У статті розглянуто проблеми управління ресурсами в процесі розвитку міських агломерацій. Визначено особливості міської агломерації, серед яких необхідність об'єднання зусиль територіальних громад, що входять до складу агломерації, на основі управління їхніми ресурсами. Виявлено характерні риси ресурсів, включаючи властивості, можливості задоволення потреб, принципи, умови, способи й вартість залучення. Представлено методи та інструменти управління ресурсами міської агломерації. Запропоновано принципи, методи, інструменти управління ресурсами включати до інформаційної системи підтримки прийняття рішень з управління міською агломерацією.

In the article the problem of the system of urban management in emergency and crisis situations were considered. Composition and functions of the municipal government have been characterized. It was disclosed the concept of "emergency" and "crisis". Typology of crisis and emergency situations include: natural disasters, manmade disasters, sanitary-epidemiological, socio-political and economic crises. Crises have been classified: the reasons of occurrence, in the sphere of manifestation, on the possibilities of forecasting and duration. Typical measures to manage the liquidation of emergency (...) situations in the city have been identified. Principles and steps of the City of crisis management are presented. Analysis was performed operational management experience life support in an emergency situation caused by the fighting. Was justified by the implementation of additional features for managing urban emergency response and overcome the consequences of the social, economic and environmental crisis. Perform additional functions involves restoration of vital facilities of the city, which are damaged by the fighting. Additional features of urban governance provide fault detection of communal, social, engineering, road infrastructure. Function provides an assessment permanently damaged facilities. Function ensures the development of the investment project for restoration of urban infrastructure. Analysis functions provide resource support the restoration project. The article aims to show that the task of grounding categorial constituents in the specific founded acts of perception yields the problem field of phenomenological inquiry, within the framework of which remains Heidegger’s project of fundamental ontology. To achieve this goal the article reconstructs, first, the problem of the possibility of a priori correspondence between meaning and intuition of the intentional act; second, the phenomenological justification of extension of the traditional concept of truth, as a result of which truth characteristic (...) expands to intentional acts structured in a certain way, namely acts of total agreement between meaning and intuition (identification acts); third, the problem of the “categorial” in the phenomenological analysis of perception, which includes the extension of the concept of perception, limited in transcendental philosophy to the area of sensible intuitions, and justification of the specific categorial acts. On this basis, the article demonstrates that (1) phenomenology in a certain sense continues the project of transcendental philosophy, but the idea of a priori correspondence between notion and intuition within the framework of structural analysis of intentionality forms a new research problem. (2) The phenomenological understanding of truth in terms of the dynamics of empty and filled meaning intention is significant for the concept of truth presented by Heidegger in Being and Time. Heidegger explicates the concept of the truth in fundamental ontology based on the idea of identification. (3) The extension of the concept of object to its categorial constitution justified by Husserl provides fundamental ontology with the research subject. Heidegger interprets the categories, phenomenally represented in acts of categorial intuition, as a priori structures of the being of beings. The study also ascertains that new concepts of Husserl’s phenomenology saturate the conceptual framework of fundamental ontology. However, Heidegger also rethinks the key concepts of phenomenology in accordance with objectives which are different from the original objectives of the project of phenomenology designed by Husserl. Introduction. Modern times are characterized by independence from financial support for travel due to introducing an ordinary region with its daily surrounding into tourist circulation, focusing not on distance, but on the depth of emotions when choosing a place to visit. The aim of the study is to assess the factors of transforming the tourist environment in a region, which might result in a number of challenges for managing the regional development. Methods. In the framework of the study, both general (...) logical methods and empirical methods are used. In particular, the analysis of approaches to managing a tourist region in the post-tourism era, as well as new tourist practices are based on classification and periodization. When choosing the factors of the tourist region new format, the case method and comparison were applied. The scientific novelty of the study. The authors substantiate that the new era will be determined by changes in the labor–leisure ratio, new tourist practices and new tourist region format. The new tourist region format involves a transition to understanding the tourist as a temporary resident of the region and actualizes the need for coexistence. Results. The state of post-tourism for such a region may be due to the emergence of new residentsowners of second homes and business migrants, as well as the social effect of deliberate tourism practices. The competition of such regions is based on intangible resources. The factors of transforming the tourist environment made it possible to give a new look at assessing the effectiveness of an event for the territory. The authors propose threshold values that will allow making decisions on the co-financing of the event from the regional or local budget. Conclusions. Hybridization of tourism and leisure does not provide a complete answer about a possible reduction in work hours, however, indicates a short-term leisure mobility of individuals. New tourism practices are based on awareness and desire to increase self-efficacy. Such transformations open up new opportunities for the territory development. (shrink)

