This article defines a public good, arguing that higher education should be considered a public good. This requires moving away from an orthodox economistic understanding of public goods. It also requires understanding the relationship between higher education as both a private good and a public good to the extent that it promotes individual flourishing necessary to the public good.

The scope of this short paper is to show that the examples Ilhan Inan uses to undermine Donnellan's distinction fall short on account of wrong interpretation those examples were provided with in his paper. Whilst Ilhan Inan showed how complex definite descriptions may cause doubts as to which category they should be put in, these referring terms only play a secondary role. I argue that all of his three key examples are, in fact, sheer attributive uses of definite descriptions and (...) have to be taken as such, which seriously diminishes the pedestal Inan places his argument on. John Law notes that — by the early 1990s — Latour’s approach contained the entirety of the principles of actor-network theory: attention to heterogeneous relations, use of semiotic tools, adherence to symmetry in describing the truth or false statements, performativity of practices, focus on circulations, predisposition to case studies. Expanding the list of approaches and tools used in the ANT, Law turns to material semiotics. He aspires to show it as a set of themes that stimulate the researcher’s sensitivity to (...) the problem of polysemanticity in a particular field. At the same time, his version of material semiotics implicitly contains a critique of the of Greimas’ semiotics developed by Latour. Law’s vision describes practices of producing multiple realities, maintaining uncertainties and the polysemantic. In contrast, Latour’s semiotics are more instrumental, showing how particular actors eliminate multiplicity by creating common rules. The article shows that the contradiction between Latour’s semiotics and Law’s material semiotics is related to the question of tracing the networks’ length created by heterogenous actors. However, this question is empirical. The article explores a particular case of interaction from the practices of a center for the development and socialization of children and adults with mental disabilities. It is shown that the problem of polysemanticity and uncertainties has two solutions: limiting the network through a “shifting in” of the “enunciator” and maintaining polysemanticity through “partial connections”. In the paper, we try to elucidate the procedures that need to be applied if we want to establish the consequences that occur when the sediments of meaning in images are deposited on top of each other, creating a specific pictorial epistemology. We will point out some interdisciplinary mechanisms of image analysis, such as “cultural symptomatology” and “cultural triangulation”, together with drawing a typology of cultural-historical sediments of pictorial meaning that we call appropriation. We conclude that Bredekamp’s theory of image (...) acts, as well as Mitchell’s concept of pictures as “desiring objects” and Belting’s consideration of the human body as “image media”, suggest that the interaction between a human and an image is a mirror of human’s own desire to produce a parallel world in which, as Lambert Wiesing explained, he or she does not have to participate. The image allows for different forms of participation or absence from participation in the event represented in the image. Therefore, what images “know” is a specific consequence of the fact that inanimate pictorial objects can possess memory but – unlike artificial intelligence – can activate their knowledge only in a reciprocal communicative relationship with people. The aim of this paper is primarily to consider some basic concepts and their meanings related to contemporary social interactions, starting from the classical sociological concepts of social relationship and social interaction, and to see what is changing and what remains the same in the age of networking and “moving” to virtual space. In other words, we want to re-examine their form and content in an age without the necessity of the spatial dimension for a relationship, in which new forms (...) and concepts occur, such as network, networking, virtuality, etc. The first chapter will show the meaning of social relations and social interaction, which imply those social relations in which contact/encounter or communication is present and which leads us to the concept of social interaction in the same space and at the same time. The topic of the second chapter is social interaction at the same time without space, when, with the application of information technology, individuals and societies enter the cyberspace of a new virtual reality. This leads us to the development of various forms of interaction on social networks, which is the topic of the third chapter. The fourth chapter discusses some of the risks and positive possibilities of virtual interactions over real ones. (shrink)

