The 1948 Universal Declaration of Human Rights recognized that “everyone has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits”. As a result, cultural rights have been understood as inseparable from human rights and require protection mechanisms within particular international legal systems. The European continent is proud to have developed one of the most effective mechanisms of the human rights protection by establishing the Council (...) of Europe and adopting the European Court of Human Rights. The recent outbreak of the COVID-19 reformulated many concepts of access to human rights and possibilities to enjoy freedoms. Even if access to culture has been available online for many years, it is the time of globally occurring lockdowns that forced people to stay home and found themselves in a situation when all of a sudden online access to culture became the only way of access to culture. The article aims to analyze the current situation in Europe by asking questions if and how online access to culture is recognized and protected under the Council of Europe’s mechanisms with special emphasis on the case-law of the European Court of Human Rights in this field. Ameriški bogovi (Starz 2017–2021) in Peščeni mož (Netflix 2022– ), dve izrazito gledljivi avdiovizualni seriji, sta priredbi priljubljenega romana Neila Gaimana (2001) in njegove predhodne serije stripov (1989–1996). Obe sta navdihnjeni s klasično in nordijsko mitologijo ter odražata razvoj kulturno in družbeno pomembnih tem, do katerega je prišlo med objavo njunih literarnih predlog in predvajanjem televizijskih serij. Zanimivo je, da priredba romana vključuje več olimpskih bogov, vendar zamolči vpliv Herodota. Po drugi strani je Peščeni mož v svoji televizijski različici, natančneje (...) v tu obravnavani zadnji epizodi prve sezone z naslovom Kaliopa, v prizorih spolne zlorabe precej manj grafičen; drastičnejše podobe prepušča gledalčevi domišljiji, a hkrati doseže še bolj izrazito empatijo do trpeče žrtve in ostro obsodbo storjene nezaslišanosti. The aim of this article is to present the changes referred to as the “fourth industrial revolution” and the role of the crisis caused by the COVID-19 pandemic in accelerating the technological revolution in relation to Polish companies. The ongoing economic downturn has different causes and much broader effects than previous crises. Hence the need to analyze trends (megatrends) in the emergence of innovations initiated or significantly accelerated by the pandemic crisis, and consequently, among other things, the intensification of the (...) digital transformation process. The study has a theoretical and empirical character. For the research, the authors used the descriptive method with elements of statistical data analysis. The analysis was based on reports of such institutions as the World Intellectual Property Organization, the European Commission and the Central Statistical Office. (shrink)

The author assumed that a fair understanding of communication is such a reception which is close to the content, intent and mode assigned to it by the sender. That reception depends on the extent of the knowledge of a recipient, and their axiological attitude and view of the world. The analysed examples indicate various aspects of fairness of understanding and trigger questions regarding the method of studying the phenomenon.

The incidence of obesity, defined as the fraction of persons with BMIs exceeding 30·0, was examined in two birth cohorts of 401996 decade obesity increased dramatically among males with trade school education only; concomitant shifts were much smaller or absent in the college-educated groups. The contrast in obesity between the opposite ends of the educational scale has widened markedly in both genders; and the between-gender gap has declined somewhat.

