As a result of financial difficulties confronting American agriculture, public debate is focusing on longterm options for restoring economic stability and growth to the agricultural economy. Many believe that just as homeowners in small communities throughout the nation have been served by the development of a secondary market for residential mortgages sponsored by the federal government, farmers throughout the country would similarly benefit from the development of a secondary market for farm real estate mortgages. This paper discusses issues (...) relating to the development of a secondary market for agricultural real estate loans. The concept of a secondary market for agriculture is of considerable interest to Congress, as evidenced by recent enactment of the Agricultural Credit Act of 1987 which established the Federal Agricultural Mortgage Corporation (“Farmer Mac”) to create a secondary market for farm real estate loans. The first section discusses the general nature of secondary markets and their purposes, with particular attention given to the secondary market for home mortgages because it served as a model for a secondary market for farm loans. Section two discusses basic differences between agriculture and housing, and section three provides a brief discussion of federal credit subsidies designed to help meet social and economic goals by influencing the allocation of credit to particular sectors of the economy such as housing and agriculture. Roman agriculture suffered traumatic changes during the 2nd century B.C. The traditional farmers who tilled their few acres and served family, gods and community were being squeezed out by large estate owners using slaves for investment farming. Politicians, scholars and poets tried to revive the ancestoral rustic life.In 133 B.C. the Gracchi legislated land reform to relieve the distress of the farmer soldiers who had won the empire. Although their efforts led to political confrontation that deteriorated into civil war, (...) programs for the traditional farm became a permanent part of government policy from the late Republic until the end of the empire in 476 A.D.Scholars and poets made a contribution to the revival of agriculture with knowledge for improving the farm and by encouraging an agrarian mentality. The agricultural manuals (e.g. Cato (c. 150 B.C.), Varro (c. 50 B.C), and Columella (c.65 A.D.), defined the nature of the desirable farm and gave practical advice. Profit was the goal, but good farming practices made for pleasure and virtue as well. The image of the ancestoral farmer was perpetuated as was the notion that farming was the only honorable and respectable occupation for a Roman gentleman.In the Augustan Age (34 B.C.—14 A.D.) poets were encouraged by the government to adopted a rustic theme in hopes it would stimulate a return to the land and aid in the rebirth of Rome and Romans. In the GeorgicsVirgil begins with the practical details of farming, but uses myth and philosophy to explore the nature and meaning of life. He admits that Jove made life perilous. But Jove also gave man the art of agriculture and with hard work man could know the pleasure of a simple, virtuous, productive life.Horace directed his poetry against the allure of city life and in praise of rustic living. Epicureanism and Stoicism, in the guise of life on the farm, could show that although fate was unpredictable, the world was orderly and, if one recognized and accepted its limits, one could make a garden of the world and live a simple but happy life.By 300 A.D. Rome missed the peasant-farmer-soldier and by the 470's life had returned to an agrarian condition. Bishop Sidonius, trying to furnish meaning and perspective for the emerging new age, resorted to the Roman agricultural traditions still cherished as that world disappeared. (shrink)

The Philosophy of Right presents us with a vision of bureaucratic paternalism that is designed to check the excesses of free markets set in motion by the triumph of natural-law thinking, which abstracted the principles of private property and subjective freedom from the institutions that had tamed them and situated them in a stable context. Against these excesses Hegel pits the agricultural estate, which has not succumbed to natural-law thinking; and a “universal estate” of bureaucrats who are (...) educated in Hegel’s philosophy itself, freeing them of the natural-law conflation of human needs with arbitrary and endlessly expanding preferences. Taught by Hegel to look after the needs of the organic whole that is society rather than the gratification of their own preferences, the task of the bureaucrats of the universal estate is to curb the tendency of free markets to produce the social preconditions for an alienated “rabble” to bring down the system. Rosario, Argentina, a city of more than one million people strategically located on the Paraná River in the heart of a fertile agricultural region, is home to a significant industrial corridor where ongoing urbanization for industry, including that associated with the port complex and agroexport industries, vies for real estate space with peri-urban and urban farming production. The city is also the site of thriving municipal programs seeking to change food production and consumption outcomes through urban and peri-urban (...) agriculture projects rooted in agroecology. This paper identifies the socio-natures critical for the formation and endurance of these agroecology assemblages. Based on interviews with 30 stakeholders in government, civil society, and agricultural production, we describe the integrated approach to environmental, social, and economic sustainability embedded in Rosario’s institutional agroecology programs. In particular, we discuss the actors and strategies, discursive renderings of socio-natures, and the marketing of agroecological materialities that form and are formed by these assemblages. We also discuss the power dynamics embedded in sustaining urban and peri-urban agroecological projects through institutional means. This research contributes to literature on agroecology, urban agriculture, and the urban metabolism through providing empirical examples of socio-natural entanglements in urban agroecological assemblages. The norms and ideals of human rights are increasingly invoked by civil society organisations to construct claims related to land tenure and access to food, particularly to challenge a massive expansion of agricultural investment in a developing country. While this has facilitated negotiations on rights and the formulation of claims, studies that investigate to what extent such endeavours achieve the transformational goals advocated by human rights proponents or in particular whether they have been successful in instigating any institutional reform (...) in the governance of massive agricultural modernisation projects are scanty. After discussing a national agricultural modernisation project, the Merauke Integrated Food and Energy Estate , set up in Merauke, Papua, the article concludes that the analysis of the transformative role of human rights requires a prudent examination of the role of the State in the negotiation process, the patterns of socio-cultural interactions signifying the political setting and the pressure experienced and perceived by actors that affect the issues selected