Informal political representation—the phenomenon of speaking or acting on behalf of others although one has not been elected or selected to do so by means of a systematized election or selection procedure—plays a crucial role in advancing the interests of groups. Sometimes, those who emerge as informal political representatives (IPRs) do so willingly (voluntary representatives). But, often, people end up being IPRs, either in their private lives or in more public political forums, over their own (...) protests (unwilling representatives) or even without their knowledge (unwitting representatives)—that is, they are conscripted. None of the few theories of informal political representation extant accommodate conscripted IPRs. The account detailed here introduces the phenomenon of conscripted informal political representation and explains its place in a complete theory of informal political representation. Conscripted IPRs can, like their voluntary counterparts, come to have significant power to influence how various audiences regard those for whom the conscripted IPRs speak or act. Upon attaining such power to influence, conscripted IPRs, like their voluntary counterparts, come to have pro tanto duties to those they represent—duties that arise despite IPRs’ unwittingness or unwillingness. Understanding the phenomenon of conscripted informal political representation allows us to surface essential normative questions about informal political representation that are otherwise occluded. Informal political representation can be a political lifeline, particularly for oppressed and marginalized groups. Such representation can give these groups some say, however mediate, partial, and imperfect, in how things go for them. Coeval with the political goods such representation offers these groups are its particular dangers to them. Mindful of these dangers, skeptics challenge the practice for being, inter alia, unaccountable, unauthorized, inegalitarian, and oppressive. These challenges provide strong pro tanto reasons to think the practice morally (...) impermissible. This paper considers the question: On what conditions is the informal political representation of oppressed and marginalized groups permissible? By responding to skeptics’ challenges, I develop a systematic account of moral constraints that, if adopted, would make such representation permissible. The account that emerges shows that informal political representatives (IPRs) must aim to fulfill two sets of sometimes conflicting duties to the represented: democracy within duties, which concern how the representative treats and relates to the represented, and justice without duties, which concern how the representative’s actions advance the aims of the representation. The article examines the political challenge and significance of forgiveness as an indispensable response to the inherently imperfect and tragic nature of political life through the lens of the existential, narrative-inspired judging sensibility. While the political significance of forgiveness has been broadly recognized in transitional justice and reconciliation contexts, the question of its importance and appropriateness in the wake of grave injustice and suffering has commonly been approached through constructing a self-centred, rule-based framework, defining forgiveness in terms (...) of a moral duty or virtue. Reliant on a set of prefabricated moral standards, however, this approach risks abstracting from the historical, situated condition of human political existence and thus arguably stands at a remove from the very quandaries and imperfections of the political world, which it purports to address. Against this background, this article draws on Albert Camus’s and Hannah Arendt’s aesthetic, worldly judging sensibility and its ability to kindle the process of coming to terms with the absurd, and perhaps unforgivable character of reality after evil. As an aptitude to engage the world in its particularity, plurality and contingency rather than seeking to subdue and tame it under prefabricated standards of thought, namely, worldly judgement is able to reveal how past tragedies have arisen from the ambiguity of human engagement in the world and thereby also elicit the distinctly human capacities of beginning anew and resisting such actions in the future. As such, I suggest, it is well-suited to bring into clearer focus and confront the main political challenge and significance of forgiveness: how to acknowledge the seriousness of the wrongs committed, yet also enable the possibility of a new beginning and restore among former enemies the sense of responsibility for the shared world. In this paper, I present the beginnings of a resemblance theory of representation. I start by surveying the contemporary philosophical debate surrounding musical representation and reveal that its main interlocutors share a conception of artistic representation as a mode of meaningful communication. I then show how conceiving of artistic representation in this way severely limits music’s possibilities as a medium for representation. Next, I propose an alternative conception of representation that, despite its widespread acceptance outside of the philosophy of art, (...) has been largely denigrated within it: namely, that representation fundamentally depends on structural resemblance. Finally, I demonstrate how conceiving of artistic representation as grounded upon structural resemblances, rather than as a mode of meaningful