In this book, after discussing the fundamental problems of current science and other philosophic concepts, beginning with controversies between Heraclitus and Parmenides, Ilya Prigogine launches into a message of great hope: the future has not been determined. Contrary to globalisation and the apparent contemporary mass culture society, individual behaviour is beginning to increasingly become the key factor which governs the evolution of both the world and society as a whole. It is a message that challenges existing widespread views, implicitly or (...) explicitly, through mass communication, moreover the importance of the individual's actions implies a reflection of each person on the responsibilities that each one assumes when taking or acting upon a decision. This responsibility is associated with the freedom of thought as well as a critical analysis of fashions, customs, preconceived ideas, and ideologies, externally imposed: exactly contrary to the ideas of those who wish us to be "perfect consumers" in a world dominated only by monetary wealth. Challenging this drive towards the elimination of freedom of though in the individual is now imperative if we are to save man and his planet from catastrophe which seems to be ever imminent and (unfortunately) irreversible. This last book of Ilya Prigogine provides a small, disputable, but nonetheless valuable contribution towards that end. (shrink)

For decades, scholars have recognized that most citizens have little or no political knowledge, and that it is in fact rational for the average voter to make little or no effort to acquire political information. Rational ignorance is fully compatible with the so‐called “paradox of voting” because it will often be rational for citizens to vote, but irrational for them to become well informed. Furthermore, rational ignorance leads not only to inadequate acquisition of political information, but also to ineffective use (...) of the information that citizens do possess. The combination of these two problems has fundamental implications for a variety of issues in public policy and international affairs. (shrink)

Abstract If voters do not understand the programs of rival candidates or their likely consequences, they cannot rationally exercise control over government. An ignorant electorate cannot achieve true democratic control over public policy. The immense size and scope of modern government makes it virtually impossible for voters to acquire sufficient knowledge to exercise such control. The problem is exacerbated by voters? strong incentive to be ?rationally ignorant? of politics. This danger to democracy cannot readily be circumvented through ?shortcut? methods of (...) economizing on voter knowledge costs. A truly democratic government must, therefore, be strictly limited in scope. (shrink)

The present article deals with the developments in Islamic theology in higher education in Europe with a focus on those in Germany. The main objectives of the study are to identify the developments regarding Islamic theology at European universities in recent years and to evaluate these developments in the context of the opportunities and problems. Since European states and nations, possessing Judeo-Christian-Western values, are in search of ways to enable Muslims to live in harmony with themselves due to the growing (...) Muslim share of the population throughout Europe. This issue has great importance for the future of Islam and Muslims in Europe. One aspect of these pursuits concerns the establishment academic programmes on/over Islamic theology at European universities. The question of “Is it possible to develop an interpretation of Islam that will live in harmony with European values?” is an important issue that is being focused on across Europe, especially in Germany. The academic studies of Islamic theology, addressing this question, started in the 2000s and has gained momentum over the past decade. Creating an understanding of Islam to live in peace with Western European values and educating people who will provide Islamic religious education and religious services within this scope are the main goals of the initiatives for introducing the Islamic theology programmes at European universities. ABSTRACTHélène Landemore's Democratic Reason effectively demonstrates how cognitive diversity may potentially improve the quality of democratic decisions. But in setting out the preconditions that democracy must meet in order for the many to make collectively well-informed decisions, Landemore undermines the case for voter competence more than she strengthens it. The conditions she specifies are highly unlikely to be achieved by any real-world democracy. Widespread voter ignorance and the size and complexity of modern government are severe obstacles to any effort to (...) implement Landemore's vision. Better-informed decision making is more likely to be achieved by allowing a wider range of issues to be decided by “voting with your feet” instead of at the ballot box. (shrink)

In recent decades, advances in the life sciences have created an unprecedentedly detailed picture of heredity and the formation of the phenotype where clusters of simplistic reductionist and deterministic views and interpretations have begun to lose ground to more complex and holistic notions. The developments in gene regulation and epigenetics have become a vivid emblem of the ongoing ‘softening’ of heredity. Despite this headway, the outlook and rhetoric widely popular in the twentieth century favoring the ‘gene’ in the ‘genegenetic plasticityphenotypeenvironment’ (...) tetrad have not been successfully tackled but continue to exist in parallel with a new, equally monochromatic, viewpoint championing genetic plasticity. An examination of epigenetics and its presentation in the public sphere, open to a conversation with the social disciplines and philosophy, could address this dichotomy and contribute to the discourse. This article outlines key biological aspects of epigenetics and discusses the language, presentation and wider resonance of this field of life science research. (shrink)