While all chairs of classics after the war were entrusted to already well-established pre-war professors, female scholars, junior often only by rank, took care of the mind-boggling logistics of setting up the defunct departments and preparing them for the first cohort of students. It was an unusual group composed of various ages and levels of knowledge. Older ones saw their education put on hold during the war or attended underground university classes but did not obtain their degrees. Things began to change during the second post-war decade with women advancing in their careers, obtaining degrees and university positions. COVID-19 pandemic occurred as an unexpected experience affecting all countries around the globe. In addition to the obvious health, economic and political effects, the COVID-19 pandemic triggered immense changes in the social spheres. People and institutions were forced to adjust to the new circumstances, change habits and move most or all of their activity online. In the completely virtual world, pandemic became a fertile ground for the bloom of the conspiracy theories already existing, but struggling for the global attention. The (...) aim of the paper is to present three main conspiracy theories rapidly gaining popularity during the pandemic (the QAnon, anti-vaccination movements and anti-5G movements) and to analyse how they developed since the pandemic had been announced. In particular, the rising activity of the representatives of the movements will be analysed, as well as its acceleration in connection with pandemic and the resulting influence on social and political life. Finally, the paper will try examine whether the rapid development of conspiracy theories within societies has had any relations to the level of trust towards government-made decisions. The thesis being verified hereto is that pandemic accelerated the development of conspiracy theories due to the diminishing level of trust towards governments operating in the most difficult period in recent history. There are variety of reasons for the belief in conspiracy theories and they depend on the specificity of the theory and specificity of group of people it originates from. In general, it can be noted that all kind of conspiracies are developed by either (1) people who actually believe in them and are sharing them with good intentions (to warn other about the dangers hidden behind certain actions or institutions) or (2) malignant individuals whose aim is to discord or discredit an opponent or critic or, alternatively, distract attention from misconduct or lack of competence. The Temporal-Order Judgment (TOJ) paradigm has been widely investigated in previous studies as an accurate measure of temporal resolution and sequencing abilities in the millisecond time range. Two auditory TOJ tasks are often used: (1) a spatial TOJ task, in which two identical stimuli are presented in rapid succession monaurally and the task is to indicate which ear received the first stimulus and which ear received the second one ( left-right or right-left ), and (2) a spectral TOJ task, in (...) which two tones of different frequencies are presented asynchronously to both ears binaurally and the task is to report the sequence of these tones ( low-high or high-low ). The previous literature studies conducted on young volunteers indicated that the measured temporal acuity on these two tasks depended on the procedure used. As considerable data are now available about age-related decline in temporal resolution ability, the aim of the present study was to compare in elderly subjects the pattern of performance on these two tasks. A total of 40 normal healthy volunteers aged from 62 to 78 years performed two TOJ tasks. The measurement was repeated in two consecutive sessions. Temporal resolution was indexed by the Auditory Temporal-Order Threshold (ATOT), i.e., the minimum time gap between successive stimuli necessary for a participant to report a before-after relation with 75% correctness. The main finding of the present study was the indication of differences in the elderly in performance on two tasks. In the spatial task, the distribution of obtained ATOT values did not deviate from the Gaussian distribution. In contrast, the distribution of data in the spectral task deviated significantly from the Gaussian and was spread more to the right. Although lower ATOT values were usually observed in Session 2 than in Session 1, such difference was significant only in the spectral task. We conclude that although temporal acuity and sequencing abilities in the millisecond time range are probably based in neuronal oscillatory activity, the measured ATOTs in the elderly seem to be stimulus-dependent, procedure-related, and influenced by the perceptual strategies used by participants. There are two aims of the paper. The first is to critically analyse the claim that hope can be regarded as an intellectual virtue, as proposed by Nancy E. Snow in her recent account of hope set within the project of regulative epistemology. The second aim is to explore the problem of rationality of hope. Section one of the paper explains two different interpretations of the key notion of hope and discusses certain features to be found in hope-that and hope-in. (...) Section two addresses the question of whether hope could be interpreted as an intellectual virtue. To develop an argument against that view, a brief account of the notion of epistemic virtue is provided. Section three analyses the problem of rationality of hope and the parallels between rational belief and rational hope; the section focuses on what exactly makes a particular hope-that a rational and justified hope. Belief that p is possible/probable is part of the meaning of hope that p; therefore, it is assumed that rationality of hope cannot be considered in isolation from rationality of belief. It is argued that the “standard account” of the reasonableness of hope, which is found in the analytic literature, does not meet the standards of epistemic responsibility and needs rectifying. In this essay the author defends the traditional view of science: science as an activity of approaching the truthful knowledge about real world. Accepting this, she then analyses the main topics of contemporary philosophy of science, such as language of science, scientific laws, differences between empirical theories and models, and the question of truthfulness in science.

There were few Marxist sympathizers among Polish classicists decimated during World War II. How they fared during the tense and uncertain first postwar decade depended on their Communist connections and personality. Kazimierz Majewski (1903–1981), a classicist from Lviv, commanded quasi-universal respect in the academic community – despite his Communist views – because of his scholarly, organizational, and didactic achievements. Tasked with organizing and inaugurating a new Polish University in Wrocław in 1945, he contributed to creating three thriving classical departments – (...) philology, ancient history, and archaeology – a scholarly society, academic journals, and a vibrant academic community. When he moved to Warsaw four years later, he founded an institute for material culture, developed a multidisciplinary research team, and launched within the Soviet bloc two major archaeological excavation projects, in Olbia and in Novae, where generations of archaeologists learned how to perform fieldwork and communicate its results internationally through regular publications and cooperation. Through his Party connections, he protected and ensured support for colleagues less fortunate in this respect. (shrink)

Although Grodzinsky's target article has merit, it neglects the importance of neural mechanisms underlying language functions. We present results from our clinical studies on different levels of temporal information processing in aphasic patients and briefly review the existing data on neurobiology of language to cast new light on the main thesis of the target article.

