. First, in order to fully understand the responsibilities and liabilities implied in the WIM, adaptation needs to be distinguished from loss and damage (L&D) on the basis of the different goals which should be attributed to adaptation and to L&D approaches. Second, the primary concern of the WIM should be compensatory (...) justice. In case of climate L&D, three aspects of compensatory justice should be kept separate: corrective liability, remedial responsibility, and with regard to the resources available, fair remedy. Third, it is crucial to distinguish between recov-erable damage and irrecoverable or at least not fully recoverable loss. Les sociétés découvrent leur vrai visage dès qu'on les observe depuis leurs marges. La figure du mendiant offre, de ce point de vue, un cas idéal. Personnage déclassé et toujours soupçonné d'être un parasite, le mendiant est victime de tous les préjugés, de toutes les violences. Dans la société grecque classique, il est l'anti-modèle de l'homme accompli, que définit son statut de propriétaire terrien, de chef de famille et de citoyen. Mais il en est en même temps le miroir et (...) le révélateur : il lui renvoie ses propres valeurs et ses propres défauts. A travers l'étude de cinq représentations littéraires et philosophiques du mendiant puisées chez Homère, Sophocle, Aristophane, Platon et les cyniques, Etienne Helmer montre comment ce personnage, objet de mépris et de suspicion, est toujours en même temps présenté comme le porte-parole de la vérité, aussi bien sur les plans éthique et politique que métaphysique et anthropologique. Cet ouvrage, le seul en langue française consacré à cette question, n'est pas destiné aux seuls spécialistes de l'Antiquité : il s'inscrit dans un champ de recherches plus large autour de l'une des questions centrales de notre temps. Background Moral distress was first described by Jameton in 1984, and has been defined as distress experienced by an individual when they are unable to carry out what they believe to be the right course of action because of real or perceived constraints on that action. This complex phenomenon has been studied extensively among healthcare providers, and intensive care professionals in particular report high levels of moral distress. This distress has been associated with provider burnout and associated consequences such as (...) job attrition, with potential impacts on patient and family care. There is a paucity of literature exploring how middle and late career healthcare providers experience and cope with moral distress. Objectives We explore the experience of moral distress and the strategies and resources invoked to mitigate that distress in mid- and late-career healthcare providers practicing in paediatric intensive care, in order to identify ways in which the work environment can build a culture of moral resilience. Research design An exploratory, qualitative quality improvement project utilizing focus group and semi-structured interviews with pediatric intensive care front-line providers. Participants Mid-and-later career (10 + years in practice) pediatric intensive care front line providers in a tertiary pediatric hospital. Research context This work focuses on paediatric intensive care providers in a single critical care unit, in order to explore the site-specific perspectives of health care providers in that context with respect to moral distress coping strategies. Ethical considerations The study was approved by the Quality Management Office at the institution; consent was obtained from participants, and no identifying data was included in this project. Findings Participants endorsed perspective-building and described strategies for positive adaptation including; active, reflective and structured supports. Participants articulated interest in enhanced and accessible formal supports. Discussion Findings in this study resonate with the current literature in healthcare provider moral distress, and exposed ways in which the work environment could support a culture of moral resilience. Avenues are described for the management and mitigation of moral distress in this setting. Conclusion This exploratory work lays the groundwork for interventions that facilitate personal growth and meaning in the midst of moral crises in critical care practice. (shrink)

Stark vereinfacht ist Angewandte Ethik derjenige Teil der praktischen Philosophie, der Theorien der normativen Ethik auf unterschiedliche Bereiche des menschlichen Handelns und Zusammenlebens anwendet. Sie befasst sich mit den spezifischen ethischen Fragen verschiedener Berufsfelder und Gesellschaftsbereiche sowie mit ethischen Herausforderungen aus der nationalen und internationalen Politik. Die heutige Angewandte Ethik entstand in den 1970er-Jahren, weil technologische, wirtschaftliche und politische Entwicklungen neue ethische Herausforderungen mit sich brachten (1.). This paper argues that an analysis of the dissatisfactory outcomes of international negotiations concerning climate change must take into account procedures of political decision‐making in democracies. Although the normative ideal of republican democracy has means of dealing with such dissatisfactory results, political processes in republican democracies take too much time and risk becoming stuck in tragic or dilemmatic decision structures when facing challenges such as climate change. Consequently, this paper discusses possibilities for redesigning republican democratic institutions to counter‐act these negative (...) forces. Avoiding severe impacts from anthropogenic climate change requires not only substantial reductions in greenhouse gas emissions but also further implementation of adaptation measures. In many regions with smallholder farming systems adaptation can help ensure food security despite significantly changing climatic conditions. However, the space for adaptation measures has limits. In this paper, we investigate hard and soft adaptation limits and discuss their relevance to food security in smallholder farming food systems. We argue that soft adaptation limits can be defined by (...) sufficiency levels of justice like basic needs, capabilities, human rights or levels of well-being. Depending on social, cultural, political and economic conditions different communities realize different sufficiency levels of justice. Furthermore, as normative claims of justice, these sufficiency levels not only allow the social, cultural and political and economic conditions of social systems to be described but also define entitlements. We show that for smallholder farming systems with low social and economic standards these entitlements might mean that soft adaptation limits can define entitlements to social and economic improvements despite transformational adaptation to changing climatic conditions. Empirical research on environmental justice often simplifies normative implica tions, and ethical investigations in these fields often lack real-world complexity. A new working group bridges these gaps.

