In virtue of their capacity for political agency, political agents can possess special rights, powers, and responsibilities, such as rights to political participation and freedom of speech. Traditionally, political theorists have assumed that only cognitively unimpaired adult humans are political agents, and thus that only those humans can be the bearers of these rights, powers, and responsibilities. However, recent work in animal rights theory has extended the concept of political agency to nonhuman (...) animals. In this article, I develop an account of political agency that identifies the capacities that one must possess to be a political agent and captures the fact that political action is a distinctive type of action. Crucially, this account makes sense of the standard assumption that only some humans count as political agents, and explains why few nonhuman animals, human infants, and severely cognitively impaired humans are likely to possess the capacity for political agency. I go on to reject the view, recently advanced by Sue Donaldson and Will Kymlicka, that nonhuman animals can be ‘nonintentional political agents’. I conclude by suggesting that most nonhuman animals, as well as human infants and humans with severe cognitive impairments, cannot straightforwardly be assigned rights to political participation. The article is a review of theoretical discussions about children's agency in the new sociology of childhood, on the one hand, and a review of empirical studies of children's political agency, on the other. These two fields often discuss the same problem, but look at it from different perspectives. Childhood theorists debate what children's agency is and whether the search for it should be critical. Some of them continue to postulate the need to consider children as (...) social actors, while others criticize this position for its ahistorical nature, normative charge, and simplified understanding of agency and subjectivity. Empirical researchers of children's political participation are not too concerned with the conceptualization of the very concept of agency, but the materials of their research allow us to understand how children themselves in different situations discursively construct their agency - as more progressive than that of an adult; as no different from an adult; as interconnected with an adult; or even as inferior to an adult. Children do not deprive themselves of agency out of nowhere; such deprivation can be explained by both class factors and factors associated with the characteristics of socialization. Thus, studies of children's political participation strengthen the grounds for criticizing the "naive" attitude to seek children's political agency a priori, but at the same time they call into question the possibility of one, "correct" definition of children's (political) agency. The review of discussions and findings in both areas ends with a formulation of problems and questions that childhood researchers, including Russian ones, have yet to resolve. (shrink)

In this essay I challenge the idea that political agency must be central to the concept of citizenship. I consider this question in relation to whether or not domesticated animals can be understood as our fellow citizens. In recent debates on this topic, both proponents and opponents of animal citizenship have taken political agency to be central to this question. I advance two main arguments against this position. First, I argue against the orthodox view that claims (...) political agency is a requirement of citizenship. This position ignores both how citizenship is understood in practice by modern, liberal democracies, as well as the separate functions of citizenship. Further, there are no plausible ways we can consistently extend citizenship to humans regardless of intellectual ability, while denying it to domesticated animals. Nevertheless, I argue that it is important to distinguish two ways in which citizenship is enacted: Citizenship as Membership and Citizenship as Responsible, Political Agent. Domesticated animals should be understood as citizens, despite the fact that they are not responsible, political agents. Second, I challenge the view, put forward by Donaldson and Kymlicka, that animals are capable of certain forms of political agency. I argue that political agency is not crucial to whether, and how, the preferences of these animals matter for political decision-making. The upshot of my argument is that political agency matters much less to debates about the citizenship of non-human animals than both sides of this debate have been inclined to think. (shrink)

In this article I analyse the structural and cultural conditions of low-caste women's political agency in urban north India. Whereas in Western feminist political theory, the sexual division of labour is considered to be a key constraint for women's political participation, I show how this has a secondary relevance in the context analysed. I argue that issues concerning the division of labour are intertwined with and subject to those of male consent and support for women's activities. (...) I illustrate how it is often the supposedly ‘oppressive’ household boundaries rather than alternative outer spaces that, under a series of enabling circumstances, initiate women's political activities. Against this backdrop, I show how Indian women activists’ political agency is shaped by men's role, and how agency's relational nature is embedded in women's lifecycles, everyday practices and cultural expectations; in essence, in overall gendered agency. Comparative analyses between Western and non-Western models of political participation and discourse have only just begun. In this respect, I contribute to this nascent field in the following directions: not only do the arguments I present in this article challenge the individualistic Western subject of political action, but they also complicate the idea of the resulting empowerment as a culturally constructed process whose understanding arises from the dialectics between insider and outsider values. This dissertation aims to analyze, clarify, and reconstruct the concept of class consciousness by developing a dialectical account of political agency at work in the concept. I defend a dialectical account of agency, that includes both the way