In the nineteenth century, the Friars Minor of the Province of Ireland assigned many documents from St. Isidore’s for use in their Irish friaries. In 1872, amid the unrest caused by the Risorgimento, medieval and early-modern Irish Franciscan manuscripts were transferred to Dublin.3 At the Merchants’ Quay Convent, the librarians T.A. O’Reilly, O.F.M. and E.B. On completion of his novitiate, Wadding’s superiors sent him to the University of Coimbra and from there, to Salamanca. At Easter 1613, Luke Wadding was ordained to the priesthood after his studies. This article discusses the significance of international borders in Europe and Northeast Asia during the Cold War (1945–1989) and after. Using the concept of ‘moral hazard’, the article examines what happens when great powers frequently violate the borders of neighboring countries without suffering adverse repercussions. Norms of sovereignty and territorial integrity are viable only if large countries are willing to uphold them most of the time. The Soviet Union used or threatened to use military force against East European countries (...) on numerous occasions (1953, 1956, 1968, and 1980–1981) with impunity. The Russian Federation adopted a broadly similar policy toward neighboring countries that had been republics of the Soviet Union until 1991. Russian forces in Georgia, Moldova, Tajikistan, Belarus, and Ukraine served as instruments of Russian hegemony in those countries. Until 2014, Western governments made little or no effort to deter or counter Russian military encroachments in neighboring republics. Since the critique of psychologism initiated by Gottlob Frege and championed by Edmund Husserl, logicians and psychologists alike have adhered to a strict division of labour. This has created a gap between reasoning as a psychological phenomenon and logic. However, reasoning involves logic, and logic is the benchmark of rationality; intuitively at least, reasoning and logic are connected. Recently, attempts have been made to bridge the gap, but the strict division of labour is often eroded. Jean Piaget conceived genetic epistemology (...) as a science of the growth of knowledge, and since logical knowledge is in its purview the accusation of psychologism was omnipresent. In this paper, I outline Piaget's psychological account of the development of logic and argue that he successfully navigated the hazards of psychologism. In essence, he minds the gap by preserving the division of labour; however, by making logic the mirror of thought, he also intimated at a bridge. Concrete correspondences between logic and psychological structures of thought lie at the heart of Piaget's metaphor, and, by building on these foundations, I illustrate how an axiom schema for sentential logic can be derived from the interpropositional grouping, Piaget's psychological model of the operational structure characterising hypothetico-deductive reasoning. On March 11, 2011, a magnitude 9.0 earthquake and thirty-eightmeter high tsunami destroyed Tokyo Electric’s Fukushima nuclear power complex. The disaster was not a high-damage, low-probability event. It was a high-damage, high-probability event. Massive earthquakes and tsunamis assault the coast every century. Tokyo Electric built its reactors as it did because it would not pay the full cost of a meltdown anyway. Given the limited liability at the heart of corporate law, it could externalize the cost of running reactors. In (...) most industries, firms rarely risk tort damages so enormous they cannot pay them. In nuclear power, “unpayable” potential liability is routine. Privately owned companies bear the costs of an accident only up to the fire-sale value of their net assets. Beyond that, they pay nothing — and the damages from a nuclear disaster easily soar past that point. Government ownership could eliminate this moral hazard — but it would replace it with problems of its own. Unfortunately, the electoral dynamics in wealthy modern democracies combine to replicate nearly perfectly the moral hazard inherent in private ownership. Private firms will build reactors on fault lines — but so will governments. (shrink)

Financial crises are now commonplace in the global economy. It was not always so. For over two decades after World War II, under the Bretton Woods system of capital controls, financial crises were relatively rare.[1] Since the early 1970’s the number and frequency of financial crises (currency crises, banking crises, sovereign debt crises, or combinations thereof) increased dramatically, culminating in the enormously destructive global crisis of 2008-2009. (By one count, there were at least 124 banking crises between 1970 and 2008. (...) During the postwar decades before 1970 the number is: two.