In information societies, operations, decisions and choices previously left to humans are increasingly delegated to algorithms, which may advise, if not decide, about how data should be interpreted and what actions should be taken as a result. More and more often, algorithms mediate social processes, business transactions, governmental decisions, and how we perceive, understand, and interact among ourselves and with the environment. Gaps between the design and operation of algorithms and our understanding of their ethical implications can have severe consequences (...) affecting individuals as well as groups and whole societies. This paper makes three contributions to clarify the ethical importance of algorithmic mediation. It provides a prescriptive map to organise the debate. It reviews the current discussion of ethical aspects of algorithms. And it assesses the available literature in order to identify areas requiring further work to develop the ethics of algorithms. The goal of the book is to present the latest research on the new challenges of data technologies. It will offer an overview of the social, ethical and legal problems posed by group profiling, big data and predictive analysis and of the different approaches and methods that can be used to address them. In doing so, it will help the reader to gain a better grasp of the ethical and legal conundrums posed by group profiling. The volume first maps the (...) current and emerging uses of new data technologies and clarifies the promises and dangers of group profiling in real life situations. It then balances this with an analysis of how far the current legal paradigm grants group rights to privacy and data protection, and discusses possible routes to addressing these problems. In this article, we analyse the role that artificial intelligence (AI) could play, and is playing, to combat global climate change. We identify two crucial opportunities that AI offers in this domain: it can help improve and expand current understanding of climate change, and it can contribute to combatting the climate crisis effectively. However, the development of AI also raises two sets of problems when considering climate change: the possible exacerbation of social and ethical challenges already associated with AI, and (...) the contribution to climate change of the greenhouse gases emitted by training data and computation-intensive AI systems. We assess the carbon footprint of AI research, and the factors that influence AI’s greenhouse gas (GHG) emissions in this domain. We find that the carbon footprint of AI research may be significant and highlight the need for more evidence concerning the trade-off between the GHG emissions generated by AI research and the energy and resource efficiency gains that AI can offer. In light of our analysis, we argue that leveraging the opportunities offered by AI for global climate change whilst limiting its risks is a gambit which requires responsive, evidence-based, and effective governance to become a winning strategy. We conclude by identifying the European Union as being especially well-placed to play a leading role in this policy response and provide 13 recommendations that are designed to identify and harness the opportunities of AI for combatting climate change, while reducing its impact on the environment. En este artículo se presentan algunas reflexiones en torno a la ciencia y el uso de lenguaje por parte de ésta tomando el affaire Sokal como pretexto. A través de esta parodia tratamos de destacar la visión que del discurso científico poseen los llamados “neocientíficos” y cómo este enfoque lingüístico se utiliza más que para caracterizar a dicha comunidad para separarla de su supuesta antagonista: la comunidad humanística.

Over the past few years, there has been a proliferation of artificial intelligence strategies, released by governments around the world, that seek to maximise the benefits of AI and minimise potential harms. This article provides a comparative analysis of the European Union and the United States’ AI strategies and considers the visions of a ‘Good AI Society’ that are forwarded in key policy documents and their opportunity costs, the extent to which the implementation of each vision is living up to (...) stated aims and the consequences that these differing visions of a ‘Good AI Society’ have for transatlantic cooperation. The article concludes by comparing the ethical desirability of each vision and identifies areas where the EU, and especially the US, need to improve in order to achieve ethical outcomes and deepen cooperation. In recent years, policymakers, academics, and practitioners have increasingly called for the development of global governance mechanisms for artificial intelligence (AI). This paper considers the prospects for these calls in light of two other geopolitical trends: digital sovereignty and digital expansionism. While calls for global AI governance promote the surrender of some state sovereignty over AI, digital sovereignty and expansionism seek to secure greater state control over digital technologies. To demystify the tensions between these trends and their potential consequences, we (...) undertake a case analysis of digital sovereignty and digital expansionism in China, the European Union, and the United States. We argue that the extraterritoriality embedded in these three actors’ policies and escalatory competitive narratives, particularly those from