ABSTRACTIn 2001, Julian Savulescu wrote an article entitled ‘Procreative Beneficence: Why We Should Select the Best Children’, in which he argued for the genetic selection of intelligence in children. That article contributes to a debate on whether genetic research on intelligence should be undertaken at all and, if so, should intelligence selection be available to potential parents. As such, the question of intelligence selection relates to wider issues concerning the genetic determination of behavioural traits, i.e. alcoholism. This article is designed (...) as an engagement in the intelligence selection debate using an analysis of Savulescu's arguments to raise a series of problematic issues in relation to the ethics of parental selection of intelligence. These problematic issues relate to wider assumptions that are made in order to put forward intelligence selection as a viable ethical option. Such assumptions are more generic in character, but still relate to Savulescu's article, concerning issues of genetic determinism, private allocation and inequality, and, finally, individual versus aggregate justice. The conclusion focuses on what the implications are for the question of agency, especially if intelligence selection is allowed. (shrink)

The Satires of Juvenal's fifth book constitute an important chapter in the satiric genre's dialogue with philosophy. The parodic consolatio (Satire 13) introduces a cynical and erudite satiric speaker who manipulates conventions to create a virtual dramatic exchange. An examination of the rhetorical structure and philosophical influences in the remaining poems, which are less often discussed, reveals a consistent program. Satires 14–16 all have "plots" derived from specific texts or themes of philosophical literature: in each case, Juvenal exploits a conflict (...) or ambiguity in his sources to spin a satiric narrative. The United States Supreme Court recently ruled that execution by a commonly used protocol of drug administration does not represent cruel or unusual punishment. Various medical journals have editorialized on this drug protocol, the death penalty in general and the role that physicians play. Many physicians, and societies of physicians, express the opinion that it is unethical for doctors to participate in executions. This Target Article explores the harm that occurs to murder victims' relatives when an execution is delayed or (...) indefinitely postponed. By using established principles in psychiatry and the science of the brain, it is shown that victims' relatives can suffer brain damage when justice is not done. Conversely, adequate justice can reverse some of those changes in the brain. Thus, physician opposition to capital punishment may be contributing to significant harm. In this context, the ethics of physician involvement in lethal injection is complex. (shrink)

Current debates in science and technology studies emphasize that the bio-economy—or, the articulation of capitalism and biotechnology—is built on notions of commodity production, commodification, and materiality, emphasizing that it is possible to derive value from body parts, molecular and cellular tissues, biological processes, and so on. What is missing from these perspectives, however, is consideration of the political-economic actors, knowledges, and practices involved in the creation and management of value. As part of a rethinking of value in the bio-economy, this (...) article analyzes three key political-economic processes: financialization, capitalization, and assetization. In this provocative book, John Keane calls for a fresh understanding of the vexed relationship between democracy and violence. Taking issue with the common sense view that 'human nature' is violent, Keane shows why mature democracies do not wage war upon each other, and why they are unusually sensitive to violence. He argues that we need to think more discriminatingly about the origins of violence, its consequences, its uses and remedies. He probes the disputed meanings of the term (...) violence, and asks why violence is the greatest enemy of democracy, and why today's global 'triangle of violence' is tempting politicians to invoke undemocratic emergency powers. In the ever-evolving landscape of Artificial Intelligence in Healthcare (AIH), understanding the entities and legal frameworks governing its research and development is crucial. This report delves into the intricacies of AIH in Malaysia, undertaking a comprehensive literature search on scientific databases, government portals, and news sources. Additionally, bibliometric analysis has been concurrently conducted to discern trends and developments in AIH over the years. Notably, the interest in AIH has seen a consistent rise since 2017, marked by a growing number of (...) use cases (25 reported here) developed by both local and foreign innovators and applicators. Despite this surge in research and adoption, Malaysia lacks direct legislation specifically addressing AIH technologies, leaving them subject to 11 existing laws. This lack of clear oversight is compounded by the insufficient expertise within local regulatory and ethical bodies to effectively assess AIH research and deployment. The resultant challenges include bureaucratic hurdles for AIH innovators and applicators, raising ethical concerns related to patient autonomy, privacy, data management, AI robustness, and liability. To address these issues, this paper recommends: (1) adopting international ethical guidelines for AIH, (2) enhancing public awareness and education on AI technologies, and (3) promoting AIH research through clinical or silent trials to improve oversight and foster innovation. Contemporary, technoscientific capitalism is characterized by the configuration of a range of “things” as assets or capitalized property. Accumulation strategies have changed as a result of this assetization process. Rather than entrepreneurial strategies based on commodity production, technoscientific capitalism is increasingly underpinned by rentiership or the appropriation of value through ownership and control rights, monopoly conditions, and regulatory or market devices and practices. While rentiership is often presented as a negative phenomenon in both neoclassical and Marxist political economy literatures—and much (...) in between—in this paper, I conceptualize rentiership as a technoeconomic practice and process framed by insights from science and technology studies. So, rather than a problematic “side effect” of capitalism, the concept of rentiership enables us to understand how different forms of value extraction constitute, and are constituted by, different forms of technoscience. This allows STS to contribute a distinctive analytical approach to ongoing debates in political economy about economic rents and rent-seeking. (shrink)