communication, provides us with a more accurate picture of both (a) how music represents and (b) how we perceive and appreciate musical representations. This dissertation defends the place of representation in music. Music’s status as a representational art has been hotly debated since the War of the Romantics, which pitted the Weimar progressives (Liszt, Wagner, &co.) against the Leipzig conservatives (the Schumanns, Brahms, &co.) in an intellectual struggle for what each side took to be the very future of music as an art. I side with the progressives, and argue that music can be and often is a representational medium. Correspondence (or resemblance) theories (...) of representation, such as the one I offer, have been much maligned in philosophy since the 1960s. Most theories assimilate representation under “meaning,” which has usually been thought to belong primarily to language. As a result, representational content has been taken to be purely conventional in the way that sentential meaning is. People want to know what music “means,” and these theories interpret this as “what does it refer to?” or “what propositions does it express?” I argue that propositional communication is only one (small) part of the issue. Once we overcome the bias of conceiving of musical works as essentially linguistic items, speech acts (performed) or sentence tokens (written), we can begin to take music on its own terms to discover how it represents—one way in which it “means.” The first step is to “naturalize” music’s representational content. Influenced by recent discussions in the philosophies of mind and science, I argue in Chapter 1 that composers represent extra-musical objects, events, and states of affairs through their works by exploiting antecedent relations (such as similarities in pitch, timbre, and structure) in order to secure reference to them. In Chapter 2, I survey and respond to the main challenges that those skeptical of music’s representational possibilities would raise against my theory of musical representation. In Chapter 3, I explore a number of ways through which music has been claimed to represent in order to show how my theory accounts for these diverse phenomena better than its conventionalist rivals, both in terms of the metaphysics and the epistemology. Chapter 4 extends this discussion by offering an account of how we perceive, understand, appreciate, and interpret sophisticated musical representations. I conclude by teasing out some of my theory’s implications and suggesting areas for further research. (shrink)

Democracy is prone to what may be called presentism – a bias in the laws in favor of present over future generations. I identify the characteristics of democracies that lead to presentism, and examine the reasons that make it a serious problem. Then I consider why conventional theories are not adequate to deal with it, and develop a more satisfactory alternative approach, which I call democratic trusteeship. Present generations can represent future generations by acting as trustees of the democratic process. (...) The general principle is that present generations should act to protect the democratic process itself over time. The fundamental article of my political creed, declared John Adams, is that despotism, or unlimited sovereignty, or absolute power is the same in a majority of a popular assembly, an aristocratical council, an oligarchical junto, and a single emperor. Equally arbitrary, cruel, bloody, and in every respect diabolical. The consequences of this article for Adams' thought are nowhere better articulated than in this anthology, which presents his remarkable attempts at constructing a complete political system based on constitutional, balanced, (...) representative government. This article explores the claim that representative legislatures should create general legal norms. After distinguishing the requirement that statutes be general from the broader rule‐of‐law idea that law be general, I concentrate on the French constitutional tradition to argue that the plausibility of the claim turns on the elucidation of a set of social norms and understandings about the proper role of representative legislatures mediating between abstract ideals of the common good and local practices. I call these norms grammars. This paper articulates a ‘political ontology’ by orienting Agamben’s inquiries toward the autonomy of the constituting power. In relation to Agamben’s thought, it (1) clarifies it by drawing a categorical distinction between zōē and bare life, (2) departs from it by using Agamben’s analysis of potentiality to understand the paralysis of the constituting power and (3) develops it by unfolding the category of ‘exigency.’ The paper also sets into play a brief encounter between political ontology and representative politics (...) The contrast between the normative functions of political parties in representative democracies and their empirical working is stark and rapidly increasing. This article starts from a sober, realist account of the empirical state of affairs and from structural problems of democracy and participations – in terms of limits of time, information, qualification and relevant expertise – that have to be acknowledged by any realist–utopian proposal of alternatives beyond the exclusive alternative of ‘thin, realist democracy’ or emphatic ‘strong, participatory, direct, (...) or mass democracy’. We can do better. My search for institutional alternatives looks not for the replacement of political parties but for their relief. Many, not all, of their normative tasks can be shared with other functional networks, associations and organizations. In exploring such a new division of political labour I draw on older debates and designs of associative democracy and on recent discussions to democratize expertise and to expertise democracy in order to address urgent societal problems of high-risk decisions under conditions of extreme complexity, contingency, unpredictability and uncertainty and deep contestedness of our knowledge, problems that turn out to be unmanagable by party politics and representative democracy. This paper examines claims made about political representation in recent work on global protest, focusing on two very different authors. Tormey champions the anti-representative claims of various radical movements while Krastev assumes the stance of those political insiders who deplore the failure of protesters to work within established representative institutions. Both turn to examples which seem to best support their positions. Tormey to anarchist inspired movements in Spain and Mexico, his argument being that political representation has been (...) succeed by what he variously calls ‘immediate representation’ and ‘resonance’. Krastev’s focus is Russia, Thailand and Bulgaria. His argument is that protest in these countries can be seen are ‘a collective act of exit’ by middle classes that no longer seek political representation. Using the theorisation of political representation in Rosanvallon’s Counter Democracy, I suggest that the global waves of protest of recent years are nothing inherently novel but can be seen as part of the elaborate and complex process of representation that is argued to have always existed beyond and outside of official elected legislative bodies. In conclusion, I suggest that Macron’s turn to citizen’s assemblies can be seen as informed by just such an understanding of political representation. (shrink)

Bruno Latour purports to transform political ecology by turning attention away from presumed damages to ‘nature’ and toward unproblematised scientific and social processes through which people and things stabilise their identities. He extends the categories of political representation to those processes in hopes of founding a ‘parliament of things’. Such an assembly would settle the terms of coexistence between people and things without undue deference to scientific knowledge claims and without a priori judgments about nature's value. This article (...) challenges Latour's reliance on the concept of representation on three grounds. First, his theory of subject-object ‘entanglements’ undermines traditional justifications of representation, and offers no convincing ethical limits to put in their place. Second, Latour describes environmental issues in ways that are inconsistent with representation by discrete spokespersons. Third, Latour's open-ended proceduralism provides no way of creating overarching, legitimate norms capable of resolving environmental disputes. Occasionally, however, Latour hints at constitutionally structured reforms that might help overcome these objections – provided that they drew lessons from theories of deliberative democracy. The Restoration (1814–1830) was a golden age for liberal philosophy in France, especially in the field of politics. The political thought of Benjamin Constant and François Guizot, two of the most well-known theorists of the representative regime, is today regarded as particularly useful for understanding the meaning of many of the institutions which post-revolutionary democracies inherited. However, this paper reveals the existence of another great theory of the representative regime in circulation during the French Restoration: that popularized in the (...) pages of Le Censeur (1814–1815), a major liberal newspaper of the time. Its editors, Charles Comte (1782–1837) and Charles Dunoyer (1786–1862), are today known for their important contribution to the rise of liberal political economy in France. Their earliest journalistic writings contrast with the rest of their work and predate their discovery of the Treatise on Political Economy by Jean-Baptiste Say. During the first Bourbon Restoration (1814), Comte and Dunoyer were concerned almost exclusively with political philosophy. Before adopting the doctrine of ‘industrialism’, they attempted to make a synthesis of the political thought of Rousseau and Montesquieu, in order to give a liberal form to the idea of popular sovereignty compatible with monarchical government. While sociologists and political scientists have become interested in the role of ideas in the political process, relatively little work looks at how ideological claims are actually deployed in political discourse. This article examines the economic claims made in two pairs of Congressional debates over tax cuts, one generally associated with Keynesian economic theories, and one tied to supply-side ideas. While these bills were indeed initiated by groups subscribing to different economic ideologies, subsequent debates look surprisingly similar. (...) The bills were closer in substance than one might expect, and while their proponents came from opposite political camps, in both cases supporters focused more on supply-side than demand-side effects and emphasized tax cuts’ ability to pay for themselves through economic stimulation. The authors propose that politically acceptable economic claims may evolve