Summary This article compares the discoveries of the planets Neptune and Pluto and the unsuccessful search of intra-Mercurial planets. Its conclusion is, that the search of intra-Mercurial planets was started on the basis of reasonable assumptions and competently pursued, that the success in the search of Neptune and Pluto and the failure in the search of intra-Mercurial planets was not due to greater competence of the successful planet searchers, but to good luck of the successful researchers and bad luck of (...) the unsuccessful researchers. Es wird die Frage untersucht, ob die Annahme der Existenz von universellen Normen für die Annäherung der Wissenschaft an die Wahrheit nicht in praxi lediglich Gegenwartszentrismus und Ethnozentrismus heißt. Die griechisch-römische Zivilisation förderte die Wissenschaft durch ihre Demokratie, aber andere Zivilisationen haben sehr wertvolle Datensammlungen geliefert. Die Universalität der Wissenschaft impliziert u. a. daß, wo verschiedene Zivilisationen mit ihren Wissenschaften einander begegnen, sie von einander lernen können.

Der Beweis des Vierfarbensatzes mit Hilfe eines Computers, der so viel Zeit erforderte, daß ein Mensch die Berechnungen niemals überprüfen könnte, hat Zweifel erregt an vier philosophischen Annahmen über Mathematik. Die Mathematik ist die Lehre der Klassifikation, insoweit als sie vollständig abstrahiert von der Art der zu klassifizierenden Dinge. Diese Auffassung wird vom Beweis des Vierfarbensatzes nicht erschüttert. Wahrscheinlich kann mathematisches Denken nicht vor sich gehen ohne sinnliche Vorstellungen, aber die Eigenschaften mathematischer Gegenstände sind unabhängig von ihrer Weise sinnlicher Vorstellung.

