Along with technological progress, vocational education and training (VET) is consistently changing. Workforce disruption has serious consequences for workers and international economies, often requiring adults to transition into different occupations or to upskill to maintain employment. We review recent literature covering VET trends, theoretical considerations for the 21st century, and present an approach to workforce training to help workers not only learn necessary skills but also become adaptable to constant change. We suggest a functional contextualist approach (...) to mastery learning achieves this aim. Specifically, we offer suggestions for pedagogy that not only develop skills but also encourage higher order thinking. Within a novice to expert continuum, we suggest deliberate practice, mental simulation, and reflective meaning making as methods to achieve efficiency and transfer—learning outcomes relevant to a changing workforce. This approach recognizes that learning is context bound and should promote broader human capabilities that support both employability and the continuing development of life literacies. (shrink)

Research on Augmented Reality in education has demonstrated that AR applications designed with diverse components boost student motivation in educational settings. However, most of the research conducted to date, does not define exactly what those components are and how these components positively affect student motivation. This study, therefore, attempts to identify some of the components that positively affect student motivation in mobile AR learning experiences to contribute to the design and development of motivational AR learning experiences for the (...) class='Hi'>Vocational Education and Training level of education. To identify these components, a research model constructed from the literature was empirically validated with data obtained from two sources: 35 students from four VET institutes interacting with an AR application for learning for a period of 20 days, and a self-report measure obtained from the Instructional Materials Motivation Survey. We found that the following variables: use of scaffolding, real-time feedback, degree of success, time on-task and learning outcomes are positively correlated with the four dimensions of the ARCS model of motivation: Attention, Relevance, Confidence, and Satisfaction. In European industrialized countries, a large number of companies in the healthcare, hotel, and catering sectors, as well as in the technology sector, are affected by demographic, political, and technological developments resulting in a greater need of skilled workers with a simultaneous shortage of skilled workers (CEDEFOP, 2015, 2016). Consequently, employers have to address workers who have not been taken into account such as low-skilled workers, workers returning from a career break, people with a migrant background, older people, and jobseekers (...) and train them, in order to guarantee the professionalization of this workforce (Festing and Harsch, 2018). Continuing vocational education and training (CVET) is seen as an indispensable tool; because CVET has advantages for both employers and employees, it helps to increase the productivity of companies (Barrett and O’Connell, 2001), to prevent the widening of socioeconomic disparities (Dieckhoff, 2007), and to open up career opportunities for the workforce (Rubenson and Desjardins, 2009). However, participation rate on CVET seems to differ, depending on institutional factors (such as sector and size of the company) and individual characteristics (such as qualification level, migration background, age and time of absence from work) (e.g., Rubenson and Desjardins, 2009; Wiseman and Parry, 2017). In contrast to previous research, our study aims to provide a holistic view of reasons for and against CVET, combining the different perspectives of employers and (potential) employees. The analysis of reasons and barriers was carried out based on semi-structured interviews. Fifty-seven employers, 73 employees, and 42 jobseekers (potential employees) from the sectors retail, healthcare and social services, hotels and catering, and technology were interviewed. Results point to considerable differences in the reasons and barriers mentioned by the disadvantaged groups. These differences are particularly significant between employees on the one side and employers, as well as jobseekers, on the other side, while the reasons to attend CVET of jobseekers are more similar to those of employers. The results can be used to tailor CVET more closely to the needs of (potential) employees and thus strengthen both the qualification and career opportunities of (potential) employees and the competitiveness and productivity of companies. This paper focuses on independent training providers (ITPs) – in other words, private companies – as suppliers of vocational education and training in post-war England. Whilst acknowledging the central role of further education (FE) colleges in delivering vocational learning, it draws attention to a large, diverse sector of ITPs operating alongside FE colleges, particularly during the 1960s and 1970s. Data suggest that around 15–20% of vocational learners were enrolled as fee-paying customers with private (...) providers at that time – a figure broadly similar to today. There are, it is argued, three related reasons for this. First, the post-war policy environment, and the varied and uneven nature of colleges at that time, allowed significant room for ITPs to operate as alternative providers of vocational education. Second, the far-reaching ‘efficiency’ gains required since FE colleges left local authority control have largely attenuated the space in which ITPs previously