The nature of the contributions to astronomy of Caroline Lucretia Herschel are explored in this article. Her accomplishments included new observational discoveries and the skilled and accurate transcription and reduction of astronomical data. Although she made important additions to the sum total of astronomical facts available to the scientist, she herself showed little interest or ability in applying these data to explain phenomena. Love of her brother, Sir William Herschel, motivated her achievements in astronomy. Barred (...) from the ranks of creative astronomers by both her inability and her disinterest in abstract concepts, she substituted other qualities such as accuracy and perseverance which assured her a place in the history of astronomy. In the paper, several data reduction techniques for machine learning from big datasets are discussed and evaluated. The discussed approach focuses on combining several techniques including stacking, rotation, and data reduction aimed at improving the performance of the machine classification. Stacking is seen as the technique allowing to take advantage of the multiple classification models. The rotation-based techniques are used to increase the heterogeneity of the stacking ensembles. Data reduction makes it possible to classify (...) instances belonging to big datasets. We propose to use an agent-based population learning algorithm for data reduction in the feature and instance dimensions. For diversification of the classifier ensembles within the rotation also, alternatively, principal component analysis and independent component analysis are used. The research question addressed in the paper is formulated as follows: does the performance of a classifier using the reduced dataset be improved by integrating the data reduction mechanism with the rotation-based technique and the stacking? In 1837 the German-born astronomer F. G. W. Struve published his famous catalogue of double stars. For Struve this was the culmination of 12 years' detailed observation of a class of celestial objects lying exclusively beyond the solar system; for historians of astronomy it poses the problem of explaining why the study of double stars became a significant part of astronomical endeavour, as it did, during the 1820s and 1830s. For, although Struve's interest was extreme, it was shared to (...) a lesser extent by several eminent contemporaries, including John Herschel, Friedrich Bessel, Johann Encke, James South and Félix Savary. Their combined efforts represented an important transition in astronomy: for the first time one of the emphases of the subject moved beyond the solar system to the so-called fixed stars. The question of the emergence of interest in double stars is of historical significance, therefore, as it is related to the problem of the origins of ‘stellar astronomy’. This essay is thus intended to offer an explanation of astronomers' interest in double stars, and to tackle the related question of whether this transition constituted a major break in the history of astronomy. Furthermore it is proposed that answers to these problems may be found by considering the practice of astronomy dominant during the first half of the nineteenth century. Astronomers in this period were overwhelmingly concerned with a refined form of positional astronomy. The problems they chose to solve were by and large related to the difficulties of the accurate reduction of observational data, and the compilation of reliable tables and star charts, which were then used as a background against which the motions of solar system objects were plotted. By assessing individuals' studies of double stars within this context it can be seen firstly that such studies were no more or less than specific examples of a general case, and secondly that the stars themselves were not usually of intrinsic interest. Around 1716, the French astronomer and academician Joseph-Nicolas Delisle took up a new project: the twinned topics of Chinese chronology and astronomy. Unable to access Chinese sources and not knowing any fellow savants who shared this particular interest, Delisle methodically made extracts and compiled data from the existing European literature. Among Delisle's papers at the Observatoire de Paris still exist the results of this research, including a list of the books he found relevant. This paper develops a close (...) reading of Delisle's notes from this period to stage his journey into a recondite arena of technical and textual analysis, and to examine the scholarly practices and generic conventions through which early modern European savants confronted the Chinese astronomical tradition. Astronomy on Trial systematically and convincingly argues against every aspect of the theory behind the idea of the "Big Bang." Using a readable style that incorporates the laws of physics, Roy C. Martin exposes the impossibilities that have been so commonly manipulated to support the Big Bang theory. He carefully explains the absurdities that have come to represent modern day cosmology and high-energy physics that have arisen from the group-think phenomenon. Martin reveals this group-think as the tendency of scientists (...) to fit the astronomical observational data that flow into context within the standard theories already established by the community of cosmologists. The author's witty, point-by-point exposition of the impossibility of the Big Bang not only provides insights into this one situation, but reveals a troubling trend of a lack of skepticism in scientific research in general that calls for a reevaluation of conclusions in all other fields of science. A dimensional reduction algorithm is applied to an intelligent classification model with the purpose of improving the efficiency and accuracy. The proposed classification model, used to distinguish the operating mode: Hard- and Soft-Switching, is presented and an analysis of the synchronized rectified step-down converter is done. With the aim of improving the accuracy and reducing the computational cost of the model, three different methods for dimensional reduction are applied to the input dataset of the model: self-organizing maps, principal (...) component analysis and correlation matrix. The obtained results show how the number of variable is highly reduced and the performance of the classification model is boosted: the results manifest an improve in the accuracy and efficiency of the classification. We study logical reduction (factorization) of relations into relations of lower arity by Boolean or relative products that come from applying conjunctions and existential quantifiers to predicates, i.e. by primitive positive formulas of predicate calculus. Our algebraic framework unifies natural joins and data dependencies of database theory and relational algebra of clone theory with the bond algebra of C.S. Peirce. We also offer new constructions of reductions, systematically study irreducible relations and reductions to them and introduce a new (...) characteristic of relations, ternarity, that measures their ‘complexity of relating’ and allows to refine reduction results. In particular, we refine Peirce’s controversial reduction thesis, and show that reducibility behaviour is dramatically different on finite and infinite domains. (shrink)

