The Department of Defense is working at all levels to rationalize its data management strategy (Stenbit, 2003). However, though this strategy is broad in its application, its reach has thus far not extended to specialized areas of interest such as modeling and simulation. Now, however, the rapid development of net-centric technologies and methods provides new opportunities for the modeling and simulation community within the DoD and in fact offers opportunities to bring together communities of practice (such as C2, logistics) in (...) ways that can help to bring greater coordination in use of data and systems and enable more rapid configuration of models that can bridge separate domains. The independence of research is a key strategic issue of modern societies. Dealing with it appropriately poses legal, economic, political, social and cultural problems for society, which have been studied by the corresponding disciplines and are increasingly the subject of reflexive discourses of scientific communities. Unfortunately, problems of independence are usually framed in disciplinary contexts without due consideration of other perspectives’ relevance or possible contributions. To overcome these limitations, we review disciplinary perspectives and findings on the independence of research (...) and identify interdisciplinary prospects that could inform a research programme. The present global financial crisis has revived the notion that competitive markets may lead some directors and executives to behave in opportunistic ways considered unethical and even illegal, through the pursuit of self-interest. This article proposes and tests an integrated model that offers new insights into the relationship between board structure, independence and firm value. By incorporating the proportion of independent directors on the board as a moderating factor in this relationship, this study contributes to a better understanding of (...) the entrenchment and convergence-of-interests hypotheses. Using empirical data obtained from 114 Spanish listed companies in a context of economic crisis, from 2007 to 2010, we conclude that having a board with a greater proportion of independent directors reduces the negative association existing between firm value and a large board size and significant board share ownership. This paper draws on research conducted in Manchester, UK, examining service responses to African, African-Caribbean, Irish, Jewish and South Asian women experiencing domestic violence (Batsleer et al., 2002). Popular discourses of domestic violence, which also feature in services, are underpinned by ‘victim-blaming’ together with an assumption that women only show agency and control when they leave violent relationships, and/or what are constructed as oppressive minority cultures. Contrary to these perceptions, firstly, I note competing notions ascribed to ‘independence’. Secondly, I highlight (...) the strategies of resistance used by minoritized women whether they stay, or leave, abusive relationships, and examine the inter-relationships between gender, class and culture. Thirdly, I outline the level and type of support on offer, including key barriers and dilemmas to accessing sensitive and relevant services that respond to women's positions of minoritization, focusing particularly on refuge or shelter provision as they offer one of the key points of transition for women using domestic violence services. Lastly, I indicate some positive steps that can be taken by helping agencies to respond more appropriately to minoritized women facing domestic violence. (shrink)

