The following essay is part of a body of work titled Signal to Noise: sound and fury in (post)apartheid South Africa. These are a collection of creative non-fiction essays set against the backdrop of my involvement with a small, independent mobile recording studio based in Johannesburg between 1983 and 1997. The metaphor of a drowning signal, pushing through and making itself heard above the noise, resonates throughout the collection. The complexities of the political versus artistic nature of what we were (...) involved with provide a setting for an anecdotal approach to what is part history, part biography, part memoir and part theoretical sonic exploration. The following essay falls into this approach and is constructed from memories enhanced by diaries, scrap-books, shards of notes, lyrics, photos and conversations. These have been employed in reconstructing a narrative arc that covers the recording of the first album made by the band Sankomota, who were banned from entry into South Africa and were based in Maseru, mostly playing to audiences at one of the leading hotels. Sankomota, then called Uhuru, experienced extraordinary, almost metaphysical, peaks and troughs throughout their nearly thirty-year existence hence the hauntological device in the title. The record was also the first made in our fledgling mobile studio using newly affordable equipment that kickstarted many such do-it-yourself projects worldwide. This was the first in a steady stream of technologies that would eventually break the hegemony of mainstream record companies. In apartheid South Africa, this was hugely significant, as being able to sideline the censorship of state-owned media enterprises meant immense freedom in the kind of projects one came to consider. Savage incidents of force and brutality were still common then, and our small venture has to be seen in the context of broader unrest and suffering. Frank Leepa was an uncompromising survivor. His words and melodies still move and inspire a younger generation. (shrink)

Understandings of the relationship between space, culture and belief are formative in the experience of seeking healing. This paper examines the relationship between place, healing and spirituality in the context of interdisciplinary perspectives (particularly those of the medical humanities) on healing and well-being. The paper examines places of spiritual significance and their relationship to healing in the ‘uncertain’ quest for alleviation or cure, exploring these thematics in the context of the work on the geographies of ‘therapeutic landscapes.’ Through a discussion (...) of fieldwork at two sites in Perthshire, Scotland, a framework is proposed for the investigation of therapeutic sites of spiritual significance, detailing features such as connection, renewal, reproduction, participation, alleviation and expectation. A deeper examination of sites of healing with spiritual significance, it is proposed, has the potential to develop greater understandings of the ways in which people experience illness and well-being. However, their claim rests on a lack of correlation between working memory and structural complexity. We examine sources of variability in these measures that remain unaccounted for (by anyone), variability that muddies a straightforward claim that the lack of correlation is cleanly established.

This article interrogates the bureaucratization of war, incarnate in the covert lethal drone. Bureaucracies are criticized typically for their complexity, inefficiency, and inflexibility. This article is concerned with their moral indifference. It explores killing, which is so highly administered, so morally remote, and of such scale, that we acknowledge a covert lethal program. This is a bureaucratized program of assassination in contravention of critical human rights. In this article, this program is seen to compromise the advance of global justice. Moreover, (...) the bureaucratization of lethal force is seen to dissolve democratic ideals from within. The bureaucracy isolates the citizens from lethal force applied in their name. People are killed, in the name of the State, but without conspicuous justification, or judicial review, and without informed public debate. This article gives an account of the risk associated with the bureaucratization of the State’s lethal power. Exemplified by the covert drone, this is power with formidable reach. It is power as well, which requires great moral sensitivity. Considering the drone program, this article identifies challenges, which will become more prominent and pressing, as technology advances. "Australian legislation and military doctrine stipulate that soldiers ‘subjugate their will’ to" "government, and fight in any war the government declares. Neither legislation nor doctrine enables the conscience of soldiers. Together, provisions of legislation and doctrine seem to take soldiers for granted. And, rather than strengthening the military instrument, the convention of legislation and doctrine seems to weaken the democratic foundations upon which the military may be shaped as a force for justice. Denied liberty of their conscience, soldiers are denied (...) the foundational right of democratic citizenship and construed as utensils of the State. This article critiques the idea of moral agency in Australian legislation and military doctrine and is concerned with the obligation of the State to safeguard the moral integrity of individual soldiers, so soldiers might serve with a fully formed moral assurance to advance justice in the world. Beyond its explicit focus on the convention of Australian thought, this article raises questions of far-reaching relevance. The provisos of Australian legislation and doctrine are an analogue of western thinking. Thus, this discussion challenges many assumptions concerning military duty and effectiveness. Discussion will additionally provoke some reassessment of the expectations democratic societies" "hold of their soldiers.". (shrink)

Critics charge that retributivists fail to show why the state should concern itself with ensuring that criminal offenders are punished in accordance with their ill deserts. Drawing on the notion that the state should attempt to equalize the realization of the interests designated by rights, it is argued that legal punishment restores the equality of condition, disrupted by criminal conduct, that all citizens are entitled to. While this equality of condition might be restored in various ways, it is argued that (...) the imposition of punitive losses is the most appropriate way to restore it in most cases. An account of the ill deserts of offenders, as a function of the harms their crimes produce and the extent of their culpability for those harms, is briefly elaborated. (shrink)