Decision trees learning is one of the most practical classification methods in machine learning, which is used for approximating discrete-valued target functions. However, they may overfit the training data, which limits their ability to generalize to unseen instances. In this study, we investigated the use of instance reduction techniques to smooth the decision boundaries before training the decision trees. Noise filters such as ENN, RENN, and ALLKNN remove noisy instances while DROP3 and DROP5 may remove genuine instances. Extensive (...) empirical experiments were conducted on 13 benchmark datasets from UCI machine learning repository with and without intentionally introduced noise. Empirical results show that eliminating border instances improves the classification accuracy of decision trees and reduces the tree size, which reduces the training and classification times. In datasets without intentionally added noise, applying noise filters without the use of the built-in Reduced Error Pruning gave the best classification accuracy. ENN, RENN, and ALLKNN outperformed decision trees learning without pruning in 9, 9, and 8 out of 13 datasets, respectively. The datasets reduced using ENN and RENN without built-in pruning were more effective when noise was intentionally introduced in different ratios. (shrink)

Fetal reduction is the practice of reducing the number of fetuses in a multiple pregnancy, such as quadruplets, to a twin or singleton pregnancy. Use of assisted reproductive technologies increases the likelihood of multiple pregnancies, and many fetal reductions are done after in vitro fertilisation and embryo transfer, either because of social or health-related reasons. In this paper, I apply Joe Horton’s all or nothing problem to the ethics of fetal reduction in the case of a twin pregnancy. (...) I argue that in the case of a twin pregnancy, there are two intuitively plausible claims: abortion is morally permissible, and it is morally wrong to abort just one of the fetuses. But since we should choose morally permissible acts rather than impermissible ones, the two claims lead to another highly implausible claim: the woman ought to abort both fetuses rather than only one. Yet, this does not seem right. A plausible moral theory cannot advocate such a pro-death view. Or can it? I suggest ways to solve this problem and draw implications for each solution. While scholars and policy practitioners often advocate for science and technology transfer as a motor for economic growth, many in Latin America have long warned of the pitfalls of such top-down, North-South transfers. To many in Latin America, scientific aid or cooperation from the North has often reproduced hierarchies that perpetuate dependency. Large astronomy observatories located in Chile – with a high price tag, cutting-edge technology, and seen to answer seemingly arcane research questions – seem ripe for reproducing precisely (...) these kinds of hierarchical relationships. Using data from documents, interviews, and a site visit to Gemini South, one of several large telescopes in Chile, this paper takes a historical perspective to examine how resilient these hierarchical relationships are. Over forty years, astronomy in Chile grew thanks to new policies that fostered cooperation among universities and gave locals privileged access to the telescopes. But the community also grew in ways that reproduced dependency: foreign science benefits significantly, the Chilean state operates in top-down ways, and its support for science leaves it blind to the benefits high-tech telescopes deliver to Chile, which are not linked to export-led growth. The state appears as both an obstacle and an enabler to the growth of a national scientific community. (shrink)

The unprecedented prowess of measurement techniques provides a detailed, multi‐scale look into the depths of living systems. Understanding these avalanches of high‐dimensional data—by distilling underlying principles and mechanisms—necessitates dimensional reduction. We propose that living systems achieve exquisite dimensional reduction, originating from their capacity to learn, through evolution and phenotypic plasticity, the relevant aspects of a non‐random, smooth physical reality. We explain how geometric insights by mathematicians allow one to identify these genuine hallmarks of life and distinguish them (...) from universal properties of generic data sets. We illustrate these principles in a concrete example of protein evolution, suggesting a simple general recipe that can be applied to understand other biological systems. (shrink)

Recent investigations have thrown new light on such topics as the early Greek belief in heliocentricity, the relation between Greek and Babylonian astronomy, the reliability of Ptolemy's Syntaxis, Hipparchus's theory of motion for the sun, Hipparchus's value for the obliquity of the ecliptic, and Eratosthenes' estimate of the size of the earth. Some claims resulting from these investigations are controversial, especially the reevaluation of Ptolemy (though it is notable that no one any longer uses data from the Syntaxis (...) for investigating such things as the spin of the earth). The combination of corporate-community conflicts and oil transnational corporations' (TNCs) rhetoric about being socially responsible has meant that the issue of community development and poverty reduction have recently moved from the periphery to the heart of strategic business thinking within the Nigerian oil industry. As a result, oil TNCs have increasingly responded to this challenge by adopting partnership strategies as a means to contribute to poverty reductions in their host communities as well as secure their social licence to operate. This paper critically examines the strengths and weaknesses of the different community development partnership (CDPs) initiatives employed by Shell, Exxon Mobil and Total to contribute to poverty reduction within their host communities in the Niger Delta, Nigeria. Drawing on empirical data and critical analysis, the paper argues that while the CDP initiatives by SPDC, MPN and EPNL have the potential to contribute to community development, the failure to integrate negative injunction duties into existing partnerships means that the partnerships make no difference to