This far-ranging and ambitious attempt to rethink postcolonial theory's discussion of the nation and nationalism brings the problems of the postcolonial condition to bear on the philosophy of freedom. Closely identified with totalitarianism and fundamentalism, the nation-state has a tainted history of coercion, ethnic violence, and even, as in ultranationalist Nazi Germany, genocide. Most contemporary theorists are therefore skeptical, if not altogether dismissive, of the idea of the nation and the related metaphor of the political body as an organism. Going (...) against orthodoxy, Pheng Cheah retraces the universal-rationalist foundations and progressive origins of political organicism in the work of Kant and its development in philosophers in the German tradition such as Fichte, Hegel, and Marx. Cheah argues that the widespread association of freedom with the self-generating dynamism of life and culture's power of transcendence is the most important legacy of this tradition. Addressing this legacy's manifestations in Fanon and Cabral's theories of anticolonial struggle and contemporary anticolonial literature, including the Buru Quartet by Indonesian writer Pramoedya Ananta Toer, and the Kenyan writer Ngugi Wa Thiong'o's nationalist novels, Cheah suggests that the profound difficulties of achieving freedom in the postcolonial world indicate the need to reconceptualize freedom in terms of the figure of the specter rather than the living organism. In this book Jürgen Habermas addresses some of the most pressing social and political issues of our time: the consequences of the collapse of communist regimes in Eastern Europe and the former Soviet Union; the resurgence of nationalism and right-wing violence in Europe; and the prospects for a transformation of international relations and the building of a more just and peaceful world order. During the last three decades, Europe has undergone numerous periods of economic and political instability. The process of European integration, once hailed as a beacon of a peaceful co-operation between many, if not all, European nations appears to be stagnating, giving rise to notoriously more frequent manifestations of xenophobic violence, nationalism and right-wing fundamentalism. This book evaluates the portrayal of the migrant Other in selected examples of contemporary French and German cinema from the period 1989-2020 in the context of (...) the ongoing debate about European identity and its socio-political significance. It focuses on the films of some of Europe's most prolific contemporary filmmakers, such as Michael Haneke, Claire Denis and Fatih Akin. It examines cinema's importance not only in reference to various theoretical evaluations of the concept of European identity, but also many notable events that have taken place in Europe in the last thirty years, such as the collapse of the 'Iron Curtain' in 1989, the historical expansion of the European Union in 2004, the migration 'crisis' of 2015, 'Brexit' and the war in Ukraine. This article examines the contending redefinitions of national identity in contemporary Germany's memorial culture, focusing particularly on the ensemble of monuments and parade fields known as the former Nazi Party rally grounds in Nuremberg. In a detailed case study, I analyse the recent conversion of one of the physical remnants of National Socialism – Albert Speer's transformer station – into a fast-food restaurant and interpret this conversion as a novel contribution to the discourse on German nationhood. I (...) argue that the provocative commercial reutilisation of the former Nazi monument gives expression to a renewed self-confidence that Germany has gained from displaying a willingness to face up to its past as perpetrator nation. While the intervention thus deviates from the self-indicting spirit that had been characteristic for Germany's memorial culture after World War II, an ironic note is conspicuous in this act of commemorative politics that indicates a way of dealing with the fascist legacy that is, surprisingly in some respects, superior to more conventional memory strategies. Human groups, such as families, tribes, and nations, are often perceived as possessing mental qualities and characteristics more or less common to the group as a whole. This ancient tendency to attribute properties of personality or individuality to human aggregates is particularly strong nowadays with regard to nations, the basic units of political action in this age of nationalism and internationalism.In the recent UNESCO study by W. Buchanan and H. Cantril, How Nations See Each Other (1953), based on an eight-nation (...) sample, few findings are more revealing than the low frequency of respondents who declare themselves unable to characterize their own nation. All but a very small proportion gave their views freely when asked to describe the character of their countrymen. When this same question was asked with regard to a series of other nationalities, the “Don't know” responses (“impossible to characterize”) were in some cases much more frequent—up to 71 per cent as in the case of the German sample in regard to the Chinese; in others again very low—down to 3 per cent as in the western European responses regarding the United States. These variations are assumed to reflect differences in the degree of familiarity of nations with each other, depending on their mutual relationships over time, their physical proximity or distance, and so on. The Nation as Philosophical ProblemThe problem of the nation is well articulated in a speech given in 1985 by then president of the Federal Republic of Germany, R. Von Weiszäcker:I belong to a people, the German people. What are the characteristics which we Germans share as a people? What does it mean to belong to such a people? What does the fact that I am German have to do with my identity as a person? Does this fact place (...) a claim on me? Does it mark me? Does it include responsibilities for me? Does it include obligations to me as a German, obligations which I would otherwise not have to fulfil? It is up to us to give content to the term ‘German,’ a content with which we ourselves and the world would like to live in peace.This is not a psychological comment. It is not about the deep-seated need of people to express feelings of collective identity. The question of the nation here is asked from a normative perspective. A study probing the ambiguities of German nationhood. Berman takes a theoretical perspective of cultural studies, exploring such themes as: the constitution of nationhood; what holds a citizenry together; and history's role in providing a framework for current identities and institutions.