[2]) What explains the post-1970 rise? The date suggests a natural explanation: capital liberalization. With the early 1970’s breakdown of Bretton Woods, governments increasingly removed controls on private capital movements across their borders. As capital flows dramatically increased, economically integrated countries became markedly more susceptible to financial crises as compared to the postwar years of careful controls. While each crisis has its own varying local causes, and leaves plenty of blame to go around, the general tendency for crises to become more numerous and more frequent is substantially (even if not wholly) explained by a major trend in government policy: the choice of governments to remove capital controls has created a global economic environment in which financial crises readily break out. It is difficult to overstate the profoundly consequential nature of this choice. More than most any adverse economic event—and import surge, downturn in the business cycle, a commodity price spike—financial crises cause severe and potentially irreparable harm on a large and even global scale. Developing countries from Argentina to Mexico to Japan to Malaysia have become familiar with crisis-induced ravages of high unemployment, reduced tax revenue, exploding public debt, and cuts in social services. The losses often fall to very poor people, though they would be significant for most anyone.. (shrink)

This is a fresh and stimulating analysis of the esthetic experience in terms of the import it gives to the role of "affective hazard" in the constitution of the esthetic form. The author, who comes with a background in English literature, proposes that all esthetic experiences have one common feature, their form as felt unity which endows the object with a value that distinguishes it from other objects. The experiencer as one of the terms of the relationship is confronted (...) with a manifold of elements one of which stands out in a hazardous way as an impediment to the union of the terms. Its very hazardousness, however, impregnates the whole structure, and in spite of an apparent obstruction to the order it actually bestows a balance and symmetry that would otherwise be lacking. There is a bending, but no breaking; the fragility itself is a necessary precondition for the form that constitutes the esthetic experience marking the object as a potentiality for some form yet unactualized but implicitly determined. The scholastic notion of being is evident in Slattery’s analysis of form as the principle of "unity," "intelligibility," and "determination." Rather than emphasize the static quality of things she chooses to focus on the object as both open and closed; open to receive many forms but closed in that it is only actualized as one form by a mind who at will chooses it from a manifold of other possible forms which it rejects. Unlike the Aristotelian form which inheres in the thing independent of the experiencer the form in the esthetic object is constituted by an experiencer who is an active participant in the relationship. This active term also confers upon the object its value which defines it as an object of esthetic quality. Interspersed throughout the book are descriptive analyses of various esthetic forms that illustrate what Slattery means by the decisive role of "affective hazard," and it is here that she is at her best. So well does she capture the essence of the dynamic richness peculiar to the esthetic object that she evokes in the reader an affective excitement and an awareness of a felt unity. Pierre Bayle and Voltaire confronts the ideas of the two philosophers and formulates some prudent conclusions about their relationship. Since Bayle's works run to nine long folio volumes and Voltaire's come to fifty quartos in the Moland edition, one cannot help but be impressed by the magnitude of Professor Mason's undertaking and by his ability to reduce his findings to a book of just over one hundred and fifty pages. In the case of Bayle and Voltaire, the basic facts concerning influence are readily available. We know what works of Bayle's were in the library at Ferney; we can see the pages the Enlightenment philosopher marked as he read; we have almost two hundred references to Bayle in Voltaire's works and letters (listed chronologically by Mason in an appendix); and critical editions, such as Morize's Candide and Lanson's Lettres philosophiques, have disclosed how consistently Voltaire turned to the Dictionnaire historique et critique or other works from Bayle's pen for information. Yet, when dealing with passages that seem to rely on Bayle for factual content, a scholar runs into many hazards. Voltaire may draw his data from Bayle, from Bayle's source, from an intermediary, or from an outside source. We know that he consulted Richard Simon, Spinoza, Dora Calmet, and Dr. Astruc as well as Bayle for his Biblical criticism. Therefore, it is very frequently impossible to be sure just how much Bayle's thinking 126 HISTORY OF PHILOSOPHY contributed to the philosophe'~. Philosophers from Plato and Augustine to Heidegger, Nozick, and Baudrillard have warned us of the dangers of living on too heavy a diet of illusion and make-believe. But contemporary cultural life provides broader, more attractive opportunities to do so than have existed at any other point in history. The gentle forms of self-deceit that such experiences require of us, and that so many have regarded as ethically unwholesome or psychologically self-destructive, can in fact serve as vital means to political reconciliation, (...) cultural enrichment, and even (a kind of) utopia. -/- The first half of the book provides a highly schematic definition of simulated experience