The purpose of the study is to reveal the features of the application of event management as a PR tool in the activities of public and business spaces. In this study, the concept of "event management" has been clarified; the role of event management in the activities of public and business spaces has been determined; the use of this tool in the B2B and B2C markets has been studied; a content analysis of the reviews of visitors to the spaces has (...) been carried out in order to determine the problem field and search for ways to improve the effectiveness of event management as a PR tool; a series of expert interviews with the leaders of public and business spaces has been carried out. The scientific novelty lies in the proposed model of event management of the social and business space. As a result, the authors propose three main directions in planning and organizing the activities of public and business spaces: development and implementation of their own projects and events; management of partner projects; management of relations with partners. Our main goal in this paper is to study one Hieronymus Bosch’s iconographic motif, an owl, considering the iconography, production of meaning andconnotations. Pursuant to the comparative analysis of the variants of the formal model we intend to ascertain the meaning of Bosch’s “owl” motif. We supplementits pure visual legend throughout European art history with mythological and symbolic (mainly verbal) legend. Methodologically, we base the vast range ofinterpretations on the school of history of ideas (Aby Warburg, Ernst Gombrich, Erwin Panofsky, (...) Francis Yates, Carlo Ginzburg) and the Tartu-Moscow school ofsemiotics of culture and text analysis. The article concludes that the “owl” motif, including in the works of Bosch, conveys the semantic aura of the “blind sight”(“blind foresight”). This ideological concept is in turn included into the archaic concept of mutual communication between the worlds carried out by a mythological observer — shaman, trickster. (shrink)

The paper focuses on the issue of intermedial references, the matters of conditions, necessity and relevance of their interpretation. It discusses the question of semantic value of an intermedial reference rather than of its aesthetic, pragmatic, modal or other aspects. It considers the lack of coherence between the theoretical propositions of intermedial studies, grounded in the studies of intertextuality, and the practice of analysis. In theory, every intermedial reference configures semantic dialogue between qualified media (configurations), thus requires conceptualisation. Yet, the (...) practice of analysis reveals that some of them perform exclusively aesthetic function and invite to keep reception within the limits of perception. Therefore I make an attempt to define the criteria of textual request for conceptualisation/interpretation set up in a text as such. I propose to revise the relevant insights of different intertextual and semiotic approaches, to perform their revision, modification and extension, to articulate possible solution and exemplify it by filmic references to painting. The phenomenon of volunteer activity is actively studied by psychologists and sociologists from different countries. Despite the fact that the interpretation of volunteering has some distinctive features due to cultural differences, they do not contradict each other in general. The greatest interest is aroused by the motives and values of volunteers, the study of which has become significant in sociological and psychological research over the past decade. This article presents studies of the motives and values of Russian volunteers.

In the present meta-analysis, we examined the effect of cognitive training on the Executive Function (EF) of preschool children (age range: 3-6 years). We selected a final set of 32 studies from 27 papers with a total sample of 123 effect sizes. We found an overall effect of cognitive training for improving EF (g =.352; k = 123; p <.001), without significant difference between near and far transfer effects on executive domains. No significant additional outcome effects were found for behavioral- (...) and learning-related outcomes. Cognitive training programs for preschoolers are significantly more effective for developmentally at-risk children (ADHD or low socio-economic status) than for children with typical development and without risks. Other significant moderators were computerized versus non-computerized training, individual versus group sessions, and length of training. The number of sessions was not a significant moderator. This is the first demonstration of cognitive training far transfer effects among different executive processes. We discuss this result in relationship with the lower level of modularization of EFs in younger children. (shrink)