To counter the imbalance in vaccine distribution during the COVID-19 pandemic, Albertsen and more recently Germaniet alhave suggested a new system of taxation coined as ‘VaxTax’ that would force higher-income countries to fund the access of low-income and middle-income countries (LMICs) to new vaccines in times of pandemic. I will argue that this idea faces numerous challenges of ethical, sociopolitical and economical nature that may hinder any effort to solve the numerous health challenges that LMICs face. This paper analyzes classical concepts of division of labour and offers some contemporary theoretical model which includes causes and effects of it. For Smith, the main cause is a tendency of human nature to exchange and the main effect is a progress of the country. For Marx, the fundamental cause is historical development of productive forces and effects are accumulation of capital on the one side but also an alienation of working class on the other. Spencer considers as the main (...) cause specialization of functions in generally, which consequence is integration of society. For Durkheim, causes are social density and volume, and its effect or function is new interconnection in society known as term organic solidarity. Weber derives division of labour from his theory of rational economic actions, and its most important effect is development of occupational structure. (shrink)

Since the 2020 COVID-19 pandemic, the term virtual has become one of the most used in media and everyday speech. There is an increasing amount of research done on this new reality, and the results are still to be published. However, it is insufficiently known in scientific periodicals that the concept of virtual reality, enabled by information technology, has existed in the sociological literature since the 1990s when Castells introduced it to the theory of network society. Therefore, the paper's primary (...) goal is to consider basic concepts such as virtual reality, real virtuality, virtual communities, virtual sociability, and networked individualism. We will also briefly look at the forgotten classical notion of community as a fundamental form of sociability defined by the sociologist F. Tönnies, which re-enters the focus of scientific interest, without a clear and sociologically known classical definition. Starting from this framework, the paper examines the key question of whether these new virtual communities are indeed communities in the classical sense of the term or whether it is a form of networked individualism. Pojam virtualno je pojavom COVID-19 pandemije 2020., postao jedan od najkorištenijih u medijskom prostoru i u govoru svakodnevice. Sve je više i istraživanja o novoj stvarnosti, čiji rezultati se tek očekuju. Međutim, nedovoljno je poznato u domaćoj znanstvenoj periodici da koncept virtualne stvarnosti koju omogućava informacijska tehnologija, postoji u sociološkoj literaturi od devedesetih godina, kada ga u teoriju umreženog društva uvodi Castells. Stoga je glavni cilj rada prikazati i razmotriti neke osnovne pojmove kao npr. virtualna stvarnost, stvarna virtualnost, virtualne zajednice, virtualna društvenost i umreženi individualizam. Kratko ćemo se osvrnuti i na zaboravljeni klasični pojam zajednice kao temeljne forme društvenosti definirane od sociologa F. Tönniesa, koji ponovo ulazi u fokus znanstvenog interesa, bez jasne a u sociologiji poznate klasične definicije. Polazeći od tog okvira, u radu se propituje ključno pitanje, jesu li te nove virtualne zajednice uistinu zajednice u klasičnom smislu značenja pojma, ili je riječ o nekom obliku umreženog individualizma. In the article these are considered ethical and legal problems caused by the ongoing pandemic of the new coronavirus disease. New challenges for health care, economy, education not only revealed rather a high level of stability and mobility, but also showed a poor readiness of response to sudden risks, which had a certain impact on all spheres of life of the whole society. The authors have conducted a brief cross-cultural analysis of the issue basing on data quoted by the international (...) network of UNESCO chairs in bioethics, sessions of the Bioethics Committee within the RF Commission on UNESCO affairs, as well as official open sources of the health care system and judicial sphere of the Russian Federation. Strong reciprocal link of legal risks in the interdisciplinary field of medicine and law are made discernable: on the one hand, introduction of sanitary and hygienic regulations are aimed at the realization of the right of protecting the health, while on the other hand they represent a violation of basic human rights. Besides the theoretical approach to the problem of the observance of the constitutional rights of citizens in the pandemic conditions there exists a real threat of their violation due to absence of special mechanisms of their realization in frames of sanitary and hygienic measures with regard to the vulnerable and socially disadvantaged sections in the society. It is made conclusion about necessity of the international collaboration for the purpose of joint decision-making and action in the sphere of health care taking into account an international character of ethical and legal challenges triggered by COVID-19 pandemic, as well as national, economic, cultural and confessional peculiarities. Tema rada su vestacenja drustvenih naucnika u procesima vodjenim pred Haskim tribunalom, ciji se doprinos sagledava u svetlu dugog razvoja ove prakse. Sire diskusije o sudskoj upotrebi naucnog znanja ukazuju na niz problema u regulisanju vestacenja. Analiziraju se mehanizmi kojima se u razlicitim pravnim kontekstima obezbedjuje naucna pouzdanost i procesna relevantnost vestacenja, kao i primenljivost tih mehanizama na forenzicke doprinose razlicitih drustvenih nauka. Regulisanje vestacenja u Haskom tribunalu se posmatra kao osobeno resenje cije se