Political parties seem inclined to dogmatism. Understanding party politics via a plural-subject account of collective belief explains this phenomenon. It explains inter-party outrage at slight deviations from the party line and dogged refusals to compromise. It also aligns with an alternative theory of political representation. I argue that party dogmatism is unlikely to change and can be a democratic good. I conclude that not parties but patriots counteract the democratic ills of dogmatic party (...) class='Hi'>politics. This small book packs a considerable theoretical and practical punch. Alan Ware challenges much received wisdom about the dynamics of two party politics. In the process, he adds considerably to contemporary discussion of the intersection of structure and agency in the development and adaptation of political systems. Ware picks out two party systems for concentrated attention because of their relative tractability – in his words: ‘these systems are ideal for analysing the capacity of parties to pursue their (...) interests in the face of both other actors within the political system and also of elements within the party itself. This paper examines the internal dynamics of Korean political parties to understand why the minority coalition government of Kim Dae-jung suffered from political stalemate or deadlocks in the legislature. It shows that a focus on the size of the government in terms of a majority status in the legislature does not offer a convincing explanation of why the Kim Dae-jung administration slid towards ungovernability. Instead better insights come from an analysis of party organization, an aspect of party (...) class='Hi'>politics rarely examined through in-depth analysis. The paper shows that in terms of the key dimensions of organization (leadership type, factionalism, funding, linkage role) Korean political parties fail to connect citizens to the political system. Using national opinion survey data, this research addressed claims in political science that the American electorate is either poorly informed or dependent on party label cues. The results suggested that in situations with missing information, American voters can use their knowledge to successfully infer political party membership of candidates and vote their own party interests.

Feminist Policymaking in Turbulent Times offers a unique and timely reflection of the critical debates around the institutionalisation of feminist and gender-focused ideas and norms into policy. Many states and non-governmental organisations are increasingly invested in 'feminist policymaking' at the domestic and international levels. Yet, this liberal (feminist) agenda is also vastly disputed by critical, intersectional and decolonial voices on the one hand, and by anti-gender movements around the world on the other. Indeed, while opposition to 'gender ideology' is mounting (...) from reactionary, religious and secular forces, feminist policymaking is also being challenged in important ways from within. Thus, this book situates feminist policymaking in a challenging and 'turbulent', global context. This book explores feminist policymaking in multiple areas of policy, examining various gender-focused programmes that states and international organisations have undertaken in the last decade, offering critical interventions and rethinking the relationship between feminism and policy. The book not only reflects on the advances of feminist policymaking globally, but also critically assesses the intersectional challenges embedded within it and lying ahead. It moves the field forward by creating opportunities, based on lived experiences, for re-imagining the transformative potential of the nexus between feminism and policymaking. The white garment churches’ (Vapositori) involvement in party politics, particularly in favour of ZANU-PF, continued to flourish in Zimbabwe even after the demise of Mugabe. Robert Gabriel Mugabe ruled Zimbabwe from 1980 until he was deposed by the Zimbabwean Army on 21 November 2017. Unlike other Christian boards in Zimbabwe, the Vapositori churches played a significant role in authenticating and validating the continuation of ZANU-PF holding onto power from 1980 till the present even after the removal of Mugabe. (...) This article describes the relationship between ZANU-PF and Vapositori analogically as a marriage. This article posited that this marriage between Vapositori and the ruling ZANU-PF political party did not end with Mugabe. President Emmerson Dambudzo Mnangagwa and his vice president, Constantino Kuvheya Chiwenga, are seen masquerading Vapositori by attending and addressing Vapositori church gatherings. Thus, this article interrogates whether the marriage between Vapositori and ZANU-PF was borne out of real love or is just a marriage of convenience. Moreover, if it’s a marriage of convenience then who controls whom and why? These and other related questions require a critical investigation to deepen our understanding of the ‘Church and politics’ in Zimbabwe during and after the Mugabe era. (shrink)

