Despite the growing body of work exploring the weaknesses of police performance systems and the displacement of their goals, less attention has been given to why police officers resist and circumvent by false reporting. Whether police report honestly on their activities is a matter of considerable significance given the role that police have in a broadly democratic society, and the overall question is whether the false reporting undermines the integrity of the police or if it is a collective coping strategy (...) that safeguards the police ethos? This survey reveals that 25% of respondents (n = 2248) had manipulated the numbers at least once in the previous year. To identify why they did so, the variables selected for analysis are those determining their view of the Management by Objective (MBO) system, how far they have participated in the MBO process and how often they are unable to assist a member of the public. Our results show that men are more likely to manipulate the numbers than women and non-leaders are more likely to do so than leaders. Respondents were more likely to submit false reports if they had not participated in the MBO process, were not motivated by MBO goals, believed the MBO indicators misdirected their focus and frequently felt that they were forced to reject members of the public they would like to help. Our findings further show that public servants can be corrupted, though they do not “bring” vices to work with them, but rather acquire vices through what is required of them. (shrink)

Bayesian inference is limited in scope because it cannot be applied in idealized contexts where none of the hypotheses under consideration is true and because it is committed to always using the likelihood as a measure of evidential favouring, even when that is inappropriate. The purpose of this article is to study inductive inference in a very general setting where finding the truth is not necessarily the goal and where the measure of evidential favouring is not necessarily the likelihood. I (...) use an accuracy argument to argue for probabilism and I develop a new kind of argument to argue for two general updating rules, both of which are reasonable in different contexts. One of the updating rules has standard Bayesian updating, Bissiri et al.’s general Bayesian updating, Douven’s IBE-based updating, and Vassend’s ]) quasi-Bayesian updating as special cases. La medicina narrativa nos da la capacidad de interpretar y comunicar los relatos de nuestros pacientes, a través de la escucha activa, así como de valorar la complejidad del ser humano, a diferencia de la salud basada en la evidencia, donde las experiencias de un individuo son extrapolables a otros pacientes sin (...) importar su historia, con lo que se reduce gran parte de la narración a una clasificación objetiva en la ficha clínica, cuando lo correcto sería integrar el paradigma narrativo en la atención de personas enfermas. Creemos que enseñar competencias narrativas y saber científico a profesionales de odontología permitirá estrechar la relación clínica con los pacientes a partir de valores como la empatía y la compasión, mermando el sufrimiento ligado a lo objetivo de sus enfermedades. This paper analyses and criticizes S. Kripke's celebrated argument against materialist identity?theories. While criticisms of Kripke in the literature attack one or more of his premisses, an attempt is made here to show that Kripke's conclusion is unjustified even if his premisses are accepted. Kripke's premisses have sufficient independent plausibility to make this strategy interesting. Having stated Kripke's argument, it is pointed out that Kripke must assume that the contents of the Cartesian intuitions are clear and of a kind suited (...) for the type of explanation he favours, while his own result concerning contents in epistemic contexts is precisely that this might not be so when objects or events we thought distinct happen to be identical. The point is that only by assuming that the identity?theory is false, can Kripke maintain that the Cartesian intuitions express contents which can be explained in his favoured way. But such an assumption is clearly illegitimate when the aim is to establish that the identity?theory is false. Kripke cannot conclude that the identity?theory is false because no explanation of epistemic possibilities is produced, since by his own standards no such explanation can be produced if the identity?theory is true. ABSTRACT This paper engages in a discussion about a select few of the crucial questions raised by Jon Elster's paper on Enthusiasm and Anger in History. It focusses on enthusiasm and engages in particular with Elster's questions and arguments about whether enthusiasm is an emotion or not. In doing so, I am led to ask some general questions about current theories of emotions in the discipline of psychology and their relationship to common sense psychological notions of emotional types. I argue (...) that we need common sense psychological notions in historical explanations, as shown by Elster's examples, and suggest ways of handling a possible mismatch between common sense psychology and more theoretical approaches in psychology that develop somewhat different classifications of emotions and emotional types. The problem of whether enthusiasm really is an emotion can in this way be dissolved, and we are free to explain the historical events employing the common-sense notions as Elster indeed does. Scientists and Bayesian statisticians often study hypotheses that they know to be false. This creates an interpretive problem because the Bayesian probability of a hypothesis is supposed to represent the probability that the hypothesis is true. I investigate whether Bayesianism can accommodate the idea that false hypotheses are sometimes approximately true or that some hypotheses or models can be closer to the truth than others. I argue that the idea that some hypotheses are approximately true in an absolute sense is (...) hard to square with Bayesianism, but that the notion that some hypotheses are comparatively closer to the truth than others can be made compatible with Bayesianism, and that this provides an adequate and potentially useful solution to the interpretive problem. Finally, I compare my ``verisimilitude'' solution to the interpretive problem with a ``counterfactual'' solution recently proposed by Jan Sprenger. (shrink)