Der Streit darüber, ob es objektive Wahrheitskriterien gibt, wird oft mit der Frage vermengt, ob Wissenschaft immer fortschreite. Vor allem Popper in "Objective Knowledge" unterstellt in starkem Maße einen allgemeinen Trend der Wissenschaft zum Fortschritt. In diesem Beitrag wird gezeigt, daß Wissen verloren gehen kann: 1. Weil es nicht aufgezeichnet wird; 2. weil die Dokumente, in denen es niedergelegt wurde, verloren gehen; 3. weil das Wissen um die Sprache der Dokumente, in denen es niedergelegt wurde, verloren gegangen (...) ist, 4. weil die spätere Wissenschaftlergemeinschaft die Dokumente nicht genügend beachtet, in denen es niedergelegt wurde. Der Verlust nichtaufgezeichneten Wissens ist äußerst üblich. Der Verlust veröffentlichter Dokumente war besonders vor der Erfindung der Drucktechnik häufig und hat besonders in manchen Zweigen der Geisteswissenschaften einen Rückschritt bedeutet, weil entweder Dokumente, die das Objekt dieser Wissenschaften ausmachen, oder Aufzeichnungen historischer Ereignisse verloren gingen. Der Verlust veröffentlichter Dokumente nach der Erfindung der Drucktechnik war etwas weniger bedeutend, aber er kam dennoch vor. Der Verlust unveröffentlichter Dokumente geschah häufig, und zwar sowohl vor wie nach der Erfindung der Drucktechnik. Ob in unentzifferten Dokumenten definitiv Wissensverlust vorliegt, ist einigermaßen zweifelhaft. Einige unentzifferte Sprachen mögen eines Tages entziffert werden, aber einige unentzifferte Sprachen mögen auch für immer unentziffert bleiben. Der Verlust von Wissen wegen unzureichender Aufmerksamkeit gegenüber dem Werk eines früheren Wissenschaftlers kann behoben werden, wenn man seine Behauptungen nochmals untersucht. Wissensverlust kommt hauptsächlich in den Geisteswissenschaften vor. In der Mathematik und einigen Naturwissenschaften gibt es fast nur Zunahme an Wissen wegen der Wiederholbarkeit der Experimente. The central theme of this book is the question, Why do scientists pursue scientific investigation? Of course, Bert Theunissen begins by pointing out that the answers scientists offer will be socially acceptable answers. Even so, Theunissen asserts, the historian may infer from the answers what motivated the persons questioned. Moreover, insights may be gleaned concerning science, society, and the relations between the two in the period the scientists lived.In this book the author discusses the notions of the objective of science (...) endorsed, respectively, by Jan Hendrik van Swinden , Jan van der Hoeven , Pieter Harting , Gerrit Jan Moll , Franciscus C. Donders , Hugo de Vries , Martinus W. Beijerinck , and Hendrik Antoon Lorentz .From this list of names it appears that Theunissen has focused his study on the nineteenth century. That period is especially interesting with respect to the changing images of science, as the ideas of the main goal of the university altered completely during that period. At the beginning of the century providing an academic education was seen as the prime task. Research was not seen as part of the duties of a professor at all. Those that did any experimentation chose to do so for their own sake, not because it was an element of the curriculum. That had changed completely by the end of the century. By then scientific investigation was considered a regular—in fact the most important—task of the university. This change in focus went hand in hand with the establishment of a number of new laboratories for most Dutch universities.In the accounts of the above‐mentioned men the content and development of their ideas about the pursuit of science are examined. From this analysis the common element that emerges in their images of science is gain for society, as expressed in the title, which translates into English as something like “Profit and more profit.” In the view of these men the pursuit of science is profitable for society; it is not pursued just for its own sake, let alone for the pleasure of the pursuer. In the beginning of the century the well‐trained minds of an intellectual elite that had completed academic training was regarded as the prime benefit for society. By the end of the century the profit was understood to come from scientific investigation of nature: science was seen as an instrument to further human welfare.Initially, I found it surprising that each and every one of the leading persons confidently asserts that the pursuit of science is for the benefit of society at large. Yet, on closer inspection, that was not so surprising, as Theunissen has studied and quotes almost exclusively from published sources, from treatises written for fellow scholars, for administrators, and for the lay public. The author seems not to have studied correspondence or other private papers in which a man may have voiced less elevated purposes for the pursuit of science.One thing amazed me: in the whole of this work, covering over a hundred years of discussion and the ideas of some 300 Dutch scholars on the subject at hand, there is not one woman mentioned. Admittedly, by the time the present story finishes, in the early twentieth century, only a few women had been appointed to academic positions in Dutch universities, so there is presumably not much material to draw on. However, one argument in the debate raging in the last quarter of the nineteenth century about the admission of women to the universities was the view that women, like men, should have the benefit of a higher education so as to fully develop their minds.Most of the contents of this book have appeared in print already in the form of separate articles in various journals, some in English but mostly in the Dutch language. Presumably that explains why the author has chosen to publish his treatise in Dutch rather than English. Even though the author has stressed the national character of his exposé by discussing at length some controversies among Dutch historians of science on points he addresses, the issues considered in this book and the scope of the inquiry warrant international notice and discussion.This book has a pleasantly unpretentious layout and typography and is, moreover, very carefully produced: I have seen but one printing error—which I leave it to you to discover. Aanstichter van deze discussie is hoogleraar moderne letterkunde Thomas Vaessens, die met zijn De revanche van de roman een vurig pleidooi hield voor de terugkeer van de literatuur naar de binnencirkel van het actuele debat. Aan zijn pleidooi ligt een diepe onvrede ten grondslag over het feit dat de literatuur (...) in de loop van de twintigste eeuw haar waarde als betekenisvolle cultuuruiting lijkt te hebben verloren. Aan het eind van Zur Genealogie der Moral kondigt Nietzsche aan dat hij later een boek zal schrijven over ‘de geschiedenis van het Europese nihilisme’ . Dat boek is er nooit gekomen, althans niet van Nietzsches hand. Het enige wat we hebben zijn de aantekeningen daarvoor in zijn nalatenschap. Een van die notities is het beroemde ‘Lenzer Heide Ontwerp’ , een tekst waaraan Nietzsche zelf de titel Het Europese nihilisme gaf.Nadat Nietzsche de winter van 1886/87 in Nice had doorgebracht, trok (...) hij in het voorjaar weer richting Zwitserland om zich voor de zomer in Sils Maria te vestigen. In Nice had hij juist Dostojevski ontdekt, van wie hij onder andere de Aantekeningen uit het ondergrondse las, een boek dat een zeer kritische psychologie van de nihilist bevat. Op zijn reis naar het Engadin bleef Nietzsche steken omdat het in het hooggebergte nog te koud was en de Julier-pas nog niet sneeuwvrij. Tijdens zijn gedwongen oponthoud in Lenzer Heide noteerde hij deze tekst, aan de hand waarvan we nu een paar elementen van Nietzsches analyse van het Europese nihilisme belichten. (shrink)