posledice prate kroz ucesce vestaka u (...) postupcima i kroz javnu percepciju angazmana drustvenih naucnika u tom svojstvu. Cilj ovakvog pristupa je nijansiranje dominantnih predstava o ulozi drustvenih naucnika u Haskom tribunalu i stvaranje preduslova za razumevanje specificnog karaktera njihove vestacke uloge. The present article is a critical engagement with Aleksei Yurchak’s Everything Was Forever until It Was No More: The Last Soviet Generation. It contends that, as rich as Yurchak’s insights on the language culture of Brezhnev’s Stagnation have proven to be, his account ends up seriously misrepresenting the Stalinist episode in the life of Soviet ideology. This misrepresentation is due, in large part, to the problematic use of post-structuralist models, and particularly of Claude Lefort’s theorization of ideology in the modern (...) era. Through a re-examination of Lefort’s “Outline of the Genesis of Ideology in Modern Societies,” the present article advances an alternative understanding of the discursive “shift” in Soviet ideology. Yurchak has argued that, before being set afloat in the 1950s, Soviet official discourse was held together through the figure of the “external master,” Stalin himself. The master is able to mask what Yurchak terms the “Lefort paradox” of Soviet ideology and which he glosses as the divergence between ideological enunciation and ideological “rule.” Yet Yurchak misreads Lefort’s theory, and specifically the latter’s references to “master” and “rule.” When these terms are restored to their proper theoretical significance, it becomes possible to formulate in a new way the contradictory duality at the heart of Soviet ideology. The article contends, contra Yurchak, that this is not the duality of enunciation and actual exercise of power; but rather the split internal to ideological discourse, between the “rule of reality” and the “reality of the rule.” The “shift” of Soviet ideological discourse begins as a slippage between these two ideological representations, and not as the removal of some anchor external to representation. The principal thesis of this volume is that we are witnessing the transitional period of images as not-representation-anymore and not-yet-immersion. Instead of just asking what images mean, we should ask ourselves what images are, how they appear, and what they do to us. (...) The authors present a materialist analysis of the effects of neoliberalism in education. Specifically, they contend that neoliberalism is a form of cultural invasion that begets necrophilia. Neoliberalism is necrophilous in promoting a cultural desire to fix fluid systems and processes. Such desire manufactures both individuals known and culturally felt experiences of alienation which are, it is argued, symptomatic of an imperialist nostalgia that permeates educational policy and practice. The connectivity patterns of many neural circuits are highly ordered and often impressively complex. The intricate order and complexity of neuronal wiring remain not only a challenge for questions related to circuit functions but also for our understanding of how they develop with such an apparent precision. The chemotropic guidance of the growing axon by target‐derived cues represents a central paradigm for how neurons get connected with the correct target cells. However, many studies reveal a remarkable variety of important target‐independent (...) wiring mechanisms. These mechanisms include axonal sorting, axonal tiling, growth cone polarization, as well as cell‐intrinsic mechanisms underlying growth cone sprouting, and neurite branching. Our review focuses on target independent wiring mechanisms and in particular on recent progress emerging from studies on three different sensory systems: olfactory, visual, and somatosensory. We discuss molecular mechanisms that operate during axon‐axon interactions or constitute axon‐intrinsic functions and outline how they complement the well‐known target‐dependent wiring mechanisms. The fall of the Soviet Union is analysed in conceptual terms, drawing on Reinhart Koselleck’s Begriffsgeschichte. The author seeks to interpret the instrumental role of the concepts perestrojka, glasnost´, reform, revolution, socialist pluralism, and acceleration in the Soviet collapse. The semantics and pragmatics are related to a wider intellectual and political context, and the conceptual perspective is used to help explain the progress of events. U radu ću pokušati ukazati na moguće doprinose razmatranja metafora kao načela spoznaje raspravi o konceptualnim temeljima krize u medicini. Stoga ću u prvom dijelu rada dati sažeti prikaz temeljnih postavki kognitivne teorije metafore u djelu Georgea Lakoffa i Marka Johnsona koje će poslužiti kao smjernice u propitivanju metafora zdravlja i bolesti. U drugom dijelu u razmatranje ću uzeti primjere metafora vezanih uz pojmove zdravlja i bolesti uvriježenih kako u svakodnevnom govoru tako i u znanstvenim i stručnim medicinskim diskursima. Pokušat (...) ću ukazati na koji način one utječu na poimanje zdravlja i bolesti te usmjeruju djelovanje unutar medicinske prakse, u kojoj se kriza medicine najjasnije očituje u vidu dehumaniziranog karaktera odnosa između aktera te prakse. Također će biti riječi i o nekonvencionalnim, alternativnim metaforama i njihovim potencijalima za uspostavu drukčijih, humanijih pojmova i principa prema kojima bi se medicinska praksa mogla ravnati. U konačnici ću ponuditi jedan takav prijedlog koji proizlazi iz temeljnih