operated. Third, neoliberal assumptions about the superiority of private enterprise mean that ITPs now receive significant funding from the state, largely to deliver Apprenticeships and other programmes of work-related learning – which has, somewhat perversely, reduced the incentive for them to act as bone fide commercial providers of a broader range of vocational learning. Vocational Education and Training programs are fuelled by technical and practical educational modules. The teaching staff adopts both traditional and innovative pedagogical frameworks to increase the generalization and maintenance of practical skills. At the same time, VET teachers and trainers have a few occasions to promote and include disciplines and educational programs for enhancing students' soft skills, e.g., critical thinking skills and media literacy. Following the European VET framework and literature of the field, CT and ML represent (...) a social challenge that requires even more efforts by academics, practitioners, and policymakers. Thisstudy situates into this context with the aim of introducing a novel educational approach for supporting the teaching staff in the promotion of students' CT and ML. This educational approach has been realized by the team of researchers and trainers of the NERDVET project, an Erasmus+ KA3 project devoted to the promotion of new tools and policies for enhancing CT and ML in VET. To pursue this aim, the team has employed the self-nudging model which regards the individuals' set of cognitive and behavioral strategies that individuals can develop to target a specific objective. By framing pedagogical strategies into this perspective, the team realized an initial approach for educational activities and teaching strategies to promote students' CT and ML. (shrink)

Vocational Education and Training policies are paying increasing attention towards the need to develop quality career guidance processes. Career guidance plays an essential role in this challenge by enabling people to develop the career management skills that allow them to become aware of their full potential and to construct life projects that facilitate the emotional management of uncertainty and complexity, participating as responsible agents in their environment. After conducting a literature review on each of these key elements, (...) we set out to identify best practices in VET as “building blocks” for the construction of an integrated career guidance plan in VET. This study adopts an approach based on qualitative methodology, specifically a documentary type of research has been carried out. The documents analysed correspond to 88 best practices identified in Andalusia. The analysis strategy used was a content analysis. For this purpose, a system of categories has been designed, from a deductive perspective, which has contributed to a systematic analysis of them. One of the first conclusions of the study is the uneven development o best practices in the different VET professional pathways. The practices carried out in the centres begin to incorporate different elements and thus facilitate the creation of a suitable context for the development of comprehensive career guidance plans in VET. The article closes by offering implications for the development of guidance in the education system and discusses lines of future research. (shrink)

Australia is restricted by the academic, social and administrative mechanisms of financialization. Exaggerated critiques about the adequacy of learner-centered approaches to education have been used to support a retrogressive shift from curriculum informed by contemporary educational theories, towards curriculum informed by management theories based on the dehumanizing educational theory of behaviourism. I therefore suggest a return to pre-1987 learning-centered educational theories, which include face-to-face relations, compassion and civility. This call is not new, but it has been largely ignored by (...) powerful agents in society: politicians, and regulatory-body representatives. It is therefore necessary to embark on an alternative approach to agential change. In this case, I appeal not to the powerful agents, but to all of us involved in VET. Since VET subsists on our activities, that is, since we daily reproduce it with our activities, it should be possible for us to withdraw those activities that reproduce the marketized approach to VET. Educational transitions play a pivotal role in shaping educational careers, and ultimately social inequality. Whereas parental socioeconomic status (SES) and cognitive ability have long been identified as key determinants of successful educational transitions, much less is known about the role of socio-emotional skills. To address this gap, the present study investigated whether Big Five personality traits predict success in the transition from secondary school to vocational education and training (VET) above and beyond SES, cognitive ability, and other (...) covariates. Using data from Starting Cohort 4 of the German National Educational Panel Study (NEPS; N = 4,137), we defined seven indicators of successful transition: obtaining a VET position, number of acceptances for VET positions, starting a VET position, (the absence of) dropout intentions and actual dropout, final VET grade, and satisfaction with VET. The results revealed that some Big Five traits were incrementally associated with several indicators of transition success. Conscientiousness emerged as the single most relevant trait, predicting all the transition success indicators but one (dropout intentions). The other Big Five traits had much weaker and less consistent links with transition success. Extraversion predicted the final VET grade and obtaining a VET position; Agreeableness was linked to a higher risk of dropout. Openness and Emotional Stability had no incremental effects on transition success. There was also some evidence for both compensatory and synergistic interactive effects, with Openness moderating mainly the effects of parental SES (on dropout intentions, actual dropout, and number of acceptances), and Agreeableness moderating the effects of cognitive ability (on obtaining a VET position, number of acceptances, and satisfaction with VET). Although individual effect sizes were small, the Big Five’s joint contribution to transition success was non-negligible, and often larger than that of sociodemographic characteristics and cognitive ability. Our results suggest a hitherto underappreciated contribution of personality to successful transitions to VET. (shrink)