the US, will likely undermine substantive global AI governance cooperation. However, nascent areas of alignment or compromise, notably in data governance and technical standards, could prove fruitful starting points for building trust in multilateral fora, such as the G20 or United Nations. El consumo de carne y sus efectos es objeto de discusión en distintos ámbitos por su impacto negativo en el medioambiente así como en la salud humana. Por ello, se persigue concienciar a la sociedad para reconsiderar su consumo. En este estudio se explora la actitud de los jóvenes españoles ante el consumo de carne. Los resultados muestran su preocupación por el impacto negativo de la carne pero subrayan barreras como (...) la falta de información por las cuales no están dispuestos a cambiar de hábito en el consumo de carne. DNA methylation can be considered a component of epigenetic memory with a critical role during embryo development, and which undergoes dramatic reprogramming after fertilization. Though it has been a focus of research for many years, the reprogramming mechanism is still not fully understood. Recent results suggest that absence of maintenance at DNA replication is a major factor, and that there is an unexpected role for TET3-mediated oxidation of 5mC to 5hmC in guarding against de novo methylation. Base-resolution and genome-wide profiling (...) methods are enabling more comprehensive assessments of the extent to which ART might impair DNA methylation reprogramming, and which sequence elements are most vulnerable. Indeed, as we also review here, studies showing the effect of culture media, ovarian stimulation or embryo transfer on the methylation pattern of embryos emphasize the need to face ART-associated defects and search for strategies to mitigate adverse effects on the health of ART-derived children. DNA methylation, critical for embryo development, suffers significant changes after fertilization, including demethylation, remethylation and TET3-mediated oxidation of 5 mC to 5 hmC. In addition to infertility and environmental insults, ART could impact DNA methylation and ART related consequences in the offspring have been reported. (shrink)

Mediante el presente artículo se realiza un recorrido aproximativo a la historia de la Educación Social de forma que se conozcan los elementos que la conforman como práctica socioeducativa emergente en la última década del siglo XX y la importancia que tiene en la sociedad; de la misma forma se acomete una aproximación al proceso de profesionalización de la Educación Social a través del modelo teórico que los autores Sáez y García (2006) proponen, mediante el cual se delimitan los actores (...) que están involucrados en el proceso profesionalizador de la Educación Social y la interacción que existe entre ellos. Finalmente la cuestión que se trata es la idea de la Educación Social como elemento transformador de la ciudadanía a través de la participación, que propicia el cambio de actitudes y motivaciones en los individuos. En este artículo se analiza una recreación quijotesca en la novela de Graham Greene Monseñor Quijote. Para ello se utilizan dos términos procedentes del Derecho romano: los conceptos de autoridad y poder. En esta obra de Greene, la autoridad surge de los libros o de autores de libros, cuya lectura permite que la vida siga teniendo sentido. En Greene encontramos la estrategia de lectura conocida como las sortes virgilianae que permite a los personajes orientarse en las dificultades diarias. Sin embargo, (...) el poder está caracterizado por su condición iletrada, la ausencia de libros y su ignorancia. In this article a novel by Graham Greene entitled Monsignor Quixote is analysed, a book that involves a recreation of the novel by Cervantes. The author of this article employs two concepts from Roman law: authority and power in his analysis. In this work by Greene, authority arises from the books or the book writers, whose reading allows life to keep making sense. In Greene, a strategy of reading known as the sortes virgilianae is found and this allows the characters to get their bearings in the daily difficulties. We analyze conceptual patterns shared by Michael Ende’s novel about time, Momo, and examples of time conceptualization from psychology, sociology, economics, conventional language, and real social practices. We study three major mappings in the materialization of time: time as money in relation with time banking, time units as objects produced by an internal clock, and time as a substance that flows. We show that binary projections between experiential domains are not enough to model the complexity of meaning construction in these (...) widely successful examples. To account for the intricacies of time materialization in context, we use generic integration templates, models for conceptual templates based on Fauconnier and Turner’s Blending Theory. The interplay of such detailed patterns with pragmatic and cultural factors, including diachronic aspects, is crucial to identify the cognitive models at work, and the factors that guide their instantiations as a variety of surface products. The blending model for the spatialized time can be refined and extended to the materialization of time. (shrink)