postavki kognitivne teorije metafora.In this paper I will attempt to point out possible contributions of considering metaphors as principles of cognition to the discussion on conceptual grounds of crisis in medicine. Hence the first part will be a brief review of the basic features of cognitive theory of metaphor in the works of Georg Lakoff and Mark Johnson, which will serve as guidelines in examining metaphors of health and illness. The second part will deal with conventional metaphors associated with the notions of illness and health in everyday speech as well as in scientific and professional medical discourses. I will try to indicate the ways in which these metaphors influence notions of health and illness, thus directing actions in medical practice, which is the place where the crisis of medicine is most clearly manifested in the form of dehumanised character of relationship between medical practice participants. Unconventional, alternative metaphors and their potential for establishing different, more humane notions and principles which could guide medical practice will also be discussed. Finally, I will offer one such proposal which follows the basic ideas of cognitive theory of metaphor. (shrink)

Priority-setting policy-makers often face moral and political pressure to balance the conflicting motivations of efficiency and rescue/non-abandonment. Using the conflict between these motivations as a case study can enrich the understanding of institutional design in developed democracies. This essay presents a cognitive-psychological account of the conflict between efficiency and rescue/non-abandonment in health care priority-setting. It then describes three sets of institutional arrangements—in Australia, England/Wales, and Germany, respectively—that contend with this conflict in interestingly different ways. The analysis yields at least three (...) implications for institutional design in developed democracies: (1) indeterminacy at the level of moral psychology can increase the probability of indeterminacy at the level of institutional design; (2) situational constraints in effect require priority-setting policy-makers to adopt normative-moral pluralism; and (3) the U.S. health care system may be in an anti-priority-setting equilibrium. The subject of the present exposition is namely the discussion of the question when and how process philosophy has entered into the European cultural tradition. We could approach this question in two ways: the philosophical and the historical perspective. We shall focus of our attention on both perspectives, which concern the return of process philosophy in Europe after its original moulding as a contemporary philosophical trend by Whitehead and his immediate followers. If we trace and systematize chronologically the acts of (...) influence of Whitehead’s works on eminent scientists and philosophers in Europe, we can provisionally outline three stages. The paper evaluates the manner in which process philosophy became so attractive for the European philosophical thought. At the present time we can definitely conclude that it is confirmed the existence of “a school” of representatives of process philosophy in Europe. (shrink)

Virgil has Evander trace the origins of the name of the river Tiber back to the death of a giant, called ‘Thybris’ (Aen. 8.330–2). This article argues that the reference to the violent (asper) giant can be understood as etymological wordplay on the Greek word hubris and as a potential allusion to the grammatical debate on the nature of aspiration. Varro's De gente populi Romani is identified as an important source for the characterization of the Tiber as a giant in (...) primeval times. The political implications of the word hubris are also briefly explored with reference to various identities to which Evander alludes. The final part of the article argues that Theocritus’ Idyll 1 and the scholiast to Theocritus may have also inspired Virgil's description of the Tiber in this passage. (shrink)

Recently, we have faced the outbreak of the coronavirus disease 2019 in the world, which has attracted the attention of all people. Stress has become a word familiar to all people. The stressors of life are relatively clear and some of them cannot be eliminated by humans. One of the stressors in the life of humans is the COVID-19 pandemic. Doctors believe that the virus is controllable but its prevalence is quicker and deadlier than other viruses. In addition, the virus (...) puts the elderly and those with underlying diseases at extreme risk. Therefore, more care is seriously required to protect members of society. However, this psychological imbalance caused by the virus is associated with stress and anxiety. Lack of proper management of this stress will be associated with emotional impacts, physiological impacts, cognitive impacts and behavioural impact.Contribution: Given the importance of this topic, this study aimed to evaluate the relationship between religious beliefs and coping with COVID-19-related stress amongst Muslim students in three cities of Russia – Ingushetia, Chechnya and the Republic of Dagestan – in 2020. Data were collected using questionnaires, the validity and reliability of which were previously confirmed. According to the results, religious beliefs had an impact on stress coping by p = 0.657. In other words, students’ ability to cope with stress improved by 0.657 units, with each unit of enhancement in their religious beliefs. (shrink)
