The paper introduces an approach to privacy enhancing technologies that sees privacy not merely as an individual right, but as a public good. This idea finds its correspondence in our approach to privacy protection through obfuscation, where everybody in a group takes a small privacy risk to protect the anonymity of fellow group members. We show how these ideas can be computationally realised in an Investigative Data Acquisition Platform. IDAP is an efficient symmetric Private Information Retrieval protocol optimised for the (...) specific purpose of facilitating public authorities’ enquiries for evidence. (shrink)

With the increasing volume of data transmission through insecure communication channels, big data security has become one of the important concerns in the cybersecurity domain. To address these concerns and keep data safe, a robust privacy-preserving cryptosystem is necessary. Such a solution relies on chaos encryption algorithms over standard cryptographic methods that possess multistage encryption levels, including high speed, high security, low compute overheads, and procedural power, among other characteristics. In this work, a secure image encryption scheme is proposed using (...) linear feedback shift register and chaos-based quantum chaotic map. The focus of the scheme is mainly dependent on the secret keys from the input of the algorithm. The threat landscape, the statistical test analysis, along critical comparisons with other schemes indicate that the presented algorithm is significantly secure and is resistant to a wide range of different attacks such as differential and statistical attacks. The proposed method has sufficiently higher sensitivity and security when compared to existing encryption algorithms. Several security parameters validated the security of proposed work such as correlation coefficient analyses among the neighboring pixels, entropy, the number of pixels change rate, unified average change intensity, mean square error, brute force, key sensitivity, and peak signal to noise ratio analyses. The randomness of the ciphers produced by the proposed technique is also passed through NIST-800-22. The results of NIST indicate that the ciphers are highly random and do not produce any type of periodicity or pattern. (shrink)

Allen Buchanan’s ‘The Heart of Human Rights’ addresses the moral justification of the international legal human rights system. Buchanan identifies two functions of the ILHRS: a well-being function and a status egalitarian function. Because Buchanan assumes that the well-being function is sufficientarian, he augments it with a status egalitarian function. However, if the well-being function is utilitarian or prioritarian, there is no need for a separate status egalitarian function, because the status egalitarian function can be subsumed by (...) the utilitarian or prioritarian well-being function. Michael Williams believes that scepticism about the externalworld seems compelling only because the considerations that underpin it are thoughtto be ``mere platitudes'' about e.g., the nature and source of human knowledge, and hence,that if it shown through a ``theoretical diagnosis'' that it does not rest upon suchplatitudes, but contentious theoretical considerations that we are no means bound toaccept, we can simply dismiss the absurd sceptical conclusion. Williams argues thatscepticism does presuppose two extremely contentious doctrines, however, he admits thatif these doctrines (...) are themselves motivated by ``platitudes'' then scepticism follows. Iaddress Williams's arguments for thinking scepticism must presuppose these doctrines,and argue that he overlooks a way that they can be seen as motivated by mere platitudes.Thus, I conclude that William's novel rejection of scepticism fails. David Lewis (1974, 1994/1999) proposed to reduce the facts about mental representation to facts about sensory evidence, dispositions to act, and rationality. Recently, Robert Williams (2020) and Adam Pautz (2021) have taken up and developed Lewis’s project in sophisticated and novel ways. In this paper, we aim to present, clarify, and ultimately object to the core thesis that they all build their own views around. The different sophisticated developments and defenses notwithstanding, we think the core thesis is vulnerable. We pose (...) a dilemma by considering the two sides of a current epistemological controversy over the relation between evidence and rational belief: permissivism vs. uniqueness. As we argue, the prospects for the Lewisian project look dim when either supposition is clearly made. (shrink)

Allen Buchanan and Russell Powell have developed a rich ‘biocultural theory’ of the nature and causes of moral progress (and regress) for human beings conceived as evolved rational creatures with a nature characterized by ‘adaptive plasticity’. They characterize their theory as a thoroughly naturalistic account of moral progress, while bracketing various questions in moral theory and metaethics in favor of focusing on a certain range of more scientifically tractable questions under some stipulated moral and metaethical assumptions. While I am (...) very much in agreement with the substance of their project, I wish to query and raise some difficulties for the way it is framed, particularly in connection with the claim of naturalism. While their project is clearly naturalistic in certain senses, it is far from clear that it is so in others that are of particular interest in moral philosophy, and these issues need to be more carefully sorted out. For everything that has been argued in the book, the theory on offer may be only a naturalistic component of a larger theory that must ultimately be non-naturalistic in order to deliver the robust sort of account that is desired. Indeed, there are significant metaethical reasons for believing this to be the case. Moreover, if it turns out that some of the assumptions upon which their theory relies require a non-naturalist metaethics (positing irreducibly evaluative or normative properties and facts) then even the part of the theory that might have seemed most obviously naturalistic, i.e., the explanation of how changes in moral belief and behavior have come about, may actually require some appeal to non-naturalistic elements in the end. This book discusses how rational choice theory grew out of RAND's work for the US Air Force. It concentrates on the work of William J. Riker, Kenneth J. Arrow, James M. Buchanan, Russel Hardin, and John Rawls. It argues that within the context of the US Cold War with its intensive anti-communist and anti-collectivist sentiment, the foundations of capitalist democracy were grounded in the hyper individualist theory of non-cooperative games.