In deze bewogen ‘Notities over de verloren ziel van de cultuur’ signaleert Jack Miles hoe religie tot kitsch dreigt te verworden wanneer we haar uitsluitend bezien in concurrentie met de voortschrijdende wetenschap. Pas zodra we deze tweestrijd over rivaliserende kennisaanspraken opgeven en onze duurzame onwetendheid onder ogen zien, is er ruimte voor een religiositeit die geen kitsch is en het ontzag, de verering en de angst voor het Onbekende een plaats geeft in ons leven. Uiteindelijk zouden de klassieke religies (...) van Europa - judaïsme en christendom – een analoge plaats moeten krijgen in de bestudering van onze cultuur, doordat we ze bezien per differentiam, waardoor we ze met een antropologische nieuwsgierigheid tegemoet kunnen treden. The article offers an extensive interpretation of Human All Too Human I, 114: “The non-Greek element in Christianity”. The origin of this section goes back to 1875 when Nietzsche was preparing a course on “The Religion of the Greek”. It is pointed out that for Nietzsche the opposition as such and in general is much more important than this specific opposition between Greek and Christian religion or culture. Christianity is in Nietzsche's writings almost always presented in some sort of opposition, (...) but there are many different oppositions in which it appears. The nature of the opposition which is so highly valued by Nietzsche, is described as agon, and is shown to be very different from the metaphysical opposition as criticized by Nietzsche in Beyond Good and Evil § 2. Nietzsche attempts to put Christianity back into an agonistic relation with Greek culture. But whereas Greek culture recognizes the principle of the agon, it is denied and condemned in Christianity. Greek culture shows the agon to be a principle of measure. Christianity turns out to be a religion of excessiveness. (shrink)

Generally, we want certain ethical claims to be unconditionally true. One such claim is “Apartheid was unjust”. In this paper, I discuss a group of South African post-structuralist philosophers who call their view Critical Complexity (CC). Because of post-structuralism’s radical contextualism, CCists can only claim that things are ‘as if’ Apartheid was unjust. They cannot claim that Apartheid was unconditionally unjust. Many will find this unsatisfying. I argue that a naturalised or Darwinian notion of rationality can help CCists (and perhaps (...) post-structuralists in general) in this regard. This kind of rationality is what has come to be known as embodied rationality. We employ embodied rationality when navigating the ecological and social domains. It has, though, been co-opted for navigating the ethical domain. We can, then, claim that Apartheid was unconditionally unjust because it is embodied rational to do so. This does not involve embracing the kind of Cartesian rationality that CCists rightly reject. (shrink)

Descartes's dualism did not result from Cartesian doubts, Christian beliefs, from a bias against animal nature, or from a conflict of reason and emotion. In fact, Descartes's dualism was the very fruitful product of the mechanistic conception of causality with which the French philosopher sought to replace the souls, qualities and intelligences contemporaries put forward as alternatives for the outdated Aristotelian principles of matter, form and privation. Descartes's naturalistic turn in physiology and physics not only formed the basis for his (...) dualistic metaphysics; it still bears fruit in the work of scientists such as Antonio R. Damasio today. Descartes gave scientists the paradoxical instruction to describe nature without reference to human experience. (shrink)