Research suggests that the mind contains a set of adaptations for detecting alliances: an alliance detection system, which monitors for, encodes, and stores alliance information and then modifies the activation of stored alliance categories according to how likely they will predict behavior within a particular social interaction. Previous studies have established the activation of this system when exposed to explicit competition or cooperation between individuals. In the current studies we examine if shared political opinions produce these same effects. In particular, (...) if participants will spontaneously categorize individuals according to the parties they support, even when explicit cooperation and antagonism are absent, and if party support is sufficiently powerful to decrease participants’ categorization by an orthogonal but typically-diagnostic alliance cue . Evidence was found for both: Participants spontaneously and implicitly kept track of who supported which party, and when party cross-cut race—such that the race of targets was not predictive of party support—categorization by race was dramatically reduced. To verify that these results reflected the operation of a cognitive system for modifying the activation of alliance categories, and not just socially-relevant categories in general, an identical set of studies was also conducted with in which party was either crossed with sex or age . As predicted, categorization by party occurred to the same degree, and there was no reduction in either categorization by sex or by age. All effects were replicated across two sets of between-subjects conditions. These studies provide the first direct empirical evidence that party politics engages the mind’s systems for detecting alliances and establish two important social categorization phenomena: that categorization by age is, like sex, not affected by alliance information and that political contexts can reduce the degree to which individuals are represented in terms of their race. A striking paradox underlies corporate governance reform during the past fifteen years: center-left political parties have pushed for pro-shareholder corporate governance reforms, while the historically pro-business right has generally resisted them to protect established forms of organized capitalism, concentrated corporate stock ownership, and managerialism. Case studies of Germany, France, Italy, and the United States reveal that center-left parties used corporate governance reform to attack the legitimacy of existing political economic elites, present themselves as pro-growth and pro-modernization, strike political alliances with (...) segments of the financial sector, and appeal to middle-class voters. Conservative parties’ established alliances with managers constrained them from endorsing corporate governance reform. (shrink)

The political developments in post-socialist countries are taken as a general frame for discussing rural development in the transition from centrally planned to market economies. Rural communities and agriculture in post-socialist countries are facing major problems related to decollectivization of property, the stimulation of effective private agricultural units, and the building up of integrated rural communities and their local autonomy. After presenting the developments in Slovenia in detail, the author comes to the conclusion that no foreign/western development model can be (...) literally applied to any post-socialist state. These nations must define their own goals and formulate the strategies to reach them based on the analysis of their specific situations, and in doing this they must engage their own scientists/professionals and take foreign experts only as occasional advisors. This article interrogates the interface between the older Pentecostal movement and politics in Zimbabwe. The country continues to face political violence and a breakdown in rule of law. The Zimbabwean populace is asking whether the Zimbabwean Pentecostal movement is ready and able to exercise its prophetic role in promoting real peace and democracy. Many Zimbabweans are asking this question, because the track record shows that whilst most mainline churches have been consistent in becoming the voice of the voiceless, some (...) Zimbabwean Pentecostal churches seem to have been sitting on the fence for too long by adopting a middle of the road stance, thereby avoiding a head-on confrontation with the corrupt Zimbabwe African National Union–Patriotic Front government. In this article, I argue that for many decades the Zimbabwean Pentecostal movement has taken what one might refer to ironically as a ‘smart approach to politics’–in which the image of the ZANU–PF government is sanitised by espousing what I call a ‘spiritualised political theology.’ I use this critique, whilst remaining cognisant of the fact that the primary motivation of the movement on which I focus in this article, was evangelism, not politics. Thus, for the purpose of this research, the Zimbabwe Assemblies of God Africa of Apostle Ezekiel Guti was sampled to investigate its prophetic voice in a polarised political environment. This article examines the history of Apostle Guti’s political subterfuge based on the reflections of his pastoral letters referred to as the ‘Ten-days prayer letters’ issued since 1975 up to the time of writing this article. It is important at this early stage to outline that these letters were not political statements or meant to address politics only but theological letters addressing different social ills including politics. Thus, reading this letter one shall see that Apostle’s political subterfuge demonstrated a continuous oscillation of a theological position on how the church should relate to politics. Furthermore, I undertake a brief examination of other few millennial Zimbabwean Pentecostal churches to see if this political subterfuge transcended elsewhere thereby propagating a spiritualised political theology.Contribution: What is key to note is the fact that the Zimbabwean Pentecostal movement remained insignificant with regard to democratization agenda even after the removal of President Mugabe. The above claim is evidenced by the Zimbabwean Pentecostal church founders’ continuous political subterfuge authenticated by a propagation of a spiritualized political theology. (shrink)