The managerial turn in academia is currently broadly discussed. Based on empirical data gathered from a sample that includes all German universities, we can give a broad and fine-grained account of this turn. What we can clearly see is that whole new categories of administrative management positions have been created over the last years. Furthermore, within the non-academic staff we can see a profound restructuration. Lower-level positions like those for clerical work decreased, while higher-level positions in the administration increased. (...) However, and in contrast to studies of countries, we do not observe a general shift from academic to non-academic positions. In addition to the statistical analysis of survey data and personnel data, we conducted seventy in-depth interviews with heads of administrative management units, in particular those being created over the last two decades, for example, on quality control, technology transfer, and career service. Although we clearly see important changes indicating a managerial turn in higher education, core characteristics of a professional organization whose basic processes are ultimately controlled by academics and not by administrators or managers have been retained. England, known as “the empire without sun settling down” and being among the final winners of the World War I (1914-1918), had one of the heaviest defeats of its history against the Ottoman Empire in the Kut al-Amara, which happened on 29 April 1916 close to Baghdad. Following the defeat of Kut al-Amara, which was the most important war trauma for England during the World War I, the Turks and Germans, as winner side of the battle were evaluated by British (...) prisoners from military, political, cultural and socio-psychological aspects in their memories. Content analysis method is used in the article for qualitative evalution of the data related to the Turkish and German image reflected in the memories of British prisoners after the siege of Kut al-Amara. The alliance between Turks and Germans is regarded as contrast in terms of important elements as national and ethnic identity, language, religion and culture in the main sources of the research as My Compain by Charles Townshend, Besieged in Kut and After by Barber, A Kut Prisoner by Bishop, In Kut and Captivity with the Sixth Indian Division by Sandes, The Secrets of a Kuttite by Mousley which occationally use exaggerated language and the subjective information due to the impact of traumatic defeat.Summary: Being a heroic epic in the war history of Turkey, Kūt al-‘Amāra has been the subject of very fewer researches until recently, despite its importance in Turkey’s history. This argument is supported by the fact that the memoirs by Ottoman soldiers related to the WWI, which also encompass information about Kūt al-‘Amāra, were published half a century after the war at the earliest. Unlike the records of Turkish soldiers participating in Kūt al-‘Amāra, the memoirs and the war diaries of British soldiers were published shortly after the war, as early as possible, between the years of 1918-1921. The authors of these memoirs and war diaries informed the public on the reasons for the defeat of Kūt al-‘Amāra on the one hand, and on the other hand created the Ottoman and Turkish image which was concidered differently in the British society in terms of culture and civilization. They also strengthened this image over that of German’s, with whom they shared many common values despite the fact that they represented the opposite fronts of the war.It is worthy mentioning that the role of the Ottoman army in the victory of Kūt al-‘Amāra was highly underestimated by the memoirs of the British prisoners. According to the authors, it is not the Turkish army that has achieved real victories over the British, but Germany’s support, notably General von der Goltz, the great strategist of Europe. The effects of bad weather conditions and geographical situation are also emphasized among the reasons of the defeat of Kūt al-‘Amāra. Consequently, the success of the Turkish army in the victory of Kūt al-‘Amāra was ignored, except for the role of Halil Pasha. The image of an army that knows the trench and defence techniques well, but fails to attack is one of the prominent evaluations in the memoirs related to the Turkish military characteristics.The British prisoners of war, who evaluate the Turkish and German image through the economic and political situation, draw a very desperate picture of the situation of the Turks in the mentioned areas. According to this image, corruption and bribery prevails at every stage of the Turkish government. The Turks are unable to repay their dept to Germany, which dominates the economy of the country completely. According to these records, besides ordinary people, the army is also facing great difficulties in meeting basic requirements. To convert the Ottoman Empire into their own property and keep the Turks under their control in military, economic and political spheres, the Germans lend a high amount of money.On the basis of Turkish soldiers encountered in Kūt al-‘Amāra, the British prisoners characterizes the Turks as physically large, hard and strong-bodied people. The authors also note that the Turks are not as cold-blooded, calm and obedient as they seem at first sight, rather they become rude people when they get angry. Another feature that British prisoners evaluate as a potential of the Turks, is their childish spirit. In as much as they are happy with small things and can be offended by small things. According to the memoirs, the Germans should not be allowed to benefit from these characteristics of the Turks, but the British should take the advantage of their potential power.The moral characteristics of the Turks and the Germans are among the most emphasized subjects. Written in exceptional time such as war, sometimes the diaries include exaggerated and sentimental phrases related to the moral attitudes enemy soldiers exhibited during siege, as well as captivity. Turks are regarded as negligent and careless rather than cruel or ruthless. They owe these characteristics to their Eastern identity, which is different from the Europeans having virtues such as task responsibility and diligence. The moral characteristic of the Turks regarding the duty, responsibility and kindness is evaluated comparatively with the civilized and humanistic behaviors of the Germans towards the prisoners. Being Europeans, the Germans often come to the fore because of their more polite treatment towards the British prisoners. Although the Germans as an enemy fought against the British on the front, they were kind to them in the Ottoman territories as the only civilized people among the barbarian peoples of the East.The Turks and the Germans are compared in the field of education, as well as other areas of development. The authors emphasize that the education level of the Turks is very low; Armenian and Greek subjects of the Empire are its brain and financial resources, which is the reason why the Turks are anxious about them. The Germans have the superiority in both transportation and communication technology in the Ottoman territories. One of the reasons they had a huge investment on the Ottoman territories is the Berlin-Istanbul-Baghdad-Basra railway. The British prisoners give details on the German communication technology they encountered during both the battle and the captivity days in Anatolia. In addition to the transport and communication technology, they also record much German-made military equipment, from weapons to maps.Evaluating the Turks and the Germans as opposites, the British prisoners draw an image for the latter, with whom they share a common cultural legacy, as a fully equipped enemy in terms of technology and strategy on the front, and the civilized Europeans