The use of wireless sensor networks and the Internet of things to detect forest fire outbreaks may help to reduce the response time and avoid natural disasters. This work proposes the deployment of WSN to enhance the real-time monitoring of dynamic variables such as polluting gases, temperature or the presence of fire flames by infrared. In addition, the activation of forest fire alerts if environmental status may involve evidence of a recent fire outbreak. A fuzzy-based controller is implemented to manage (...) the uncertainty related to estimating forest fire occurrence and dynamic update of fuzzy sets is developed to distinguish usual and unusual environmental conditions of every monitored forest area. Huge losses and serious threats to ecosystems are common consequences of forest fires. This work describes a forest fire controller based on fuzzy logic and decision-making methods aiming at enhancing forest fire prevention, detection, and fighting systems. In the proposal, the environmental monitoring of several dynamic risk factors is performed with wireless sensor networks and analysed with the proposed fuzzy-based controller. With respect to this, meteorological variables, polluting gases and the oxygen level are measured in real time to estimate the (...) existence of forest fire risks in the short-term and to detect the recent occurrence of fire outbreaks over different forest areas. Besides, the Analytic Hierarchy Process method is used to determine the level of fire spread, and, when necessary, environmental alerts are sent by a Web service and received by a mobile application. For this purpose, integrity, confidentiality, and authenticity of environmental information and alerts are protected with implementations of Lamport’s authentication scheme, Diffie-Lamport signature, and AES-CBC block cipher. Este artículo es una aproximación crítica e integradora de los procesos de subjetivación política en los trabajos de Antonio Gramsci, Michel Foucault, Raymond Williams y Stuart Hall. Para ello, se explicará, en primer lugar, el giro epistémico realizado por Michel Foucault a finales de 1970 que le conduce a buscar la estética de la existencia tras teorizar la relación de poder y libertad. Posteriormente se analizará qué entienden por subjetivación política estos autores. El análisis de la transformación teórica que lleva (...) a cabo Michel Foucault de la relación entre poder y libertad a partir de obras como El nacimiento de la biopolítica, El uso de los placeres o La hermenéutica del sujeto permitirá precisar el análisis comparativo entre hegemonía, cuidado de sí y contrahegemonía en los autores señalados. Por último, presentaremos la especificidad de la relación entre los trabajos de Gramsci y Foucault con Williams y Hall como mediadores epistemológicos. (shrink)

Para ello, retomar la obra de un pensador parcialmente olvidado en las últimas décadas, no solo (...) nos permitirá atisbar posibilidades de pensar futuros diversos, sino que nos obligará a tomar en consideración una caja de herramientas, sugerente, que terminó defendiendo con matices, contradicciones e incorporaciones hasta el final de su vida en 1988. Este artículo es una aproximación a la relación que guarda la base económica y la superestructura jurídico-política e ideológica en las obras de Louis Althusser y Étienne Balibar durante 1960 y 1970. Para ello, se explicará, en primer lugar, el contexto político e intelectual en el que Althusser y Balibar desarrollan sus trabajos. Posteriormente, se estudiará la crítica a una teoría general de los modos de producción. Esta discusión lleva a Althusser a la recomposición de la relación entre la base (...) y la superestructura tras mayo de 1968. Por último, presentaremos la especificidad que toma esta relación en los trabajos de Balibar. (shrink)

En los últimos tiempos el derecho ambiental ha ganado un puesto importante en el ámbito jurídico, hecho que refleja la preocupación que hoy se tiene por la relación del hombre con su entorno. Desde hace quince años, la Universidad Colegio Mayor de Nuestra señora del Rosario, por intermedio de su Facultad de Jurisprudencia y concretamente de la Especialización y la línea de investigación en Derecho Ambiental, ha propuesto a través de diversos proyectos avanzar en el conocimiento y análisis del ordenamiento (...) jurídico ambiental, aportando así al desarrollo, estructura y consolidación de esta rama jurídica. Bajo estos parámetros, el objetivo de esta publicación es hacer algunas reflexiones en torno a distintos temas que dentro del derecho público impactan o influyen al derecho ambiental y responder a los enormes desafíos que se presentan en la materia. Por tanto, el programa quiere contribuir desde la academia al diálogo crítico y propositivo que permita dar solución a los problemas encontrados en la aplicación del derecho ambiental. En el primer capítulo, Gloria Amparo Rodriguez describe los ordenamientos jurídicos constitucionales de Colombia, Ecuador y Bolivia a fin de analizar la forma en que cada uno de ellos consagra el derecho a un ambiente sano. A continuación, Martha Ovalle y Zelba Nidia Castro de Perez realizan un estudio de los principios de precaución y prevención, exponiendo su alcance, su fundamento desde el derecho internacional y cómo vienen siendo entendidos por nuestro ordenamiento jurídico, tanto jurisprudencial como legal. Luis Adolfo Diazgranados se ocupa de la responsabilidad de los funcionarios públicos en materia ambiental, para lo