Vladimir Aleksandrovich Smirnov was born on March 2, 1931. He graduated from Moscow State University in 1954. From 1957 till 1961 he was a lecturer in philosophy and logic at the Tomsk University. Since 1961 his scientific activity continued in Moscow at the Institute of Philosophy of Academy of Sciences of the USSR. From 1970 and till the last days of his life V. A. Smirnov was lecturer and then Professor at the Chair of Logic at Moscow State (...) University. V. A. Smirnov played an important role at the Institute of Philosophy of Russian Academy of Sciences being the Head of Department of Epistemology, Logic and Philosophy of Science and Technology, and the Head of Section of Logic. Last years he was the leader of the Centre of Logical Investigations of Russsian Academy of Sciences. In 1990-91 he founded a new non-goverment Institute of Logic, Cognitive Sciences and Development of Personality for performing research, teaching, editorial and organization activity in the field of humanities. At the Department of Philosophy of Moscow State University and at the Institute of Philosophy V. A. Smirnov and his close colleagues have founded a Russian logical school which brought up many talented researchers who work at several scientific centres in various countries. (shrink)

Primatological and archaeological evidence along with anthropological accounts of hunter-gatherer societies indicate that lethal between-group violence may have been sufficiently frequent during our ancestral past to have shaped our evolved behavioral repertoire. Two simulations explore the possibility that heroism (risking one's life fighting for the group) evolved as a specialized form of altruism in response to war. We show that war selects strongly for heroism but only weakly for a domain-general altruistic propensity that promotes both heroism and other privately costly, (...) group-benefiting behaviors. A complementary analytical model shows that domain-specific heroism should evolve more readily when groups are small and mortality in defeated groups is high, features that are plausibly characteristic of our collective ancestral past. Philosophy part of theory of emergent space-time-matter is discussed. It was shown that anthropic principle is direct consequence of emergent time. It was shown that consciousness is epiphenomenon, but it is more fundamental than matter.

Physical systems without time and dynamics have been considered. The principle of how to construct spacetime in a physical system without time and dynamics has been proposed. It has been found what can be objects in such a spacetime, and what can be an interaction between such objects. Within the framework of the considered class of systems, answers to the following problems of philosophy and physics have been found: the nature of consciousness and the connection of body and consciousness (mind-body (...) problem), the nature of time, the anthropic principle and the problem of fine-tuning the universe, the effectiveness of mathematics in describing physical phenomena, the limits of knowledge. There are a number of indications that our Universe is not based on one of the systems of the class considered. The considered class of systems makes it possible to find answers to questions that cannot be answered for our Universe. This shows that it is fundamentally possible to find answers to these questions for our Universe as well. (shrink)

The construction of space-time in a physical system without time and dynamics is considered. It is shown that the anthropic principle and causality principle inevitably arise in models without time and dynamics. It is shown that for any physical model based on a system without time and dynamics, the anthropic principle is a scientific principle and, in principle, can be falsified. It is shown that, in principle, there is the possibility of experimental verification of what is true - realism or (...) idealism. (shrink)

Structures without time and dynamics are considered. The principle is proposed how to build space-time in a structure without time and dynamics. The paper considers the philosophical component of the approach to the time as an emergent phenomenon absent at the fundamental level. The anthropic principle is shown as arising from the time emergence. Consciousness is shown as an epiphenomenon in such a model, although it is more fundamental than matter in this case. An answer to the question about the prime cause is suggested.

The physical foundations of mathematics in the theory of emergent space-time-matter were considered. It is shown that mathematics, including logic, is a consequence of equation which describes the fundamental field. If the most fundamental level were described not by mathematics, but something else, then instead of mathematics there would be consequences of this something else.

The historical background of the 19th century electromagnetic theory is revisited from the standpoint of the opposition between alternative approaches in respect to the problem of interactions. The 19th century electrodynamics became the battle-field of a paramount importance to test existing conceptions of interactions. Hertz’s experiments were designed to bring a solid experimental evidence in favor of one of them. The modern scientific method applied to analyze Hertz’s experimental approach as well as the analysis of his laboratory notes, dairy and (...) private letters show that Hertz’s ‘‘crucial’’ experiments cannot be considered as conclusive at many points as it is generally implied. We found that alternative Helmholtz’s electrodynamics did not contradict any of Hertz’s experimental observations of transverse components as Maxwell’s theory predicted. Moreover, as we now know from recently published Hertz’s dairy and private notes, his first experimental results indicated clearly on infinite rate of propagation. Nevertheless, Hertz’s experiments provided no further explicit information on non-local longitudinal components which were such an essential feature of Helmholtz’s theory. Necessary and sufficient conditions for a decisive choice on the adequate account of electromagnetic interactions are discussed from the position of modern scientific method. (shrink)

