This essay defends an account of the duties to the global poor that is informed by the empirical question of what makes countries rich or poor, and that tends to be broadly in agreement with John Rawlss account in The Law of Peoples. I begin by introducing the debate about the sources of growth and explore its implications for duties towards the poor. Next I explore whether (and deny that) there are any further-reaching duties towards the poor. Mathias Frisch provides the first sustained philosophical discussion of conceptual problems in classical particle-field theories. Part of the book focuses on the problem of a satisfactory equation of motion for charged particles interacting with electromagnetic fields. As Frisch shows, the standard equation of motion results in a mathematically inconsistent theory, yet there is no fully consistent and conceptually unproblematic alternative theory. Frisch describes in detail how the search for a fundamental equation of motion is partly driven by pragmatic considerations (...) (like simplicity and mathematical tractability) that can override the aim for full consistency. The book also offers a comprehensive review and criticism of both the physical and philosophical literature on the temporal asymmetry exhibited by electromagnetic radiation fields, including Einstein's discussion of the asymmetry and Wheeler and Feynman's influential absorber theory of radiation. Frisch argues that attempts to derive the asymmetry from thermodynamic or cosmological considerations fail and proposes that we should understand the asymmetry as due to a fundamental causal constraint. The book's overarching philosophical thesis is that standard philosophical accounts that strictly identify scientific theories with a mathematical formalism and a mapping function specifying the theory's ontology are inadequate, since they permit neither inconsistent yet genuinely successful theories nor thick causal notions to be part of fundamental physics. Much has been written on the role of causal notions and causal reasoning in the so-called 'special sciences' and in common sense. But does causal reasoning also play a role in physics? Mathias Frisch argues that, contrary to what influential philosophical arguments purport to show, the answer is yes. Time-asymmetric causal structures are as integral a part of the representational toolkit of physics as a theory's dynamical equations. Frisch develops his argument partly through a critique of anti-causal arguments and (...) partly through a detailed examination of actual examples of causal notions in physics, including causal principles invoked in linear response theory and in representations of radiation phenomena. Offering a new perspective on the nature of scientific theories and causal reasoning, this book will be of interest to professional philosophers, graduate students, and anyone interested in the role of causal thinking in science. Priority setting in health care is ubiquitous and health authorities are increasingly recognising the need for priority setting guidelines to ensure efficient, fair, and equitable resource allocation. While cost-effectiveness concerns seem to dominate many policies, the tension between utilitarian and deontological concerns is salient to many, and various severity criteria appear to fill this gap. Severity, then, must be subjected to rigorous ethical and philosophical analysis. Here we first give a brief history of the path to today’s severity criteria in (...) Norway and Sweden. The Scandinavian perspective on severity might be conducive to the international discussion, given its long-standing use as a priority setting criterion, despite having reached rather different conclusions so far. We then argue that severity can be viewed as a multidimensional concept, drawing on accounts of need, urgency, fairness, duty to save lives, and human dignity. Such concerns will often be relative to local mores, and the weighting placed on the various dimensions cannot be expected to be fixed. Thirdly, we present what we think are the most pertinent questions to answer about severity in order to facilitate decision making in the coming years of increased scarcity, and to further the understanding of underlying assumptions and values that go into these decisions. We conclude that severity is poorly understood, and that the topic needs substantial further inquiry; thus we hope this article may set a challenging and important research agenda. (shrink)

Classical dispersion relations are derived from a time-asymmetric constraint. I argue that the standard causal interpretation of this constraint plays a scientifically legitimate role in dispersion theory, and hence provides a counterexample to the causal skepticism advanced by John Norton and others. Norton ([2009]) argues that the causal interpretation of the time-asymmetric constraint is an empty honorific and that the constraint can be motivated by purely non-causal considerations. In this paper I respond to Norton's criticisms and argue that Norton's skepticism (...) derives its force partly by holding causal principles to a standard too high to be met by other scientifically legitimate constraints. This article contributes to governmentality studies and state theory by discussing how to understand the centrality and importance of the state from a governmentality perspective. It uses Giorgio Agamben’s critique of Michel Foucault’s governmentality approach as a point of departure for re-investigating Foucault as a thinker of the state. It focuses on Foucault’s notion of the state as a process of ‘statification’ which emphasizes the state as something constantly produced and reproduced by processes and practices of government, administration and acclamation. (...) As a result of this, the state appears as a given entity which is necessary for the multiplicity of governmental technologies and practices in modern society to function. Only by reference to the state can governmental practices be effective and legitimized. Finally, the article conceptualizes the centrality of the state through Foucault’s (preliminary) notions of the state as a ‘practico-reflexive prism’ and a ‘principle of intelligibility’. (shrink)