how oil TNCs conduct their core business operation. Consequently, CDPs have had limited positive impact on poverty reduction in the Niger Delta. Parallel attribute reduction is one of the most important topics in current research on rough set theory. Although some parallel algorithms were well documented, most of them are still faced with some challenges for effectively dealing with the complex heterogeneous data including categorical and numerical attributes. Aiming at this problem, a novel attribute reduction algorithm based on neighborhood multigranulation rough sets was developed to process the massive heterogeneous data in the parallel way. The MapReduce-based parallelization method (...) for attribute reduction was proposed in the framework of neighborhood multigranulation rough sets. To improve the reduction efficiency, the hashing Map/Reduce functions were designed to speed up the positive region calculation. Thereafter, a quick parallel attribute reduction algorithm using MapReduce was developed. The effectiveness and superiority of this parallel algorithm were demonstrated by theoretical analysis and comparison experiments. (shrink)

A characteristic hallmark of medieval astronomy is the replacement of Ptolemy’s linear precession with so-called models of trepidation, which were deemed necessary to account for divergences between parameters and data transmitted by Ptolemy and those found by later astronomers. Trepidation is commonly thought to have dominated European astronomy from the twelfth century to the Copernican Revolution, meeting its demise only in the last quarter of the sixteenth century thanks to the observational work of Tycho Brahe. The present (...) article seeks to challenge this picture by surveying the extent to which Latin astronomers of the late Middle Ages expressed criticisms of trepidation models or rejected their validity in favour of linear precession. It argues that a readiness to abandon trepidation was more widespread prior to Brahe than hitherto realized and that it frequently came as the result of empirical considerations. This critical attitude towards trepidation reached an early culmination point with the work of Agostino Ricci, who demonstrated the theory’s redundancy with a penetrating analysis of the role of observational error in Ptolemy’s Almagest. The philosophy of historical sciences investigates their distinct objects of study, epistemic challenges, and methodological solutions. Rethinking astronomy in this light offers a contribution. First, the methodology of historical sciences adds to a more adequate description of how astronomers study and utilize token events. Second, astronomy faces a typical difficulty in identifying traces of some past events and has developed a delicate solution. This enriches the idea of trace and suggests a methodology that relies on iterations between (...) class='Hi'>data-driven approaches and theory-driven approaches, together with the cross-validation between multiple relevant historical events or datasets. Based on the stress interaction theory, this research constructed a model to study the joint moderating effects of the perception reduction of employment opportunities under the COVID-19 epidemic on the employment pressure of college students. With two moderating variables introduced, employment policy support and job-searching self-efficacy, this research studied the mechanism and boundary conditions of perception reduction of employment opportunities on employment pressure of college students from both individual and environmental aspects. The study found that during the epidemic (...) if college students perceived fewer employment opportunities, they could have greater employment pressure from themselves, schools, and families; and that under the joint moderation of employment policy support and job-searching self-efficacy, the perception reduction of employment opportunities under the COVID-19 epidemic, the employment pressure of college students, universities, and families were connected, with different adjustment mechanisms. Based on empirical data, this research can provide theoretical enlightenment and practical guidance for the government, universities, and families to alleviate the employment pressure on college students during the epidemic. This article presents data from the Growing up with Media study related to the implementation of a risk reduction protocol that resulted in three groups of youth: low-risk youth (no flags), youth flagged because of violence involvement and not clinically referred; and flagged youth who were referred to a team clinician due to additional risk considerations. Data are from 3,979 US youth 14–15 years of age recruited through social media between October 2018-August 2019. Four in ten youth (...) were flagged for review. Findings suggest that this methodology of identifying and reviewing cases appears to be working as intended: Not only did referred youth have more flags than non-referred youth, but post-hoc analyses suggested that these youth also had higher rates of psychosocial problems (e.g., non-victimization adversity, substance use, and depressed mood). The implementation of a risk reduction protocol such as the one described in this article adds a layer of human subject protection beyond the more standard list of websites and hotlines provided to all participants in most studies. This protocol leads the way for future studies to recreate a similar process to address concerning responses collected from survey research. (shrink)

Psychologists and neuroscientists often struggle to integrate findings in their respective domains, a problem due partly to implicitly and explicitly held philosophical positions on issues of reduction and autonomy across these domains. The present article reviews how reduction and autonomy have been used in philosophical arguments regarding how macro-scale findings relate to micro-scale findings across various scientific disciplines. The present article demonstrates how macro findings are indispensable to explanations of phenomena of interest by (a) providing information regarding higher (...) levels of organization in mechanisms, (b) including information not contained within certain micro explanations that (c) provides more general and stable causal explanations relative to micro explanations in certain situations. The purpose of presenting these analyses and recommendations is to disabuse psychologists and neuroscientists of pervasive assumptions that psychology is reducible to biology and that lower level phenomena (molecular) should be prioritized as somehow more explanatory than higher level phenomena (behavioral). The article concludes with 3 hypothetical scenarios from clinical psychology and psychiatry illustrating this critique and providing