This article describes the causes and health consequences of environmental degradation and social injustice. These issues, which impact primarily on the poor and underserved (both in the United States and internationally) are rarely or inadequately covered in the curriculums of traditional health care professions. The discussion offers ways for health care professionals to promote equality and justice and uses the example of Rudolph Virchow’s social activinsm to illustrate how one physician can lead society toward major public health gains. The purpose of this research is to provide an overview of state governance for corporate social responsibility (CSR) in the countries of the Gulf Cooperation Council (GCC). A systemic literature review method is employed to collect 88 relevant publications, and a qualitative coding method is used to identify 98 governance instruments from those publications. These are grouped into 13 themes and then examined within three conceptual models. The findings reveal that most of the instruments are geared towards ethical (...) expectations, internal and external social responsibility, raising awareness, and socio‐economic development. The findings are then explored within four theories. The results suggest that CSR governance in the GCC is at a moderate to high level of bureaucratization; reflects Islamic identity, national development targets, and business accountability; is between the stages of habitualization and objectification; and relies mostly on normative pressures. Cindy Holder and Bruce Landesman pose several interesting challenges for my account of Global Justice. In this article I address their concerns by discussing the content of what we owe one another. When we appreciate all the components of what it is to have a decent life, this will commit us to a much richer picture of what we owe one another than is commonly assumed when talking of decent lives. There is also considerable scope for concern with inequality when (...) that fuller picture is presented. I discuss and clarify the importance of a shared state in securing global justice and also how, in the absence of shared state structures, we are to see our options for ensuring that our institutions treat all human beings as having equal moral worth. There is scope for compatriot partiality and appropriate attention to non-compatriots. I explain how these can readily be combined. (shrink)