According to a widespread view, which can be traced back to Russell’s famous attack on the notion of cause, causal notions have no legitimate role to play in how mature physical theories represent the world. In this paper I first critically examine a number of arguments for this view that center on the asymmetry of the causal relation and argue that none of them succeed. I then argue that embedding the dynamical models of a theory into richer causal structures can (...) allow us to decide between models in cases where our observational data severely underdetermine our choice of dynamical models. Deepfakes are a new form of synthetic media that broke upon the world in 2017. Bringing photoshopping to video, deepfakes replace people in existing videos with someone else’s likeness. Currently most of their reach is limited to pornography, and they are also used to discredit people. However, deepfake technology has many epistemic promises and perils, which concern how we fare as knowers. Our goal is to help set an agenda around these matters, to make sure this technology can help realize (...) epistemic rights and epistemic justice and unleash human creativity, rather than inflict epistemic wrongs of any sort. Our project is exploratory in nature, and we do not aim to offer conclusive answers at this early stage. There is a need to remain vigilant to make sure the downsides do not outweigh the upsides, and that will be a tall order. (shrink)

In recent work on the foundations of statistical mechanics and the arrow of time, Barry Loewer and David Albert have developed a view that defends both a best system account of laws and a physicalist fundamentalism. I argue that there is a tension between their account of laws, which emphasizes the pragmatic element in assessing the relative strength of different deductive systems, and their reductivism or funda- mentalism. If we take the pragmatic dimension in their account seriously, then the laws (...) of the special sciences should be part of our best explanatory system of the world, as well. (shrink)

This essay reconstructs the place of utopia in realist political theory, by examining the ways in which the literary genre of critical utopias can productively unsettle ongoing discussions about “how to do political theory.” I start by analyzing two prominent accounts of the relationship between realism and utopia: “real utopia” (Erik Olin Wright et al.) and “dystopic liberalism” (Judith Shklar et al.). Elaborating on Raymond Geuss’s recent reflections, the essay then claims that an engagement with literature can shift the focus (...) of these accounts. Utopian fiction, I maintain, is useful for comprehending what is (thus enhancing our understanding of the world) and for contemplating what might be (thus nurturing the hope for a better future). Ursula K. Le Guin’s novel The Dispossessed deploys this double function in an exemplary fashion: through her dynamic and open-ended portrayal of an Anarchist community, Le Guin succeeds in imagining a utopia that negates the status quo, without striving to construct a perfect society. The book’s radical, yet ambiguous, narrative hence reveals a strategy for locating utopia within realist political theory that moves beyond the positions dominating the current debate. Reading The Dispossessed ultimately demonstrates that realism without utopia is status quo–affirming, while utopia without realism is wishful thinking. (shrink)

This paper discusses the problematic use of the “pragmatic credo” – defined as a minimal set of basic pragmatist propositions – in practice, especially when facing creation. To do so, we analyze how managers deal with “art-based firms” and provide results from an in-depth case study of a small firm operating in garden art and design (Béjean 2015; 2008). The findings are interpreted in light of previous theoretical developments in management theory (Hatchuel European Management Review, 2(1): 36–47.), as well as (...) symbol theory (Goodman 1968; 1978). They suggest that, while appearing wise and reasonable, the pragmatic credo as embodied in practical management doctrines rather inhibits collective action and masks the necessary revision of symbolic “orders of action”, defined as the way action is itself pre-categorized by a special class of symbols. The paper concludes by providing further insights of how an “epistemology of action” could contribute to enriching both pragmatism and management, especially when action is no longer the solution to resort to but rather the enigma to unfold. This study explores Nietzsche's views on selfishness and its role within his envisaged “revaluation of values”. Nietzsche advocates selfishness only for the “higher men” those characters who embody human excellence and whom he hopes will replace the person of guilt and ressentiment. Important parts of Nietzsche's mature work can be read as offering approaches to traditional philosophical problems in the spirit of the emerging biological sciences of his day, in particular physiology and evolutionary biology. Particularly striking in this context is (...) his effort to offer explanations in the spirit of these sciences for the emergence of norms of conduct commonly seen as moral. (shrink)