a pragmatic approach to clarify the relative roles, and importance, of biological and psychological data in service of general and stable explanations that are tailored to the kind of intervention desired. It thus illustrates the potential for clinicians to play a pivotal role in health promoting structural interventions based on harm-reduction goals and public health models. Popular media images of drug use as uniformly damaging, and abstinence as the only acceptable goal of treatment, threaten to distort clinical care away from a basis in evidence, which shows that (...) some ways of using drugs are far more harmful than others and that punitive approaches and insistence on total abstinence as the only goal of treatment often increases the harms of drug use rather than reducing drug use. Therefore the leadership and scientific authority of clinicians who understand the health impact of harm-reduction strategies is needed. Through a review of harm-reduction interventions in Canada, the United Kingdom, the United States, Australia, Switzerland, and the Netherlands, we identify three ways that clinicians have helped to achieve a paradigm shift from punitive approaches to harm-reduction principles in clinical care and in drug policy: through clinical research to provide data establishing the effectiveness and feasibility of harm-reduction approaches, by developing innovative clinical programmes that employ harm reduction, and thereby changing the standard of care to include routine use of these evidence-based approaches in their practices. We argue that through promotion of harm-reduction goals and methods, clinicians have unique opportunities to improve the health outcomes of vulnerable populations. (shrink)

In October 1993, a survey of health care agency administrators was undertaken shortly after they had experienced two sudden reductions in public funding. The purpose of this investigation was to gain insight into the role of ethics in health administrator decision making. A mail questionnaire was designed for this purpose. Descriptive statistics and content analysis were used to summarize the data. Staff reductions and bed closures were the two most frequently reported mechanisms for addressing the funding reductions. Most administrators (...) did not believe that these changes would have a negative public impact. In contrast, the majority indicated that future changes in reaction to additional funding reductions would have a negative public impact. Approximately one-third of the administrators reported ethics to be an element of recent administrative decision making, and one-half could foresee that ethics would be important in the future if reductions continued. These findings are discussed in relation to ethics. Issues for additional research are outlined. (shrink)

Observational astronomy is plagued with selection effects that must be taken into account when interpreting data from astronomical surveys. Because of the physical limitations of observing time and instrument sensitivity, datasets are rarely complete. However, determining specifically what is missing from any sample is not always straightforward. For example, there are always more faint objects (such as galaxies) than bright ones in any brightness-limited sample, but faint objects may not be of the same kind as bright ones. Assuming (...) they are can lead to mischaracterizing the population of objects near the boundary of what can be detected. Similarly, starting with nearby objects that can be well observed and assuming that objects much farther away (and sampled from a younger universe) are of the same kind can lead us astray. Demographic models of galaxy populations can be used as inputs to observing system simulations to create “mock” catalogues that can be used to characterize and account for multiple, interacting selection effects. The use of simulations for this purpose is common practice in astronomy, and blurs the line between observations and simulations; the observational data cannot be interpreted independent of the simulations. We will describe this methodology and argue that astrophysicists have developed effective ways to establish the reliability of simulation-dependent observational programs. The reliability depends on how well the physical and demographic properties of the simulated population can be constrained through independent observations. We also identify a new challenge raised by the use of simulations, which we call the “problem of uncomputed alternatives.” Sometimes the simulations themselves create unintended selection effects when the limits of what can be simulated lead astronomers to only consider a limited space of alternative proposals. In this paper I will present conceptions of state reduction and particle and/or system localization which render these subjects fully compatible with the general requirements of a relativistic, i.e. Lorentz invariant, quantum theory. The approach consists of a systematic generalization of the concepts of initial data assignment at definite times, initiation and completion of measurements at definite times, and dynamical evolution as time dependence, to the concepts of initial data assignment on arbitrary space-like hyperplanes, initiation and completion (...) of measurements on arbitrary space-like hyperplanes, and dynamical evolution as space-like hyperplane dependence, respectively. What are the effects of word-by-word predictability on sentence processing times during the natural reading of a text? Although information complexity metrics such as surprisal and entropy reduction have been useful in addressing this question, these metrics tend to be estimated using computational language models, which require some degree of commitment to a particular theory of language processing. Taking a different approach, this study implemented a large-scale cumulative cloze task to collect word-by-word predictability data for 40 passages and (...) compute surprisal and entropy reduction values in a theory-neutral manner. A separate group of participants read the same texts while their eye movements were recorded. Results showed that increases in surprisal and entropy reduction were both associated with increases in reading times. Furthermore, these effects did not depend on the global difficulty of the text. The findings suggest that surprisal and entropy reduction independently contribute to variation in reading times, as these metrics seem to capture different aspects of lexical predictability. Mandibular fractures have a significant impact on masticatory function. The main cause could also be the patient's ability to chew vigorously until the strength is below normal. This is related to dental comfort and mental (...) attitude. Treatment consisting of surgery along the length of