У статті розглянуто економічні та правові проблеми управління розвитком міських агломерацій в Україні. Охарактеризовані склад, структура, причини формування міських агломерацій. Систематизовано етапи, чинники й економіко-правові умови розвитку міської агломерації. Виявлено відмінності між управлінням-функціонуванням та управлінням-розвитком міської агломерації. Розглянуто взаємодію територіальних громад щодо розвитку агломерації та її правове забезпечення. Сформульовано комплекс завдань, вирішення яких дозволить подолати економічні, організаційні та правові проблеми управління розвитком міських агломерацій.

Here is an account of recent investigations into the two main concepts of negation developed in the constructive logic: the negation as reduction to absurdity, and the strong negation. These concepts are studied in the setting of paraconsistent logic.

In the article the problem of the system of urban management in emergency and crisis situations were considered. Composition and functions of the municipal government have been characterized. It was disclosed the concept of "emergency" and "crisis". Typology of crisis and emergency situations include: natural disasters, manmade disasters, sanitary-epidemiological, socio-political and economic crises. Crises have been classified: the reasons of occurrence, in the sphere of manifestation, on the possibilities of forecasting and duration. Typical measures to manage the liquidation of emergency (...) situations in the city have been identified. Principles and steps of the City of crisis management are presented. Analysis was performed operational management experience life support in an emergency situation caused by the fighting. Was justified by the implementation of additional features for managing urban emergency response and overcome the consequences of the social, economic and environmental crisis. Perform additional functions involves restoration of vital facilities of the city, which are damaged by the fighting. Additional features of urban governance provide fault detection of communal, social, engineering, road infrastructure. Function provides an assessment permanently damaged facilities. Function ensures the development of the investment project for restoration of urban infrastructure. Analysis functions provide resource support the restoration project. The purpose of the article is to explore and generalize a theoretical and methodical basis for the harmonization of financial and tax accounting of corporate income. The financial and tax accounting are characterized, as well as the necessity to harmonize them. The role of income as an economic category and practical index used in the financial analysis is shown. Three concepts of income as an increase in enterprise's net assets are analyzed. It was determined that a differentiation of concepts is (...) associated with the process of development of the joint-stock form of management. To determine income the methods are presented from the perspective of capital maintenance and from the perspective of its maximization. To obtain the reliable and comparable financial information the paper considers the approaches to accounting the revenues and expenditures on the basis of using relevant principles. The impact of rules of establishing and recognizing revenues and expenditures on the value is assessed that is an essential condition for the harmonization of financial and tax accounting of corporate income. The use of theoretical and methodical approaches to providing the harmonization of financial and tax accounting of corporate income will improve the transparency and publicity of corporate activities. This in turn will make corporations more attractive for potential investors and their activities on securities market more effective. (shrink)

The article analyzes the philosophical concept of the “porous self” of J. Rivera. The originality of this concept in the post-phenomenological project is determined by the role of theological constructions that modify the primal experience of self-consciousness. This modification allows us to interpret the phenomenological description of the human self as different from the classical — “porous” temporality, i.e., correlating through “two entrances”—the internal and external—with eternity. Within this approach, the primary phenomenon of the constitution of the "porous" self becomes (...) the inner word, which in the appeal to eternity turns out to be the original self-awareness of the self as a temporality. The secondary phenomenon of the constitution of the “porous” self is not the mundane temporality of M. Heidegger, but Epektasis as an intense striving towards the end of time in General. The worldly temporality of the self, transformed by faith, is phenomenologically revealed as open to eternity in each of its moments. The third phenomenon of the temporality of the self is Memoria, whose interpretation reveals how the structure of the inner consciousness of time by E. Husserl can be framed ontologically and harmoniously integrated into the theological concept. The article shows how, based on this understanding of both the internal and external openness of the “porous” self for eternity, the integral structure of its temporality is formed. The temporality of the porous self is a modification of Husserl’s time diagrams and the intertwining of two streams of temporality at the same time from past to future and from future to past, which itself constitutes a phenomenal field of events of self. This understanding of temporality sets new perspectives for the phenomenological analysis of subjectivity. (shrink)