After the parliamentary elections in Germany in September 2017, the Christian Democratic Union (CDU), the Christian Social Union (CSU), The Greens (Bündnis90/Die Grünen) and the Free Democratic Party (FDP) started to negotiate about forming a coalition government. But, surprising to many, the FDP decided to let these coalition talks collapse, and many commentators in Germany found it highly problematic for a political party to refuse to take responsibility in government. Interestingly, the question whether (or: when) democratic parties may (...) legitimately refuse to govern has so far been neglected in political theory and political philosophy. The article develops a general answer by discussing several possible reasons for thinking that it is sometimes wrong to refuse to govern and thereby engages both democratic theory and the recent literature on compromise. The resulting view is that parties have an ‘integrity prerogative’ that allows them to refuse to govern, except when there is no reasonable and stable alternative government coalition available. This paper focuses on Hans Kelsen’s reflections on political parties. During the interwar period, Kelsen participated in a controversy over whether political parties were a necessary part of the democratic process. The debate forced Kelsen to produce a defence of political parties to emphasise their functionality and define their place in his particular definition of democracy. This contribution considers the following aspects. First, the reasons why Kelsen thought political parties are necessary for democratic life are explained. Second, the doctrinal oppositions (...) against which he elaborated his defence of political parties are clarified. Third, the programme that Kelsen conceived of to enhance political parties in a constitutional democracy is examined. Finally, the contemporary questions that have arisen in relation to Kelsen’s conception of political parties are scrutinised. Kelsen’s contribution to the debate about the role of political parties was intimately related to the presence of strong criticisms of that role. This makes his reflections even more interesting today, considering the present relative decline of the political role and appeal of parties. (shrink)

Since 1993, coalition governments have replaced the 38-year-long, one-party dominance of the Liberal Democratic Party (the LDP) in Japan. Except for one year, from 1993 to 1994, the LDP has remained a key party in successive governing coalitions, but the dynamics of party competition has been completely transformed since the period of the LDP's dominance. Although the LDP has survived to form a variety of coalitions ranging from a minority to an over-sized majority, since 1998 the (...) Democratic Party of Japan (DPJ) has continued to counter the LDP governments. The transformation of party systems in Japan accompanies the party switching of legislators and the mergers, breakups, extinctions, and formations of parties. In this regard, the Japanese case provides an interesting example to show how parties attempt to change the dynamics of policy competition by switching and reorganizing. Parties also attempt to shift their policy positions to attract public support and to gain a competitive edge in government formation. Using expert survey data about the policy positions of parties, this study explicates the dynamics involved in the reorganization of parties and the formation of governments. (shrink)

