Like others who work in philosophy, I asked myself from time to time what I was trying to do in my philosophizing. The natural answer seemed to be that I was trying to understand the world, and to do so by taking any thing or event that puzzled me and pressing the question Why? till I arrived at the understanding I sought. And what does understanding anything mean? It means to explain it or to render it intelligible. And when (...) does it become intelligible? Only when it is seen in context, and seen as required by that context. This requirement is of various kinds. Sometimes it is causal, as when an attack of malaria is explained by the bite of the anopheles mosquito. Sometimes it is a means-end relation, as when the presence of a rudder is explained as a means of guiding a ship. Sometimes it is logical, as when the Pythagorean theorem is explained by showing that it follows necessarily from other accepted propositions of geometry. (shrink)

Recently there has been an upsurge in interest concerning the relationship between religion and international relations. Much of this has been expressed as if the relationship between these was entirely new. In contrast, this paper involves the argument that it is not so much a question of religion returning but rather why it is that students of international relations have neglected the connection since the Peace of Westphalia. This neglect has largely occurred because of the primacy (...) given to changes and events in the West, particularly since the formal separation of church and state and its imposition on or emulation by Eastern societies. The recent concern with globalization has provided the opportunity to undertake historical dis­cussion in new perspectives which overcome the Western “normality” of the absence of religion in the Realpolitik perspective. Moreover, it is argued that much of the neglect of religion in work on world affairs has largely been the product of the inaccurate and ideologically motivated perception of ongoing secularization. The overall discussion is framed by some objections to the limiting consequences of disciplinarity, particularly the way in which both IR and sociology were rhetorically constituted. (shrink)

The agent-structure problem is a much discussed issue in the field of international relations. Contemporary proponents of republican political theory often focus on the concept of freedom as non-domination, and how best to promote it within a state. However, there is little attention paid to what the republican conception of freedom demands in the international realm. In this essay I examine what is required for an agent to enjoy freedom as non-domination, and argue that this might only be achieved for individuals if one of two possibilities is pursued internationally: either (1) all nations (...) are made equally powerful, such that none may arbitrarily impose its will on another without penalty, or (2) all nations are joined under a global sovereign which guarantees that the weaker states are not subject to the whims of the stronger. I further argue that the first condition cannot suffice for achieving true non-domination, and as a result, republicanism must prescribe working toward the establishment of a global state. This paper provides an important contribution to the literature by addressing the international implications of the republican conception of freedom. (shrink)