and compares it with some claims about the nature of simulation made by other philosophers about what it is for one thing to be a simulation of another. The author then provides a critical survey of the views of some major authors about the value of certain specific types of simulated experience, mainly in order to point out the many puzzling inconsistencies and ambiguities that their thoughts upon the topic often exhibit. In the second half of the book, the author defends an account of the positive social value of simulated experience and compares his own position to the ideas of a number of utopian political thinkers, as well as to Plato's famous doctrine of the "noble lie." He then makes some tentative practical suggestions about how a proper appreciation of the value of simulated experience might influence public policy decisions about such matters as the justification of taxation, paternalistic "choice management," and governmental transparency. According to Emma Borg, minimalism is (roughly) the view that natural language sentences have truth conditions, and that these truth conditions are fully determined by syntactic structure and lexical content. A principal motivation for her brand of minimalism is that it coheres well with the popular view that semantic competence is underpinned by the cognition of a minimal semantic theory. In this paper, I argue that the liar paradox presents a serious problem for this principal motivation. Two lines of response (...) to the problem are discussed, and difficulties facing those responses are raised. I close by issuing a challenge: to construe the principal motivation for BM in such a way so as to avoid the problem of paradox. (shrink)

It has been argued in the conservation literature that giving conservation absolute priority over competing interests would best protect the environment. Attributing infinite value to the environment or claiming it is ‘priceless’ are two ways of ensuring this priority (e.g. Hargrove 1989; Bulte and van Kooten 2000; Ackerman and Heinzerling 2002; McCauley 2006; Halsing and Moore 2008). But such proposals would paralyse conservation efforts. We describe the serious problems with these proposals and what they mean for practical applications, and we (...) diagnose and resolve some conceptual confusions permeating the literature on this topic. The contemporary canon of what constitutes ancient political thought was fixed in the course of the nineteenth century by the then newly reigning discipline of the philosophy of history. It made little difference whether this discipline was positivistically or dialectically inclined. Whatever the methodological commitment there was general agreement that the sources of ancient wisdom on the nature and ends of social and political life were to be found in the political and ethical writings of Plato and Aristotle and, to (...) a lesser extent, Cicero. Here Cicero was read, in part, as a repository of a Stoic political wisdom that had not survived in the original texts. According to this tradition, genuine, if not final, political wisdom is to be found in the reflections of these ancient thinkers -- not a totally unexpected conclusion to come from philosophers. For these nineteenth-century practitioners of Geistesgeschichte the essence of ancient experience is distilled in its inner life, its art, literature, religion, and above all in its philosophical speculation, but not, for instance, in its political experience as recorded in its history. Lottery puzzles involve an ordinary piece of knowledge which seems to imply knowledge of a so-called “lottery proposition,” which itself seems unknown: I might be said to know that I won’t be going on safari next year. But if I were to win the lottery, I would go, and I don’t know that I won’t win the lottery. Examples can be multiplied. Thus we seem left either with the paradoxical position of knowing certain ordinary propositions, but failing to know the (...) lottery propositions they imply, or else conceding to the skeptic. I present a version of reliabilism according to which empirical knowledge is true belief produced by a reliable process causally connecting belief and fact. According to this theory, if my ordinary belief and my belief in the lottery proposition are suitably connected to the facts that render them true, both count as knowledge. In cases where my ordinary belief and my belief in the lottery proposition are not suitably connected to the relevant facts, neither count as knowledge. Thus the paradoxical air of lottery puzzles is removed, and skepticism is avoided. (shrink)

If temporal parts are bona fide parts, then it is fitting to clarify and extend that notion (and related ones) using the resources of a theory of parts. But it often seems that those engaged in the 3D/4D debate appear to take for granted that, aside from introducing a welcome measure of rigor to the discussion, issues regarding theories of parthood can be allowed to recede into the background. What follows challenges that assumption — I demonstrate that the nature of (...) the fundamental mereological relation1 can decisively influence the outcome of the debate over persistence. In short, I show that if the fundamental mereological relation is proper parthood-at-atime then four-dimensionalism is false.2 Recognizing this does at least two things for us. First, it supplies a framework in which three-dimensionalists can clarify two things they have tended to say all along, namely that persisting things are ‘wholly present’ throughout their careers and that they do not have temporal parts. Second, it re-focuses the debate on a narrower and perhaps more tractable question: “What is the nature of the fundamental mereological relation?”. (shrink)

