Abstract:The concept of social progress I hope to rehabilitate will be local, far from locally complete, and permit only modest extensions; it will be pragmatic rather than teleological. In this way, it will hope to avoid treating the multiplicity of goods as if there were always the possibility of comparing them on a single scale, to abandon the idea of a final state toward which history is tending or should tend, and to substitute piecemeal accomplishments for utopian ends. Its emphasis on local comparisons will allow it to forgo sweeping historical comparisons, those juxtaposing the “enlightened” with “lesser breeds without the law,” or the “ancients” with the “moderns.” A restrained pragmatic concept of social progress honors the insights of critics of the notion of social progress, seeing them as questioning alleged presuppositions that can be given up. Because my body and its sexual traits are a positive, fundamental part of my experience and identity as a human being, I know that having my (...) genitals removed or altered according to someone else’s vision would have deeply damaged me, both physically and psychologically.The doctor who protected my autonomy was, unsurprisingly, my father. I say “unsurprisingly” because in my experience parents are typically more protective of their children than doctors are of their patients. Also, doctors do not discuss cases with other doctors in the same way they do with laypeople, as doctors know more about medical issues such as the risks involved in infant genital surgery.Other than having clitoromegaly (a large clitoris), my reproductive anatomy is typically female, and so I was assigned female and raised as such without incident. My parents didn’t discuss my intersex traits with me, and I grew up thinking of myself and being accepted as, a girl.When I began menstruating, my father told me I’d need to take pills to “grow taller.” I thought this unusual, as I wasn’t short, and later overheard my mother arguing with him, saying that the pills were “experimental”. I was reminded of this discussion years later, when she told me that the pills had actually been hormones to make my breasts grow. I simply assumed there must be some genital variation in humans.I feel my parents made the wisest decision possible by registering me as one of the two accepted, available genders but allowing me to live, physically and behaviorally, as who I am. Despite not having developed a stereotypically curvaceous female figure, I was popular and excelled in typically feminine social activities, as well as sports and academics. Robert Goodin has usefully distinguished two models of liberal multiculturalism: “Protective multiculturalism,” which justifies multiculturalist policies, such as granting minority cultures group rights, on the grounds that such policies may be necessary to defend those cultures against oppression, and “Polyglot multiculturalism,” which positively values multiculturalism for sake of its benefits to society at large. Typically, it is the autonomy of a society’s members that multiculturalism is thought to benefit. The purpose of this paper is to call attention to several other (...) possible benefits of multiculturalism. We find in Mill’s discussion of “individuality” three suggestions as to how the social diversity brought by multiculturalism may promote well-being: through self-development, through individuals’ identification of suitable pursuits, and through social progress. While I believe that all three of Mill’s suggestions are worthy of reexamination, inthis paper I focus my attention on defending the latter. (shrink)

Although not known as a philosopher of history, George Herbert Mead wrote and taught seriously about the nature of the past and about historical investigation throughout his career. The paper identifies the major documentary sources and interpretive literature with which to reconstruct Mead’s radically social and dynamic conceptualization of history and extends beyond the existing literature to develop striking implications of Mead’s approach in response to possible criticisms and challenges. By connecting Mead’s writings on history with his broader (...) class='Hi'>social theory of action, democracy, and consciousness, the paper shows how Mead provides a novel grounding of our understandings of history in ongoing social processes and suggests that better historical knowledge may be related to participatory, inclusive social practices. As a result, historians have a responsibility to social reconstruction and society’s self-reflection, in Mead’s view. Because of the novel ways in which Mead’s approach explores the relationship between history and social progress he warrants renewed attention and scrutiny from researchers and theorists of history. This article concerns challenges arising from the development of economic globalization as the so-called “creator of a new world order“ and its tendency to deteriorate the foundation of a global order in terms of social justice, solidarity, and human dignity. As main point of referral functions, the report of the “Commission Stiglitz, Sen and Fitoussi cs“ on the Measurement of Economic Performance and Social Progress that refers to the European Commission's strategy of development, acknowledges the need for (...) these values. On behalf of this reflection, this article is based on the recent outcomes of the exploration of these social quality issues in a recent published book by the Foundation on Social Quality. The article argues that indicators are needed in order to understand the effects of societal changes in response to the current economic globalization, which increases inequality and the fragmentation of the labor market. I argue that John Hick’s soul-making theodicy is committed to opposing social progress. By focusing on justifying the current amount and distribution of suffering and evil, Hick’s theodicy ends up having to condemn even positive change as undesirable. First, I give a brief outline of Hick’s theodicy, with a particular emphasis on the role of earned virtue in justifying the existence of evil. Then I consider two understandings of social progress: progress as the elimination of (...) suffering and evil; and progress as the promotion of earned virtue. I further distinguish the earned virtue understanding of social progress into two kinds, in which the relationship between social structures and moral growth either: allows members of a more advanced society to start closer to perfection; or allows members of a more advanced society to progress more quickly. I argue that no matter which approach we take, Hick’s theodicy struggles with the idea of social progress. Hick is either straightforwardly committed to opposing social progress, or he can support it only at the expense of being unable to justify status quo of suffering and evil. (shrink)