The paper is concerned with the epistemological status of testimony and the question of what may confer justification on true testimonial beliefs and enable us to call such beliefs knowledge. In particular, it addresses certain anti-reductionist arguments in the epistemology of testimony and their incompatibility with the grammatical categories of egophoricity (conjunct/disjunct marking) and evidentiality (information source marking) present in the architecture of natural languages. First, the tradition of epistemological individualism and its rationale are discussed, as well as certain attempts (...) within this tradition to include testimony-based beliefs in the body of legitimate and rational beliefs. The next section is concerned with the anti-reductionist approach to testimonial beliefs and some arguments supporting ‘the credulity principle’ grounded in Thomas Reid's philosophy of common sense. The last two sections show how the anti-reductionist argumentation is threatened with an insoluble dilemma when considered in the context of languages with the grammatical categories of egophoricity (conjunct/disjunct marking) and evidentiality (information source marking). Special attention is paid to the justificatory role of egophoric and evidential marking; how these grammatical categories may influence the process of belief formation, and consequently, how this bears upon the nature of justification for testimonial beliefs. The final conclusion of the paper is that the anti-reductionist claim concerning the directness and non-inferential nature of testimonial knowledge is bound to meet objections grounded in the structure of many natural languages. This leads to a paradox: in discussion with reductionism, anti-reductionists do seek support for their arguments in common sense beliefs reflected in everyday language, and, on the other hand, their claims are incompatible with the linguistic data found in a number of natural languages. In the present paper we shall first focus on Locke’s and Reid’s understanding of primary and secondary qualities, as these two approaches mark the main dividing line in interpreting this distinction. Next, we will consider some modern approaches to the distinction and try to answer the question of whether, from theperspective of what we know about perception of sensory qualities, Locke’s ontological interpretation or Reid’s epistemological approach to the distinction are tenable ideas. Finally, we will concentrate on the relation between (...) language and qualities of objects and, on the basis of some adjectival systems in the world’s languages, see how languages render, or code, certain distinctions and qualities apparently obvious to our cognition. The Covid-19 pandemic triggered a crisis affecting many spheres of socio-economic life. Both the authorities and entrepreneurs found themselves in a new and unusual situation. The lockdown introduced in the Polish economy in March 2020 has changed drastically environment and conditions for entrepreneurs and companies in Poland. The article touches on the problem of changes in the system of formal and informal institutions during that period. An attempt was made to answer the question: to what extent was the institutional state (...) order compatible with the spontaneous order during that period, did the paths of entrepreneurs and the government meet and an agreement was reached in the name of setting a common policy direction to support the economy in the difficult period of the pandemic, or did the paths of these parties diverge? The research hypothesis requiring verification was that the institutional crisis in Poland deepened during the Covid-19 pandemic, as reflected in the slow erosion of the principles of institutional governance. The analysis shows that the progressing institutional weakness of the state during the period under review deepened the crisis of institutions. Its symptom was the gradual disappearance of social dialogue and arbitrary decisions taken by the government. The rules of law did not take into account the needs of entrepreneurs. Over time, the trust in the government and the law has declined. In a response to the prolonged lockdown in many sectors of the Polish economy, some desperate entrepreneurs took steps to circumvent the law, and there were active protests of entrepreneurs against the government’s decisions. The government might defend its authority only with ineffective repressions applied to entrepreneurs. (shrink)

The paper aims to analyze the scope of female leadership (deanship) at public and non-public law faculties in selected countries from the region of Central and Eastern Europe: Poland, Hungary, Czechia, Slovakia, Lithuania, Latvia, Estonia, Bulgaria, Romania, Slovenia, Croatia, Serbia, Kosovo, Bosnia and Hercegovina, Montenegro. The paper will explore the engagement of women in the administration of law schools operating within public (and non-public) schools (universities) across the region in the latest years. The paper aims to show the number of (...) female deanships at law faculties in the analyzed states. This analysis will be based on statistical data obtained from the available public sources (including national databases as well as the European Union resources) providing the number of female deans and vice-deans appointed or elected by the academia at all higher education institutions within the country. The initial hypothesis states that gender inequality has been present in the deanship of analyzed law schools and reflects general trends in gender equality in Europe. Comprehensive analysis of the central and eastern European states will allow formulating the key conclusions and answering the following research questions concerning the differences in the numbers of women on the key positions within the law faculties in terms of public versus non-public institutions and in the light of the general gender equality trends in the continent. The family of a child with cancer - changes within the family system This study aimed to describe the functioning of families of children with cancer. A semistructured questionnaire was used to interview 116 parents from 58 such families. Changes occurring within the family system from the parents' perspective have been determined and recorded. Most of the changes turned out to be directed at internal relationships within families. Families with much self-orientation have been shown to be prone to transforming into (...) hermetic systems. Polish version of FACES-III was applied to map families as balanced, mid-range or unbalanced. Results of the study underline the importance of illness duration for functioning of the family. Cancer persisted for the shortest time in balanced families, slightly longer in mid-range and the longest in unbalanced families. The difference between balanced and unbalanced families was significant. (shrink)