El artículo comienza explorando la peculiar función política y legislativa que Nietzsche otorga a los filósofos y a la filosofía, de. A continuación, se explora la nítida inspiración platónica de estas ideas y se localizan ejemplos directos en los textos de Platón, de tal manera que se desvela el origen griego de muchos términos intempestivos de la filosofía nietzscheana. La filosofía y la cultura se presentan como sistemas de aculturación, sobre la base de paralelismos entre la cría de animales y (...) la aculturación humana. Construyendo sobre la base de las conexiones Nietzsche-Platón, se incide en las tensiones entre ‘primeras’ y ‘segundas naturaleza’. Los aportes finales de Catherine Malabou se muestran cruciales para captar los circuitos de retroalimentación entre organismo y entorno, que se descubren como vínculos genealógicos entre lo biológico y lo simbólico. Platón, Nietzsche y Malabou comparten el deseo de redefinir y reorientar procesos formativos que ya en marcha en la sociedad. En último término, se trata de desvelar y tomar poder sobre la función ‘selectiva’ de la filosofía en su proceso de culturización. (shrink)

Several European countries are approving legislative reforms moving to a presumed consent system in order to increase organ donation rates. Nevertheless, irrespective of the consent system in force, family's decisional capacity probably causes a greater impact on such rates. In this contribution we have developed a systematic methodology in order to analyse and compare European organ procurement laws, and we clarify the weight given by each European law to relatives' decisional capacity over individual's preferences (expressed or not while alive) regarding (...) the destination of his or her organs after death. In this sense, the results constitute the first comprehensive and comparative legislative mapping on European transplantation laws. (shrink)

Corporate social responsibility has grown on the corporate agenda and is at the heart of today’s corporate culture. While much research has examined CSR strategies and effects, the effects of post-crisis CSR communication have received relatively little academic attention. Therefore, this paper uses two experimental studies to examine several key contingency factors that influence consumers’ responses to post-crisis CSR initiatives. Results suggest that consumers demonstrate more favorable responses when a company launches a CSR initiative congruent with the crisis issue, or (...) when the crisis is the result of an accident rather than a transgression. Further, the congruence between the crisis issue and the pre-crisis CSR initiative moderates the consistency effects between pre- and post-crisis initiatives. Such findings should be understood by considering the mediating role of corporate CSR motives’ consumer attributions, which was evidenced in this study. This study theoretically contributes to an improved understanding of the underlying mechanism of the post-crisis CSR information process and managerially contributes to the strategic development of effective post-crisis CSR initiatives given a particular situation. European Portuguese (EP) is a language with variable stress, and the main cues for stress are duration and vowel reduction. A previous behavioral study has reported a stress “deafness” effect in EP when vowel quality cues are unavailable. The present study recorded both event-related potentials (ERPs) and behavioral data to examine the stress processing by native EP speakers in the absence of the vowel quality cues. Our behavioral result was consistent with previous research, showing that when vowel reduction is absent (...) EP speakers demonstrated a stress “deafness” effect similar to that found in speakers of languages with fixed stress or without any lexical stress marking. In the ERP task, both the trochaic and iambic conditions yielded mismatch negativity (MMN) and late negativity, suggesting that EP speakers are able to discriminate the two stress patterns without vowel reduction at the pre-attentive stage. Moreover, the ERP and behavioral data revealed compatible results regarding the pattern of stress bias in EP. In the EPR task, the MMN and late negativity components were more negative and span over a larger temporal window in the iambic condition than in the trochaic condition, indicating a higher sensitivity for the iambic stress pattern. In the behavioral task, EP speakers responded more accurately and more quickly to the iambic stress. These results match recent developmental findings in the acquisition of stress, but speak against the dominant view in EP phonological literature which assumes penultimate stress to be the regular stress pattern. In addition, both the ERP and the behavioral data showed that EP speakers’ stress processing was influenced by their working memory (WM) capacity. The participants with high WM capacity outperformed the participants with limited WM capacity in the iambic condition. In sum, our results broaden the current knowledge on stress processing by EP speakers at both the pre-attentive and attentive levels. (shrink)

Resumen: En el presente artículo me propongo elucidar el significado del concepto “pathos de la distancia” y sus implicaciones ético-políticas, destacando, además, su sentido y coherencia con el conjunto del pensamiento nietzscheano. La tesis fundamental es que el pathosde la distancia, como característica básica del ideal noble, muestra cómo el concepto de preeminencia política en Nietzsche se diluye siempre en un concepto de preeminencia anímica. La reflexión se enmarca dentro de la crítica nietzscheana de la cultura, la política y la (...) educación, y su propuesta de reforma de los valores dominantes de la sociedad, entre ellos, los que configuran la subjetividad y la individualidad. Se estudian las diversas dimensiones del pathos de la distancia: como articulación jerárquica, como principio de individuación, como parte la Gran Política y como elemento del pensamiento de la cría. A collection of essays written in the field of feminist theory, this book reflects the social consequences of biological research and the political struggles waged by socialist and radical feminists. The contributors suggest that there is a pervasive racism within the feminist movement.