Previous research has shown that women are disproportionately negatively affected by a variety of socio-economic hardships, many of which COVID-19 is making worse. In particular, because of gender roles, and because women’s jobs tend to be given lower priority than men’s (since they are more likely to be part-time, lower-income, and less secure), women assume the obligations of increased caregiving needs at a much higher rate. This unfairly renders women especially susceptible to short- and long-term economic insecurity and decreases in (...) wellbeing. Single-parent households, the majority of which are headed by single mothers, face even greater risks. These vulnerabilities are further compounded along the dimensions of race, ethnicity, class, and geography. Drawing upon the philosophical literature on political responsibility and structural injustice (specifically, the work of Iris Marion Young), I argue that while the state may not have had either foresight into, or control over, the disproportionate effect the pandemic would have on women, it can nonetheless be held responsible for mitigating these effects. In order to do so, it must first recognize the ways in which women have been affected by the outbreak. Specifically, policies must take into account the unpaid labor of care that falls on women. Moreover, given that this labor is particularly vital during a global health pandemic, the state ought to immediately prioritize the value of this work by providing financial stimuli directly to families, requiring employers to provide both sick leave and parental leave for at least as long as schools and daycares are inoperational, and providing subsidized emergency childcare. Is the education of citizens a private matter or is it primarily a concern for the state? Throughout the history of political and educational philosophy, this question has remained central. Different philosophers have answered the question in different ways and different periods have witnessed different ways of organizing public education in response to it. At the root of this question is another question. This question concerns how we understand the state and how we construe the relation between the (...) state and the well-being of its citizens. How we understand the state, in turn, depends on if we consider it the natural extension of the will and striving of its individual citizens or if we consider its main purpose to be to protect its citizens from each other and from external threats. According to Libertarians, the freedom of individuals to make crucial lifeshaping choices is effectively and adequately protected if other individuals and agenciesrefrain from interfering with their freedom and if the state takes steps to ensure that such interference is either prevented or punished. This paper presents a “Liberal” critique of this position, in three stages. First, prevention of interference is only one of several conditions that must be fulfilled if an individual’s lot in life is to be legitimately traceable (...) to his or her choices. Second, the additional conditions resemble prevention of interference in that their fulfillment cannot be secured by the unaided efforts of individuals. Third, these further conditions resemble prevention of interference in that their fulfillment cannot be secured on an equitable basis for all if the state does not assume responsibility for trying to ensure their fulfillment. The argument that the state has a role to play in securing the fulfillment of the non-interference condition ought consequently to be extended to support the view that securing the fulfillment of the otherconditions of freedom of choice is also a legitimate function of the state. In the work of Karl Polanyi, the negative effects of a self-regulating market economy are described as being limited by societal forces such as the policies of the welfare state. With the decline of the modern welfare state since the late 1970s, social activities of business firms are increasingly regarded as an important complement to or even as a substitute for welfare state policies by a part of the literature. However, and controversially, another stream of argumentation regards (...) these activities as being aimed at advancing the reach of market forces. To fully grasp the ambiguous nature of the social activities of business, in this paper I provide an account of affirmative as well as of critical interpretations of these activities throughout the history of modern capitalism. On this basis, the power of critique to disentangle the diverse motivations that underlie the social engagement of business is highlighted as a condition for facilitating a role of business in society that balances economic and social considerations. The state of development of modern society can be described as a systemic social crisis. The state of crisis as an integral element of social development becomes familiar to the philosophy and ideology of postmodernism, which allows not only a plurality of views, but also a variety of solutions. In any destructive phenomenon caused by the crisis, the crisis itself can become a necessary moment of the dialectical transition to a new, orderly state of the system, a (...) necessary factor and catalyst for modernization processes. Crisis-free state of development of society - a state that hinders its development. However, while recognizing the important role of crises in development, societies should still have mechanisms in place to protect people from their negative impacts, which should reduce their risks of transition and, by anticipating development trends, possibly reduce the transition process itself. Analyzing the tendency of modern society to sustainable development, it is necessary to clarify that the solution of such a problem should actually be carried out by various actors, civil society associations, research institutions, etc. However, the main part of this task depends on the political power, the main functions of which include ensuring stable development and security in society, as well as the management of society as a whole and its economic, spiritual, political and social spheres in particular. At the same time, political power must not just resolve conflicts and ensure order in society, but, most importantly, find a balance between the common good and the changing aspirations of different social groups to pursue their interests. Thus, the task of overcoming the current crisis depends primarily on the responsibility of political power, especially the state. It is the state that must accumulate all resources and coordinate the actions of business, science, religion, etc. for its effective solution. (shrink)

Key accomplishments of political corporate social responsibility scholarship have been the identification of global governance gaps and a proposal how to tackle them. Political CSR scholarship assumes that the traditional roles of state and business have eroded, with states losing power and business gaining power in a globalized world. This book investigates the potential role that states can play in cosmopolitan thinking and how states could be agents for the advancement of cosmopolitan responsibilities.

ABSTRACT Various mechanisms to ensure the protection of subjects in human research have been suggested, including the presence of witnesses during the informed consent process. For our commentary on the use of witnesses and their potential role and responsibility during the consent process, we start by addressing current guidelines for human subjects research in four Latin American countries. By using examples from public health research, we highlight some of the practical difficulties of using witnessed consent, from becoming a (...) meaningless ritual at one end of the spectrum to the research subject feeling intimidated or coerced to participate at the other. Apart from these practical difficulties, it is unclear what responsibility the witness could and should have. We argue that there are important ethical questions about the role of witnesses that have not been adequately addressed in national and international regulations. This work addresses these gaps and argues that more debate is required to define the role and responsibilities of witnesses in the consent process, their training requirements and whether a universal legal requirement for witnessed consent, regardless of the type of research, is desirable. In 1856, the State of Ohio began an enumeration of its population to count and identify people with disabilities. This paper examines the ethical role of the accounting profession in this project, which supported the transatlantic eugenics movement and its genocidal attempts to eliminate disabled persons from the population. We use a theoretical approach based on Levinas who argued that the self is generated through engagement with the Other, and that this engagement presupposes a responsibility to and (...) for the Other. We show that successive waves of legislation relied on State and County auditors along with Township clerks and assessors to conduct the mechanics of the enumeration of the population, which focused on the identification, categorization, and counting of the disabled people of the State. We argue that the accounting-based technologies of enumeration and reporting objectify the enumerated persons and deny the auditor’s pre-existing ethical obligation to this new Other. We show how the financial expertise and structures of the State were engaged in the execution of this mandate, which remained in place for over a century and supported a program of institutionalization. We consider the ramifications of this for our understanding of the ethical role of public sector accounting in the United States over this period, which has been under-explored. (shrink)