A.G. van Aarde and historical Jesus research. A.G. van Aarde’s contribution to historical Jesus research is mainly expressed in his book Fatherless in Galilee: Jesus as Child of God. The book was the result of five years of Jesus research. Van Aarde is an ordained minister of the Netherdutch Reformed Church of Africa. Since the book’s publication in 2001, the NRCA has experienced an immense dispute regarding the book in particular but also regarding the subject of historical Jesus research in (...) general. This dispute has publicly escalated since 2010. It has often centred on Van Aarde’s notion of Jesus’ fatherlessness. This article will focus on said book in order to ascertain what is meant by the concept ‘the fatherless Jesus’. This is done to illustrate that Van Aarde’s research, as it converges in the scrutinised publication, remains of relevance to the NRCA. (shrink)

The Report's editorial mandate is both to examine issues of current importance and to invite bioethics to broaden the range of issues it probes. Thus along with articles exploring the relationship between patients and doctors, or health policy, or any of the myriad other familiar concerns of ethics in medicine, from time to time the Report has published articles about public health, animal experimentation, or “environmental ethics” broadly construed. The most recent was the special supplement Nature, Polis, Ethics in the (...) November‐December (1998) issue. Some, of course, have argued that “bio‐ethics” ought always to encompass concern for issues beyond the bedside. When the biologist Van Rensselaer Potter proposed the term bioethics nearly thirty years ago, the field he had in mind lay at the intersection of ethics and the biological sciences in general. In light especially of Nature, Polis, Ethics's call for a substantive “humans‐nature ethics” it seems appropriate, therefore, to invite one of the earliest proponents of a generous understanding of bioethics to reflect on the character of the field and the questions with which it should grapple. Were governments justified in imposing lockdowns to contain the spread of the COVID-19 pandemic? We argue that a convincing answer to this question is to date wanting, by critically analyzing the factual basis of a recent paper, “How Government Leaders Violated Their Epistemic Duties During the SARS-CoV-2 Crisis” (Winsberg et al. 2020). In their paper, Winsberg et al. argue that government leaders did not, at the beginning of the pandemic, meet the epistemic requirements necessitated to impose lockdowns. We focus on (...) Winsberg et al.’s contentions that knowledge about COVID-19 resultant projections were inadequate; that epidemiologists were biased in their estimates of relevant figures; that there was insufficient evidence supporting the efficacy of lockdowns; and that lockdowns cause more harm than good. We argue that none of these claims are sufficiently supported by evidence, thus impairing their case against lockdowns, and leaving open the question of whether lockdowns were justified. (shrink)

Rudolf Bultmann was one of the leading thinkers within an influential theological direction that arose in Europe after the First World War, known as dialectical theology. Comprehensive introductions to the life and work of Bultmann in the South African theological journals, written in Afrikaans, either does not exist, or are difficult to trace for the Afrikaans readership. This article on Bultmann aims to fill the gap by offering a lexicographical contribution on the life and work of Bultmann. The focus of (...) this article is on Bultmann as a Lutheran thinker. The theme of the New Testament and systematic theology is essentially the same, namely to explain the concept of Christian self-understanding as an eschatological event in which faith is expressed for the sake of faith in God and only in God. Bultmann explained the same theological concepts with his theology as those that were explained by the church reformers of the 16th century, but under radically new circumstances. The so-called modern and postmodern people of our time not only broke ties with the past, but in the process they also lost their ability for using historical-critical patterns of thought that tries to bridge historical distances, and therefore sacrificed all efforts to think systematically on the altar of relativism. We can learn from Bultmann what systematic reformed theology really is. (shrink)

The focus of this article is on the incarnation of Jesus Christ, the Word become flesh, as a way of talking about and understanding mission and addresses at least two concerns in the contemporary debate about the missional church. Many missionary methods and strategies have contradicted both the teaching and actions of Jesus as he trained his disciples to continue his ministry. The message may have been the gospel, but the way the message was made known was often not congruent (...) with the gospel. The attempt to interpret mission in terms of the incarnation of Jesus suggests that the earlier forms of mission strategies should be replaced by a theology and praxis rooted in and defined by the life and ministry of Jesus. Ephesians 4 provides the key to the theology and praxis by giving us a direct link backward into the ministry that infused and led the early church in the life and the ministry of Jesus. (shrink)

