Scholars in Central Asia have long started exploring the nexus between law and technology. Contemporary Central Asian legal academia is producing research which stands at the junction of law, philosophy, and technology. Central Asia is comparatively not advanced in technology production and imports most the technologies from neighboring tech giants. These technologies are imported as a package along with the laws and regulations proposed by the technology manufacturing country. It has been observed that these regulations (...) don‘t correlate with the existing local and regional legal systems. To meet these demands, this article proposes a new discipline / branch of legal sciences named as ―Central Asia Tech Law to accommodate the technological progression of the 4th industrial revolution. This branch of law strives to promote globalized legal mechanisms to treat technology as per the demands of the Central Asian region and in line with the international norms and standardization. Another purpose of Central Asia Tech Law is to increase the interaction with regional social and applied scientists to set regional technological standards and preferences for Central Asia. (shrink)

The term ‘Central Asia’ has been in use for 150 years, yet it is only since the collapse of the Soviet Union and, more recently, growth in awareness and concern about international terrorism, particularly in the USA, that the countries of Central Asia have become significant players on the international political stage. Denis Sinor describes the historical, cultural and linguistic backgrounds of the newly independent republics of the area: Turkmenistan, Uzbekistan, Tajikistan, Kazakhstan and Kirgizstan.

During the last millennium the world economic and geopolitical conflicts were to a great extent connected: different crises in the World System's evolution stimulated geopolitical shifts and vice versa. This article argues that in the 15th century different geopolitical events and conflicts in Central Asia initiated the fall of the previous World System and the rise of the new one. This transformation resulted in the fall of overland and river trade routes, including the Great Silk Route, which passed (...) through Central Asia. World trade shifted to sea and ocean routes, and European countries became the center of the new World System. Now, in the beginning of the 21st century a new transformation of the World System is underway. The center of economic and political development is migrating gradually to the East: this is why the geopolitical role of the Central Asian states is increasing. Central Asian states are a very important part of the New Silk Route; this route is to connect Eastern Asia with Europe and the Middle East. The United States, China, Russia, and other states are ardently competing to control the New Silk Route. Hence, different geopolitical, social, and military conflicts are probable in Central Asia. So economic and political integration in Eurasia between Russia, China, the United States and Central Asian states is very important for the geopolitical stabilization of the region. It is widely accepted in psychology and cognitive science that there are two “systems” in the mind: one system is characterized as quick, intuitive, perceptive, and perhaps more primitive, while the other is described as slower, more deliberative, and responsible for our higher-order cognition. I use the term “reflectivism” to capture the view that conscious reflection—in the “System 2” sense—is a necessary feature of good moral judgment and decision-making. This is not to suggest that System 2 must operate alone in (...) forming our moral decisions, but that it plays a normatively ineliminable role. In this paper, I discuss arguments that have been offered in defense of reflectivism. These arguments fit into two broad categories; let us think of them as two sides of a coin. On the first side are arguments about the efficaciousness of conscious reasoning—for example, without conscious deliberation we will make bad moral judgments and decisions. On the other side of the coin are arguments about the centrality of conscious deliberation to normative actions—for example, without conscious deliberation we are no more agential than animals or automatons. Despite their attractiveness, I argue that these arguments do not successfully establish that reflection is a necessary component of good moral judgment and decision-making. If I am right, the idea that good moral judgment and decision-making can result from entirely automatic and subconscious processes gains traction. My goal in this paper is to show that reflectivism fails to include the full range of cases of moral decision-making and that a theory of automaticity may do a better job. I briefly discuss at the end of the paper how an account of successful automatic moral judgment and decision-making might begin to take shape. (shrink)

This paper investigates how an introductory philosophy course influences the moral and political development of undergraduate students in a Liberal Arts university in Central Asia. Within a context of rapid changes characteristic of transitional societies—reflected in the organization of higher education—philosophy provides students with the means to reason about moral and political values in a way that overcomes the old ideological tenets as well as contemporary reluctance to theoretical inquiry. Studying philosophy provides a remedy for deficiencies in both (...) secondary and higher education, by improving general reading and reasoning skills, that enable the development of moral reasoning. Furthermore, familiarity with major works of moral and political philosophy can help students comprehend the patterns of social change, as well as surmount the issue of unsatisfactory theoretical foundations for social science. Central Asia presents a unique configuration of historical experience and societal responses that have been interacting and evolving for thousands of years. The current era of economic, political, and societal transformation in Central Asia began with the peaceful devolution of the Soviet Union and transition to the Commonwealth of Independent States in December 1991. Expectations about the natural social order based on western beliefs and experience may not apply in this part of the world, for—like all (...) transitional and emerging market economies—Central Asia has inherited another social order that predates recent history. The field of Business Ethics provides an arena in which these issues can be explored. In this article, an overview of the current standing of Business Ethics as a field for teaching, training, and research in Central Asia is provided. Suggestions for further consideration and future research are presented in the concluding section. (shrink)