and omitted. According to the Economic Survey of India, 2012–2013, the real estate sector contributed 5.9 % of the India’s total Gross Domestic Product in the Financial Year 2011–2012, while remaining the second largest employment generator after agriculture in India. The urban population in India is projected to touch 600 million by 2030, from 377 million in 2011, thereby fuelling a housing shortage of around 26 million. However, the perception of Construction industry, like other sectors of the economy, is that of (...) creating “human habitat in a manner generally focussed on profitability without consideration of its long-term impacts.” Under such circumstances, Tata Housing Development Company Limited, a closely held Public Limited Company under 99.86 % subsidiary of Tata Sons, is the first Indian real estate company to have reported the triple bottom-line Global Reporting Initiative G4 Sustainability Reporting Guidelines in its Sustainability Report FY 2013–2014. THDCL aims to volunteer its resources to the extent it can reasonably afford, to sustain the environment and to improve the quality of life of the people of the area in which it operates. This Situational Case Study, targeted towards management students and practitioners, and social and developmental workers in the areas of Corporate Governance, Strategic Management, Business Environment, Business Policy and Community Welfare, aims to identify the community engagement model of THDCL; analyse it in terms of its implementation and impact; and initiate discussion about the role of strategic partnerships under Corporate Social Responsibility in an emerging economy. This work may be used for developmental related workshops/training programmes for students and working professionals of innovation, CSR, sustainability, social and developmental sectors and shared, among others, in various Chambers of Commerce and Academic forums on the same. The large-scale proliferation of China’s new type of agricultural entities has given rise to a higher demand for funds. Farmers have insufficient effective collateral, which makes it difficult for them to obtain sufficient loans. Chinese financial institutions have developed a biological asset mortgage loan business to cope with this situation. China has not considered biological mortgages but has been using real estate and asset mortgage models with strong realizability. This innovative financial business has achieved positive results since it (...) was attempted, but it also faces many risks. It is very important to comprehensively and accurately consider the risk factors of biological asset mortgage loans. Based on 1249 production and operation data samples of new agricultural entities in Zhejiang, Henan, and Shandong provinces, this study constructs an XGBoost model for empirical analysis and compares it with logical regression, support vector machine, and random forest algorithms to obtain the optimal model and feature importance value. According to the characteristic importance value, a biological asset mortgage loan risk assessment system with 4 primary indicators and 20 secondary indicators is established, which can effectively identify the biological asset mortgage loan risk of new agricultural entities. ArgumentState patronage and the modernizing role of the government have been considered crucial for the development of science in Russia during both Imperial and Soviet periods. This paper argues, on the contrary, that the start of Russian agricultural science had predominantly local and non-governmental sources of support. Amateur experiments by nobles aspiring to become “cultured” landlords, university professors applying their scientific knowledge to their own estates, and the efforts by local community administrations, zemstvo, to compete for grain markets all (...) contributed, by 1900, to the establishment of various stations for agricultural research. The Imperial government became involved in this process rather belatedly, with an effort to further stimulate and coordinate the institutional network of agricultural science. By 1917, this network included more than 300 breeding and experimental stations. Despite revolutionary violence and the loss of former patrons, most of these stations managed to maintain their functions throughout the Civil War and formed the basis of Soviet agricultural science. In my opinion he handles this with a tremendous degree of authority and even-handedness.A.’s overarching theses are 1) that indirect agency emerged through the increasing absentee management of Roman farm operations and the delegation of Roman estate management to the agent known as the vilicus, 2) that regardless of the type of industry, most managerial operations exploited the practical efficiency and accountability of this vilicus-based system, and 3) that overall developments in Roman business management progressed from a more restrictive reliance on agents directly subservient to the entrepreneur (generally young slaves or family members under the direct potestas of the proprietor) to a more liberal reliance on managers enjoying looser personal connections—freedmen, servi alieni, and freeborn nonrelatives whose services were ensured by the terms of consensual contracts. One of the main points of the first chapter, for example, is the limited quantity of information there is available for institores and the generally derogatory tone it bears. We learn later on that institores were, in fact, relatively few in number and ill-liked precisely because they were so independent (175), and that far more business managers are recorded as vilici precisely because entrepreneurs could more firmly control them.A. argues that due to its extreme formalism rooted in the archaic period, Roman law lacked the concept of direct agency, and that the praetor responded to the needs of businesspeople by creating a legal system based on existing structures of Roman society (slavery and family) with advantages similar to those direct agency could otherwise have offered. This paper addresses methodological and metatheoretical aspects of the ongoing debate over the adaptive significance of Tibetan polyandry. Methodological contributions include a means of estimating relatedness of fraternal co-husbands given multigenerational polyandry, and use of Hamilton’s rule and a member-joiner model to specify how inclusive fitness gains of co-husbands may vary according to seniority, opportunity costs, and group size. These methods are applied to various data sets, particularly that of Crook and Crook (1988). The metatheoretical discussion pivots on the critique (...) by evolutionary psychologists of adaptationist accounts of polyandry. Contrary to this critique, I argue that valid adaptationist explanations of such practices do not necessitate cognitive mechanisms evolved specifically to produce polyandry, nor that there must have been exact equivalents of Tibetan agricultural estates and social institutions in human evolutionary history. Specific issues raised when one posits either kin selection or cultural evolution to explain the adaptive features of Tibetan polyandry are also discussed. (shrink)

