In 2007, then Australian Prime Minister Howard said of the Murray-Darling Basin’s rivers that action was required to end the ‘The tyranny of incrementalism and the lowest common denominator’ governance to prevent ‘economic and environmental decline’. This paper explores the management of these rivers as an epicentre for three key debates for the future of Australia. Information on biodiversity, analyses of the socio-ecological system, and climate change projections are presented to illustrate the disjunction between trends in environmental health and (...) the institutions established to manage the Basin sustainably. Three key debates are considered: (1) conflict over the allocation of water between irrigated agriculture versus a range of other ecosystem services as the latest manifestation of the debate between adherents of the pioneering myth versus advocates of limits to growth in Australia; (2) cyclical crises as a driver of reactive policy reform and the prospects of the 2008 Water Act forming the basis of proactive, adaptive management of emerging threats and opportunities; and (3) subsidiarity in governance of the environment and natural resources in the Australian federation. Implementation of the 2012 Basin Plan as promised by the Federal Government ‘in full and on time’ is a key sustainability test for Australia. Despite Australian claims of exceptionalism, the Murray-Darling Basin experience mirrors the challenges faced in managing rivers sustainably and across governance scales in federations around the world. The Australian government's response to the Millennium Drought (1997–2010) has been met with praise and contestation. While proponents saw the response as timely and crucial, critics claimed it was characterized by government overreach and mismanagement. Five months of field research in farm communities in the Murray Darling Basin (MDB) identified two dominant discourses: administrative rationalism and a local community-based discourse I have termed community-centrism. Administrative rationalism reflects the value of scientific inquiry in service to the state and is the (...) dominant research-based problem-solving model used by water and natural resource agencies (Dryzek in The politics of the earth: environmental discourses, Oxford University Press, 2013; Colloff and Pittock in Aust J Water Resour, 23(2):88–98, 2019). Community-centrism was identified through discussions with farmers and represents a bottom-up approach to environmental planning and management that seeks to incorporate local knowledge, planning, and direct participation. This investigation reveals how discourses define problems and policy choices. While market-based government interventions were likely necessary to address the crisis in the MDB, community-centred responses could have enhanced the government’s capacity to respond to problems. This paper argues that the long-term sustainability of water management in the Basin will require a reorientation on the part of farmers, academics, and governments to develop a community-centred approach to water policies impacting agriculture. The analytic method by which Descartes discovered the first principle of his philosophy—cogito, ergo sum—is a unique cognitive process of direct insight and nonlogical inference. It differs markedly from inductive as well as deductive procedures, but also from older models of the direct noetic apprehension of first principles, notably those of Plato and Aristotle. However, a critical examination of Descartes’s argument for the innateness of the idea of God shows that there are serious obstacles in the way of his employment (...) of the analytic method of discovery to reach this or any other conclusion about ideas that do not fall within the scope of ordinary human experience. With the systematic aim of clarifying the phenomenon sometimes described as “the intellectual apprehension of first principles,” Descartes’ first principle par excellence is interpreted before the historical backcloth of Aristotle’s Posterior Analytics. To begin with, three “faces” of the cogito are distinguished: (1) the proto-cogito (“I think”), (2) the cogito proper (“I think, therefore I am”), and (3) the cogito principle (“Whatever thinks, is”). There follows a detailed (though inevitably somewhat conjectural) reconstruction of the transition of the mind from (1) (...) via (3) to (2) and back again to (3). What emerges is, surprisingly, a non-circular, non-logical, and ultimately non-mysterious process by which first principles implicitly contained in a complex intuition are gradually rendered explicit (and, if abstract, grasped in their abstract universality). This process bears a striking family resemblance to that intuitive induction (“grasping the universal in the particular”) which Aristotle scholars have distinguished from empirical forms of induction. Meaney argues “that the doctrinal content of Marx’s Grundrisse is indebted for its logical form to Hegel’s exposition of logical categories as found in the Wissenschaft der Logik”. Meaney builds upon an important work by Hiroshi Uchida which had already explored Marx’s debt in the Grundrisse to Hegel’s Logic. But beyond Uchida’s claims, Meaney maps the entire structure of the Grundrisse onto the parallel movements of Hegel’s larger Science of Logic. Meany’s text contains (...) seven chapters. Besides the introduction and conclusion, one chapter discusses money as being, two discuss capital as essence or the essence of capital, and two more discuss the concept of capital in its objective, conceptual completeness. In Reconstructing Reason and Representation, Murray Clarke offers a detailed study of the philosophical implications of evolutionary psychology. In doing so, he offers new solutions to key problems in epistemology and philosophy of mind, including misrepresentation and rationality. He proposes a naturalistic approach to reason and representation that is informed by evolutionary psychology, and, expanding on the massive modularity thesis advanced in work by Leda Cosmides and John Tooby, argues for a modular, adapticist account of misrepresentation and knowledge. Just (...) as the reliability of representation can be defended on the basis of an account of the proper function of cognitive modularity, misrepresentation can be explained through an appeal to the "gap theory," by noting the divergence between the proper and actual domains of cognitive modules in a massively modular mind.Clarke argues for an externalist, modular reliabilism by suggesting that evolution has equipped us with generally reliable inferential systems even if they do not always produce true beliefs. He argues that reliable deductive and inductive inference occurs only when cognitive modules deal with actual domains that are sufficiently similar to their proper domains. This psychologically informed, naturalized adapticism leads to the suggestion that knowledge is a set of natural kinds housed in the modules of a massively modular mind. Typically, the proper function of these cognitive modules is to provide us with truths that enable us to satisfy our basic biological needs. Beyond reasoning modules, other cognitive modules discussed include the ability to orient ourselves in space, and our abilities with language, numbers, object reasoning, and social understanding. Clarke also defends Cosmides and Tooby's massive modularity hypothesis against such critics as Jerry Fodor by demonstrating that these critics consistently misrepresent Cosmides and Tooby's position. The problem arises when logic is used to describe the effects of actions and events. Put simply, it is the problem of representing what remains unchanged as a result of an action or event. Many researchers in artificial intelligence believe that its solution is vital to the realization of the field's goals. Solving the Frame Problem presents the various (...) approaches to the frame problem that have been proposed over the years. The author presents the material chronologically--as an unfolding story rather than as a body of theory to be learned by rote. There are lessons to be learned even from the dead ends researchers have pursued, for they deepen our understanding of the issues surrounding the frame problem. Understanding the ethics of enhancement begins with getting clear about the concept, as well as the factors likely to move people to pursue biomedical enhancement. This article first considers the usefulness of the distinction between therapy and enhancement for understanding the ethics of enhancement. Once the conceptual underbrush has been cleared away, we can move on to ethics. The next section examines critically a number of arguments that have been offered to defend biomedical enhancement, or, at least, to claim that (...) efforts to deter it are either ethically or practically mistaken. Finally, the article considers a set of arguments that take the ethics of enhancement to be a serious matter and that gives reasons to question whether some biomedical enhancements, for some purposes, may be ethically suspect.