Improvising involves participants adopting attitudes and dispositions that make them welcoming towards what happens, even when it is unforeseen. How is the discourse on improvisation and a disposition to improvise in the community connected to the concept of inquiry? What type of reasoning can be developed? This paper aims to reflect on two different perspectives. On the one hand, we consider the feasibility of improvising inquiry in the community, promoting inquiry as an activity that can be developed extemporaneously when teacher (...) and students form a community with an “improvising” habitus. On the other hand, we underscore the intrinsic improvisational dimension of inquiry that takes shape in philosophical dialogue in the community. To develop these two educational and formative perspectives, participants students and particularly teachers must first acquire a “readiness” for improvisation which is a sort of complex attitude. Some results of previous research on improvisation are presented to explain and emphasize the features of this complex disposition. Teachers who improvise suddenly open a window on events happening in the community, serving as an example for the class which is invited to do the same. Teachers thus become improviser-facilitators within the community, embracing the feature of a new jazz-pedagogy at the same time. (shrink)

Examino los capítulos del libro apuntando algunas de las incorrecciones y aspectos más dudosos de su argumentario “anti-nietzscheano” e incidiendo (...) en la importancia del estudio de fuentes (Quellenforschung) y de la historia de las ediciones de la obra de Nietzsche para una interpretación filosófica rigurosa. Este artigo explora os desafios impostos pela implementação de sistemas algorítmicos e inteligência artificial (IA) em diversas plataformas que fazem parte da cultura digital hoje. O foco principal é analisar como a literatura científica recente relaciona a questão algorítmica com os fenômenos da pós-verdade e a crise da democracia, em um contexto onde a disseminação de fake news e a manipulação digital desempenham papeis centrais. A pesquisa mapeia artigos publicados nos últimos dois anos, pós-pandemia, identificando correlações entre a aparição do (...) termo ‘pós-verdade’, o declínio da confiança social nas instituições democráticas e o colapso da verdade na esfera pública, o que tem configurado um cenário chamado de ‘crise da democracia’. Entre os temas abordados nos 13 artigos analisados, destacam-se a relação entre democracia e fake news, a crise da verdade na esfera pública e a manipulação algorítmica na era digital. Com base nesses estudos, o artigo esboça os desafios para a consolidação de uma política pública informada e democrática em um cenário cada vez mais influenciado por algoritmos e plataformas digitais. Em última análise, o trabalho contribui para a compreensão dos impactos das novas tecnologias na democracia, propondo caminhos possíveis para mitigar os riscos da pós-verdade e fortalecer o espaço público democrático. The aim of this paper is to relate the critical core of Jesus Conill’s last book, Bodily Intimacy and the Human Person. From Nietzsche to Ortega and Zubiri, with the problem of nihilism, as a structure that survives in our contemporary societies, especially in the context of neurosciences, technology and our way of relating to both. After outlining the key insights of the book, especially its innovative conception of bodily intimacy, I will retrieve some contributions from Nietzsche’s notes regarding nihilism, (...) to show that after the “death of God”, other instances take his place, the logics of nihilism remain intact and underly the majority approach of neurosciences. I will conclude that the elements presented by Conill for a strong intimacy and subjectivity will be necessary for the task, still pending, of overcoming nihilism. (shrink)

