This paper gives two complete and elementary proofs that if the speed of light over closed paths has a universal value c, then it is possible to synchronize clocks in such a way that the one-way speed of light is c. The first proof is an elementary version of a recent proof. The second provides high precision experimental evidence that it is possible to synchronize clocks in such a way that the one-way speed of light has a universal value. Universal Basic Income (UBI) can serve as a beneficial public policy to reduce poverty and inequality, yet a great challenge is how to fund it. This article offers a roadmap for fully funding UBI in a manner that: eliminates poverty; bolsters the middle-class; eliminates the stigma and government bureaucracy of social welfare programs; reduces ever-expanding inequality; initiates a path to meeting climate change goals; reduces speculation; and increases fairness and opportunity in the tax code. As stand-alone policies, these revenue proposals (...) are valuable correctives in their own right. If the entire package of UBI and funding sources were in effect, society (and American capitalism) would be on a more stable, equitable, and environmentally sustainable footing. (shrink)

The universal generalization problem is the question: What entitles one to conclude that a property established for an individual object holds for any individual object in the domain? This amounts to the question: Why is the rule of universal generalization justified? In the modern and contemporary age Descartes, Locke, Berkeley, Hume, Kant, Mill, Gentzen gave alternative solutions of the universal generalization problem. In this paper I consider Locke’s, Berkeley’s and Gentzen’s solutions and argue that they are problematic. Then I consider (...) an alternative formulation of universal generalization which depends on the view that mathematical objects are individual objects and are hypotheses introduced to solve mathematical problems, and that mathematical proofs are argument schemata. I argue that this alternative formulation allows one to overcome the problems of Locke’s, Berkeley’s and Gentzen’s solutions, and is related to the approach to generality in Greek mathematics. I also argue that there is a connection between the present formulation of universal generalization and a special form of the analogy rule which is implicit in Proclus’ approach to the universal generalization problem. Comparative constructions form two classes, those that permit direct comparisons (comparisons of measurements as in Seymour is taller than he is wide) and those that only allow indirect comparisons (comparisons of relative positions on separate scales as in Esme is more beautiful than Einstein is intelligent). In contrast with other semantic theories, this paper proposes that the interpretation of the comparative morpheme remains the same whether it appears in sentences that compare individuals directly or indirectly. To develop a unified account, (...) I suggest that all comparisons (whether in terms of height, intelligence or beauty) involve a scale of universal degrees that are isomorphic to the rational (fractional) numbers between 0 and 1. Crucial to a unified treatment, the connection between the individuals being compared and universal degrees involves two steps. First individuals are mapped to a value on a primary scale that ranks individuals with respect to the gradable property (whether it be height, beauty or intelligence). Second, the value on the primary scale is mapped to a universal degree that encodes the value’s relative position on the primary scale. Direct comparison results if measurements such as seven feet participate in the primary scale (as in Seven feet is tall). Otherwise the result is an indirect comparison. (shrink)

The remarkable successes of the physical sciences have been built on highly general quantitative laws, which serve as the basis for understanding an enormous variety of specific physical systems. How far is it possible to construct universal principles in the cognitive sciences, in terms of which specific aspects of perception, memory, or decision making might be modelled? Following Shepard (e.g., ), it is argued that some universal principles may be attainable in cognitive science. Here, 2 examples are proposed: the simplicity (...) principle (which states that the cognitive system prefers patterns that provide simpler explanations of available data); and the scale‐invariance principle, which states that many cognitive phenomena are independent of the scale of relevant underlying physical variables, such as time, space, luminance, or sound pressure. This article illustrates how principles may be combined to explain specific cognitive processes by using these principles to derive SIMPLE, a formal model of memory for serial order (), and briefly mentions some extensions to models of identification and categorization. This article also considers the scope and limitations of universal laws in cognitive science. (shrink)

Efforts to encourage universal access to information and communication technologies have run into the problem that some individuals, for reasons of affordability, lack of awareness or preference, continue to be without subscriptions. This article examines the arguments commonly put forward in support of promoting broadband access, to determine whether they can justify universalizing access. It examines the ethical limits of government actions that encourage, enforce or coerce participation in socially beneficial programmes, while potentially overlooking consumer sovereignty and human autonomy. In this paper we characterize, classify and axiomatize all universal classes of MV-chains. Moreover, we accomplish analogous characterization, classification and axiomatization for congruence distributive quasivarieties of MV-algebras. Finally, we apply those results to study some finitary extensions of the Łukasiewicz infinite valued propositional calculus.

