Recommending the identity of bidders in public procurement auctions has a significant impact in many areas of public procurement, but it has not yet been studied in depth. A bidders recommender would be a very beneficial tool because a supplier can search appropriate tenders and, vice versa, a public procurement agency can discover automatically unknown companies which are suitable for its tender. This paper develops a pioneering algorithm to recommend potential bidders using a machine learning method, particularly a random forest (...) classifier. The bidders recommender is described theoretically, so it can be implemented or adapted to any particular situation. It has been successfully validated with a case study: an actual Spanish tender dataset which has 102,087 tenders from 2014 to 2020 and a company dataset which has 1,353,213 Spanish companies. Quantitative, graphical, and statistical descriptions of both datasets are presented. The results of the case study were satisfactory: the winning bidding company is within the recommended companies group, from 24% to 38% of the tenders, according to different test conditions and scenarios. In this paper we critically examine mobile markets as an emerging approach to serving communities with limited healthy food options. Mobile markets are essentially farm stands on wheels, bringing fresh fruits, vegetables and other food staples into neighborhoods, especially those lacking traditional, full service grocery stores, or where a significant proportion of the population lacks transportation to grocery stores. We first trace the emergence of contemporary mobile markets, including a brief summary about how and where they operate, what they aim (...) to achieve, who they serve, and the general constraints on their operations. We then report case study findings that examine the operational benefits and challenges of two mobile markets operating in Syracuse, New York. Our research suggests that although Syracuse’s mobile markets play a positive role in alleviating geographic, economic and social barriers to fresh food access experienced by elderly, immobile and low income residents living in Syracuse’s urban neighborhoods, the impacts of the mobile markets are dampened by both operational constraints and larger political and economic forces. BackgroundThe last few decades have seen the rising global acknowledgment of the importance of ethics in the conduct of health research. But research ethics committees or institutional review boards (IRBs) have also been criticized for being barriers to research. This article examines the case of the Philippines, where little has been done to interrogate the health research and IRB culture, and whose circumstances can serve as reflection points for other low- and middle-income countries.MethodsSemi-structured interviews were conducted from July to October (...) 2020 to elicit health researchers’ perspectives and experiences regarding IRBs and the ethics approval process in the country, as well as counterpoint narratives from researchers who have also worked for IRBs.ResultsAcross the fields of clinical, public health, and social science research, the issue of ethics review revealed itself to be foremost an issue of inequity. IRB processes serve as a barrier for those outside the academe; those belonging to institutions, cities, or entire regions without their own accredited IRBs; and researchers working independently, without ample budget, or on highly specialized topics—more so for non-clinical researchers who must grapple with the primarily biomedical framework of most IRBs. Consequently, the research landscape invariably favors those with the resources to do research, and researches that tend to attract funding.ConclusionThe broader challenge of equity in health research will entail more fundamental reforms, but proximal interventions can be done to make the ethics approval process more equitable, such as enhancing institutional oversight, regulating IRB fees, and enabling a more supportive and welcoming environment for early-career, student, independent, and non-clinical health researchers. While there is much to appreciate in how they developed this idea, there are several worrying points that could still be raised against their view. Bayesianism has been dubbed as the most adequate and successful theory of scientific rationality. Its success mainly lies in its ability to combine two mutually exclusive elements involved in the process of theory-selection in science, viz.: the subjective and objective elements. My aim in this paper is to explain and evaluate Bayesianism’s account of scientific rationality by contrasting it with two other accounts.