Recent findings indicate that toddlers can use geometric cues to locate an object hidden in a corner of a rectangular room after being disoriented [Cognition 61 (1996) 195]. It has been suggested that locating the object involves reestablishing one's initial heading. The present experiments examine search behavior after disorientation. We find that toddlers go directly to a particular corner, indicating that they do not have to reestablish their original heading. It also has been suggested that toddlers ability to use geometric (...) cues is limited to surrounding spaces. We find that toddlers can locate an object from outside as well as from inside a space, although the task is harder from outside. Based on these results, we argue that while toddlers do not represent their position relative to a particular portion of a space, they nevertheless may represent their position relative to the entire space (i.e., outside vs. inside). This study assessed the International Critical Thinking Essay Test (ICTET-A) for inter-rater reliability, internal reliability, and criterion validity. A self-selecting sample of participants (N = 100) completed the ICTET-A and a comparison test online. We found the ICTET-A items to have moderate to good levels of inter-rater reliability, and overall excellent inter-rater consistency for total test scores. The test had good internal reliability. There was a strong correlation between scores on the ICTET-A and the comparison test. Factor analysis showed that (...) scores were best explained with one factor, suggesting the test measures a single construct. The ICTET-A can therefore be considered a valid measure of critical thinking. Additionally, we propose a short form of the test. (shrink)

In this essay, Kojima’s ideas are examined concerning the monad and intersubjectivity, and it is shown how these ideas can be extended and brought to bear on issues concerning human (...) encounters with the environment and, in particular, to nonhuman animals. This paper applies an Intersectionality Based Policy Analysis Framework to Ontario’s current mental health plan – The Roadmap: A Plan to Build Ontario’s Mental Health and Addictions Services – in order to identify the contextual influences, underlying values and assumptions, which promote or undermine the uptake of human rights and equity as a mental health policy priority in Ontario. We found that dominant framings of the “problem” of mental health (as lack of access, coordination or integration, as a fiscal drain, (...) as an economic burden, and as a clinical or medical problem) served to obscure and ignore the underlying social and structural conditions that impact mental health and the human rights violations that routinely occur in the context of “care.” We discuss the implications of The Roadmap ignoring social and structural determinants of health, and by way of contrast, explore how citizen engagement and activism can support rethinking mental health policy so that it is more just and equitable. The ‘1st Congress Churches and LGBTI+ Community: ecumenical dialogues for respect for diversity’ was held between 19th and 22nd of June 2019, in the city of São Paulo. The Congress was organised by the Parish of the Holy Trinity of the Episcopal Anglican Church in Brazil and Koinonia–Ecumenical Presence in Service. As we consider this congress a historic landmark in the debates concerning religions and sexualities that escape from cisheteronormativity in Brazil, in the course of this article, we propose to (...) analyse the social and political conjuncture that motivated the event. In a second step, we will briefly describe the structure of the event, as well as its objectives, in order to understand the assumptions that guided the construction of the Letter of São Paulo, the official and public document of the Congress, approved in plenary by the participants. We believe that the Congress and the Letter of São Paulo have political potential, as they claim the rights of lesbian, gay, bisexual, transgender, intersex+ people as people of faith and denounce forms of oppression, exclusion and marginalisation reinforced by conservative and hegemonic religious discourses. This paper defends an interpretation of Husserl''s theory of language, specifically as it appears in the Logical Investigations, as an example of a larger body of theories dubbed ''language as calculus''. Although this particular interpretation has been previously defended by other authors, such as Hintikka and Kusch, this paper proposes to contribute to the discussion by arguing that what makes this interpretation plausible are Husserl''s distinction between the notions of meaning-intention and meaning-fulfillment, his view that meaning is instantiated through meaning-intending (...) acts of transcendental consciousness, and his view that the content of meaning-intending acts is ideal meaning simpliciter. As well, the paper argues that the phenomenological method of reduction itself presupposes the notion that reality as such can be reached by subtracting the influence of the language of the natural attitude and its ontological commitments and it, thus, presupposes the conception of language as a reinterpretable calculus. Food sovereignty can be conceptualized as a political proposal for social change in the field of agri-food relations. However, specific strategies of how to achieve this transformative potential are diverse, and context-dependent. The paper explores this diversity by examining discourses on the food sovereignty construction process in Catalonia. Using Q methodology we have explored visions held by individuals participating in the social movement for food sovereignty, identifying five discourses: activism, anti-purism, self-management, pedagogy, and pragmatism. Key strategies of transformation include social (...) mobilization, institutional negotiation, self-management, education to foster value change, and politics of the possible. The relevance assigned to ideological affinity explains different views on the subject of transformation, particularly regarding the involvement of the administration and the productive sector. As regards transformative strategies, discourses assign differing importance to the role of agency for effecting social transformation, which influences their assessment of individual actions as an effective means for social change. Forms of individualized and classic collective action currently coexist within the Catalan agri-food movement, but such diversity is not acknowledged as an effective alliance towards food sovereignty. Moreover, all discourses agree to a dual definition of food sovereignty, both as a process, that is, as democratization of the decision-making process in the agri-food sector, and as a result, that is, establishing an agri-food model alternative to the neo-liberal one. However, the discourses share an unclear view of democracy as decentralized collective decision-making that does not make explicit how this model should be implemented to achieve social control of the agri-food system. In the last few years, avatars have been increasingly used in treating persistent persecutory auditory verbal hallucinations. The digital representation (an avatar) of persecutory hallucinations is voiced by the therapist and engages the patient in a dialogue, progressively conceding its power and, hence, reducing the stress experienced by the patient. Such attempts at integrating digital representations and cognitive behavior therapy raise a range of philosophical questions, which this chapter tackles along two trajectories. From an epistemological standpoint, we inquire what notion (...) of mental disorder can underlie the use of avatar therapy, and how our understanding of psychiatric diseases can be affected by the implementation of such a therapy. Relatedly, from an ethical standpoint, we reflect on some of the controversial issues posed by such therapeutic strategies. Discussing selected epistemological and ethical aspects stemming from the latest relevant literature both in philosophy and in psychiatry, the chapter aims to provide a tentative evaluation of trade-offs between the promises of and the limits to this therapeutic option. We present a new theoretical construct labeled motivational readiness. It is defined as the inclination, whether or not ultimately implemented, to satisfy a desire. A general model of readiness is described which builds on the work of prior theories, including animal learning models and personality approaches, and which aims to integrate a variety of research findings across different domains of motivational research. Components of this model include the Want state, and the Expectancy of being able to satisfy that Want. We (...) maintain that the Want concept is the critical ingredient in motivational readiness: without it, readiness cannot exist. In contrast, some motivational readiness can exist without Expectancy. We also discuss the role of incentive in motivational readiness. Incentive is presently conceived of in terms of a Match between a Want and a Perceived Situational Affordance. Whereas in classic models incentive was portrayed as a first order determinant of motivational readiness, here we describe it as a second order factor which affects readiness by influencing Want, Expectancy, or both. The new model’s relation to its theoretical predecessors, and its implications for future research, also are discussed. (shrink)