Suele pensarse que los filósofos griegos desprecian tanto el comercio al por mayor entre las ciudades, como el comercio al por menor dentro de las ciudades. De acuerdo con esta larga tradición interpretativa, Platón se conforma a la poesía homérica y hesiódica al respecto: el comercio tiene la reputación de ser un oficio asociado con la deshonestidad y el afán de lucro, por lo cual se estima que propicia más la división y el conflicto que la harmonía y la cohesión (...) social. Sin embargo, una lectura minuciosa de algunos pasajes de los Diálogos de Platón, y particularmente de la República, revela otra vertiente de su acercamiento al comercio y su influencia sobre la cohesión de la pólis. Intentando resaltar un aspecto que suele ser ignorado por la mayoría de los intérpretes, se propone demostrar en este artículo que Platón ve en el comercio en sí mismo un factor que permite formar y mantener la comunidad de la pólis. Esta apreciación reposa en la convicción de Platón en que el carácter político del ser humano se forja a través de múltiples intercambios, entre los cuales el comercio juega un papel fundamental. The academic debate on institutional slavery in Plato’s has been limited so far to the question of whether or not it is present in his paradigmatic just cities. The answer is clearly affirmative for the city of Magnesia in the Laws, but things are not so clear with respect to the Kallipolis of the Republic: some believe that it contains slaves, while others deny it or at least report that it cannot be assessed with certainty. As legitimate as it may (...) be, this debate remains very limited. My claim is that a close scrutiny of a specific passage from the Laws reveals that slavery is not present in Plato’s political thought as a mere cultural element of economic origin: it rather fulfills the function of what I call an “inner political border” on which the civic space must be built if it is to have a true theoretical and practical autonomy, that the citizens embody and enforce. Evidence of observed negative impacts on natural and human systems from anthropogenic climate change is increasing. However, human systems in particular are dynamic and influenced by multiple drivers and hence identifying an anthropogenic climate signal is challenging. Here we analyze the case of lake Palcacocha in the Andes of Peru, which offers a representative model for other glacier lakes and related risks around the world because it features a dynamic evolution of flood risk driven by physical and socioeconomic factors and (...) processes. Furthermore, it is the object of a prominent climate litigation case, wherein a local Peruvian citizen sued a large German energy producer over risk of flooding from lake Palcacocha. Adopting a conceptual model of cascading impacts and multiple drivers of risk, we first study climatic and other geophysical drivers of flood risk. We find that an anthropogenic signal from flood risk to greenhouse gas emissions is traceable. In parallel, flood risk has been strongly shaped (and increased) by interacting socioeconomic, institutional and cultural processes over the past few decades. The case raises important questions about the differentiation of responsibilities relating to flood risk of both global and local agents, which are, however, difficult to address in cases like Palcacocha, where we reveal a complex network of interlinked global, national and local drivers. Following from this, we outline a normative framework with a differentiated perspective on responsibility, implying that global emitters commit to support strengthening capacities in affected regions and localities and that local institutions and societies engage in local risk reduction measures and policies in collaboration with and driven by local communities. Demokratie ist Regierung des Volkes, durch das Volk und für das Volk. Bestmögliche Politik ist in Demokratien so gestaltet, dass ihr alle Bürgerinnen und Bürger aus guten Gründen zustimmen können. Soweit stimme ich mit Gregor Betz überein. Sein Alternativvorschlag zur Mehrheitsabstimmung, die Gründemaximierung als Debattenbeendigungsverfahren, übersieht allerdings, dass Demokratie nicht nur Regierung für das Volk, sondern auch Regierung des Volkes durch das Volk sein sollte. Dieses Versehen birgt die Gefahr der Expertokratie und damit eine Abwendung vom eigentlich legitimationsgebenden Körper der (...) Demokratie ? dem Volk. (shrink)