Digital farming technologies promise to help farmers make well-informed decisions that improve the quality and quantity of their production, with less labour and less impact on the environment. This future, however, can only become a reality if farmers are willing to share their data with agribusinesses that develop digital technologies. To foster trust in data sharing, in Europe the EU Code of Conduct for agricultural data sharing by contractual agreement was launched in 2018 which encourages transparency about data use. This (...) article looks at the EU Code through the lens of literature on trust and contract agreements. We agree with the makers of the EU Code that a contract can make an important contribution to trust relationships as it is needed to mitigate the detrimental effects of power relationships between experts and non-experts. Building on Onora O’Neills perspective to trust, however, we argued that a contract can only be successful in fostering trust when information is comprehended by the more vulnerable party in this relationship who has to sign the contract, the more powerful partner takes responsibility to provide that information, and information is tailored to the information needs of the party signing the contract, even when data are re-used over a longer period. In addition, we think that differences between trust relationships and relationships of accountability, give reason to add to informed consent other more substantive ethical components in a more encompassing code of conduct. It should not be a surprise in the near future to encounter either a personal or a professional service robot in our homes and/or our work places: according to the International Federation for Robots, there will be approx 35 million service robots at work by 2018. Given that individuals will interact and even cooperate with these service robots, their design and development demand ethical attention. With this in mind I suggest the use of an approach for incorporating ethics into the (...) design process of robots known as Care Centered Value Sensitive Design. Although this approach was originally and intentionally designed for the healthcare domain, the aim of this paper is to present a preliminary study of how personal and professional service robots might also be evaluated using the CCVSD approach. The normative foundations for CCVSD come from its reliance on the care ethics tradition and in particular the use of care practices for: structuring the analysis and, determining the values of ethical import. To apply CCVSD outside of healthcare one must show that the robot has been integrated into a care practice. Accordingly, the practice into which the robot is to be used must be assessed and shown to meet the conditions of a care practice. By investigating the foundations of the approach I hope to show why it may be applicable for service robots and further to give examples of current robot prototypes that can and cannot be evaluated using CCVSD. His conversion was not a return to the religion of his childhood, but, on the contrary, consisted of the adoption of beliefs that had been held in explicit contempt by the Unitarian Sunday school teachers of his youth, the philosophers responsible for his professional training, and his colleagues in the philosophy department where he had been teaching for ten years at the time of his conversion.This (...) collection of classic writings represents van Inwagen’s attempts to answer the philosophical objections to Christianity that he encountered in these intellectually hostile environments. Dirk van Dalen’s biography studies the fascinating life of the famous Dutch mathematician and philosopher Luitzen Egbertus Jan Brouwer. Brouwer belonged to a special class of genius; complex and often controversial and gifted with a deep intuition, he had an unparalleled access to the secrets and intricacies of mathematics. Most mathematicians remember L.E.J. Brouwer from his scientific breakthroughs in the young subject of topology and for the famous Brouwer fixed point theorem. Brouwer’s main interest, however, was in the foundation of (...) mathematics which led him to introduce, and then consolidate, constructive methods under the name ‘intuitionism’. This made him one of the main protagonists in the ‘foundation crisis’ of mathematics. As a confirmed internationalist, he also got entangled in the interbellum struggle for the ending of the boycott of German and Austrian scientists. This time during the twentieth century was turbulent; nationalist resentment and friction between formalism and intuitionism led to the Mathematische Annalen conflict. It was here that Brouwer played a pivotal role. The present biography is an updated revision of the earlier two volume biography in one single book. It appeals to mathematicians and anybody interested in the history of mathematics in the first half of the twentieth century. (shrink)