Against the pervading opinion, the author takes the positive side of the question "Does logic rest on a metaphysical foundation?" Logic is generally understood as a science that investigates ways of distinguishing good from bad arguments. This conception leads many to think that logic does not rest on any metaphysical foundation - that it is not an ontologically-committing enterprise. To claim that "'Someone is male' logically follows from 'Joey is male"' does not commit one to the existence of maleness or (...) the existence of Joey, even if it is logically true that if Joey is male, then someone is male. This paper, however argues for the contrary thesis. In one possible rendering of what logic means and in one possible understanding of what it is for someone to be ontologically committed to something else, it can be shown that logic is an ontologically-committing activity. Frontotemporal dementia is a neurodegenerative disease that affects the prefrontal cortex, and impairs various aspects relevant to social cognition. Such impairments can emerge as a visible phenomenon in social interaction and therefore can have very real consequences for those who interact with the afflicted. In this article, I examine how attitudes toward FTD patients are indexed through speech features employed by their interlocutors. I focus on three different speech features typically employed by adults and directed towards subordinates or children: directives, (...) let’s/we framed sequences, and initiation-response-evaluation sequences. These forms are used as strategies to affect and guide FTD patient behaviors, and index how FTD patients are socially constructed as ‘child-like’ and in need of assistance and guidance though not necessarily warranted. Thus, FTD patients may be subject to a diminished status as a result of their social impairments. (shrink)

This article cybernetically (isomorphically) investigates the causes of the Hellenic financial crisis. It (1) describes the crisis and its commonly assessed root cause: systemic corruption coupled to the decisions of ample numbers of Greeks to endure the problem rather than resolve it; (2) reviewsSYRIZA's 2015 anti‐austerity campaign and identifies incompatibilities within its apparent collective purposes that imply processes more fundamental than corruption and bad faith may be causing the crisis; (3) situates cybernetics within a sociological framework to analyze those processes (...) appropriately; (4) propositionally reduces them to a general rule—the tragedy of the commons—operating more or less within the collective conscience of the Greek people; and (5) and exposes the parameter's self‐similar manifestation in social actions that have contributed to the crisis. Pueden identificarse cuatro estrategias principales de tratar la cuestión ambiental de acuerdo al marco rawlsiano. Extender la posición original o el principio de igualdad de oportunidades afecta a la concepción de la justicia. Reconocer límites naturales o ambientales a nivel de esencia constitucional o abrir la fase legislativa a la justicia ambiental afectan al liberalismo político. En cualquiera de ellas, el esquema sólo permitiría ir más lejos cuestionando la visión nacional-estatal de sociedad cooperativa.

The debate concerning the proper way of understanding, and hence solving, the “is-ought problem” produced two mutually exclusive positions. One position claims that it is entirely impossible to deduce an imperative statement from a set of factual statements. The other position holds a contrary view to the effect that one can naturally derive an imperative statement from a set of factual statements under certain conditions. Although these two positions have opposing views concerning the problem, it should be evident that they (...) both accept that the “is-ought problem” is concerned with the deducibility of imperative statements from factual statements. Later I will argue that this should not be our concern when we try to make sense of the way we reason about morality. (shrink)