The work aims to demonstrate that at the heart of Eriugena’s approach to Christian theology there lies a profoundly philosophical interest in the necessity of a cardinal shift in the paradigms of thinking – namely, that from the metaphysical to the dialectical one, which wins him a reputation of the ‘Hegel of the ninth century,’ as scholars in Post-Hegelian Germany called him. The prime concern of Eriugena’s discourse is to prove that the actual adoption of the salvific truth of Christ’s (...) revelation about all humans’ Sonship to God directly depends on the way the truth of God’s Oneness is consistently thought of. It is exactly the dialectic of the universal and particular which allows Eriugena both to tackle the dichotomy between being and non-being and to proceed towards raising a question how the totality of God’s being can be approached so as to let him radically reconsider a predominantly metaphysical view of creation the theological reflection traditionally relies on. According to the dialectical understanding of unity that Eriugena does adhere to, the reality of creation cannot be thought of, and therefore known, otherwise than in the way of being inseparable from the universal Principle of all. This is the Principle abandoned by nothing, unless the mind corrupted by the senses thinks otherwise and, following the metaphysical pattern of dichotomy, improperly sets the creation and its Principle apart. Restoration of the mind to the proper rational motion of recta ratio freed, as Eriugena argues, from the dictates of senses therefore becomes the way of both the epistemological breakthrough to the infinite whole and practical return from the world of finite things to living in the divine reality of creation. The work’s argument is based on the assumption of close affinity between Eriugena’s discourse and that of his Islamic contemporaries, who developed their dialectical ideas within the Mu’tazilah tradition of a philosophically disciplined approach to the truth of God’s Oneness. In particular, al-Nazzam’s engagement with Parmenides’ Periphyseon and his resistance to the danger of a dualistic interpretation of its ontology seem to provoke Eriugena’s innovative approach to Christian theology with a view to suggesting a mode of overcoming dualism as the main obstacle on the way to the Truth revealed. This vision of the meaning of Eriugena’s undertaking allows us not only to better understand the novelty of his approach to Christian theology, but also reconsider some of the key points of his discourse that seem to have become a sort of commonplace in Eriugenian studies: 1. Unlike the prevalent opinion, not the forms of the division of Nature but the modes of interpreting being and non-being are to be understood to constitute the genuine subject-matter of each book of the Periphyseon and, hence, of the five parts of his system. 2. The fourfold division of Nature is to be interpreted not as a basic structure of the system offered by Eriugena, but as a means of introducing dialectic to the body of theology by refuting Augustine’s metaphysical vision of a hierarchical model of the universe and indicating the way of resolution of the cardinally theological contradiction – God does and does not create at the same time. 3. All this gives reason to disagree with a general tendency of associating Eriugena’s work with exploration of the division of God’s Nature and to reinterpret it as an immense anti-division project to be understood as an important turn in the history of Christian thought entirely focused on the truth of God’s Oneness and human life in conformity to it. *** I affirm that this thesis is entirely my own work and has not been submitted for examination in any form elsewhere. We describe a general logical framework, Justification Logic, for reasoning about epistemic justification. Justification Logic is based on classical propositional logic augmented by justification assertions t: F that read t is a justification for F. Justification Logic absorbs basic principles originating from both mainstream epistemology and the mathematical theory of proofs. It contributes to the studies of the well-known Justified True Belief vs. Knowledge problem. We state a general Correspondence Theorem showing that behind each epistemic modal logic, there is a (...) robust system of justifications. This renders a new, evidence-based foundation for epistemic logic. As a case study, we offer a resolution of the GoldmanRed Barns in Justification Logic. Furthermore, we formalize the well-known Gettier example and reveal hidden assumptions and redundancies in Gettier’s reasoning. (shrink)

Review of Westerlund, F.. Heidegger and the Problem of Phenomena. London: Bloomsbury.

The relationships between various modal logics based on Belnap and Dunn’s paraconsistent four-valued logic FDE are investigated. It is shown that the paraconsistent modal logic \, which lacks a primitive possibility operator \, is definitionally equivalent with the logic \, which has both \ and \ as primitive modalities. Next, a tableau calculus for the paraconsistent modal logic KN4 introduced by L. Goble is defined and used to show that KN4 is definitionally equivalent with \ without the absurdity constant. Moreover, (...) a tableau calculus is defined for the modal bilattice logic MBL introduced and investigated by A. Jung, U. Rivieccio, and R. Jansana. MBL is a generalization of BK that in its Kripke semantics makes use of a four-valued accessibility relation. It is shown that MBL can be faithfully embedded into the bimodal logic \ over the non-modal vocabulary of MBL. On the way from \ to MBL, the Fischer Servi-style modal logic \ is defined as the set of all modal formulas valid under a modified standard translation into first-order FDE, and \ is shown to be characterized by the class of all models for \. Moreover, \ is axiomatized and this axiom system is proved to be strongly sound and complete with respect to the class of models for \. Moreover, the notion of definitional equivalence is suitably weakened, so as to show that \ and \ are weakly definitionally equivalent. (shrink)