cual realiza un análisis de los deberes consagrados en la normatividad vigente. Continuando con esta temática, el profesor Jorge Agudo Gonzalez, de la Universidad Autónoma de Madrid, explora la incidencia del ambiente y los recursos naturales en los procesos contractuales, a fin de mostrar cómo estas materias se han constituido en variable fundamental en el devenir de la formación, celebración y ejecución de los contratos, desde un punto de vista crítico, los aspectos importantes del proceso sancionatorio ambiental, evidenciando las falencias y vacios del a Ley 1333 de 2009. Jairo Cabrera plantea algunas reflexiones sobre la responsabilidad, valiéndose de la doctrina internacional, sobre la problemática de la reparación por daño ambiental. Por su parte, Leonardo Güiza Suárez explica el régimen general de la responsabilidad ambiental en el ordenamiento jurídico a partir del daño de los bosques naturales y su incidencia sobre los derechos humanos. Andres Gomez Rey, desde la teoría del acto administrativo, desarrolla el análisis crítico del régimen jurídico de las aguas superficiales en el derecho ambiental. Giovani J. Herrera Carrascal realiza una disertación sobre los recursos naturales y el ambiente como elementos del espacio público que a su vez constituye en un componente del medio ambiente urbano a partir de la jurisprudencia y de las competencias respectivas. Por último, Marybell Ochoa Miranda trate el tema de los residuos hospitalarios en Colombia, exponiendo su régimen jurídico, las competencias de las autoridades ambientales, los deberes que en estos asuntos tienen los ciudadanos, proponiendo lineamientos para avanzar en la consolidación de la gestión integral de residuos hospitalarios y similares. Some disagreements seem to be persistent: they are, pretty much, immune to persuasive argumentation. If that is the case, how can they be overcome? Can argumentation help us? I propose that to overcome persistent disagreements through argumentation, we need a dynamic and pluralistic version of argumentation. Therefore, I propose that argumentation, more than a tool that uses persuasion to change the mind of the counterpart, is a toolbox that contains persuasion, deliberation, negotiation, and other dialogical strategies that can be used (...) to reach an agreement. Resumen: Una lectura atenta acerca del Cautiverio Feliz de Pineda y Bascuñán, indudablemente, nos despertaría varias asociaciones, no solo con otras formas de literatura histórica propias de la época, sino que con otras obras de las que integra algunos elementos como: los modos de estructuración discursiva y los modelos o perfiles agenciales. En este sentido, la lectura de la obra de Pineda nos remitiría a El Cortesano de Baltazar Castiglione, por cuanto muchos de los rasgos del perfecto caballero, presentados en (...) El Cortesano, se encuentran insertos en algunos personajes de la obra de Pineda. No es raro encontrar en el Cautiverio, entre otras cosas, las cualidades del perfecto caballero plasmadas en los indígenas, virtudes que adornan también a algunos criollos y españoles antiguos.: A close reading to Pineda and Bascuñán’s Cautiverio Feliz, undoubtedly, would wake us a series of asociations, not only with other forms of historical literatura from the epoch, but also with other works that integrate some elements such as: kinds of speech structure and kinds of instrumental profiles. In this sense, reading Pineda`s work would lead us to Castiglione`s El Cortesano, because many of the characteristic of the perfect gentleman presented in El Cortesano, are inserted in some characters of Pineda`s work. It is not strange to find in El Cautiverio, among other things, the qualities of a perfect gentleman, shaped on the natives, virtues, virtues that also adorn some creole and old spaniards. (shrink)

In this research the problem of liberty is considered in the context of religion as I am searching for an answer of the question if religion is not the main reason for limitation of freedom? My research is based on the philosophical essay of John S. Mill “On liberty”. An essential specification for this analysis is the fact that it is mainly interested in Christianity and to rather less extent, in the other religions. I am inclined to agree with the (...) critical opinion of Mill regarding religion and I am asking myself if religion is not the social-historical phenomenon which suppresses free thought, obliterates individuality in people and aspires to reigning greater masses of people as possible. And one more thing. Is it possible that to the final results of the influence on society’s life between religions and ideologies isput sign of equality? Isn’t it the free critical thought that is limited in both the cases and therefore society’s progress that is also limited? However inspiring with hope is the fact that such powerful ideological movements lack these days and the influence of religions is not as big as it was in previous periods of history. A common assumption in the study of philosophy is the existence of a list of thinkers, texts and classic topics which would contains the fundamental highlights in the history of philosophical thinking. This list has been called “canon” and is very often characterized by its model character. In connection with it, there is a number of interesting and deeply philosophical questions: i) Is there really a philosophical canon? ii) If there is: what is its function? How is it configured? Is (...) it stable? iii) What are