Every year for a decade the press releases of Geron Corp, a stem cell company in the US, reassured investors that their world-first treatment using embryonic stem cells in spinal injury was going to be approved "next year".1 And every year the regulating authority in the US, the FDA, failed to give approval, asking instead for further reassurance about the safety (...) of the trial. Finally, coinciding with the election of President Obama and the prospect of a new, liberated era of embryonic research, the FDA overcame its qualms and gave the go-ahead. (shrink)

SummaryIn 1714, the Dutch scholar Willem Jacob's Gravesande published a theoretical essay on how to optimize the air-pump. Although his paper did not attract much attention, there was one important supplier of air-pumps who knew about it: the Leiden instrument maker Jan van Musschenbroek. 's Gravesande and he cooperated intensively between 1717 and 1742. Among other things, this cooperation resulted in two new air-pump designs to replace Musschenbroek's own models. A closer analysis of's Gravesande's influence on Musschenbroek's repertoire reveals that (...) the various changes were not inspired by the theory of the air-pump. Commercial and practical considerations were much more important than theoretical reflections, even though both approaches aimed at the same goal: a fast and handy air-pump. (shrink)

This article examines the 19th and 20th century European context wherein religion was practiced. In a 'Rip-Van-Winkle' manner it is as if this context had no influence on the Afrikaans speaking church in South Africa. The isolation, that was the result of the apartheid ideology, lead to the Afrikaans speaking church in South Africa not internalising ecumenicity. It is argued that for the church to be able to take an active role in reconciling diversity and therefore contributing to social cohesion (...) in South Africa, the church needs to transcend being a 'nation' church. This is possible by respecting culture and diversity, while recognising the priority of salvation in Christ. This is the ellipse of being church. (shrink)

Recently the English scholar Heather McKay defended the thesis that before the third century CE the synagogue had never been a place of sabbath worship. In this article the author reviews all the material presented by her, adds some new evidence, and comes to the conclusion that the evidence points to a situation in which already before 70 CE the synagogue served as a place of sabbath worship.

_An engaging introduction to Zen Buddhism, featuring a new English translation of one of the earliest Zen texts_ Leading Buddhist scholar Sam van Schaik explores the history and essence of Zen, based on a new translation of one of the earliest surviving collections of teachings by Zen masters. These teachings, titled _The Masters and Students of the Lanka_, were discovered in a sealed cave on the old Silk Road, in modern Gansu, China, in the early twentieth century. All more than (...) a thousand years old, the manuscripts have sometimes been called the Buddhist Dead Sea Scrolls, and their translation has opened a new window onto the history of Buddhism. Both accessible and illuminating, this book explores the continuities between the ways in which Zen was practiced in ancient times, and how it is practiced today in East Asian countries such as Japan, China, Korea, and Vietnam, as well as in the emerging Western Zen tradition. Objectives: To analyse and compare the surveys on German doctors and judges on end of life decision making regarding their attitudes on the advance directive and on the dying process.Design: The respondents were to indicate their agreement or disagreement to eight statements on the advance directive and to specify their personal view on the beginning of the dying process.Participants: 727 doctors in three federal states and 469 judges dealing with guardianship matters all over Germany.Main measurements: Comparisons of means, analyses of (...) variance, pivot tables and factor analyses .Results: Three attitude groups on advance directive were disclosed by the analysis: the decision model, which emphasises the binding character of a situational advance directive; the deliberation model, which puts more emphasis on the communicative aspect; and the delegation model, which regards the advance directive as a legal instrument. The answers regarding the beginning of the dying process were broadly distributed, but no marked difference was observed between the responding professions. The dying process was assumed by most participants to begin with a life expectancy of only a few days.Conclusions: A high degree of valuation for advance directive was seen in both German doctors and judges; most agreed to the binding character of the situational directive. Regarding the different individual concepts of the dying process, a cross-professional discourse on the contents of this term seems to be overdue. (shrink)

The story of how Perrin’s experimental work established the reality of atoms and molecules has been a staple in (realist) philosophy of science writings (Wesley Salmon, Clark Glymour, Peter Achinstein, Penelope Maddy, …). I’ll argue that how this story is told distorts both what the work was and its significance, and draw morals for the understanding of how theories can be or fail to be empirically grounded.