Who protects individual liberties and human dignity from domination by the State, by Civil Society or by individuals is a question under debate in China as well as the West, not from the point of view of Liberalism, but from the point of view of ‘Relationality’. Liberalism posits the individual as the measure of these matters but the ‘individual’ in question is an abstraction. Relationality posits social relations as the measure of these matters. Persons are not abstractions. They combine (...) several different social ‘roles’, and each role includes obligations as well as rights. These roles limit the individual’s freedom of action. There are no unipersonal societies. Liberalism also posits rights as an abstraction: ‘All men are created equal’. Relationality posits rights in a context of mutual recognition of rights and responsibilities. Rights only exist if they can in fact be exercised. From the point of view of Relationality, therefore, a person’s ability to exercise her or his rights must be seen in the light of a concept of Justice and there must be an agency that can guarantee this Justice, the exercise of these rights, while it guarantees the fulfilment of social obligations. Is this the role of the State? of Civil Society? of the Market? To truly discuss these matters in a transcultural context, we would need to look for common ground, not take as ‘self-evident’ the classical Liberal perception of the individual. Understanding the underlying political philosophy of China’s concept of ‘responsive authoritarianism’ does not mean endorsing it. But understanding this idea and its ramifications does provide room for amplifying the basic question of who protects individual liberties and human dignity. (shrink)

Stem cell science, using both embryonic and a variety of tissue-specific stem cells, is advancing rapidly and offers promise to improve medical care in the future. Yet, with the notable exception of hematopoietic stem cell transplantation, a long-established approach to treating certain cancers of the blood system, this promise is long term and most stem cell research focuses on basic scientific questions or the collection of pre-clinical data. Although some clinical trials are underway, most are focused on safety, and novel (...) effective therapy is likely a long way off. Despite the preliminary nature of most stem cell research, however, numerous clinics around the world offer stem cell “therapies” to patients today outside the context of a clinical trial. Although the number of patients who have received these stem cell-based interventions is unknown, anecdotal reports suggest a substantial population of patients is willing to try them, despite unresolved questions about their safety and efficacy. Criminal responsibility is now central to criminal law, but it is in need of re-examination. In the context of Australian criminal laws, Self, Others and the State reassesses the general assumptions made about the rise to prominence of criminal responsibility in the period since around the turn of the twentieth century. It reconsiders the role of criminal responsibility in criminal law, arguing that criminal responsibility is significant because it organises key sets of relations - (...) between self, others and the state - as relations of responsibility. Detailed studies of decisive moments and developments since the turn of the twentieth century, and original explorations of relations of responsibility, expose the complexity and dynamism of criminal responsibility and reveal that it is the means by which matters of subjectivity, relationality and power make themselves felt in the criminal law. This article introduces the concept of corporate social responsibility in the seemingly oxymoronic context of Chinese “authoritarian capitalism.” Following an introduction to the emergence of authoritarian capitalism, the article considers the emergence of CSR in China using Matten and Moon’s framework of explaining CSR development in terms both of a business system’s historic institutions and of the impacts of new institutionalism on corporations arising from societal pressures in their global and national environments. We find two forms of CSR in (...) China, reflecting the “multiplexity” of its business system: one in the mainly family-owned small and medium-sized enterprise sector reflecting concern with local reputation, and another in the corporate, mainly state-owned enterprise sector, reflecting global and national societal expectations. We investigate the dynamics of CSR in China through the interplay of the global and national societal pressures and mediating and even leading roles played by the State and the Party. We consider the conceptual integrity and practical prospects for “state-led society-driven” CSR and future research opportunities, including those opened up by the three contributing articles to this special issue. The contemporary state is not only the main force behind environmental change, but the reactions to environmental problems have played a crucial role in the modernisation of the state apparatus, especially because of its mediatory role. The Political Ecology of the State is the first book to critically assess the philosophical basis of environmental statehood and regulation, addressing the emergence and evolution of environmental regulation from the early 20th Century to the more recent phase of (...) ecological modernisation and the neoliberalisation of nature. The state is understood as the result of permanent socionatural interactions and multiple forms of contestation, from a critical politico-ecological approach. This book examines the tension between pro- and anti-commons tendencies that have permeated the organisation and failures of the environmental responses put forward by the state. It provides a reinterpretation of the achievements and failures of mainstream environmental policies and regulation and offers a review of the mains philosophical influences behind different periods of environmental statehood and regulation. It sets out an agenda for going beyond conventional state regulation and grassroots dealings with the state, and as such redefines the environmental apparatus of the state. (shrink)