Central Asian researchers are underrepresented in the global research production in social sciences, resulting in a limited Central Asian perspective on many social issues. To stimulate the production of local knowledge, it is important to develop strong research cultures, including knowledge of ethical practices in research with human participants. There is currently scarce evidence about research ethics regulations used by social science researchers working in the Central Asian region. This article reports findings from an online survey conducted (...) in Kazakhstan, Kyrgyzstan, and Uzbekistan ( n = 296) from October 2021 to January 2022. Focusing on three Central Asian countries, this article addresses the following research questions: What are the attitudes and practices of social science researchers based in Central Asia toward research ethics regulations and research ethics committees (RECs)? Is research ethics training associated with improved attitudes and practices in relation to research ethics among social scientists based in Central Asia? Is research experience associated with improved attitudes and practices in relation to research ethics among social scientists based in Central Asia? Regression analyses results demonstrate that locally based social scientists with prior research ethics training implement ethical procedures in their empirical research practice more often compared to researchers without any prior research ethics training. The preliminary findings indicate that research ethics training is positively associated with Central Asia-based social science researchers’ engagement in ethical research, thus potentially increasing the amount and quality of empirical social science research produced in the region. This volume is intended for professional philosophers and laymen with an interest in East-West studies and comparative philosophy and religion. The central focus is the concept of comparing perspectives from both the Eastern and the Western philosophical traditions on harmony and strife. It is both unusual and important to have such a systematic and thorough investigation of a topic of paramount social and philosophical significance by some of the leading minds of the day. The three Ōtani Expeditions (1902–1914) constitute the first non-Western attempt to carry out systematic research in Central Asia. The mastermind behind these Japanese enterprises was Ōtani Kōzui, the 22nd lord-abbot of the Western Honganji temple in Kyoto and the patriarch of the Honpa Honganji denomination of the Jōdo Shinshū sect, which was and remains the largest Buddhist community in Japan. Kōzui’s position as a monk during the period the expeditions were carried out reveals his religious motivation as the (...) planner and sponsor of these research trips. Inspired by the 7th century traveler-monk Xuanzang, the main purpose of the Ōtani Expeditions was therefore to find the routes through which Buddhism had passed before reaching Japan. The paper examines the structure and dynamics of the political imaginary of the two countries of post-Soviet Central Asia - Kyrgyzstan and Tajikistan. As the authors show, Russia has a special place in this structure. For a long time, many ordinary citizens of these states did not perceive Russia as a foreign state on an equal footing with others. This perception was due to a number of factors, the most important of which was Soviet institutional and psychological inertia. (...) At the institutional level, Soviet inertia was expressed primarily in the transparency of the borders between Russia and the Central Asian countries. On a psychological level, it manifested itself in nostalgia for the Soviet past. It was the overlapping of soviet nostalgia with the understanding of the importance of migration to Russia for the material well-being of households that gave rise to a high level of loyalty to Moscow. Recently, however, the Russian Federation has started to gradually become a foreign state among others in the eyes of ordinary residents of Kyrgyzstan and Tajikistan. In the minds of people, Russia still has a specific status, but this specificity is increasingly seen in a global context; in this context, other actors along with Moscow matter (Beijing and Washington, as well as Istanbul and Tehran). The process of turning Russia into an ordinary “abroad” was going on before, but it accelerated sharply after February 24, 2022. The authors identify signs of distancing from Russia both at the level of the ruling elites and at the level of civil society. Among these signs are, in particular, the desire of governments to demonstrate a multi-vector foreign policy, a change in the public rhetoric of top officials, as well as manifestations of anti-Russian sentiment in the public sphere of Kyrgyzstan. The most ancient Turkish texts known to us at the present day consist of inscriptions carved onto tombstones, which are to be found in Central Asia, in territories, where, from the fifth century of the Christian era, vast confederations of Turkish tribes, comprising nomad shepherds and soldiers, had formed powerful States, which, strongly national in character, promoted the development of a truly original culture.