Machine unlearning (MU) is often analyzed in terms of how it can facilitate the “right to be forgotten.” In this commentary, we show that MU can support the OECD’s five principles for trustworthy AI, which are influencing AI development and regulation worldwide. This makes it a promising tool to translate AI principles into practice. We also argue that the implementation of MU is not without ethical risks. To address these concerns and amplify the positive impact of MU, we offer policy (...) recommendations across six categories to encourage the research and uptake of this potentially highly influential new technology. Necessity and sufficiency are the building blocks of all successful explanations. Yet despite their importance, these notions have been conceptually underdeveloped and inconsistently applied in explainable artificial intelligence, a fast-growing research area that is so far lacking in firm theoretical foundations. In this article, an expanded version of a paper originally presented at the 37th Conference on Uncertainty in Artificial Intelligence, we attempt to fill this gap. Building on work in logic, probability, and causality, we establish the central role of (...) necessity and sufficiency in XAI, unifying seemingly disparate methods in a single formal framework. We propose a novel formulation of these concepts, and demonstrate its advantages over leading alternatives. We present a sound and complete algorithm for computing explanatory factors with respect to a given context and set of agentive preferences, allowing users to identify necessary and sufficient conditions for desired outcomes at minimal cost. Experiments on real and simulated data confirm our method’s competitive performance against state of the art XAI tools on a diverse array of tasks. (shrink)

The international network of submarine cables plays a crucial role in facilitating global telecommunications connectivity, carrying over 99% of all internet traffic. However, submarine cables challenge digital sovereignty due to their ownership structure, cross-jurisdictional nature, and vulnerabilities to malicious actors. In this article, we assess these challenges, current policy initiatives designed to mitigate them, and the limitations of these initiatives. The nature of submarine cables curtails a state’s ability to regulate the infrastructure on which it relies, reduces its data security, (...) and threatens its ability to provide telecommunication services. States currently address these challenges through regulatory controls over submarine cables and associated companies, investing in the development of additional cable infrastructure, and implementing physical protection measures for the cables themselves. Despite these efforts, the effectiveness of current mechanisms is hindered by significant obstacles arising from technical limitations and a lack of international coordination on regulation. We conclude by noting how these obstacles lead to gaps in states’ policies and point towards how they could be improved to create a proactive approach to submarine cable governance that defends states’ digital sovereignty. Organisations that design and deploy artificial intelligence (AI) systems increasingly commit themselves to high-level, ethical principles. However, there still exists a gap between principles and practices in AI ethics. One major obstacle organisations face when attempting to operationalise AI Ethics is the lack of a well-defined material scope. Put differently, the question to which systems and processes AI ethics principles ought to apply remains unanswered. Of course, there exists no universally accepted definition of AI, and different systems pose different ethical (...) challenges. Nevertheless, pragmatic problem-solving demands that things should be sorted so that their grouping will promote successful actions for some specific end. In this article, we review and compare previous attempts to classify AI systems for the purpose of implementing AI governance in practice. We find that attempts to classify AI systems proposed in previous literature use one of three mental models: _the Switch_, i.e., a binary approach according to which systems either are or are not considered AI systems depending on their characteristics; _the Ladder_, i.e., a risk-based approach that classifies systems according to the ethical risks they pose; and _the Matrix_, i.e., a multi-dimensional classification of systems that take various aspects into account, such as context, input data, and decision-model. Each of these models for classifying AI systems comes with its own set of strengths and weaknesses. By conceptualising different ways of classifying AI systems into simple mental models, we hope to provide organisations that design, deploy, or regulate AI systems with the vocabulary needed to demarcate the material scope of their AI governance frameworks. The world’s current model for economic development is unsustainable. It encourages high levels of resource extraction, consumption, and waste that undermine positive environmental outcomes. Transitioning to a circular economy (CE) model of development has been proposed as a sustainable alternative. Artificial intelligence (AI) is a crucial enabler for CE. It can aid in designing robust and sustainable products, facilitate new circular business models, and support the broader infrastructures needed to scale circularity. However, to date, considerations of the ethical implications of (...) using AI to achieve a transition to CE have been limited. This article addresses this gap. It outlines how AI is and can be used to transition towards CE, analyzes the