The aim of this article is to contribute to understanding the changing role of government in promoting corporate social responsibility (CSR). Over the last decade, governments have joined other stakeholders in assuming a relevant role as drivers of CSR, working together with intergovernmental organizations and recognizing that public policies are key in encouraging a greater sense of CSR. This paper focuses on the analysis of the new strategies adopted by governments in order to promote, and encourage businesses (...) to adopt, CSR values and strategies. The research is based on the analysis of an explanatory framework, related to the development of a relational analytical framework, which tries to analyze the vision, values, strategies and roles adopted by governments, and the integration of new partnerships that governments establish in the CSR area with the private sector and social organizations. The research compares CSR initiatives and public policies in three European countries: Italy, Norway and the United Kingdom, and focuses on governmental drivers and responses. The preliminary results demonstrate that governments are incorporating a common statement and discourse on CSR, working in partnership with the private and social sectors. For governments, CSR implies the need to manage a complex set of relationships in order to develop a win–win situation between business and social organizations. However, the research also focuses on the differences between the three governments when applying CSR public policies. These divergences are based on the previous cultural and political framework, such as the welfare state typology, the organizational structures and the business and social and cultural background in each country. Scandals involving celebrities’ moral transgressions are common in both Western and Eastern cultures. Existing literature, however, has been primarily based on Western cultures. We examine differences between South Korea and the United States in consumers’ support for celebrities engaged in moral transgressions and for the brands they endorse. Across six studies, we find that Korean consumers show lower support for celebrities who engaged in moral transgressions. This effect occurs because Korean consumers have a stronger belief that an individual’s competence and (...) morality are interconnected. Thus, Korean consumers are less likely to separate their judgments of celebrities’ morality and competence in professional performance, thereby lowering support for the celebrities. Building on the proposed mechanism, we identify the moderating role of transgression relevance. When a moral transgression is relevant to the domain of the celebrity’s professional competence, the difference in celebrity support between the two countries is attenuated. This difference extends to the support for a brand endorsed by the celebrity transgressor when the brand retains the celebrity endorser, but not when the brand dismisses the endorser. (shrink)

SummaryMalaria is a major cause of under-five mortality in Mali and many other developing countries. Malaria control programmes rely on households to identify sick children and either care for them in the home or seek treatment at a health facility in the case of severe illness. This study examines the involvement of mothers and other household members in identifying and treating severely ill children through case studies of 25 rural Malian households. A wide range of intra-household responses to severe illness (...) were observed among household members, both exemplifying and contravening stated social norms about household roles. Given their close contact with children, mothers were frequently the first to identify illness symptoms. However, decisions about care-seeking were often taken by fathers and senior members of the household. As stewards of the family resources, fathers usually paid for care and thus significantly determined when and where treatment was sought. Grandparents were frequently involved in diagnosing illnesses and directing care towards traditional healers or health facilities. Relationships between household members during the illness episode were found to vary from highly collaborative to highly conflictive, with critical effects on how quickly and from where treatment for sick children was sought. These findings have implications for the design and targeting of malaria and child survival programming in the greater West African region. (shrink)