Two meta-analyses were conducted to examine two potential sources of spatial orientation biases in human profile drawings by brain-intact individuals. The first examined profile facing direction as function of hand used to draw. The second examined profile facing direction in relation to directional scanning biases related to reading/writing habits. Results of the first meta-analysis, based on 27 study samples with 4171 participants, showed that leftward facing of profiles (from the viewer's perspective) was significantly associated with using the right hand to (...) draw. The reading/writing direction meta-analysis, based on 10 study samples with 1552 participants, suggested a modest relationship between leftward profile facing and primary use of a left-to-right reading/writing direction. These findings suggest that biomechanical and cultural factors jointly influence hand movement preferences and in turn the direction of facing of human profile drawings. -/- . (shrink)

Evidentiality refers to the linguistic marking of the nature/directness of source of evidence of an asserted event. Some languages (e.g., Turkish) mark source obligatorily in their grammar, while other languages (e.g., English) provide only lexical options for conveying source. The present study examined whether or under what conditions firsthand source information is relied on more than nonfirsthand sources in establishing discourse coherence. Turkish- and English-speaking participants read a series of somewhat incongruous two-sentence narratives and were to come up with a (...) way of completing each narrative so that it would form a coherent story. Each narrative contrasted two source types (firsthand vs. hearsay, firsthand vs. inference, or inference vs. hearsay) and two information types (general vs. particular information) each presented first or second. Analysis of story completions showed greater overall reliance on firsthand information when it was presented second and referred to a particular event. When the firsthand source occurred first and the particular event occurred second, the latter was favored, especially by Turkish participants. Taken together, the findings suggest that evidentiality interacts with information type in establishing discourse coherence and that both firsthand and particular information are relied on more when presented later rather than earlier in discourse. ABSTRACTThe participants in this symposium raise many insightful criticisms and reservations about my book Democracy and Political Ignorance: Why Smaller Government Is Smarter. But none substantially undermine its main thesis: that rational political ignorance and rational irrationality are major problems for democracy that are best addressed by limiting and decentralizing government power. Part I of this reply addresses criticisms of my analysis of the problem of political ignorance and its causes. Part II assesses challenges to my proposed solution.