Wie kann man einen historischen Blick auf das eigene Fach werfen? Diese Frage ist nicht einfach zu beantworten – will man einerseits nicht in einer Nabelschau und Hagiographie enden, andererseits aber auch keinen umfassenden Entwurf einer zukünftigen Historiographie vorlegen. Die hier als Bausteine zu einer Oral History der Wissenschaftsgeschichte in loser Folge publizierten Interviews mit bekannten Protagonisten der Berliner Wissenschaftsgeschichte von ca. 1970–1990 in West und Ost rücken die Geschichte des Faches deshalb in einem bestimmten Milieu in den Fokus und (...) versuchen, die Historiographie jenseits einer Institutionen‐ oder Theoriegeschichte voranzutreiben. Welche Motivationen oder Probleme bewegten einzelne Wissenschaftler:innen, sich der Geschichte ihres Faches zu widmen oder sich etwa aus der Soziologie oder Philosophie in die Wissenschaftsgeschichte zu bewegen? Welche Ausbildungspraxen existierten in diesem heterogenen, zwischen den Disziplinen angesiedelten Feld, welche Anregungen bezog man aus welchen Kontexten? Wie war Lehre strukturiert und welche Netzwerke bildeten sich mit der Zeit? Kurz: Mit welchem Interesse kam man zur Wissenschaftsgeschichte und was wurde daraus? Die Auswahl der Interviewees erfolgt ohne Anspruch auf Vollständigkeit oder Proporz; der Fragenkatalog der Interviews richtet sich individuell nach den Biographien und dem Werk und entfaltet sich oft spontan im Gespräch. Die Interviews wurden digital aufgezeichnet, transkribiert, der Schriftsprache angepasst, gegebenenfalls gekürzt, annotiert und von den Interviewees authentifiziert. Wir beabsichtigen mit dieser Serie von Interviews zunächst die Dokumentation rezenter Geschichte durch eine Oral History, die subjektive Wahrnehmungen und persönliche Erlebnisse einschließt. Auf diese Weise werden Segmente einer größtenteils ungeschriebenen Geschichte anhand von Biographien erfahrbar und damit auch einer weiteren kritischen Bearbeitung und Integration in ein Gesamtbild zugänglich. Da uns im Zuge der jeweiligen Vorbereitung und Durchführung, Transkription und Abstimmung der Interviews daran gelegen war, aus Sicht der Akteure wichtige Sammelbände und Aufsätze, Graue Literatur oder Monographien zu erfassen, wird nebenbei eine kommentierte Bibliographie zur Geschichte der Wissenschaftsgeschichte entstehen. Unsere Hoffnung besteht darin, mittels dieser Sammlung mit Berlin einen fruchtbaren Raum und mit den 1970er und 1980er Jahren eine produktive Zeit des Faches jenseits von Reminiszenz oder Nostalgie zu erkunden nicht zuletzt auch, um den Blick für gegenwärtige Herausforderungen des Faches zu schärfen.Mathias Grote, Anke te Heesen. The associative theory of creativity states that creativity is associated with differences in the structure of semantic memory, whereas the executive theory of creativity emphasises the role of top-down control for creative thought. For a powerful test of these accounts, individual semantic memory structure was modelled with a novel method based on semantic relatedness judgements and different criteria for network filtering were compared. The executive account was supported by a correlation between creative ability and broad retrieval ability. The associative account (...) was independently supported, when network filtering was based on a relatedness threshold, but not when it was based on a fixed edge number or on the analysis of weighted networks. In the former case, creative ability was associated with shorter average path lengths and higher clustering of the network, suggesting that the semantic networks of creative people show higher small-worldness. Phillips argues that blindsight is due to response criterion artefacts under degraded conscious vision. His view provides alternative explanations for some studies, but may not work well when one considers several key findings in conjunction. Empirically, not all criterion effects are decidedly non-perceptual. Awareness is not completely abolished for some stimuli, in some patients. But in other cases, it was clearly impaired relative to the corresponding visual sensitivity. This relative dissociation is what makes blindsight so important and interesting.