characterized with their virtue in non-war situations. On the contrary, the Turks are described as a strong defender and daredevil soldiers on the front line, but strategically weak on the front. In terms of duties and responsibilities, the Turkish soldiers are presented with negligent and irresponsible approach towards their prisoners. The images of the Turks and the Germans, which are compared by the British prisoners, are often based on their Eastern and Western identity. The Turks symbolize the East with economic, political and cultural backwardness, yet quite the contrary, the Germans symbolize the West in terms of development, modernity and civilization. The British prisoners sometimes used exaggerated expressions in their approaches regarding both sides, as well as different details in terms of information and interpretation about the same event, due to the trauma of defeat. It is well documented that the language skills of preschool children differ substantially and that these differences are highly predictive of their later academic success and achievements. Especially in the early phases of children’s lives, the importance of different structural and process characteristics of the home learning environment (HLE) has been emphasized and research results have documented that process characteristics such as the quality of parental interaction behavior and the frequency of joint activities vary according to the socio-economic status (SES) (...) of the family. Further, both structural and process characteristics are associated with children’s language development. As most of the studies focus on single indicators or didn’t take the dynamics of parenting behavior across age into account, the present paper aims to investigate the associations of different characteristics of the home learning environment as well as their potentially changing impact on the language skills of 2-year-old children. Using data of 2.272 families of the infant cohort study of the German National Educational Panel Study (NEPS), longitudinally assessed process characteristics (sensitivity in the sense of maternal responsivity to the child’s behavior and signals in mother–child interaction; maternal stimulation behavior which goes beyond the child’s actual level of action and development; frequency of joint picture book reading) and structural characteristics (mother’s education, equivalised household income, parental occupational status) were considered. Language skills (vocabulary and grammar) of the children at the age of two were measured by a standardized and validated parent report instrument (child language checklist). Results showed that (1) all three process characteristics of the home learning environment (HLE) are associated with the family’s SES; (2) across three assessment waves nearly all process characteristics predicted children’s vocabulary and grammar skills with some process-specific changes across waves; (3) despite separate direct effects of nearly all HLE-process characteristics in each wave, the amount of explained variance in a joint model including the HLE facets from each wave is hardly higher than in the separate models; and (4) socioeconomic background predicted both language facets of the children in each model even when controlling for the assessed process characteristics of the home learning environment. This essay deals with conditions, challenges and perspectives concerning the legal system of the European Union after the Lisbon treaty has entered into force. It starts out by recalling constitutional principles such as primacy, direct effect and consistent interpretation of the European legal order on the one hand and the relationship of cooperation between the Court of Justice and national courts – notably pointing out the importance of the preliminary procedure (Article 267 TFEU) – on the other hand. In (...) addition, characteristics of the legal system of the European Union such as the integration of national legal systems are highlighted. It is accentuated that the legal community of the European Union depends on the acceptance by all 27 Member States. Furthermore, the normative quality of European law-making is discussed as well as the necessity for a sufficient democratic legitimation of European Law. As impressively illustrated by the financial crisis, the European Union is much better equipped with possibilities to effectively fulfil regulatory tasks than any Member State. The author shows developments with regard to European Union citizenship, non-discrimination, the Charter of Fundamental Rights - that is now equipped with binding character – and the vertical distribution of competences between the European Union and the Member States, including explanations relating to subsidiarity requirements and their judicial review. Franziska Rehlinghaus weist nach, dass der deutsche Schicksalsbegriff seit seiner Etablierung um 1650 ein zentraler Ausdruck epochenspezifischer Problemstellungen war, so dass man von der Neuzeit als einem fatalisierten Zeitalter sprechen kann. Dafür rekonstruiert sie erstmals den semantischen und den funktionalen Wandel sowie die Konjunkturen des Schicksalsbegriffs von der Aufklärung bis zum Beginn des 20. Jahrhunderts.

This article investigates some special criteria of implementation of the EU directives into the national legal order and the consequences of their non-compliance, that could arise from the EU membership obligation to the European Union law. The most important acting form for the Institutions of European Union comes after the Reform treaty of Lisbon the form of the EU directive. The law-making practice of the Institution of the European Union set out with different levels of full or partial harmonization (...) of the EU directives. Consequently, there comes the problem of the enforcement of the adopted EU directives into the domestic legal order. The article analyses the changes in European Union law after the Reform of Lisbon. The investigation begins with treatment of the general characteristic of the EU directive. After that it analyses the choice of primary legal ground for adopting of the EU directive and the consequences of its wrong choice for the legality of the EU directive. (shrink)

Because of their basic level, textbooks show the assumptions and biases of art historians more clearly than does advanced, and therefore more restricted, scholarship. Textbooks are the rock, as it were, within which lie the strata of historical method. They bury, and so preserve for the good and ill of students , not so much individual historical data, which can be picked up or rejected rather easily, as those things which give the appearance of intellectual grasp to historical writing: its (...) generalizations, its interpretations, its sweeping perspectives. The successive editions of Helen Gardner's Art through the Ages can tell us much about the assumptions that have pervaded art historical education in America over the past century. The first edition, published fifty years ago last year, is worth looking at in some detail, because for all its seminal importance in the teaching of art history it is by now little more than a deposit in library stacks. A mere glance will show that it is not ours. Indeed, the distance we have gone since then is exactly measured by the gaucheries it displays. It is half the length of modern surveys, and it makes no pretense either to completeness or to objectivity. It is arranged by period and style until we reach the Renaissance , at which point, in keeping with the interest of an earlier age in national characteristics, each country receives its due chapter. The Italian Renaissance, as befits the central position of the primitives in American taste then, has four chapters to itself. Thereafter, except for a final, brief section on contemporary art, each national