The paper introduces mathematical encoding for subjective experience and meaning in natural cognition. The code is based on a quantum-theoretic qubit structure supplementing classical bit with circular dimension, functioning as a process-causal template for representation of contexts relative to the basis decision. The qubit state space is demarcated in categories of emotional experience of animals and humans. Features of the resulting spherical map align with major theoreties in cognitive and emotion science, modeling of natural language, and semiotics, suggesting several generalizations (...) and improvements. The developed model bridges psychological, quantum-theoretic, and semiotic perspectives, allowing for an integrative account of subjectivity, agency, and meaning in living Nature.Graphical abstract. Bu çalışma İbn Sînâ (ö. 428/1037) felsefesinde mantıkî tümelin tümel olmak bakımından değerine ve Gazzâlî’nin (ö. 505/1111) mantıkî tümel bağlamında İbn Sînâ’ya yönelttiği eleştirilere odaklanmaktadır. Bu iki düşünürün tümel ve tümel türlerini nasıl açıkladıklarına değinip, onların düşünce sisteminde tümelin tekabül ettiği manayı ortaya koyarak Gazzâlî’nin İbn Sînâ’ya yönelttiği eleştirilerinin felsefi analizi yapılmaktadır. Buna göre İbn Sînâ tümelin üç türünden bahsetmektedir. Bu tümeller tabiî, aklî ve mantıkî olarak üç türe ayrılır. Bu tümeller arasındaki ilişkiyse zâtî bir ilişkiye dayanır. Bu türden ilişkiyi (...) belirleyen ve ilke veren ise tümellerin dışında olmak zorundadır. Ona göre tümellerin anlamını ve tümel türleri arasındaki zâtî ilişkiyi varlık kavramı belirlemektedir. Bu bakımdan aklî tümel tabiî tümelin makulü; aklî tümel mantıkî tümelin lazımı olabilir. Öyleyse İbn Sînâ’da tümel kavramı varlığa ilişkindir. Gazzâlî’de ise tümelin üç türünden bahsedebiliriz. O tümelin türlerini isimlendirmez ama onları betimleyerek birbirinden ayırır. Onun ayrımında ise ortaklık kavramı bilfiil ve bilkuvve olmak bakımından ele alınır ve bu kavramsal ayrımlardan hareketle varlık taksim edilir. Bu bakımdan İbn Sînâ’nın tümellere yüklediği anlam ile Gazzâlî’nin tümellere yüklediği anlam arasında arızî bir ayrımdan söz edemeyiz. Bunun tam aksine iki düşünürünün tümellere yüklediği anlam arasında zâtî bir farklılık vardır. Bu ayrılıktan hareketle Gazzâlî’nin İbn Sînâ’ya yönelttiği eleştiriler de zâtî bir nitelik arz etmektedir. Gazzâlî’nin İbn Sînâ’ya yönelttiği eleştirilerin en açık göstergelerinden biri onun mantıkî tümele yüklediği anlam ve mantıkî tümel bağlamında verdiği örnekte yatmaktadır. Gazzâlî mantıkî tümeli bilkuvve ve bilfiil olmak bakımından ortaklığı kabul etmeyen mana olarak ele alarak ondaki ortaklığı ise tasdiğe konu olan şeyin dışında bir nedene bağlamaktadır. İbn Sînâ, Gazzâlî’nin mantıkî tümele yüklediği anlamın, söylenmenin tasdikin dışında olması hususuna katılmakla beraber tasavvura konu olmayı açıkça vurgulamaktadır. Gazzâlî ise İbn Sînâ’nın bu gönderimini göz ardı etmiş ve mantıkî tümel bağlamında verdiği “İlah” örneğinden hareketle İbn Sînâ’nın bunu kabul edeceğini vurgulamıştır. Halbuki İbn Sînâ’nın felsefi sisteminde “İlah” lafzının tasavvura konu olması mümkün değildir. Çünkü “İlah” tasavvur edilmez ama idrak edilir. Ona göre tasavvura konu olanlar bilkuvve çokluk barındırır. Ama “İlah” lafzı ancak zorunlu varlık olması bakımından tasavvurun konusu olmaya elverişli değildir. Bu bakımdan Gazzâlî’nin eleştirilerinin beş sanat bakımından cedelî mi yoksa safsata mı olduğu analiz edilebilir. The subject that we have tried to mention in this article mainly intensifies on the meta-ontological or metaphysical field. Although we cannot know the real existence of objects, at least, we say something that cannot be expressed. Then, we should not ignore that our judgments belonging to the unknown field can be interpreted, more or less, on account of the relation to the area of the facts we know them. It is clear that trying to get the meaning of the (...) world in itself or noumenon through the image of the concrete world is useless. Nevertheless, this condition does not mean that it should not make inquiries concerning the noumenon world and discontinue thinking about what the field of existence in itself is. Interpretations on this field of existence in itself cannot be expressed by mere knowledge of the actual area or the real notions. Because, in our image of the real world, there seems a situation that continually changes and which converts its meaning in each change. (shrink)