This paper provides variants of Arrow’s impossibility theorem, which states that there exists no non-dictatorial aggregation rule satisfying weak Pareto, independence of irrelevant alternatives and collective rationality. In this paper, independence of irrelevant alternatives and collective rationality are simultaneously relaxed. Weak independence is imposed instead of independence of irrelevant alternatives. Social preferences are assumed to satisfy the semi-order properties of semi-transitivity and the interval-order property. Kant’s theory of citizenship replaces the French revolutionary triptych of liberty, equality and fraternity with freedom (Freiheit), equality (Gleichheit) and civil self-sufficiency (Selbständigkeit). The interpretative question is what the third attribute adds to the first two: what does self-sufficiency add to free consent by juridical equals? This article argues that Selbständigkeit adds the idea of interdependent independence: the independent possession and use of citizens’ interdependent rightful powers. Kant thinks of the modern state as an organism whose members are agents (...) possessed of rightful (productive) powers, whose interdependent mode of exercise independently of unilateral permission matters for right. The empirical form of that ideal, according to Kant, is a republic of independent commodity producers. I will show that this reading of Selbständigkeit can consistently explain Kant’s disenfranchisement of women, wage labourers and landless farmers; that it offers a robust alternative to influential republican, libertarian and proprietarian interpretations of the Kantian state; and that it can buttress an original account of community as productive interdependence. 17,18세기의 조선중화는 청의 야만적 패권에 대항해서 생겨난 산물이다. 조선중화는 중화문화에 대한 문화적 자신감을 가지고 붕괴된 중화를 계승하는 주체로 자임하였다. 그러나 실제로 조선중화는 부조리한 세계 속에서 중화의 이상과 주체의 욕망을 재구성해낸 관념 속의 존재였다. 현실에서 조선은 중화문화의 주체도 될 수 없었고, 능동적으로 중화문화를 활용해서 자신을 실현해 나가는 주체성도 가지지 못하였다. 중화가 붕괴된 뒤에도 조선은 여전히 중화의 문화와 질서를 고수하였고 그것을 의리라고 생각하였다. 존주론과 대명의리론이 근거하는 춘추대의(春秋大義)는 존주양이(尊周攘夷)의 배타성과 위계성을 정명(正名)의 윤리로 보편화한 도덕논리였다. 조선중화주의는 중화를 절대적 표준으로 추종하면서 조선의 고유성이나 특수성을 억압하였고, (...) 관념 속의 주(周)와 명(明)의 중화에 종속되었다. 조선중화는 중화문화를 수용한 조선을 의미한다기보다, 자신의 고유성마저 극복해야 할 이적의 흔적으로 여겨서 완전한 중화가 되기를 바랐던 기만적 주체였다. 사라진 중화에 대한 의리는 관념 속의 중화에 충성하도록 하였고, 기만적 주체성은 현실에서 자기 자신과 주변 세계로부터 스스로를 소외시켰다. 조선중화 담론을 주도한 주체는 현실 속에 있는 권력이었다. 왕실과 노론은 정통성과 권력을 강화하는데 존주양이와 대명의리의 도덕의리를 활용하였다. In this paper we extend to non-classical set theories the standard strategy of proving independence using Boolean-valued models. This extension is provided by means of a new technique that, combining algebras (by taking their product), is able to provide product-algebra-valued models of set theories. In this paper we also provide applications of this new technique by showing that: (1) we can import the classical independence results to non-classical set theory (as an example we prove the independence of $\mathsf {CH}$ ); (...) and (2) we can provide new independence results. We end by discussing the role of non-classical algebra-valued models for the debate between universists and multiversists and by arguing that non-classical models should be included as legitimate members of the multiverse. Against the background of historical antipartyism in practice and in democratic theory, and with a focus on American political thought, this paper takes issue with contemporary arguments that value the political identity ‘Independent’ and disparage partisanship. A typology of ‘Independent’ is offered and both empirical and moral claims about the superiority of Independent voters are rebutted, with particular focus on the ‘weightlessness’ of Independents. The reasons to appreciate the moral distinctiveness of partisanship for democracy are set out: (...) commitment to political pluralism, to regulated political rivalry, and to shifting responsibility for governing. Inclusiveness, comprehensiveness, and compromisingness set the contours for an ethic of partisanship. (shrink)

This review article discusses Arthur Ripstein’s Kantian account of rights. Our most important rights, Ripstein argues, are determined by our independence rather than our interests. And a significant group of these rights—our rights over external things—is enforceable only in virtue of state membership. I argue that whilst independence is an important source of rights, we cannot exclude interests from an adequate account of rights, and that once this is acknowledged we will conclude that the state is less important than (...) In a recent paper in this Journal San Pedro I formulated a conjecture relating Measurement Independence and Parameter Independence, in the context of common cause explanations of EPR correlations. My conjecture suggested that a violation of Measurement Independence would entail a violation of Parameter Independence as well. Leszek Wroński has shown that conjecture to be false. In this note, I review Wroński’s arguments and agree with him on the fate of the conjecture. I argue that what is interesting about (...) the conjecture, however, is not whether it is true or false in itself, but the reasons for the actual verdict, and their implications regarding locality. We analyze the behaviour of declarations of independence between existential quantifiers in quantifier prefixes of Independence-Friendly (IF) sentences; we give a syntactical criterion to decide whether a sentence beginning with such prefix exists, such that its truth values may be affected by removal of the declaration of independence. We extend the result also to equilibrium semantics values for undetermined IF sentences.