In this paper we develop a typology of ‘non-commercial’ approaches to farming, based on a survey of a representative sample of farmers in Scotland, United Kingdom. In total, 395 farmers indicated that they do not seek to make a profit on their farms. We estimate that these non-commercial approaches to farming are utilised on at least 13% of agricultural land in Scotland. As such, non-commercial farming is not a marginal practice, nor are NCF limited to small-scale ‘hobby’ farms: NCF (...) exist across the scale of agricultural holding sizes and are operated by a wide range of socio-demographic cohorts. We identify 6 types of NCF: agricultural residences, specialist smallholdings, horsiculture holdings, mixed smallholdings, amenity mixed farms, and large farms or estates. These types were differentiated primarily by the scale of farm size, presence of diversification activities and types of animal present. The analysis demonstrates a number of emergent patterns of land management: de facto land abandonment, transition towards ‘horsiculture’, and management differences between retiring and new entrant NCF. We argue that the types identified reflect a number of intersecting issues in contemporary agrarian transitions, particularly the aging farmer population; generational renewal; and gendered implications of agricultural restructuring. This article examines the relationship between banking access and farm household investment. The assets we examine are non-retirement financial assets, retirement financial assets, and real estate assets not owned by the farm operation. Using data from the Agricultural Resource Management Survey and the universe of commercial bank branches from the Federal Deposit Insurance Corporation, we find that distance to commercial banks is negatively related to the degree of investment in each of these assets for farm households. We also (...) find that internet availability, as measured by the share of farms in the county with internet, is positively associated with farm households’ investment in each of these assets. Further our results show that farm households that are located in the South have the lowest bank access as measured by bank proximity and internet availability. (shrink)

The 1840s brought a certain revival both in intellectual life and efforts to modernize agriculture in the Kingdom of Poland. Count Andrzej Zamoyski (1800–1874) played an inspiring role here. In all his properties replaced feudal service by rents. Moreover, even though the villein system was still in place, he was a spokesman for a transition to this more modern form of managing for the totality of the landed gentry. On his initiative, the periodical “Roczniki Gospodarstwa Krajowego” (“Polish Farming Annual”) came (...) out. “Roczniki” brought in representatives of the Kingdom’s landed gentry supporting actions aimed at economic development and the promotion of civilization, soon to be called organic work. Representatives of the landowning party supporting the idea of organic work were popularly called “klemensowczycy”, because of their participation in conventions held in Andrzej Zamoyski’s estate in the village of Klemensów. The leader of the “klemensowczycy” blazed a trail for Poland’s progress of civilization, where he was characterized by Occidentalism, understood as referring to historical experiences of the Western world. In his early writings, dealing mainly with problems of agricultural policy, Max Weber at times differentiates between “class” and “estate”, but in general he treats them as synonyms. Only after 1909, when he started to work on Economy and Society and Economic Ethic of the World Religions, he felt the necessity to use these concepts in a more clear-cut manner. “Classes” are only placed within the economic order, while “estates” belong to the social order and take shape through (...) the partition of «social prestige» or «honor», which in turn derives from different sources, including the religious ones. This essay explores the forms of religious stratification which arise from the knowledge of rituals and precedents, from the knowledge of the Sacred Scriptures, or from a specific knowledge of the conditions of possibility of redemption. The case of highland Yemen up to around the middle of the twentieth century involves a history different from most Muslim societies in that, from 1919, the Yemeni state was independent. The problem I address concerns the utility of thinking about the highland property regime in this era in relation to the categories of "private" and "public." What sort of antecedents existed, at the level of property relations, for later commercial transformations that would culminate in such things as Pizza Hut (...) franchises? In Yemen, the polity of the period was a type of Islamic state, one based on the shari`a in ideology and in application and headed by a classical form of jurist-leader, a figure known as an imam. Prior to the twentieth century, this Yemeni form of a shari`a-based Islamic polity had a thousand year history in the highlands. Shari`a courts had exclusive competence as state tribunals, and judges, trained on old-style law books, heard the full gamut of litigation. By contrast, colonial changes in other Muslim societies typically entailed a sharp alteration and restriction of the sphere of the shari`a, often limiting application to the domain of "family law" alone. At the same time, the highlands had yet to commence the other great and, elsewhere, ongoing modern transformation of the shari`a, codification and legislation, which would not begin in Yemen until after the Revolution of 1962.Highland society at mid-century was agrarian, based primarily on settled plow cultivation, and the associated property regime was almost exclusively "private." In Yemen, the "private" property regime centered conceptually on milk, a category of individual ownership of immoveable property, and on the concept of mal, a commercial commodity. As a form of private, landed property, milk involved rights that could be acquired, alienated and inherited, and the associated agricultural production was based on lease contracts between landlords and sharecroppers. Pious endowments were the basis for one of the great Muslim "public" institutions, which supported mosques, schools, water systems, etc. Another fundamental "public" institution was an extension of the "private" commercial notion of mal into the state institution of the 'House of Mal,' or Treasury. Other key "public" institutions were the imamate itself, a form of Islamic state, and the shari`a court. This shari`a system can be thought of in terms of three levels of legal texts. At the highest level, shari`a doctrine, the jurisprudence of the period, constituted an ideology of the property regime. The doctrine provided models for both the range of substantive undertakings and for court processes, but the relationship of these models to the property relations and to litigation on the ground is a key question. At the lowest level, the routine documents of ongoing, uncontested practice proliferated. These included ordinary sale documents, leases, marriage contracts, endowment instruments, wills and estate inheritance instruments. Between high doctrine and low instruments were the records of shari`a court judgments, records in which the conflicts and contradictions of the property system were expressed, argued and ruled upon. Cloth, $75.00.Xenophon has often been dismissed as a light-weight essayist of considerable charm but limited