ethical risks associated with using AI for this purpose, and supports some recommendations to policymakers and industry on how to minimise these risks. Healthcare systems are grappling with critical challenges, including chronic diseases in aging populations, unprecedented health care staffing shortages and turnover, scarce resources, unprecedented demands and wait times, escalating healthcare expenditure, and declining health outcomes. As a result, policymakers and healthcare executives are investing in artificial intelligence (AI) solutions to increase operational efficiency, lower health care costs, and improve patient care. However, current level of investment in developing healthcare AI among members of the global digital health partnership does not seem to (...) yield a high return yet. This is mainly due to underinvestment in the supporting infrastructure necessary to enable the successful implementation of AI. If a healthcare-specific AI winter is to be avoided, it is paramount that this disparity in the level of investment in the development of AI itself and in the development of the necessary supporting system components is evened out. In the digital age, the use of advanced technology is becoming a new paradigm in police work, criminal justice, and the penal system. Algorithms promise to predict delinquent behaviour, identify potentially dangerous persons, and support crime investigation. Algorithm-based applications are often deployed in this context, laying the groundwork for a ‘smart criminal justice’. In this qualitative study based on 32 interviews with criminal justice and police officials, we explore the reasons why and extent to which such a smart criminal justice (...) system has already been established in Switzerland, and the benefits perceived by users. Drawing upon this research, we address the spread, application, technical background, institutional implementation, and psychological aspects of the use of algorithms in the criminal justice system. We find that the Swiss criminal justice system is already significantly shaped by algorithms, a change motivated by political expectations and demands for efficiency. Until now, algorithms have only been used at a low level of automation and technical complexity and the levels of benefit perceived vary. This study also identifies the need for critical evaluation and research-based optimization of the implementation of advanced technology. Societal implications, as well as the legal foundations of the use of algorithms, are often insufficiently taken into account. By discussing the main challenges to and issues with algorithm use in this field, this work lays the foundation for further research and debate regarding how to guarantee that ‘smart’ criminal justice is actually carried out smartly. PI is the philosophical field concerned with the critical investigation of the conceptual nature and basic principles of information, including its dynamics, utilisation, and sciences, and the elaboration and application of information-theoretic and computational methodologies to philosophical problems. This book lays down, for the first time, the conceptual foundations for this new area of research. It does so systematically, by pursuing three goals. Its introductory goal is to help the reader to gain a better grasp of the complex and multifarious nature of the various concepts and phenomena related to information. A ventilação mecânica invasiva (VMI) tem como objetivo melhorar trocas gasosas e reduzir o trabalho ventilatório de pacientes críticos. O desmame em traqueostomia é realizado usando modo ventilatório espontâneo e períodos fora da VMI de forma progressiva. O modo ventilatório utilizado pode ser, entre outros, ventilação por pressão (PSV) ou ventilação proporcional assistida (PAV). O objetivo foi comparar o uso do modo PSV e PAV no desmame de pacientes traqueostomizados. Foram recrutados 14 indivíduos, alocados em dois grupos, PSV e PAV, (...) realizaram protocolo de desmame e ao final foram avaliadas as variáveis tempo de VMI em traqueostomia, tempo de desmame ventilatório e taxas de sucesso de desmame. O grupo PAV obteve uma mediana melhor no desfecho dias de desmame, mas sem diferença estatisticamente significativa (p=0,459). Nosso estudo não sustenta o modo PAV como melhor escolha para desmame em pacientes traqueostomizados, são necessários novos estudos com tamanho amostral maior. (shrink)

Our research discusses how four main ethical challenges to veganism manifest in the context of Iceland. Veganism is becoming an increasingly popular lifestyle in many parts of the world, especially in OECD countries. Studies on the motivation for choosing a vegan lifestyle (which includes, but is not restricted to, following a vegan diet) include ethical considerations, dietary choices, personal health, taste, religious and political beliefs, or environmental concerns. Ethics plays a particularly important role, and as such, veganism has become a (...) central object of interest in recent conversations on animal rights and welfare among ethicists. Our analysis reviews four ethical challenges (i.e., the challenge of universality, demandingness, causal impotence, and the least environmental harm principle) in the literature that problematize the norms and rationale underpinning veganism and vegan discourse and discusses how each applies within the context of Icelandic society and geography. We conjecture that the particular