Descartes notoriously characterizes substance in two ways: first, as an ultimate subject of properties ; second, as an independent entity. The characterizations have appeared to many to diverge on the definition as well as the scope of the notion of substance. For it is often thought that the ultimate subject of properties need not—and, in some cases, cannot—be independent. Drawing on a suite of historical, textual, and philosophical considerations, this essay argues for an interpretation that reconciles Descartes's two (...) characterizations. It proposes that both characterizations invoke a type of independence that obtains just in case there is no relation to another entity that holds by the nature of the entity in question. Even though the ultimate subject of properties is sometimes not independent in other respects, it satisfies this independence-by-nature condition. (shrink)

Background: The high disease burden of Africa, the emergence of new diseases and efforts to address the 10/90 gap have led to an unprecedented increase in health research activities in Africa. Consequently, there is an increase in the volume and complexity of protocols that ethics review committees in Africa have to review. Methods: With a grant from the Bill and Melinda Gates Foundation, the African Malaria Network Trust (AMANET) undertook a survey of 31 ethics review committees (ERCs) (...) across sub-Saharan Africa as an initial step to a comprehensive capacity-strengthening programme. The number of members per committee ranged from 3 to 21, with an average of 11. Members of 10 institutional committees were all from the institution where the committees were based, raising prima facie questions as to whether independence and objectivity could be guaranteed in the review work of such committees. Results: The majority of the committees (92%) cited scientific design of clinical trials as the area needing the most attention in terms of training, followed by determination of risks and benefits and monitoring of research. The survey showed that 38% of the ERC members did not receive any form of training. In the light of the increasing complexity and numbers of health research studies being conducted in Africa, this deficit requires immediate attention. Outcome: The survey identified areas of weakness in the operations of ERCs in Africa. Consequently, AMANET is addressing the identified needs and weaknesses through a 4-year capacity-building project. (shrink)

Causal independence of the simultaneous positions and momenta of two distinguishable particles in nonrelativistic physics and causal independence of events in two relatively spacelike regions of space-time in relativity are analyzed and discussed. This review paper formulates causal independence in a general and operational way and summarizes the inferences drawn from it in non-relativistic quantum mechanics, classical relativistic point mechanics, quantum field theory, and classical field theory. A number of unique problems plague human research protection efforts at United States State and Territorial Departments of Health. The first problem is related to the number of Institutional Review Boards operated by and Federalwide Assurances held by DOHs. The lack of these two essential regulatory human research protection program mechanisms points to a possible inadequacy of infrastructure at DOHs for protecting human subjects. The second and third problems are related to the use and interpretation of research protection laws (...) and regulations at DOHs. Parsing public health activities into research or practice can be vexing and likely produces variability in how individual DOHs make the determination between research and practice and the outcomes of such decisions for the same or similar projects. A related problem is that DOH or Institutional Review Board officials might misclassify public health practice activities as research, which can have costly, adverse consequences. (shrink)

This paper analyzes concepts of independence and assumptions of convexity in the theory of sets of probability distributions. The starting point is Kyburg and Pittarelli’s discussion of “convex Bayesianism” (in particular their proposals concerning E-admissibility, independence, and convexity). The paper offers an organized review of the literature on independence for sets of probability distributions; new results on graphoid properties and on the justification of “strong independence” (using exchangeability) are presented. Finally, the connection between Kyburg and Pittarelli’s results and recent (...) developments on the axiomatization of non-binary preferences, and its impact on “complete” independence, are described. In this paper we consider an independence-friendly modal logic, IFML. It follows from results in the literature that qua expressive power, IFML is a fragment of second-order existential logic, , that cannot be translated into first-order logic. It is also known that IFML lacks the tree structure property. We show that IFML has the , a weaker version of the tree structure property, and that its satisfiability problem is solvable in 2NEXP. This implies that this paper reveals a new decidable (...) fragment of . We also show that IFML becomes undecidable if we add the identity symbol to its vocabulary by means of a reduction from the tiling problem. (shrink)