analytical capacity. His dialogue, Oeconomicus, tends to be perceived primarily as a ragbag for social historians in pursuit of a reference. Both deserve better, (...) and this Sarah Pomeroy’s new commentary now provides. As its full title promises, it constitutes an invaluable supplement both to the study of Xenophon and to ancient social history. Discussion is well informed throughout, and many fundamental questions arise for consideration regarding modern perceptions of the ancient economy, Xenophon’s own economic viewpoint, and the true nature of the dialogue. The introduction, while inevitably addressing all the familiar topics, stands on the far less familiar premise that Xenophon pursues a coherent, consistent, and in some ways quite radical agenda, and that what has been widely regarded as episodic or anecdotal in nature is a unity in style and argument (5ff. and 14–20). Oeconomicus is for P. a combination of philosophical dialogue and agricultural treatise (263). The central theme, therefore, remains the obvious topic of household and estate management, with this difference that Xenophon intends an analysis of the domestic economy—its nature and what makes it tick, not a mere exposition of “how to run” a marriage, a house, and an estate—as his own dismissive remarks on manual-writers (xvi.1), and the sharp Socratic character of the dialogue might suggest. But the complex literary style and the telling dramatic character of the dialogue, of which her comments make us aware, are such as to suggest that Xenophon’s argument is even more authoritative than she allows.Amidst the commentary’s great wealth is the discussion of Ischomachus’ role. How historical a figure is he? P. gives a succinct account of the matter (259–64), and deals with Xenophon’s use of humor which has been variously interpreted. Some see the portrayal of Ischomachus’ marriage as a satirical joke against the historical figure, but P. while allowing for humor within the conversation between husband and wife considers that Xenophon’s overall intention is [End Page 492] serious, if not necessarily factual, and the ideal marriage is integral to the idealisation of the past which is part of the overall design. P. points out that the dramatic date of the dialogue is fixed very imprecisely within the later fifth century (18f.). At the same time Xenophon moves between past and present from the good old days to the less glorious now when, P. and others have argued, Athenian society had been irrevocably altered by the effects of the Peloponnesian War (47). She observes (31) that institutions may only elicit overt comment on the inception of their decline, so that Xenophon can be understood as recording the fading-away of traditional mores in marriage and the self-sufficiency of the household. Yet the existence of a written account need only signify a new interest within narrow literary circles in certain subjects—power-politics surely outlasted Thucydides’ time.Is it a problem that Xenophon appears both as a conservative traditionalist and as an analytical observer of Athenian society and domestic economy in its present state? We may simply regard the apparent contradiction as intentional on Xenophon’s part in this multifaceted and many-layered work, as P. does, or we can make additional assumptions. One might be that the war’s effects were less severe than P. supposes, and that Xenophon is both responding to a need to reenforce traditional values, rather than to recommend them to an age which has lost them, and commenting on the enduring good practices which have always produced beneficial results. The very high regard in which he was held by the greatest writers of his—or any—time is supported by a fragmentary structure made up of a mass of tantalizing titles, excerpts, and allusions gathered from later authors, the reflection of his Res Divinae in Augustine, the extant books (...) of his De Lingua Latina, and De Re Rustica. The last of these, De Re Rustica, is the only complete work of Varro’s we possess, and therefore on it must be tested all our theories and suppositions about Varro as a writer. Unhappily, the artistic weaknesses of this work seem only too apparent. 1 The subject—managing a villa economy—is not one to readily attract most readers in and of itself, and Varro’s undeniable learnedness is exhibited to us in a narrative full of “hasty remarks, conversational language, rhetorical nostalgia, and, crowning all, the anacoluthons,” all of which muddle his discussion, and produce a prose “style” that defies categorization, if not description. 2It is truly unsettling, then, that the opening of each of the books of [End Page 427] De Re Rustica presents to us a Varro whose urbane wit and literary skill are much more in accord with our expectations from the immensely learned friend of all the great writers of the late Republic, and particularly from the author of Menippean Satires. Such is the disparity between the charm of the dialogues’ setting and the dry exposition of the factual material, and so indifferently are they linked, that one could suppress the first, as Boissier suggests, 3 without noticeably affecting the second. The result, a learned and somewhat tedious discussion of agriculture, would be understandable: practicality and Cato’s crabbed example would naturally excuse Varro from the higher artistic requirements. Yet the dramatic dialogue suggests that the author intended more than a dry exposition of material—though it is a suggestion which is left unfulfilled and, at first sight, seems to do little more than demonstrate its irrelevance.My aim in this essay is to suggest that we have been taking Varro at once too seriously, and, paradoxically, not seriously enough. That is, we have been reading De Re Rustica so intently as a (lady-)farmer’s vade mecum—Varro began the project, he says, at the request of his young wife who wanted to know how to manage her new estate (1.1.1–4)—that we have not given its author’s wit and literary subtlety the attention they deserve. The ruthless either/or of academic categorization has misled readers; either Varro is joking, they tend to assume, or he is serious. That he might be both at the same time is an idea that needs more help than we have so far been given. The genre is defined (or so it seems) immediately by the opening of book 1, the dedication to Fundania; it is a handbook, since that is what Varro’s bride asked for. Yet the dialogue form signals some kind of philosophical genre, taken more or less seriously. We look, therefore, to Xenophon’s Oeconomicus, in which Ischomachus and Socrates discuss farming and, in particular, Ischomachus’ [End Page 428] fifteen-year-old wife’s management of her part of the oikos. 4 Then there is the dramatic framing of the three books, each with a very distinctive and rather unphilosophical setting, and dates that are mutually discordant. 5 This, combined with the enchanting name-play lavished on most of the characters in the dialogue, 6 suggests a comedic influence. The problem of future generations is a growing ethical issue. There are ongoing discussions about what kind of earth we are leaving and what we should leave to future generations as a result of the delayed awareness – if not ignorance – of the fact that this World does not belong to us exclusively. When we look at the example of Turkey, we can see that there is a huge conflict between environmental utilization and environmental education. On the one hand, (...) we have classes on the environment and its health; on the other hand, it is a reality that we have a not-so-eco-friendly government policy, which takes no notice of any kind of environmental issues or requirements. To mention but few, governmental insistence on real estate investments in green spaces, even by covering grade 1 natural site areas, a decline in the extent of agricultural land due to uncontrollable urbanization, and hydroelectric power plant projects are among recent events. These are the instances of conflicts between inscriptive and operative environmental policies in Turkey. The purpose of this article is to call attention to this dilemma and to assert that ecocide might be just another kind of genocide for Turkey, i.e., the genocide-yet-to-come. (shrink)

