A new volume of philosophical essays by Bernard Williams. The book is a successor to Problems of the Self, but whereas that volume dealt mainly with questions of personal identity, Moral Luck centres on questions of moral philosophy and the theory of rational action. That whole area has of course been strikingly reinvigorated over the last deacde, and philosophers have both broadened and deepened their concerns in a way that now makes much earlier moral and political philosophy look sterile (...) and trivial. Moral Luck contains a number of essays that have contributed influentially to this development. Among the recurring themes are the moral and philosophical limitations of utilitarianism, the notion of integrity, relativism, and problems of moral conflict and rational choice. The work presented here is marked by a high degree of imagination and acuity, and also conveys a strong sense of psychological reality. This new volume of philosophical papers by Bernard Williams is divided into three sections: the first Action, Freedom, Responsibility, the second Philosophy, Evolution and the Human Sciences; in which appears the essay which gives the collection its title; and the third Ethics, which contains essays closely related to his 1983 book Ethics and the Limits of Philosophy. Like the two earlier volumes of Williams's papers published by Cambridge University Press, Problems of the Self and Moral Luck, this volume (...) will be welcomed by all readers with a serious interest in philosophy. This paper explores how medical practice ought to be conducted, in the face of scarcity, if our objective is to maximise the benefits of health. After explaining briefly what the cost-per-QALY criterion means, a series of ethical objections to it are considered one by one. The objectors fall into four groups: a. those who reject all collective priority-setting as unethical; b. those who accept the need for collective priority-setting, but believe it is contrary to medical ethics; c. those who accept (...) the need for collective priority-setting, and do not believe that it is contrary to medical ethics, but reject the role of QALYs in it; d. those who accept the need for collective priority-setting in principle, but are unwilling to specify how it should be done in practice. -/- The purpose of this discussion paper is to give each group a hard time! Research in education and cognitive development suggests that explaining plays a key role in learning and generalization: When learners provide explanations—even to themselves—they learn more effectively and generalize more readily to novel situations. This paper proposes and tests a subsumptive constraints account of this effect. Motivated by philosophical theories of explanation, this account predicts that explaining guides learners to interpret what they are learning in terms of unifying patterns or regularities, which promotes the discovery of broad generalizations. Three experiments provide (...) evidence for the subsumptive constraints account: prompting participants to explain while learning artificial categories promotes the induction of a broad generalization underlying category membership, relative to describing items (Exp. 1), thinking aloud (Exp. 2), or free study (Exp. 3). Although explaining facilitates discovery, Experiment 1 finds that description is more beneficial for learning item details. Experiment 2 additionally suggests that explaining anomalous observations may play a special role in belief revision. The findings provide insight into explanation’s role in discovery and generalization. (shrink)

Neil Sinhababu and I presented Backward Clock, an original counterexample to Robert Nozick’s truth-tracking analysis of propositional knowledge. Fred Adams, John Barker and Murray Clarke argue that Backward Clock is no such counterexample. Their argument fails to nullify Backward Clock which also shows that other tracking analyses, such as Dretske’s and one that Adams et al. may well have in mind, are inadequate.

Storage and Commodity Markets is primarily a work of economic theory, concerned with how the capability to store a surplus affects the prices and production of commodities. Its focus on the behaviour, over time, of aggregate stockpiles provides insights into such questions as how much a country should store out of its current supply of food considering the uncertainty in future harvests. Related topics covered include whether storage or international trade is a more effective buffer and whether stockpiles are more (...) useful in raw or processed form. Several chapters are devoted to analysing such government programmes as price bands, buffer stocks, and strategic reserves. This material is in the domain of applied welfare analysis with public finance. Because the theory presented is sufficiently general, it should be of interest to macroeconomists studying aggregate inventories or savings and to those in operations research studying inventory and pricing policies of large firms. ‘Responsibilist' approaches to epistemology link knowledge and justification with epistemically responsible belief management, where responsible management is understood to involve an essential element of guidance by recognized epistemic norms. By contrast, reliabilist approaches stress the de facto reliability of cognitive processes, rendering epistemic self-consciousness as inessential. I argue that, although an adequate understanding of human knowledge must make room for both responsibility and reliability, philosophers have had a hard time putting them together, largely owing to a tendency, on the part (...) of responsibilists, to adopt an overly demanding, hyperintellectualized conception of what epistemic responsibility demands. I trace this tendency towards hyper-intellectualism to a wish to meet scepticism head on, a wish that enforces adherence to a particular model of the structure of epistemic justification. I argue that a more humanly reasonable conception of epistemic justification suggests an alternative model. Neil E. Williams develops a systematic metaphysics centred on the idea of powers, as a rival to neo-Humeanism, the dominant systematic metaphysics in philosophy today. Williams takes powers to be inherently causal properties and uses them as the foundation of his explanations of causation, persistence, laws, and modality.