The contrast between the normative functions of political parties in representative democracies and their empirical working is stark and rapidly increasing. This article starts from a sober, realist account of the empirical state of affairs and from structural problems of democracy and participations – in terms of limits of time, information, qualification and relevant expertise – that have to be acknowledged by any realist–utopian proposal of alternatives beyond the exclusive alternative of ‘thin, realist democracy’ or emphatic ‘strong, participatory, direct, or (...) mass democracy’. We can do better. My search for institutional alternatives looks not for the replacement of political parties but for their relief. Many, not all, of their normative tasks can be shared with other functional networks, associations and organizations. In exploring such a new division of political labour I draw on older debates and designs of associative democracy and on recent discussions to democratize expertise and to expertise democracy in order to address urgent societal problems of high-risk decisions under conditions of extreme complexity, contingency, unpredictability and uncertainty and deep contestedness of our knowledge, problems that turn out to be unmanagable by party politics and representative democracy. This article presents two interlocking arguments for epistemic political egalitarianism. I argue, first, that coping with multidimensional social complexity requires the integration of expertise. This is the task of political parties as collective epistemic agents who transform abstract value judgments into sufficiently coherent and specific conceptions of justice for their society. Because parties thus severely lower the relevant threshold of comparison of political competence, citizens have reason to regard each other as epistemic equals. Drawing on the virulent “peer disagreement debate,” (...) I then analyze the epistemic significance of political disagreement. I contend that citizens ought to pursue epistemic conciliation, an idea I contrast to the ideals of compromise and of consensus. Subsequently, I introduce insights from public choice theory and empirical findings which show that and why multi-party electoral competition coupled with equal rights to participation tends to produce conciliatory outcomes. We thus have reason to endorse political egalitarianism on epistemic grounds. (shrink)

Three political parties contested at the inception of Nigeria’s Fourth Republic in 1999, but the number increased to more than 91 as at 2019. This paper raises fundamental questions as to whose interest – public or private interest (...) of promoters and financiers - these parties serve, and whether the increase in the number of political parties has significantly entrenched democratic values in the country? These questions are compelling because of several events in political party operations in the 20 years of the Fourth Republic. These include controversial and vexatious party primaries preceding every major election, often leading to protracted and distractive litigations and rampant political defections. Unregulated use of money has, in particular, restrained ample participation by women and youths, while violence is almost becoming a norm and permanent characteristic of the electoral and political system. The paper draws data from secondary documentary sources for its conceptual and theoretical contents. Primary data are generated from events analyses by the authors as observers at party conventions and other meetings for the selection of candidates for political offices as well as during general elections. This is complimented by content analyses of relevant documents including electoral laws, court and law reports, and reports by special committees such as the Electoral Reform Committee. A combination of the ecological approach and conspiratorial theory is deployed for the paper’s analytic frame. (shrink)

Thinkers committed to an ideal of public reason are suspicious of religiously informed political activity as it undermines democratic political legitimacy. This paper considers Jürgen Habermas’s recent shifts on this question in light of the history of Europe’s religious parties in the late 19th and early 20th centuries. These parties made a real and lasting contribution to Europe’s democratization and their history suggests ways in which Habermas and other defenders of public reason misunderstand the nature of democratic political legitimacy.

Elements of the relation between religion and politics are standard themes in political theory: toleration and free exercise rights; the parameters of separation of church and state; arguments for and against constraints imposed on religious discourse by philosophic norms of public reason. But religious parties and partisanship are no part of political theory, despite contemporary interest in value pluralism and in liberal democratic theory's capacity to address multicultural, religious, and ethnic group claims. This essay argues that religious parties are (...) missing elements in discussions of identity politics. They play an important role not just in expressing but also in constructing and mobilizing religious political identity. Political activity linked to parties is a principal way of bringing diffuse, politically unorganized groups, whose leaders are self-appointed and not regularly accountable for the way they represent co-religionists in political life, into the democratic mainstream. With political organization and especially partisanship, the fact of pluralism is made concrete for democratic purposes. (shrink)