The academic community in the West tends to be suspicious of Russian philosophy, often relegating it to another category, such as “ideology” or “social thought.” But what is philosophy? There is no simple universal definition, and many thinkers consider it impossible to formulate one. The most credible attempt is nominalistic: philosophy is the practice in which Plato and Aristotle were involved. As Alfred North Whitehead wrote, “The safest general characterization of the European philosophical tradition is that it consists of a (...) series of footnotes to Plato.”If so, then Russian thought needs to be understood as an important part of the Western philosophical heritage, given that it offers perhaps the most elaborate set of footnotes to Plato's most mature and comprehensive dialogues: the Republic and the Laws. The status of ideas in Russian philosophy mirrors Plato's vision of them as ontological and political entities, “laws,” or ideal principles—as distinct from mere epistemic units or tools of cognition. The Platonic tendency to integrate and implement religious, philosophical, and political teachings culminated in twentieth-century Russia. In the Soviet state, perhaps more than anywhere else in history, philosophy became a supreme legal and political institution, acquiring the power of a suprapersonal, universal reason. Hence thought itself, in the moment of its triumph, became a prisoner in the social structures that Soviet ideocracy erected on a philosophical foundation. In discussing Russian philosophy, we inevitably consider the practical application of Platonic conceptions by the Soviet ideocracy to a state in which philosophy was called upon to rule.According to Sergei Averintsev, the emphasis on Platonism in the Russian intellectual tradition is nothing to be proud of; it should rather be lamented and repented. Despite the obvious Platonic preferences of Russian thinkers (from Ivan Kireyevsky to Aleksei Losev), Averintsev asks whether even now we might be able to reorient the tradition toward Aristotle instead—toward a more secular, tolerant, and analytic philosophy of human nature. “If Plato is the first utopian,” Averintsev writes, “Aristotle is the first thinker to look the spirit of utopia right in the eye and overcome it.... Aristotle's technique of thought is more neutral toward religion than is Plato's ecstasy.” Characteristically, the name index to the Palgrave Handbook of Russian Thought contains almost twice as many mentions of Plato as of Aristotle.Each national tradition has its own “strange attractor,” as they say now in complexity theory. English empiricism, French rationalism, German Idealism, American pragmatism... However stereotypical these generalizations are, they help to clarify the nations’ distinctive contributions to philosophy. Where does Russia stand in this row? I think that Caryl Emerson is correct to pinpoint, among the most distinctive features of the Russian intellectual tradition, the striving for “wholeness” (tselostnost’). Many Russian thinkers seem to evade definitive and particular “isms,” preferring to find ways of complementing (and thus diluting) those that are on offer. Faced with the claims for rationalism, for example, the Russian response tends to be that true rationality is or should be coupled with fullness of feeling. The characteristic Russian “ism” is at best “holism,” at worst “totalitarianism,” and is usually directed against Western thought. Kireyevsky declares: There [in the West] is a bifurcation [razdvoenie] of the spirit, a bifurcation of thoughts, a bifurcation of the sciences, a bifurcation of the state, a bifurcation of estates, a bifurcation of society, a bifurcation of family rights and duties, a bifurcation of morality and the heart.... In Russia, on the contrary, there is a predominant tendency toward the wholeness of the inner and the outer, of public and moral being.Vladimir Solovyov held that the goal of all knowledge was to comprehend “total unity” and to overcome all kinds of unilateralism, which he referred to as “abstract elements” (otvlechennye nachala). These one-sided elements included Realism, rationalism, empiricism, and positivism, all of which had been advanced by Western philosophical movements.Reading the Handbook, I was struck by how steadily, from one thinker to another, the concept of “unity” is reiterated in various synonyms and contexts: “all-unity,” “wholeness,” “totality,” “integrity,” “edinstvo,” “tsel'nost,’” “tselostnost,” “sobornost,” and so forth. Russian thinkers endeavor not to create something original and special but to unify everything that has already been done and known. Consider opponents, like the Slavophiles and Westernizers; take Petr Chaadaev and Vissarion Belinsky, Kireyevsky and Alexander Herzen, Dostoevsky and Solovyov—all are united by this “super-idea,” proclaiming its embodiment to be the all-embracing vocation of the Russian people. At the same time, they sharply reject all “private principles” and “trashy certainty” (Belinsky's driannaia opredelennost’)—anything that restricts and divides individuals or nations. All these forms of privacy and particularity must be overcome on the way to a universal whole that is even greater in scale than Western Catholicism. According to this logic of totality, we would be better off left with nothing than to be content with the particular and the limited. The first original Russian thinker, Chaadaev (1794–1856), makes the salto mortale of declaring Russia a country that has given nothing to the world, then proclaiming that Russia's destiny is to rise above the rest of the world and resolve all its contradictions. From nothing to everything: such are the philosophical foundations for the totalitarian aspiration of Russian thought, which eventually expressed itself in the revolutionary movements and communist experiments of the twentieth century.As is well known, Russian literature is considered in the West a far more powerful and original expression of philosophical ideas than Russian philosophy as such. Characteristically, then, almost half of the Handbook, its entire second part, is devoted to the dialogue of Russian philosophy with literature and art. As M. N. Forster remarks in the Handbook's concluding essay: “It is natural to wonder why this striking asymmetry between relatively modest achievements in pure philosophy and spectacularly high achievements in literature came about.” To the