Self-representational theories of consciousness hold that a mental phenomenon is conscious if, and only if, it presents, among other things, itself. But in conscious perception one may lose oneself in the object perceived and not be aware of one’s perceiving. The paper develops a Brentano-inspired response to this objection. He follows Aristotle in holding that one is aware of one’s perceiving only ‘on the side’: when one perceives something one’s perception neither is nor can become observation of itself. I argue (...) that the arguments Brentano gave for this claim in Psychology from an Empirical Standpoint are wanting. Rego (bio)I once attended a Buddhist meditation retreat, led by an American meditation teacher. The instructor had studied and practiced is Asia for many years and was well versed in the practices and teachings of Buddhism. Among his opening remarks was something along the line of the following: "One question that is asked on every retreat is, (...) 'if there is no true self, then who is it who has come here to become free of the illusion of a self?' The answer is, I don't know, but we can start anyway."This sense of practicality in the face of unanswerable questions is built into Buddhism, as is the relationship among the particularities of each individual, a process akin to externality, mental well-being, and morality.I raise Buddhism both because of its central interest into the nature of the self (an obviously germane consideration in the papers under discussion) and because of this second feature noted, namely the comfortable integration of individuality, character building, ethical action, and mental well-being (the issue of the true self will, thankfully, have to wait). It is this theme that I raise via the discussion of externality.The commentaries of Talmadge and Graham, unintentionally I think, pull me toward a beguiling observation in my daily practice of psychiatry. Namely, patients commonly report their clinical improvements in terms of how they deal better with others, how they are more thoughtful and even handed (with themselves included), and how they better cope with the demands of their individual lives. In senses both highly individual and highly principled, and in ways both explicit and implicit, when patients feel better they often feel that they are better people (all the kinds of treatment mentioned in my paper equally apply; there is no exclusivity in this result).There is also an interesting consistency in a dual manner in which this is expressed. In one way people report the improved coping, handling, and so on mentioned. In the next breath the same person commonly says, "I feel like myself."The meditation instructor would be pleased; it appears that through a process of becoming aware of and letting go of some form of negativity an individual feels better, acts better, and feels more unified. (As the instructor was psychologically sophisticated, he would not mistake the "like myself" sentiment as a Buddhist heresy. Rather, he would understand it as a reflection of being more at ease with and aware of disparate parts of himself.) And all this without figuring out who the real self is. [End Page 331]I mention these observations about Buddhism and clinical care because when I consider the processes of evaluating, deciding, and forging identity and volition it seems to me that somewhere between the lines the individual is aligning himself with some sense of what is good. The resultant experience of volition and cohesive identity is, often but not always, experienced as good both psychologically and morally.Change, Others, and ValuesIn the two commentaries that follow my paper on Frankfurtian externality and therapeutic change (Rego 2004), Talmadge (2004) and Graham (2004) highlight different aspects of externality and therapeutics. Talmadge, an addiction psychiatrist, expands the theme of volitional change in recovery from addiction. For Talmadge, as for most in the field, the question of when and how an addict has truly committed to change (hitting "rock bottom"? accepting the first of the twelve steps?) is perennially in the air. Such knowledge would be invaluable in guiding addicts along their rocky paths.Although still far short of the mark, Talmadge finds some illustrative guidance in Frankfurt. The shift that takes place within the addict to place him on the road to recovery is not necessarily "rock bottom," or conformity to a program's dictates or a state of new knowledge. Rather, it is a shift in will. By whatever process (and Talmadge is quite aware that there seem to be many paths) the addict has come to care about sobriety in a way he or she did not before. Regardless of unpredictable and contingent