Um dos grandes problemas postos pelo tema dos direitos humanos à filosofia é, entre outros, o de sua fundamentação filosófica. No pano de fundo deste debate, surgem questões específicas: como se pode fundamentar/justificar filosoficamente a exigência de reconhecimento aos direitos humanos? Neste estudo, procuro abordar, de modo direto, o núcleo argumentativo sobre o qual está estruturada da proposta de Höffe. La finalidad de este ensayo consiste en analizar la securitización de las políticas públicas en América Latina, en especial las de seguridad ciudadana, que esconden en su argumentación, logística, comportamiento y preparación y asuntos que tienen que ver con la guerra de baja intensidad para desestructurar y eliminar en otros casos, a lideres comunitarios y populares, además de ejercer el control de los movimientos populares con el ingrediente novedoso de incorporar al crimen organizado como soporte para efectuar asesinatos, facilitar el (...) tráfico de armas y negociar la narco- amnistía por corresponder a las iniciativas de los planes contrainsurgentes en América Latina, con especial énfasis en Centro América y México. Nuestro análisis gira en cuatros aspectos: gobernabilidad inexistente con desobediencia civil en las calles, la violencia institucionalizada y el crimen organizado legitimado, las guerras preventivas: Plan Colombia y Centroamérica laboratorio del Estado Policial. The provision of aid in war zones can be fraught with political difficulties and may itself foster inequalities, as it is rare to be allowed access to civilians on both sides of a conflict. Over the past decade, a United Nations brokered agreement has allowed Operation Lifeline Sudan , a UN “umbrella” organisation, to provide the diplomatic cover and operational support to allow long term humanitarian and emergency food aid to both the government and the rebel sides in the long-running (...) south Sudanese civil war. Over the years, the destruction of infrastructure in the country has meant that the provision of basic health care has been seriously hampered. Operation Lifeline Sudan has coordinated the work of most of the non-governmental organisations , working in this part of Africa. Each NGO has had responsibility for a particular area of the country and has worked closely with the local Sudanese authorities on either side of the conflict, conforming to strict codes of conduct or “ground rules”, based on neutrality. Operation Lifeline Sudan has provided an air-bridge for emergency relief supplies in regions where road access is impossible, either because of landmines, or simply because the roads do not exist. The war continues, however, and the underlying causes of war—economic exploitation, marginalisation of communities, lack of political representation, and systematic violence and abuse remain unsolved. The warring factions have brought some OLS operations in south Sudan to a standstill recently, for certain political reasons that could have compromised the neutrality of the OLS-coordinated humanitarian aid schemes. It would appear that the only resolution to the country's problems are external political pressure to get the respective combatants to negotiate and, less probably, an undertaking by countries of the developed world not to continue to supply arms. Nevertheless, OLS may serve as a model for how medical aid can be delivered in an even-handed way to the populations of countries where there is civil war, irrespective of where they may live. Plochmann and Robinson closely analyze this great dialogue in the first two-thirds of their book, turning in the final four chapters to a broader discussion of its unity, sweep, and philosophic implications.

The book begins with an overview of globalization, showing how wealth and power are concentrated in the hands of a transnational elite while ever increasing numbers of people are being marginalised. Institutions such as the World Trade Organisation and the International Monetary Fund are intent upon exercising a new hegemony over individuals as the role of the traditional nation state is transformed. At the centre of this power shift is a group of high-tech robber barons who dominate the Information Age (...) and exploit the technologies of globalization for their own narrow interests. The second part of the book explores the rise of the new grass roots oppositional movements around the world. Manifest in such diverse struggles as the uprising of the Zapatistas in Mexico and the battle of Seattle against the World Trade Organisation, this new postmodern politics is "de-centred" and has little interest in the old ideologies that dominated much of the twentieth century. The final section of the book contextualizes postmodern politics by drawing on contemporary examples. The authors discuss the demise of socialist and proto-socialist experiments in Chile, Grenada, Nicaragua and Cuba and the emergence of postmodern movements in Latin America. The final two chapters take a specific look at the Zapatista movement and its significance for revolutionary struggles around the world. (shrink)

