The goal of this paper is to propose a unified approach to the split scope readings of negative indefinites, comparative quantifiers, and numerals. There are two main observations that justify this approach. First, split scope shows the same kinds of restrictions across these different quantifiers. Second, split scope always involves low existential force. In our approach, following Sauerland, natural language determiner quantifiers are quantifiers over choice functions, of type <<,t>,t>. In split readings, the quantifier over choice functions scopes above other (...) operators (such as intensional verbs like must or can). Determiner quantifiers leave a choice-function trace when they move and this trace combines with the noun restriction, which is interpreted low. That split scope always involves low existential force is derived, without stipulation, from Kratzer’s idea that low existential force can be achieved via binding (into the noun restriction). In _The Idealism of Freedom_, Klaus Vieweg argues for a Hegelian turn in philosophy: Hegel’s idealism of freedom contains a number of epoch-making ideas that articulate a new understanding of freedom, which still shape contemporary philosophy.

This article uses a well-defined setting to suggest an optimistic view about the distributional effects of immigration. Section 2 provides a general picture of the native-immigrant differences in labour force participation, unemployment, and occupational and educational attainment, taking skill levels and years since immigration into account. Section 3 investigates the inequality impact of immigration by summarizing the potential labour market impacts and the wage and employment consequences. Section 4 deals with the potentially slow integration of immigrants into the labour market (...) of the host country, as well as with the role that self-selection and selection through politically set admission rules can play for the performance in the labour market. It also considers cultural or ethnic identity as an independent factor potentially affecting economic success and discusses the consequences for inequality. Section 5 concludes. (shrink)

We introduce a new Turing machine based concept of time complexity for functions on computable metric spaces. It generalizes the ordinary complexity of word functions and the complexity of real functions studied by Ko [19] et al. Although this definition of TIME as the maximum of a generally infinite family of numbers looks straightforward, at first glance, examples for which this maximum exists seem to be very rare. It is the main purpose of this paper to prove that, nevertheless, the (...) definition has a large number of important applications. Using the framework of TTE [40], we introduce computable metric spaces and computability on the compact subsets. We prove that every computable metric space has a c-proper c-admissible representation. We prove that Turing machine time complexity of a function computable relative to c-admissible c-proper representations has a computable bound on every computable compact subset. We prove that computably compact computable metric spaces have concise c-proper c-admissible representations and show by examples that many canonical representations are of this kind. Finally, we compare our definition with a similar one by Labhalla et al. [22]. Several examples illustrate the concepts. By these results natural and realistic definitions of computational complexity are now available for a variety of numerical problems such as image processing, integration, continuous Fourier transform or wave propagation. The article argues that the ‘crisis of Europe’, triggered by market and governance dysfunctionalities (summarized as the Euro crisis), represents a ‘critical moment’ in the evolution of a European society. This society so far does not offer much resistance to such critical moments which is due to its incapacity to form a demos capable of acting together. The existing European society – and this is the basic claim – is nothing but the sum of individuals living in ‘sub-European’ (mainly national) (...) groups. The evolution triggered by this critical situation opens pathways to turn these peoples of Europe into something more than being a sum of peoples governed by supranational bureaucracies. To decipher such processes a model is presented using Hirschman’s idea of exit, voice and loyalty as mechanisms to generate social ties. Two points arise as crucial. The first is the observation that national societies which continue to provide foundational claims for people have turned into interest groups in the context of the European Union. This undermines not only the ontological nationalism still dominating the self-presentation of national societies in Europe, but it also offers evolutionary paths towards a society beyond national foundational claims in Europe. Yet it also provokes reactive processes such as the return to the self-contained nation (or even ethnic group). This is the core of the crisis of Europe. The systemic crises of the state and the market in Europe are speeding up an evolutionary process of people-making, the outcome of which could be either the regression to a people with foundational identities or to a people without foundational identities. The latter will be described as a postnational society, which would make an emerging European society the first really modern society. (shrink)

The article situates the issue of the public sphere as a phenomenon that is historically bound and culturally specific. According to this point of view, the Western practices and the Western way of thinking about the public sphere appear as a historically particular way of dealing with the more general phenomenon which is the creation of a social bond beyond the family. Looking at the self-contradictory effects of the ‘modern’ Western public sphere, the question is asked whether the public association (...) of self-interested or self-governing individuals might have to be theorized as a partial and insufficient solution to the social bond. A comparative perspective shows that it is not individuals but cultural forms that link people in the public sphere. They do so by providing a narrative basis of discourses and/or markets that in the self-understanding of modernity shape social life. (shrink)