Recent bioarchaeological and phylogenetic studies have identified Central Asia as an early reservoir for Yersinia pestis, the bacterium responsible for the bubonic plague in humans and animals. Lacking documentary evidence, however, historians have heretofore been unable to find a place for South, East, and Central Asia in the premodern history of the plague. This article uses Tibetan-, Chinese-, and Khotanese-language sources to tell a history of the bubonic plague in Central Asia between the seventh (...) and ninth centuries. From official Tibetan histories, we learn of human and animal plagues at the turn of the eighth century. From the prophetic narratives of Khotan, we learn of an unnamed Chinese princess who died in Tibet with a black pox on her chest. Finally, interpreting Tibetan and Khotanese translations of an Āyurvedic medical text in light of bioarchaeological data, we can begin to retrospectively diagnose the plagues of Central Asia. More than just the documentary history of a specific plague outbreak, these sources demonstrate the variegated responses to centuries of plague in Central Asia, including narrative description, scapegoating, ritual protection, humoral diagnosis, and pharmacological and surgical therapies. The end result is an integrated account of the bubonic plague in Central Asia based on Tibetan and Khotanese explanations of epidemics. (shrink)

In the last decades of the XX century the world community precisely realized the huge danger of the ecological situation which had been developed on our planet under influence of negative technogenic and other anthropogenous factors. Very complex there were ecological conditions in the territory of the former USSR, including Central Asian region, in particular Uzbekistan, which had experienced all the toughness of the former colonial regime. Understanding the consequences of the ecological catastrophe in the region helps to model (...) sociopolitical and economic activities in the field of preservation of the environment, to realize the fact, that in the system of interstate and interethnic relations the ecological policy should have a priority direction, and its integration, in general,is a modern globalization of international sociopolitical, economic and other relations. Thus, necessity of all-round development of coordination and integration of the ecological policies of the all States of our region, and also near and far abroad. Main principles of interstate ecological relations have been fixed in the declaration of Rio de Janeiro (1992) where it is underlined that “close cooperation and mutual aid of the countries in economic, political, ecological andcultural fields” is necessary, demanding modeling of nature protection actions on a global scale. Principles of integration of the ecological policy which are carried out by the States of the Central Asia, correspond to the regulations of Conference of Rio de Janeiro and equitable to the interests of all people living both inside and outside the region. In this article I suggest that in the Soviet period Central Asians cultivated and conceptualized Islam as an episteme. They did this by reaching beyond alienating categories offered to them by the state. I argue that the constitution of an Islamic culture was made possible, among other things, by Central Asians’ encounters with the past, most notably with what they perceived as an Islamic past. We observe the curious phenomenon of Central Asians’ continuous interaction with the Islamic (...) historical sites that escaped the bulldozers of the Soviet campaigns of religious repression. For some, encounters with the past might be accidental. For many others, the exploration of the past represented a purposive, self-conscious, and reiterated emotional act. I show that Central Asians in the Soviet period—even if at school they were taught little about, and were usually offered a distorted vision of, the Islamic history of their region—were still able to access their past through the surviving architectural presence of Islam. Monumental sites, however, were not enough for Muslims to understand the past and use it to construct their own identity. Such artifacts acquired meaning through an interpretive framework provided by Sufi narratives about saints and their miracles. Therefore, shrines represented for Central Asia a collective memory space, i.e., a place in which the past was preserved for mobilization in the present through narrative. (shrink)

This paper examines philosophical debates about concepts of biodiversity, making the case for conceptual pluralism. Taking a pragmatist perspective, I argue that normative concepts of biodiversity and eco-centric concepts of biodiversity can serve different purposes. The former would help stress the values of local communities, which have often been neglected by both early scientific approaches to conservation, and by policy makers prioritizing the political or economic interests of specific groups. The latter would help build local research programs independent of pressures (...) from economic or political actors. I employ a case study on environmental research on walnut forests in Kyrgyzstan in support of my argument. Against tendencies to frame different understandings of biodiversity in terms of geographical areas, I propose an interpretation drawing on the philosophy of ecology. Adherence to environmental pragmatism enables a sufficiently complex picture of developing environmental research in the area, capturing issues about scientific framings and local understandings.