Grünanlagen bzw. grüne Freiräume wie Parks, Uferböschungen von Flüssen oder Stadtwälder werden generell positiv bewertet. Dies geschieht aus ganz unterschiedlichen Gründen. Die einen nutzen den Stadtpark zum Joggen, die anderen feiern ein Fest oder Treffen sich in ihrer Community und für viele ist ein Park eine wichtige Oase der Erholung von der städtischen Betriebsamkeit. Ganz allgemein zeigen Studien, dass Grünanlagen zum Wohlbefinden der Stadtbevölkerung beitragen, sozialräumliche Polarisierung und sozialen Abstieg vermeiden helfen und darüber hinaus Umweltrisiken wie Überschwemmungen oder Hitzeextreme mindern (...) können. Although I believe that Gardiner and Fragnière are right to claim that geoengineering governance demands participatory structures, I think more caution is needed. First, the public to be considered because it is affected must be differentiated depending on the geoengineering technique at issue and on the severity of its impact. Second, to avoid undermining democratic legitimacy, ethical conditions of legitimacy must be carefully assessed. Even though future generations and nature are very likely to be affected by geoengineering, their representation is (...) not as unproblematic as it might seem at first sight. (shrink)

Ethics in managing climate change most often involves two issues that are tightly connected. The first involves considerations about the just distribution of entitlements and burdens, and the second concerns the fair differentiation of responsibilities. The chapter explains the most important ethical implications of international climate politics and shows why justice plays a key role in all areas of climate policy. Furthermore, it introduces the main domains of climate justice: historical, global, and intergenerational justice. Depending on the policy area at (...) issue, different combinations of principles of climate justice seem most appropriate. The chapter concludes by showing that the differentiation of responsibilities depends not only on which principles of justice are employed but also on the particular climate policy area and level that are at issue. Contemporary religious and scientific perspectives make various metaphysical truth claims that are frequently perceived to be either competitive or contradictory. Two dominant approaches that have been employed to explain and to resolve such conflicts are those of convergence, where one view trumps over and assimilates the other, and incommensurability, where the views in question come to be regarded as actually non-competitive. Drawing on recent models of inter-religious dialogue, in his essay, ‘The Fruits of Contradiction: Evolution, Cooperation and Ethics in an (...) Inter-Religious Context’, Daniel Weiss proposes by way of analogy a third approach, that of critical yet constructive interaction between religious and secular ethical perspectives where metaphysically contradictory commitments remain held in unresolved tension. In this essay, I engage Weiss’s proposal and raise questions about the analogy that he develops. Drawing on the political theory of Rawlsian liberalism, I propose a fourth conceptuality—that of overlapping consensus—which I argue bears important similarities to the model that Weiss advocates. This paper provides a critical comment on Philip Kitcher’s as yet unpublished book “The Ethical Project”. In the first part it explains why Kitcher’s position is naturalist as well as pragmatist. In the second part it is argued that the role ethics plays in human history is richer than Kitcher conceives it: Building on his view, this paper suggests that ethics not only provides a mechanism to diminish the risk of social conflict and social instability, but it also enables the (...) emergence of self-conceptions. The distinction between abstract and concrete concepts is fundamental to cognitive linguistics and cognitive science. This distinction is commonly operationalized through concreteness ratings based on the aggregated judgments of many people. What is often overlooked in experimental studies using this operationalization is that ratings are attributed to words, not to concepts directly. In this paper we explore the relationship between the linguistic properties of English words and conceptual abstractness/concreteness. Based on hypotheses stated in the existing linguistic literature we select a (...) set of variables and verify whether they are statistically associated with concreteness ratings. We show that English nouns are rated as more concrete compared to other parts of speech, but mass nouns are rated as