Participation in further education is a central success factor for economic growth and societal as well as individual development. This is especially true today because in most industrialized countries, labor markets and work processes are changing rapidly. Data on further education, however, show that not everybody participates and that different social groups participate to different degrees. Activities in continuous vocational education and training are mainly differentiated as formal, non-formal and informal CVET, whereby further differences between (...) offers of non-formal and informal CVET are seldom elaborated. Furthermore, reasons for participation or non-participation are often neglected. In this study, we therefore analyze and compare predictors for participation in both forms of CVET, namely, non-formal and informal. To learn more about the reasons for participation, we focus on the individual perspective of employees and additionally integrate institutional characteristics. The results mainly show that non-formal CVET is still strongly influenced by institutional settings. In the case of informal CVET, on the other hand, the learning biography plays a central role. The availability of time is a deciding factor for participation of adults in continuing vocational education and training. In view of the importance of time for participation, the present study investigates the impact of employer offered leave of work on employees’ participation behavior in CVET. Leave of work provides a specific timeframe for CVET by enabling the use of working time as learning time. The rationale of the intention-behavior relation as theorized by the theory of planned behavior (...) provides the theoretical framework for the study. The theory allows the integration of individual and contextual factors in explaining individual behavior and the underpinning decision-making process. The theory conceptualizes time as an element of behavioral control that is required to act on an intention. Behavioral control is theorized to moderate the intention-behavior relation. Two modes of behavioral control are distinguished. We use employer offered leave of work as a proxy for actual behavioral control and the degree of perceived behavioral control regarding the availability of temporal resources to participate in CVET to investigate the theorized moderating role of behavior control on the intention-behavior relation. To test the hypotheses, two waves of panel data from the German National Educational Panel Study are used. Aiming at causal inferences, hybrid logit models are employed. We find that a participation intention is a significant predictor of CVET participation. However, the results provide no evidence regarding the theorized moderating role of actual behavioral control in terms of an employer offered leave of work on the intention-behavior relation. Furthermore, the results provide evidence that the degree of perceived behavioral control regarding the availability of temporal resources to participate in CVET does neither moderate the intention-behavior relation nor is a proxy for actual behavioral control. Finally, we discuss possible future developments of the theory of planned behavior by integrating action-theoretical assumptions from the value-expectancy theory. (shrink)

Research suggests that sedentary behavior is negatively associated with cognitive outcomes. Interrupting prolonged sitting has been shown to improve cognitive functions, including executive functioning, which is important for academic performance. No research has been conducted on the effect of standing on EF in VET students, who make up a large proportion of the adolescent population and who are known to sit more than other students of this age. In this study, we investigated the acute effects of reducing SB by short (...) time standing on EF in vocational education and training students. In a randomized crossover study, 165 VET students were first taught for 15 min in seated position. After this, they performed while seated the Letter Memory Test for updating, and the Color Shape Test for shifting and inhibition. Students were randomly assigned to a sitting or standing condition. All students were taught again for 15 min and then took the same tests in the condition they were allocated to, respectively, standing or seated. After 1 week, the test procedure was repeated, in which students switched conditions. Mixed model analyses showed no significant effect of sitting or standing on updating, shifting, or inhibition. Also, no significant differences were found for the order of condition on updating, shifting, or inhibition. Our results suggest that 40 min of standing does not significantly influence EF among VET students. (shrink)