For Heidegger, world is constitutively bound up with human being’s way of being. Yet after Being and Time he criticizes an excessively one-sided pragmatic reading of his concept of world, insisting that world is more than a referential totality of use involvements, tools, or existential projections. This article examines how Heidegger’s phenomenological analysis should be understood to promote both a practical orientation as well as a more transcendental dimension. The centrality of praxis in Heidegger’s work will not be contested. What (...) will be explored is whether what Heidegger calls “worldliness” or the “phenomenon of world” can be reduced to contexts of use relations or social practices and projects. The argument is made that world, for Heidegger, should be understood as an open space of meaning emergence through which diverse activities, some of which are practical, first become accessible to the human being. The claim will be advanced that world is more than the human being’s disclosive understanding and that an overly pragmatic interpretation circumvents the surpassive dimension of world. (shrink)

This short essay presents the case for a renewed research agenda in STS focused on the political economy of technoscience. This research agenda is based on the claim that STS needs to take account of contemporary economic and financial processes and how they shape and are shaped by technoscience. This necessitates understanding how these processes might impact on science, technology and innovation, rather than turning an STS gaze on the economy.

It asks whether the regimes of power displayed in countries otherwise as different as Russia, Vietnam, Iran; Saudi Arabia; Turkmenistan; China and Brunei, Saudi Arabia and the United Arab Emirates share things in common. It answers that they do, beginning with their geographic concentration in the Eurasian region, broadly defined to include the territorial spaces stretching from Russia, Turkey, the Gulf states and Iran in the west through to the central Asian republics, China and Japan, Indonesia, Australia, New Zealand and Fiji in the far east. The region is the new geo–political centre of gravity of our planet. It is also the heartland of the new despotisms, which are proving to be powerful actors, both in the region and within a wide range of global settings. When we talk about ideology and new genetics we tend to think of concepts like geneticisation and genetic essentialism, which present genetics and biology in deterministic terms. However, the aim of this article is to consider how a particular economic ideology - neoliberalism - has affected the bioeconomy rather than assuming that it is the inherent qualities of biotechnology that determine market value. In order to do this, the paper focuses on the discourses and practices of economic competitiveness that pervade (...) biotechnology policy-making in the UK, Europe and the USA. Finally it will consider how the manufacture of scarcity - in order to produce the bioeconomy - has led to a problematic focus on a specific innovation paradigm that may prove detrimental to the development and distribution of new biotechnologies. The following examines Hannah Arendt’s interpretations of Greek thought, specifically her phenomenological reading of Homer and Socrates as proto-phenomenological thinkers of objectivity, plurality, and logos. Drawing inspiration from these thinkers, Arendt finds the means of preserving and actualizing plurality as the existential truthfulness that emerges from the conflict in speaking and acting with others. She does this by contrasting how, after the trial and death of Socrates, thinking became professional philosophy and shifted its focus from the reciprocal interdependence of thinking, (...) speaking, and acting well in the polis and towards a reflection on truth, unity, and necessity that takes its start from an ontological order that is either prior to or beyond the world of appearances. Engaging with the literature, this article examines and assesses Arendt’s claims and focuses on the themes of plurality, conflict, and speaking, as set out in her interpretations of Homer and Socrates. Because mourning and memorializing a miscarriage seems to imply acceptance of foetal personhood, feminists have been reluctant to address the often traumatic but common experience of pregnancy loss. Feminist anthropologists of reproduction have argued that adopting a view of personhood as constructed and negotiated, rather than inherent, solves this dilemma and enables the development of a feminist discourse of pregnancy loss. This article aims to make a critical contribution to such a discourse by analysing representations of lost babies and children (...) in online pregnancy loss memorials. It focuses on two genres of representation, idealized angels and medical ultrasound images. It argues that the dominance of a biological model of personhood limits the ability of both forms of representation to secure the status of memorialized children as real. However, pregnancy loss memorials do communicate the anguish of grieving parents, in part through the very unrepresentability of their loss. They also provoke a questioning of the taken for granted subject of `the child', whether imagined or real, absent or present. (shrink)