less concrete than count nouns. Furthermore, a more complex morphological structure is associated with abstractness, and as for etymology, French- and Latin-derived words are more abstract than words of other origin. This shows that linguistic properties of words are indeed associated with the degree of concreteness that we attribute to the underlying concepts, and we discuss the implications that these findings have for linguistic theory and for empirical investigations in the cognitive sciences. In opposition to the two main antagonistic positions on this topic - some consider Plato a promoter of gender equality as he allows women to have political office, while others put the stress on the fact that Plato keeps them in a subordinate status - this article makes a new claim: these two positions must be held together because of the nature of the rationality at work in Plato’s political philosophy, as (...) a combination of emancipatory theoretical elements, and the taking into account of the constraints of history. In der gegebenen globalen Governance-Struktur stellen souveräne Einzelstaaten die zentralen kollektiven Akteure dar, die Verantwortung für einen zeitnahen und eff ektiven Klimaschutz übernehmen müssen. Dieser Aufsatz vertritt die These, dass die Diff erenzierung der Einzelstaaten zumutbaren Verantwortung die Bedingungen berücksichtigen sollte, aufgrund derer sie als kollektivverantwortungsfähige Akteure verstanden werden können. Dies gilt sowohl mit Blick auf ihre historische Verantwortung für die Verursachung des Klimawandels als auch im Hinblick auf die Zukunft. Dabei ist für zeitnahen und eff ektiven Klimaschutz von zentraler (...) Es ist nicht immer so klar, welche Verantwortlichkeiten zum Klimaschutz den einzelnen Bürger:innen legitimerweise auferlegt werden können. Viele Forderungen scheinen leicht zu bewerkstelligen – z. B. die Umstellung der Essensgewohnheiten –, manche überfordern – z. B. die Wahl angemessener Ausnahmen – und wieder andere – z. B. die technische Entfernung von Klimagasen aus der Atmosphäre – sind ohne staatliche Unterstützung nicht zu bewerkstelligen. In diesem Aufsatz entwickeln wir ein Modell zur Unterscheidung zwischen den individuellen Klimaschutzverantwortlichkeiten und den Verantwortlichkeiten des Staates, (...) wenn dieser netto null Emissionen anstrebt. Hierzu unterscheiden wir drei Emissionsniveaus: i.) die aktuell hohen Emissionen innerhalb eines Staates, ii.) die Emissionen, die Bürger:innen aktuell zur gleichberechtigten Teilhabe an einer Gesellschaft benötigen, iii.) die ohne technische Hilfsmittel nicht vermeidbaren Emissionen. Wir argumentieren, dass die einzelnen Bürger:innen ohne staatliche Unterstützung nur für die Reduktion ihrer aktuell hohen Emissionen verantwortlich gemacht werden können. Mit Blick auf alle anderen Emissionen kommt ihnen in erster Linie eine politische Verantwortung zu. (shrink)

Ethical challenges concerning climate change most often involve two issues that are tightly connected. The first is considerations about the just distribution of entitlements and burdens, and the second concerns the fair differentiation of responsibilities. The distribution of entitlements and burdens can be assessed by relying on one or combinations of principles of climate justice. Although the fairness of any differentiation of responsibilities must rely on these principles of justice, the applicability of these principles and the demands they make strongly (...) depend on the agents bearing the responsibility and what policy domains are at issue. Not all agents can be ascribed the same responsibilities, and not all measures for climate action can or should be realized by the same differentiation of responsibilities. This paper examines how the principle of common but differentiated responsibilities depends on the domain and level of climate policy. It is not only the subjects of responsibility that may change, depending on whether mitigation, adaptation, loss and damage, or geoengineering policy is at issue. The different policy domains also determine different objects of responsibility. Since the responsibility bearers are embedded in complex nets of responsibilities, the level of climate policy defines different institutions and principles of accountability. Common but differentiated responsibilities is not only the starting-point of climate justice but also shapes what combinations of principles of justice are most appropriate, depending on the domain and level of climate policy at scrutiny.
