Analysis of the prospects for developing methodological approaches to assessing the effectiveness of municipal governance.Yulia Vershinina - forthcoming - Sotsium I Vlast.
Introduction. Ensuring stability and a high level of rates of socio-economic development of the country and growth in citizens’ quality of life, the authorities operate under conditions of limited resources. This requires improvement of management efficiency and qualitatively formulated indicators for assessing the effectiveness of the authorities’ activities. One of the reasons for the difficulty in formulating indicators is the identification of state and municipal governance. The purpose of the study is to separate the effectiveness of municipal governance (...)

Environmental, Social, and Governance (ESG) Outcomes and Municipal Credit Risk.Christopher C. Bruno & Witold J. Henisz - 2024 - Business and Society 63 (8):1709-1756.
We investigate the association between a wide range of community-level environmental, social, and governance (ESG) outcomes and the credit risk of U.S. municipal finance fixed-income securities. We develop a novel dataset of multiple ESG outcomes for U.S. counties and connect it to a 2001-2020 panel of municipal bonds issued within those counties. Overall, we find supportive evidence that collective increases in community-level ESG factors (i.e., ESG outcomes) are associated with reductions in credit risk for U.S. municipal finance (...)

Democracy reformed: Richard Spencer Childs and his fight for better government.Bernard Hirschhorn - 1997 - Westport, CT: Greenwood Press.
This biography, the first of Richard Spencer Childs, begins in the Progressive Era when Childs initiated and pursued two fertile ideas: the short ballot doctrine and the council-manager plan. Childs understood that the simplification of the task of the voter was a question pressing for solution and that the council-manager plan would transform municipal government. This comprehensive work discusses other aspects of Childs' broad reform agenda. His proposals included: county government reform; reform in state government administration; (...)

It studies the consolidation of various forms of participation in federal laws on local self-government. The analysis of data from the annual Monitoring of the development of the local government system has been carried out, which makes it possible to assess the real prevalence of various forms of public participation. It is shown that the new Draft (...)

Dutch Comfort: The Limits of AI Governance through Municipal Registers.Corinne Cath & Fieke Jansen - 2022 - Techné Research in Philosophy and Technology 26 (3):395-412.
In this commentary, we respond to the editorial letter by Professor Luciano Floridi entitled “AI as a public service: Learning from Amsterdam and Helsinki.” Here, Floridi considers the positive impact of municipal AI registers, which collect a limited number of algorithmic systems used by the city of Amsterdam and Helsinki. We question a number of assumptions about AI registers as a governance model for automated systems. We start with recent attempts to normalize AI by decontextualizing and depoliticizing it, which (...)

Tagging municipality FAQs: a quest for interoperability. [REVIEW]Yvonne Bjerke & Olov Östberg - 2009 - AI and Society 23 (3):433-440.
All organisations must be able to answer questions from their respective constituencies. It is not an exaggeration to say that, in this respect, it is a challenge to handle the extremely broad action platform of local government administrations (municipalities). The present paper is a walk-through of questions from the citizens that are managed at Botkyrka municipality, Sweden. It is focussed on the use of an ‘intelligent’ citizen assistant.

Municipal surveillance regulation and algorithmic accountability.P. M. Krafft, Michael Katell & Meg Young - 2019 - Big Data and Society 6 (2).
A wave of recent scholarship has warned about the potential for discriminatory harms of algorithmic systems, spurring an interest in algorithmic accountability and regulation. Meanwhile, parallel concerns about surveillance practices have already led to multiple successful regulatory efforts of surveillance technologies—many of which have algorithmic components. Here, we examine municipal surveillance regulation as offering lessons for algorithmic oversight. Taking the 2017 Seattle Surveillance Ordinance as our primary case study and surveying efforts across five other cities, we describe the features (...)

Municipality and Community in Chile: Building Imagined Civic Communities and Its Impact on the Political.Edward F. Greaves - 2004 - Politics and Society 32 (2):203-230.
This paper examines the institutions for participatory governance that have been created in Chile through a case study of Huechuraba, a low income municipality in the Santiago metropolitan area. The case of Huechuraba suggests that in certain contexts, the meetings that take place between government officials and grassroots organizations can become a forum for the state to colonize public space and bolster the hegemony of the status quo by establishing the parameters of citizenship.

Dutch municipalities are confronted with an increased number of prescribed environmental tasks and also with a growing demand, both from the central government and environmental pressure groups, to undertake environmental activities on their own initiative. This development over-taxed the information management of most municipalities. In the past few years, computer technology was introduced to relieve part of this pressure (e.g., by automation of registration systems). In this article we present a classification of computer applications for environmental management, investigate their (...)

The existing complex «state-municipal» mechanism for exercising power at the local level largely determines the forms and nature of political actors’ interaction at the regional level. Governing Household Waste Management: An Empirical Analysis and Critique.Scott Cameron Lougheed, Myra J. Hird & Kerry R. Rowe - 2016 - Environmental Values 25 (3):287-308.
We conducted a survey of residents of Kingston, Ontario, Canada, (n = 107) to understand their attitudes to and experiences of waste management and governance. Currently, the municipality is emphasising waste diversion and exploring new waste processing systems (WPS; e.g., incineration) to reduce costs. Using Foucault's governmentality theory, our data suggest Kingston's reliance on an attitude-behaviour-context model of behaviour change successfully fosters an environmental citizenship identity based on waste diversion (e.g., recycling). However, we argue that the neoliberal governmentality upon which (...)

_Pakistan gained independence on August 14, 1947. Its democratic system has deep historical roots dating back to ancient times. This study explores the growth and development of grassroots governance in Pakistan. A qualitative research approach was employed, incorporating an extensive review of books on the subject and relevant online materials. The research reveals that grassroots governance in Pakistan has undergone several evolutionary phases, supported by a strong legal and constitutional framework. These constitutional provisions have played a crucial role in reinforcing (...)

When policy feedback fails: “collective cooling” in Detroit's municipal bankruptcy.Mikell Hyman - 2020 - Theory and Society 49 (4):633-668.
The received wisdom among welfare state scholars is that policy feedbacks render social insurance programs durable. Yet, in the case of Detroit’s municipal bankruptcy, a voting majority of retired city workers accepted a settlement that asked them to waive key legal protections, formally accept gutted medical benefits, trimmed pension benefits, and a new public-private pension financing mechanism. This article synthesizes interactionist theories of loss to introduce the concept of “collective cooling.” I argue that collective cooling helps to establish the (...)

The process of democratic consolidation in Mexico has not resolved the issues of trust in public institutions due to the lack of mechanisms to implement public policies related to transparency and accountability. Municipal governments have struggled to meet transparency and accountability obligations due to the heterogeneity in their demographic, economic, cultural, and institutional composition. In the case of Sonora, most municipalities have faced difficulties in fulfilling these basic information obligations on their portals and assuming responsibility for the management of (...)

This article narrates an episode in the life of a municipal health council in northeast Brazil, in which democracy itself came under deliberation. It seeks to locate normative assumptions embedded in theories of deliberative democracy and participatory governance in everyday conduct in one of these institutions. It suggests that assessing the democratizing potential of the myriad new spaces (...)

In the science of administrative and constitutional law, administration science and many other sciences, including political science, it is widely accepted that the basic, inherent feature of a municipality, deciding the essence of the territorial self-government unit as an entity of public administration, is the self-reliance it is entitled to. The self-reliance of territorial self-government units is even defined as a constitutional norm.In principle, self-reliance is perceived as a fundamental attribute of a decentralised public authority and constitutes one (...)