school is taken to the period of its decline. This, of course, will vary. France is taken through Cézanne; England through the Pre-Raphaelites and William Morris; Spain, thanks to Goya, into the early nineteenth century; and Dutch and Flemish art only through the seventeenth century, but without Bosch or Bruegel. As for Germany, though the chapter heading promises us "From the Gothic Age to the Nineteenth Century," in fact it is on Durer and Holbein. What fulfills the promise of the title appears in its entirety thus: "After the death of these two masters, largely on account of exhaustion from wars there was very little production, until the second great manifestation of the German people came in the music of the eighteenth and nineteenth centuries."1 No pretense here at dutiful compilation; high points, after all, are high points. · 1. In lieu of an abstract, here is a brief excerpt of the content:Journal of the History of Ideas 62.2 (2001) 335-358 [Access article in PDF] Between East and West: Hegel and the Origins of the Russian Dilemma Ana Siljak Nikolai Berdiaev, the eminent twentieth-century Russian philosopher, wrote that the "problem of East and West" was an "eternal" one for Russia. 1 Attempting to make sense of the violent upheavals that shook Russia in 1917, Berdiaev believed that the source of Russian (...) troubles lay in the "inconsistency of the Russian spirit" due to the "conflict of the Eastern and Western elements in her." 2 Russia, he argued, always contained within its wide territory an invisible and shifting border between two continents, and thus Russian society was forever torn between two cultures. Berdiaev insisted that Russia could not discover its true calling or its place in the world until it resolved its internal conflict between East and West. 3Berdiaev was contemplating the course of the nineteenth century, when Russia's geographical destiny had deeply troubled Russian intellectuals. In the late 1830s Russian thinkers began their minute analyses of cultural and historical sources, hoping to determine the essential character of their nation and believing that their research would enable them to predict Russia's future. Often, diverse questions of progress and stagnation, tradition and innovation, and the individual and society were all framed within this overarching problem of East versus West.It is tempting to see this Russian dilemma as longstanding and natural, given Russia's position between two continents. Indeed, many recent scholars have argued that Russian encounters with Asia, taking place within the framework of Russia's territorial expansion eastward, forced Russians to examine their relationships [End Page 335] with the Eastern, Asian world. 4 It is true that European geographers and historians have debated the location of the border between Asia and Europe since the Middle Ages. The Muscovite state of the fifteenth and sixteenth centuries, for example, was well acquainted with cultures and lands to its East, engaging in trade and diplomatic relations with Muslim Tatars and others. Yet there is little evidence to suggest that Muscovy was concerned about its position between Eastern and Western countries. 5 Even Peter the Great, whom historians have credited for bringing European customs into Russia, was little concerned with the European/Asian divide in Russian culture. For him the most important geographical question was Russia's place among the northern states, and he was particularly obsessed with Sweden as Russia's primary military rival. 6After Peter's reign, educated Russians, as they became increasingly acquainted with Western European culture, experienced their first pangs of envy and self-doubt in the face of perceived European superiority. Nonetheless, throughout the eighteenth century few cultured Russians had trouble embracing a diverse historical legacy and national character--German, Slavic, Asian. After all, Europeans themselves were proud of their barbarian past. Peter the Great's chief historian, V. N. Tatishchev, wrote with full confidence and little concern that the Russian empire was located "in both Europe and Asia," noting that though more Russian people lived in Europe, Russia had more territory in Asia. Nun brauchen wir, wenn uns diese Frage gestellt wird, gottseidank gar nicht zu spekulieren, sondern können an gegebene Tatsachen anknüpfen. Denn wie sich beim G-7-Treffen in Elmau wieder gezeigt (...) hat, ist die Bundesrepublik faktisch in der Umweltpolitik der Vorreiter unter den großen Industrienationen. Platonic Production presents Prof. Stanley Rosen's Etienne Gilson Lectures, delivered at the Institut Catholique de Paris and now available in English for first time. His lectures bring Heidegger and Plato into a conversation around a basic philosophical question: Does the acquisition of truth resemble discovery or production? While Rosen undertakes a close examination of Heidegger's engagement with Plato, exposing some ways in which that engagement constitutes a misreading, the goals of his study are not exclusively critical. In arguing against the (...) claim that Plato stands at the beginning of Western metaphysical history which culminates in late modern nihilism, Rosen also points out how close Plato is to some characteristically Heideggerean themes and formulations. Heidegger is critiqued from the standpoint of Plato, but it is equally true that Platonic themes (such as the hypothesis of the Forms) are read anew in light of the questions raised by Heidegger. In keeping with the overarching theme of the Gilson Lectures, Rosen's six talks, and the introduction by the volume's editor aim to demon-strate that metaphysics is always possible, indeed inescapable, by meditating on the two philosophers whose thinking, especially where it diverges, centers on that very point. While Platonic Production takes up some of the most contentious issues in the Heidegger-Plato relationship, issues which are addressed in the always expanding scholarly literature and in Rosen's own earlier work, it is not at all intended exclusively for specialists in Plato or Heidegger. Rather, it is hoped that this volume will appeal to all who are interested in Greek and German thought and in the foundational questions which underlie the history of philosophy as a whole, both ancient and modern. This book examines "Taylorean social theory," its sources, main characteristics and impact. Charles Taylor's meta-narrative of secularization in the West, prominently contained in his major work A Secular Age (2007), has brought new insight on the social and cultural factors that intervened in such process, the role of human agency, and particularly on the contemporary conditions of belief in North America and Europe. This study discusses what Taylor's approach has brought to the scholarly debate on Western secularization, which has been (...) carried on mostly in sociological terms. McKenzie interprets Taylor's views in a way that offers an original social theory. Such interpretation is possible with the help of sociologist Margaret Archer's "morphogenetic theory" and by making the most of Taylor's particular understanding of the method of the social sciences and of his philosophical views on human beings, knowledge and modernity. After exploring the philosophical and sociological sources informing Taylorean social theory and proposing its basic concepts and hermeneutic guidelines, the author compares it with two widespread theories of secularization: the now waning "orthodox" account and that proposed by Rational Choice Theory scholars, particularly prevalent in the United States. In doing so, the book shows in which ways Taylorean social theory supersedes them, what new issues it brings into the scholarly discussion, and what difficulties might limit its future development. He work of the Russian nationwide