Despite its wealth and economic performances, Western Europe is anxious about its future and unable to solve its main problem: unemployment. Its great project is the building or Europe. But many questions have no real answers: how can we avoid social fractures? is globalisation and internationalisation a risk or chance? how should we fight corruption? Europe should be the best answer to those questions. But it depends on the answers to new questions: what are the social values on which we (...) want to build the European society of the next century. Eastern Europe is still poor. But the questions are the same and people are confronted with the same problems. Our common challenge is to build a society for the future. And for the first time of our long history, we have no model. We have to invent it. Firms and managers from Hungary and Eastern Europe have to bring their contribution and promote values and virtues as a major factor of the building of our common Europe. (shrink)

ABSTRACT This essay advances several interrelated arguments concerning the proper role of the state with regard to marriage and divorce but my main contention is that ‘pure’no‐fault divorce laws are unjust—or, at least, they are unjust if marriage involves a genuinely contractual element, and there seems to be very little doubt that it does. Locke, Kant and Hegel are three eminent thinkers who are alike in viewing marriage as a contract and in the first two sections of the (...) essay I consider their views on the role of contract in marriage. Whilst holding that marriage is more than a contract, I also hold that it is not less than a contract. In section three I consider the implications of this ‘not less than’, the most important one being that ‘pure’no‐fault divorce laws are unjust. I shall contend that whilst the irretrievable breakdown of marriage may be regarded as a suitable ground for divorce, it simply cannot, and certainly ought not to, be regarded as a justificatory basis for the laying aside of rights acquired by individuals as a result of their having entered into a marital contract. However minimal one might wish the role of the state to be, or however averse one might be from allowing the state any role at all in purely personal and confidential relationships, yet to allow the expression ‘the irretrievable breakdown of marriage’to be employed as a olanket to cover over the infringement of personal, contractually engendered and civilly recognised rights, is not to exercise commendable restraint but is, rather, to condone what is simply an abnegation by the state of its basic responsibility to ensure that justice prevails. It has been argued that complex subjective sense of self is linked to the brain default-mode network (DMN). Recent discovery of heterogeneity between distinct subnets (or operational modules - OMs) of the DMN leads to a reconceptualization of its role for the experiential sense of self. Considering the recent proposition that the frontal DMN OM is responsible for the first-person perspective and the sense of agency, while the posterior DMN OMs are linked to the continuity of ‘I’ experience (including (...) autobiographical memories) through embodiment and localization within bodily space, we have tested in this study the hypothesis that heterogeneity in the operational synchrony strength within the frontal DMN OM among patients who are in a vegetative state (VS) could inform about a stable self-consciousness recovery later in the course of disease (up to six years post-injury). Using EEG operational synchrony analysis we have demonstrated that among the three OMs of the DMN only the frontal OM showed important heterogeneity in VS patients as a function of later stable clinical outcome. We also found that the frontal DMN OM was characterized by the process of active uncoupling (stronger in persistent VS) of operations performed by the involved neuronal assemblies. (shrink)

The implication of artificial intelligence provides knowledgeable insights for decision-making and control management. This article introduces a Mutual Consent-based Governance Regulation Model for dissimilarity mitigation in corporate rule implications. The proposed model exploits transfer learning for balanced rule implication and decision-making. The learning states are defined based (...) on mutual agreement, individual interest, and operational features. Based on the governance policies, the above rules are employed without hindering the pioneer regulations implemented in different periods. Therefore, artificial intelligence technology is utilized for prompt and swift governance decisions in delivering special rights for consumers and shareholders. The performance of this model is validated and verified using data sources related to governance policies from a real-time industry. The impact of varying policy features with dissimilarity is analyzed for varying occurrences. The analysis is given based on the considered data sources for which the classification and its impact over reports, sharing, voting, complaint, and market are analyzed. The availability before and after the proposed improves the above metrics by 10.48, 10.65, 9.78, 13.39, and 9.26%. (shrink)