This essay offers a novel approach for understanding the poetry of negritude and its role in the struggle for black liberation by appealing to Giambattista Vico’s insights on the historical, cultural, and myth-making function of poetry and of the mythopoetic imagination. The essay begins with a discussion of Vico’s aesthetic historicism and of his ideas regarding the role of imagination, poetry, and myth-making and then brings these ideas to bear on the discussion of the function of negritude poetry, focusing primarily (...) on the writings of Aimé Césaire and on Jean-Paul Sartre’s essay, Black Orpheus. Affordable light detection and ranging sensors are becoming available for tasks such as simultaneous localization and mapping (SLAM) in robotics and autonomous driving; however, these sensors offer less quality data of lower resolution that hinders the performance of registration methods. The deep learning based approaches seem to be sensitive to these data flaws. Specifically, a state-of-the-art deep learning-based approach failed to produce meaningful results after several attempts to carry out transfer learning over a dataset collected indoors with one such affordable (...) sensors. The paper introduces a hybrid approach combining two well-established registration techniques, the iterative closest point algorithm and the normal distributions transform that achieves good performance on the SLAM task over the same dataset. El artículo propone indagar cómo los sujetos se vinculan con lo cultural a través de prácticas y consumos que están inscriptas en diversos vínculos de sociabilidad —que recomiendan, llevan, acompañan— y que se combinan y entrelazan para conformar repertorios culturales complejos. Esta indagación fue desplegada a través de una reconstrucción de biografías culturales que se basó en la realización de entrevistas semi-estructuradas con un conjunto de sujetos que fuimos definiendo a través de los criterios del muestreo teórico. Del conjunto de (...) entrevistados, seleccionamos algunos casos que nos permitían construir perfiles de practicantes culturales. El desarrollo concluye con una caracterización de las prácticas culturales registradas como “sociales”, “reflexivas” e “interconectadas”, y apunta a describir un proceso emergente de singularización de las trayectorias culturales de los sujetos y de constitución de perfiles de gusto plurales y heterogéneos.