This paper opposes universal mereological composition (UMC). Sider defends it: unless UMC were true, he says, it could be indeterminate how many objects there are in the world. I argue that there is no general connection between how widely composition occurs and how many objects there are in the world. Sider fails to support UMC. I further argue that we should disbelieve in UMC objects. Existing objections against them say that they are radically unlike Aristotelian substances. True, but there is (...) a stronger objection. This is that they are characterized by no properties, and so fail to be like anything – even themselves. (shrink)

Kant's Formula of Universal Law is shown to be an inadequate condition for morality because it uses the wrong scope for a universal qualifier, ranging only over the behavior of a set of agents in a world. If it instead ranges over the behavior of all possible agents, then we arrive at the stronger condition that a maxim is morally acceptable just if we can will, not just that all agents follow it simultaneously, but that any agent in any situation (...) may follow it--including, notably, in situations where some other agents are not following it. This stronger formulation avoids some of the counter-examples which Kant's formula is subject to. -/- Author's later note: the argument of this article is improved upon and essentially superseded by his later works on this topic (2012, 2013). Spatial relations are central to geometrical thinking. With respect to the classical elementary geometry of Euclid’s Elements, a distinction between co-exact, or qualitative, and exact, or metric, spatial relations has recently been advanced as fundamental. We tested the universality of intuitions of these relations in a group of Senegalese and Dutch participants. Participants performed an odd-one-out task with stimuli that in all but one case display a particular spatial relation between geometric objects. As the exact/co-exact distinction is closely related to (...) Kosslyn’s categorical/coordinate distinction, a set of stimuli for testing all four types was used. Results suggest that intuitions of all spatial relations tested are universal. Yet, culture has an important effect on performance: Dutch participants outperformed Senegalese participants and stimulus layouts affect the categorical and coordinate processing in different ways for the two groups. Differences in level of education within the Senegalese participants did not affect performance. (shrink)

Suppose that we have a method which estimates the conditional probabilities of some unknown stochastic source and we use it to guess which of the outcomes will happen. We want to make a correct guess as often as it is possible. What estimators are good for this? In this work, we consider estimators given by a familiar notion of universal coding for stationary ergodic measures, while working in the framework of algorithmic randomness, i.e., we are particularly interested in prediction of (...) Martin-Löf random points. We outline the general theory and exhibit some counterexamples. Completing a result of Ryabko from 2009 we also show that universal probability measure in the sense of universal coding induces a universal predictor in the prequential sense. Surprisingly, this implication holds true provided the universal measure does not ascribe too low conditional probabilities to individual symbols. As an example, we show that the Prediction by Partial Matching measure satisfies this requirement with a large reserve. (shrink)

ABSTRACT: How can we think about a universal ethics that could be adopted by any intelligent being, including the rising population of cyborgs, intelligent machines, intelligent algorithms or even potential extraterrestrial life? We generally give value to complex structures, to objects resulting from a long work, to systems with many elements and with many links finely adjusted. These include living beings, books, works of art or scientific theories. Intuitively, we want to keep, multiply, and share such structures, as well as (...) prevent their destruction. Such objects have value not because more information would simply mean more value. Instead, they have value because they require a long computational history, numerous interactions for their construction that we can assimilate to a computation, and they display what we call organized complexity. To propose the foundations of a universal ethics based on the intrinsic value of organized complexity, we first discuss conceptions of complexity, and argue that Charles Bennett’s logical depth is certainly a first approximation of what we are looking for. We then put forward three fundamental imperatives: to preserve, augment and recursively promote organized complexity. We show a broad range of applications with human, non-human and non-living examples. Finally, we discuss some specific issues of our framework such as the distribution of complexity, of managing copies and erasures, and how our universal ethics tackles classical ethical issues. In sum, we propose a clear, homogenous and consistent ethical foundation that can integrate many universal ethics desiderata. (shrink)