more slowly than the economic theories that inspire policy entrepreneurs, and that this “discursive opportunity structure” may not only constrain the political process but may potentially shape the political effects of expert knowledge. ABSTRACT Political murals have a long history in Northern Ireland. During the Troubles, political murals were used by republicans in working-class areas to construct narratives that would legitimise their ideological assertions and help galvanise popular support for their political causes. In recent years, Belfast's republican political murals have not only become the forefront of a flourishing political tourism sector, but they also provide a risk-free means of drawing attention to dissident republican grievances – both of (...) which challenge traditional and contemporaneous conceptualisations of Northern Ireland's political murals. This study critically examines the communicative function of Belfast's republican political murals in relation to location and audience. It also articulates a conceptual approach to interpreting the function of Northern Ireland's republican political murals. We present calibrated findings that indicate a disparity of function in relation to location and audience and point toward the capacity of murals to fulfil specific communicative functions. (shrink)

Deploying a broadly interpretive approach, the article explores the extent to which, and the ways in which, equality is enacted in non-elective as well as elective representation. It argues that the fleeting and fragmentary equalities evident in non-elective representation are democratically significant, and that examining them can enhance understanding of the democratic promise and limits of different modes of representation.

This paper discusses the politics of remembering and the representation of the Holocaust in Polish contemporary art referring to the Lego Concentration Camp by Zbigniew Libera. The paper presents the ways in which Libera’s work challenges the traditional ways of representing the Holocaust and how it engages with issues such as the relation between atrocity and aesthetics. The associations brought to this mode of representation by the notions of game and toys and whether theatricality and play are in dialogue with (...) or violate the historical experience of the Holocaust is also discussed. The paper investigates the specificity of the Polish context in the way the Holocaust is approached and the reactions these artistic attempts raise in the public. Do the unconventional and shocking representations help understand the Holocaust or do they create the opposite effect of misguided and trivialised reading of history? (shrink)

Simon Tormey’s book, The End of Representative Politics, draws on his work on representation from the last decade as well as on a case study of the tumultuous, but exciting, Spanish politics of recent years. Tormey is interested in a new form of politics that puts into question two images: our inherited image of representation as a unilateral relationship between governing and governed, and our inherited image of democratic politics as representative politics. Politics and democracy are much more than institutional, (...) representative politics, and therefore contemporary activists and movements such as 15M are not anti-political, but challenge a particular view of democratic politics as representative politics. This article investigates how national histories marred by racial conflict can be translated into narratives of group identity formation. I study the role of “identity-driven” museums in converting American’s racial past into a metanarrative of black identity from subjugation to citizenship. Drawing on a thick description of exhibitions at 15 museums, interviews with curators and directors, museum documents, and newspaper articles, I use the “political economy of memory” as a framework to explain how ideological and material processes intersect in (...) the production of exhibitions. I show that in addition to struggles over the truth and interpretive styles, more prosaic issues of funding, attendance, and institutional capacity-building hve an impact on representational selectivities. I explain how these issues affect black museums operating during the civil rights and post-civil rights eras. I consider the motivations and consequences of “remembering” national histories of violence and intolerance through the prism of group identity formation. (shrink)

This essay concerns Constant’s classic text The Liberty of the Ancients Compared with that of the Moderns. Although this is a frequently quoted text, what makes reading it still something of an effort is that it contains a baffling shift from the complete exaltation of modern liberty in its first part to the recognition of the significance of political participation in safeguarding modern liberty in its final part. The text is also replete with additional treasures, including Constant’s famous distinction (...) between the liberty of the ancients and that of the moderns and his turn to the basic human capacity of self-development to support his stubborn insistence on the irreducibility of political participation. With regard to the aforementioned shift in the 1819 text, some have argued that in order to reveal the richness of the text we must be aware that its two parts were written under different historical circumstances. Accepting this claim, I argue that the basic tone of the text is Constant’s