Scientists and Bayesian statisticians often study hypotheses that they know to be false. This creates an interpretive problem because the Bayesian probability of a hypothesis is typically interpreted as a degree of belief that the hypothesis is true. In this paper, I present and contrast two solutions to the interpretive problem, both of which involve reinterpreting the Bayesian framework in such a way that pragmatic factors directly determine in part how probability assignments are interpreted and whether a given probability assignment (...) is rational. I argue that there is an important sense in which the two solutions are equivalent, and I suggest that the two reinterpretations can help us do Bayesian inference better. I also explore various features of the two reinterprations, including their relations to the standard Bayesian interpretation of probability and to the Law of Likelihood. (shrink)

Cappelen and Dever have recently defended the view that indexicals are not essential: They do not signify anything philosophically deep and we do not need indexicals for any important philosophical work. This paper contests their view from the point of view of an account of intentional agency. It argues that we need indexicals essentially when accounting for what it is do something intentionally and, as a consequence, intentional action, and defends a view of intentional action as a possible conclusion of (...) practical reasoning where the indexical is essential for the content of such a conclusion. In standard decision theory, the probability function ought to be updated in light of evidence, but the utility function generally stays fixed. However, there is nothing in the formal theory that prevents one from instead updating the utility function, while keeping the probability function fixed. Moreover, there are good arguments for updating the utilities and not just the probabilities. Hence, the first puzzle is whether there is anything that justifies updating beliefs, but not desires, in light of evidence. In this paper I discuss Fred Dretske's account of knowledge critically, and try to bring out how his account of informational content leads to cases of extreme epistemic good luck in his treatment of knowledge. My main interest, however, is to establish that the cases of epistemic luck arise because Dretske's account of knowledge in a fundamental way fails to take into account the role our actual recognitional capacities and powers of discrimination play in perceptually based knowledge. This result is, (...) I believe, new. The paper has three sections. In Section 1 I give a short exposition of Dretske's theory, and make some necessary qualifications about how it is to be understood. In Section 2 I discuss in greater detail how the theory actually works, and provide some examples I think are very troublesome for Dretske. In Section 3 I argue that these cases establish my main claim. I also show that there are cases of epistemic bad luck due to Dretske's account of how information causes belief. (shrink)

Myths of the Self is a departure from the standard fare of postmodern thought. In a unique and brilliant turn, Smith argues that the best way of dealing with the topic of the self is a synthesis of a narrative theory of identity, using Ricoeur as a source, along with the constructive "postmodern" metaphysics of Alfred North Whitehead. The resulting synthesis is a new and potentially invigorating spin on the genesis of postmodern thought.

Bayesianism and likelihoodism are two of the most important frameworks philosophers of science use to analyse scientific methodology. However, both frameworks face a serious objection: much scientific inquiry takes place in highly idealized frameworks where all the hypotheses are known to be false. Yet, both Bayesianism and likelihoodism seem to be based on the assumption that the goal of scientific inquiry is always truth rather than closeness to the truth. Here, I argue in favour of a verisimilitude framework for inductive (...) inference. In the verisimilitude framework, scientific inquiry is conceived of, in part, as a process where inference methods ought to be calibrated to appropriate measures of closeness to the truth. To illustrate the verisimilitude framework, I offer a reconstruction of parsimony evaluations of scientific theories, and I give a reconstruction and extended analysis of the use of parsimony inference in phylogenetics. Scientists often study hypotheses that they know to be false. This creates an interpretive problem for Bayesians because the probability assigned to a hypothesis is typically interpreted as the probability that the hypothesis is true. I argue that solving the interpretive problem requires coming up with a new semantics for Bayesian inference. I present and contrast two new semantic frameworks, and I argue that both of them support the claim that there is pervasive pragmatic encroachment on whether a given Bayesian (...) probability assignment is rational. This volume deals with the transformation of unchurched religious creativity in the late modern West.

The aim of this paper is to diagnose the so-called two envelopes paradox. Many writers have claimed that there is something genuinely paradoxical in the situation with the two envelopes, and some writers are now developing non-standards theories of expected utility. I claim that there is no paradox for expected utility theory as I understand that theory, and that contrary claims are confused. Expected utility theory is completely unaffected by the two-envelope paradox.