economic, demographic, and geographic characteristics of Iceland indicate that being vegan in Iceland does not free oneself of having global social and environmental impacts on account of chosen dietary options. All diets constitute global systems that account for dependencies and opportunities, vulnerabilities, and strengths, which may challenge the assumption that veganism is a more socially and environmentally sustainable dietary option within this particular regional context. I explain the emergence of Love the Archer in Antiquity through conceptual integration from earlier materials: Apollo the Archer personifying death, erotic emissions in lyric imagery, the link between passion and extreme illness, and possibly the arrows of glance. Today, open source intelligence (OSINT), i.e., information derived from publicly available sources, makes up between 80 and 90 percent of all intelligence activities carried out by Law Enforcement Agencies (LEAs) and intelligence services in the West. Developments in data mining, machine learning, visual forensics and, most importantly, the growing computing power available for commercial use, have enabled OSINT practitioners to speed up, and sometimes even automate, intelligence collection and analysis, obtaining more accurate results more quickly. As the infosphere expands to (...) accommodate ever-increasing online presence, so does the pool of actionable OSINT. These developments raise important concerns in terms of governance, ethical, legal, and social implications (GELSI). New and crucial oversight concerns emerge alongside standard privacy concerns, as some of the more advanced data analysis tools require little to no supervision. This article offers a systematic review of the relevant literature. It analyzes 571 publications to assess the current state of the literature on the use of AI-powered OSINT (and the development of OSINT software) as it relates to the GELSI framework, highlighting potential gaps and suggesting new research directions. Action perception and recognition are core abilities fundamental for human social interaction. A parieto-frontal network (the mirror neuron system) matches visually presented biological motion information onto observers' motor representations. This process of matching the actions of others onto our own sensorimotor repertoire is thought to be important for action recognition, providing a non-mediated “motor perception” based on a bidirectional flow of information along the mirror parieto-frontal circuits. State-of-the-art machine learning strategies for hand action identification have shown better performances when sensorimotor (...) data, as opposed to visual information only, are available during learning. As speech is a particular type of action (with acoustic targets), it is expected to activate a mirror neuron mechanism. Indeed, in speech perception, motor centers have been shown to be causally involved in the discrimination of speech sounds. In this paper, we review recent neurophysiological and machine learning-based studies showing (a) the specific contribution of the motor system to speech perception and (b) that automatic phone recognition is significantly improved when motor data are used during training of classifiers (as opposed to learning from purely auditory data). IntroductionThere is a need to maintain rehabilitation activities and motivate movement and physical activity during quarantine in individuals with Cerebral Palsy.ObjectiveThis paper sets out to evaluate the feasibility and potential benefits of using computer serious game in a non-immersive virtual reality implemented and evaluated completely remotely in participants with CP for Home-Based Telerehabilitation during the quarantine period for COVID-19.MethodsUsing a cross-sectional design, a total of 44 individuals participated in this study between March and June 2020, 22 of which had CP (...) and 22 typically developing individuals, matched by age and sex to the individuals with CP. Participants practiced a coincident timing game1 and we measured movement performance and physical activity intensity using the rating of perceived exertion Borg scale.ResultsAll participants were able to engage with the VR therapy remotely, reported enjoying sessions, and improved performance in some practice moments. The most important result in this cross-sectional study was the significant increasing in rating of perceived exertion in both groups during practice and with CP presenting a higher rating of perceived exertion.ConclusionChildren with CP enjoyed participating, were able to perform at the same level as their peers on certain activities and increased both their performance and physical activity intensity when using the game, supporting the use of serious games for this group for home therapy and interactive games.Clinical Trials Registrationhttps://Clinicaltrials.gov, NCT04402034. We provide a simple model to measure the impact of aggregate risks. We consider agents whose rankings of lotteries over vectors of outcomes satisfy expected utility and separability. Such rankings are characterized in terms of aggregative utilities that measure sensitivity to aggregate uncertainty in a straightforward way. We consider applications to models of product variety, portfolio choice, and public attitudes towards catastrophic risks. The framework lends support to precautionary measures that penalize policies for exposure to correlation.