conference ‘National identity through language and literature. Characteristics of conceptoshere of national culture‘ is analyzed in the article. Previous theoretical sources on the issue in question are summarized. The matters represented in the considered scientific forum are generalized. Diachronic analysis of national cultural consciousness as well as complex cognitive-based approach are used to investigate the issue. Special attention is paid to the study of linguistic world-image as exemplified in fiction, folklore, religious (...) texts, business papers, scholarly works and media texts, as well as to the research of intercultural communication in the era of multiculturalism and globalization. As long as terms ‘cultural code‘, ‘national code‘, and ‘fictional code‘ are not precisely defined, the problem of terminological field was noted, as well as the issue of linguo-cognitive interpretation of methods for representing country image in linguistic consciousness. The attention was paid to Russian as a foreign language, to perception and transforming of European cultural codes by American and western European writers in synchronous and diachronic ways. Geopolitical factor of North and South that matters both in global and local context was noted, particularly the issue of German distinction of the modern European mindset was reviewed. Lots of speaker papers mirrored interdisciplinary links that is of importance for contemporary scholarship in the context of globalization and multicultural society. Up-to-date schools of thought in the field of linguistics, literary studies and journalism were represented. (shrink)

The problem of the nation is articulated as the philosophical problem of the relation between the political and the non-political in the context of modernity. When the political relevance of traditional non-political bonds is removed, a new cohesion needs to be found between free and equal individuals. Three solutions are possible. The liberal-universalistic solution claims that there is no other source of unity than the political process itself; it finds the ingredients of political loyalty in the common rational agreement upon (...) principles of democracy. The nationalistic solution is an attempt to find those ingredients in particularistic allegiances of a non-political, ethnic-cultural nature. Both solutions, present in the old French-German debate on the nation, as well as in recent debates between liberalism and communitarianism, are criticized. Their revival in recent times is explained by the fact that they both represent an erosion of the political sphere that is characteristic for a post-ideological society. The first neglects the specific determinateness of the political, reducing it to the internationality of the market or to the moralism of rights. The second neglects the political nature of democratic legitimation by founding it on the claim to embody a particular culture or „Volk”. — In a discussion with Sandel, it is agreed that the political dimension needs a determinate form of collective identity and a non-contractual form of foundation. This form should not be situated however in the imaginary givenness of an ethnic-cultural context, but in the common undertaking of the moral task of institutionalizing ideals of liberty. These ideals are not an abstract set of principles, but are necessarily mediated by a particular common heritage or a political culture. Finally it is shown that such interpretation of nation or national citizenship is parallel to recent philosophical endorsement of ideals of civic republicanism or constitutional patriotism. (shrink)

From the summer of 2015 onwards the high influx of migrants and its effects have dominated the public debate in Europe. At first this influx posed mainly an administrative challenge in host countries such as Austria, Germany, and Sweden. Yet the seemingly incessant flow of migrants from Africa, Asia, and the Middle East, seeking refuge from war or economic deprivation, soon sparked a heated controversy on the possibility of integrating people from very different cultural and religious backgrounds into European societies. (...) Security concerns following the Paris attacks of November 2015 fuelled support for right-wing parties and extremist movements all over Europe. Meanwhile, one EU member state after another introduced restrictive policies contravening the open border policy introduced by the Schengen Agreement in their attempt to shift the administrative burden of handling the migrant crisis onto neighbouring states. The growing anxiety around questions of identity and security was compounded by growing concerns about the economy and welfare. In this essay I delineate the role played by public intellectuals in the debate about this crisis. Drawing on Richard Posner’s broad definition of a public intellectual as someone who writes knowledgeably about ideas for a popular audience on matters of public concern, I focus on how German public intellectuals debated the questions of national identity and the role of the nation-state in the EU migration crisis. This publication is an article 2, expanding on the topic, outlined in article 1, published earlier in “Philosophical thoughts” (1019, No. 1). The author considers the constitutional prerequisites of the anthropological anti-Utopia of the Third Reich, the main principles of which were deduced from the folk-political and folk-cultural versions of the German philosophical anthropology completed with ideological statements of the industrialism. The functional potential of the human ideals is regarded. These ideals are canonized in the ideology of the (...) class='Hi'>national-socialism with the symbolic representation as Leader, Worker and Soldier as practical persons are conceptualized as antipodes, which in the further myth creations of the national-socialism are concretized and became the features of heroes. The idea and realities of the folk educational state are analyzed including the chronological and topological characteristics of this anti-utopia with the practically unrestricted life-time and the dialectic of the European idea with paradox prescribing to it the Nordic origin. The significance of sacral meaning of the Third Reich is clarified in the categorical schemes of the political romantic. The consequences of intentional primitivism of the world view culture of the youth are detected in the landscapes of the anthropological anti-utopia with the transforming of the normal student into “the political soldier” and recognition of the masculine community as a structuring model of society. The anti-human intentionality of biological reduction of the new world view, which is founded on the myth of the origin and the race theory, is unveiled as a distinction between a “worse” and “non- worse” life what makes this anti-utopia a repressive one and legitimates the crime practices of the re-education and liquidation. Among the issues before the American People today none are of greater importance than that of National Planning. The gradual evolution of the processes of civilization to their present state has brought National Planning to public attention as the next logical step. No one can explore the facts of our natural resources, our tool-power and our man-power without becoming aware of their interdependences and the need of intelligent coordinated action concerning them, if an orderly progressive society is to (...) be established and maintained. If planning is to be incorporated in National Policy, the very nature of the problem itself and the facts and relationships to be dealt with should command the sincere and devoted attention of all groups of scientific workers in every field of human interest. It is not the purpose of this paper to argue this point. It will be assumed, before this group, that