Thomas Williams Note: This is a preprint of my introduction to the forthcoming translation by Margaret Atkins of Thomas Aquinas’s Disputed Questions on the Virtues (Cambridge Texts in the History of Philosophy). The basic procedure was simple. The topic would be announced in advance so that everyone could prepare an arsenal of clever arguments. When the faculty and students had gathered, the professor would offer a brief introduction and state his thesis. All morning long an appointed graduate student would (...) take objections from the audience and defend the professor’s thesis against those objections. (And if the graduate student began to flounder, the professor was allowed to help him out.) A secretary would take shorthand notes. The next day the group would reassemble. This time it would be the professor’s job to summarise the arguments on both sides and give his own response to the question at issue. The whole thing would be written up, either in a rough-and-tumble version deriving from the secretary’s notes or in a more carefully crafted and edited version prepared by the professor himself. The present discussion aims to help corroborate recent claims that the link between nourishing life 養生 and the Butcher Ding 庖丁 vignette from chapter 3 of the Zhuangzi 莊子 (c. fourth to third century bce) might be taken seriously, while at the same time falsifying recent claims that it is nonetheless uncommon for the connection to be taken seriously. This is achieved by supplying several pieces of textual evidence from leading figures from throughout the history of Zhuangzi studies who all (...) explicitly make the connection and take it seriously. Beyond corroborating one claim and falsifying the other, the present discussion provides renderings of much hitherto untranslated work so as to prevent future scholars from underestimating just how common it is to take the link between the Butcher Ding story and nourishing life seriously. In recent years much research has been undertaken regarding the feasibility of the human uterine transplant as a treatment for absolute uterine factor infertility. Should it reach clinical application this procedure would allow such individuals what is often a much-desired opportunity to become not only social mothers, or genetic and social mothers but mothers in a social, genetic and gestational sense. Like many experimental transplantation procedures such as face, hand, corneal and larynx transplants, UTx as a therapeutic option falls firmly (...) into the camp of the quality of life transplant, undertaken with the aim, not to save a life, but to enrich one. However, unlike most of these novel procedures – where one would be unlikely to find a willing living donor or an ethics committee that would sanction such a donation – the organs to be transplanted in UTx are potentially available from both living and deceased donors. In this article, in the light of the recent nine-case research trial in Sweden which used uteri obtained from living donors, and the assertions on the part of a number of other research teams currently preparing trials that they will only be using deceased donors, I explore the question of whether, in the case of UTx, there exist compelling moral reasons to prefer the use of deceased donors despite the benefits that may be associated with the use of organs obtained from the living. The U.S. Department of Health and Human Services has proposed substantial changes to the current regulatory system governing human subjects research in its Advanced Notice of Proposed Rulemaking, entitled “Human Subjects Research Protections: Enhancing Protections for Research Subjects and Reducing Burden, Delay, and Ambiguity for Investigators.” Some of the most significant proposed changes concern the use of biospecimens in research. Because research involving biological materials begins with an initial interaction with an individual, such research falls squarely within the human subjects (...) research regulatory framework known as the “Common Rule,” which applies to research conducted or funded by the HHS and the other signatory agencies and departments. However, as described in detail below, much biospecimen research may fall within exemptions and exceptions under the Common Rule and, thus, may be conducted without consent. The ANPRM proposes requiring written consent for research use of biospecimens, even if the biospecimens were initially collected for a purpose other than research or have been stripped of identifiers. Bernard Williams is remembered as one of the most brilliant and original philosophers of the past fifty years. Widely respected as a moral philosopher, Williams began to write about politics in a sustained way in the early 1980s. There followed a stream of articles, lectures, and other major contributions to issues of public concern--all complemented by his many works on ethics, which have important implications for political theory. This new collection of essays, most of them previously unpublished, addresses (...) many of the core subjects of political philosophy: justice, liberty, and equality; the nature and meaning of liberalism; toleration; power and the fear of power; democracy; and the nature of political philosophy itself. A central theme throughout is that political philosophers need to engage more directly with the realities of political life, not simply with the theories of other philosophers. Williams makes this argument in part through a searching examination of where political thinking should originate, to whom it might be addressed, and what it should deliver. Williams had intended to weave these essays into a connected narrative on political philosophy with reflections on his own experience of postwar politics. Sadly he did not live to complete it, but this book brings together many of its components. Geoffrey Hawthorn has arranged the material to resemble as closely as possible Williams's original design and vision. Kaplan claims that (1) ‘I am here now’, though analytic, is not a necessary truth. But this sentence is not a proposition, in a sense of proposition in which some, but