In 1933 Godel introduced a calculus of provability (also known as modal logic S4) and left open the question of its exact intended semantics. In this paper we give a solution to this problem. We find the logic LP of propositions and proofs and show that Godel's provability calculus is nothing but the forgetful projection of LP. This also achieves Godel's objective of defining intuitionistic propositional logic Int via classical proofs and provides a Brouwer-Heyting-Kolmogorov style provability semantics for Int which (...) resisted formalization since the early 1930s. LP may be regarded as a unified underlying structure for intuitionistic, modal logics, typed combinatory logic and λ-calculus. (shrink)

Im Zentrum der Monographie von Claudia Rapp steht die Figur des christlichen Bischofs im Kontext der spätantiken Gesellschaft. Das Buch besteht aus zwei Teilen und einem Epilog. Der erste Teil (S. 1–152) erfüllt eine zweifache Aufgabe: Er bietet (1.) eine Übersicht über die relevante Forschungsliteratur und Positionierung der vorliegenden Arbeit in der Forschungslandschaft und (2.) die Präsentation des von der Verf. entworfenen Erklärungsmodells, das die gesamte Untersuchung konzeptuell bestimmt. Im zweiten Teil (S. 155–289) betrachtet die Verf. die Entwicklung der Rolle (...) des christlichen Bischofs im Kontext spätantiker Städte und Römischen Reiches vom 3. bis zum 6. Jahrhundert anhand von archäologischem, hagiographischem und juristischem Quellenmaterial. The article aims at reconstructing some fundamental aspects of Pletho's aesthetical views by investigating the ontological foundations of the plethonian concept of beauty. In a first step, the analysis concentrates on one extant fragment from the Laws, in which Pletho provides his definition of the concept of beauty. Here its definition in terms of an ,,ontological comparative" is combined with the platonic notions of the limit and the limitless . In the next step, the article shows the position of peras (...) and apeiron in the plethonian ontology: the pair appears as Hera and Poseidon at the very top of the plethonian pantheon. After a brief analysis of the several ways in which Pletho explains their union, in the last step, the article shows that Poseidon is brought explicitly in connection with the notion of beauty in a variety of extant texts. Thus the union of Poseidon and Hera is shown to be both effective at the root of the plethonian universe and to be central for the Plethonian concept of beauty. Beauty thus becomes a constitutive trait of the plethonian universe. (shrink)

Tatsächlich aber steht sie in engerem Zusammenhang mit der aus dem Werk des Johannes Antiocheus entnommenen Glosse Suda β 246 und ist daher aus dem Corpus des Damaskios zu streichen und Ioannes Antiocheus zuzuschreiben.

One of the main fields of consciousness studies is the search for the function of consciousness. The article deals with the hypothesis of the function of imagination as an attribute of consciousness. In the regard of the issues of the attributes of consciousness, the author analyzes the phenomenon of aphantasia, that is, lack of imagination. Despite the lack of formalized ideas about the function of consciousness and despite the scientific trend of the narrowing research areas where subjective experience is necessary (...) for a normal behavior of brain, there is a tendency to expand the presence of consciousness in the world in the modern Western philosophy of consciousness. The result of this “emancipation of consciousness” is the idea of the theoretical essential closeness of a human being and other agents: animals, artificial intelligence, plants. A consequence of the “emancipation of consciousness” is the emergence of modern versions of panpsychism, which propose expanding the space of consciousness to the world as a whole. However, studies in the field of conscious cognitive processes show that the processes that need the participation of consciousness, according to the standard intuitions, in some cases successfully performed without it. For example, the phenomenon of aphantasia shows that the tasks of imagination are performed in the absence of the ability to imagine. Therefore, it is important to take also into account the theoretical possibility of the lack of the realization of the function of consciousness. This makes it possible to ask a question about the presence of consciousness in the space that is traditionally endowed with consciousness, according to the dominant views in philosophy. Therefore, by approaching the question of the attributes of consciousness, the author demonstrates the limitations of the program for the emancipation of consciousness and offers an alternative solution to the question of the scale of the presence of consciousness in the world. In the present article we study in details what does it mean that negation in a logical system can be represented via an absurdity or contradiction operator. We distinguish different sorts of such presentations. This work treats the problem of axiomatizing the truth and falsity consequence relations, ⊨ t and ⊨ f, determined via truth and falsity orderings on the trilattice SIXTEEN 3 (Shramko and Wansing, 2005). The approach is based on a representation of SIXTEEN 3 as a twist-structure over the two-element Boolean algebra.

'Ontological Semantics' introduces a comprehensive approach to the treatment of text meaning by computer, arguing that being able to use meaning is crucial to the success of natural language processing applications.