Political parties have only recently become a subject of investigation in political theory. In this paper I analyse religious political parties in the context of John Rawls’s political liberalism. Rawlsian political liberalism, I argue, overly constrains the scope of democratic political contestation and especially for the kind of contestation channelled by parties. This restriction imposed upon political contestation risks undermining democracy and the development of the kind of democratic ethos that political liberalism cherishes. In this paper I therefore aim to (...) provide a broader and more inclusive understanding of ‘reasonable’ political contestation, able to accommodate those parties (including religious ones) that political liberalism, as customarily understood, would exclude from the democratic realm. More specifically, I first embrace Muirhead and Rosenblum’s (Perspectives on Politics 4: 99–108 2006) idea that parties are ‘bilingual’ links between state and civil society and I draw its normative implications for party politics. Subsequently, I assess whether Rawls’s political liberalism is sufficiently inclusive to allow the presence of parties conveying religious and other comprehensive values. Due to Rawls’s thick conceptions of reasonableness and public reason, I argue, political liberalism risks seriously limiting the number and kinds of comprehensive values which may be channelled by political parties into the public political realm, and this may render it particularly inhospitable to religious political parties. Nevertheless, I claim, Rawls’s theory does offer some scope for reinterpreting the concepts of reasonableness and public reason in a thinner and less restrictive sense and this may render it more inclusive towards religious partisanship. This paper offers an in-depth analysis of electoral volatility in Albania from 1991 to 2021, a transformative period from a communist regime to a democratic multi-party system. It diverges from Central and Eastern European trends by examining Albania's unique political dynamics and the factors influencing electoral behavior and volatility. Utilizing the Pedersen Index, the study methodically evaluates various determinants impacting party electoral volatility in Albania. The research underscores the significance of high membership rates and robust ground organization within (...) major political parties as key contributors to low volatility levels in Albania's party system, thus providing insight into the intricacies and idiosyncrasies of Albania's political landscape. This article proposes three reflexive movements. The first one offers an introduction to Fees Must Fall, pointing to some aspects that allow us to understand it as a social movement and some of its basic features. The second movement is a theoretical one, constructing the notion of emancipatory politics. It is based on the distinctions suggested by Jacques Rancière between ‘police and politics’ and by Michael Neocosmos between ‘excessive and expressive’ politics. It will also present the Freirean (...) notion of ‘conscientisation and dialogicity’, emphasising the learning experience from the political praxis within emancipatory social movements. The third movement offers, as conclusion, an apocalyptic politics as suggested by Žižek, envisioned through the lens of Christian eschatology, as a critical approach to social movements towards the radical transformation of society. In this paper, I do several things. First, I present a definition of ‘corruption’ as ‘abuse of power that builds or maintains the abuser’s power’, arguing that this definition is more generally applicable than other definitions offered in the literature and that it highlights a crucial property of corruption, namely its tendency to metastasise, presenting a more and more serious danger to society. To defend the emphasis I place on this tendency, I then argue that corruption (as commonly understood) frequently (...) produces three mechanisms pushing it to reproduce: self-perpetuation by the corrupt actors to protect themselves, formation of networks between corrupt actors which ensnare new participants, and normalisation of specific kinds of abuse of power in the corrupt actors’ social environments. From here, I turn to political parties, arguing that they present fertile soil for the mechanisms just described. In their stead, I argue for sortition—a system whereby legislators are randomly selected from the population at large. I make the case that each of the three metastatic mechanisms I have described would have much more difficulty taking root in a sortitional-democratic system than in an electoral-democratic one, before concluding by responding to a major potential objection to such a proposal’s feasibility—namely, that sortitional juries would be less competent than elected legislatures—and presenting a sketch of a sortitional-democratic system setting out how it could discharge the government’s executive functions, in addition to the legislative functions already covered. The paper as a whole, in addition to its explicit arguments, may be considered to make an implicit case for non-ideal over ideal theory, in that it attempts to show the importance of that quintessentially non-ideal factor, corruption, to the nature of any political order. I examine the rising tension between two Islamic movements in Turkey: The Justice and Development Party and Fethullah Gülen’s Hizmet Movement within the context of increased human rights abuses by the government in Turkey. I argue that Gülen and Hizmet are a continued concern for Recep Tayyip Erdogan and AKP because of Hizmet’s social services, primarily in the realm of education. Furthermore, their influence in public ranks further troubles Erdogan. However, it seems that because of Hizmet’s disinterest with electoral (...) politics, along with an absence of other challengers to the ruling government party’s electoral success, Erdogan and the AKP will continue to hold political power, at least for the short term. Furthermore, this case illustrates Erdogan’s willingness to carry out increased authoritarian actions, as well as a willingness to violate the human rights of civil society actors in Turkey. A philosophical yet detailed history of the American party battle explaining why partisan debate is so perverse and how it could be made less so. Building upon the heritage of American pragmatism, from Peirce to Rorty and the new pragmatists, as well as the work of historian Charles Beard, the book identifies that battle as a struggle between nation state and market state, with special emphasis on the perversity of Civil War politics.