the mandibular fracture, focuses on restoring the structural shape of the mandible, with the hope of restoring normal form and function. Writing purpose systematic review (SR ) for studied further regarding the improvement of masticatory muscle function in mandibular fracture patients after open reduction internal fixation (ORIF). SR writing is done with search and analyze journal from PMC, Pubmed and Science Direct portals with criteria inclusion and exclusion that have been determined. Background: Despite the growing potential of mobile-based technologies, innovative interventions targeting the reduction of acute stress in daily life remain under-researched. Music listening is an easy-to-administer activity that is associated with lower levels of biological and self-reported stress. However, the application of music as an intervention in moments of acute stress in daily life remains to be examined. We developed a just-in-time intervention delivering music in moments of stressful experiences in daily life and tested its feasibility using a mixed (...) methods approach.Methods: In this uncontrolled pilot study, the ecological momentary music intervention was tested by 10 chronically stressed women aged 23.5 ± 3.3 years. Over 18 consecutive days, whenever participants reported stressful experiences, they were encouraged to listen to a self-compiled playlist. Subjective stress levels and saliva samples were assessed at three time points per stress report. We analyzed app-based log data, in-the-moment responses, questionnaire data, and semi-structured interview data.Results: On average, participants’ compliance with the study protocol lay at 70%. Overall, 65 stressful experiences were reported, 51 of which were followed by music listening, for an average duration of 12:53 min. Complete data were provided for 46 stressful experiences. Participants reported immediate relaxation and distraction through music listening. The interviews revealed that the intervention was easy to use and that music listening in moments of perceived stress was viewed as a new and pleasant activity. Several aspects of the protocol were identified, which should be improved in future studies.Conclusion: Since repeated stressful experiences in daily life can pose a threat to physical and mental integrity, interventions that are easily applicable and deliver support when needed most are necessary. Following minor adaptations, the EMMI can be considered as a feasible approach to target psychobiological stress responses in daily life, which is worthy of investigation in future larger-scale trials. This paper aims to explore mechanistic and teleological explanations of consciousness. In terms of mechanistic explanations, it critiques various existing views, especially those embodied by existing computational cognitive models. In this regard, the paper argues in favor of the explanation based on the distinction between localist (symbolic) representation and distributed representation (as formulated in the connectionist literature), which reduces the phenomenological difference to a mechanistic difference. Furthermore, to establish a teleological explanation of consciousness, the paper discusses the issue of the (...) functional role of consciousness on the basis of the aforementioned mechanistic explanation. A proposal based on synergistic interaction between the conscious and the unconscious is advanced that encompasses various existing views concerning the functional role of consciousness. The dominant view among macroeconomists is that macroeconomics reduces to microeconomics, both in the sense that all macroeconomic phenomena arise out of microeconomic phenomena and in the sense that macroeconomic theory—to the extent that it is correct—can be derived from microeconomic theory. More than that, the dominant view believes that macroeconomics should in practice use the reduced microeconomic theory: this is the program of microfoundations for macroeconomics to which the vast majority of macroeconomists adhere. The "microfoundational" models that they actually (...) employ are, however, characterized by another feature: they are highly idealized, even when they are applied as direct characterizations of actual data, which itself consists of macroeconomic aggregates. Parallel processing as a method to improve computer performance has become a development trend. Based on rough set theory and divide-and-conquer idea of knowledge reduction, this paper proposes a classification method that supports parallel attribute reduction processing, the method makes the relative positive domain which needs to be calculated repeatedly independent, and the independent relative positive domain calculation could be processed in parallel; thus, attribute reduction could be handled in parallel based on this classification method. Finally, the (...) proposed algorithm and the traditional algorithm are analyzed and compared by experiments, and the results show that the proposed method in this paper has more advantages in time efficiency, which proves that the method could improve the processing efficiency of attribute reduction and makes it more suitable for massive data sets. Cognitive dissonance has been studied for more than sixty years and many insightful findings have come from this research. However, some important theoretical and methodological issues are yet to be resolved, particularly regarding dissonance reduction. In this paper, we place dissonance theory in the larger framework of appraisal theories of emotion, emotion regulation, and coping. The basic premise of dissonance theory is that people experience negative affect (to varying degrees) following the detection of cognitive conflict. The individual will be (...) motivated to alleviate these emotional reactions and could do so by reducing dissonance in some manner. We argue that detection of dissonance will follow the same principles as when people interpret any other stimuli as emotionally significant. Thus, appraisal theory of emotion, which argues that emotions are generated via the cognitive evaluation of surrounding stimuli, should be applicable to the dissonance-detection process. In short, we argue that dissonance-reduction strategies (attitude change, trivialization, denial of responsibility, etc.) can be understood as emotion-regulation strategies. We further argue that this perspective contributes to reconciling fragmented (and sometimes contrary) viewpoints present in the literature on dissonance reduction. In addition to proposing the general model of dissonance reduction, we illustrate at the hand of empirical data how research on dissonance reduction can be performed without relying on experimental paradigms that focus on a specific reduction strategy. SummaryJohn Herschel was the leading