literary focus of Russian philosophy, we can add a political focus. At least a third of part one of the Handbook is devoted to Russian political and revolutionary philosophy, to Lenin and other Marxists, to Ivan Ilyin, and so on. In this context, both literature and politics assumed philosophical dimensions, often overshadowing philosophy itself.Bertrand Russell lamented that the system of philosophical categories in the West featured mostly nouns (being, consciousness, idea, matter, substance, and so forth), omitting adjectives, verbs, prefixes, and other parts of speech. This criticism should be applied to the category philosophy itself. Why the noun philosophy rather than the adjective philosophical, which can be applied to many areas of activity and creativity, including literature and politics?In Russian intellectual history, the philosophical, rather than philosophy, is the predominant category. The state, ideology, economics, politics and geopolitics, literature, art, warfare, space exploration—all these spheres in Russia and the USSR have been and remain abundantly philosophical, subordinated to certain philosophical tasks, though philosophy as such has never been as developed and sophisticated as in the West. As a discipline, Western philosophy “outsourced” itself to Russian disciples, leaving it to Dostoevsky and Tolstoy, Lenin and Trotsky, to test in literary and political practices a host of Western philosophical ideas, from those of Plato, Rousseau, and Hegel to those of Feuerbach, Marx, and Nietzsche.Likewise, the verb to philosophize is used in ways unusual and awkward in the West. “It is characteristic of the Russian people to philosophize [filosofstvovat'],” as Nikolai Berdyaev observed: “An illiterate Russian peasant likes to pose questions of a philosophical nature—about the meaning of life, about God, about eternal life, about evil and untruth, about how to realize the Kingdom of God.” The philosophical and philosophizing, as attributes and actions of the state and society, overpowered philosophy as a noun—as an academic discipline, if you will. Russian philosophy has had a very modest impact on the West, but the impact of the philosophical has been immense. Nineteenth-century Russian literature influenced Western culture with its philosophical interrogations and existential dilemmas, just as, in the twentieth century, the USSR influenced the West with the philosophical ideas (Marxism, materialism, dialectics, collectivism, socialism, communism) that determined Soviet ideology, politics, and economics.In the USSR of the 1920 and 1930s, for instance, philosophy as an independent academic subject was in a subdued position, as a servant of party ideology. But, meanwhile, the sphere of the philosophical spread to such distant domains as theater (Stanislavsky), physiology (Pavlov), and agriculture (Michurin), with all such activities glorified and sponsored by the state as “philosophically correct”—as faithful to “materialism” and “Realism.” Paradoxically, in the quintessentially philosophical state that was the USSR, the state of philosophy, with the repression of all independent thought and thinkers, was miserable. The fateful and often disastrous originality of Russian philosophy consisted precisely in its dissemination to other areas, in an act of kenosis or self-transcendence that can be viewed both as an aggressive philosophical appropriation of politics, economics, ideology, and literature—and as philosophy's sacrificial devotion to the world beyond its professional boundaries.So there are three features that make Russian thought relevant and dangerous: its Platonic utopian aspiration; its spirit of totality; and its tendency to transcend the boundaries of academic philosophy and to philosophize society, politics, and life in general. Russian philosophy has not been as good at explaining the world as at changing it, sometimes ethically and poetically, sometimes violently and aggressively. Teachers and students of Russian culture should be deeply motivated to draw more attention to the philosophical in Russia and to raise its status in the Western academy. In my view, we would do better service to Russian philosophy if we are frank enough to qualify it as dangerous, sometimes very toxic and addictive, fraught with totalistic tendencies. This philosophy is the voice of the “underground,” both in the Dostoevskian and Leninist senses.At the same time, however, the antidotes concocted in the Russian metaphysical laboratory are of enormous value: the Russian versions of personalism, existentialism, secular and religious liberalism, neorationalism, culturology, conceptualism, and postmodernism. These movements, which counteract totalization, need to be studied precisely because they were cooked up and tested under the same extreme conditions in which the most dangerous intellectual poisons have been produced. As populations grow and arable land becomes increasingly scarce, large-scale long- term land leases are signed at a growing rate. Countries and investors with large amounts of financial resources and a strong agricultural industry seek long-term land leases for agricultural exploitation or investment purposes. Leaders of financially poorer countries often advertise such deals as a fast way to attract foreign capital. Much has been said about the short-term social costs these types of leases involve, however, less has been (...) said about the normative dimension of their long-term environmental impact. We therefore will focus on the likely impact such deals have for soil conservation, by (1) briefly introducing the basics of long-term leasing arrangements by comparing land leases to the renting of buildings, (2) explaining from a soil sciences perspective the difficulties in assessing the current value of an estate and in calculating the damages of soil erosion and degradation, and (3) show how difficult it is to incentivize the conservation of soil quality when one cannot sufficiently and cost-effectively valorize existing environmental capital and eventual future damages. Attempting to oblige tenants through contracts to invest in sustainable stewardship has limited potential when liability payments do not reflect true costs and are hard to enforce. (shrink)