The subject of the study is the ontological nature of the phenomenon of creativity in the context of conceptual constructions of the most important nominal layers of non-classical philosophy. The aim of the work is to reveal the ontological essence of creativity in the context of European philosophy of the XIX–XX centuries based on the works of A. Schopenhauer, A. Bergson, J.-P. Sartre, A. Camus and M. Heidegger. The theoretical and methodological basis of the research is the works of representatives (...) of the non-classical period of the development of philosophical thought, as well as the works of modern domestic and foreign researchers, in their works directly or indirectly touching on the problem of the ontological determinant of creativity. The central research methods are comparative and complex methods for establishing connections and relationships between phenomena that are part of the sphere of creative being, as well as an analytical and interpretive method for analyzing existing interpretations of the phenomenon under study and presenting the author's position. The scientific novelty of the research consists in the identification and systematization of philosophical ideas regarding the ontological determinant of creativity in the conceptual field of Western European non–classical philosophy of the XIX-XX centuries. As a result of the conducted research, the author comes to the conclusion that within the framework of non-classical philosophy, the ontological nature of creativity is revealed both at the level of objective reality and in the existential-personal space of the subject. Unlike the classical tradition of philosophizing, which absolutizes the epistemological component of the subject's creativity, in the subject field of non-classical philosophy, creativity regains its ontological rootedness, since it acts as the general existential of human existence, revealing itself through the prism of such concepts as the Will to live, pure duration, creative evolution, Vital impulse, imaginative consciousness, rebellion against the absurd, the promotion of truth and the way out of inauthenticity. The article deals with finding finite total equivalence systems for formulas based on an arbitrary closed class of functions of several variables defined on the set {0, 1, 2} and taking values in the set {0,1} with the property that the restrictions of its functions to the set {0, 1} constitutes a closed class of Boolean functions. We consider all classes whose restriction closure is either the set of all functions of two-valued logic or the set T a of functions (...) preserving \. In each of these cases, we find a finite total equivalence system, construct a canonical type for formulas, and present a complete algorithm for determining whether any two formulas are equivalent. In this essay, I ask what form of historical consciousness schools should nurture in students. The two criteria I set up in this regard are plausibility—is the account of history plausible—and practicality—does the form of historical consciousness help young people contribute to the betterment of society. The level of my analysis is that of modernity, a novel interpretation of which I gradually develop. I begin by drawing on Nietzsche to assess three forms of historical consciousness that are on offer: the (...) belief in the old age of humankind, a forward-looking rebellion, and a backwards-looking rebellion. All three are found wanting according to my criteria. I retain from Nietzsche the idea that a certain degree of ‘presentism’ is inevitable in historical consciousness. I then use Paul Ricoeur’s reflections on modernity as a springboard for outlining a different account, which mobilizes the metaphor of modernity as a period of transition akin to adolescence. The form of historical consciousness that is associated with this metaphor is more plausible and practical than the three competitors I assessed. I conclude by defending this account from potential objections. (shrink)

Advocates of ?deliberative democracy? want citizens to actively participate in serious dialogue over political issues, not merely go to the polls every few years. Unfortunately, these ideals don't take into account widespread political ignorance and irrationality. Most voters neither attain the level of knowledge needed to make deliberative democracy work, nor do they rationally evaluate the political information they do possess. The vast size and complexity of modern government make it unlikely that most citizens can ever reach the levels of (...) knowledge and rationality required by deliberative democracy, even if they were better informed than they are at present. Abstact. Although it is generally known that M.M. Bakhtin viewed himself as primarily a philosopher and not a philologist, the overwhelming majority of studies of his work belong to literary criticism. The purpose of this article, relying on the oral testimony of Bakhtin himself and his philosophical texts written in the Nevel-Vitebsk period, is to restore the origin of his philosophical sources and the content of his philosophical ideas of this period. The main idea is the concept of moral philosophy (...) as a philosophical system, whose main subject is participative thinking and an answerable act as an event of being. One of the most important sources of these ideas was probably the philosophy of Neo-Kantianism represented by the teachings of H. Cohen. The article provides four examples of Bakhtin's continuity in relation to the Marburg philosopher - the idea of an answerable act concerning another person as the source of a human's self-consciousness and personal integrity, the idea of a correlative relationship between a person and his neighbor as an expression of a caring participatory being, the idea of distinguishing a moral attitude from an ethical-legal one and the idea of the philosophical system, whose subject is the process of interpersonal relations. In this case, the system consists not only in the integrity of the object but also in its openness. Revealing the continuity of Bakhtin's philosophical ideas regarding Cohen leads to a better understanding of these ideas and Bakhtin's originality of their development. It is also fruitful to compare the perception of Cohen's ideas by Bakhtin and their reception by another philosopher of dialogue, F. Rosenzweig. (shrink)