The principle motivation of this work is to display the sense in which the epistemic reading of a Kripke model tacitly requires common knowledge of the model, CKM. This requirement significantly restricts the amount of epistemic situations we are able to consider. We explore possible worlds epistemic models in a general setting without CKM assumptions and show that such models can be identified with observable substructures of Kripke models. We argue that such observable models offer a new level of generality (...) and conceptual clarity in epistemic modeling. Similar analysis applies to intuitionistic models. (shrink)

Let K be the least normal modal logic and BK its Belnapian version, which enriches K with ‘strong negation’. We carry out a systematic study of the lattice of logics containing BK based on: • introducing the classes of so-called explosive, complete and classical Belnapian modal logics; • assigning to every normal modal logic three special conservative extensions in these classes; • associating with every Belnapian modal logic its explosive, complete and classical counterparts. We investigate the relationships between special extensions (...) and counterparts, provide certain handy characterisations and suggest a useful decomposition of the lattice of logics containing BK. In this paper individual proofs are integrated into provability logic. Systems of axioms for a logic with operators “A is provable” and “p is a proof of A” are introduced, provided with Kripke semantics and decision procedure. Completeness theorems with respect to the arithmetical interpretation are proved.

We shall be concerned with the modal logic BK—which is based on the Belnap–Dunn four-valued matrix, and can be viewed as being obtained from the least normal modal logic K by adding ‘strong negation’. Though all four values ‘truth’, ‘falsity’, ‘neither’ and ‘both’ are employed in its Kripke semantics, only the first two are expressible as terms. We show that expanding the original language of BK to include constants for ‘neither’ or/and ‘both’ leads to quite unexpected results. To be more (...) precise, adding one of these constants has the effect of eliminating the respective value at the level of BK-extensions. In particular, if one adds both of these, then the corresponding lattice of extensions turns out to be isomorphic to that of ordinary normal modal logics. (shrink)

Sergei Prozorov challenges the assumption that the biopolitical governance means the end of democracy, arguing for a positive synthesis of biopolitics and democracy. He develops a vision of democratic biopolitics where diverse forms of life can coexist on the basis of their reciprocal recognition as free, equal and in common.

The paper aims to present a critical analysis of the phenomenon and notion of exceptionalism in bioethics. The authors demonstrate that exceptionalism pertains to phenomena that are not (yet) entirely familiar to us and could potentially bear risks regarding their regulation. After an overview of the state of the art, we briefly describe the origins and evolution of the concept, compared to exception and exclusion. In the second step, they look at the overall development debates on genetic exceptionalism, compared to (...) other bioethical debates on exceptionalism, before presenting a detailed analysis of a specific case of early regulation of genetic screening. In the last part, the authors explain the historical background behind the connection between exceptionalism and exclusion in these debates. Their main conclusion is that while the initial stage of the discussion is shaped by the concept of exceptionalism and awareness of risks of exclusion, the later development centers around exceptions that are needed in detailed regulatory procedures. Ivan Karamazov’s famous dictum ‘If there is no God, anything is permitted’ in fact appears as a central meta-theme in many of Dostoevsky’s works. Western philosophers and writers repeatedly reinterpreted this idea. The most recent versions belong to the contemporary psychoanalytic and Freudian–Marxist philosophy. E.g. Jacques Lacan famously said that “if there is a God, then anything is permitted”, and Slavoy Zizek attributed this to Dostoevsky himself. The paper demonstrates which versions of this saying are present in Dostoevsky’s novel The (...) Brothers Karamazov, what meaning this meta-theme has within the integral structure of these literary works, and which of them express the author’s own position. The paper also provides insight into those bright reinterpretations of Dostoevsky’s central meta-theme that were given by certain representatives of contemporary European psychoanalytic philosophy. These readings are regarded as the significant attempts to explain the present from the standpoint of European psychoanalytic philosophy, made on the basis of elements of Dostoevsky’s artistic thinking. In 1900 David Hilbert announced his famous list of then-opened mathematical problems; the problem number 6 in this list is axiomatization of physical theories. Since then a lot of systematic efforts have been invested into solving this problem. However the results of these efforts turned to be less successful than the early enthusiasts of axiomatic method expected. The existing axiomatizations of physical and biological theories provide a valuable logical analysis of these theories but they do not constitute anything like their (...) standard presentation,which can be used for transmission, evaluation, and justification of physical and biological knowledge. This state of theart in the axiomatization of physics is strong evidence that the standard notion of axiomatic theory stemming from Hilbert and Tarski is not appropriate for thet ask. However in the recent years in mathematics there emerged a new axiomatic approach best represented by the Homotopy Type theory (HoTT). We argue that the constructive axiomatic architecture used in HoTT has better chances to be successfully applied in physics as well as in computer science and engineering. (shrink)