the requirements that a text or an author must satisfy in order to become a member of the canon and what are the criteria to select them? Are these criteria ideologically oriented or they rather respect the values of originality, sublimity, depth and intrinsic representativeness to philosophy? iv) Is it essential to the study of philosophy the reference to a canon? Por lo tanto, el foco de este artículo es la crítica política del saber económico que despliega en el curso mencionado. Algumas passagens bastante controversas dos Fundamentos da Metafísica dos Costumes sáo comumente interpretados como se Kant propusesse a tese de que as ações náo podem ter qualquer valor moral quando estiverem acompanhadas de inclinações ( Neigungen ) favoráveis a tais ações. O que resulta dessa interpretaçáo é uma retrato de Kant como um severo defensor de uma moralidade em que sentimentos de compaixáo e assemelhados nada acrescentam ao valor moral de uma açáo, e em vez disso, o solapam. Neste artigo, (...) sustento que tal interpretaçáo náo é apoiada pela evidência textual. Além disso, discuto tentativas feitas por diversos autores no sentido de mostrar que as inclinações favoráveis sáo na verdade compatíveis com a argumentaçáo de Kant nos Fundamentos e defendo uma versáo em particular da tese da compatibilidade. In her book Democracy and Truth: The Conflict between Political and Epistemic Virtues, Snjezana Prijic Samarzija advocates a stance that not only political, but also epistemic values are necessary for justification of democracy. Specifically, she mounts defense for one particular type of public deliberation on epistemic grounds. In this paper, I will discuss the following issue: What connects this type of public deliberation to the wider context of justification of democracy? I will attempt to explain why Prijic Samarzija's stance can (...) be understood as a version of deliberative epistemic instrumentalism and to discuss the role played by the public deliberation within this framework. Previous research using immersive virtual reality (VR) has shown that after a short period of embodiment of White people in a Black virtual body their implicit racial bias against Black people diminishes. Here we tested the effects of some socio-cognitive variables that could contribute to enhancing or reducing the implicit racial bias. The first aim of the study was to assess the beneficial effects of cooperation within a VR scenario, the second aim was to provide preliminary testing of the hypothesis (...) that empathy and political attitudes could contribute to implicit bias about race, while the third aim was to explore the relationship between political attitudes and empathy. We had (Caucasian) participants embodied in a Black virtual body and engaged either in a cooperative (Coop group) or in a non-cooperative (Neutral group) activity with a confederate experimenter embodying another Black avatar. Before and after VR, we measured participants’ implicit racial bias by means of Implicit Association Test (IAT) and their perceived closeness toward the confederate experimenter. Before VR we also assessed participants’ political attitudes and empathy traits. Results revealed that, as compared to the Neutral group, the Coop group showed lower IAT scores after the social interaction. Interestingly, in the Neutral but not the Coop group the perceived closeness toward the confederate experimenter was associated with the initial racial bias: the more the participants reduced their distance, the more they reduced their IAT score. Moreover, reported traits of empathy and political attitudes significantly explained the variance observed in the initial implicit bias, with perspective-taking, empathic concern, and personal distress being significant predictors of the IAT scores. Finally, there was a relationship between political attitudes and empathy: the more participants considered themselves as left-wing voters, the higher their perspective-taking and empathic concern scores. We discuss these findings within the neuroscientific and social cognition field and encourage scholars from different domains to further explore whether and under which conditions a given manipulation for reducing racial bias could be efficiently transposed in VR. Is self-deception something that just happens to us, or is it an intentional action of an agent? This paper discusses intentionalism, a theory claiming that self-deception is intentional behavior that aims to produce a belief that the agent does not share. The agent is motivated by his belief that p (e.g. he is bald) and his desire that not-p (e.g. not to be bald), and if self-deceiving is successful, the agent will end up believing not-p. Opponents of intentionalism raise two (...) different objections: it seems that self-deceiver should then simultaneously hold two incompatible beliefs (namely, that p and not-p), as well as simultaneously intend the deception and be unaware of it. This paper reviews possible answers to anti-intentionalist objections (temporal partitioning, psychological partitioning, and the attentional strategy account) and offers guidelines to strengthen intentionalist claims. Rorty, Public Reason, and Modernity's Crisis of Critique uses the work of Richard Rorty to discuss modernity's crisis of critique and the powers and limits of public reason to address this crisis. Arguing for a redefinition of philosophy, it elaborates a political epistemology view that defends a post-metaphysical culture.