In this survey of business ethics in Europe, we compare the present state of business ethics in Europe with the situation as described by Enderle (BEER 5(1):33–46, 1996 ). At that time, business ethics was still dominated by a mainly philosophical, normative analysis of business issues with a maximum of 25 chairs in business ethics all over Europe. It has since expanded dramatically in numbers as well as diversified into many different domains. We find this rich diversity in the conception (...) of business ethics back in the answers of our respondents to every single question. The concepts they propose, the courses they teach, the subjects under research as well as the training and consultancy offered to clients and even the challenges for the future all reflect this diversity. Decisive for the expansion of business ethics in Europe has been the advance of CSR and the official backing of CSR by the European Commission. We further argue that the prevalence and importance of business ethics and CSR differs throughout Europe. A rough approximation based on our survey results and literature review is that it is more important and more developed in core and Nordic European countries and somewhat less in Southern and Eastern European countries. The real East with countries like Belarus and Bulgaria remains a challenge. (shrink)

Branching-time temporal logics have proved to be an extraordinarily successful tool in the formal specification and verification of distributed systems. Much of their success stems from the tractability of the model checking problem for the branching time logic CTL, which has made it possible to implement tools that allow designers to automatically verify that systems satisfy requirements expressed in CTL. Recently, CTL was generalised by Alur, Henzinger, and Kupferman in a logic known as Alternating-time Temporal Logic (ATL). The key insight (...) in ATL is that the path quantifiers of CTL could be replaced by cooperation modalities, of the form , where is a set of agents. The intended interpretation of an ATL formula is that the agents can cooperate to ensure that holds (equivalently, that have a winning strategy for ). In this paper, we extend ATL with knowledge modalities, of the kind made popular in the work of Fagin, Halpern, Moses, Vardi and colleagues. Combining these knowledge modalities with ATL, it becomes possible to express such properties as group can cooperate to bring about iff it is common knowledge in that . The resulting logic — Alternating-time Temporal Epistemic Logic (ATEL) — shares the tractability of model checking with its ATL parent, and is a succinct and expressive language for reasoning about game-like multiagent systems. According to the standards of public law, municipal polls have only a local scope : the election of a common council. Do politicians make deductions concerning the formal political power-constellation on national level either from the approach of municipal elections or from their results? Can these elections lead to changes in or of the government and eventually to anticipated legislative elections?After the first world-war, the electorate was called eight times to vote for new common councillors. Half of these elections had (...) no influence on the national power-constellation :they hardly stirred the national political life. In 1958 any possible influence of the municipal elections was even a priori ruled out. A remarkable point is that all municipal elections which took place undergovernments of national union, were only of local importance.Since the first world-war not a single municipal election has led to changes within the government : there was never a redistribution of ministerial portfolios amongst the coalitionpartners, nor did any electioncause the dismissal of an individual minister.It is traditional in Belgian politics that the national opposition, when the results of municipal elections are in its favour and prejudicial to the party in office, tries to call in question the legitimacy of the government in the opinion of the public by the way of motions or interpellations in parliament, claiming dismissal of the government or anticipated legislative elections. At these occasions it appeared unimportant whether the parliamental majority were confortable or not. But never did the governments give in to these attempts.The elections of 1857, 1884 and 1932 constitute an element of power - although of subsidiary importance - in the discharge of the then governments. The governmental crisis of 1884 however can only be explained if the constitutional position of Leopold II is taken into account. With all other factors alike, such a crisis wouldn't arise any more in the context of to-day. The municipal elections of 1932 have moreover led to anticipated legislative elections whose date was an element of power in the election-process. At that time, these elections played the part of an indicator of the electorial condition, comparable to that of the by elections in Great-Britain. And an unreliable indicator too, in view of the difference between national and local electionstatures. (shrink)