not all, sentences are propositions. Since it is not a proposition, it is not true, and consequently not analytic. It is in fact a fragment of a proposition, the same fragment as ‘he was there then’ in (2) ‘CJFW said in Oxford on 23 September 1991 that he was there (...) then’. Sentences containing indexicals in general owe their sense to the corresponding fragments of sentences containing ‘quasi‐indexicals’(‘then’, for example, is the quasi‐indexical to ‘now’ as indexical). Someone uttering (1) assertively will thereby make a proposition like (2) true. (2) entails (3) ‘CJFW said in Oxford on 23 September 1993 that CJFW was in Oxford on 23 September 1991′. So by uttering (1) in the appropriate circumstances I made it true that I had asserted the proposition (4) ‘CJFW was in Oxford on 23 September 1991′. Hobbes, Locke, and Confusion's Masterpiece: An Examination of Seventeenth-Century Political Philosophy. New York: Cambridge University Press, 2003. Pp. v + 281. Cloth, $65.00. Paper, $23.00. The title of Ross Harrison's book is taken from Macduff's line in Macbeth, "[c]onfusion now have made his masterpiece," in reference to the discovery of a murdered king. Regicide (...) was a particularly unsettling crime in the day of Shakespeare, as Harrison reminds us, since kings were often associated with divinity (2). And perhaps it was their obvious and fragile mortality, as witnessed by the killing of King Charles I, that served to further unsettle what had previously been taken for granted in the modern world—the very foundations of the state. Today, Jürgen Habermas informs us from the perspective of critical theory that we live in a "postmetaphysical condition," where we can no longer count on the apparatus of Christian natural law or Platonic Ideas to justify the state and its laws. Practically, the difficulty in Iraq of bringing together the various religious perspectives of Sunnis, Shiites, Kurds, Christians, and others suggests that different religions or even varying interpretations of the same religion provide formidable barriers to the foundation of political systems. How do we bring people of different worldviews and perspectives together into one state? The great virtue of Harrison's book is the reminder that this is not a new problem. Rather, it resides at the core of the greatest challenges for political philosophy in any age. This challenge inspires what Harrison calls "some of the greatest and most important political philosophy ever written" (1).Thomas Hobbes is the first to receive extensive attention. Harrison provides a careful step-by-step analysis of Hobbes's reasoning in Leviathan. His affection for Hobbes is thinly veiled, as he parenthetically refers to Leviathan as "the greatest work of the greatest political philosopher" (62). Much of his account is standard, as he skillfully walks the reader from Hobbes's fascination with science to the sweeping authority of the sovereign. What is particularly worthy of note is his attention to the matter of foundations in Hobbes. Here his characterization reminds us of the eternality of Hobbes's central problem: "... how in a sceptical age to make statements of human reason that can depend on something fixed, or generally agreed" (64). Having found God superfluous to the question, according to Harrison, Hobbes ultimately employs prudence in relation to self-interest to be this fixed object. Since prudence—particularly its response to threats of violence—is the one element shared by all peoples, regardless of their religious or moral commitments, it makes the most sturdy foundation of political reasoning.The second object of extended attention is John Locke. And as was the case with his treatment of Hobbes, Harrison again looks to the foundations. As most readers of Locke are aware, the law of nature plays a central role in his thought, and if one is to get to the foundations of his politics, then one must unravel its mysteries. Locke makes solving these mysteries difficult for readers by denying the existence of innate ideas in the Essay. Locke makes his own task of grounding his theory difficult by doing just the same—denying the existence of innate ideas. Grounding natural law is made even more troublesome by his apparent appeals to these very same innate ideas on two occasions in the Second Treatise (§11, §136). It is perhaps in his own confusion that, according to Harrison, he "falls back, [End Page 224] after all, on revelation" (180). This is particularly unsatisfactory for Harrison, since revelation is characterized by the indeterminacy that led to the political conflict between Protestants and Catholics in modern England and eventually to the works of Hobbes and Locke in the first place.Shorter chapters are devoted to Grotius, Pufendorf, and the less-celebrated sixteenth-century figure, John Ponet. Canadians frequently have recourse to public commissions as a means of dealing with contentious public policy issues. This essay examines the role of philosophers and philosophy in nine such commissions, all of which have dealt with issues in biomedical ethics. The principal findings of this essay are that philosophers have not been used extensively by these commissions, and that the philosophical aspects of the issues under investigation have been dealt with quite inadequately. I argue that the proper way to think of the difference between A- and B-time is not as the difference between transition and the lack of transition, as is common, but as A-transition and B-transition. However, it is not evident what the difference is between these two kinds of transition. Thus, it is not evident what the difference is between A- and B-time.

A volume of studies of utilitarianism considered both as a theory of personal morality and a theory of public choice. All but two of the papers have been commissioned especially for the volume, and between them they represent not only a wide range of arguments for and against utilitarianism but also a first-class selection of the most interesting and influential work in this very active area. There is also a substantial introduction by the two editors.