the planning process is a scientific process and therefore should be of great interest to the members of this association. In the short period assigned to the consideration of this subject, all that can be accomplished is to indicate what are some of the problems involved in scientific social planning. The inadequacies of the type of planning such as attempted by the German, Italian and Japanese Governments, to mention a few, and its comparison with the types of planning from which evolves a democratic social power, must be left for consideration at another time. The planning process as related to democratic social objectives is concerned with setting up a framework of relationships among the processes of civilization which has a high probability of attaining optimum social satisfactions. Modern civilization is founded on three primary dynamic systems each having its own characteristics. These dynamic systems will be termed “Systems of Power” and are:1. Systems of Resources Power2. The actuality of research paper is the integration of Ukraine into the European Union and the achievement of victory over Russia in the "hybrid war" of the XXIst century, the need to unite Ukrainian people around common goals based on national pride. The Ukrainians study two important concepts - the Ukrainian the national idea and the national identity, the means of their evaluation and development. The aim of the research is a critical analysis of common and distinctive (...) concepts of the UNI and national identity. The purpose of the research is to define the main difficulties for spreading the victorious UNI in present conditions; to research the practice of studying and measuring the numerous characteristics of national identification by sociologists and the other Ukrainian scholars. The research methodology has a modern system and multidisciplinary character. The method of dialectical analysis is taken from philosophy, evolutionary approach - from historical sciences, comparative analysis - from linguistics and pedagogics, etc. We will be constantly turning to the latest scientific discoveries in ethology, cognitive science, noohistory and the other “young” sciences, that is necessary for predictions in the topic of "national identification”. Particularly we are going to borrow foreign experience in the protection of the national language and in effective teaching of foreign languages. The main result of the research is the need to create and apply the UNI as a strategic means on consolidation of Ukraine. UNI-21 should rely on a combination of noohistory as the sum of exact dates of archaeological findings and the decoding of the DNA of their organic part. The facts about the Great Trypillya and the other ancestors’ achievements of Ukrainians for over 15,000 years have already raised national pride and created a scientific outlook. The noohistorians have created a new theory on the of the Indo-European languages’ family origin. Besides they confirmed the hypothesis of German linguists of the XIXth century about the extension of Indo-European languages’ family from Ukraine's forest steppes. These and other facts are forming a high national pride, which greatly facilitates the solution of language problems. Conclusion: We have proved that the experience of Ireland on the language issues has special significance for modern Ukraine. It is known that Ireland has been colonized by the United Kingdom for 800 years. The Irish were suffered from a linguistic split and separation of a part of the nation, but they did not lose their native language. And even after the “economic victory” over the colonialists in circumstances of a very high standard living they started to restore the Irish language position of the main state language. (shrink)

The article is an attempt to treat Thomas Mann’s The Magic Mountain as a novel about Germany. According to its author the spiritual condition of Germany personified by Hans Castorp was established during the history through the collision of the elements of Western and Eastern cultures. The first protest against the West was raised by Martin Luter in his critique that led to the internalization of German life. As a consequence, the culture of the nation was dominated by music. (...) This domination mirrored the process in which both elements characteristic for both antagonistic spheres, namely arbitrariness and order, were united as in music counterpoint. Thomas Mann’s idea of humanism, being the continuation of Goethe’s and Nietzsche’s postulates, is a project of their synthesis. (shrink)

This study tested the hypothesis that in the minds of adult religious adherents, acquired beliefs about the extraordinary characteristics of God coexist with, rather than replace, an initial representation of God formed by co-option of the evolved person concept. In three experiments, Christian religious adherents were asked to evaluate a series of statements for which core intuitions about persons and acquired Christian beliefs about God were consistent or inconsistent. Participants were less accurate and slower to respond to inconsistent versus consistent (...) statements, suggesting that the core intuitions both coexisted alongside and interfered with the acquired beliefs. In Experiment 2 when responding under time pressure participants were disproportionately more likely to make errors on inconsistent versus consistent statements than when responding with no time pressure, suggesting that the resolution of interference requires cognitive resources the functioning of which decreases under cognitive load. In Experiment 3 a plausible alternative interpretation of these findings was ruled out by demonstrating that the response accuracy and time differences on consistent versus inconsistent statements occur for God—a supernatural religious entity—but not for a natural religious entity. The first section sketches the institutional background of the discipline focusing on the characteristic features which emerged in different national traditions. The following sections—essentially restricted to the German speaking context—describe the development of the fields in research and teaching, ranging from the history of ideas to the social history of medicine, from philogical and editorial work to the philosophy (...) and sociology of medical knowledge. Since the collapse of the Soviet Union, discussion of alternatives to capitalism has increasingly ceded place to discussion of alternative "models" of capitalism. In this literature, "Anglo-Saxon" capitalism is frequently opposed to "Rhenish" capitalism. A classic example of the idiom is Michel Albert's Capitalism Against Capitalism. Albert and other "rhenanophiles" favorably contrast the generous social welfare provisions characteristic of the German "social market" economy to the relative lack of social protection that obtains in the United States and Great Britain. (...) The "solidarity" exhibited within the "Rhenish" model is, however, limited to members of the "national community." Millions of "foreigners" in Germany continue to have a legal status that not only restricts their access to social benefits, but makes them subject to expulsion. The withholding of citizenship discharges the same economic function as the generalized suppression of social welfare in "Anglo-Saxon" capitalism: viz, controlling "surplus" population and thus social costs. The German Stranger provides a guide to Leo Strauss that situates his thought in the context of National Socialism; by destroying any middle ground between 'Athens' and 'Jerusalem, ' Strauss undermined modernity's secular bulwark against political theology. Once National Socialism is understood as an atheistic religion re-enacted by post-Revelation 'philosophers, ' the German avatar of Plato's Athenian Stranger can be recognized as its principal theoreticia.

