Ethics of Spying: A Reader for the Intelligence Professional, Volume 2 seeks to define an intelligence professional while utilizing various theoretical and practical perspectives. Prominent scholars explore ethics through the intelligence cycle and how ethics is evolving and viewed in a post-9/11 world. The book concludes with a survey on ethical conduct by interrogators, a brief history of intelligence reform, and a bibliography on this subject.

This paper presents a partial analysis of perceptual knowledge, an analysis that will, I hope, lay a foundation for a general theory of knowing. Like an earlier theory I proposed, the envisaged theory would seek to explicate the concept of knowledge by reference to the causal processes that produce (or sustain) belief. Unlike the earlier theory, however, it would abandon the requirement that a knower's belief that p be causally connected with the fact, or state of affairs, that p.

Since Edmund L. Gettier reminded us recently of a certain important inadequacy of the traditional analysis of "S knows that p," several attempts have been made to correct that analysis. In this paper I shall offer still another analysis (or a sketch of an analysis) of "S knows that p," one which will avert Gettier's problem. My concern will be with knowledge of empirical propositions only, since I think that the traditional analysis is adequate for knowledge of nonempirical truths.

Mainstream epistemology is a highly theoretical and abstract enterprise. Traditional epistemologists rarely present their deliberations as critical to the practical problems of life, unless one supposes—as Hume, for example, did not—that skeptical worries should trouble us in our everyday affairs. But some issues in epistemology are both theoretically interesting and practically quite pressing. That holds of the problem to be discussed here: how laypersons should evaluate the testimony of experts and decide which of two or more rival experts is most (...) credible. It is of practical importance because in a complex, highly specialized world people are constantly confronted with situations in which, as comparative novices, they must turn to putative experts for intellectual guidance or assistance. It is of theoretical interest because the appropriate epistemic considerations are far from transparent; and it is not clear how far the problems lead to insurmountable skeptical quandaries. This paper does not argue for flat-out skepticism in this domain; nor, on the other hand, does it purport to resolve all pressures in the direction of skepticism. It is an exploratory paper, which tries to identify problems and examine some possible solutions, not to establish those solutions definitively. (shrink)

The aim of this paper is to study interpretation, specifically, to work toward an account of interpretation that seems descriptively and explanatorily correct. No account of interpretation can be philosophically helpful, I submit, if it is incompatible with a correct account of what people actually do when they interpret others. My question, then, is: how does the (naive) interpreter arrive at his/her judgments about the mental attitudes of others? Philosophers who have addressed this question have not, in my view, been (...) sufficiently psychological, or cognitivist, even those who are otherwise psychologically inclined. I shall defend some proposals about the activity of interpretation that are, I believe, psychologically more realistic than their chief competitors. (shrink)

The central mission of cognitive science is to reveal the real nature of the mind, however familiar or foreign that nature may be to naive preconceptions. The existence of naive conceptions is also important, however. Prescientific thought and language contain concepts of the mental, and these concepts deserve attention from cognitive science. Just as scientific psychology studies folk physics (McCloskey 1983, Hayes 1985), viz., the common understanding (or misunderstanding) of physical phenomena, so it must study folk psychology, the common understanding (...) of mental states. This subfield of scientific psychology is what I mean by the phrase 'the psychology of folk psychology'. (shrink)

In recent decades, epistemology has witnessed the development and growth of externalist theories of knowledge and justification. Critics of externalism have focused a bright spotlight on this approach and judged it unsuitable for realizing the true and original goals of epistemology. Their own favored approach, internalism, is defended as a preferable approach to the traditional concept of epistemic justification. I shall turn the spotlight toward internalism and its most prominent rationale, revealing fundamental problems at the core of internalism and challenging (...) the viability of its most popular rationale. Although particular internalist theories such as (internalist) foundationalism and coherentism will occasionally be discussed, those specific theories are not my primary concern. The principal concern is rather the general architecture of internalism, and the attempt to justify this architecture by appeal to a certain conception of what justification consists in. (shrink)

