Population-level biomedical research offers new opportunities to improve population health, but also raises new challenges to traditional systems of research governance and ethical oversight. Partly in response to these challenges, various models of public involvement in research are being introduced. Yet, the ways in which public involvement should meet governance challenges are not well understood. We conducted a qualitative study with 36 experts and stakeholders using the World Café method to identify key governance challenges and explore how public involvement can (...) meet these challenges. This brief report discusses four cross-cutting themes from the study: the need to move beyond individual consent; issues in benefit and data sharing; the challenge of delineating and understanding publics; and the goal of clarifying justifications for public involvement. The report aims to provide a starting point for making sense of the relationship between public involvement and the governance of population-level biomedical research, showing connections, potential solutions and issues arising at their intersection. We suggest that, in population-level biomedical research, there is a pressing need for a shift away from conventional governance frameworks focused on the individual and towards a focus on collectives, as well as to foreground ethical issues around social justice and develop ways to address cultural diversity, value pluralism and competing stakeholder interests. There are many unresolved questions around how this shift could be realised, but these unresolved questions should form the basis for developing justificatory accounts and frameworks for suitable collective models of public involvement in population-level biomedical research governance. An Example of Teaching of Chemistry Before and After Mendeleev’s 1869 Periodic Table of Elements is presented. Prior to Mendeleev’s publication in 1869, only 63 elements were known. The ensuing discovery of the electron and the correspondence of the number of electrons to equivalent weight and atomic number is of singular importance to the impact of the Periodic Table of Elements and the way modern chemistry is taught. Without the identity of the electron and its alliance to atomic number, modern (...) teaching of chemistry would be very different. Without it concepts of electronic configuration, oxidation and reduction, polarization, intermolecular interactions, types of bonding, Lewis acid/base definition, etc. would disappear in our vernacular. It is facile and factually incorrect to represent suicide terrorists as simply seeking mass destruction, as demented or believing that they will be rewarded by "seventy-two virgins in paradise". In my book The Myth of the Closed Mind: Understanding How and Why People are Rational I felt it was important to deal with the issue of terrorism by consulting explanatory theories of human behaviour and the substantial research on the strategic pattern of terrorist incidents over the decades, led principally by (...) Professor Robert Pape of Chicago University. -/- To defeat your enemy, you must first understand him. Strangely, we must first grant that, though morally depraved, terrorists are rational: they concoct and execute detailed plans with definite strategic goals in mind. Only once we have granted the terrorist a rational mind can we, in the end, create peace. My argument is that while religion may have a small role in terrorism, it is principally politics, or the logic of territorial control, that is the key to understanding the threat we face. -/- This extract from my book is principally about Al Qaeda, but a similar analysis applies to ISIS, the current greatest threat to our peace in the west. -/- The strategic goal of Al Qaeda was simply to repulse what they saw as foreign intervention. ISIS has the same goal, but in order to continue its growth as a state in the sense of a monopoly of coercion over a given geographical area. -/- ISIS, a rogue state that arose in ungoverned space created unintentionally by foreign intervention in Iraq, is now lashing out at foreign governments that have severely shrunk the territory ISIS occupies. Before October 2015, ISIS confined its terrorism to the goal of extending its territory in Iraq and Syria, and there were no significant ISIS-led or inspired suicide terrorist attacks outside Iraq and Syria. But now, as their territory collapses, they are attacking the countries that have strangled their control of territory in Iraq and Syria: the coalition of western governments – Britain, Belgium, Canada, France, Morocco, Turkey, Russia, the U.S.A. and others – exactly the countries that have recently seen an explosion of suicide terrorism. Drawing on work on modularity of mind and evolutionary psychology, I explore how evolutionary theory may support a return to classical artistic standards (the new classicism). At the same time, I argue for much that is admirable in the avant garde. I connect this question to the theory of epistemology and aesthetic biases, suggesting that aesthetics embody evolved knowledge.