In English, little has been available of Fichte’s works. In 1873, Trübner in London brought out a volume of Popular Works containing a biographic memoir by the translator, William Smith, and three essays of Fichte’s: The Nature of the Scholar, The Vocation of Man and the Doctrine of Religion. In 1889, in a fourth edition of two volumes, there were three additions: The Vocation of the Scholar, The Characteristics of the Present Age and the score of pages of Outlines of (...) the Doctrine of Knowledge of 1810. Bajo el título “origen” se incluyen, principalmente, las motivaciones y el campo de aplicación al cual está referido. En el segundo paso, se presentan las características del análisis reflexivo, sobre todo en términos de supuestos y de la relación del mismo con el canon fenomenológico de estirpe husserliana. En el tercer paso, se valora el alcance del análisis reflexivo como técnica; en cierto modo, se estudia (...) cómo puede operar con y sin la fenomenología como enfoque, teoría o método integral dentro de la investigación. En el cuarto paso, se establece cómo el análisis reflexivo ha encontrado unas alternativas de aplicación, por parte de Lester Embree; sobre todo, se mira el enlace que tiene o puede tener con la individuación al tenor de la lectura de Ideas II de Husserl. Como cierre, en el quinto paso, se establece críticamente el alcance del análisis reflexivo y las posibilidades que ofrece para el desarrollo o continuación de la fenomenología, en el contexto de las vertientes contemporáneas sobre este enfoque.The article is divided into five moments. The third one assesses the scope of the reflective analysis as technique; in this way, it explores how can operate with and without the Phenomenology as approach, theory or method integral within the research. The fourth one sets how reflective analysis has found some alternatives of the application by Lester Embree; most of all, the link that has or can have is regarded with to the individuation in way of Ideas II by Husserl. Finally, it sets critically the scope of the reflective analysis and the possibilities for devel-opment or continuation of Phenomenology in the context of the contemporary approach in this perspective. Educational transitions play a pivotal role in shaping educational careers, and ultimately social inequality. Whereas parental socioeconomic status (SES) and cognitive ability have long been identified as key determinants of successful educational transitions, much less is known about the role of socio-emotional skills. To address this gap, the present study investigated whether Big Five personality traits predict success in the transition from secondary school to vocational education and training (VET) above and beyond SES, cognitive ability, and other covariates. Using data (...) from Starting Cohort 4 of the German National Educational Panel Study (NEPS; N = 4,137), we defined seven indicators of successful transition: obtaining a VET position, number of acceptances for VET positions, starting a VET position, (the absence of) dropout intentions and actual dropout, final VET grade, and satisfaction with VET. The results revealed that some Big Five traits were incrementally associated with several indicators of transition success. Conscientiousness emerged as the single most relevant trait, predicting all the transition success indicators but one (dropout intentions). The other Big Five traits had much weaker and less consistent links with transition success. Extraversion predicted the final VET grade and obtaining a VET position; Agreeableness was linked to a higher risk of dropout. Openness and Emotional Stability had no incremental effects on transition success. There was also some evidence for both compensatory and synergistic interactive effects, with Openness moderating mainly the effects of parental SES (on dropout intentions, actual dropout, and number of acceptances), and Agreeableness moderating the effects of cognitive ability (on obtaining a VET position, number of acceptances, and satisfaction with VET). Although individual effect sizes were small, the Big Five’s joint contribution to transition success was non-negligible, and often larger than that of sociodemographic characteristics and cognitive ability. Our results suggest a hitherto underappreciated contribution of personality to successful transitions to VET. (shrink)

What were the mechanisms through which fascism triumphed in Europe during the interwar period? According to Robert O. Paxton, this is the question one must ask in order to understand the real nature of Mussolini's and Hitler's political regimes. In fact, with “fascism,” Paxton adopts a category from political science that includes characteristics shared by both Italian Fascism and German National Socialism. Paxton aims at constructing this category on the basis of a descriptive study of the world in (...) which the Mussolinian and Hitlerian movements concretely established themselves in their respective societies. SUMMARYDuring the 1970s, widespread scientific interest in the risks of climate change prompted John A. Eddy, an astrophysicist with the National Center for Atmospheric Research in Boulder, CO, to investigate whether sunspots could be used to predict future climate changes. Methodologically, Eddy’s investigations were uniquely historical in nature. By interrogating old manuscripts of solar observations since the early seventeenth century, he identified what appeared to be a correlation between the so-called Maunder Minimum – a virtual cessation of sunspots between (...) 1645 and 1715 – and severely cold temperatures during the Little Ice Age. While he could not identify the physical mechanisms that governed solar-climate relationships, this historical episode fostered his curiosity. Fortuitously, Eddy’s solar-climate research coincided with efforts to use satellites to monitor and record variations in solar energy output, which in context constituted a significant development in managing environmental and technological risk.But using the Maunder Minimum to advance the frontiers of knowledge about solar-terrestrial relationships was not Eddy’s only – or even primary – motivation. In the mid-1840s, German astronomer Heinrich Schwabe discovered what appeared to be a decadal sunspot cycle, the existence of which inspired generations of astrophysicists to more precisely estimate its length as well as determine its underlying causes. Eddy, however, came to believe that the astronomical community failed to consider the implications of subsequent evidence suggesting that Schwabe's solar cycle was not an