This collective writing paper brings together writers from Southeast Asia and the Western world to highlight challenges and opportunities for ASEAN (Association of Southeast Asian Nations) and its education in the rising of the Asian Century. The inspiration for this project was started by Michael A. Peters’ conception of collective writing and the Asian Century. ASEAN is diverse in terms of economy and society; a look from different angles will help to improve policy and practice of ASEAN. This article is a critical examination of practices and representations that constitute international education. While international education has provided substantial contributions and benefits for nation-states and international students, we question the discourses and practices which inform the international education export industry. The ‘brand identities’ of receiving or host countries imply that they are welcoming, respectful of multiculturalism and have a well established intellectual history, in contrast to international students' embodied experiences. There is also a tendency (...) to represent and regard international students as disembodied learners. We conclude that these disjunctures between disembodied representations and embodied experiences are undermining the kinds of cosmopolitan sensibilities that international education claims to provide. As a result of globalization, the number of people living outside of their countries of origin is on the rise. Among them are children of primary and secondary school age of varying socio-economic backgrounds. This article addresses the education-related challenges that children in such circumstances face. I first identify two principles – an educational adequacy principle and a presumption of responsibility on the part of a host country for meeting children’s educationalneeds – which are widely employed to guide national policy (...) decisions on educational content and the distribution of educational resources. I then discuss a number of problems that students living abroad face which, I argue, policies devised on the basis of these principles either systematically overlook or, in some cases, exacerbate. Finally, I offer two alternative principles – a cosmopolitan revision of the first and a replacement for the second with a focus on collective responsibility – designed to promote education policies better suited to a globalized world which might help to alleviate the barriers to success commonly encountered by children learning abroad. This study aims to critically and systematically investigate the contemporary discourse within scholarship on world-class universities in different higher education context. It applies critical discourse analysis to review articles from some top higher education academic journals and books published between 2000 and 2019. Exploring the notion of world-class university involves international-level identities and models, national-level policies and strategies, and institutional-level responses and practices. Findings highlight the absence of a clear definition of the concept of world-class university, an obvious Western-dominated (...) value-laden paradigm, hegemony of global rankings discourse, priority of policies and strategies and inexplicit suggestions for practical application of research findings. Applying the critical discourse analysis, we examine the mission of higher education research towards global competitiveness and global rankings and the attitudes towards the challenges in pursuing world-class universities and its dissemination through the international academic publications as value neutral. This study focuses on recognizing, articulating, and critiquing biases in research production and dissemination. Different researchers might provide multiple critical scopes to investigate international inclusive scholarship on world-class universities. This study also contributes to the approaches in which discourse both shapes and is shaped by globalization and internationalization trends in the higher education contexts, and future orientations in this study. Meeting others abroad and/or online is considered important in the broad field of intercultural communication education (amongst others: international education, minority and migrant education, but also teacher education, language education) to test out one’s learning about interculturality. For several weeks, a group of university students from China and a group of local and international students studying at a Finnish university met regularly online to talk about global educational issues. Using a specific lens of interculturality, which focuses on the (...) discursive co-construction of identities, we explore their initial interactions, how they deal with the uncertainty and potential awkwardness of their very first encounters, before they start working on their educational tasks. Based on the students’ self-disclosure (practices, thoughts, identity construction), and adopting a dialogical discourse analysis, the authors examine their co-construction of interculturality. The results show that the students try to facilitate interculturality while promoting it together more or less successfully. Reasons are discussed. The authors argue that research on the underexplored case of online initial interactions, which represent crucial moments in establishing and negotiating interculturality, could provide important research and pedagogical input for intercultural telecollaboration. Due to the development of the Chinese economy, the consolidation of national power worldwide, and the increasing frequency of economic and cultural exchanges with foreign countries, the number of people from various countries who travel to China to engage in exchanges has increased significantly. Given the development of economic globalization, the acceleration of the process of educational internationalization represents a general trend in higher education development and a common requirement for universities. In addition to education, international students also experience (...) cross-cultural adaptation, that is, behavioral adaptation or changes that occur in people in response to changes in their home country, whether in the form of external or internal cultural adaptation. For international students, the problem of cross-cultural adaptation not only hinders their learning progress but also affects their psychology and living conditions. This article explains the construction of Habermas’s theory of communication action. According to this theory, the purpose of communication is to coordinate the common actions of actors, and this coordination is achieved through mutual communication, which is mediated by language. The article also discusses the cross-cultural adaptation experienced by international students in Chinese universities and highlights the importance of developing educational services for international students in the context of international education. Studies have shown that female students exhibit slightly worse psychological adaptation than male students and female students have a slightly higher rate of depression rate than male students. An interpersonal study of 120 international students traveling to China found that most of these students were able to adapt in terms of their