In ‘The Authorship of Sister Peg', David Raynor relies on circumstantial evidence, unsubstantiated hypotheses, and subjective analysis in an effort to dispute my article ‘Let Margaret Sleep' and claim the authorship of Sister Peg for David Hume. This reply focusses instead on the large body of documentary and testimonial evidence that has surfaced during the past forty years, which overwhelmingly and convincingly supports the attribution of Sister Peg to Adam Ferguson. New documentary evidence includes Ferguson's emendations in Sir Walter Scott's (...) copy of Sister Peg, an 1809 letter from Ferguson to Alexander Fraser Tytler and Tytler's response to it, and information about the early publishing history of the work – as well as a letter by Hume himself about his preoccupation with another project when Sister Peg was written. While no new contemporary testimonials alleging Hume's authorship have been discovered since the publication of Raynor's edition of Sister Peg in 1982, at least nine contemporary testimonials naming Ferguson as the author are now known. This reply refutes Raynor's attempts to discredit the most famous of these testimonials – the account of Ferguson's authorship in the memoirs of Alexander Carlyle – and shows that the others cannot be reduced to Carlyle’s influence. In the last decade there has been a pragmatic turn in the work of those doing Christian ethics, especially as represented by the work of Jeffrey Stout and Franklin Gamwell. The pragmatic turn represents a critique of the highly influential work of Stanley Hauerwas and Alasdair MacIntyre, which argues for a strongly intra-church ethics. The pragmatists are correct in arguing that Christian ethics must engage the public sphere. However, I argue that they are deeply mistaken in their claim that this (...) engagement must rest on a weak or non-existent theology. I show that the claim that robust theology adds nothing to ethics, and that we can get along without it, is unsustainable. (shrink)

Although the use of ECT has declined dramatically from its inception, this decrease has recently shown signs of leveling out because of ECT's powerful therapeutic effect in severely ill depressed individuals who either do not respond to pharmacologic alternatives or are too ill to tolerate a relatively lengthy drug trial. Notwithstanding its therapeutic benefits, ECT has also remained a controversial treatment modality, particularly in the eye of the public. Given the unsavory qualities associated with the word “electroconvulsive,” claims of possible, (...) probable, or even certain brain damage with ECT have easily found listeners. A careful, nonselective assessment of data covering the areas of pathology, radiology, electrophysiology, biochemistry, and neuropsychology leads both to certain conclusions and to certain unanswered questions. ECT is not the devastating purveyor of wholesale brain damage that some of its detractors claim. For the typical individual receiving ECT, no detectable correlates of irreversible brain damage appear to occur. Still, there remains the possibility that either subtle, objectively undetectable persistent deficits, particularly in the area of autobiographic memory function, occur, or that a rarely occurring syndrome of more pervasive persistent deficits related to ECT use may be present. Clearly, more research directed toward answering these questions needs to be carried out so that the role of ECT can be more rigorously defined. While such research is pending, however, we cannot expect that the conditions that predispose to clinical referrals for ECT will disappear. Given the misery, anguish, and risk of death by suicide, starvation, or debilitation associated with severe depressive illness, for example, it still appears that ECT, at least for the present, must continue to be available. Pogge's proposal of a,global resource dividend' (GRD) is intendend to compensate the poor, commodity-exporting countries of the developing world for terms of trade losses and unequal exchange in trade with the industrialized North. It can be shown that it is unlikely that Pogge’s GRD will be successful. On the one side, increased financial flows from the GRD funds may seriously inhibit the structural transformaton of an underdeveloped economy, whereas on the other side the internal distribution problem associated with GRD payments (...) is not resolved. [Richard Wollheim] Any experiential view of pictorial meaning will assign to each painting an appropriate experience through which its mean can be recovered. When the meaning is representational, what is the nature of the appropriate experience? If there is agreement that the experience is to be described as seeing-in, disagreement breaks out about how seeing-in is to be understood. This paper challenges two recent interpretations: one in terms of perceived resemblance, the other in terms of imagining seeing. Neither view (...) gives a correct account of how the spectator distributes his attention between the marked surface and the represented object. /// [Robert Hopkins] I offer two, complementary, accounts of the visual nature of representational picturing. One, in terms of six features of depiction, sets an explanatory task. The other, in terms of the experience to which depiction gives rise, promises to meet that need. Elsewhere I have offered an account of this experience that allows this promise to be fulfilled. I sketch that view, and defend it against Wollheim's claim that it cannot meet certain demands on a satisfactory account. I then turn to Wollheim's own view, arguing that it suffers from crucial obscurities. These prevent it from meeting the explanatory commitments I describe, and are only exacerbated by the demands Wollheim himself imposes. (shrink)

The notion of ‘bipolar’ or ‘second‐personal’ normativity is often illustrated by such situations as that of one person addressing a complaint to another, or asserting some right, or claiming some authority. This paper argues that the presence of speech acts of various kinds in the development of the idea of the ‘second‐personal’ is not accidental. Through development of a notion of ‘illocutionary authority’ I seek to show a role for the ‘second‐personal’ in ordinary testimony, despite Darwall's argument that the notion (...) of the ‘second‐personal’ marks a divide between practical and theoretical reason.