This essay takes up the issue of the impact of technology on jobs in modern workplaces, and the curricular challenges thereby engendered for vocational educators. Conceptions of the nature of workplaces are examined, along with conceptions of the types of skill needed. It is proposed that distinction be made between vocational education at the secondary school, and that beyond. At the secondary school, vocational education would be education about work, and the goal would be (...) vocational literacy. This would constitute a liberal vocational education. Beyond that, vocational education would be for jobs, but would include liberal features, such as general education course work, and training in job families. (shrink)

Historically, Chinese educational philosophy has been dominated by Confucianism and, since 1949, by Marxism. However, rapid industrialization, ideological demands, and loyalty to traditions have now led to a situation where various Western philosophies have been adopted into vocational education in hopes of moving the country forward without challenging the status quo too vigorously. The result is that China presently has no clear philosophical foundation that can help the country make solid decisions on how vocational education shall (...) contribute to economic growth and social improvements. Awareness of one's philosophy, however, is important for vocational educators so that they can make well-founded decisions about their teaching. The authors hope that by presenting an overview of which philosophies have been adopted in the past and the influence they have had on practitioners and policymakers, scholars can engage in a debate on which vocational education philosophy can help train China's workforce most effectively and support continued economic growth. Referring mainly to theories of transformation engineering, this article focuses on an experimental vocational training system bringing together special education teachers in initial training, under apprenticeship contracts and in employment. It uses the issue of the construction of emerging professionalism to analyze the formation of legal skills among educators. This contribution offers a broader vision of the conditions that make this learning possible, pointing to their effects on the feeling of personal effectiveness. The analysis of the (...) traces collected makes it possible to highlight the role of the relational circles around the learner in a professional situation. These results are discussed in the light of work on legal socialization and aim to identify the skills forming a "legal professionalism" specific to the educator, and for which training modalities are suggested. The article examines organisational challenges in the Finnish vocational education and training to support students’ lifelong learning pathways. Investigation of organizational challenges is done through the students’ transitions either within one school level or from one school level to another or to working life. For supporting the students’ learning pathways, it is argued here that specific attention has to be paid to collaborative practices of the personnel in order to guarantee the transitional fluency. This kind of collaboration (...) is here called distributed pedagogical leadership. For examining the shared practices in the frame of distributed pedagogical leadership, the article introduces both quantitative results from a national survey and a Finnish VET case school and qualitative results from this particular school as several interviews of the leadership team and the teachers. The purpose of the study is to identify the possibility of using the sensorimotor method for modeling variable situations of the use of physical force by police officers and organizing the level structure of the sequential use of variable situations for training cadets and students of educational organizations of the Ministry of Internal Affairs of Russia. The scientific novelty lies in identifying the effectiveness of sensorimotor method in situational training of police patrol officers, which makes it possible to (...) rank simulated situations of the use of physical force, including combat techniques of struggle by levels of complexity, and thereby realizing the didactic principle of consistency and accessibility of learning educational material. Adopting a sociopragmatic and interactional perspective, the paper proposes to investigate how apprentices engage in questioning practices and how trainers respond to these questions. A detailed empirical analysis of audio/video data collected in the context of Swiss training companies establishes that answers provided by trainers in response to questions do not constitute the dominant form of questioning work observed. Alternative interactional patterns that stress the tensions connected with questioning in the workplace context and the complexity of the social practices (...) associated with workplace learning are identified and described. These findings illuminate the challenges faced by apprentices when joining the workplace and underscore the importance of a sociopragmatic perspective in addressing social issues related to initial vocational education. The job of butcher requires the routinized mass killing of nonhuman animals and has damaging mental health consequences for individuals and negative impacts on society. However, vocational training for butchers is part of many educational systems in the European Union where teenagers can start training from the age 0/15. In this article, I explore the effects of the violent content of this training on young people and its relation to the context of their developmental period—adolescence. This article examines the NEET (Not in Education, Employment, or Training) youth in Romania, employing the secondary analysis of quantitative data and focusing on the socio-economic, cultural and systemic