This paper discusses the application of information and communication technology (ICT) in the commercial, non-passenger maritime sector. The paper first profiles the available technologies in this subject area, which predominantly involve globally accessible satellite communications, then examines their application in two large shipping companies.The paper considers Maritime Personnel Management in the context of seafaring, regarding the crew of a ship as a node in a distributed network, and as transnational teams. Customised personnel management and knowledge management software for the maritime (...) market is available and this can be employed to improve operational efficiency. Shipping companies have traditionally been strictly hierarchical organisations, but evidence suggests that this is changing alongside the wider implementation of e-commerce in the sector.It was found that cost is a decisive factor in determining the extent to which shipping companies are prepared to invest in an information and communications technologies (ICT) infrastructure. However, new satellite technologies such as Mobile Packet Data now provide an economical method of transferring data between ship and shore. The ‘office at sea’ is a viable proposition thanks to this, once the initial investment in equipment has been made, with the ship being another node in the corporate Intranet or Wide Area Network (WAN).Extending ICT provision to allow for seafarer access to e-mails is a vital welfare provision, to alleviate isolation and assist in recruitment and retention. However, it was found not only that the seafarer’s family at home may not have access to the technology to send and receive e-mails in many parts of the world, but that ship owners had negative attitudes to the use of ICT for such purposes.The potential for Maritime e-learning was investigated, the sector being supplied by vendors offering customised maritime software solutions. Fully Internet-based e-learning is unlikely to be economically viable for some years to come, due to the cost of access using a satellite link, but creative computer-based training solutions are available, based on CD ROMs and tutor support by e-mail. Computers dedicated to training use are provided by larger shipping companies, but are by no means universal across the maritime sector.Welfare provision for seafarers is offered mainly by organisations in the voluntary sector. Such organisations have made creative use of available technologies, both on Web sites and in the ICT provision offered in Seafarers’ Centres. There has not, however, been an increase in enquiries and reports of mistreatment from seafarers as a result of being able to receive these over the Internet, mainly due to a poor level of Internet access at sea. ‘Crew Calling’ is an encouraging development as it gives seafarers their own communications link, distinct from the ship’s communications system.This study indicates that the use of maritime ICT for human welfare and training is relatively limited. Although there are many available technologies which can assist in bridging the physical gap between land and sea by ‘virtual’ means, current business pressures dictate that only the most profitable and forward-thinking companies are willing to consider fully implementing them. The authors conclude that the provisions described in this paper will eventually become the industry norm, but that virtual connections are at present far from complete. (shrink)

This is a selection of essays on moral responsibility that represent the major components of John Martin Fischer's overall approach to freedom of the will and moral responsibility. The collection exhibits the overall structure of Fischer's view and shows how the various elements fit together to form a comprehensive framework for analyzing free will and moral responsibility. The topics include deliberation and practical reasoning, freedom of the will, freedom of action, various notions of control, and moral accountability. The (...) essays seek to provide a foundation for our practices of holding each other (and ourselves) morally and legally accountable for our behavior. A crucial move is the distinction between two kinds of control. According to Fischer, "regulative control" involves freedom to choose and do otherwise ("alternative possibilities"), whereas "guidance control" does not. Fischer contends that guidance control is all the freedom we need to be morally responsible agents. Further, he contends that such control is fully compatible with causal determinism. Additionally, Fischer argues that we do not need genuine access to alternative possibilities in order for there to be a legitimate point to practical reasoning. Fischer's overall framework contains an argument for the contention that guidance control, and not regulative control, is associated with moral responsibility, a sketch of a comprehensive theory of moral responsibility (that ties together responsibility for actions, omissions, consequences, and character), and an account of the value of moral responsibility. On this account, the value of exhibiting freedom (of the relevant sort) and thus being morally responsible for one's behavior is a species of the value of artistic self-expression. (shrink)

Control-based models of moral responsibility typically employ a notion of "tracing," according to which moral responsibility requires an exercise of control either immediately prior to the behavior in question or at some suitable point prior to the behavior. Responsibility, on this view, requires tracing back to control. But various philosophers, including Manuel Vargas and Angela Smith, have presented cases in which the plausibility of tracing is challenged. In this paper we discuss the examples and we argue that they do not (...) in fact impugn an attractive and natural tracing component. Our discussion can function in part as a defense of a control-based account of moral responsibility, but also as simply a defense of tracing. (shrink)

I evaluate Patrick Todd's critique of the idea accepted by many, including (in contemporary philosophy) Nelson Pike and John Martin Fischer, that there can be non‐causal constraints on human actions (including basic actions). I suggest that Todd's critical reflections, although illuminating, are not persuasive. I defend non‐causal constraints in part by putting forward an interpretation of the intuitive idea of the fixity of the past following Carl Ginet: our freedom is the power to add to the given past.