I argue elsewhere (Roche 2014) that evidence of evidence is evidence under screening-off. Tal and Comesaña (2017) argue that my appeal to screening-off is subject to two objections. They then propose an evidence of evidence thesis involving the notion of a defeater. There is much to learn from their very careful discussion. I argue, though, that their objections fail and that their evidence of evidence thesis is open to counterexample.

We argued that explanatoriness is evidentially irrelevant in the following sense: Let H be a hypothesis, O an observation, and E the proposition that H would explain O if H and O were true. Then our claim is that Pr = Pr. We defended this screening-off thesis by discussing an example concerning smoking and cancer. Climenhaga argues that SOT is mistaken because it delivers the wrong verdict about a slightly different smoking-and-cancer case. He also considers a variant of SOT, called (...) “SOT*”, and contends that it too gives the wrong result. We here reply to Climenhaga’s arguments and suggest that SOT provides a criticism of the widely held theory of inference called “inference to the best explanation”. (shrink)

William of Auvergne, bishop of Paris from 1228 to his death in 1249, was not only one of the most prolific writers in philosophy and theology of the first half of the thirteenth century but also one of the first to use the new translations of Greek and Islamic thought that poured into the Latin West in that century. On Morals, the second part of William's treatise On the Virtues and the Vices, forms one component of his vast (...) The Teaching on God in the Mode of Wisdom. This notice answers two long-running questions of authorship. The first part of the notice addresses the famous question “Utrum Aristoteles sit salvatus” that survives in the manuscript Città del Vaticano, BAV, Cod. Vat. lat. 1012, a miscellany of primarily Franciscan texts. On the basis of contextual, textual and thematic parallels, the authorship of the question should be ascribed to Hugh of Neufchâteau, OFM. The second part considers the case of the Evidentiae contra Durandum, whose author, known as Durandellus, Joseph Koch (...) identified with a certain Nicolaus Medensis in 1927. A re-examination of Koch’s reasoning makes this attribution doubtful, and the witness of the original Reportatio of William of Brienne, OFM, shows that the Dominican theologian Durand of Aurillac is more likely the author of the Evidentiae. “The Will to Believe” defines the religious question as forced, living and momentous, but even in this article James asserts that more objective factors are involved. The competing religious hypotheses must both be equally coherent and correspond to experimental data to an equal degree. Otherwise the option is not a live one. “If I say to you ‘Be a theosophist or be a Mohammedan’, it is probably a dead option, because for you neither hypothesis is likely to be alive.” James, (...) WB, p. 3. Analogously, in A Pluralistic Universe James is at pains to convince the reader that his own religious hypothesis is just as “objective,” makes just as much sense, etc. as alternative possibilities: the “only thing I emphatically insist upon is that it [pluralistic pantheism] is a fully coordinate hypothesis with monism. This world may, in the last resort, be a block universe; but on the other hand, it may be a universe only strung along, not rounded in and closed. Reality may exist distributively just as it sensibly seems to, after all. On that possibility I do insist.”William James, A Pluralistic Universe (New York: Longmans, Green, and Co., 1909) p. 328.Here, once again, before the will to believe can be employed, the objective factors of competing hypotheses, their equal coherence and correspondence, must be brought out.When reconstructed, James' overall outlook has a “qausi Kuhnian” taint to it- though obvious differences remain. Much of what goes on in evaluating competing scientific hypotheses is either not forced, or not living, or not momentous, but rather “typical,” “dead,” and “avoidable,” in short very “normal.” But there are moments in the history of science where the decision between hypotheses might well be forced, living and momentous, and sometimes James comes close to recognizing this.Analogously, a good deal of what goes on in religion is not forced, not living or not momentous - in short it is all too “normal”. In The Varieties of Religious Experience for example, James proposes to ignore the institutional branch of the religious domain and to concentrate on personal and psychological factors, his reason being that the institutional aspect concentrates on the routine, the normal. “Worship and sacrifice, procedures for working on the dispositions of the deity, theology and ceremony and ecclesiastical organization, are the essentials of religion in the institutional branch. Were we to limit our view to it, we should have to define religion as an external art, the art of winning the favor of the gods.” James, VRE, p. 29. and again “The word ‘religion,’ as ordinarily used, is equivocal. A survey of history shows us that, as a rule, religious geniuses attract disciples, and produce groups of sympathizers. When these groups get strong enough to ‘organize’ themselves, they become ecclesiastical institutions with corporate ambitions of their own. The spirit of politics and the lust of dogmatic rule are then apt to enter and to contaminate the originally innocent thing; so that when we hear the word ‘religion’ nowadays, we think inevitably of some ‘church’ or other.” Clearly here religion has a normal, i.e. trivial side, just as does science. On the other hand, there are revolutionary moments in religion, such as that of choosing between theism and materialism in Pragmatism, or choosing among theism, monistic pantheism and pluralistic pantheism in A Pluralistic Universe. Such moments involve the will to believe and are clearly more personal than their counterparts in the domain of normal institutionalized religion. Going further, there are no doubt differences of degree between the will to believe decisions in science and the will to believe decisions in religion. These have been explicated in more specific terms by Ian Barbour in his article, “Paradigms in Science and Religion.” ...each of the ‘subjective’ features of science... is more evident in the case of religion: (1) the influence of interpretation on data, (2) the resistance of comprehensive theories of falsification, and (3) the absence of rules for choice among paradigms. Each of the corresponding ‘objective’ features of science is less evident in the case of religion: (1) the presence of common data on which disputants can agree, (2) the cumulative effect of evidence for or against a theory, and (3) the existence of criteria which are not paradigm-dependent. It is clear that in all three respects religion is a more ‘subjective’ enterprise than science. But in each case there is a difference of degree - not an absolute contrast between an ‘objective’ science and a ‘subjective’ religion. Barbour correctly notes that the “...choice is not between religion and science, but between theism, pantheism, and naturalism, let us say, as each is expressed in a particular historical tradition. No basic beliefs are capable of demonstrable proof.”Ibid., p. 243. James sometimes comes close to recognizing this but his oscillation on the status of the everyday world of common sense, or the perceptual world, causes him not to see the issue clearly. When the animated world of the perceptual is taken as the all inclusive ‘really real,’ science is viewed as an abstract, second class citizen. But James offers what we would consider a more sophisticated and adequate perspective when he views the world of common sense, having become linguistified, as itself suspicious, and consequently views all three tiers - common sense, scholastic philosophy, and science - as “regional ontologies”, or “language games” in Wittgenstein's terminologySee Ludwig Wittgenstein, Philosophical Investigations, translated by G.E.M. Anscombe (New York: The Macmillan Company, 1953), paragraph 7, paragraph 23. For the notion of “regional ontology” see Edmund Husserl, Ideas, translated by W.R. Boyce Gibson (New York: Collier Books, Macmillan Publishing Company, Inc., 1962) p. 57ff; p. 158ff. - and opposes all three to a more primordial or prereflexive level. When James takes this second approach it is easier to see that the basic distinction he began to make in “The Will to Believe” was between the scientific and religious domain where the will to believe was to be employed, and the domain of “ordinary” religion and science. Finally this position anticipates his ultimate metaphysical outlook, viz. “pure experience” as approachable through language on a series of diverse regional levels, but nonetheless not completely describable within language. It is important to recall that in The Varieties of Religious Experience James distinguishes between the science of religions and what he calls living religion: [T] he science of religions may not be an equivalent for living religion; and if we turn to the inner difficulties of such a science, we see that a point comes when she must drop the purely theoretic attitude, and either let her knots remain uncut, or have them cut by active faith. James, VRE, p. 489. The study of religion, in short is not the activity of religion; the latter is animated, personal, and, we would argue, necessitates a commitment in terms of the will to believe. Once again, however, James hesitates over offering the same two-fold delineation in other areas of science. On the one hand he tells the reader that “science-has ended by utterly repudiating the personal point of view.”Ibid., p. 491. On the other hand, he offers the following comment a few pages later on in a footnote: ...the divorce between scientist facts and religious facts may not necessarily be as eternal as it at first sight seems, nor the personalism and romanticism of the world, as they appeared to primitive thinking, be matters so irrevocably outgrown. The final opinion may, in short, in some manner now impossible to forsee, revert to the more personal style, just as any path of progress may follow a spiral rather than a straight line. If this were so, the rigorously impersonal view of science might one day appear as having been a temporarily useful eccentricity rather than the definitely triumphant position which the sectarian scientist