The transition from morality to the morals involves the dissolution of the antagonism of the moral, the overcoming of the antinomy of constant obligation. In his Wissenschaft der Logik, Hegel focuses on the logical defect of endless progress “mostly in its ap­plication to morality“ (RPh, § 268). Pure will and the moral law on the one hand, and nature and empiricality on the other “presuppose each other as fully independent and mutually indifferent“, and thus the opposition is postulated as an (...) axiom, which excludes its overcoming the antagonism. The antagonism “does not dissolve in infinite progress. It is, on the contrary, depicted as unsolved and unsolvable, and thus confirmed“. The result is “the very same antagonism that stood at the beginning“ (RPh, § 269 an.). The progress ad infinitum exhibits itself as antagonism that unjustly points to itself as a solution of what contradicts itself (WdL 5, p. 166). The real overcoming of this antinomy fails; the idea of the Judgment Day solution owes the answer and is only an expression of excessive gentleness towards the world. Antinomies and collisions in moral action in the end separate, which implies the persistence in insuperable antinomy. Another topic would be a detailed exposition of Hegel’s solution proposal. In any case, Hegel sees the naturalness of speculative thought in the necessity to think the ideality of both of the opposing sides, that is, to understand them beforehand as the moment of the concept of moral action, see them as opposing in their moving unity and think them as the transition from morality to the moral action, the morals, in which the antagonism of the moral is not abstractly lost, but elevated, guarded and overcome. In his fifth eclogue Candidus the Neo-latin poet Baptista Mantuanus, known in the Renaissance as the “second Virgil”, deals with the poverty of writers and the stinginess of patrons. The dialogue between the sincere-minded poet Candidus, who is frustrated by his hopeless situation, and the rich Silvanus, who gives only empty promises of help, turns out, however, to be futile. As can be demonstrated by the quotations taken mainly from the Roman satirists, Mantuanus makes use of the classical texts as (...) far as they serve his purpose and explicitly displays a subtle view of his various sources. Quoting from classical literature he often compares Candidus, his alter ego, with the victims of Horace, Juvenal and Persius, and frequently transforms the positive aspect of the original into its contrary. This technique emphasizes the needy poet’s self-ironical attitude confirmed by his exaggerated complaints describing his calamity. That is why Candidus appears to be a self-pitying and self-centered character, while, on the other hand, Silvanus represents the specimen of a miser giving nothing but flimsy promises, with the result that the dialogue remains stagnant and ultimately ineffective. In a constitutional democracy, the imputation of a legal violation to an individual must be related to the fact that democratic approval of a norm - under limiting conditions - is coupled with the obligation to follow that norm. The neutrality of modern law toward the quality of motives for following a norm, however, challenges the assumption of such a connection. This challenge is overlooked by those who take the position that individual imputation should be based on the morally autonomous (...) individual's self-contradiction. In contrast, deterrence theories fail to see the other relevant aspect, namely that individual imputation cannot be completely divorced from the perspective of the individual as a citizen, who could indeed follow the norm because of his insight into the reasons for its validity. Individual imputation takes account of this double classification of a person subject to law as citizen and as private autonomous legal subject only if the actor is addressed as citizen in the reasoning given to support the determination of culpability without simultaneously requiring him to actually adopt the perspective of a citizen. Die individuelle Zurechnung einer Rechtsverletzung muß in einem demokratischen Verfassungsstaat etwas damit zu tun haben, daß mit der demokratischen Zustimmung zu einer Norm unter einschränkenden Bedingungen - auch die Verpflichtung zur Normbefolgung verbunden ist. Gegen die Vermutung eines solchen Zusammenhangs spricht jedoch die Neutralität des modernen Rechts gegenüber der Qualität der Motive seiner Befolgung. Dies wird von denjenigen Positionen übersehen, die eine individuelle Zurechnung auf den Selbstwiderspruch der sittlich autonomen Person gründen wollen. Dagegen übersehen präventive Schuldtheorien den anderen Aspekt, daß sich individuelle Zurechnung nicht gänzlich von der Perspektive des Staatsbürgers lösen darf, der eine legitime Norm aus Einsicht in die Gründe ihrer Geltung auch befolgen könnte. Der doppelten Codierung der Rechtsperson als Staatsbürger und als privatautonomes Rechtssubjekt entspricht die individuelle Zurechnung nur dann, wenn der Täter durch die Begründung des Schuldurteils als Staatsbürger angesprochen wird, ohne daß ihm ein Wechsel in die Perspektive eines Staatsbürgers auch zugemutet würde. Friedrich Heinrich Jacobi , Philosoph und Schriftsteller, wirkte 1772-1779, bevor er mit dem Spinozastreit als Philosoph berühmt wurde, als Wirtschaftspolitiker in kurfürstlichen Diensten, und zwar als Hofkammerat und Geheimrat in den Rheinlanden und kurze Zeit in Bayern . Aufbauend auf die Theorien der sog. Physiokraten, z.B. eines Turgot, und der Freihandelslehre Adam Smith kämpfte er, wenn auch mit bescheidenen Erfolgen, für einen von staatlicher Bevormundung freien Markt. Aufgrund bisher unbekannter Dokumente wird diese Tätigkeit minutiös rekonstruiert. Philosophisch eine nicht unbedeutende Komponente (...) in der Ausbildung moderner Vertragstheorien, erscheint sie theoriegeschichtlich als ökonomische Leistung, die nachhaltig auf die Herausbildung moderner Wirtschaftsformen eingewirkt hat.