The rule of universal instantiation appears to be subject to counterexamples, although the rule of existential generalization is not subject to the same doubts. This paper is a survey of ways of responding to this problem, both conservative and revisionist. The conclusion drawn is that logical validity should be defined in terms of assertibility in a context rather than in terms of truth on an interpretation. Contexts are here defined, not in terms of the attitudes of the interlocutors, but in (...) terms of the goals of conversation, and assertibility is explained in terms of cooperation. (shrink)

The free energy principle (FEP) portends to provide a unifying principle for the biological and cognitive sciences. It states that for a system to maintain non-equilibrium steady-state with its environment it must minimise its (information-theoretic) free energy. Under the FEP, to minimise free energy is equivalent to engaging in approximate Bayesian inference. According to the FEP, therefore, inference is at the explanatory base of biology and cognition. In this paper, we discuss a specific challenge to this inferential formulation of adaptive (...) self-organisation. We call it the universal ethology challenge: it states that the FEP cannot unify biology and cognition, for life itself (or adaptive self-organisation) does not require inferential routines to select adaptive solutions to environmental pressures (as mandated by the FEP). We show that it is possible to overcome the universal ethology challenge by providing a cautious and exploratory treatment of inference under the FEP. We conclude that there are good reasons for thinking that the FEP can unify biology and cognition under the notion of approximate Bayesian inference, even if further challenges must be addressed to properly draw such a conclusion. We establish two theorems concerning strongly compact cardinals and universal indestructibility for degrees of supercompactness. In the first theorem, we show that universal indestructibility for degrees of supercompactness in the presence of a strongly compact cardinal is consistent with the existence of a proper class of measurable cardinals. In the second theorem, we show that universal indestructibility for degrees of supercompactness is consistent in the presence of two non-supercompact strongly compact cardinals, each of which exhibits a significant amount of indestructibility (...) for its strong compactness. The basic concept of Bentham's moral and political philosophy was public utility. He linked it directly with the concept of the universal interest, which comprises a distinctive partnership of the interests of all members of the community. The ultimate end of government and aim of all of morality is ‘the advancement of the universal interest’. This essay articulates the structure of Bentham's notion of universal interest and locates it in his theory of value.

Universal Human Rights brings new clarity to the important and highly contested concept of universal human rights. Daoism has often been misunderstood as moral nihilism or anti-moralism, but the true Daoism indeed adopts a positive attitude towards morality. At the foundation of its universal sentiment is an affirmation of morality. Daoism takes all things as the starting point of its values in moral philosophy, and ziran 自然 (sponstaneously so) as the foundation of its philosophy with the universal commitment. Daoism hopes to use “Dao” to create the best environment for survival, and to fulfill individual responsibility for all (...) things in the world. This is a universal and open attitude towards values. The attraction of Daoist universal sentiment is that it takes ziran as its path, and “objectless desire”, “unprincipled knowing”, “non-coercive action” as ways and means to ensure the transfer of the universal value to all things, while ensuring that they realize their true values and make contributions to the whole society. Universal Grammar (UG) can be interpreted as a constraint on the form of possible grammars (hypothesis space) or as a constraint on acquisition strategies (selection procedures). In this response to Herschensohn we reiterate the position outlined in Epstein et al. (1996a, r), that in the evaluation of L2 acquisition as a UG- constrained process the former (possible grammars/ knowledge states) is critical, not the latter. Selection procedures, on the other hand, are important in that they may have a bearing on (...) development in language acquisition. We raise the possibility that differences in first and second language acquisition pertaining to both attainment of the end-state and course of development may derive from differences in selection procedures. We further suggest that for these reasons age effects in the attainment of nativelike proficiency must necessarily be separated from UG effects. (shrink)