What does it mean to say that ethics committees that provide prospective review of research involving human beings should be “independent”? In the United States, IRBs—which are typically located within and review research protocols at the institution for which most of their members work—cannot really be considered independent. Yet separating the IRB from the research institution may in turn mean less independence from a trial’s sponsors, as this kind of IRB is commercially motivated and paid directly (...) by the sponsor. One possible answer is to create independent IRBs that are not for profit, but how this model would attract financial and administrative support is unclear. (shrink)

David Lewis’s semantics for counterfactuals remains the standard view. Yet counter-examples have emerged, which suggest a need to invoke causal independence, and thus threaten conceptual circularity. I will review some of these counter-examples (§§1–2), illustrate how causal independence proves useful (§3), and suggest that any resulting circularity is unproblematic (§4).

Delegation to independent agencies can reap real benefits for policy-making. In the case of monetary policy, it shores up the credibility of the central bank. However, the discretion of IAs needs to be constrained to ensure their legitimacy. This letter focuses on one potential constraint, namely, the idea that IAs should not make choices on distributional trade-offs. Given that monetary policy today has significant distributive consequences, if this constraint were respected, the independence of central banks would have to be (...) repealed. This would be just as undesirable as a monetary policy whose distributive consequences remain unchecked. Instead, this letter encourages the search for alternative solutions and puts forward three possible institutional arrangements to manage the tension between the distributive consequences of monetary policy on the one hand and central bank legitimacy on the other. The connectivity patterns of many neural circuits are highly ordered and often impressively complex. The intricate order and complexity of neuronal wiring remain not only a challenge for questions related to circuit functions but also for our understanding of how they develop with such an apparent precision. The chemotropic guidance of the growing axon by target‐derived cues represents a central paradigm for how neurons get connected with the correct target cells. However, many studies reveal a remarkable variety of important target‐ (...) class='Hi'>independent wiring mechanisms. These mechanisms include axonal sorting, axonal tiling, growth cone polarization, as well as cell‐intrinsic mechanisms underlying growth cone sprouting, and neurite branching. Our review focuses on target independent wiring mechanisms and in particular on recent progress emerging from studies on three different sensory systems: olfactory, visual, and somatosensory. We discuss molecular mechanisms that operate during axon‐axon interactions or constitute axon‐intrinsic functions and outline how they complement the well‐known target‐dependent wiring mechanisms. Business Ethics: A European Review, EarlyView.

Context The conduct of medical research led by Northern countries in developing countries raises ethical questions. The assessment of research protocols has to be twofold, with a first reading in the country of origin and a second one in the country where the research takes place. This reading should benefit from an independent local ethical review of protocols. Consequently, ethics committees for medical research are evolving in Africa. Objective To investigate the process of establishing ethics committees and their (...) independence. Method Descriptive study of 25 African countries and two North American countries. Data were recorded by questionnaire and interviews. Two visits of ethics committee meetings were conducted on the ground: over a period of 3 months in Kigali (Rwanda) and 2 months in Washington DC (USA). Results 22 countries participated in this study, 20 from Africa and two from North America. The response rate was 80%. 75% of local African committees developed into national ethics committees. During the last 5 years, these national committees have grown on a structural level. The circumstances of creation and the general context of underdevelopment remain the major challenges in Africa. Their independence could not be ensured without continuous training and efficient funding mechanisms. Institutional ethics committees are well established in USA and in Canada, whereas ethics committees in North America are weakened by the institutional affiliation of their members. Conclusion The process of establishing ethics committees could affect their functioning and compromise their independence in some African countries and in North America. (shrink)
