I argue that in his case the agent cannot be morally responsible for what he did, Because it was not within his power not to be compelled to do it. So frankfurt's case is not a counter-Example to this principle.

Dans le cadre de la Théorie de la Relation Interlocutive, nous proposons que l’interprétation sémantique et pragmatique de excuse me et sorry, qui ne sont pas, par essence, des marqueurs d’excuse, s’effectue en fonction de deux types de relation interlocutive différents qui conduisent à plusieurs interprétations possibles d’un événement perturbateur. Excuse me est considéré comme marqueur duophonique, c’est-à-dire comme une forme qui impose un désaccord entre un pôle émetteur et un pôle récepteur. After the end of the Cold War, many in the West viewed Africa as a testing ground for the solidarist argument that sovereignty was no longer an absolute principle and that the international community could intervene to protect individual from human rights violations. This argument seems particularly challenging in the African context, given the continental leadership’s historic commitment to territorial integrity and non-intervention. However, as the author shows, African leaders from 1945 to 1990 were largely upholding the pluralist international norms (...) of the time. In other words, the case for humanitarian intervention – and the problems posed by the practice – are not region-specific. The early 1990s, during which the United Nations intervened in Somalia, seemed to confirm the solidarist position. However, the failure to intervene in Rwanda in 1994, and the more recent experience of interventions in Sierra Leone, present a more mixed picture. Humanitarian intervention remains a controversial practice because of its coercive means, and its tendency to attribute blame or responsibility in what are often very complex civil conflicts. L’action publique devra également trouver les moyens de prendre en compte les mouvements qui font de leurs objectifs des impératifs moraux catégoriques et ne sont pas forcément prêts à prendre en compte d’autres considérations, et à construire des compromis. Enfin, les risques extrêmes ne peuvent être tous anticipés ; mais il est possible d’en rendre plus méthodique et plus systématique l’anticipation et la prévention, ainsi que la préparation des actions à mener pour y faire face quand ils se matérialisent – c’est le sens des démarches d’évaluation nationale des risques. Henrich et al. propose that humans are genetically equipped with learning mechanisms that enable them to acquire the preferences and beliefs related to economic prosocial behaviors. In addition to their cross-cultural data, they cite developmental evidence in support of this theory. We challenge Henrich et al.'s interpretation of the developmental data in a discussion of recent work which suggests that preferences for altruism and fairness may have an innate basis.

In writing about `whiteness' we are trying to enact a `way of talking' that draws in part on Aboriginal ideas about how to conduct a conversation or tell a story. We also use Homi Bhabha's ideas of `third space' (an `interruptive, interrogative, and enunciative' space) and hybridity as a related way to think through the problems of essentializing binaries and rigid identities. In Aboriginal cultures in Australia and Canada, rather than adopting the `neutral' or `objective' stance common in the academy, (...) it is customary to introduce oneself to one's audience, providing a context to assist in interpretation and exchange. Without such an introduction, real stories cannot be told and productive conversations cannot happen. We thus begin our conversation with each other and with you by examining our personal relationship to the idea of whiteness in order to reveal some of its complexity in Canada and Australia. `Whiteness' as an abstraction has proved useful in moving the invisible norm to visibility, but we show how an awareness of `whiteness' in the two locations can be recuperated to re-privilege the already privileged. Aboriginal speakers and writers have theorized `whiteness', in many cases from outside the academy, in the process `hybridizing' traditional genres. For many of them, Aboriginality, like whiteness, is a construct that often stands in the way of thinking clearly about where to go next in the fight against racism. (shrink)