This paper supports the basic integrity of the folk psychological conception of consciousness and its importance in cognitive theorizing. Section 1 critically examines some proposed definitions of consciousness, and argues that the folk- psychological notion of phenomenal consciousness is not captured by various functional-relational definitions. Section 2 rebuts the arguments of several writers who challenge the very existence of phenomenal consciousness, or the coherence or tenability of the folk-psychological notion of awareness. Section 3 defends a significant role for phenomenal consciousness (...) in the execution of a certain cognitive task, viz., classification of one's own mental states. Execution of this task, which is part of folk psychologizing, is taken as a datum in scientific psychology. It is then argued that the most promising sort of scientific model of the self-ascription of mental states is one that posits the kinds of phenomenal properties invoked by folk psychology. Cognitive science and neuroscience can of course refine and improve upon the folk understanding of consciousness, awareness, and mental states generally. But the folk-psychological constructs should not be jettisoned; they have a role to play in cognitive theorizing. (shrink)

To say that an object is beautiful or ugly is seemingly to refer to a property of the object. But it is also to express a positive or negative response to it, a set of aesthetic values, and to suggest that others ought to respond in the same way. Such judg- ments are descriptive, expressive, and normative or prescriptive at once. These multiple features are captured well by Humean accounts that analyze the judgments as ascribing relational properties. To say that (...) an object is beautiful is to say, in part, that it is such as to elicit a response expressing pleasure in certain observers. The observers in question must not be ignorant, biased, insensitive, or of poor taste, and they must not base their evaluations on aesthetically irrelevant properties of the objects they judge. The reference to the object's "being such . . ." captures the objective side of the relation; refer- ence to the pleasurable response captures the expressive function of these judgments; and the ideal properties of the observers suggest that others ought to judge in the same way. This volume illustrates how the methodology of metaphysics can be enriched with the help of cognitive science. Few philosophers nowadays would dispute the relevance of cognitive science to the metaphysics of mind, but this volume mainly concerns the relevance of metaphysics to phenomena that are not themselves mental. The volume is thus a departure from standard analytical metaphysics. Among the issues to which results from cognitive science are brought to bear are the metaphysics of time, of morality, of meaning, of (...) modality, of objects, and of natural kinds, as well as whether God exists. A number of chapters address the enterprise of metaphysics in general. In traditional analytical metaphysics, intuitions play a prominent role in the construction of, and assessment of theories. Cognitive science can be brought to bear on the issue of the reliability of intuitions. Some chapters point out how results from cognitive science can be deployed to debunk certain intuitions, and some point out how results can be deployed to help vindicate certain intuitions. (shrink)

The aim of this article is to show how research in cognitive science is relevant to a certain theoretical issue in moral theory, namely, the legitimacy of interpersonal utility (IU) comparisons.

Complex vocal learning, the capacity to imitate new sounds, underpins the evolution of animal vocal cultures and song dialects and is a key prerequisite for human speech and song. Due to its relevance for the understanding of cultural evolution and the biology and evolution of language and music, the trait has gained much scholarly attention. However, while we have seen tremendous progress with respect to our understanding of its morphological, neurological and genetic aspects, its peculiar phylogenetic distribution has remained elusive. Intriguingly, animals as distinct as hummingbirds and humpback whales share well-developed vocal learning capacity in common with humans, while this ability is quite limited in nonhuman primates. Yet, solving this ‘vocal learning conundrum’ may shed light on the constraints ancestral humans overcame to unleash their vocal capacities. To this end I consider major constraints and functions that have been proposed. I highlight an especially promising ecological constraint, namely the spatial dimensionality of the environment. Based on an informal comparative review, I suggest that complex vocal learning is associated with three-dimensional habitats such as air and water. I argue that this is consistent with recent theoretical advances—i.e., the coercion-avoidance and dimensionality hypotheses—and with the long-standing hypothesis that mate choice is a major driver of the evolution and origin of complex vocal learning. However, I stress that multiple functions may apply and that quantitative phylogenetic comparative methods should be employed to finally resolve the issue. (shrink)