In this paper we prove that $\forall \textrm{FO}$, the universal fragment of first-order logic, is superfluous in $\varSigma _2^p$ and $\varPi _2^p$. As an example, we show that this yields a syntactic proof of the $\varSigma _2^p$-completeness of value-cost satisfiability. The superfluity method is interesting since it gives a way to prove completeness of problems involving numerical data such as lengths, weights and costs and it also adds to the programme started by Immerman and Medina about the syntactic approach in (...) the study of completeness. If a quest for universal ethical standards in journalism is to be productive, we should first be able to articulate an overarching set of universal ethical standards that can apply across cultures, across ethical schools of thought, across professions. In this article I offer 4 likely universal standards that have relevance to journalism, suggesting universal journalism standards can also be identified. The relation between universal and particular is considered to be the Achilles’ heel of universal realism. However, modern universal realism with facts does not have the difficulties which traditional Platonic universal realism had. Its exemplification relation connecting particulars and universals in atomic facts is very different from Platonic participation. Bradley’s regress argument against the exemplification relation can be refuted in two different ways. We deal with the existence of universal members in a given cardinality for several classes. First, we deal with classes of abelian groups, specifically with the existence of universal members in cardinalities which are strong limit singular of countable cofinality or λ=λℵ0. We use versions of being reduced—replacing Q by a subring —and get quite accurate results for the existence of universals in a cardinal, for embeddings and for pure embeddings. Second, we deal with the oak property, a property (...) of complete first-order theories sufficient for the nonexistence of universal models under suitable cardinal assumptions. Third, we prove that the oak property holds for the class of groups and deals more with the existence of universals. (shrink)

We prove that each ∀1 free amalgamation class K over a finite relational language L admits a countable generic structure M isometrically embedding all countable structuresin K relative to a fixed metric. We expand L by infinitely many binary predicates expressingdistance, and prove that the resulting expansion of K has a model companion axiomatizedby the first-order theory of M. The model companion is non-finitely axiomatizable, evenover a strong form of the axiom scheme of infinity.

We show that certain classes of modules have universal models with respect to pure embeddings: Let R be a ring, T a first‐order theory with an infinite model extending the theory of R‐modules and (where ⩽pp stands for “pure submodule”). As a special case, we get a recent result of Shelah [28, 1.2] concerning the existence of universal reduced torsion‐free abelian groups with (...) respect to pure embeddings.We begin the study of limit models for classes of R‐modules with joint embedding and amalgamation. We show that limit models with chains of long cofinality are pure‐injective and we characterize limit models with chains of countable cofinality. Recent advances in genetics and neurobiology have greatly increased the degree of variation that one finds in what is taken to provide the biological foundations of our species-specific linguistic capacities. In particular, this variation seems to cast doubt on the purportedly homogeneous nature of the language faculty traditionally captured by the concept of “Universal Grammar.” In this article we discuss what this new source of diversity reveals about the biological reality underlying Universal Grammar. Our discussion leads us to support (1) (...) certain hypotheses advanced in evolutionary developmental biology that argue for the existence of robust biological mechanisms capable of canalizing variation at different levels, and (2) a bottom-up perspective on comparative cognition. We conclude by sketching future directions for what we call “comparative biolinguistics,” specifying which experimental directions may help us succeed in this new research avenue. (shrink)

We discuss the existence of universal spaces (either in the sense of embeddings or continuous images) for some classes of scattered Eberlein compacta. Given a cardinal κ, we consider the class Sκ of all scattered Eberlein compact spaces K of weight ≤ κ and such that the second Cantor-Bendixson derivative of K is a singleton. We prove that if κ is an uncountable cardinal such that κ = 2<κ, then there exists a space X in Sκ such that every member (...) of Sκ is homeomorphic to a retract of X. We show that it is consistent that there does not exist a universal space (either by embeddings or by mappings onto) in Sω₁. Assuming that ∂ = ω₁, we prove that there exists a space X ∈ Sω₁, which is universal in the sense of embeddings. We also show that it is consistent that there exists a space X ∈ Sω₁, universal in the sense of embeddings, but Sω₁ does not contain an universal element in the sense of mappings onto. (shrink)