According to a view widely held among philosophers of science, the notion of cause has no legitimate role to play in mature theories of physics. In this paper I investigate the role of what physicists themselves identify as causal principles in the derivation of dispersion relations. I argue that this case study constitutes a counterexample to the popular view and that causal principles can function as genuine factual constraints. 1. Introduction2. Climate change presents us with a problem of intergenerational justice. While any costs associated with climate change mitigation measures will have to be borne by the world’s present generation, the main beneficiaries of mitigation measures will be future generations. This raises the question to what extent present generations have a responsibility to shoulder these costs. One influential approach for addressing this question is to appeal to neo-classical economic cost–benefit analyses and so-called economy-climate “integrated assessment models” to determine what course of (...) action a principle of intergenerational welfare maximization would require of us. I critically examine a range of problems for this approach. First, integrated assessment models face a problem of underdetermination and induction: They are very sensitive to a number of highly conjectural assumptions about economic responses to a temperature and climate regime, for which we have no empirical evidence. Second, they involve several simplifying assumptions which cannot be justified empirically. And third, some of the assumptions underlying the construction of economic models are intrinsically normative assumptions that reflect value judgments of the modeler. I conclude that, while integrated assessment models may play a useful role as “toy models,” their use as tools for policy optimization is highly problematic. (shrink)

This paper provides a survey of several philosophical issues arising in classical electrodynamics arguing that there is a philosophically rich set of problems in theories of classical physics that have not yet received the attention by philosophers that they deserve. One issue, which is connected to the philosophy of causation, concerns the temporal asymmetry exhibited by radiation fields in the presence of wave sources. Physicists and philosophers disagree on whether this asymmetry reflects a fundamental causal asymmetry or is due to (...) statistical or thermodynamic considerations. I suggest that an explanation appealing to the asymmetry of causation is more promising. Another issue concerns the conceptual structure of the theory. Despite its empirical success, classical electrodynamics faces serious foundational problems. Models of charged particles involve what by the theory's own lights are idealizations, I maintain, and this is a feature that is not readily captured by traditional philosophical accounts of scientific theories. Other issues I discuss concern (i) the relation between Lorentz's theory of the electron and Einstein's Theory of Special Relativity; (ii) the notion of the domain of a theory, the question of theory reduction, and the relation between classical and more fundamental quantum theories; and (iii) the role of locality constraints, their relation to the concept of causation; and the status of locality conditions in the semi-classical theory of the Aharanov-Bohm effect. In addition to providing a rebuttal of the “paper-doubts” of the would-be skeptic, pragmatists have also been quite responsive to the social dimensions of doubt. This is true concerning the causes of doubt. This is true also regarding its consequences: doubt has consequences on epistemic trust; on the way we discuss truths, either about the sciences or about the “construction of good.” Readers of Dewey’s The Quest for Certainty and of some of his most important political writings can easily see (...) how practical uncertainty can degenerate into practical and political skepticism, preventing the emergence of the public. This social aspect of the question has received less attention, perhaps, than the general pragmatist stance towards skepticism, and the present symposium offers a first round of insights into this aspect of the question: the papers retrieved below all cast light on important aspects of the debate on justification, on scientific dogmatism, on irony and skepticism, on doubt and legal theory, on skepticism and political anarchism. From a transcultural stance the contribution explores an access to the problem of nature and time which relies on our embodied experience of our environment. By means of a phenomenological investigation into distinctive features of Japanese gardens, such as rocks and trees, the specific temporalities incorporated in these elements become elucidated. The intention is to invalidate the Eurocentric opposition of nature and culture, as the “natural” environment grows together with “cultural” activities, and cannot be separated from human engagement, in the (...) case of Japanese gardening. There “nature” cannot become objectified or conceptually determined. It can only be disclosed by our bodily getting involved in an environment, encompassing a peculiar way of “becoming time”. This mode of temporalization exhibits significant similarities with Martin Heidegger’s Gelassenheit. Therefore, time and nature in a Japanese garden both request and set forth, a specific existential attitude towards our life environment. (shrink)