This paper examines how three Dutch political parties employ the Internet as a tool to enhance ‘digital democracy’. The potential of digital democracy is considered to be strongest in the sphere of collective action outside the domain of political institutions. In this article, however, attention is given to how institutionalized channels might be supportive of digital democracy. Three components of the democratic process – information provision, deliberation, and political decision-making – are examined in the content and user assessments of the (...) web sites of the Socialist Party, the Christian Democratic Party and the Green Party. Minor differences were found in the party web sites regarding information provision; substantial differences were found regarding the degree and nature of political deliberation available on the sites. Indicators of the third component, political decision-making, were least evident on all three web sites. User assessments of the sites and opportunities for political deliberation followed, more or less, the general public images of the related political parties. (shrink)

Recent political theory has seen a revived interest in theorizing the political party, and, in particular, exploring what the political party can do to address its decline and revitalize itself. This renewed interest, however, draws largely on the political praxis of party politics of established liberal democracies in the United States and Europe. In this article, I bring Chinese thinker Wang Hui’s (Maoist) party theory into the conversation. By engaging Wang’s party theory, I demonstrate (...) how we can understand party decline in nonliberal democratic countries with revolutionary legacies. I then analyze Wang’s solution to the decline of the revolutionary party, which focuses on the intricate relationship between individualistic charismatic politics and party politics. Finally, through reading Wang in and beyond the Chinese context, I show the problems with Wang’s theory and discuss how it can learn from the party-movement relationship in other contexts. (shrink)

