Third World and transnational feminisms have emerged in opposition to white second-wave feminists’ single-pronged analyses of gender oppression that elided Third World women’s multiple and complex oppressions in their various social locations. Consequently, these feminisms share two “Third World feminist” mandates: First, feminist analyses of Third World women’s oppression and resistance should be historically situated; and second, Third World women’s agency and voices should be respected. Despite these shared mandates, they (...) have diverged in their proper domains of investigation, with transnational feminism concentrating on the transnational level and Third World feminism focusing on local and national contexts. Further, their respective positions regarding nation-states and nationalism have been antithetical, as leading transnational feminists have categorically rejected nation-states and nationalism as detrimental to feminism. In recent decades, transnational feminism has become the dominant feminist position on Third World women, overshadowing Third World feminism, and the dismissal of nation-states and nationalism as irrelevant to feminism has become fashionable. Against this current trend, this article argues for the relevance of nation-states and nationalism for transnational feminism and the urgency of reclaiming Third World feminism. (shrink)

Firstly, there is the problem of the kind of moral environment—habitat—that we need to provide for human beings if they are to develop the kinds of moral values that we hold to be important. If we take Popper seriously then human beings have a crucial responsibility in the creation of a moral third world—that is, a habitat in which human beings can flourish. Over the past two years, much has been made by some governments and the media about the possible callous and racist distribution of Quinacrine by two Americans to sterilize women in the Third World. The main criticism of the practice is that though Quinacrine is unapproved by the developed world's health regulatory agencies for this particular use in the developed world due to inadequate testing for long-term side effects, it is used on defenseless women in the (...) developing world.I argue that the distribution of unapproved medical and other products is morally permissible if it satisfies two conditions: agent-centered utilitarianism and Kant's Categorical Imperative. Roughly, I contend that if the situation will probably improve and no one is treated as a mere means, then it is ethical either to give or to sell the products to those who choose to have them, regardless of where in the world they live. _International Justice and the Third World_ vindicates belief in global or universal justice, and explores both liberal and Marxist grounds for such belief. It also investigates the presuppositions of belief in development, and relates it to sustainability, to environmentalism, and to the obligation to cancel Third World debt.

Many influential Western feminists of diverse backgrounds have expressed concerns that multiculturalism, while strengthening the power of racial ethnic minorities vis-à-vis the majority, worsens the position of its most vulnerable members, women. Despite their good intentions, these feminists have been consistently dismissive of the voices of racial ethnic women, many of whom argue for the importance of sustaining their own “illiberal” cultures within the Western context. I offer a Third World feminist defense of multiculturalism by paying attention to (...) these women whose varying assessments of multiculturalism are less unequivocally negative, more ambivalent and complex, and even affirming and positive. This reissue, first published in 1980, is based on the experiences of the International Extension College in developing distance teaching. The volume begins by reviewing the world problems of educational quality and quantity, and then examines the ways in which print, broadcasts and group study have been used to train teachers, to improve classroom education, to teach by correspondence out of school, and to support rural development. It then considers how that experience can be used, perhaps by creating a (...) network of radio colleges, to supplement and extend existing schools and colleges. The term ‘Third World’ was first used in 1952 by the French economist ­Alfred Sauvy­ in order to stress the division between the liberal ‘First’ world, the communist ‘Second’, and the rest of the non­aligned ‘Third’ world. During the 1970s and 1980s, the confrontation between the East and the West polarized the dissemination of the architecture and planning concepts. The export of ‘Modernism’ and its adaptations to the conditions of ‘Third World’ from Socialist (...) and Capitalist countries introduced the new paradigms of reconstruction and resettlement policies that create new urban identities in these countries. Rendering the importance of the complex relationship between interrelated politics in the geopolitical matrix of world war responses to a series of problematic questions on actual architectural concepts and meta­political strategies that frame social life in an oppressive frame. In cold war politics, urban planning was considered to be a powerful instrument, and that the export of architecture and planning functioned as a political apparatus by non­ government aid organizations, philanthropic foundations, corporations, and individual professionals. Through archival materials including historical documents, drawings, photographs, maps, planning transfers, and reconstruction strategies, this paper aims to show how we can re­conceptualize architecture and urban planning as a political apparatus of transnational transfer during the Post­war reconstruction projects to create a new urban identity. Industry and mainstream research and policy institutions often suggest that transgenic crop varieties can raise the productivity of poor third world farmers, feed the hungry, and reduce poverty. These claims are critically evaluated by examining global-hunger data, the constraints that affect the productivity of small farmers in the third world, and the factors that explain their poverty. No significant role is found for crop genetics in determining hunger, productivity, or poverty, casting doubt on the ability of (...) new transgenic crop varieties produced by genetic engineering to address these problems. An examination of the special risks these varieties pose for poor farmers in the complex, diverse, and risk-prone environments that characterize peasant agriculture on a global scale suggests that transgenic crop varieties are likely to be more of hindrance than a help to the advancement of poor farmers. One of the arguments against conducting human subject trials in the Third World adopts a distributive justice principle found in a commentary of the CIOM'S Eighth Guideline for international research on human subjects. Critics argue that non-participant members of the community in which the trials are conducted are exploited because sponsoring agencies do not ensure that the products developed have been made reasonably available to these individuals. I argue that the distributive principle's wording is too vague and ambiguous (...) to be used to criticize any trial. Furthermore, the mere fact that an experiment does not fulfill this particular distributive justice principle does not entail that it is unethical. (shrink)