What are the conceptually necessary and sufficient conditions for a person, or organism, to perceive a given object? More precisely, what is the nature of our ordinary thought about perception that gives rise to our willingness or unwillingness to say that S perceives O? Some form of causal theory of perception is now, I think, widely accepted. Such a theory maintains that it is part of our concept of perception that S perceives O only if O causes a percept, or (...) perceptual state, of S. I accept this causal requirement, though with some qualification. The crucial problem for the theory of perception is what must be added to the causal requirement. Not all causes of a percept are said to be perceived. Smith looks at a tree illuminated by the sun, when the sun is not itself in view. His visual percept is caused by the tree, but not only the tree. The percept's causal ancestry includes the sun and the array of light two inches from Smith's eyes. Why do we say that he sees the tree, but not the sun or the array of light? What principles underlie this invidious choice among causes? Similarly, we think of a bat as perceiving objects in his path, but not as perceiving himself. Yet, since he emits the sonar signals these objects reflect, he is himself a cause of his percepts. The larger part of Yearbook 6 of the Institute Vienna Circle constitutes the proceedings of a symposium on Alfred Tarski and his influence on and interchanges with the Vienna Circle, especially those on and with Rudolf Carnap and Kurt Gödel. It is the first time that this topic has been treated on such a scale and in such depth. Attention is mainly paid to the origins, development and subsequent role of Tarski's definition of truth. Some contributions are primarily historical, others (...) analyze logical aspects of the concept of truth. Contributors include Anita and Saul Feferman, Jan Wolenski, Jan Tarski and Hans Sluga. Several Polish logicians contributed: Gzegorczyk, Wójcicki, Murawski and Rojszczak. The volume presents entirely new biographical material on Tarski, both from his Polish period and on his influential career in the United States: at Harvard, in Princeton, at Hunter, and at the University of California at Berkeley. The high point of the analysis involves Tarski's influence on Carnap's evolution from a narrow syntactical view of language, to the ontologically more sophisticated but more controversial semantical view. Another highlight involves the interchange between Tarski and Gödel on the connection between truth and proof and on the nature of metalanguages. The concluding part of Yearbook 6 includes documentation, book reviews and a summary of current activities of the Institute Vienna Circle. Jan Tarski introduces letters written by his father to Gödel; Paolo Parrini reports on the Vienna Circle's influence in Italy; several reviews cover recent books on logical empiricism, on Gödel, on cosmology, on holistic approaches in Germany, and on Mauthner. Józef M. Bocheński began his philosophical career as an eclectic philosopher, then switched to Thomism and finally became a representative of the analytic school. As a Thomist he wanted to reform this orientation by the resources of modern formal logic. This tendency culminated in the establishment of the Cracow Circle (established in 1936) whose members were Bocheński, Jan F. Drewnowski, Jan Salamucha, and Bolesław Sobociński. However, the program of the Cracow Circle was rejected by most Thomists who considered traditional logic (...) as an entirely sufficient device of philosophy. Bocheński was very disappointed by this attitude of his Thomist fellows. His evolution toward analytic philosophy, free of any ideological pressure, can be regarded as his reaction to the conservatism of Thomism. (shrink)

Bayesian model selection has frequently been the focus of philosophical inquiry (e.g., Forster, Br J Philos Sci 46:399–424, 1995; Bandyopadhyay and Boik, Philos Sci 66:S390–S402, 1999; Dowe et al., Br J Philos Sci 58:709–754, 2007). This paper argues that Bayesian model selection procedures are very diverse in their inferential target and their justification, and substantiates this claim by means of case studies on three selected procedures: MML, BIC and DIC. Hence, there is no tight link between Bayesian model selection and (...) Bayesian philosophy. Consequently, arguments for or against Bayesian reasoning based on properties of Bayesian model selection procedures should be treated with great caution. (shrink)