factors contributing to this phenomenon. The analysis highlights how economic instability, poverty and limited access to education exacerbate the challenges faced by this demographic group. Gender disparities, driven by traditional roles and labour market discrimination, further limit opportunities for young women. Additionally, structural deficiencies in the labour market, such (...) as job shortages and mismatches between skills and demand, hinder employment prospects. Cultural expectations and societal norms also play a significant role in influencing youth participation in education and employment. Young citizens of Romania, particularly women and members of the Roma community, face significant barriers to employment, with low wages, poor working conditions and inadequate investment in education and vocational training contributing to high NEET youth rates. Patriarchal norms, especially within the Roma community, further exacerbate cycles of poverty and marginalisation by limiting educational and economic opportunities. (shrink)

The success of the New Deal policies of the current Labour administration - particularly the Welfare to Work and University for Industry initiatives - will depend crucially on the cooperation of the vital small and medium-sized enterprises sector of British industry. In turn, the reaction of small employers to the new policies will be structured by the national vocational education and training efforts and the vocational qualifications system. Against the background of our recent research on SMEs (...) in the West Midlands region, we argue that the New Deal policies will fail to engage with SME needs and interests unless the new Qualifications and Curriculum Authority effectively abandons the old agenda of the former National Council for Vocational Qualifications in its ongoing restructuring and radical review of issues and policies for VET. The aim of this study is to explore how Greek youth understands their relationship to education, and how this understanding might change as a result of the interplay between participation in different educational/social arrangements and structural factors such as gender, socio?economic background and area of residence. In total, 800 young people (i.e. four groups?students in upper?secondary school, tertiary education, vocational education and training and working young people) were surveyed. The results yield an impressive homogeneity of (...) the young people?s views corresponding to a ?pragmatic? image of schooling, though they are partially differentiated with respect to attitudes and practices. Moreover, boundaries are discerned between the young people following academic and non?academic educational trajectories, and between the learning opportunities provided within and outside the formal educational system. Finally, females appear to be more mobilized, but less satisfied by educational services. These findings are contextualized and discussed against a background of relevant trends in other European countries, as well as of wider social, historical and political forces affecting Greek society. This paper identifies the key assumptions underpinning current arrangements in vocational education and training (VET) in the UK. These assumptions, and the idea of vocational capability they denote, are rejected in favour of a more coherent conception—a conception centred not on the traditional dichotomy of ‘knowing how-knowing that’ but on what I refer to as the ‘constitutive understandings’ from which both practical and theoretical capabilities can be seen to derive. Many modern discussions on Vocational education and Training (VET) only consider it’s goals in terms of the labor market or social inclusion. This article argues that vocations are an important contribution to the common good of society as whole, and not only a method of securing laborers. In order to acknowledge this contribution there needs to be a reorientation on VET from an educational perspective first and foremost. In order to do this, this article revisits a public (...) debate John Dewey had with two early educational reformers David Snedden and Charles Prosser in the early twentieth century. In this debate, the economic arguments used by Snedden and Prosser, which have found their echoes in the modern VET debates were opposed to the educational arguments of Dewey. This article wishes to show the significant educational nature of Dewey’s counter arguments and argue for the relevance of this approach in the modern VET discussion. (shrink)

In his landmark work, Democracy and Education, John Dewey (1916/1980) proposed that "democracy is more than a form of government; it is primarily a mode of associated living, of conjoint communicated experience" (93). Given this, he argued, the role of the system of public education in a democracy must not only facilitate individual development, but do so in a way that simultaneously attends to the larger social good. This thesis focuses on the use of intelligent tutoring system for education and training of students specialized in electricity in the field of technical and vocational education. The use of modern systems in training and education will have a great positive impact in improving the level of students receiving training and education; this will improve the level of the local economy by producing students of professionals who are able to engage in society (...) efficiently, especially for those who have specialized in electricity. It is known that students in electrical specialties face many problems because of time and cost. Learning and training is not as easy as you imagine, so intelligence is how to overcome these limitations effectively. Motivating the Intelligent Tutorial System (ITS) for this type of training. This system consists of a student model, which in turn will contain lessons, exercises and examples that will be used by the student in addition to the user interface model which makes the teacher to be able to manage lessons, examples, and questions and make changes to the system. Expert System (ES) model representing the Artificial Intelligence (AI) here has been used to determine the level of the student and gives him the results, directions and levels. The program was implemented and was used by trainees to show the extent of its impact. The students expressed their surprise and admiration in this way of education as the system used focuses on individual education which can be used at any time and without restrictions. After this experience, the dedicated (ITS) system needs to be developed in several ways such as to be used on mobile systems and web systems in addition to linking some of the specialized programs in the field of electricity. The purposes of higher education in general and of university education in particular have long been subject to controversy. Whereas for some, the main role of universities is to provide professional and vocational education and training and their benefits are to be measured in terms of social or economic utility, their value for others is to be seen more in terms of the liberal development and promotion of certain intrinsically worthwhile qualities of mind and intellect. In this context, indeed, much recent literature on university education has been concerned to reaffirm what are usually taken to have been the liberal purposes of bygone university education over the more instrumental or vocational agendas of much contemporary university and higher education. While recognising, along with other treatments of this issue, that it is to some extent implicated in a false dichotomy between the liberal and the vocational, this paper seeks a clearer rationale for the liberal dimensions and aspirations of university education. Scholarship in education beyond school has developed largely outside university departments of education, and has rarely engaged systematically with the study of education in schools. The paper concentrates on three areas: adult education, higher education, and further education. The development of the extra-mural tradition meant that adult education was less an object of scholarly study than a means of spreading scholarship to the wider population, with important exceptions such as historical studies. Since the (...) 1970s, the volume of research and postgraduate education in adult education in British universities has grown considerably. The study of higher education was marginal until the 1960s; its subsequent development was relatively slow until the 1990s, when the quality of university teaching came under wider external scrutiny. The study of further education and vocational training is characterised by disciplinary fragmentation, with much activity taking place in departments of psychology, economics, sociology and management, as well as in those former polytechnics that specialised in training further education teachers. The rise of integrative concepts such as lifelong learning suggest greater potential for cross-disciplinary scholarship that can engage the diverse body of those interested in teaching and research about this field. We wish to better understand the interrelational positioning challenges that the students face during the activities in which they participate in the workplace. The multimodal analysis highlights the frequent shifts of the participants’ reciprocal positions in mentoring interactions, and shows the coexistence of two inverted asymmetrical relations in a form of “double-cross asymmetry”. In this paper we present a model of vocational education and training (VET) that can be used to guide decisions relating to VET in Africa today. This model takes the critique of the neoclassical, neoliberal model of VET as its starting point. Guided by Bhaskar's Critical Naturalism, we use immanent critique to consider the adequacy of proposed alternatives to the neoclassical approach, such as: the heterodox approach, which foregrounds explanations based on human capital and political economy; and (...) Hodgson and Spours' social ecosystem model, which addresses some of the limitations of the heterodox account by including, social and ecosystem elements. Finally, we offer a version of the social ecosystem model that, according to our analysis, explains more of the empirical evidence than previous models. Our version of the social ecosystem model differs from earlier versions in terms of its explicit reference to the critical realist ideas of position- practices and emergence. (shrink)

This study explores the type-based vocational education system from the perspective of China. General education and vocational education are equal types of education in status, but not based on different levels of education in China. Specifically, the connotation of vocational education as type-based education is mainly embodied in ‘three directions’. The outstanding problems of vocational education as a type-based education include ‘four aspects’. Vocational education as (...) a type-based education reform path is considered as ‘four reforms’. We should strengthen management, improve the comprehensive quality of vocational college students and make clear the direction and explore the new path of reform and development of vocational colleges. This article explains and defends the idea that economic aims of education are as legitimate as any other, particularly liberal, aims. A particular conception of education is developed, which involves a significant vocational aspect, with two