The article defines the current state of economic development the territories of Ukraine. Important factors that determine it are macro- and microeconomic. On a national scale, the indicator of gross domestic product is used to determine the results of economic activity. At the regional level, a gross regional product is a general indicator characterizing the level of development the economy. It represents a general indicator of economic activity, performance and characterizes the newly created value of goods and services produced in (...) a certain territory. The geographical structure of the distribution of the gross regional product is presented and its differences are revealed in the regions, among which five are determined: North, South, West, East and Central Ukraine. The leading regions in which the largest share of the gross regional product is produced are investigated. The types of economic activity of some regions are analyzed. It is determined that in today's conditions the industries producing goods are in first place in terms of their relative density. They account for about half of the gross regional product. At the same time, the percentage of industries providing services remains insignificant. The dynamics of the change in the value of the gross regional product per one inhabitant was revealed. It illustrates the threefold difference between the maximum and minimum value in Ukraine. This indicates a significant uneven development of the regions. The directions for increasing the gross regional product are proposed, which consist in increasing the share of industries and services. The need for such reforms is related to the creation of an optimal market infrastructure, scientific and technological progress, the development of banking, insurance, real estate transactions, the restructuring of production, the production of those goods and services that are aimed at the broad demand of the population both in price parameters and quality characteristics. The article is dedicated to the political activity of the Great Leader in the process of national state building. Heydar Aliyev, who holds an important place in our modern history as a symbol of our independence, is an example for every Azerbaijani with his rich and diverse heritage. The evolution of national consciousness accelerated with Heydar Aliyev's coming to power, and thanks to him, our independence became eternal and irreversible. The concept of successful and strong state building strengthened the independence (...) of Azerbaijan. Universal essence and the totality of the historically formed system of values, forming the basis of statehood, were intended for great prospects. On September 20, 1994, oil contracts were signed, which was a turning point in the latest history of Azerbaijan. The contract of the century was realized precisely as a result of Heydar Aliyev's visionary policy. This Agreement, called the "Contract of the Century", created a reliable foundation for the future development and security of our country, and strengthened Azerbaijan's position on the world map. Today, Azerbaijan has gained the image of the most reliable partner of the world states. It is shown in the article that after gaining independence, the people of Azerbaijan achieved important historical achievements thanks to the foresight, determination, iron will, and rich statecraft experience of their wise leader, and the integration of our country into the world was ensured. As a result of the intense activity of Heydar Aliyev, great successes were achieved in the economy, industry and agriculture, social, cultural, sports and educational fields, numerous industrial enterprises, cultural and educational institutions, medical institutions were built, new housing estates were built, roads were built, gas was supplied to remote regions. lines were drawn. More than one million refugees displaced from Western Azerbaijan and Karabakh due to the Azerbaijan-Armenia conflict were temporarily provided with the necessary conditions. A new stage in the construction of the army has begun. In the article, the author talked about Heydar Aliyev's concept of advanced statehood, where the principles of nationalism, patriotism, giving importance to national-moral values prevailed and were determined as the main criteria in the history of our statehood. Establishing a multicultural society as one of the fundamental principles of a democratic legal state and, at the same time, ensuring the return to national identity is one of the main attributes of our state policy. As a result of the successful policy conducted in this direction, taking possession of our material and moral heritage, preserving it and passing it on to future generations is the main essence of our national ideology. Azerbaijanism, which became a national ideology, had more political and civic meaning than ethnic essence. This, in turn, ensured the unity of the state and the people. The people united around a single ideology and restored their national statehood, once again proving their national identity and existence. One of the important issues highlighted in the article is the comprehensive development strategy defined by the national leader Heydar Aliyev, which was successfully implemented in the last period under the leadership of the head of state, Mr. Ilham Aliyev, and the achievements in ensuring the sustainable development of our country and achieving the main goals and objectives. The basis of the current brilliant and magnificent achievements of our state is the successful policy implemented under the leadership of President Ilham Aliyev in accordance with national interests and modern global challenges. Azerbaijan is known in the world as a strong, influential state, an island of stability and a country with dynamic development, the great achievements made open new perspectives for our country. Having a strong international reputation and a positive image, Azerbaijan presented the world with examples of an effective economic development model, a model of multiculturalism that includes national and universal values, and the Azerbaijani model of national statehood. According to the decree of President Ilham Aliyev dated September 29, 2022, 2023 was declared the "Year of Heydar Aliyev" in the Republic of Azerbaijan. (shrink)

To assess whether and how environmental values and sense of place relate to sustainable farming practices, we conducted a study in South Kona, Hawaii, addressing environmental values, sense of place, and farm sustainability in five categories: environmental health, community engagement and food security, culture and history, education and research, and economics. We found that the sense of place and environmental values indexes showed significant correlation to each category of sustainability in both independent linear regressions and multivariate regression. In total, sense (...) of place explained a larger share of the overall farm performance. However, each indicator showed relative strengths; environmental values showed significantly higher correlation to environmental and educational practices. Furthermore the scales were complimentary, and the use of both scales greatly improved prediction of good farming practices from a multiple-impact perspective. With implications for community and environmental impacts, results suggest that a more comprehensive view of farmers’ environmental values and place connections may help illuminate individual farmers’ decisions and sustainability-related practices. This special issue of the Journal of Agricultural and Environmental Ethics presents so-called ethical tools that are developed to support systematic public deliberations about the ethical aspects of agricultural biotechnologies. This paper firstly clarifies the intended connotations of the term “ethical tools” and argues that such tools can support liberal democracies to cope with the issues that are raised by the application of genetic modification and other modern biotechnologies in agriculture and food production. The paper secondly characterizes the (...) societal discussion on agricultural biotechnology and defends the thesis that normative perspectives fuel this discussion, so one cannot come to grips with this discussion if one neglects these perspectives. The paper thirdly agrues that no such thing exists as “one” societal debate in which these issues should be discussed. There are