The publication of the first Report of the International Panel on Social Progress is a significant intellectual event, both because of its hugely ambitious aim – of uniting the world's leading researchers from social sciences and the humanities to develop research-based, multi-disciplinary, non-partisan, action-guiding solutions to the central challenges of our time – and because it represents the completion of a mammoth effort in the service of this aim by a diverse set of 269 authors. In its (...) attempt to synthesize and render accessible to social actors a broad range of the latest social scientific knowledge, as well as in its confidence that knowledge can empower those actors to make progress, it recalls D'Alembert and Diderot's famous Encyclopédie. Indeed, one can say that the Report is a quintessential Enlightenment project. For example, in his famous Outlines of a Historical View of the Progress of the Human Mind, Condorcet asserts the possibility of an accumulation of empirical and theoretical knowledge and the concomitant expansion in our capacities to alleviate social and natural evils. And Condorcet and many of his contemporaries were motivated to propose political institutions that would enable such an indefinite increase in knowledge so as to bring about the attendant improvement to people's lives. Monogamy in Western countries has recently undergone criticisms, because it is perceived as an oppressive institution, adjacent to reactionary cultural values. In this article, I argue that monogamy is in fact a force of social progress and women’s empowerment. I point out that, given our natural tendencies, the most likely alternative to monogamy is polygyny. By its very nature, polygyny faces a numerical difficulty, to the extent that (given the equitable male to female ratio) when one man engages (...) in romantic or sexual relationships with multiple female partners, inequality and social conflict ensues. I present historical and sociological data that sustains the argument that polygyny is associated with greater inequality, violence, poverty and women’s vulnerability. Nevertheless, while monogamy can be considered a force of social progress, I argue that the State is not morally entitled to prosecute non-monogamous lifestyles, but there may still be non-coercive ways to promote monogamy. In 2014, the New York Times columnist Nicholas Kristof wrote: ‘Some of the smartest thinkers on problems at home and around the world are university professors, but most of them just don't matter in today's great debates … I write this in sorrow, for I considered an academic career and deeply admire the wisdom found on university campuses. So, professors, don't cloister yourselves like medieval monks – we need you!’ At that time, a group of academics were working to launch (...) the International Panel on Social Progress, with the aim of preparing a report analysing the current prospects for improving our societies.1 It gathered about 300 researchers from more than 40 countries and from all disciplines of the social sciences, law and philosophy. The promotion of conservation agriculture for smallholders in sub-Saharan Africa is subject to ongoing scholarly and public debate regarding the evidence-base and the agenda-setting power of involved stakeholders. We undertake a political analysis of CA in Zambia that combines a qualitative case study of a flagship CA initiative with a quantitative analysis of a nationally representative dataset on agricultural practices. This analysis moves from an investigation of the knowledge politics to a study of how the political agendas of the actors (...) involved are shaping agrarian practices. From its initial focus on CA as soil conservation and sustainable agriculture, the framing of the initiative has evolved to accommodate shifting trends in the policy arena. In tandem with the increased focus on climate adaptation, we see an increased emphasis on private sector-led modernisation. The initiative has shifted its target group from the poorest smallholders to prospective commercial farmers, and has forged connections between its farmer-to-farmer extension network and private input suppliers and service providers. The link between CA and input intensification is reflected in national statistics as a significantly higher usage of herbicides, pesticides and mineral fertilizer on fields under CA tillage compared to other fields. We argue that the environmental and participation agendas are used to buttress CA as an environmentally and socially sustainable agricultural development strategy, while the prevailing practice is the result of a common vision for a private sector-led agricultural development shared between the implementing organisation, the donor and international organisations promoting a new green revolution in Africa. It seems evident that ‘progress’ is a necessary and unavoidable perspective for all those of us today who aim at revitalizing emancipatory action. How could it be possible to start to thinking about the first steps to take in enhancing our present situation without a rough idea of the direction those steps are supposed to follow; since all emancipation is meant to bring about some kind of improvement of the existing living-conditions or an increase in human freedom, it seems (...) justified to say that at least a vague anticipation of what such ‘improvement’ or ‘increase’ would consist in is an inevitable requirement for engaging in such practices. The authors of Chapter 7, The Future of Work, have made a thorough review of recent labour market trends. In telling a global story, the authors provide a vision of the future of work that should guide policy initiatives for the creation of desirable jobs for all. This vision is one where economic growth is consistent with ecological sustainability; with full and fair employment and no discrimination; where workers control their time and tasks; and where there are inclusive labour market (...) institutions. The policies that the authors put forward to advance this vision include flexibility in the rules related to employment protection to avoid deeper segmentation of the labour market; the creation of social protection systems to cover all workers; the provision of broad access to education and skill formation at different stages of life; the guarantee of equal opportunities and non-discrimination; and respect for collective bargaining.