geopolitical events such as last year’s surprising rejection of the European Constitution in France and the Netherlands, this coming year will certainly witness a large surge in patriotism. The Winter Olympics in February, and the World Cup in the summer, both promise to whip national sentiments into a fever pitch. One other thing is certain, though: journals of philosophy and ethics will continue to debate the virtues of cosmopolitanism, as this number of Ethical Perspectives does (...) through its contributions below.Why is this? Why do philosophers and academics hold on to this idea of cosmopolitanism, an idea utterly lacking in the convictions of the general public? Is it perhaps because the first cosmopolitans were in fact philosophers? The first to identify himself as a cosmopolitan was Diogenes the Cynic, and Plato’s dialogues paint many of the Sophists in cosmopolitan hues. Although people generally support the idea of internationalism as far as it promotes trade, travel, and football tournaments, once it begins to meddle in internal affairs, as it does with outsourcing and transnational constitutions, they tend to fall back upon the patria. They killed Socrates for corrupting the youth of Athens, not the youth of the world.Whether it is the service and manufacturing industries of Asia and India ‘stealing’ American jobs, or widespread fears of Brussels’ legendary bureaucrats, the non-academic public consistently turns from its tepid embrace of cosmopolitanism to patriotism whenever threatened. Are we too quick to label this as self-interest or even selfishness? Or is there something else at work in the debate between cosmopolitanism and patriotism? Some approaches to cosmopolitanism are certainly guilty of an absolute removal of difference, of wishing away the nation state, of replacing it with an international body based on purely universal principles, and of wiping away the competencies of nations on many levels. The call for the world state can come across as an appeal for an anodyne and internationalist homogeneity based on a clinical morality that, for all its sensitivity, runs roughshod over the well-engrained cultural, legal, and social beliefs of many peoples.Clearly, this is what many Europeans fear, and to a large degree, Americans as well in their dislike for the International Court of Justice. Even the economic hegemony of outsourcing removes national power, and replaces it with pure economic rationality.Our contributors below do not advocate these reductions, although some may point to them. Key to each contribution below is sensitivity to the world as it is, to its need for difference even in the face of an ever-increasing globalisation that sometimes is connected with cosmopolitanism. Yet, every proponent of cosmopolitanism must sketch how it is possible in practice. Of course, an obvious problem is how to dwell consequently as a cosmopolitan. Not many contemporary cosmopolitans would be prepared to follow Diogenes’ commitment to rootlessness: living in exile after having been included in a forgery conviction aimed at his father, the ascetic Diogenes called a barrel his home. Such was his drive to live a levelled life that he cast away his only bowl upon seeing a poor peasant boy drinking from cupped hands. Today’s cosmopolitan leads a much more prosaic life, and hence the problem with cosmopolitanism begins as something mundane. Does not a cosmopolitan still pay national taxes? Does not a cosmopolitan still need a national passport and second country visas? But, the questions quickly turn ontological: how can one shed oneself of one’s nationality, of one’s belonging, as if it is just an accident of one’s own constitution, instead of as an important property of one’s own constitution? In other words, belonging is important: a citizen of the world still values citizenship. Clearly, the absolute cosmopolitan reduction is an absurdity: one is always rooted, in some sense. Even cosmopolitanism is rooted in a specific Western mindset, and is no self-evident preference of human existence.As Rudi Visker’s contribution so clearly shows through an investigation of the narcissism of minor differences, these questions revolve around the question of confrontation with alterity. What I am, in no small way plays off what I am not. I cannot be everything, if I am something. Freud’s analysis of minor differences reveals that members of a group identify with that group on the basis these minor differences. What is self-evident to a particular culture marks that culture off from another culture, a culture that by definition does not share the same set of the self-evident. To be a foreigner, as any ex-patriot can attest, is to stand outside of the self-evident, whether this means interpreting gestures, understanding commercial practices, or, as Freud would have it, staying on the correct side of national taboos. There is thus a dialectic of inner and outer, a dialectic which refuses a reduction of one to the other. As Visker puts it, recognising the stranger within oneself is quite different than recognising the stranger outside of oneself, and to confuse these as being the same is not only to misunderstand the very issue at stake, it is also a dangerous