attempt to combine modern liberty and political participation and that deciphering the argumentative thrust inherent in the text helps reveal its richness. I focus on the centrality of the representative system, which, I argue, plays an important role in Constant’s endeavour to unify the liberty of the moderns and political liberty throughout the text. To see how he defends both the enjoyment of individual interests and the practice of political liberty, it is necessary to recognize the nature of representative assemblies in Constant’s constitutionalism and to characterize his appeal to self-development as a justification of the practice of political liberty. SUMMARYThis paper examines the formal filters of the public's political will defended by JS Mill as consistent with the best form of representative government. Holding that institutions must adjust to democratic society, and that democratic society must be improved to achieve wise rule, Mill rejects secret ballots and electoral pledges, and advocates a constitutional council and graduated enfranchisement. He also recommends but does not require the indirect election of the President and a unicameral legislature. Mill's historically sensitive approach puts (...) pressure on interpreters to be sensitive to their own political and social context when applying Mill's ideas. In particular, obviously undemocratic measures such as plural voting should be adjusted to reflect Mill's view that the ratio between legitimacy and competence is constantly changing. The continual readjustment between the powers of masses and elites is the way that Mill's Considerations on Representative Government manage to avoid the now-traditional charge of expertocracy. Representative democracy is often assessed from the standpoint of direct democracy. Recently, however, many theorists have come to argue that representation forms a democratic model in its own right. The most powerful claim in this direction is to be found within two quite different strands of thinking: the aesthetic theory of Frank Ankersmit and the savage theory of Claude Lefort. In this article, I show that while Ankersmit and Lefort converge in their critique of direct rule, they provide us with (...) two distinct models of democracy. Aesthetic democracy, I argue, in the end falls short as a democratic recuperation of representation. It reduces representation to delegation. Savage democracy proves more fruitful in this respect. It offers a representative view of politics without committing itself to the premises associated with political delegation. (shrink)

In response to the political and economic crises, new political and social movements appearing in mature liberal democratic countries (such as United States, Italy or Spain) call for “real democracy” and create strategies for more participatory politics. Groups of academics together with the third sector activists around the world elaborate, test and introduce new forms of participatory mechanisms which allow bottom-up, direct decision-making. Recent massive social movements try to change the dominant, but clearly obsolete model of democracy based (...) on elite groups of political representatives by promoting a new paradigm of inclusive citizen-centered politics. What are the ideological and philosophical bases for political activity of these movements and how their democratic ideals translate into political practice? What does it mean “real democracy”? Why direct participation of citizens in decision-making is so important for the new movements? How technological tools can be used to support participatory processes and democratization of public governance at different levels? How should the new democratic model of doing politics look like? In recent years the concept of parity democracy has rapidly risen up the European political agenda. Using a threefold typology of sex-quotas, this article undertakes a classification of the measures taken by the 15 old E.U. member states to improve the gender balance in representative assemblies. This is then used as the basis for an exploration of the advantages and disadvantages of the parity approach as a tool to promote gender equality, including the constitutional obstacles which stand in its (...) way. The article goes on to present a comparative study of several national systems in which attempts to achieve parity democracy have been pursued, concluding that, in order to maximise their effectiveness, parity measures must operate within a system of unbiased political structures and be properly adjusted to suit the particularities of individual national electoral regimes. Current theories of knowledge, art, and power are locked into sterile debates around the question of representation. This book examines the limits of antirepresentationalism in these fields and argues that the anarchist tradition can point the way beyond our contemporary crisis of representation. The author rereads the theory and practical experiences of anarchism from the nineteenth century to the present, proposing a radical revision of received notions of the subject - from the equation of anarchy with literary decadence to the (...) interpretation of anarchism as yet another discourse founded on a notion of the human essence. What emerges, instead, is a complex portrait of anarchism as a body of thought that provides the framework for a kind of critical realism, with implications for fields ranging from aesthetics to economics, from philosophy to politics.