Globalism is probably the most frequently used term describing our current age. Found in many contexts, it is often a vague concept referring to a host of different figurations of post-industrial society. European expansion, the growth of the global economy, mass immigration and the planetary expansion of international relations are merely some of the phenomena associated with globalism. Yet globalism taken in its most neutral form of global history is not merely a trendy catch-all phrase for the challenges of our (...) age but has its origins in the efforts of the enlightenment—to rewrite the theological universal histories of the Middle Ages. There is a close relationship between the historiography of universal history and the current ideology of globalism. By juxtaposing the two main strands of universal history (the universal history of mankind vs. the cyclical history of individual peoples) to the problem of European identity, I show that the theoretical problems which caused the demise of universal history continue to plague globalism. Such an analysis of the ideological foundations of globalism is central not only to the current debate on the (re-) construction of European history, but also in the discussion on what constitutes European ideas. ☆ This essay is a revised version of a talk held at the Society for the Humanities, Cornell University, in the Fall of 2005. A Heyting effect algebra is a lattice-ordered effect algebra that is at the same time a Heyting algebra and for which the Heyting center coincides with the effect-algebra center. Every HEA is both an MV-algebra and a Stone-Heyting algebra and is realized as the unit interval in its own universal group. We show that a necessary and sufficient condition that an effect algebra is an HEA is that its universal group has the central comparability and central Rickart properties.

We investigate a notion called uniqueness in power κ that is akin to categoricity in power κ, but is based on the cardinality of the generating sets of models instead of on the cardinality of their universes. The notion is quite useful for formulating categoricity-like questions regarding powers below the cardinality of a theory. We prove, for universal theories T, that if T is κ-unique for one uncountable κ, then it is κ-unique for every uncountable κ; in particular, it is (...) categorical in powers greater than the cardinality of T. In the comparative studies of Eastern and Western literatures and cultures, however, an opposite trend characterized by the anxiety of cultural relativism prevails. It has been aptly reduced to (...) this claim: "[T]he East and the West are so distinctly different that ways of thinking and expression cannot be made intelligible from one to the other, and therefore the knowledge of one must be kept apart from that of the other" [Longxi Zhang xvii]. The viability of comparative studies, as is recognized, rests on the fundamental notion that two cultural objects juxtaposed for comparison should share some common ground, or that a valid frame of reference be applicable to both of them. In the comparative studies of Chinese and Western traditions, because these traditions are recognized as founded on different and often unique ontological premises and epistemological assumptions, it is difficult to locate a common conceptual entry point for a two-way dialogue, let alone a common conceptual basis undergirded by Chinese and Western philosophical thought, to establish a viable paradigm of comparison. The current absence of such a conceptual basis in the international context of globalization, which calls for dialogues between different cultures and traditions, cannot but force us to ask: is there a Chinese philosophical concept that signifies, as another Western philosophical concept does, the ontological and epistemological conditions of human existence, one that can be used as a conceptual premise upon which to build a bridge across the divide between the Chinese and Western traditions?Undaunted by the seemingly unbridgeable gap between Chinese and Western traditions, some scholars have made valiant efforts to locate a common conceptual ground. Following the lead of Qian Zhongshu, a Chinese erudite of the twentieth century, some scholars have also noted that the Dao (Tao) in Chinese philosophical thought and Logos in Western philosophical thought are remarkably comparable [Qian 408]. The compatibility of the Dao and Logos, however, has been problematized by other scholars, who argue that the differences between the Dao and Logos are more profound than their apparent similarities. James J. Y. Liu, for example, questions the universality of logocentrism as claimed by Longxi Zhang in both the Dao and Logos: "Zhang's comparison of dao to logos fails to take into account an important difference: in the West, logos is identified with God, but Lao Zi took great pains to say that dao is not the true name of the ultimate" [Liu 25]. Moreover, while in Lao Zi's conception, the Dao is a [End Page 86] feminine concept, the Western Logos, through its emphasis on presence, is obviously masculine in nature. More significantly, the pairing of the Chinese concept of Dao with the Western concept of Logos as a conceptual common ground has a fundamentally incommensurable point: namely, while the former is predicated on a fundamentally monistic view of the universe as a spontaneously self-generating entity, the latter, like Plato's Idea, is founded on a dualistic view of the universe as constituted by one world of essence and another of appearances, created by a powerful personal god.To establish a model for cross cultural studies, it is of little value to simply juxtapose a Chinese concept and a Western concept and find their similarities. In comparative studies, we need to find a conceptual model based on the pairing of similar concepts from different traditions that may yield promises of paradigms and methodologies. For this reason, my exploration is not concerned with the question of whether it is viable to pair the Dao and Logos together. I am more concerned with another question: Is it possible to build a conceptual and methodological model based on the near commensurability between the Dao and Logos? Some scholars suggest that the striking similarity invites and encourages further exploration. But in which direction or directions should we pursue the subject further? Among the many vivid metaphors in Darwin’s Dangerous Idea, one stands out. The understanding of how cumulative natural selection gives rise to adaptations is, Dennett says, like a “universal acid”—an idea so powerful and corrosive of conventional wisdom that it dissolves all attempts to contain it within biology. Like most good ideas, this one is very simple: Once replicators (material objects that are faithfully copied) come to exist, some will replicate more rapidly than others, leading to adaptation by natural selection. (...) The great power of the idea is that the resulting adaptations can be understood by asking what leads to efficient, rapid replication. Given that ideas seem to replicate, it is natural that Dawkins (1976, 1982), Dennett (1992), and others have explored the possibility of using this idea to explain cultural evolution. (shrink)