The strengths and weaknesses of federalism have been debated for centuries. But one major possible advantage of building decentralization and limited government into a constitution has been largely ignored in the debate so far: its potential for reducing the costs of widespread political ignorance. The argument of this paper is simple, but has potentially important implications: Constitutional federalism enables citizens to “vote with their feet,” and foot voters have much stronger incentives to make well-informed decisions than more conventional ballot box (...) voters. The informational advantage of foot voting over ballot box voting suggests that decentralized federalism can increase citizen welfare and democratic accountability relative to policymaking in a centralized unitary state.Ballot box voters have strong incentives to be “rationally ignorant” about the candidates and policies they vote on because the chance that any one vote will have a decisive impact on an electoral outcome is vanishingly small. For the same reason, they also have little or no incentive to make good use of the information they do possess. By contrast, “foot voters” choosing a jurisdiction in which to reside have much stronger incentives to acquire information and use it rationally; the decisions they make are individually decisive. Philosophy of science as a scholarly discipline exists today side by side with other disciplines within an interdisciplinary framework of the history and philosophy of science or science and technology studies. The rationale for this “joint venture” is commonly seen in the division of labor. The history of science focuses on the rise and development of scientific theories in the past; the sociology of science deals with science as a social institution; the psychology of science investigates the mechanisms of creativity (...) and one’s personal impact upon scientific discoveries; and finally, the philosophy of science is responsible for the logical and methodological analysis of the structure and growth of the scientific knowledge, mostly within the context of justification. This allegedly fruitful division of labor presumes an independent existence of social, personal and cognitive domains, and the desired interdisciplinary communication between the correspondent disciplines aims to account for the complementary understanding of science. But in fact no sufficient exchange of meanings takes place for every discipline insists upon its independence and prior significance. Under these conditions, neither a consistent picture of science appears to be possible nor might science policy be construed and justified basing on this disintegrated conglomerate of knowledge. A way out of the situation is as follows: to acknowledge non-independent character of the philosophy of science; to learn more from social philosophy; to revisit the epistemological status of the natural sciences as the only cognitive ideal; to focus on the social and the human sciences in search of a new methodological experience; to cease considering concrete case studies as a new version of the “neutral language of observation”, which gives a “crucial justification” of a theory, and to view new philosophical interpretations a necessary feature of any case study. Central among problems in cosmology is the crucial question of the articulation of natural and historical time: how is human history related to natural processes described by science? A deterministic world view in which natural processes are reversible, as emphasized by classical Western science, is obviously not the answer. Recent research in fields such as far‐from‐equilibrium thermodynamics and statistical mechanics reveals irreversibility in natural processes and allows us to explore new forms of dialogue between science and the humanities.

How partners encounter each other plays a role in whether they will be able to sustain their interaction. How partners go about maintaining their interaction reveals features of their epistemological system, particularly with respect to factors like what they know, what they take to be relevant to the interpretation, and what they value. In this way, the value system (what partners want) and the epistemological system (what partners know) intersect. By focusing on the role of reasoning and understanding, I believe (...) we stand to gain a clearer picture of how expectations about interactions inform the dynamics between partners. This, in turn, affords a picture of what partners can actually achieve in and through their connection. I am particularly interested in considering what features of interaction are necessary for maximizing the affordances of the partnership. I say this not as a utilitarian interested in maximizing good simpliciter, but as a social epistemologist thinking about the contingent goods that are present in relation (e.g. care). The epistemic picture assumes that there are things that are knowable in dancing together, while the ethical picture assumes that partners are responsible for the things they ought to know. (shrink)

The paper describes an algorithm for semantic representation of behavioral contexts relative to a dichotomic decision alternative. The contexts are represented as quantum qubit states in two-dimensional Hilbert space visualized as points on the Bloch sphere. The azimuthal coordinate of this sphere functions as a one-dimensional semantic space in which the contexts are accommodated according to their subjective relevance to the considered uncertainty. The contexts are processed in triples defined by knowledge of a subject about a binary situational factor. The (...) obtained triads of context representations function as stable cognitive structure at the same time allowing a subject to model probabilistically-variative behavior. The developed algorithm illustrates an approach for quantitative subjectively-semantic modeling of behavior based on conceptual and mathematical apparatus of quantum theory. (shrink)

These commentaries have been translated into Latin and Hebrew in the early period, and profoundly influenced both Medieval Europe and Jewish thought for centuries.
