Japan’s economy has stagnated since the bursting of the twin real estate and stock bubbles in 1990. Construction employment rose after the bubbles burst despite a real estate glut.Systemic corruption is delaying recovery. The key is thedango—Japan’s system of bid rigging, which is pervasive in public construction. The firms rotate who will win the “competitive” bid. The bureaucrats leak the highest price bid that will be accepted in return for favors from the industry and lucrative sinecures when they retire. The (...) ruling politicians get kickbacks and ensure the adoption of enormous public construction programs.The result is that Japanese public and private capital flows are corruptly routed to uses that are not simply inefficient, but outright harmful to society. As several commentators and researchers have noted since late spring 2020, COVID-19 has laid bare the connections between entrenched structurally generated inequalities on one hand, and on the other hand relatively high degrees of susceptibility to contracting COVID-19 on the part of economically marginalized population segments. Far from running along the tracks of race neutrality, studies have demonstrated that the pandemic is affecting Black people more than Whites in the U.S.A. and U.K., where reliable racially-disaggregated data are available. While (...) the situation in Canada seems to follow the same pattern, race-specific data on COVID-19 are hard to come by. At present, there is no federal mandate to collect race-based data on COVID-19, though, in Ontario, at the municipal level, the City of Toronto has been releasing such data. This paper examines the entanglements of race, immigration status and the COVID-19 pandemic in Canada with particular emphasis on Black immigrants and non-immigrants in Toronto, using multiple forms of data pertaining to income, housing, immigration, employment and COVID-19 infections and deaths. Our findings show that the pandemic has had a disproportionate negative impact on Black people and other racialized people in Toronto and, indeed, Canada. (shrink)

Hegel and Plato offer distinctive but related philosophical accounts of ethical absolutism, thereby suggesting that a comparative study of their ethical ideas will be valuable in clarifying their respective philosophical approaches, as well as in admitting a critical examination of the structure for and viability of two significant absolutist ethical standpoints. This paper will concentrate on evaluating their rival conceptions of the Good and related ethical doctrines as specific responses to their recognition of the need to secure ethical life against (...) the socially divisive effects of ethical controversy. This common inspiration of their ethical theorizing confirms the validity and significance of Williams' remarks on the significance of the consciousness of ethical variation cited earlier. Plato's and Hegel's elaborations of absolutist ethical positions, however, conflict with Williams' scepticism over whether there is an objective basis for ethics which is invoked in his Ethics and the Limits of Philosophy and his paper �The Truth in Relativism� to justify relativism, at least in regard to significantly divergent and diachronically distinct ethical practices. Ultimately, this paper will consider the extent to which the absolutist aspirations of Plato's and Hegel's ethical theories can be sustained in the light of the evident variation in ethical thought and practice. What is African American Politics? What form should it take? How does it conceptualize white supremacy? In In the Shadow of Du Bois, Robert Gooding-Williams uses the work of W. E. B. Du Bois and Fredrick Douglass to provide answers to these questions. While the choices of Douglass and Du Bois make a great deal of sense, they reproduce the tendency of confining political theory to literature – a move that bounds the genre in problematic ways. I begin with a note about moral goodness as a quality, disposition, or trait of a person or human being. This has at least two different senses, one wider and one narrower. Aristotle remarked that the Greek term we translate as justice sometimes meant simply virtue or goodness as applied to a person and sometimes meant only a certain virtue or kind of goodness. The same thing is true of our word “goodness.” Sometimes being a good person means having all (...) the virtues, or at least all the moral ones; then goodness equals the whole of virtue. But sometimes, being a good person has a narrower meaning, namely, being kind, generous, and so forth. Thus, my OED sometimes equates goodness with moral excellence as a whole and sometimes with a particular moral excellence, viz., kindness, beneficence, or benevolence; and the Bible, when it speaks of God as being good sometimes means that God has all the virtues and sometimes only that he is kind, mereiful, or benevolent. When Jesus says, “Why callest thou me good: None is good, save one, that is God,” he seems to be speaking of goodness in the inclusive sense, but when the writer of Exodus has God himself say that he is “merciful and gracious, long-suffering, and abundant in goodness and truth,” God is using “goodness” in the narrower sense in which it means benevolence, for he goes on to make it clear that he is also just and severe. Similarly, “good will” may mean either “morally good will” in general, as it does in Kant, or it may mean only “benevolent will,” as it usually does; in “men of good will” it is perhaps ambiguous. This paper provides an analytical overview of the apostolic networks in Britain. There are several ways to understand the success of the apostolic networks. They can be seen as an extreme answer to an extreme problem an answer to a profound secularisation leading to declining church attendance and influence within society. The apostolic networks appear to fit into post-modern society better than conventional denominational structures. In terms of their organization, despite appearances, these networks are however hierarchical like the denominational structures (...) which they challenge. The difference is in the characteristic informality with which these networks can collaborate with each other even when they grow. (shrink)

There is a tradition in western ethics in which use of the concept of right reason is explicit and central. I sketch its history and then formulate six theses affirmed by its spokesmen. In light of the resulting definition I contend that an ethics of right reason is essentially maintained by a variety of moral philosophers in addition to those usually thought to be in the tradition. Its central idea is just that reason in a certain (right) state sets or (...) discovers the standard of right, Wrong, Virtue and vice, But both reason and its right state may be variously conceived. Although numerical systems have been regarded as static models of a symbolic system and treated as mythological behavior, it is postulated that these systems are more profitably analyzed as dynamic models, better understood as ritual behavior. As ritual, numerical systems, limited in number and expressive of rhythmicity, contribute to the biogenetic structuralist's notion of “equilibration” between the central nervous system and the environment.The relationship between concrete and abstract numeration is also examined, showing that counting behavior, requiring asymmetrical use of the (...) hands, may contribute to understanding the relationships between handedness and brain hemisphericity, as well as enumeration and memorization. The debate over the central issue confronted in Closing--the role of the university and the liberal arts in the United States--has become increasingly urgent and contentious. The goal of this collection of essays is to consider what we can learn about the dilemmas confronting American culture through a consideration of both The Closing of the American Mind and the debate it has aroused. The fundamental result of Lanczos is used in a new type of quadratic variational principle whose field equations are the Einstein field equations together with the Yang-Mills type equations for the Riemann curvature. Additionally, a spin-2 theory of gravity for the special case of the Einstein vacuum is discussed.

Taking reduction in the traditional deductive sense, the programmatic claim that most of genetics can be reduced by molecular genetics is defended as feasible and significant. Arguments by Ruse and Hull that either the relationship is replacement or at best a weaker form of reduction are shown to rest on a mixture of historical and logical confusions about the nature of the theories involved.

In response to Hauerwas, Frankena explores the nature of a moral virtue and the relation between virtue and obligation. He argues that those notions are not related in all the ways Hauerwas suggests and that the ties that do link them can be understood on the basis of an ethical analysis that gives primacy to moral obligation. In response to both Hauerwas and Carney, he examines the relation between morality and religion and argues that his analysis of the concept of (...) morality allows an adequate understanding of both systems of thought.