This chapter looks at the genesis of Heidegger’s reflections on affect, embodied speaking together, the nature of possibility and the critique of actuality, which form the soil in which the later existential analysis of Being and Time sinks its roots. These original reflections are to be found in the 1924 summer semester lecture course entitled Basic Concepts of Aristotelian Philosophy. On the basis of this, the chapter shows how the early lectures help us understand what happens to Heidegger’s reflections on (...) affect, dynamis, and being together with others, shaping the development of his later critique of the metaphysics of actuality in both Being and Time and in the Contributions to Philosophy. In bioethics there is an ongoing debate about the ethical case for human enhancement through new biomedical technologies. In this debate there are both supporters and opponents of human enhancement technologies such as genetic improvements of cognitive abilities (eg, intelligence). The supporters argue that human enhancement will lead to healthier and therefore better lives, meaning that any delays to the introduction of such technologies is problematic. In contrast, the opponents argue that new technologies will not solve problems such as inequality (...) and social justice. In order to overcome opposition to human enhancement, Bostrom and Ord have outlined a test to evaluate ethical arguments for "status quo bias" or what they call "intuitive judgements" in the assessment of human enhancement. This article is a response to their paper in which I raise a number of problems with their position, particularly with their "status quo bias" test and the incorporation of economistic thinking into their ethical arguments. This paper addresses a hitherto unexamined issue in the work of Michel Henry, namely, his critical interpretation of Martin Heidegger’s analysis of “appearing” and “speaking.” Throughout his distinguished career, Henry went to great philosophical lengths to distance himself from traditional phenomenology and from the work of Heidegger. However, for the most part, Henry’s critical reading of Heidegger has received little attention from phenomenologists and even that has been cursory. Hence, the central aim of this paper is twofold: (1) to show (...) that Henry’s critique of the “appearing” and “speaking” of the world remains unanswered; and (2) to show that a proper reading of Heidegger throws light on the shortcomings of Henry’s own project. Hence, because the second objective follows necessarily from having achieved the first, this paper submits that what is first needed is a re-assessment of Henry’s critique in light of a more accurate understanding of the depth-dimension of “appearing” and “speaking,” which is, I argue, evinced in the analysis of the voice of conscience in Being and Time. The paper subsequentlyoffers what I see as a more appropriate interpretation of the call of conscience in terms of a radicalised “transcendence in immanence” which is not reducible to the mere exteriority of inner-worldly beings. The paper concludes by arguing that the voice of conscience underscores the shortfalls of Henry’s critique of the “appearing” and “speaking” of the world in Heidegger. (shrink)