Stellen Kondome einen potenten Schutz sowohl vor HIV als auch von anderen sexuell übertragbaren Infektionen (STIs) dar, und besteht außerdem ein barrierefreier Zugang zur HIV-Postexpositionsprophylaxe (PEP) (z. B. nach Kondom-Fatigue), muss präzise sondiert werden, wann die sich zunehmend etablierende HIV-Präexpositionsprophylaxe (PrEP) die bessere Wahl darstellt. Vor dem Hintergrund einer generalisierten everyone at risk-Annahme über MSM wird die PrEP zunehmend zu einem standard of care. Zwar kann kein Zweifel daran bestehen, dass dies für bestimmte MSM mit einem bestimmten Risikoprofil wünschenswert ist. (...) Es ist aber von Variabilitäten (z. B. casual condomless sex versus random condomless sex) auszugehen, die zur Vermeidung einer unverhältnismäßigen Medikalisierung berücksichtigt werden müssen. Im Spannungsfeld von hochpotenter HIV-Prävention und Medikalisierung insbesondere von Männern, die Sex mit Männern praktizieren, soll im Sinn einer Güterabwägung gefragt werden, wann genau eine PrEP (dauerhaft oder on demand) mehr Vorteile und weniger Nachteile bietet als der Gebrauch von Kondom oder PEP. Dazu gehört ein Fokus auf den aktuellen Stand der klinischen Forschung und ein Fokus auf die medizinethische Debatte. Die Medizingeschichte der Prävention und der HIV-Erkrankung erweist sich dabei als relevanter Erörterungszusammenhang für die weitgehend noch ausstehende ethische Untersuchung der PrEP. Methodisch basiert diese Arbeit auf einer Auswertung der interdisziplinären Fachliteratur über die HIV-Präexpositionsprophylaxe im Besonderen und über HIV-Prävention im Allgemeinen. Basierend auf den PRISMA (Prefered Reporting Items for Systematic Reviews and Meta-Analyses) Guidelines wurden aus der Datenbank PubMed/MEDLINE solche Studien ausgewählt, die die aktuelle klinische Praxis der PrEP oder eine medizinethische Diskussion der PrEP zum Gegenstand haben. Auf der Basis dieser Literatur erfolgt eine diskursive Erörterung und Abwägung der verfügbaren Pros und Cons zur PrEP. Präventionsmaßnahmen treten regelmäßig als ambivalente Instrumente der Gesundheitsförderung zwischen Liberalisierung und Restringierung des Individuums hervor. Insgesamt bietet daher die PrEP on demand gegenüber der kontinuierlichen PrEP im Sinne der Personalisierung die Option einer individuellen Anpassung an konkretes Risikoverhalten. Auch im Sinne einer Güterabwägung hat die PrEP gewichtige Vorteile gegenüber der kontinuierlichen PrEP und gegenüber einer PEP, wenn kein dauerhaft gleichhohes Risiko vorliegt. In dieser medizinethischen Untersuchung wird darauf hingewiesen, dass es sich bei MSM um eine heterogene Gruppe handelt, deren individuelles Sexualverhalten eine ebenfalls individualisierte HIV-Präventions-Strategie benötigt. Diese Studie argumentiert daher für ein stark personalisiertes decision making bei möglicher Indikation für eine PrEP bei MSM. Damit soll ein wesentlicher Faktor zur Vermeidung einer Medikalisierung von MSM dargestellt werden. (shrink)

This chapter examines two approaches to climate policy: expected utility calculations and a precautionary approach. The former provides the framework for attempts to calculate the social cost of carbon. The latter approach has provided the guiding principle for the United Nations Conference of Parties from the 1992 Rio Declaration to the Paris Agreement. The chapter argues that the deep uncertainties concerning the climate system and climate damages make the exercise of trying to calculate a well-supported value for the SCC impossible. (...) Moreover, cost-benefit analyses are blind to important moral dimensions of the climate problem. Yet it is an open question to what extent an alternative, precautionary approach can result in specific policy recommendations such as the temperature targets of the Paris agreement. (shrink)