Davide Orsi contends that the theory of civil association may be the ground for an understanding of international society as a rule-based form of moral association constituted by customary international law. The study of international relations owes a great deal to political philosophy. Many of the central analogies and concepts in international relations derive from prominent philosophical traditions. Here, I focus on three areas in which political philosophy has made an important impact on international relations theory: anarchy and political order, democracy, and justice. Many other important areas of international politics invoke philosophical inquiry, such as just war, human rights and humanitarian intervention, (...) which I will not discuss here. In international relations, three philosophers occupy centre stage when discussing these ideas: Hobbes, Kant and Rawls. I discuss how scholars in international relations have used these thinkers to develop theories of international politics. I also ask what political philosophy might gain from a greater knowledge of the field of international relations, which raises the question of the relationship between normative and empirical research. The question I wish to raise, which in my opinion is fundamental, concerns the conception Mr. Blanshard has of what, in his words, he is "trying to do in his philosophizing." Wittgenstein declared, in emphatic disagreement with many philosophers, that philosophical problems "are, of course, not empirical problems," which implies that philosophical views are not factual, not accounts of the existence or nature of things and occurrences. And this conception, which is so evidently in collision with Mr. Blanshard's, seems to (...) me correct. There are various ways of supporting it, as regards the doctrine that all relations are internal, but I call attention to one consideration which seems to me to carry great weight: that the metaphysician who holds this view cannot cite any conceivable case of things being externally related. The relations with which everyone is familiar are all alike counted as internal: no relation which we can bring forward would be accepted as constituting a counter instance. Nor can anyone who holds the view that all relations are internal describe a relation which he could count as being external. For in addition to such relations as north of and a mile from, what could be cited? A philosopher who declares that north of penetrates the being of its terms, and thus is as much an internal relation as entails, debars himself from saying what it would be like for things to be externally related. This shows that his view has, in principle, no falsification. For this reason I shall suppose that the proposition, "All things are internally related," is put forward as a priori, since it has what is the most characteristic feature of an a priori proposition, namely, that one cannot say what a confuting instance would be like. The following comments will be in part directed toward showing that the view that things are internally related is not about how things are related, but primarily the comments will be directed toward bringing out the linguistic character of the view. Human rights have always been an acute ideological issue. The peaceful coexistence of states with different social systems does not imply any relaxation of ideological struggle; but this struggle has to be carried on within a definite framework, without slander or interference in the domestic affairs of other states. Otherwise, it will undermine international détente, which is incompatible with any spread of suspicion, mistrust, or hostility in relations among nations. Plato’s political philosophy is usually seen in the context of domestic politics, justice within a polis. This essay argues that Plato had views on international relations theory as well. We show that Plato had a theory of the causes of international conflict, and that his theory can be seen as a response to Thucydides’ theory as well as theories espoused by other Greek thinkers. Plato’s theory can be generalized to a theory of causation in the social (...) sciences. The problem of metaphor has come to a noteworthy revival in the analytical philosophy of today. Despite all progress that has been made, the majority of important studies consider the function of metaphor as an analogue to visual perception. Such comparison may be conceived as metaphor as well. In his late philosophy, Wittgenstein spent a lot of effort to explain the use of the expression "seeing as". I argue that his explanations can be transposed to the explanation of (...) the function of metaphor. Firstly, it is shown that all earlier attempts to do that are not satisfying. The occurrence of the expression "to see as" in everyday language led Wittgenstein to the elaboration of the notion of "aspect". Primarily these ideas should be employed in order to explain metaphors in everyday or even poetic language. My conclusion is that an internal relation can be perceived and thought of in the metaphor. In this article, I explore recent work on realist political theory and international politics. I discuss how scholarship on the topic emanates from two different fields—International Relations and political philosophy—and argue that there is a good case for greater engagement between them. I open by delineating various kinds of realism, showing that the term covers a wide variety of methodological and political approaches. In particular, I suggest, it is important to recognize the difference between liberal and (...) radical approaches. The remainder of the essay examines assorted examples of realist international political theorizing, work that ranges from attempts to rewrite the canon of 20th century political thought to contributions to the vibrant global justice debates. Paradigm cases of national power usually focus on material assets: military or economic power, natural resources etc. This article, though, considers a less "material" kind of national power: "relationship power" and "interactive power" that nations have when accorded a high prestige ranking. This is a more subtle type of power than that attached to material assets. But it is highly effective, even though trivialized and overlooked in international debate. This form of power can be more dangerous than it appears. (...) And obvious solutions to these dangers are doomed to fail even if seriously attempted . This paper examines how national status is acquired. It draws attention to some oversimplifications . It considers the connection between national status and interactive power, and shows how this skews the process and steers outcomes in international debate, to the detriment of international justice. This article takes the failure to grasp fully the paradigmatic case of European security after the Cold War as an example of how International Relations (IR) would benefit from reformulating not only its empirical research questions but also several of its central conceptual building blocks with the aid of Bourdieusian sociology. The separation between theory and practice and the overemphasis on military power and state actors blind IR from seeing the power struggles that reshaped European security. Instead, a (...) In the field of international relations, Rousseau is generally considered an antiutopian and an exponent of the realist tradition. This view is based on his distrust of alliances and peace plans but also on the fact that he never offered any solution to how to lastingly ban war from the international scene. In this article, I argue instead that Rousseau's failure to propose any solutions in international politics lies rather in the utopian nature of his political (...) philosophy. Rousseau intended to find remedies to the question of international law; if he never articulated them, it is, I submit, because the mere discussion of international relations would have undermined the lack of relationality which characterizes his model Republic. By envisioning the ideal state as self-sufficient and isolated, Rousseau renders impractical the aspiration he had of resolving the question of sociability between states. (shrink)

Abstract: Interpretations of the Tractatus divide into what might be called a metaphysical and an anti-metaphysical approach to the work. The central issue between the two interpretative approaches has generally been characterised in terms of the question whether the Tractatus is committed to the idea of ‘things’ that cannot be said in language, and thus to the idea of a distinctive kind of nonsense: nonsense that is an attempt to say what can only be shown. In this paper, I look (...) at this dispute from a different perspective, by focusing on the treatment of the concept of internal relations. By reference to the work of Peter Hacker, Hidé Ishiguro and Cora Diamond, I show how this concept is understood quite differently in each of the two interpretative traditions. I focus particularly on how Wittgenstein's idea of the ‘internal relation of depicting that holds between language and the world’ (Tractatus 4.014) might be understood within the two interpretative approaches. How do social practices such as signing a cheque differ from international practices such as signing a peace treaty? Traversing the fields of international relations and philosophy, this book defends an institutionalist conception of practices as part of a general practice theory indebted to Oakeshott, Wittgenstein and Hegel. The proposed practice theory has two core aspects: practice internalism and normative descriptivism.