Simone de Beauvoir's novel She Came to Stay follows Françoise and her partner Pierre as their intimacy becomes increasingly entangled with the young and tempestuous Xavière. Many readings of the novel explain Françoise's bad feeling and eventual violence as symptoms of sexual jealousy. The book has also been read as a veiled autobiography of Beauvoir and Sartre's similar entanglement with Olga Kosakiewicz, so that, very often, Françoise's jealousy is assumed to stand in for Beauvoir's own. This article is about misreading (...) in two ways. First, I argue that the common view that this is a story in part or in whole about sexual jealousy reflects a radical simplification of the emotional and interpersonal dynamics of the “trio.” Second, I argue that this interpretive simplification is in fact common in mainstream readings of nonmonogamous relationships, where “jealousy” is used to name any and all bad feelings in the vicinity of the nonmonogamous relationship, and where that bad feeling is interpreted as caused by the nonmonogamy itself. To conclude, I suggest that She Came to Stay, and particularly its notorious ending, can be seen as Beauvoir's depiction—and refusal—of the misreadings that constitute the “situation” of nonmonogamy in everyday life. The following examines Heidegger’s analysis of world and Dasein from a transcendental perspective. It is argued that Heidegger’s reflections on the interconnected themes of world and Dasein reveal the tensions that exist between the transcendental claims before and after Being and Time and the analysis of worldliness. It begins by looking at Heidegger’s early analysis of Husserl’s critique of psychologism and naturalism, assessing what this tells us about Heidegger’s analysis of world and nature. It subsequently addresses Heidegger’s transformation of Husserlian (...) phenomenology, and intentionality in particular, arguing against interpreters who claim Heidegger’s interconnected concepts of Dasein and world are reducible to one another and hence phenomenologically problematic. In order to respond to this reading, the article examines the twin themes of, on the one hand, transcendental constitutive analysis in Heidegger’s work, Dasein as disclosive and ‘world entering’, and, on the other hand, the centrality of the world and the realm of nature as always more than Dasein’s constitutive relationship to it. In order to understand what Heidegger means by worldliness, the article will look at Heidegger’s reflections on nature as the world’s other, which nonetheless needs to be understood on the basis of worldliness. There is growing agreement among scholars and citizens that our planet and its peoples are presently living through an era of great political uncertainty. Global pestilence, species destruction, shrinking US power and the birth of a new Chinese global empire are among the forces said to be responsible for the rising tides of uncertainty. Some observers even speak of a great leap backwards, a regression towards catastrophe, a rebirth of the disquiet and fear that marked the world of the 1920s (...) and 1930s. They are sure that the future will bring only threats, rather than new opportunities to live well. This essay notes the seriousness of things, but it raises doubts about these pessimistic claims of a new age of uncertainty. Historical comparisons are needed. So is greater clarity about the role played by communicative abundance in inflating our collective sense of doom. And a paradox is noted: calamities do more than stir up questions about how best to classify and measure the experience of uncertainty. Definitions of uncertainty also become uncertain. This should be unsurprising. Only institutions and everyday experiences unaffected by the flow of time could be defined and lived with any certainty. The insight not only has rich implications for the way we think about politics and democracy and its vulnerability to morbid backlashes and yearnings for demagogues. Doubt can generate fresh ideas and positive practical breakthroughs. Disquiet and incertitude are fickle characters, but they are also challengers of all forms of human arrogance, including the dogmatic conviction that our world is now headed for hell. (shrink)

The following offers a critical appraisal of the themes of self-directedness and self-relatedness in Gadamer’s hermeneutics. It does so through an examination of solitude as a moment of what I call self-solicitude which, while emerging from and responding to various forms of otherness and encounter, has an ineliminable singularity to it that Gadamer misses. The case is made that Gadamer’s critique of subjectivity causes him to neglect the singularity of such selfdirectedness and self- elatedness and, by extension, to undervalue the (...) importance of solitude when outlining a hermeneutics of the self. The aim is to offer a course correction to Gadamer’s own course correction, both endorsingmany of his readings, while also pressing him on where he fails to examine more thoroughly the experience of returning to oneself and getting on with oneself in self-understanding and solitude.