Small cities have a unique socio-economic and cultural potential for developing Russian regions, which is manifested in their unique features: com- pactness, historical heritage, the existence of rare industries and the local economy. At the same time, today in Russia the realization of their potential is primarily hindered by the existing system of politi- cal institutions and practices. The purpose of the work is to analyze the economic potential of small cities. The paper explores the potential for the devel- opment (...) of small cities in relation to the Russian context. So, the authors consider the features of small cities and highlight their economic, social and political problems. As illustrated by the successful ones, the potential of small cities in various sectors of the economy (primary, secondary and tertiary) is analyzed. The practical significance of the study lies in the possibility of using the studied experi- ence in developing the potential of small cities in various sectors of the economy in the practice of Russian management. As a result, it is concluded that small cities as such can be economically and socially efficient settlements, that is, they can be a completely competitive urbanized unit. However, the tools for the development of such territories should be focused on supporting the promising areas of development, providing an opportunity for independent and responsible development. The problem of truth was raised in medieval Islamic philosophy within the framework of discussions starting from the question of whether our knowledge corresponds to the “actuality of affairs.” The notion of validity thus elaborated was comprehended as a quality of knowledge established through a comparison with “matters of fact.” What was intended is not coincidence with what is and has existence. Existence (wujūd) was generally understood in Islamic thought as one of the attributes (ṣifa) that a thing might or (...) might not possess while still being “a thing” (shay’), and since our knowledge embraces things independently of their accidental attributes, the question about truth was placed on a wider footing. Validity, from that point of view, testifies that our knowledge conforms with reality in the immediate meaning of the term – thing‐ness. This notion of reality (shay’iyya) does not necessarily exclude Divinity, for God in Islamic sciences is often comprehended as The Thing, although different in every respect (except that of thing‐ness) from all other things. The concept of “thing” serves to introduce something into the current of intellectual discourse rather than to state anything definite about it; to be a thing – that is, fixed and established – means to enter the field of discussion. The increasingly foreshortening of bioethics known as narrative and even literary bioethics is analyzed in article. This analysis is realized on the material of Rudyard Kipling’s story «The miracle of Purun Bhagat». Deconstruction in its ethical aspect comes out in this case as method of the overcoming of logocentrism and becomes radicalization of ethics. The talk is about consideration of bioethics not simply as the science of survival but as radical ethics of the salvation of life. The text of the (...) story is interpreted as pharrmacon, remedy, sure remedy for human consciousness, society and nature. The result of the analysis is the idea of the consideration of conservative bioethics as radical ethics of salvation and science about spiritual-moral essence of human. This essence is consciousness, which is always moral consciousness in contradiction to intellect deprivated of moral dimension and leading humankind on the way of catastrophic progress to transhumanistic, posthuman future. The great disputants within the Islamic tradition, the Mutakallimūn, laid down the basis for rational discussion of causality by affirming the right of reason to engage in independent research. This affirmation could not be absolute; it took the form of a division of the spheres of competence belonging, respectively, to reason and Law. Reason was declared to be the judge in ontological and epistemological questions, whereas the sphere of ethics and legislation were left subject to religious Law. Certainly, this division (...) should not be understood too rigidly. The Mutakallimūn often remained loyal to the Law and did not permit reason to execute its rights to the full even when disputing ontological problems. On the other hand, in the sphere of legislation they asserted the rights of reason to define new norms, not established in Revelation, on the basis of rational analysis of revealed Law, thus defying the Zāhiriyya, “people of the manifest,” who denied the legitimacy of rational procedures for determining new norms of law. Time, of course, will provide the opportunity for a deeper and fuller contemplation of the historical significance of the June 1983 Plenum of the Central Committee of the CPSU. But even now it is clear that it went far beyond the mere examination of current questions of the ideological and general political work of the party, above all because the speech of the General Secretary of the Central Committee of the CPSU, Comrade Iu. V. Andropov set forth the most important (...) theoretical positions having to do with the preparation of the new version of the program of the CPSU, positions which over the long term will determine the activity of the party and the nation and the development of Soviet society. The importance of the plenum also consisted in the fact that its proceedings brought to light the full scope of the tremendous role played by ideology, by the ideological struggle, and by ideological activity in today's world. There is a struggle going on between two polar opposite world outlooks, two political courses, socialism and imperialism, which is unprecedented throughout the entire postwar period as regards its intensity and ascerbity. There is a struggle taking place for the hearts and minds of billions of people on the planet. The future of mankind depends to no little degree on the outcome of this ideological struggle. Finally, the importance of the Plenum of the Central Committee of the CPSU also lay in the fact that it posed a whole series of extremely important practical tasks in the area of ideological activity, including scientific activity, and the task of intensifying the influence of ideology on solving economic, social, political, and educational problems. In an essential way I make use of Frege’s and Vasilev’s ideas. N. A. Vasilev distinguished two levels in a logic. The abstract logic depends on gnoeologic assumptions while the empirical part of logic depends on ontological ones. Vasilev did not change the external logic but he did change the internal one. His system can be viewed as a non-standard syllogistics based on classical propositional logic . Vasilev’s ideas become plain if we discern cleary acts of predication and acts of (...) assertion, the relation of mental contents with the way things are. The second sourse of the idea seems to Frege’s differentation of mental process and assertion, statement . As a symbol of assertion for Frege serves a vertical stroke |. A horizontal stroke following it is correlated with holding a proposition, it makes the sign determined everywhere. In the string of signs the one following the vertical stroke does not express a proposition, it describes a possible state of affairs. (shrink)