What explains the breakout of violence following the repression of moderate Islamist groups in some Muslim countries? Part of the answer can lie in the political organization style of those groups, which can constrain or expand their long-term strategy choices in unpredicted ways. Using examples from Algeria, Egypt, Indonesia, and Turkey, this study suggests that organizing as a political party can initially restrict the means of action otherwise available to a moderate Islamist movement, while the loose framework of a (...) political front reduces its organizational costs and lends remarkable flexibility to attract a wider range of followers. Later, paradoxically, the political party framework can enable limited access of an Islamist group into the political system otherwise completely inaccessible earlier, and help to enhance its power, while political fronts are exposed to attacks from both incumbent regimes and radical Islamists groups alike. Political parties have been the subject of a recent resurgent interest among political philosophers, with prominent contributions spanning liberal to socialist literatures arguing for a more positive appraisal of the role of parties in the operation of democratic representation and public deliberation. In this article, I argue for a similar re-evaluation of the role of political parties within contemporary republicanism. Contemporary republicanism displays a wariness of political parties. In Philip Pettit’s paradigmatic account of republican democracy, rare mentions of political parties (...) often stress their tendency to lead to factionalism or corruption. Others working in the republican tradition such as Richard Bellamy and Ian Shapiro provide more extended discussion of the role of parties, but limit their theoretical function to enabling electoral competition. I argue that political parties play a far more significant role in promoting non-domination than this. In addition to enabling electoral competition, I show that political parties are also essential to the effective operation of two other components of republican democracy: contestation and interest-formation. I further argue that understanding political parties in these terms is compatible with republican democracy more generally, addressing the worry that parties will produce factional rather than common-good oriented public decisions. While the transnational public sphere has existed in the Arendtian sense at least since the mid-19th century, a new kind of reflexively political global civil society emerged in the late 20th century. However, non-governmental organisations (NGOs), advocacy groups, and networks have limited agendas and legitimacy and, without the support of at least one state, limited means to realise changes. Since 2001, theWorld Social Forum (WSF) has formed a key attempt in forging links and ties of solidarity among diverse actors. Although (...) the WSF may seem a party of opinion when defined negatively against neoliberal globalisation, imperialism, and violence, in more positive ideological terms it remains a rather incoherent collection of diverse actors; while itself defined as a mere open space. There is a quest for new forms of agency such as a world political party. Various historical predecessors of global political parties, real and imagined, provide conceptual resources, useful experiences for envisaging the structure, and function of a possible planetary partyformation. H.G. Wells’s ‘open conspiracy’ is a particularly important future-oriented leftdemocratic vision. Wells believed that only a mass movement of truly committed individuals and groups could have the power to transform the world political organisation, by creating a democratic world commonwealth. Recently, for instance, Michael Hardt and Antonio Negri have formulated similar ideas. I argue that transformative political agency presupposes a shared programme, based on common elements of a wider and deeper world-view, and willingness to engage in processes of collective will-formation in terms of democratic procedures. From this perspective, I outline a possible organisation and some substantial directions for a global political party. The point is also to respond to the criticism of existing parties and cultivate the critical-pluralist ethos of global civil society, but in terms of democratic party-formation. While research on political violence often focuses on its outcome, there is little attention to the process of political violence. Filling the knowledge gap, the present research applies the theory of instrumentalism to understand political violence as a means to achieve certain political ends. The research is a qualitative case study on Lyari, which was a comparatively peaceful neighborhood in Karachi but transformed into a violent no-go area during 2000s. The paper describes the process of instrumentalization of political violence in (...) Lyari with the objective of outlining the relationship of three key actors – political parties, state authorities, and criminal gangs – using violence for their respective interests. The paper explains how the convergence of their interests influenced the intensity of political violence and converted it into an ethnic conflict. Hence, it expands the literature on political violence by outlining the complexities of the real world where multiple political actors simultaneously use violence to achieve varied objectives that sometimes compliment and sometimes clashes with each other, resulting in further extension of violence. While most of Gramsci's party work is well known to education scholars of Gramsci, and the educational aspects of his writings have been repeatedly analyzed, what remains a constant in education‐based Gramsci studies is the nearly universal minimization of this work for what it was, namely party work. For Gramsci, it would have been unthinkable to consider this work outside the framework of a revolutionary party. Yet, for contemporary educational scholars it seems unthinkable to consider Gramsci's work (...) within the framework of a revolutionary party. The goals of this article are to outline Gramsci's interrelated conceptualization of the roles of the revolutionary party; the nature of education within and by the revolutionary party; and the aims of party education. For considerations of space, I limit this analysis to Gramsci's pre‐prison praxis, the period of his active militancy in the PSI and the PCI. I conclude the article with what I consider to be lessons with continued relevance from Gramsci's praxis for the socio‐political economic context faced by today's radical educators. (shrink)

This article investigates the role of television on the structure and organization of political parties in the post – communist Albania. The existing literature on political parties links the structure of mass parties with the written press, and the structure of electoral- professional and cartel parties with the increasing influence of television. The mass party is based on the principle of membership. Among many tasks that members had to carry out, the dissemination of party’s declarations, statements, opinions and (...) ideology, through the distribution of party press is one of the most important. The studies on political parties have observed the emergence of the catch-all, electoral-professional and cartel party, in which the party leaders have substituted the membership organizational network with television, and thus minimized the role of intermediate party organs. In difference from their counterparts in Western Europe, in the new established democracies of post-communist countries, political parties were born in a period characterized by a modern and developed media which was accessible to everyone. Therefore, the immediate access to modern means of communication has distanced the parties from the society since the early phases of their inceptions, without giving them the opportunity and necessity to organize territorially. This article analysed the techniques that have used the Albanian political parties to communicate with their electorate, concluding that in the moment of their creation, television could not serve to the opposition parties as a means of information. That is why they had to rely heavily on the written press and their membership. The opening of some broadcasting channels, after 2000, made possible the access on modern techniques of communication, leading to a minor role of the press and membership. As a result we could say that at the early phase of democratic process, the political parties in Albania shared features of the mass party with a strong territorial penetration, features that started to fade out when television gained a more prominent role in the organization of electoral campaigns by influencing thus a more contemporary western alike model of party organization.