interpersonal relationships. To solve the problems associated with cross-cultural adaptation of international students in China, some countermeasures have been proposed, mainly including active participation in interpersonal communication, an enhanced understanding of the new culture, and the amplification of cultural identity. The central question addressed in this paper is about the ethics of engaging with educational development in countries perceived as undemocratic or as failing to respect human rights. More particularly, it examines the nature of the arguments that are brought to bear on this issue. It suggests that these are essentially consequentialist in character and hence fall prey to many of the limitations of such consequentialism, including the unpredictability of what will unfold, the indeterminacy of the consequences and the complex (...) balance sheet of benefits and loss that might be anticipated. The paper also suggests some unease about the way judgements of the acceptability or otherwise of political processes are made across international boundaries and the presumptions of a ‘democratic’ western perspective. The observation of these complexities of principle and fact take the argument into the territory of case-based ethical judgement and the world of casuistry. (shrink)

Despite the fact that there is unmet demand for nurses in health services around the world, some nurses migrate to destination countries to work as domestic workers. According to the literature, these nurses experience contradictions in class mobility and are at increased risk of exploitation and abuse. This article presents a critical discussion of the migration of nurses as domestic workers using the concept of ‘global care chain’. Although several scholars have used the concept of global care chains to illustrate (...) south to north migration of domestic workers and nurses, there is a paucity of literature on the migration of nurses to destination countries as domestic workers. The migration of nurses to destination countries as domestic workers involves the extraction of reproductive and skilled care labor without adequate compensatory mechanisms to such skilled nurses. Using the case of the Canadian Live‐in Caregiver Program, the study illustrates how the global movement of internationally educated nurses as migrant domestic workers reinforces inequities that are structured along the power gradient of gender, class, race, nationality, and ethnicity, especially within an era of global nursing shortage. ABSTRACTSome people might argue that there are already too many different documents, guidelines, and regulations in bioethics. Some overlap with one another, some are advisory and lack legal force, others are legally binding in countries, and still others are directed at narrow topics within bioethics, such as HIV/AIDS and human genetics. As the latest document to enter the fray, the UNESCO Declaration has the widest scope of any previous document. It embraces not only research involving human beings, but addresses broader (...) concerns in medicine and healthcare. The UNESCO draft declaration has some minor weaknesses, but on the whole, the strengths outweigh the weaknesses. One weakness is that some items in the draft are stated in a way that is too restrictive, thereby appearing to rule out legitimate activities. A strength of the Declaration is that it is relatively brief, yet at the same time contains sufficient detail to make it something more than a rehearsal of mere pieties. As the most recent of the numerous bioethics and human rights documents, the UNESCO draft draws on many of the earlier documents and also includes some of the most recent thinking about ethical norms and obligations. Perhaps its greatest strength lies not in details of the principles or their implementation, but rather in its stature as an international declaration issued by a United Nations organization. This paper intervenes in debates on Chinese higher education and social (re)production strategies in the contemporary African diaspora, developing the link between ‘Chinese’ capitals, social status and spatial mobility. Drawing on semi-structured interviews with both disadvantaged and middle-class African international students, I unpack how migration to China will enable them to accumulate prized forms of capital and position advantageously in different spheres of African society. The paper focuses on two ‘Chinese’ capitals – specifically high proficiency in the Chinese language, (...) and exposure to and internalisation of Chinese lifestyles and practices – which are convertible to profit, distinction and secure coveted jobs in their respective home countries. By exploring how China’s ‘in the middle’ position within the global political economy and exercising its soft power over peripheries are reflected in the ways these African students and their families play the ‘class game’ and make higher education choice, this paper moves beyond the ‘West’ vs. ‘the Rest’ gaze and nuances an emergent mobility pattern within the Global South. I conclude by presenting an argument that in seeking these ‘Chinese’ capitals, the students and their families may enhance China’s geopolitical standing and facilitate its movement towards the ‘core’ within the arena of the world (knowledge) system. The ways in which international non-governmental development organizations (INGDOs) engage with northern constituencies have important implications for their promotion of principles of global justice and equity, their legitimacy as global actors and their capacity to shape a democratic global civil society. This paper focuses on the diverse forms of engagement currently being sought by international development NGOs. Using development education as a case study the paper explores some of the processes of mediation and negotiation that shape NGOs' articulation (...) of global ethics. The paper argues that the diversity of approaches to engagement in the sector presents an opportunity for INGDOs to strengthen and deepen their relationships with Northern constituencies and to support the articulation and embedding of principles of global justice and equity. International government and corporate corruption is increasingly under siege. Although various groups of researchers have quantified and documented world-wide corruption, apparently no one has validated the measures. This study finds a very strong significant correlation of three measures of corruption with each other, thereby indicating validity. One measure was of Black Market activity, another was of overabundance of regulation or unnecessary restriction of business activity. The third measure was an index based on interview perceptions of corruption (Corruption Perceptions Index (...) or CPI) in that nation. Validity of the three measures was further established by finding a highly significant correlation with real gross domestic product per capita (RGDP/Cap). The CPI had by far the strongest correlation with RGDP/Cap, explaining over three fourths of the variance.Corruption is increasingly argued to be a barrier to development and economic growth. Business students often do not see ethics courses as being as relevant as other value-free disciplines or core courses. The data in this study suggests