J. Robert Oppenheimer, a leading physicist in the Manhattan Project, recognized that scientific inquiry and discovery could no longer be separated from their effect on political decision-making, social responsibility, and human endeavor in general. He openly addressed issues of common concern and as a scientist accepted the responsibility brought about by nuclear physics and the atom bomb. In this collection of essays and speeches, Oppenheimer discusses the shift in scientific awareness and its impact on education, the question (...) of openness in a society forced to keep secrets, the conflict between individual concerns and public and political necessity, the future of science and its effects on future politics---in short, the common and uncommon sense we find in our modern day reality. Communication by scientists with policy makers and attentive publics raises ethical issues. Scientists need to decide how to communicate knowledge effectively in a way that nonscientists can understand and use, while remaining honest scientists and presenting estimates of the uncertainty of their inferences. They need to understand their own ethical choices in using scientific information to communicate to audiences. These issues were salient in the Fourth Assessment of the Intergovernmental Panel on Climate Change with respect to possible sea level rise (...) from disintegration of the Greenland and West Antarctic ice sheets. Due to uncertainty, the reported values of projected sea level rise were incomplete, potentially leading some relevant audiences to underestimate future risk. Such judgments should be made in a principled rather than an ad hoc manner. Five principles for scientific communication under such conditions are important: honesty, precision, audience relevance, process transparency, and specification of uncertainty about conclusions. Some of these principles are of intrinsic importance while others are merely instrumental and subject to trade-offs among them. Scientists engaged in assessments under uncertainty should understand these principles and which trade-offs are acceptable. (shrink)

The AIDS crisis poses a special challenge for American health care, which depends heavily on private insurance to pay medical bills. Can we provide adequate health care to all who need it and still meet the financial requirements of the private health insurance industry? More insurance carriers are turning to antibody testing in order to eliminate poor risks from non‐group, direct‐pay pools. Some cost‐conscious employers have attempted to fire AIDS patients summarily or to exclude AIDS coverage from group insurance policies. (...) Various remedies are available for spreading the financial risks of the epidemic, such as covering persons with AIDS under Medicare or in state‐sponsored health insurance pools. Ethical questions about cost and access may also rekindle the debate about the need for national health insurance. (shrink)

J. Robert Oppenheimer was one of the outstanding physicists of his generation. He was also an immensely gifted writer and speaker, who thought deeply about the way that scientific discoveries have changed the way people live and think. Displaying his subtlety of thought and expression as do few other documents, this book of his lectures discusses the moral and cultural implications of developments in modern physics.

Some types of solar radiation management (SRM) research are ethically problematic because they expose persons, animals, and ecosystems to significant risks. In our earlier work, we argued for ethical norms for SRM research based on norms for biomedical research. Biomedical researchers may not conduct research on persons without their consent, but universal consent is impractical for SRM research. We argue that instead of requiring universal consent, ethical norms for SRM research require only political legitimacy in decision-making about global SRM trials. (...) Using Allen Buchanan & Robert Keohane's model of global political legitimacy, we examine several existing global institutions as possible analogues for a politically legitimate SRM decision-making body. ArgumentJ. Robert Oppenheimer was a complex person. His work in physics during the 1930s, at Los Alamos during the 1940s, and as governmental advisor in the immediate postwar period, gave him a deep sense of connection with communities that had distinctive purposes. But he found it difficult to conceive an overall creative vision for himself or to devise a compelling objective for the community he belonged to if one had not been formulated at the time he assumed its (...) leadership. I analyze the reasons for his successes: the vision and demands of physics during the 1930s, the make-up of Los Alamos, and the challenges of the postwar atomic world. In each of these enterprises he assumed a distinctive role and came to represent a distinctive persona – but he could not integrate his activities into a coherent whole that might be a model for the intellectual in the new world he had helped to shape. Despite an abundance of research on inter-organizational trust, researchers are only beginning to understand the process of trust deterioration as an inter-organizational phenomenon. This paper presents a case study examining the deteriorating relationship between two international high-tech firms. We surveyed respondents from the supplier firm to identify major elements that reduced the supplier's trust in its customer, using the dimensions of trust identified by Mayer et al. (1995). While violations of ability, integrity, and benevolence all contributed to trust reduction, early (...) violations of trustee benevolence contributed importantly to trust deterioration. Over time, the relationship became "sensitive," and respondents reported many incidents of trust violation. Managers reported primarily integrity- and benevolence-related incidents, while no pattern emerged among operations personnel. We examine the results in light of Hosmer's (1995) ethically-based trust principles. The supplier and customer would likely differ in their opinion of whether the customer was acting "ethically." This suggests that scholars need to examine how many principles can be violated before trust is eliminated, and whether any of the principles are particularly salient in business relationships. Climate engineering (CE), the intentional modification of the climate in order to reduce the effects of increasing greenhouse gas concentrations, is sometimes touted as a potential response to climate change. Increasing interest in the topic has led to proposals for empirical tests of hypothesized CE techniques, which raise serious ethical concerns. We propose three ethical guidelines for CE researchers, derived from the ethics literature on research with human and animal subjects, applicable in the event that CE research progresses beyond computer (...) modeling. The Principle of Respect requires that the scientific community secure the global public's consent, voiced through their governmental representatives, before beginning any empirical research. The Principle of Beneficence and Justice requires that researchers strive for a favorable risk–benefit ratio and a fair distribution of risks and anticipated benefits, all while protecting the basic rights of affected individuals. Finally, the Minimization Principle requires that researchers minimize the extent and intensity of each experiment by ensuring that no experiments last longer, cover a greater geographical extent, or have a greater impact on the climate, ecosystem, or human welfare than is necessary to test the specific hypotheses in question. Field experiments that might affect humans or ecosystems in significant ways should not proceed until a full discussion of the ethics of CE research occurs and appropriate institutions for regulating such experiments are established. Product-specific sales incentives, or "spiffs," have instigated conflict in business and sales for more than fifty years. PSIs are exactly what they sound like: incentives offered by manufacturers to salespeople to encourage them to promote certain products above those of competitors. PSIs have provoked considerable controversy. They are sometimes likened to "bribes," in that their purpose is to motivate salespeople to offer advice that might contradict what they would otherwise recommend. If a salesperson's job is to sell an array of (...) products, how is it equitable for him or her to receive additional compensation for selling certain products above others? In addition, how are we to justify the bias that the presence of PSIs introduces into the selling process. There is concern that this causes negative consequences for stakeholders, including manufacturers, retailers, salespeople, and, of course, customers. How does this affect the competitive process?The research conducted explores the reaction to PSIs by people of different ages. It reveals a correlation between age, education, and reaction to PSIs. The findings correspond with the Josephson Institute of Ethics report, which found that younger adults tend to exhibit higher tolerance for unethical behavior. Examination of PSIs, like other sales incentives, reveals intentional and unintentional consequences to a wide array of stakeholders. The research indicates that there is value inherent in considering both the propriety and manner of implementation of sales incentives, such as PSIs. (shrink)