several interwined debates, and different actors participate in different discourses. Some practical instruments are necessary in order to include the right issues in these debates. These instruments will be coined as “ethical tools,” since they are practical instruments that can be used (tools) in order to support debates and deliberative structures for a systematic engagement with ethical issues (hence, ethical tools). Finally, the paper clarifies the ethics of these ethical tools and presents the tools as discussed in the remainder of this special issue: 1) tools to include ethical issues in public consulation and involvement; 2) tools to support systematic reflection upon ethical issues in decision-making; and 3) tools to support explicit communication about values in the food chain. ABSTRACT This paper discusses the place and significance of comparative trials in German agricultural writings around 1800. In the second half of the eighteenth century, practitioners of agriculture began to discuss the role and design of agricultural trials. The notion of comparative experimentation played a significant role in these discussions, but it could mean quite different things: comparative assessment of treatments in terms of yield, cost-effectiveness, and adequacy for an intended purpose; comparative input variations to explore the multitude (...) of effects of certain causes; and the comparison of something treated with something untreated, to establish the effects of a treatment more securely. Some German agriculturists developed their methodologies explicitly in contrast to the laboratory experiment, as they conceived it. Others invoked systematic variations and practices of quality control that they imported from technological contexts. Yet others drew on philosophical discussions of cause–effect relations. (shrink)

Personal observations and survey data are used to examine the future of the village in a restructured food and agricultural sector in the former Soviet Union. Specific comparisons are made between the subjective quality of life of residents in two villages in the former Soviet Union (one in southern Russia and one in eastern Ukraine) and two villages in northwest Missouri. Residents of the Russian and Ukrainian villages have substantially lower assessments of specific domains of their lives than do (...) American villagers. Respondents in the Russian and Ukrainian sample express an interest in some aspects of privatization of services and consumer goods but, by and large, exhibit little interest in replacing the collective farms with household-level private farming. Historical factors, different incentive structures, and the possibilities for different institutional arrangements are discussed. (shrink)

Agricultural decision making is characterized by two challenges common to multiple arenas: linking science to decision making and linking science and decision making across multiple levels. The U.S. agricultural research, education, and extension system was designed to address these challenges. By investigating this system, this study deepens the understanding of science and decision making, specifically exploring the notion of boundary organizations in two significant ways. First, it provides a preliminary test of the hypothesis that boundary organizations mediate between (...) the shifting domains of science and policy, finding that they are instrumental in creating and maintaining an integrated system of assessment and decision making for addressing depletion of the High Plains Aquifer. Second, it extends the concept of boundary organization beyond the science-policy dimension to incorporate the dimension of levels of organization—not only bridging science and policy but linking science and policy across different levels. Distributivism holds that private property should be widely distributed among as many as possible and that such a distribution best serves the common good. This paper applies a distributist approach rooted in subsidiarity to the contemporary issue of the unaffordability of single-family homes and the impact of investors buying up more single-family homes, increasing their own wealth at the expense of typical home buyers. Here, we will first consider multiple factors in the housing “crisis,” then highlight the impact of investors (...) on the market. Second, we will consider a critique and analysis of the situation from a distributist perspective, rooted in principles of private property, solidarity, dignity, and subsidiarity (particularly turning to G.K. Chesterton's view on the importance of home). Due consideration is given to some objections to such a distributist critique, with response. Finally, several examples of proposals and implemented practices are provided to discourage this growing trend concerning the concentration of ownership of housing by investors and to better enable homeownership by families. How may emergent biotechnologies impact upon our relations with other animals? To what extent are any changes indicative of new relations between society and nature? This paper critically explores which sociological tools can contribute to an understanding of the technologisation of animal bodies. By drawing upon interview data with animal scientists I argue that such technologies are being partly shaped by broader changes in agriculture. The complexity of genomics trajectories in animal science is partly fashioned through the deligitimisation of the (...) productivist paradigm but continue to sit in tension around particular conceptions of sustainability in farm animal production.In spite of this deligitimisation process genomics is now being framed in the context of a new productivism (termed the livestock revolution) bound up in projected global changes in animal consumption during the first half of the 21st century. This potentially jars against both social trends that seek to re-enchant animal life and sustainability discourses which include social and environmental contexts. Nevertheless the possibility of a new productivism is supported by various interconnected trends including the emergence of a discourse of the 'bioeconomy' and a liberal regulatory apparatus for farm animal breeding technologies. Ultimately an understanding of the possibility of emerging new bio-capitalisations on animal life should be set in a broader context of competing agricultural paradigms as well as ongoing tensions over 'naturalness' in human/animal relations. Agricultural research raises fundamental ethical and value questions going beyond those in other fields both because of its public funding and because its results have significant impacts on habitats and other species. Questions about the sustainability of modern agriculture, which are shared with other sectors, require us to examine alternative visions and structures. These can be seen to range from status quo preserving ideologies to change-oriented utopias. It is argued that at the national level current ideologies—which include positivistic approaches (...) and belief in the neutrality of technology—mask real structural and policy choices as well as their ethical and value implications. At the international level, the export of fossil-fuel based modes of agriculture to the developing countries raises additional structural, policy, value, and ethical issues. (shrink)