in which individuals come together to form groups, but also the capacity of a collective to transform social conditions. I argue that this account of political agency is necessary in order to understand the possibility of social transformation (...) or change. I trace the development of the relationship between consciousness and agency in the early tradition of Western Marxism, focusing primarily on the account of class consciousness given by Georg Lukács in History and Class Consciousness. Against his account of the world historical agency of a unified proletariat, however, I defend Theodor Adorno’s insistence on nonidentity, and the importance of unreconciled groups in capitalist society. In order to understand these groups, such as the vanguard, party, or proletariat, we must understand the way in which individuals form groups, as well as their inherent collectivity. -/- My account of the political agency at work in the concept of class consciousness is broadly speaking pluralist. I argue that a multiplicity of methodologies is needed in order to arrive at a complete picture of the concept. I defend an account of class consciousness that is neither reductive nor deflationary with respect to other dimensions of social domination. This class forward approach seeks to build intersectional political coalitions in order to undertake revolutionary action. Successful revolutionary social transformation is never guaranteed in advance; however, the concept of class consciousness, reconstructed through the lens of political agency, offers conceptual resources to address the problems of today, for the sake of a better tomorrow. This essay is a political reading of Ursula K. Le Guin’s ‘The Ones Who Walk Away from Omelas’, which examines agency and resistance in situations of political wrong. Le Guin’s short story allows us to reformulate the questions of the boundaries of popular sovereignty and the opposition to general consent. These concerns will be here regarded as elements of a critique of neoliberal capitalism, in which freedom and self-realization are founded on injustices that persist because of a (...) prevalent conception of the good life. The case of ‘Omelas’, moreover, challenges our understanding of resistance in revealing the blurred boundary between political action and mere noncompliance. I argue that our current understanding of the philosophical dimensions of environmental injustice neglects an important component of those injustices. Specifically, by focusing on distributive, participatory and recognitional injustice, we fail to respond to the ways that environmental exposures, even in the absence of physiological harms, can impact upon a person's experience of herself as a political agent. The constructivist turn in the study of world politics provides new impetus to studies of the political deliberations of human agents. The co-constitution of agents and structures implies the non-acceptability of accounts that fail to consider the interpretations human agents provide to structural conditions. But neither can we accept the reverse. Studies of the interpretations of political agents should adequately account for the structural constraints on those interpretations. This paper illustrates how easily agency studies can underestimate structural (...) constraints by reference to a most serious and scholarly account of agency in the Vietnam War commitment decisions, Yuen Foong Khong's AnalogiesatWar:Korea,MunichDienBienPhuandtheVietnamDecisionsof1965. Many theorists have addressed a central concern of current political theory by contending that the dithering intellectualism of left politics prevents genuine political action. Arguments and Fists confronts this concern by refuting these arguments, and reconciling philosophical debates with the realities of current activism. By looking at theorists such as Montesquieu, Kant, Rousseau, the book contradicts current academic debates and also goes against contemporary theory's image of the liberal political agent as a narrowly rational abstraction. Mika LaVaque-Manty (...) also argues that progressive political philosophy and political action go hand in hand. He then ventures past Kant and Rousseau to talk about specific environmental activism, finding middle ground between the two while asserting that the liberal urge for political reform stems from sound philosophical considerations about the nature of politics and isn't the "cowardly" afterthoughts some theorists have called it. Arguments and Fists then puts these theoretical insights to use, examining environmental justice movements and varieties of environmental radicalism, showing how liberal theory illuminates concrete contemporary political practices. While the differences between pragmatist and poststructural views may often appear insurmountable, I argue here that putting the two in dialogue offers solutions to particular problems within each tradition, especially as they relate to agency. I describe John Dewey and Judith Butler's theories of agency and analyze the political acts and educational implications to which each account gives rise. I show how each theory rescues the other from pitfalls and, when read together, a more robust vision of (...) agency and political change relative to education is formed. This article considers the idea of gender hacking, particularly as it circulates in Paul B. Preciado’s Testo Junkie, and places this in the context of wider discourses of both bio- and computer hacking. Of particular interest is how a hacking paradigm has come to inform twenty-first-century theories of activist intervention, and the implications of this for contemporary conceptions of political agency. Drawing out the parallels between conceptualizations of hacking and transgression, the article considers both the possibilities and the (...) potential limitations of thinking about sociopolitical changemaking in these terms. Ultimately, it uses theories of transgression to propose a rethinking of the distinction between engineering and hacking, with a view to negotiating the conflict between micropolitical hormonal intervention and ambitions toward re-engineering biotechnical hegemony in gender-hacking projects. Lea Ypi’s book Global Justice and Avant-Garde Political Agency is a very rich book, and one cannot hope to