All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

In the beginning, there was the DN (Deductive Nomological) model of explanation, articulated by Hempel and Oppenheim (1948). According to DN, scientific explanation is subsumption under natural law. Individual events are explained by deducing them from laws together with initial conditions (or boundary conditions), and laws are explained by deriving them from other more fundamental laws, as, for example, the simple pendulum law is derived from Newton's laws of motion.

Simple Reduction and Beyond Traditional and New Wave models of reduction in science have not lacked for ambition. Philosophers have presented single models to account for the full range of interesting intertheoretic relations, for scientific progress, and for the unity of science (Nagel, 1961; Oppenheim and Putnam, 1958). Early critics attacked the logical empiricists' proposals about the character of intertheoretic connections (Feyerabend, 1962; Kuhn, 1970). New Wave reductionists have similarly argued that various intertheoretic relations fall at different points on a (...) continuum of goodness-of-intertheoretic-mapping. Still, whatever their differences with the logical empiricists, New Wave reductionists have retained traditional aspirations for a single, comprehensive model of reduction that will make sense of the wide range of intertheoretic relations, of progressive scientific change, and of how the various sciences hang together (Hooker, 1981; Churchland and Churchland, 1990; Bickle, 1998). Both logical empiricists and their New Wave successors proffer such unified, multi-purpose models. Regardless of the field, multi-purpose tools typically sacrifice precision for versatility. Recent analyses of mechanistic explanation have helped to reveal that these models of scientific reduction are no exceptions to this rule, and the cost of sacrificing precision is one that the mechanists are unwilling to pay. Traditional and New Wave reductionists manifest allegiances (1) to the (virtually exclusive) analysis of theories and intertheoretic relations and (2) to conceptions of explanatory levels in science rooted in considerations pertaining to the size of and the mereological relations between the sciences' objects of study. (Discussions of both explanatory levels and mereological relations follow in subsequent sections.) By contrast, advocates of mechanistic analysis offer detailed accounts of particular systems' functioning that survey their components, their operations, and the larger systems to which they contribute (Bechtel and Richardson, 1993; Glennan, 1996; Machamer, Darden and Craver, 2000; Craver, 2001; Bechtel, 2006).. This essay from 1999, republished in Notre Dame Magazine online in July 2023, explores how the 1950s were a time of fundamental transformations in American society, a time when the United States went fully megatechnic. The hugely increased power of military, corporate-industrial and “big science” institutions developed during the 1950s signaled the transformation to megatechnic America, with atomic bombs and nuclear testing, automobiles and televisions as key symbols of that transformation. Figures such as J. Robert Oppenheimer and Edward (...) Teller illustrated the battle between national security dictates controlling nuclear bomb testing and responsible science. -/- Since the Second World War the United States has been problematically guided by a power-oriented culture, which, in the names of national security and convenience, has tended to reshape America toward an increasingly hierarchical model of society based on the system requirements of a machine. This same era gave birth to a generalized economic prosperity in the United States, to the civil rights movement, to feminism, literary and artistic innovations, and to other openings of public equality and freedom. Yet the magnification of bureaucratic-corporate structures in that postwar, cold war prosperity has ultimately tended to restructure America against the basic requirements of democratic community. Robert Oppenheimer tells the story about a group of Bible scholars who practised exegesis with grim determination. A visitor, admiring so much earnest learning, inquired whether they did not find certain texts supremely difficult. Answered one Bible student: “Indeed—but what we do not understand we explain to one another.”.