British natural philosopher of the nineteenth century, widely known and regarded for his work in philosophy, optics and chemistry as well as his important research and popular publications on astronomy. To date, however, there exists no extended treatment of his astronomical career. This paper, part of a larger study exploring Herschel's contributions to astronomy, examines his work in the context of positional astronomy, the dominant form of astronomical practice throughout his lifetime. Herschel, (...) who did not himself practice positional astronomy and who was known for his non-meridional observations of specific stellar objects, was nonetheless a strong advocate for positional astronomy—but for very different reasons than the terrestrial applications to which it was most often put. For Herschel, the star catalogues of positional astronomy were the necessary observational foundation upon which information about the stars as physical objects could be constructed. Positional astronomy practiced in the great national observatories was not about navigation or timekeeping; it was a way to standardize stellar observations and make them useful data for constructing theories of the stars themselves. For Herschel, the seeds of the new astronomy emerged from the practices of the old. (shrink)

M. Oaksford and N. Chater presented a Bayesian analysis of the Wason selection task in which they proposed that people choose cards in order to maximize expected information gain as measured by reduction in uncertainty in the Shannon-Weaver information theory sense. It is argued that the EIG measure is both psychologically implausible and normatively inadequate as a measure of epistemic utility. The article is also concerned with the descriptive account of findings in the selection task literature offered by Oaksford (...) and Chater. First, it is shown that their analysis data reported in the recent article of K. N. Kirby is unsound; second, an EIG analysis is presented of the experiments of P. Pollard and J. St. B. T. This article probes the practical ethical implications of AI system design by reconsidering the important topic of bias in the datasets used to train autonomous intelligent systems. The discussion draws on recent work concerning behaviour-guiding technologies, and it adopts a cautious form of technological utopianism by assuming it is potentially beneficial for society at large if AI systems are designed to be comparatively free from the biases that characterise human behaviour. However, the argument presented here critiques the common well-intentioned requirement (...) that, in order to achieve this, all such datasets must be debiased prior to training. By focusing specifically on gender-bias in Neural Machine Translation systems, three automated strategies for the removal of bias are considered – downsampling, upsampling, and counterfactual augmentation – and it is shown that systems trained on datasets debiased using these approaches all achieve general translation performance that is much worse than a baseline system. In addition, most of them also achieve worse performance in relation to metrics that quantify the degree of gender bias in the system outputs. By contrast, it is shown that the technique of domain adaptation can be effectively deployed to debias existing NMT systems after they have been fully trained. This enables them to produce translations that are quantitatively far less biased when analysed using gender-based metrics, but which also achieve state-of-the-art general performance. It is hoped that the discussion presented here will reinvigorate ongoing debates about how and why bias can be most effectively reduced in state-of-the-art AI systems. (shrink)

HIV is a deadly reality in South African communities, where people living with HIV (PLWH) do not only face physical sickness but also severe stigmatisation. Literature shows that spiritual leaders (religious leaders/traditional healers) can have a very meaningful role in the reduction of HIV stigma. This article reports on part of a comprehensive community-based HIV stigma reduction intervention with PLWH and people living close to them, which included partners, children, family members, friends, community members and spiritual leaders. The (...) focus of this article is on the experiences of spiritual leaders during and after the HIV stigma reduction intervention. The research took place in both an urban and rural setting in the North-West Province of South Africa and data collection was done by means of in-depth interviews with the spiritual leaders. The interaction with PLWH during the intervention activated new experiences for spiritual leaders: acceptance and empathy for PLWH, an awareness of their own ignorance, a stronger realisation of God’s presence and a realisation that they could inspire hope in PLWH. A greater awareness was created of HIV and of the associated realities regarding disclosure and stigma. The inclusion of spiritual leaders as well as PLWH brought about a positive shift in the attitudes of communities through the increase of knowledge and understanding of HIV stigma. They saw themselves playing a much greater part in facilitating such a shift and in reducing HIV stigma in their own congregations and their communities at large. (shrink)

Reductive physicalism is a minority view in contemporary philosophy as well as in science, and therefore arguments for endorsing it often amount to arguments against the alternative views, in particular so-called non-reductive physicalism. In this paper we put forward a new argument for reductive physicalism, according to which it is the best account of the empirical data that we have. In particular, we show that: (a) a reductive physicalist theory of the mind forms an essential part of the very (...) argument for the existence of an external world: if one rejects psychophysical identity physicalism, one’s case for believing in the existence of an external world is substantially weakened; and (b) the success of a physical account of the mind is the most important criterion for the success of (future) physics; and (c) reductive physicalism is the only approach in which relying on science in order to account for the external world makes sense; and finally, (d) within reductive physicalism, one can provide a new criterion for theory preference in science, and a new argument for scientific realism. As Dieter Lohmar (Citation2002; Citation2012) has shown, in the Logical Investigation Husserl sketches a peculiar type of reduction, the so-called “Reduktion auf den reellen Bestand.” Husserl does not explicitly put this kind of reduction forward, though, and he does definitely not clarify how it works, and what its elements properly are. Lohmar proposes to understand it as a kind of empiricist