trivialisation of difference.But clearly, there is something viable and laudable in the idea of cosmopolitanism, since it stresses the universal moral community of humanity. Cosmopolitanism is an attempt to see all human subjects as subject to the same moral law. Indeed, the sort of federation to which cosmopolitanism leads, at least in a modified Kantian expression as Bert van Roermund tells us, even gives us good grounds to recognise the legitimacy and moral equivalence of states. Importantly, the international legal order does not draw its power from any supranational force, but from the choice of independent national actors to recognise it. Hence, this cosmopolitan order depends on nationhood, and good standing within this order depends on the degree to which a country decides to participate. Again, the universal here depends on well-rooted particularity, a particularity able to choose for the universal.What do we do, then, with outlaw nations, those nations that are hostile to the choice for the universal? Through a clear reading of Hegel, Paul Cobben proposes that the metric for a state’s legality is the measure to which it permits the moral freedom of its citizens to bloom. A free person requires a free legal order; only in such can a person obtain the full measure of human rights due. States that do not permit this blooming are illegitimate; they contradict the nature of the human person, and citizens dwelling under the yoke of these have the right to ask for outside assistance in removing this illegitimate power above them. However, for this plea to be met, two conditions must obtain: the oppressed people must have the wherewithal to form a political order after the removal of the illegitimate state, and the action must be grounded in the principles and support of a legal community, which in essence would be a world federation of states. In fact, it is morally incumbent upon all legal states to aim at such a world federation, upon pain of contradiction.Our duty to others does not end with the politically oppressed; the economically oppressed also lay a moral claim upon us. So, as Toon Vandevelde asks in his contribution, what about the global poor? The poor are hungry and in need of shelter and a future, but to address these issues at the level of rights is in a way heartless: what good does it do to legislate that everyone has the right to food, when this right can never be called upon, or enforced, in any meaningful sense? Moreover, approaches that demand non-prioritised generosity not only ignore the fundamental economic fact of scarcity, they also run the risk of creating the moral hazard of dependence on charity. The true cosmopolitan approach is the recognition of our common humanity and of our concomitant duty to help others as far as this help does not endanger us. This duty is compounded by the marginalisation of the poor through globalisation, a globalisation that they did not ask for. The extent of our help is indeterminate, but its direction is clear: it must aim to integrate those poor who wish it within our international systems, and so to ease their own transitions from poverty.Both Gil Anidjar and Maria Bonnafous-Boucher continue this theme of economy, but each from a highly specific viewpoint. Indeed, their contributions are perhaps somewhat darker, delving into an aspect of the unspoken underneath the choice for the universal. Anidjar begins with the relation between religion and economy within the interplay of Judaism and Christianity, whereas Bonnafous-Boucher focuses on the development of political economy through a Foucaultian lens. Although highly distinct contributions, both share the insight that the economy is now the central theme of our power structures, and that economy, isolated from questions of morality or justice, must likewise play a decisive role within the structure of cosmopolitanism, or, at minimum, the political unity of peoples. For, national government long ago ceded to a promiscuous mix of governance, and religion to economy. This nexus enthrones governance as an economic rationale stripped of all other trappings, and inscribes any possible cosmopolitanism within a framework of an aggressive capitalism, a kind of economic theology, a kind of hegemony in which state boundaries are essentially liquefied. Several authors have recently attempted to provide a physicalist analysis of causation by appealing to terms from physics that characterise causal processes. Accounts based on forces, energy/momentum transfer and fundamental interactions have been suggested in the literature. In this paper, I wish to show that the former two are untenable when the effect of enclosed electromagnetic fluxes in quantum theory is considered. Furthermore, I suggest that even in the classical and non-relativistic limits, a theory of fundamental interactions should not be (...) reduced to either a theory of forces or of energy/momentum transfer, but should be understood as a classical account of mutual interactions. Causal links are therefore correctly characterised by generalised potentials. This leads to some speculation regarding the fundamental ontology of interactions and, in particular, the role of the quantum mechanical phase. (shrink)