Solution concepts for game play implicitly assume what information is relevant for choosing moves. Maximin and Eliminating Dominated Strategies use payoff order; mixed strategies and Harsanyi's risk dominance use payoff values. "Cooperative" strategies use previous choices, ignoring payoffs altogether. We first define the 12 symmetric 2 × 2 games as a continuous payoff space then use this space to evaluate strategies based on different types of information. Strategic success is shown to be sensitive to actual payoffs and seldom consistent for (...) all games of an ordinally defined category such as Chicken. A new hybrid strategy using both payoff and choice information is introduced and shown to produce efficient outcomes in all symmetric 2×2 games when employed by both players. It does well in evolutionary tournaments against strategies of other types, especially in the difficult distribution games including Battle-of-the-Sexes. (shrink)

Neoliberal assaults upon public education have been grounded upon the supposition that schools are failing to prepare students to respond to local and global economic needs and realities. The result has left the relational between pupils and teachers as a taken-for-granted practice. Lived experiences often can show and capture the unexpressed in taken for granted moments. This discussion presents teaching as relational moments, shared between beginning teachers and pupils. We employ a phenomenological sensitivity as we unravel the anecdotal evidence to (...) bring into language a “lived through” dimension of human relations. As teacher educators, we ask: what is experienced when relationality is the focus for beginning teachers? The importance of this question is due to the prevalence of neoliberal forces that now guide, and to large extent, control what it means to teach in schools across Canada. In an effort to understand this emerging view of teaching, we explore what four preservice teachers from Nova Scotia experienced in becoming teachers, as they completed their final Field Experience in Bergen, Norway. We share these anecdotal representations to help teachers see how the relational informs identity in becoming a teacher and allows teacher educators to deconstruct the “taken-for-granted-ness” of teaching stuck in the rational-technical model. This paper gives an account of some of the authors' experiences as a group of women academics, interested in exploring the patterns of women's paid employment in Northern Ireland and understanding its contribution both to their lives and to the dynamics of the local economy. It examines the form that feminist criticism of official statistics has taken in the UK context. Next, it considers the case of Northern Ireland as a specific context for the debate about and reform of statistical (...) practice. The authors argue that, while more use can be made of existing data sets, there need to be adjustments to customary practice so as better to reflect the reality of employment of women. (shrink)

In cortical neurones, analogue dendritic potentials are thought to be encoded into patterns of digital spikes. According to this view, neuronal codes and computations are based on the temporal patterns of spikes: spike times, bursts or spike rates. Recently, we proposed an ‘action potential waveform code’ for cortical pyramidal neurones in which the spike shape carries information. Broader somatic action potentials are reliably produced in response to higher conductance input, allowing for four times more information transfer than spike times alone. (...) This information is preserved during synaptic integration in a single neurone, as back‐propagating action potentials of diverse shapes differentially shunt incoming postsynaptic potentials and so participate in the next round of spike generation. An open question has been whether the information in action potential waveforms can also survive axonal conduction and directly influence synaptic transmission to neighbouring neurones. Several new findings have now brought new light to this subject, showing cortical information processing that transcends the classical models. We applaud the goals and execution of the target article, but note that individual differences do not receive much attention. This is a shortcoming because individual differences can play a vital role in theory testing. In our commentary, we describe programs of research of this type and also apply similar thinking to the mechanisms proposed in the target article.

Heyman explains useful ways to bring addictive drug use under environmental control. We doubt that relapse is explained by drug features such as immediate reinforcement, clouding of judgment, and so forth. Relapse may require explanation in terms of enduring sensitization of incentive neural substrates, but even if its causal assumptions are wrong, Heyman's model makes useful predictions for behavioral control.

How do we understand the roots of modern identities and subjectivities (citizen, labour migrant, artist, member of a global faith community) and the cosmopolitan imaginaries and practices embraced and generated in the Asia Pacific region? Writing from a range of disciplines, and diverse sites, the authors explore the ways in which identities are recognized and contested, subjectivities dislodged and reconstituted in the contemporary world, and the role of dialogic scholarly practices in engaging, stimulating and promoting emergent subjectivities and identities.

Selected elementary (Grades 4 through 6) and secondary (Grades 7 through 12) science textbooks were examined for their treatment of engineering and technology relative to the national science and mathematics standards in the areas of connections to technology and society.Elementary textbooks were found to have significant connections between science concepts and technology and society; however, the treatment was often superficial and/or indirect.Activities were mostly teacher-directed with little opportunity for designing, making, and testing things.Connections to mathematics concepts were rare.Secondary textbooks made (...) use of extensive technology in lab work and provided students with many connections between science concepts, technology, and society.They did a better job of presenting mathematics concepts in word problems, and some engineering and design projects were fostered.The major concern found with both elementary and secondary texts was the glaring lack of solid connections to mathematics.