enduring characteristic of the sun. Instead, he reasoned that evidence offered by nineteenth-century European astronomers Gustav Sporer and Edward Maunder in the 1880s and 1890s had been entirely overlooked. But rather than arguing that their evidence was overlooked in error, Eddy identified what he cast as a conspiracy of wilful ignorance on the part of a staid and conservative astronomical community. By utilizing Eddy's private hand-written notes as they appeared in undergraduate lectures, public speeches and academic talks, as well as his appreciation for the seminal views of sociologist of science Thomas Kuhn, I show that Eddy sought to rectify this injustice by proposing a contrasting vision of science as an interdisciplinary, collaborative and creative process of exploring the ignored areas between scientific disciplines. In modern discourse about the history of science, it seems to be widely accepted that at the end of the nineteenth century, Germany was one of the leading countries in the production of science. In the past, historians of science tried to trace back a specific ‘German style’ of science that—in combination with other factors—determined this German dominance around 1900, especially in the life sciences. Considering the theoretical concept of ‘national styles’, it has to be kept in (...) mind that around 1900, contemporaries already proclaimed ‘national styles’ of science as representations of national identity. Thus, the question arises as to how far existing historiographical conceptions of national styles may include earlier claims and prejudices. Careful reconstructions of contemporary discourses on national styles and inquiries into the ‘stylisation’ of a dominant, successful ‘German style’ are necessary. One of the contemporary critics of a ‘German style’ of science was the physiologist Jacques Loeb (1859–1924), who emigrated to the USA in 1891. Loeb corresponded regularly with the physicist and philosopher Ernst Mach (1838–1916). Ernst Mach can be considered Loeb's intellectual father with whom he corresponded about strategic, philosophical, and epistemological questions. Using the Loeb–Mach correspondence, the aim of the paper is to reconstruct Loeb's conception of a ‘German style’ of science and its differences to an ‘American style’. Changes in his views are discussed as well as the roots of his views and some of their consequences. Finally, Loeb's ideas on national styles and his working profiles before and after his emigration are compared to historiographical analyses of ‘American’ or ‘German’ styles of science around 1900. The defeat of Germany and Japan in 1945 required historians in both countries to reevaluate the past to make sense of national catastrophe. Sebastian Conrad's The Quest for the Lost Nation analyzes this process comparatively in the context of allied military occupation and the Cold War to reveal how historians in both countries coped with a discredited national history and gradually salvaged a national identity. He pays special attention to the role of social, discursive, and transnational contexts (...) that shaped this process to highlight the different courses that the politics of the past took in postwar Germany and Japan. The picture that emerges of German and Japanese historiography and the respective attempts to come to terms with the past is at odds with the conventional narrative that usually praises West German historians and society for having come to terms with their dark past, as opposed to postwar Japan, which is usually regarded as having fallen short by comparison. There was in fact far more critical historiographical engagement with the past in Japan than in West Germany in the 1950s. Reasons for the divergent evolution of the politics of the past in Germany and Japan should not be sought in the peculiarities of postwar national history but rather in an entangled transnational context of defeat, occupation, and the Cold War, whose effects played out differently in each country. These conclusions and others reveal some of the opportunities and special challenges of comparative transnational history. (shrink)

In the 1960s and 1970s, scuba technology, underwater cameras, and documentarians revealed a long-hidden underwater world to the public. At this time oceanographic science was growing exponentially. Historians of the marine sciences have focused their studies of the period on institutional and military partnerships, and on the scientist-administrators who shaped oceanographic research institutions (such as the Scripps Institution of Oceanography, the Woods Hole Oceanographic Institution, and the British National Institute of Oceanography). Underwater habitat development during the 1960s and 1970s, (...) however, deserves greater attention than it has yet received, as it highlights a peculiar confluence of military, scientific, and popular interest, characteristic of the period, in the colonization of the seafloor. Existing accounts have focused on American habitats, notably Sealab and Tektite, since these were the largest and best funded. But this approach overemphasizes a Cold War narrative in which the sole protagonists of the habitat programs were the United States and the Soviet Union. At least 65 habitats were built between 1962 and 1991. Some were state-sponsored, with significant programs run by French, German, Japanese, and Canadian teams. This essay takes as a case study the Canadian Sublimnos habitat as well as the underwater exploration programs it helped launch in Newfoundland (Lora-I) and in the Arctic (Sub-Igloo). The Canadian case demonstrates that technological expertise and public enthusiasm for underwater exploration should not be solely understood with reference to Cold War interests of the two superpowers. This paper is an exploration of the ideology of National Socialism in the work and activity of the German terrorist group and Black Metal band Absurd. Historians are divided—and many have criticized how postwar Germany dealt with denazification—, but the fact is that Nazi ideology has been part of the political and social spheres in Germany since then. Neo‑Nazism saw a revival especially in the first years after unification, which coincided with the beginning of Absurd’s story and career. (...) Today, they hold the title of the National Socialist Black Metal act par excellence, with a 28‑year music career actively supporting and promoting Nazi ideology. Absurd makes a very interesting case study, since the band has played a key role in preserving and transmitting Nazi ideology, not just in Germany, but also worldwide. (shrink)