The central idea defended here is that ethical judgements are the product of the adaptive advantage provided by the conceptual capacity to categorise learned behaviour. In the same way that evolution of learning required the presence of value-laden brain structures that guide behaviour in the organism, we propose that the evolution of social learning and the development of human culture required the emergence of a new value system — the 'conceptual capacity to categorise'. This capacity is defined as the ability (...) to categorise one's own behaviour through a conceptual value code — 'favourable/unfavourable' or 'good/bad'. The conceptual capacity to categorise learned behaviour as good or bad was evolutionary successful because it transformed a system of rudimentary cultural transmission based on imitation into a system of efficient and biased cultural heredity based on teaching. Conceptual categorisation allowed the acquisition, through social learning, of adaptive information about behaviour, originating in/from the value-laden brain systems which control learning, without resorting to individual experience. We also suggest that the conceptual capacity to categorise conditioned the evolution of the human intelligence and that the ethical capacity arose as a by-product of both high intelligence and the ability to make evaluations of learned behaviour. When parties attempt to persuade their opponents of the tenability of a certain standpoint using reasons, they will often find that the circumstances of the dialogue hinder their chances of resolution. Power imbalances, cognitive biases, lack of time or hidden interests are some of the circumstances they need to face. I will label these circumstances as _suboptimal settings for argumentation_. According to the pragma-dialectical tradition, higher-order conditions for critical discussion are unfulfilled in these cases (van Eemeren, Grootendorst, Jacobs, & Jackson, (...) 1993). The main question of this paper is the following: what is the normative standard that parties in a discussion need to follow to arrive at a resolution within such circumstances? I will defend a middle-ground solution between two extreme ones. The first extreme position, the _anything-goes policy_, claims that, given that the conditions for a reasonable exchange of reasons are not satisfied, the dialogue stands outside the domain of reason, so anything goes for the parties. The second extreme position, the _business as usual policy_, claims that, since critical discussion is a normative model, the same rules should apply in suboptimal settings. Finally, the _supernormal policy_ that I defend claims that we need a more general and comprehensive norm that I refer to as a _supernorm_ to evaluate these cases. The supernormal policy divides argumentation into two stages: preparation and resolution. In the preparation stage, the parties attempt to restore or compensate for the suboptimality of the setting, while in the resolution stage, they attempt to resolve their disagreement. I contend that the moves of the preparation stage should be evaluated by using the supernorm instead of by the rules for critical discussion (van Eemeren and Grootendorst 2004 ). At this point, the paper considers theoretical insights from Gilbert ( 1995, 1997, 2002 ) and Jacobs ( 2000, 2006 ) to understand what this entails. (shrink)

Difficulty retrieving information (e.g., words) from memory is prevalent in neurogenic communication disorders (e.g., aphasia and dementia). Theoretical modeling of retrieval failures often relies on clinical data, despite methodological limitations (e.g., locus of retrieval failure, heterogeneity of individuals, and progression of disorder/disease). Techniques from network science are naturally capable of handling these limitations. This paper reviews recent work using a multiplex lexical network to account for word retrieval failures and highlights how network science can address the limitations of clinical data. (...) Johann Gottfried Herder, like his contemporaries, reflected on language and in 1772 published the Treatise on the Origin of Language, which in the previous year had earned the distinction of the Berlin Academy for best essay. However, even today, much of his thought is unknown, ignoring the fact that some of the modern approaches of contemporary philosophy, philosophical anthropology or even sociobiology are already stated there, namely in the narratives resulting from the enunciation of the four natural laws. More than (...) justifying the origin of language, the philosopher’s essay also allows us to understand human nature, inserting its genesis at the heart of philosophical anthropology and contradicting, if not even confronting in this way, the divine tradition of this attribution. Thus, at first, a generic analysis of the work will be carried out, highlighting the fundamental theses that will allow the establishment of a dialogue with some of the contemporary philosophical approaches. Then, admitting the possibility of a scenario of technological singularity, as stated by Irving John Good, Vernor Vinge or Ray Kurzweil, to verify the plausibility and validity of Herder’s theses regarding the scope of language and human nature and how this could constitute a frontier of resistance. Este artículo presenta una interpretación del ser-para-otro en la ontología fenomenológica de Sartre. A partir de un análisis contextual de la fenomenología de la mirada en El ser y la nada, formulamos el problema del ser-para-otro como tercera ek-stasis. Si admitimos que el ser-para-otro surge de una profundización de la segunda ek-stasis (reflexión) y que, por tanto, está siempre condicionado por ella, corremos el riesgo de caer en la ilusión de la primacía del ser-para-sí. En oposición a esta interpretación, presentamos (...) la hipótesis de que el ser para otro tiene una estructura inmediata, y no sólo reflexiva, basada en El ser y la nada y, de manera auxiliar, en el Idiota da familia.