Henri Bergson is perhaps most remembered for his bold challenge to Einstein's theory of the relativity of simultaneity. Bergson maintained that Einstein's theory did not cope with our intuition of time, which is an intuition of duration. Einstein retorted that there may be psychological time, but there is no special philosopher's time. For Einstein, time forms the fourth dimension of a so-called Parmenidean "block universe". I argue that we must be on our guard not to read into the work of (...) even greatest intellectual predecessors ideas and levels of sophistication that we take for granted in modern theories. For example, it would be silly to suggest that Democritus's atomic theory - though important in the development of the testable modern atomic theory - has anything new to say about modern quantum theory. This collection of essays by acclaimed philosophers explores Bertrand Russell's influence on one of the dominant philosophical approaches of this century. Michael Dummett argues that analytical philosophy began with Gottlob Frege's analysis of numbers. Frege had begun by inquiring about the nature of number, but found it more fruitful to ask instead about the meanings of sentences containing number words. Russell was to exploit this method systematically. I reflect on the essays of Charles R. Pigden, David Lewis as an exponent (...) of a variant of Russell's position: the good is what we are ideally disposed to desire to desire, and Greenspan's suggestion that Russell adopted some element of the Marxist theory on morals. The authors of this collection fail to make clear the distinction between naturalistic and purely logical/methodological approaches to the philosophy of science. I also criticise Thomas Nickles's attempt to devise an explanatory method for discovery in science using programs that produce trial and error explorations of a domain, which he thinks replaces the need for a conjecture a refutation approach (cf. Popper and Campbell). Such programs embody undeclared conjectures in the way they are set up.

There is nothing more important in the evolution of culture than the evolution of its abstract thought, and philosophical thought dominates all other thought in the long run. It is often the musings of some recluse abstract scribbler that open opportunities for a society or erect its mental prisons. This is why the history of philosophy is important. To understand a culture is to understand the abstract products of its thought and how that culture interpreted them. But this should not (...) be confused with philosophy itself, which is the attempt to solve some abstract problem. (shrink)

Objective: To examine the role of explainability in machine learning for healthcare (MLHC), and its necessity and significance with respect to effective and ethical MLHC application. Study Design and Setting: This commentary engages with the growing and dynamic corpus of literature on the use of MLHC and artificial intelligence (AI) in medicine, which provide the context for a focused narrative review of arguments presented in favour of and opposition to explainability in MLHC. Results: We find that concerns regarding explainability are (...) not limited to MLHC, but rather extend to numerous well-validated treatment interventions as well as to human clinical judgment itself. We examine the role of evidence-based medicine in evaluating unexplainable treatments and technologies, and highlight the analogy between the concept of explainability in MLHC and the related concept of mechanistic reasoning in evidence-based medicine. Conclusion: Ultimately, we conclude that the value of explainability in MLHC is not intrinsic, but is instead instrumental to achieving greater imperatives such as performance and trust. We caution against the uncompromising pursuit of explainability, and advocate instead for the development of robust empirical methods to successfully evaluate increasingly inexplicable algorithmic systems. It has become increasingly difficult for individuals to exercise meaningful control over the personal data they disclose to companies or to understand and track the ways in which that data is exchanged and used. These developments have led to an emerging consensus that existing privacy and data protection laws offer individuals insufficient protections against harms stemming from current data practices. However, an effective and ethically justified way forward remains elusive. To inform policy in this area, we propose the Ethical Data (...) Practices framework. The framework outlines six principles relevant to the collection and use of personal data—minimizing harm, fairly distributing benefits and burdens, respecting autonomy, transparency, accountability, and inclusion—and translates these principles into action-guiding practical imperatives for companies that process personal data. In addition to informing policy, the practical imperatives can be voluntarily adopted by companies to promote ethical data practices. (shrink)