Wolfgang Pauli referred to him as 'my discovery,' Robert Oppenheimer described him as 'one of the most gifted theorists' and Niels Bohr found him enormously stimulating. Who was the man in question, Gunnar Källén (1926-1968)? His appearance in the physics sky was like a shooting star. His contributions to the scientific debate caused excitement among young and old. Similar to his friend and mentor, Wolfgang Pauli, he demanded honesty and rigor in physics - a distinct dividing line between (...) fact and speculation. In his obituary, Arthur S. Wightman would write: 'Gunnar Källén was a proud continuer of the tradition in quantum field theory established by Wolfgang Pauli. His papers on quantum electrodynamics in the period 1950-1954 carried the non-perturbative approach to quantum electrodynamics forward to a point beyond which very little essential progress has been made up to the present day. At the time I was trying to puzzle out the grammar of the language of quantum field theory, and here was Källén already writing poetry in the language!'. In addition to being a remarkable scientist, Källén had a very interesting personality, well worth exploring. In her book, physicist Cecilia Jarlskog traces both the personal and scientific trajectory of this unsung hero of the early days of high-energy physics and quantum field theory. A number of invited contributions by members of the Källén family and distinguished researchers from the field, all of them personally acquainted with Källén, combine to form an authentic portrait of the researcher and the man. Last but not least, the reader will become acquainted with some aspects of the history of particle physics in those days, as related by Källén and those who corresponded with him. A commented selection of his most important and not easily accessible papers is included as an added bonus for specialists. (shrink)

David Bohm, Emeritus Professor of Theoretical Physics at Birkbeck College of the University of London and Fellow of the Royal Society, died of a heart attack on October 29, 1992 at the age of 74. Professor Bohm had been one of the world’s leading authorities on quantum theory and its interpretation for more than four decades. His contributions have been critical to all aspects of the field. He also made seminal contributions to plasma physics. His name appears prominently in the (...) modern physics literature, through the Aharonov- Bohm effect , the Bohm-EPR experiment , the Bohm-Pines collective description of particle interactions (random phase approximation), Bohm diffusion and the Bohm causal interpretation of quantum mechanics, also sometimes called the de Broglie-Bohm pilot wave theory. David Bohm was born in Wilkes-Barre, Pennsylvania on December 20, 1917. A student of J. Robert Oppenheimer, Bohm received his Ph.D. from the University of California at Berkeley in 1943. In 1950 he completed the first of his six books, Quantum Theory, which became the definitive exposition of the orthodox (Copenhagen) interpretation of quantum mechanics. Here Bohm presented his reformulation of the paradox of Einstein, Podolsky, and Rosen. It is this Bohm version of EPR which has provided the basis for the enormous expansion of research on the foundations of quantum theory, focusing on nonlocality and the possible incompleteness of the quantum description (the question of “hidden variables”), which has occurred during the past several decades. This article examines the implications for the notion of scientific vocation of the modern intersection between science and violence, realized most powerfully in the atomic bomb. Tracing the career and political trajectory of atomic physicist J. Robert Oppenheimer and drawing on the theories of Max Weber, Julien Benda and Michel Foucault, the article addresses ethical ambiguities and tensions in the modern scientific vocation. I argue that Oppenheimer’s moral and political struggles in relation to nuclear weapons were attempts (...) to come to terms with the collapse of legitimacy of the role of ‘universal intellectual’ and with the limitations of the more contemporary role of ‘specific intellectual’. Oppenheimer was faced with the problem of handling the relationship between scientific expertise and moral and political responsibility. His struggles demonstrate the continuing relevance of Weber’s conception of political responsibility for conceptualizing the ethical dilemmas inherent in the modern relationship between science, the state and violence. On one level this is a case study in science, religion, and morality, with special attention to the consequences for morality of science's embeddedness in society. On another level this is the science-and-theology dialogue between the theologian Dietrich Bonhoeffer and his brother Karl-Friedrich, a physicist. The influence of Karl-Friedrich and the brothers' exchanges on Dietrich's prison theology receives special attention. Because this study is set in Germany in the 1930s and 40s, and Karl-Friedrich's work intersected Germany's efforts to develop a (...) nuclear weapon, the discussion leads to Los Alamos and the Manhattan Project.