We show that the o-minimal universal covering homomorphism equation image: equation image→ G is a locally definable covering homomorphism and π1 is isomorphic to the o-minimal fundamental group π of G defined using locally definable covering homomorphisms.

From the diverse work and often competing insights of women's human rights activists, Brooke Ackerly has written a feminist and a universal theory of human rights that bridges the relativists' concerns about universalizing from particulars and the activists' commitment to justice. Unlike universal theories that rely on shared commitments to divine authority or to an 'enlightened' way of reasoning, Ackerly's theory relies on rigorous methodological attention to difference and disagreement. She sets out human rights as at once a research ethic, (...) a tool for criticism of injustice and a call to recognize our obligations to promote justice through our actions. Rapid developments in science, technology and means of communication offer man possibilities for dialogue that up until now have been undreamed-of. It must be undeniably admitted, however, that we live in a world dominated by fear of the other, fanaticism, racism and every kind of conflict. This is why we have thought it useful to reactualize the Goethian conceptions of universal literature and otherness, conceptions that, coming from the generosity of a humanist and appreciator of the other, could help us (...) contribute to the discussion on the problems of interculturality that give rise to more and more animated controversies. A major problem that skeptical critics have identified with the project of environmental ethics as it is often conceived is that it involves the search for a criterion of moral considerability, and some claim that this search has not only been unsuccessful, but it is in principle mistaken. Birch has recently argued that this whole problem can be avoided through his proposal of universal consideration in a “root sense,” which applies to all beings, with no exceptions marked by any of (...) the criteria proposed by others. I argue that the strengths of this proposal are its openness to new value discoveries and its focus on agents’ practices. Its flaw is its failure to account convincingly for how values are ever formulated or obligations generated. Hence, it does not represent a viable alternative to the approach he rejects. However, rather than return to that approach, I suggest that Birch’s own line of argument could be developed more consistently if, from his starting point of “deontic experience,” one were to develop an explicitly deontological ethic that focuses more decisively on moral consideration as opposed to moral considerability. The notion of measurement plays a central role in human cognition. We measure people’s height, the weight of physical objects, the length of stretches of time, or the size of various collections of individuals. Measurements of height, weight, and the like are commonly thought of as mappings between objects and dense scales, while measurements of collections of individuals, as implemented for instance in counting, are assumed to involve discrete scales. It is also commonly assumed that natural language makes use of (...) both types of scales and subsequently distinguishes between two types of measurements. This paper argues against the latter assumption. It argues that natural language semantics treats all measurements uniformly as mappings from objects (individuals or collections of individuals) to dense scales, hence the Universal Density of Measurement (UDM). If the arguments are successful, there are a variety of consequences for semantics and pragmatics, and more generally for the place of the linguistic system within an overall architecture of cognition. Numerous sex differences in obsessive-compulsive disorder (OCD) instantiations are likely universal, as the associated evolutionary threats and concerns onto which they map were differentially important to the two sexes. Hence, although some ritualized behaviors or thoughts are indeed culture-specific, others are both culturally and temporally invariant as they are rooted in universal Darwinian etiologies (e.g., the sex differences in OCD symptomatology posited here). Differences of opinion between Epstein, Flynn & Martohardjono (1996) and some commentators can be traced to different interpretations of Universal Grammar (UG) form or strategy. Potential full access to the form of linguistic universals in second language acquisition may be distinguished from access to UG strategy, but Epstein et al.'s dismissal of the Critical Age Hypothesis clouds their central argument.