Marina McCoy explores Plato's treatment of the rhetoric of philosophers and sophists through a thematic treatment of six different Platonic dialogues, including Apology, Protagoras, Gorgias, Republic, Sophist, and Phaedras. She argues that Plato presents the philosopher and the sophist as difficult to distinguish, insofar as both use rhetoric as part of their arguments. Plato does not present philosophy as rhetoric-free, but rather shows that rhetoric is an integral part of philosophy. However, the philosopher and the sophist are distinguished by (...) the philosopher's love of the forms as the ultimate objects of desire. It is this love of the forms that informs the philosopher's rhetoric, which he uses to lead his partner to better understand his deepest desires. McCoy's work is of interest to philosophers, classicists, and communications specialists alike in its careful yet comprehensive treatment of philosophy, sophistry, and rhetoric as portrayed through the drama of the dialogues. Eliminative reasoning is a method that has been employed in many significant episodes in the history of science. It has also been advocated by some philosophers as an important means for justifying well-established scientific theories. Arguments for how eliminative reasoning is able to do so, however, have generally relied on a too narrow conception of evidence, and have therefore tended to lapse into merely heuristic or pragmatic justifications for their conclusions. This paper shows how a broader conception of evidence not (...) only can supply the needed justification but also illuminates the methodological significance of eliminative reasoning in a variety of contexts. Cosmological inflation is widely considered an integral and empirically successful component of contemporary cosmology. It was originally motivated by its solution of certain so-called fine-tuning problems of the hot big bang model, particularly what are known as the horizon problem and the flatness problem. Although the physics behind these problems is clear enough, the nature of the problems depends on the sense in which the hot big bang model is fine-tuned and how the alleged fine-tuning is problematic. Without clear explications (...) of these, it remains unclear precisely what problems inflationary theory is meant to be solving and whether it does in fact solve them. I analyze the structure of these problems and consider various interpretations that may substantiate the alleged fine-tuning. On the basis of this analysis I argue that at present there is no unproblematic interpretation available for which it can be said that inflation solves the big bang model’s alleged fine-tuning problems. Biomedical research funding bodies across Europe and North America increasingly encourage—and, in some cases, require—investigators to involve members of the public in funded research. Yet there remains a striking lack of clarity about what ‘good’ or ‘successful’ public involvement looks like. In an effort to provide guidance to investigators and research organisations, representatives of several key research funding bodies in the UK recently came together to develop the National Standards for Public Involvement in Research. The Standards have critical implications for (...) the future of biomedical research in the UK and in other countries as researchers and funders abroad look to the Standards as a model for their own policy development. We assess the Standards and find that despite offering useful suggestions for dealing with practical challenges associated with public involvement, the Standards fail to address fundamental questions about when, why and with whom public involvement should be undertaken in the first place. We show that presented without this justificatory context, many of the recommendations in the Standards are, at best, fragments that require substantial elaboration by those looking to apply the Standards in their own work and, at worst, subject to potentially harmful misapplication by well-meaning investigators. As funding bodies increasingly push for public involvement in research, the key lesson of our analysis is that future recommendations about how public involvement should be conducted cannot be coherently formulated without a clear sense of the underlying goals and rationales for public involvement. Harris-McCoy offers a scholarly commentary, with translation and introduction, to Artemidorus' Oneirocritica, a treatise on dream-divination and interpretation. Providing insight into the ancient mind, he gives particular emphasis to the Oneirocritica's composition and construction, and intellectual and philosophical context.

In this paper I propose an interpretation of classical statistical mechanics that centers on taking seriously the idea that probability measures represent complete states of statistical mechanical systems. I show how this leads naturally to the idea that the stochasticity of statistical mechanics is associated directly with the observables of the theory rather than with the microstates (as traditional accounts would have it). The usual assumption that microstates are representationally significant in the theory is therefore dispensable, a consequence which suggests (...) interesting possibilities for developing non-equilibrium statistical mechanics and investigating inter-theoretic answers to the foundational questions of statistical mechanics. Rather than exploring faith as it relates to various political and historical controversies of the early modern period, Richard McCoy argues that "faith" in Shakespearean drama is best viewed as secular and poetic instead of an exclusively religious phenomenon.

Readers familiar with the workhorse of cosmology, the hot big bang model, may think that cosmology raises little of interest about time. As cosmological models are just relativistic spacetimes, time is understood just as it is in relativity theory, and all cosmology adds is a few bells and whistles such as inflation and the big bang and no more. The aim of this chapter is to show that this opinion is not completely right...and may well be dead wrong. In our (...) survey, we show how the hot big bang model invites deep questions about the nature of time, how inflationary cosmology has led to interesting new perspectives on time, and how cosmological speculation continues to entertain dramatically different models of time altogether. Together these issues indicate that the philosopher interested in the nature of time would do well to know a little about modern cosmology. (shrink)

McCoy examines how Greek epic, tragedy, and philosophy offer important insights into the nature of human vulnerability, especially how Greek thought extols the recognition and proper acceptance of vulnerability. Beginning with the literary works of Homer and Sophocles, she also expands her analysis to the philosophical works of Plato and Aristotle.

I discuss the formal implementation, interpretation, and justification of likelihood attributions in cosmology. I show that likelihood arguments in cosmology suffer from significant conceptual and formal problems that undermine their applicability in this context.

The commentary on Ionescu’s presentation agrees with her main claim that pleasure is developed dialectically, and then departs from her ideas at two points. First, I argue that there are still good reasons to say that pleasure belongs in the class of the unlimited, and ordinary experiences of pleasure bear out this claim. Second, Ionescu’s interpretation makes the Philebus’s concept of a “false pleasure” difficult to understand. I suggest further consideration of whether the difference between the mixed and unlimited is (...) better located in different objects or in different experiences of pleasure. (shrink)