reduction to mere sense-data. On the contrary, I believe that it should be considered as entailing (...) also the apprehensional forms of sense-data, though not the so-called apprehensional senses. In this article, I will offer some arguments and textual evidence in favour of this claim, and I will conclude by proposing that, despite Husserl’s unclarity on the issue, the reduction to the real components of experience, rather than being simply an ancestor of the transcendental-phenomenological reduction, should be seen as the regulative model of all later forms of reduction. The present paper presents a philosophical analysis of earth science, a discipline that has received relatively little attention from philosophers of science. We focus on the question of whether earth science can be reduced to allegedly more fundamental sciences, such as chemistry or physics. In order to answer this question, we investigate the aims and methods of earth science, the laws and theories used by earth scientists, and the nature of earth-scientific explanation. Our analysis leads to the tentative conclusion that (...) there are emergent phenomena in earth science but that these may be reducible to physics. However, earth science does not have irreducible laws, and the theories of earth science are typically hypotheses about unobservable (past) events or generalised - but not universally valid - descriptions of contingent processes. Unlike more fundamental sciences, earth science is characterised by explanatory pluralism: earth scientists employ various forms of narrative explanations in combination with causal explanations. The main reason is that earth-scientific explanations are typically hampered by local underdetermination by the data to such an extent that complete causal explanations are impossible in practice, if not in principle. Progress in medicine and the subsequent extension of health coverage has meant that health expenditure has increased sharply in Western countries. In the United States, this rise was precipitated in the 1980s, compounded by an increase in drug consumption which prompted the government to re-examine its financial support to care delivery, most notably in hospital care and emergencies services. In California for example, 50 emergency service providers were closed between 1990 and 2000, and nine in 1999–2000 alone. In that State, (...) only 355 hospitals (out of 568) have maintained emergency services departments (Darves, WebMB, 2001). Reforming hospital Emergency Department (ED) operations requires caution not only because the media pay a lot of attention to ED operations, but also because it raises ethical issues: this became more apparent with the enactment of the EMTALA which stipulates that federally funded hospitals are required to give emergency aid in order to “stabilize” a patient suffering from an “emergency medical condition” before discharging or transferring that patient to another facility. While in essence the law aims to preserve patient access to care, physicians assert that the EMTALA leads to more patients seeking care for non-urgent conditions in EDs (GAO, Report to Congressional Committees, 2001), leading to overcrowding, delayed care for patients with true emergency needs, and forcing hospitals to divert ambulances to other facilities resulting in further delays in urgent care. Also, fewer physicians are willing to be on-call in emergency departments because the EMTALA law requires on-call physicians to provide uncompensated care. Thus there is a need to find a balance between appropriate care to be provided to ED patients, and low costs since uncompensated care is not covered by state or federal funds. This concerns, first and foremost, hospitals that provide a greater amount of uncompensated care (e.g. hospitals serving communities with a higher population of illegal immigrants). Looking at the intrinsic causes of high ED costs, the paper first explains why costs of care provided in EDs are high, and look at a major cause of high ED costs: overcrowding and ED users’ characteristics. This is followed by a discussion on a much-debated factor: the use of EDs for non-emergency conditions, a practice which has often been accused of disproportionately raising costs. We look at various mechanisms used either to divert or prevent the patient from using ED: these include triage services; and the role of HMOs in the ED chain of care: though the US government has increasingly relied on Managed Care organizations to contain costs (e.g. Medicaid and Medicare Managed Care), do HMOs make a difference when it comes to ED costs? Of particular interest is the family physician acting as a gatekeeper, and the legislation that was enacted to protect those who bypass the referral system. We then look at the other end of the ED chain (i.e. the recipient): the financial responsibility of ED users has increased. Alternative providers such as walk-in clinics are increasingly common. EDs also attempt to reengineer their operations to curb costs. While the data are mostly applicable to a private health care system (e.g. the US), the article, using a critical assessment of the existing literature, has implications for other EDs generally, wherever they operate, since every ED faces similar funding problems. In this paper, I argue that starting with the organelles that constitute a cell - and continuing up the hierarchy of components in processes and subsystems of an organism - there exist clear instances of emergent biological phenomena that can be considered,,living" entities. These components and their attending processes are living emergent phenomena because of the way in which the components are organized to maintain homeostasis of the organism at the various levels in the hierarchy. I call this view the (...) homeostatic organization view of biological phenomena, and, as is shown, it comports well with the standard philosophical accounts of nomological emergence and representational emergence. To proffer HOV, I describe properties of biological entities that include internal-hierarchical data exchange, data selectivity, informational integration, and environmental-organismic information exchange. Further, a distinction is drawn between particularized homeostasis and generalized homeostasis, and I argue that because the various processes and subsystems of an organism are functioning properly in their internal environments, the organism is able to exist as a hierarchically-organized entity in some environment external to it. Stated simply: that components of biological phenomena are organized to perform some function resulting in homeostasis marks them out to be living emergent entities distinguishable, in description and in reality, from the very physico-chemical processes of which they are