This paper is a reply to Jan Wolenski's polemics (Filozofia Nauki 1/2000) against the author's essay „On the Epistemic Impotence of Analytical Philosophy” (Filozofia Nauki 3-4/1998). The author expresses his conviction that it is in analytical philosophy that the most interesting - and at the same time well-established - cognitive results have been reached, but many of these results have been obtained, not thanks to the declared semantic method, but thanks to the phenomenological method, which have been used at least (...) unconsciously. Therefore the gap between phenomenology and analytical philosophy is not so huge as it might seem at first glance. (shrink)

Dvorec Jelšingrad (Erlachstein), ki se nahaja na severozahodnem obrobju Šmarja pri Jelšah, je bil v sredini 19. stoletja deležen prenove vzhodnega dela stavbe, interierjev in parka po vzorih mavrske in orientalske arhitekture. Za novo eksotično podobo je bil zaslužen tedanji lastnik Rudolf Oskar Gödel-Lannoy (1814–1883), ki je med svojo dolgoletno diplomatsko kariero v Egiptu, na Bližnjem vzhodu in Balkanu načrtno zbiral antikvitete. Ob vrnitvi v domovino jih je v svojem dvorcu razstavil v treh novo nastalih orientalskih dvoranah, kar se v (...) sočasnih virih omenja kot “orientalni muzej”. Iz popisa predmetov, ki so jih leta 1943 v dvorcu zasegli Nemci in prenesli v Pokrajinski muzej Maribor, je razvidno, da je Lannoyjeva zbirka starin vključevala številne predmete iz starega Egipta, Mezopotamije, Grčije in Rima. Z izjemo staroegipčanskega fragmenta Merimosejevega sarkofaga iz 18. dinastije, ki ga danes hranijo v Narodnem muzeju v Pragi, v dosedanjih raziskavah vsebina Lannoyjevih starinoslovnih zbirk še ni bila deležna strokovne pozornosti. Pričujoči prispevek se osredotoča na jelšingrajsko zbirko mezopotamskih predmetov, tj. cilindričnih pečatov, pečatnih kamnov, živalskih amuletov in glinenega stožca kralja Gudea iz Lagaša, ki jih danes hranijo v depoju arheološke zbirke Univerzalnega muzeja Joanneum v Gradcu. Dieses Buch untersucht die Art und Weise, wie wir zu gerechtfertigten moralischen Überzeugungen kommen. Moralische Überzeugungen werden in ähnlicher Weise gebildet und gerechtfertigt wie nicht-moralische. Daher können Erkenntnisse über epistemische Rechtfertigung auch helfen, ethische Rechtfertigung zu erklären. Ethische Rechtfertigung wird als der Versuch verstanden, in moralischen Fragen richtige Antworten zu finden, also moralische Erkenntnis zu gewinnen. Auf der Suche nach richtigen Antworten ist es in der Ethik wie in jeder anderen Disziplin am besten, sich zuverlässiger Verfahren zu bedienen. Mit dem (...) Begriff eines zuverlässigen Verfahrens werden sowohl die axiomatisch-deduktiven Rechtfertigungsverfahren der rationalistischen Tradition als auch die induktiven, abduktiven und probabilistischen Gegenmodelle des Empirismus als gleichberechtigte Bestandteile ethischer Rechtfertigung behandelt. Welche Verfahren zuverlässig sind, lässt sich durch den Abgleich der Methodenapparate unterschiedlicher Disziplinen entscheiden. Exemplarisch werden einige Verfahren der rationalistischen wie auch der empiristischen Ethik auf Ihre Eignung als zuverlässige Verfahren evaluiert. (shrink)