otherwise. Sustainable economic development appears very dependent on a constant, virtuous cycle that includes corruption fighting, and the maintenance of trust and innovation, all reinforcing each other. The focus of this article is on international knowledge transfer in religious education as it has been proposed by a recent Manifesto in Europe. Readers are introduced to this Manifesto which also is the starting point of the article. The example of Germany and South Africa is used as a test case for the understanding of international knowledge transfer. The author analyses this understanding on the background of general considerations, among others, concerning unilateral and bilateral forms of transfer, (...) but also the meaning of empirical research in this context before he discusses three examples for German religious education learning from South Africa: human dignity, justice and reconciliation. In the final section of this article, the results of these discussions are connected with the question of what they imply for the understanding of international knowledge transfer in religious education. The author argues for a complex approach which entails a careful balance between the idea of sharing knowledge and doing justice to the contextual nature of research results in the field of religious education. While human rights treaties provide a formidable set of principles on education and values, domestic Courts often tend to adjudicate claims in terms of local arguments for or against each particular educational practice. This article explores how international human rights law could inspire the interpretation of domestic law and educational practice, without neglecting specific cultural aspects. Firstly, the article reviews the sociological debate on values in education and shows its importance for the legal discussion. Secondly, some critical contestations of (...) international cultural human rights are outlined, as well as certain arguments to justify the importance of this model. The study of international law follows: the UN, the European Court of Human Rights, and three relevant African Charters, as well as every reference to education made by the African Commission on Human and Peoples’ Rights and by the African Court is examined. Lastly, a comparative section reveals a certain cultural commonality inspired by the UN treaties, but also reflects some cultural and institutional differences between the European and the African regional systems. With the development of China’s higher education, China has become increasingly popular as an education destination for international students. To explore the rationale and the influencing factors for them to attend Chinese universities, this research adopted a questionnaire survey and interviews with international students from a top university in China. The data were analyzed from four aspects: home countries’ push factors, China’s pull factors, university attractiveness factors and personal choice factors. The findings show that university attractiveness factors are (...) more significant than the China’s pull factors and the home countries push factors; China’s pull factors have significant influence on the university attractiveness factors; For students from different regions, the factors of China’s pull, home country’s push and university attractiveness play significantly different role in affecting their choice of university, with Asian students much more affected than those from other parts of the world. International education is impacted by multiple discourses, in particular the discourse of university as an educational institution responsible for producing and curating knowledge for the public good, pursuing truth and transforming student life, and the neoliberal marketing discourse which portrays the university as a business organization providing a service for international students as customers/consumers. Following a multimodal discourse analytic perspective, this study examines ‘Why Choose’ webpages of one British and two Australian universities to identify how the apparently conflicting (...) higher education and neoliberal marketing discourses are managed in the interdiscursive space using language, images and videos. The results reveal that ‘Why Choose’ webpages are hybrid texts where the discourse of higher education is upheld in relation to the neoliberal marketing discourse through multimodal strategies of accentuation, infusion and progression. The study argues for the necessity of undertaking a multimodal discourse approach to understand how various positions are negotiated interdiscursively in online media. (shrink)

This study examined whether having attended a public, private or religious affiliated grade and/or high school influenced a college student’s ethical decision making process. We also examined whether having taken an ethics course in college influences a student’s ethical decision making process. Our sample included 508 accounting students (237 men and 271 women) from Albania, Ecuador, Ireland and the United States. Our analyses indicated no differences in ethical decision making that associated with either grade-or-high-school education. While our data showed no (...) difference in the reported attitudes between students from Ecuador and the United States after controlling for social desirability response bias, we found significant differences between the attitudes students from the United States and students from both Albania and Ireland. While gender was also significant for six of our seven scenarios, social desirability response bias was significant in all of our scenarios. (shrink)

Background: The school meals program has multiple objectives of education, nutrition, and value transfer. To ensure achieving the goal, total quality management (TQM) is implemented in the school meals program. Supply chain issues pose significant challenges to TQM implementation in the program execution. Aim: This study aims to examine national and international capacities in supply chain management by analyzing the variety of food items delivered through the school meals program. Methods: The Bayesian Mindsponge Framework, combining the reasoning strengths of (...) Mindsponge Theory and inference advantages of Bayesian analysis, was employed on a dataset of 126 government representatives who manage large-scale school meal programs in 126 different countries. Results: Findings showed that the method of obtaining supplies, whether through in-kind donations from local, regional, national sources, or national food reserves and purchasing from neighboring or distant countries, had a significant positive association with the variety of food items included in school meals or snacks. Conversely, obtaining supplies in-kind from neighboring or distant countries had a significant negative association with the food variety. Additionally, purchasing supplies from local, regional, or national food reserves had an unclear association with the food variety. Conclusions: Findings underscore the importance of supporting the World Bank and World Food Programme’s recommendation to rely more on local resources and capacities. Enhancing supply chain management at the national level is crucial for developing a long-term and sustainable school meals program. (shrink)