do it justice in the space of a short discussion.1 In this commentary I will focus on the second part of her title, reserving for another occasion her interesting discussion of equality and sufficiency as principles of global justice. Here I will restrict myself to some remarks about method in political theory, and especially the idea of avant-garde (...) class='Hi'>political theory, which is perhaps Ypi’s most distinctive contribution. Many of the things we do in social and political philosophy, whether normative or critical, presuppose some understanding and evaluation of agency. To have a clear idea of our normative or critical enterprise, the underlying account of agency needs spelling out. This article begins with a descriptive account: human agency consists in power (or causal efficacy) organized as subjectivity (or selfhood), and such organization takes place through attributions of power informed by values. Some such descriptive account (...) is useful for understanding and comparing forms of agency. But as we move beyond it to construct an evaluative account of agency, we face problems that are symptomatic of our social and political condition. While quantitative assessment of agency does not work, qualitative assessment seems out of place in our modern world of pluralism and yet is unavoidable for those who, like Habermas, take issue with such phenomena as colonization of the lifeworld. © 2011 Metaphilosophy LLC and Blackwell Publishing Ltd. The Mahabharata, one of the major epics of India, is a sourcebook complete by itself as well as an open text constantly under construction. This volume looks at transactions between its modern discourses and ancient vocabulary. Located amid conversations between these two conceptual worlds, the volume grapples with the epic's problematisation of dharma or righteousness, and consequently, of the ideal person and the good life through a cluster of issues surrounding the concept of agency and action. The ethical commitment to democracy requires creating the public space for a rational discourse among real alternatives by the population. In this article, I argue that the Internet fails in this task on 2 fronts. Inspired by the work of Jean Baudrillard, the work argues that the Internet reinforces a structure of passive political agents through its 1-way form of communication. The Internet is designed to deliver political text, not engage the public in dialogue about the direction of (...) collective decision making. Furthermore, the ideal of democratic politics relies on the notion of the "commons" as a real space for political activity, debate, and exchange. Virtual space cannot provide a substitute. Democratic politics must have as its premises real bodies, confronting real problems, in real space. The article concludes by arguing that the Internet is a place filled with political artifacts, largely without discourse and dialogue. As such, it has the potential to undermine democratic practice. This study explores how religious women become legitimate actors in the public sphere and analyzes their agency—its meanings, capacities, and transformative aims. It presents a novel case study of Israeli Modern-Orthodox Agunah activists who engage in highly politicized collective feminist resistance as religious actors working for religious ends. Embedded in and activated by Orthodoxy, they advocate women’s rights to divorce, voicing a moral critique of tradition and its agents precisely because they are devoutly devoted to them. Such political (...) agency is innovatively conceptualized as “devoted resistance”: critique within relationship, enabled by cultural schema, and comprising both interpretive skills and “relational-autonomy” capacities. This study contends that understanding agency within religious grammars reveals its underlying logics, highlighting how structures shape the meanings and realization of women’s varied “agentive capacities.” It challenges current dichotomies like feminism/religion, resistance/submission, and autonomy/dependence. Overall, the author argues for a nuanced, culturally specific, capacity-based, relational approach to analyzing religious women’s agency. (shrink)

Recent exchanges concerning rhetorical criticism, public intellectualism, and academic engagement continue to provide evidence of a prominent felt need to prove public relevance, explain away the lack of readily apparent public engagement, or adopt a more activist posture. ABSTRACT In Billionaires in World Politics Peter Hägel considers how the experience of wealth accumulation shapes billionaires’ political agency. To understand the agentic power billionaires exercise in world politics, he proposes that we should examine (1) personality traits that dispose people to participate in politics and (2) connections between capacity and intentions. In this paper, I argue that Hägel’s account of billionaires’ agency in world politics depends on two assumptions. The first is an implied meaning of world (...) politics and the second is the imagination that billionaires have equal access to social and cultural goods that guarantee meaningful engagement in world politics. I analyze these assumptions to argue that Hägel’s account of billionaire agency fails to take adequate notice of the dialectical relationship between corporate power and billionaire agency. A robust account of the agency of billionaires in world politics, I argue, must take this dialectical relationship as its foundation. (shrink)

Positive political theorists typically deny the possibility of collective agents by understanding aggregation problems to imply that groups are not rational decision-makers. This view contrasts with List and Pettit’s view that such problems actually imply the necessity of accounting for collective agents in explanations of group behaviour. In this paper, I explore these conflicting views and ask whether positive political theorists should alter their individualist analyses of groups like legislatures, political parties, and constituent assemblies. I show how (...) we fail to appreciate the significance of strategic voting and agenda control by treating groups as agents. I, therefore, conclude that positive political theorists should cling to their individualist approach and maintain that groups are not agents. (shrink)