composed. German In diesem Aufsatz argumentiere ich dafür, daß - beginnend mit den Organellen, die eine Zelle bilden und die Hierarchie der Komponenten von Prozessen und Subsystemen eines Organismus hinaufführend - klare Fälle emergenter biologischer Phänomene existieren, die als,,lebende Entitäten betrachtet werden können. Diese Komponenten und die sie begleitenden Prozesse sind lebende emergente Phänomene wegen der Art, in der die Komponenten organisiert sind, um die Homöostase des Organismus auf den verschiedenen Ebenen in der Hierarchie aufrechtzuerhalten. Ich nenne diese Sichtweise die homöostatische Organisationssichtweise biologischer Phänomene, und es wird gezeigt, daß sie sich gut mit üblichen philosophischen Darstellungen nomologischer Emergenz und repräsentationaler Emergenz verträgt. Um HOV zu präsentieren, beschreibe ich Eigenschaften biologischer Entitäten, die den intern-hierarchischen Datenaustausch, die Datenselektivität, die informationelle Integration und den Umwelt-Organismus-Informationsaustausch einschließen. As a tool for regulating the environment in China, does environmental information disclosure reduce pollutant discharge? To answer this question, we empirically analyzed the emission data of “the three wastes” in unit industrial GDP in 31 provincial units. As a measure to reduce institutional emission, environmental information disclosure only slightly influenced waste discharge reduction in the implementation period of the Eleventh Five-Year Plan of China. Instead, command control and market-based tools significantly affected waste discharge reduction. Representative measures (...) included penalties and charges. With the continuously enhanced pressure of control, environmental information disclosure facilitates the effects of command control tools on waste discharge reduction. Content analysis of environmental information disclosed by sample listed companies in Jiangsu Province was conducted. The disclosure of insufficient environmental information on emission reduction can be attributed to “adverse selection” in system performance and to the limited quality of overall environmental information disclosure. This study provides empirical evidence for Chinese policy makers to improve the system for environmental information disclosure of listed companies. (shrink)

Modern science is, to a large extent, a model-building activity. But how are models contructed? How are they related to theories and data? How do they explain complex scientific phenomena, and which role do computer simulations play here? These questions have kept philosophers of science busy for many years, and much work has been done to identify modeling as the central activity of theoretical science. At the same time, these questions have been addressed by methodologically-minded scientists, albeit from a (...) different point of view. While philosophers typically have an eye on general aspects of scientific modeling, scientists typically take their own science as the starting point and are often more concerned with specific methodological problems. There is, however, also much common ground in middle, where philosophers and scientists can engage in a productive dialogue, as the present volume demonstrates. To do so, the editors of this volume have invited eight leading scientists from cosmology, climate science, social science, chemical engeneering and neuroscience to reflect upon their modeling work, and eight philosophers of science to provide a commentary. Enterprises are the market players for carbon reductions and carbon trading, and they are also the significant driving force in a low-carbon economy and society. Using the data of A-share listed companies from 2010 to 2016, this study uses a difference-in-differences model to examine the effects of the low-carbon city construction on corporate carbon reduction performance. Consistent with our hypotheses, we find that the low-carbon city construction promotes corporate carbon reduction performance. Further analysis indicates that the policy (...) effect is stronger for state-owned enterprises than non-state-owned enterprises. Moreover, environmental quality can affect the promotion of local government officials, which is more prominent in pilot low-carbon cities, and political promotion incentives significantly improve corporate carbon reduction performance. Furthermore, the highest emission reduction effects come in the fourth year after adopting a carbon reduction policy and are concentrated among the firms in the eastern region. Overall, our findings offer a new point view for a deeper understanding of the improvement of corporate carbon reduction performance, and provide microscopic evidence for the objective evaluation of the environmental effects of China's low-carbon city pilot policies. Impaired performance in verbal fluency tasks is a frequent observation in Parkinson’s disease. As to the nature of the underlying cognitive deficit, it is commonly attributed to a frontal-type dysexecutive syndrome due to nigrostriatal dopamine depletion. Whereas dopaminergic medication typically improves VF performance in PD, e.g., by ameliorating impaired lexical switching, its effect on semantic network activation is unclear. Data from priming studies suggest that dopamine causes a faster decay of semantic activation spread. The aim of the current study (...) was to examine the impact of dopaminergic medication on the dynamic change of word frequency during VF performance as a measure of semantic spreading activation. To this end, we performed a median split analysis of word frequency during phonemic and semantic VF task performance in a PD group tested while receiving dopaminergic medication as well as after drug withdrawal, and in a sample of age-matched healthy volunteers. Dopaminergic medication in the PD group significantly affected phonemic VF with improved word production as well as increased error-rates. The expected decrease of word frequency during VF task performance was significantly smaller in the PD group ON medication than in healthy volunteers across semantic and phonemic VF. No significant group-difference emerged between controls and the PD group in the OFF condition. The comparison between both treatment conditions within the PD group did not reach statistical significance. The observed pattern of results indicates a faster decay of semantic network activation during lexical access in PD patients on dopaminergic medication. In view of improved word generation, this finding is consistent with a concept of more focused neural activity by an increased signal-to-noise ratio due to dopaminergic neuromodulation. However, the effect of dopaminergic stimulation on VF output suggests a trade-off between these beneficial effects and increased error-rates. (shrink)