This chapter presents and discusses Donald Davidson's contribution to the debate about what freedom to act is, and the relationship between this contribution and Davidson's causal theory of action. It presents and evaluates issues in accounting for the content of “can x” (where “can” seems to stand for a capacity or an ability) by conditionals with “would do x” in the consequent. The discussion also throws light on the relationship between Davidson's work on the freedom issues and that of predecessors (...) like Moore and Austin. (shrink)

Charles Stein discovered a paradox in 1955 that many statisticians think is of fundamental importance. Here we explore its philosophical implications. We outline the nature of Stein’s result and of subsequent work on shrinkage estimators; then we describe how these results are related to Bayesianism and to model selection criteria like AIC. We also discuss their bearing on scientific realism and instrumentalism. We argue that results concerning shrinkage estimators underwrite a surprising form of holistic pragmatism.

The article discusses relationships and contexts for "reason", "knowledge", and virtue in Aristotle, based on and elaborating some results from Eikeland. It positions Eikeland in relation to Moss but with a side view to Cammick, Kristjansson, and Taylor. These all seem to disagree among themselves but still agree partly in different ways with Eikeland. The text focuses on two questions: 1) the role or tasks of "reason", "knowledge", and "virtue" respectively in setting the end or goal for ethical deliberation, and (...) more generally, 2) the role of dialogue or dialectics in Aristotle's philosophy, including its role concerning question one. The author argues that phrónêsis needs to be interpreted in the context of the totality of Aristotle's philosophy, and explains how this totality is fundamentally dialectical. (shrink)

This paper inquires into some problems for a thesis about the aim of belief, expressed in normative terms along the lines that we ought to have correct or true beliefs. In particular, the paper aims to disarm the important blind-spot objections to such a view. What these objections seek to establish is that there are pretty simple truths we cannot have beliefs about, and since ought implies can, we ought not to have beliefs about these truths. It follows that there (...) cannot be a correct normative property of the sort indicated that characterizes belief. The paper questions this conclusion without questioning the general thesis that ‘ought’ implies ‘can’. It is hoped that the way we disarm the blind-spot objections will exhibit an attractive view on epistemic normativity, as well as a normative property belief might indeed have. It will be the task of another paper to argue that this normative property thus identified characterizes belief essentially. (shrink)

ABSTRACT This introductory paper raises, partly as a preparation for the other papers in this issue, questions about how philosophy ought to proceed in the light of knowledge we have in surrounding disciplines, with a focus on the case of addiction. It also raises issues about how addiction research might be enlightened by philosophical work. In the background for the paper are two competing approaches to the evidential grounding of philosophical insight. According to a widespread view, philosophical knowledge rests on (...) a set of intuitions. According to another, philosophy has no special evidential grounding. This paper resists the attractions of the first picture, and argues against the separateness of philosophy that it lends support. I try to make plausible that such a picture is harmful both for philosophy and for empirical science. We should replace it with a mild form of unity of science or unity of inquiry, in the spirit of the founder of this journal. (shrink)

According to a widespread but implicit thesis in Bayesian confirmation theory, two confirmation measures are considered equivalent if they are ordinally equivalent—call this the “ordinal equivalence thesis”. I argue that adopting OET has significant costs. First, adopting OET renders one incapable of determining whether a piece of evidence substantially favors one hypothesis over another. Second, OET must be rejected if merely ordinal conclusions are to be drawn from the expected value of a confirmation measure. Furthermore, several arguments and applications of (...) confirmation measures given in the literature already rely on a rejection of OET. I also contrast OET with stronger equivalence theses and show that they do not have the same costs as OET. On the other hand, adopting a thesis stronger than OET has costs of its own, since a rejection of OET ostensibly implies that people’s epistemic states have a very fine-grained quantitative structure. However, I suggest that the normative upshot of the paper in fact has a conditional form, and that other Bayesian norms can also fruitfully be construed as having a similar conditional form. A major open question in the borderlands between epistemology and philosophy of science concerns whether Bayesian updating and abductive inference are compatible. Some philosophers—most influentially Bas van Fraassen—have argued that they are not. Others have disagreed, arguing that abduction, properly understood, is indeed compatible with Bayesianism. Here we present two formal results that allow us to tackle this question from a new angle. We start by formulating what we take to be a minimal version of the claim that abduction is (...) a rational pattern of reasoning. We then show that this minimal abductivist principle, when combined with Bayesian updating by conditionalization, places surprisingly strong and controversial constraints on how we must measure explanatory power. The lesson is not that Bayesianism is definitely incompatible with abduction, but that both compatibilism and incompatibilism have hitherto unrecognized consequences. We end the paper by formulating these consequences in the form of a trilemma. (shrink)