at present so confidently announces it to be.Ibid., p. 501, Footnote. This article evaluates the predictions of an algorithmic-level distributed associative memory model as it introduces, propagates, and resolves ambiguity, and compares it to the predictions of computational-level parallel parsing models in which ambiguous analyses are accounted separately in discrete distributions. By superposing activation patterns that serve as cues to other activation patterns, the model is able to maintain multiple syntactically complex analyses superposed in a finite working memory, propagate this ambiguity through multiple intervening words, then resolve this ambiguity in a (...) way that produces a measurable predictor that is proportional to the log conditional probability of the disambiguating word given its context, marginalizing over all remaining analyses. The results are indeed consistent in cases of complex structural ambiguity with computational-level parallel parsing models producing this same probability as a predictor, which have been shown reliably to predict human reading times. _Exiles in the City: Hannah Arendt and Edward W. Said in Counterpoint,_ by William V. Spanos, explores the affiliative relationship between Arendt’s and Said’s thought, not simply their mutual emphasis on the importance of the exilic consciousness in an age characterized by the decline of the nation-state and the rise of globalization, but also on the oppositional politics that a displaced consciousness enables. The pairing of these two extraordinary intellectuals is unusual and controversial because of their ethnic identities. In (...) radically secularizing their comportment towards being, their exilic condition enabled them to undertake inaugural critiques of the culture of the nation-state system of Western modernity. As variations on the theme of exile, the five chapters of this book constitute reflections on what is foundational and abiding in both Arendt’s and Said’s work. They not only document the heretofore unnoticed affiliation between the two thinkers. They also shed light on Arendt’s and Said’s proleptic activist explorations of the urgent “question of Palestine,” especially on the fraught present situation, which bears increasing witness to the irony that the Israeli nation-state’s “solution” has, from the beginning, systematically repeated the degradations the Jewish people suffered at the hands of German nationalism. This monograph explores how seven prominent German and Austrian novelists of the twentieth century—Franz Kafka, Thomas Mann, Anna Seghers, Uwe Johnson, Ingeborg Bachmann, Wolfgang Hilbig, and Marlene Steeruwitz—conveyed their literary figures' time spent waiting. By presenting states of waiting as emblematic of human existence in the turbulent twentieth century, these writers criticized hierarchical power structures in various historical contexts. Killing Time presents fresh readings of seven German-language novels, while providing insights into how and why German and Austrian writers repeatedly turned (...) to the waiting motif to expose the injustices inherent in interpersonal, political, and social hierarchies. In investigating the treatment of waiting in literary texts, William reexamines how prominent philosophers of metaphor and time influenced German and Austrian writers of the past century. This study is underpinned in part by the work of cultural and social theorists who have emphasized how the liminal status of the subjugated within social hierarchies ensures that they are kept perpetually waiting. Among the three kinds of theoretical knowledge, Aristotle distinguishes between physics and metaphysics—what he calls Second and First Philosophy. Aristotle’s physics studies changing things, things that change in any of several ways according to an inner principle that governs their alterations and their underlying stability—fundamentally, things that come into being and pass away. What Aristotle calls First Philosophy studies substances that are immovable and unchanging, eternal objects including primarily but not exclusively Aristotle’s god. Aristotle’s distinction between Second and First Philosophy (...) constitutes a decisive difference between Aristotle and earlier philosophers. My main claim will be that Aristotle “discovered” First Philosophy through critical reflection on the universalizing or totalizing assumption of his predecessors. By “universalizing assumption” I mean that according to Aristotle, his predecessors assumed either explicitly or implicitly that they were enquiring into τὸ πᾶν, the all, the totality of everything that exists. Aristotle claims that they were wrong in this assumption. All sciences seek knowledge of principles and causes (archai and aitia). But an investigation of beings that come into existence and pass away is essentially different from the philosophical investigation of immovable, unchanging being. To understand why, one must nevertheless begin by studying changing beings—in large part to come to recognize the insufficiency of Second Philosophy to investigate being as such. Aristotle’s discovery was that the original project of Greek philosophy—the study of the whole—requires both Second and First Philosophy. (shrink)