Joaquín M. Fuster is an eminent cognitive neuroscientist whose research over the last five decades has made fundamental contributions to our understanding of the neural structures underlying cognition and behaviour. This book provides his view on the eternal question of whether we have free will. Based on his seminal work on the functions of the prefrontal cortex in decision-making, planning, creativity, working memory, and language, Professor Fuster argues that the liberty or freedom to choose between alternatives is a function of (...) the cerebral cortex, under prefrontal control, in its reciprocal interaction with the environment. Freedom is therefore inseparable from that circular relationship. AimThe functional prognosis of patients after coma following either cardiac arrest or acute structural brain injury is often uncertain. These patients are associated with high mortality and disability. N20 and N70 somatosensory evoked potentials are used to predict prognosis. We evaluated the utility of SSEP as an early indicator of long-term prognosis in these patients.MethodsThis was a retrospective cohort study of patients admitted to the intensive care unit with a diagnosis of coma after CA or ABI. An SSEP study was (...) performed, including N20 and N70 at 24–72 h, after coma onset. Functional recovery was assessed 6–12 months later using the modified Glasgow scale. The study was approved by our local research ethics committee.ResultsIn the CA and ABI groups, the absence of N20 or N70 was a strong indicator of poor outcome. Conversely, the presence of N70 was an indicator of a good outcome.ConclusionSomatosensory evoked potentials are useful early prognostic markers with high specificity and sensitivity. This research analyzes the theoretical answer received by one of the factors that cause the so-called Price Revolution in Europe during the 16th and 17th centuries, specifically the aspect related to the alterations in the monetary values ​​of pieces of vellón and silver in Castile and England. In both countries, these episodes were rigorously analyzed from a theoretical point of view, as can be seen from the study of the monetary ideas of the period that were developed in these territories. In this study, in light of the historical events that took place, we analyze the foundations of the monetary thought of Juan de Mariana and John Locke who oppose the the alteration of money by the sovereign for fiscal reasons, as well as their different reception. The analysis of TV violence cannot be limited to the quantification of its incidence, but should also take into account the type of violence broadcast and its context (what is depicted and how). Thus, normative models of violence (legitimized violence with positive consequences for the aggressor, or vice versa) could be understood as positive, while contra-normative models of violence (rewarding illegitimate violence and punishing legitimate violence) should be of far greater concern. This paper analyzes the normative contexts of TV violence (...) through a content analysis of randomly selected fragments of TV programming (147 recorded hours). The results show that news programs and TV series/soaps delegitimized violence to a higher extent, while films tend to show legitimized or ambivalent violence. Positive consequences of violence predominate in fictional programs, except for TV series/soaps. Normative presentation of violence is more frequent, especially in nonfiction genres, as fiction has more freedom to depict the socially undesirable. (shrink)

A lo largo de la historia, diversas han sido las funciones sociales que ha desarrollado el cine más allá de sus faceta lúdica basada en el entretenimiento. Entre estas funciones destacan su capacidad para registrar hechos históricos fundamentales, su gran eficacia como herramienta de publicidad o propaganda, su facultad a la hora de interactuar con otras disciplinas artísticas, su capacidad de educar y sensibilizar a la sociedad, su facultad ética o filosófica o su faceta informativa.

100 años después de la primera edición de la Defensa de la hispanidad de Ramiro de Maeztu, pocos son los que no asocian la obra con el franquismo más rancio. Sin embargo, cuando uno tropieza sin prejuicios con la obra, casi por casualidad, puede encontrar en ella un llamamiento a algo más profundo que los anhelos de un mundo decimonónico y oscuro, donde la ley de Dios lo dirige todo inflexiblemente. Sin poder negar el rigorismo católico del vitoriano, encontramos en (...) sus páginas un encuentro íntimo con las raíces de España y la Hispanidad, de una España y una Hispanidad que, según el autor, han perdido el norte, análisis que podemos compartir en mayor o menor medida según los argumentos de Maeztu, que iremos desgranando a lo largo del artículo. Posteriormente concluiremos que, aunque parte de su discurso ha de ser tomado con cautela, buena parte de la obra sigue teniendo vigencia y ha de ser tenido en cuenta en cualquier intento de regeneración ideológica de nuestro país o de la Hispanidad en conjunto. In the wake of corporate ethical scandals that have harmed millions of employees and investors, there has been an increase in the number of works written in the last decade, which aim to answer one apparently simple question: what causes unethical behavior, and what can we do, if anything, to prevent similar transgressions in the future? The extensive research around this question is the best proof of its real complexity as the challenge of disentangling the background of ethical behavior has (...) obvious academic and practical interest. This study aims to take a further step toward that goal. Much research has noted the impact of multiple aspects of organizational contexts on individuals’ ethical behavior. However, studies that analyze the impact of organizational learning capability (OLC) on employees’ ethical behavior are few and far between. This was the first aim of this study. The second centered on gaining a deeper understanding of the relationship between OLC and ethical behavior by analyzing the mediating role of employability and organizational commitment. We tested our hypotheses through a structural equation methodology applied to a sample of 641 workers from 166 Spanish consultancy firms and found a positive, direct relationship between OLC and employability, OLC and organizational commitment, employability and organizational commitment, and organizational commitment and ethical behavior.