A simple but valuable experience that all humans have in common is that their life and their actions, the things they do and the things they omit to do, their reflection and their praxis are always marked by the tension which exists between what is factual and what is appropriate. Ethics can be described in simple terms as the systematic reflection on this tension, an endeavour to explicate how notions such as ‘appropriateness’ can be translated into categories such as ‘goodness’ (...) and ‘rightness’ in such a way that we do not remain bogged down in this experience but can develop some kind of assessment. One can also say, therefore, that ethics has a critical approach: the aforementioned tension is not merely noted and left at that, it is scrutinised, studied and assessed on the basis of a particular measure or criterion, thus making it possible, for example, to distinguish between the acknowledgement of changes and the appreciation of improvements .Every theory of ethics which consistently aspires to such a critical reflection, therefore, will have to deal with the question how the aforementioned criterion can be put into words. I already pointed to our common experience of the tension between the actual and the appropriate. In an effort to pin down the criterion in question, a useful point of departure might be to reflect for a moment on what is meant by appropriate. The term itself hints at some kind of relation or belonging to. If, then, the appropriate can be formulated in terms of belonging to ‘the human’ then an understanding of what it is to be human will always constitute the point of departure of any critical ethical reflection. For those who might be tempted to view this as too deductive, the whole approach can be turned on its head: the specific sort of reflection in which people engage with respect to the tension between the actual and the appropriate and in which the appropriate can be formulated in terms of the human, is ethics.[...]In the present article I intend to focus on the image of the human person which is compatible with such a notion of ethical obedience as responsibility to-be-taken-up. The fact that people speak today of a ‘changing of the guard’ when it comes to fundamental ethics is certainly no exaggeration. An ethics founded on natural law has been evolving towards the use of the notion personalism as a designation for an inclusive anthropology which is the expression of the appropriate. Experience teaches that a substantive explanation of personalism — which I provide in the third part of this article — is best preceded by a methodical sketch concerning the ‘status’ of personalism as a fundamental ethical category. In the fourth part of the article I will endeavour to outline the contours of a personalist theory of action. (shrink)

At the beginning of the 21st century, biology will try to address the function of a large number of new genes. From the perspective of technologies applied today to functional genomics, this task appears to be more complex than the effort invested in the sequencing of the human genome. Conceptually, a high-throughput approach permitting correlation between newly discovered genes and functional properties of their protein products has yet to be developed. To address relationships between tens of thousands of genes and (...) their cognate proteins, novel interdisciplinary technologies need to emerge. In this paper, a new idea of immunomics is presented and an experimental strategy is outlined to circumvent some of the restrictions associated with methodologies currently in use. It is proposed that cloned segments of genomic DNA are used for genetic immunization to obtain a large collection of antibodies, and to generate microarrays of these antibodies for tracing differentially expressed cellular proteins. The thesis of this essay is that Gertrude Stein plays an important role in The Differend, the brevity of her appearance in the book notwithstanding. Scarcely one and a half pages long, Lyotard’s discussion of a string of quotations from Stein is the most sustained consideration of a female author in his text. Lyotard is intrigued by Stein’s efforts to conceive of la phrase less as a form or building block than an event—or rupture—of language. Characterizing her work as écriture (...) féminine, he cannot decide whether her “vagabond prose” is one genre among others or a uniquely disruptive verbal praxis that unsettles his most basic ideas about phrases and genres. In the final analysis, the precise status of Stein in Lyotard’s thought remains uncertain, as if her unruly presence might simply be a quirk of the signifier stein. (shrink)

Consciousness researchers standardly rely on their subjects’ verbal reports to ascertain which conscious states they are in. What justifies this reliance on verbal reports? Does it comport with the third-person approach characteristic of science, or does it ultimately appeal to first-person knowledge of consciousness? If first-person knowledge is required, does this pass scientific muster? Several attempts to rationalize the reliance on verbal reports are considered, beginning with attempts to define consciousness via the higher-order thought approach and functionalism. These approaches are (...) either problematic in their own right, or ultimately based on a first-person access to consciousness. A third approach assumes that scientists can trust verbal reports because subjects reliably monitor or ‘introspect’ their conscious states. This raises the question of whether the reliability of introspection can be validated by independent criteria. Merikle's attempts to validate this reliability are shown to involve some unavoidable circularity. It is conjectured that scientists’ reliance on their subjects’ verbal reports tacitly appeals to their own introspective reliability, which is not independently validatable. Some epistemologists might conclude that this renders scientists’ conclusions about conscious states unjustified, but I argue that this does not contravene the constraints of a proper epistemology.