Popper’s theory of the three worlds has been widely criticized. In this paper, the main points of criticism are discussed. It is shown that the most serious difficulties are caused by Popper’s assumption that world 3 contains ideal, Platonic objects, which nevertheless have a history and are, in a certain sense, able to create other world 3 objects. Then it is asked whether the idea of a third world is necessary to explain the growth of knowledge (...) and the development of culture. The question is answered in the negative. Finally, it is discussed whether the talk of world 3 objects can be interpreted in a way that does not raise the problems of Popper’s conception. (shrink)

This article theorises the relationship between 1970s US Third World queer and feminist movements and Latin American anti-imperialist revolutions of the late twentieth century. I focus upon the historically occluded relationships between Third World feminists and queers in Chile and the United States throughout the transition to neoliberalism. My archive includes June Jordan’s little-known writings on Chile, the writings of Audre Lorde, and, primarily, a 1973 Third World feminist poetry reading staged in San Francisco (...) shortly after the Pinochet coup. By assembling this unconventional archive, I intervene into the domestication of US anti-racist queer, black and feminist of colour politics. I argue for the profoundly internationalist foundation of these formations. I work to re-animate a moment when the affective economies of anti-colonial ‘global revolution’ opened up space for the imagination of joint struggle – allowing a visceral sense of struggle’s urgency and vitality in ways that have since been partially eclipsed. Many in both developed and developing countries fear global economic integration. But developing‐country fears of volatile capital flows are unfounded, as are developed‐country fears of pauper wages due to low‐cost imports. Demands for “ethical trading” are as misplaced as the fears of Third‐World cultural nationalists that globalization will destroy their valued ways of life.

The purpose of this essay is to discuss Deleuze and Guattari's concept of the Third World. For Deleuze and Guattari, however, the Third World is not only a geographical term, but also one that denotes the linguistic zones, another term of the minority. The essay argues that the concept of the Third World is related to minor literature, the minor or intense use of language. This ‘transcendental exercise’ of writing is an opposition to the (...) initial purpose of language, namely representation. Language must escape from its normative usage, and then be liberated to a new spatio-temporality, in other words, the linguistic Third World zones. My conclusion is that the creation of Third World linguistic zones is the repetition of differences against the generalisation of representation, such as becoming non-human and non-European, not in imitation of the molar form of the animal or a non-continent extending terrestrial power into the ocean, but as the right way to invent the people missing in the Third World. Inventing the people of the Third World is the right condition in which alternative political subjects can be produced through desubjectification, not domestication, by capitalist axiomatics. In this way, Deleuze's political philosophy aims to use the virtual politics of the Third World to radicalise the actual representation of the existing Left. (shrink)

International agencies have contributed significantly to the promotion of capital-intensive fisheries development programs in many Third World nations. Activities of both bilateral and multilateral development assistance agencies are examined and shown to have certain common features, notably production-oriented programs typified by the introduction of powerful new fishing technologies, and the promotion of fishery exports as a means of increasing foreign exchange earnings. The argument is advanced that these programs have been largely detrimental to the best interests of recipient (...) nations because they have ignored both resource limitations and the distributional consequences of such development.Fisheries development programs in the Third World are seen as being shaped by a convergence of institutional and class interests between national and international agencies. The perspective of political economy is used to examine these interests and explain their relation to policy outcomes. Evidence is presented to show that international agencies have contributed to dualistic patterns of industry growth which have skewed development benefits towards a narrow urban elite. Rural small-scale fishers have been increasingly marginalized as a result of their inability to compete over a limited and, in some cases, depleted resource.Fisheries development and resource management need to be seen as complementary aspects of a single process rather than as separate activities. Central to fisheries management is the question of resource allocation between competing users. Suggestions are offered by which international development agencies can play an important role in encouraging resource use patterns which are both biologically sustainable and socially just.