In previous work we have defended the deprivation account of death’s badness against worries stemming from the Lucretian point that prenatal and posthumous nonexistence are deprivations of the same sort. In a recent article in this journal, Fred Feldman has offered an insightful critique of our Parfitian strategy for defending the deprivation account of death’s badness. Here we adjust, clarify, and defend our strategy for reply to Lucretian worries on behalf of the deprivation account.

We have argued that it is rational to have asymmetric attitudes toward prenatal and posthumous non-existence insofar as this asymmetry is a special case of a more general (and arguably rational) asymmetry in our attitudes toward past and future pleasures. Here we respond to an interesting critique of our view by Jens Johansson. We contend that his critique involves a crucial and illicit switch in temporal perspectives in the process of considering modal claims (sending us to other possible worlds).

In this paper I develop a sketch of an overall theology that dispenses with “alternative-possibilities” freedom in favor of “actual-sequence” freedom. I hold that acting freely does not require freedom to do otherwise, and that acting freely is the freedom component of moral responsibility. Employing this analytical apparatus, I show how we can offer various important elements of a theology that employs only the notion of acting freely. I distinguish my approach from the important development of Open Theism by William (...) Hasker. My view about God’s foreknowledge is in-between comprehensive foreknowledge and no foreknowledge. Nelson Pike’s article, “Divine Omniscience and Voluntary Action,” is one of the most influential pieces in contemporary Philosophy of Religion. Published over forty years ago, it has elicited many different kinds of replies. We shall set forth some of the main lines of reply to Pike’s article, starting with some of the “early” replies. We then explore some issues that arise from relatively recent work in the philosophy of time; it is fascinating to note that views suggested by recent work (...) in this area and related areas of metaphysics have implications for Pike’s argument - implications perhaps not previously noticed. We contend that his critique involves an inappropriate conflation of the time from which the relevant asymmetry emerges and the time of the badness of death.

I discuss van inwagen's "first formal argument" for the incompatibility of causal determinism and freedom to do otherwise. I distinguish different interpretations of the important notion, "s can render p false." I argue that on none of these interpretations is the argument clearly sound. I point to gaps in the argument, Although I do not claim that it is unsound.

Fischer here defends the contention that moral responsibility is associated with "deep control", which is "in-between" two untenable extreme positions: "superficial control" and "total control". He defends this "middle way" against the proponents of more--and less--robust notions of the freedom required for moral responsibility. Fischer offers a new solution to the Luck Problem, as well as providing a defense of the compatibility of causal determinism and moral responsibility.

The modal argument for the incompatibility of causal determinism and freedom to do otherwise is discussed. It is argued that there is no interpretation of the argument on which it is uncontroversially sound. That is, there are some important gaps in the argument, and it is illuminating to see precisely where these gaps are. The criticism of the modal argument is defended against certain examples offered by Ginet and van Inwagen.

In previous work, I have claimed that the Frankfurt-style counterexamples to the Principle of Alternative Possibilities work even in a world in which the actual sequence proceeds in a manner congenial to the libertarian. In “Libertarian Freedom and the Avoidability of Decisions,” Widerker criticizes this claim. Here I cast some doubt upon the criticism. Widerker’s critique depends on the falsity of a view held by Molina (and others) about the possibility of non-deterministic grounds for “would-conditionals.” Apart from this point, there (...) are plausible versions of libertarianism which avoid the thrust of Widerker’s criticism. In this paper I seek to identify different sorts of freedom putatively linked to moral responsibility; I then explore the relationship between such notions of freedom and the Consequence Argument, on the one hand, and the Frankfurt-examples, on the other. I focus (in part) on a dilemma: if a compatibilist adopts a broadly speaking "conditional" understanding of freedom in reply to the Consequence Argument, such a theorist becomes vulnerable in a salient way to the Frankfurt-examples.

On the first model, what we value is making a certain sort of difference to the world. On the second model, which I favor, we value a certain kind of self-expression. I discuss various examples which purport to show that the first version is unsound. These examples seem to be cases in which an agent can do something, And if he were to do that thing, The past would have been different from what it actually was. In this paper I discuss some of Martha Nussbaum's defenses of Epicurean views about death and immortality. Here I seek to defend the commonsense view that death can be a bad thing for an individual against the Epicurean; I also defend the claim that immortality might conceivably be a good thing. In the development of my analysis, I make certain connections between the literatures on free will and death. This is a critical notice of Alfred Mele’s, Manipulated Agents: A Window to Moral Responsibility. I agree with Mele that moral responsibility is a historical phenomenon, but give some considerations in favor of a positive, rather than negative, historical condition for moral responsibility. I focus on Mele’s Zygote Argument, which is intended to present a challenge for compatibilism. I contend that the challenge can be met, and I offer an error theory of the appeal of the Zygote Argument.

This book provides a comprehensive, systematic theory of moral responsibility. The authors explore the conditions under which individuals are morally responsible for actions, omissions, consequences, and emotions. The leading idea in the book is that moral responsibility is based on 'guidance control'. This control has two components: the mechanism that issues in the relevant behavior must be the agent's own mechanism, and it must be appropriately responsive to reasons.