aims: individual fulfilment through employment and social well-being through economic prosperity. This account is to be contrasted both with training, which may be an essential component of education but which is not to be identified with it, and also with (...) instrumental forms of vocational education that do not take into account the need for satisfaction in the workplace. ABSTRACT This essay argues that science education can gain from close engagement with the history of science both in the training of prospective vocational scientists and in educating the broader public about the nature of science. First it shows how historicizing science in the classroom can improve the pedagogical experience of science students and might even help them turn into more effective professional practitioners of science. Then it examines how historians of science can support the scientific (...) class='Hi'>education of the general public at a time when debates over “intelligent design” are raising major questions over the kind of science that ought to be available to children in their school curricula. It concludes by considering further work that might be undertaken to show how history of science could be of more general educational interest and utility, well beyond the closed academic domains in which historians of science typically operate. Positive effects of person-environment fit on job satisfaction and persistence are well documented. However, little is known about the consequences of person-vocation fit for vocational education and training. Using data from the German National Educational Panel Study, we examine the influence of selected P-V fit indicators on training satisfaction and premature contract termination for 4,097 trainees in VET. We find that most P-V incongruences do not lead to negative consequences. Training satisfaction is not affected by (...) interest congruence and skill congruence. However, moderate overeducation enhances training satisfaction. For PCT, there is a general effect of undereducation; undereducation increases the probability of PCT independent of educational qualification for the occupation. PCT is not affected by skill congruence and only for Realistic interests, congruence with the vocational environment reduces PCT probability. (shrink)

The current crisis in British VET (Vocational Education and Training) is explained in terms of the decline of opportunities beyond preparation for university for young people after school. The continuing large numbers of ‘NEETS’ (those not in employment, education or training) is but one aspect of this problem: much larger is the decline in good quality VET opportunities for those who do not intend to go to university. A very important element in the problem is (...) a misunderstanding of the relationship between Education and Training and a continuing preoccupation with a narrow skills-based form of training rather than vocational education. The distinction between training and VET is made clear and it is argued that, although training is an important element in VET, it is a mistake to identify the two. There are significant liberal and civic elements in any VET worthy of the name. There follows a brief review of British VET policy, which starts from the 1964 Industrial Training Act and goes on to follow the decline that took place in the 1980s and 1990s until the point at which it was realised that there was a significant problem with British VET. The article goes on to consider recent developments, culminating in the Wolf Report of 2011. The connection between VET and schooling is considered, as is contrasting VET practice in much of Europe. The article analyses the impact of the neoliberal policy framework and managerialism on critical legal education in the context of Waikato Law Faculty, University of Waikato, Aotearoa New Zealand. The delivery of critical legal education challenges the ideology and implementation of current tertiary education policy and training because it is designed to deliver critical knowledge and not just vocational information. Waikato Law School was established in 1990 the year the neoliberal tertiary policy was enacted in (...) the Education Amendment Act 1990. It represented an attempt to introduce a more critical and inclusive approach to legal education. The article provides an account of the struggle to maintain a critical approach under a statutory framework that requires conformity to government policy designed to cut the cost of tertiary education and integrate universities into a neoliberal policy framework. The case study is intended to illustrate the insidious influence of the policy on undermining a legal education that prepares students to think critically. It is also intended to illustrate that it is possible to resist this interference in the fundamental role of the academic to be the critic and conscience of society. (shrink)

As the value of a university degree plummets, the popularity of digital microcredentials has soared. Similar to recent calls for the early adoption of Blockchain technology, the so-called ‘microcredentialing craze’ could be no more than a fad, marketing hype or another case of ‘learning innovation theater’. Alternatively, the introduction of these compact skills- and competency-based online certificate programs might augur the arrival of a legitimate successor to the four-year university diploma. The thesis of this article is that the craze for (...) microcredentialing reflects (1) administrative urgency to unbundle higher education curricula and degree programs for greater efficiency and profitability and (2) a renascent movement among industry and higher education leaders to reorient the university curriculum towards vocational training.
